Travel & Tourism Development Index 2021: Rebuilding for a Sustainable and Resilient Future

3. Global context

The COVID-19 pandemic has been the worst crisis the global Travel and Tourism sector has faced in modern times. Lockdowns, travel restrictions, consumer fears and economic downturns led to a loss of $4.5 trillion in T&T GDP and 62 million jobs in 2020 alone. 3 While increasing vaccination rates, easing of travel restrictions and economic growth have helped kickstart a recovery, it remains slow, uneven and fragile. For instance, while international tourist arrivals increased by 18 million in January 2022 compared to January 2021, which equals the total increase in 2021, they were still 67% below 2019 levels 4 and, according to a recent outlook from the United Nations World Tourism Organization (UNWTO) Panel of Experts, the majority of those surveyed do not expect total international arrivals to return to pre-pandemic levels until 2024 at the earliest. 5

Differences in travel or other restrictions and the pace of vaccination roll-out are also leading factors in the uneven nature of the global T&T recovery. As of 8 May 2022, 75% of the population in high-income economies had completed an initial COVID-19 vaccination protocol, while only about 52% and 13% of populations in lower-middle-income and low-income economies, respectively, had completed theirs. 6 Lower vaccination rates create more uncertainty around travel policies, reduce consumer confidence and prolong the overall negative impact of the pandemic on T&T and on society in general. T&T recovery and travel confidence are also hampered by shifting cross-border and domestic regulatory environments. As of 8 May 2022, 20 out of the 30 largest T&T economies, which accounted for over 65% of direct T&T GDP in 2019, 7 scored above the global mean on the University of Oxford’s COVID-19 Stringency Index, a composite measure indicating restriction stringency based on nine response indicators, including school closures, workplace closures, and travel bans. 8 The proliferation of the Omicron variant of COVID-19 earlier this year, and the recent discovery of the BA. 2 sublineage, 9 also highlights the constant danger of new virus variants derailing the recovery.

As will be discussed in the key findings section of this publication, in addition to vaccine distribution and travel policy uncertainty, the uneven nature of the recovery is fuelled by challenges such as supply-chain disruptions, inflation, labour shortages and varied recoveries in domestic, international, nature, rural, urban, leisure and business travel markets. Moreover, the recent outbreak of war in Ukraine has placed additional stress on the recovery because it has created further supply-chain disruptions, increased energy prices, introduced travel restrictions, disrupted air routes and, overall, heightened geopolitical uncertainty and safety concerns.

Within this context, sector and government decision-makers in T&T are continuously reviewing their tourism strategies and policies to bolster recovery, address the aforementioned challenges and changing market dynamics, and position their organizations and destinations to succeed and grow in a post-pandemic world.

However, challenges posed by the pandemic and the ongoing recovery also highlight how vulnerable the T&T ecosystem can be to broader socioeconomic conditions and global risks. Social safety nets, access to basic services and workers’ rights have all been at the forefront of pandemic- mitigation policies, which is especially important for the T&T sector because of its ability to absorb unskilled labour and employ some of the most vulnerable populations in society. Moreover, longer-term risks related to overcrowding, natural and cultural asset preservation, more equitable development, resident liveability and climate change will likely resurface in the coming years. Therefore, sustainability and resilience will have to become integral to any T&T development plans and the sector’s vital role in global connectivity, peace and economic and social development.

The Forum’s Travel & Tourism Development Index (TTDI) is designed to reflect this reality by looking at “the set of factors and policies that enable the sustainable and resilient development of the Travel and Tourism (T&T) sector”, including everything from business, safety and health conditions, infrastructure and natural resources to environmental, socioeconomic and demand pressures. The analysis below uses the TTDI’s key findings to consider the current T&T landscape and the growing role of inclusivity, sustainability and resilience in rebuilding the sector and ensuring its long-term development.

A new report paints a bleak picture of the global tourism industry's ongoing recovery from the COVID-19 pandemic, predicting that revenues in 2021 will only slightly improve on last year's historic losses.

The United Nations World Tourism Organization estimates that the contribution of tourism to the world economy this year will be $1.9 trillion — a slight improvement over last year's $1.6 trillion but still far lower than the $3.5 trillion the industry earned in 2019.

Among the reasons for the slow recovery is the continuing pandemic, and the recent emergence of the highly transmissible omicron variant presents another potential hurdle as the industry prepares for the upcoming winter holiday season.

"[W]e cannot let our guard down and need to continue our efforts to ensure equal access to vaccinations, coordinate travel procedures, make use of digital vaccination certificates to facilitate mobility, and continue to support the sector," Zurab Pololikashvili, Secretary-General of the World Tourism Organization, said in a statement .

Global lockdowns and severe travel restrictions caused international tourism to nosedive by 73% in 2020, with about one billion fewer people traveling abroad than the year before.

But even as vaccines have become more widely available this year, the roll-out has been uneven , and the global tourism industry has struggled to bounce back amid the spread of variants and high infection rates in some parts of the world.

Through September of this year, there were still 76% fewer international tourists than in 2019, and the U.N. forecasts that the global tourism economy will end the year about 70% to 75% below 2019 levels.

The recovery of the tourism industry is regional, and some areas are faring better than others. Southern and Mediterranean Europe and North and Central America all saw international tourism through September increase over last year, and the Caribbean recorded a 55% jump in arrivals. But Asia and the Pacific saw 95% fewer international tourists compared to 2019.

There were some bright spots in the report. Domestic tourism is way up, as travelers are taking shorter trips closer to home. Also, both international and domestic travelers are spending more money per trip because of larger savings and pent-up demand, though that could also be due to longer stays and higher prices.

Overall, industry revenue is anticipated to decline at a CAGR of 1.6% to reach $2.0 trillion in 2024, including an expected 11.6% rise in 2024 alone. The shock of COVID-19 and the plunge in revenue have dragged down the overall industry performance over the past five years.

Pent-up demand for travel has buoyed the global tourism industry. Surging domestic leisure travel activity has eased the burden of reduced business travel activity.

Global Tourism Sees Upturn in Q3 but Recovery Remains Fragile

After a weak first half of 2021, international tourism rebounded during the Northern Hemisphere summer season, boosting results for the third quarter of the year, especially in Europe.

According to the newest edition of the UNWTO World Tourism Barometer, international tourist arrivals (overnight visitors) increased by 58% in July-September 2021 compared to the same period of 2020. However, they remained 64% below 2019 levels. Europe recorded the best relative performance in the third quarter, with international arrivals 53% down on the same three-month period of 2019. In August and September arrivals were at -63% compared to 2019, the best monthly results since the start of the pandemic.

Between January and September 2021, worldwide international tourist arrivals stood at -20% compared to 2020 , a clear improvement over the first six months of the year (-54%). In some sub regions – Southern and Mediterranean Europe, the Caribbean, North and Central America – arrivals actually rose above 2020 levels in the first nine months of 2021. Some islands in the Caribbean and South Asia, together with a few small destinations in Southern and Mediterranean Europe saw their best performance in Q3 2021 according to available data, with arrivals coming close to, or sometimes exceeding pre-pandemic levels.

UNWTO Secretary-General Zurab Pololikashvili said: “Data for the third quarter of 2021 is encouraging. However, arrivals are still 76% below pre-pandemic levels and results across the different global regions remain uneven.” In light of the rising cases and the emergence of new variants, he added that “we cannot let our guard down and need to continue our efforts to ensure equal access to vaccinations,  coordinate travel procedures, make use of digital vaccination certificates to facilitate mobility and continue to support the sector.”

The uplift in demand was driven by increased traveler confidence amid rapid progress on vaccinations and the easing of entry restrictions in many destinations. In Europe, the EU Digital Covid Certificate has helped facilitate free movement within the European Union, releasing significant pent-up demand after many months of restricted travel. Arrivals in January-September 2021 were only 8% below the same period of 2020 yet still 69% below 2019. The Americas recorded the strongest inbound results in January-September, with arrivals up 1% compared to 2020 but still 65% below 2019 levels. The Caribbean recorded the strongest results by subregion with arrivals up 55% compared to the same period in 2020, though still 38% below 2019.

Slow and uneven pace of recovery

Despite the improvement seen in the third quarter of the year, the pace of recovery remains slow and uneven across world regions. This is due to varying degrees of mobility restrictions, vaccination rates and traveler confidence. While Europe (-53%) and the Americas (-60%) enjoyed a relative improvement during the third quarter of 2021, arrivals in Asia and the Pacific were down 95% compared to 2019 as many destinations remained closed to non-essential travel. Africa and the Middle East recorded 74% and 81% drops respectively in the third quarter compared to 2019. Among the larger destinations, Croatia (-19%), Mexico (-20%) and Turkey (-35%) posted the best results in July-September 2021, according to information currently available.

Gradual improvement in receipts and expenditure

Data on international tourism receipts show a similar improvement in Q3 of 2021. Mexico recorded the same earnings as in 2019, while Turkey (-20%), France (-27%) and Germany (-37%) posted comparatively smaller declines from earlier in the year. In outbound travel, results were also moderately better, with France and Germany reporting -28% and -33% respectively in international tourism expenditure during the third quarter.

On the upside, tourism spending per trip has increased significantly due to large savings and pent-up demand, softening the blow to economies. International receipts rose from an average of US$ 1,000 per arrival in 2019 to US$ 1,300 in 2020 and could exceed US$ 1,500 in 2021. However, higher spending is also the result of longer stays, rising transport and accommodation prices.

Looking ahead

Despite recent improvements, uneven vaccination rates around the world and new Covid-19 strains could impact the already slow and fragile recovery. The economic strain caused by the pandemic could also weigh on travel demand, aggravated by the recent spike in oil prices and disruption of supply chains. According to the latest UNWTO data, international tourist arrivals are expected to remain 70% to 75% below 2019 levels in 2021, a similar decline as in 2020.

Revenues from international tourism could reach US$ 700-800 billion in 2021, a small improvement from 2020 but less than half the US$ 1.7 trillion recorded in 2019. The economic contribution of tourism is estimated at US$ 1.9 trillion in 2021 (measured in tourism direct gross domestic product) well below the pre-pandemic value of US$ 3.5 trillion.

The safe resumption of international tourism will continue to depend largely on a coordinated response among countries in terms of travel restrictions, harmonized safety and hygiene protocols and effective communication to help restore consumer confidence. This is particularly critical at a moment when cases are surging in some regions and new Covid-19 variants are emerging in different parts of the world.
