From time to time, flights that you have booked will need to be changed or cancelled for reasons like weather, operational issues, air traffic restrictions or technical difficulties.

Aer Lingus pilots will begin work-to-rule next week - here's how it might affect holidaymakers

AER LINGUS PILOTS have announced that they will begin an indefinite work-to-rule against their employer from 26 June amid an ongoing row over pay. 

Members of the Irish Airline Pilots’ Association (IALPA) confirmed this evening that the industrial action will include a refusal to work overtime or any out of hours duties requested by management.

Yesterday, the union  voted 98.82% in favour of taking industrial action , up to and including full withdrawal of labour. Turnout for the ballot was 89%.

It was the second time that IALPA members had voted in favour of strike action, with a ballot last week securing 98% support. 

Aer Lingus has said that the decision taken by the union was “entirely unnecessary” and will “inevitably result in significant disruption to our customers and to other employees”. 

Let’s take a look at how people planning to travel might be affected. 

Why have Aer Lingus pilots decided to take industrial action?

Aer Lingus pilots who are members of the union are seeking a pay rise of 23.8% over three years, which would be similar to what British Airlines – a sister airline of Aer Lingus – awarded pilots in 2019.

Members have already rejected a Labour Court recommendation that they should receive a pay increase agreement of 9.25% in the near term.

The IALPA said the 23.8% increase it is seeking is “clearly reasonable and affordable for a profitable company such as Aer Lingus.”

It noted that in 2023,  Aer Lingus had a full year operating profit of €225 million . This was a 400% increase on 2022,  when a full year operating profit of €45 million was recorded.

A spokesperson for Aer Lingus has said that IALPA has “rejected the outcomes of two independent processes which have sought to resolve the issue”.

They said that Aer Lingus pilots are “rightfully well paid for the work that they do” and “more than fairly compensated compared to the market”.

What happens if my flight is cancelled due to industrial action?

Speaking to The Journal  after pilots voted in favour of strike action yesterday, travel commentator Eoghan Corry said that people should not panic. 

“The airline is under contract to get you to where you’re supposed to go. There’s not much point fretting about it,” he said.

“It’s between the airline and the union, and if the strike does go ahead, you won’t be out of pocket. They will use Iberia, British Airways, whatever means they can, to get you to where you’re supposed to go.”

Under EU regulations, consumers have certain rights when flights are delayed or cancelled. That could include when there is a strike at the airline involved.

These rights may include compensation for delayed or cancelled flights, as well as care and assistance while passengers wait.

These rights apply when travelling through airports in any EU country or Norway, on board flights departing from these countries, and on flights arriving into any of these countries if you are travelling with an EU airline. 

A spokesperson for the Competition and Consumer Protection Commission (CCPC) told The Journal : “ Strikes by baggage handlers or other groups external to the airline may be considered extraordinary circumstances, but strikes by airline staff – referred to as internal strikes – are not considered extraordinary circumstances and so any compensation due under EU regulations must be paid.”

Where a passenger’s flight is cancelled, they are entitled to either:

  • A refund of the cost of their ticket within seven days,
  • Re-routing to their destination at the earliest opportunity,
  • Re-routing at a later date of their choice subject to the availability of seats. 

They may also be entitled to compensation. 

The CCPC spokesperson added that consumers who have trouble accessing compensation can lodge a complaint through the Irish Aviation Authority (IAA) , which is responsible for enforcing these rights in Ireland.

Am I entitled to compensation if my flight is cancelled?

In this case, Aer Lingus had requested that a minimum of 15 days notice be given by IALPA if they intended to strike in order to minimise disruption for passengers.

A passenger is not entitled to compensation if they have received at least two weeks notice that their flight has been cancelled. 

A spokesperson for IALPA told  The Journal  yesterday that it was considering the airline’s request. However, the union has now decided to give Aer Lingus the legally required notice period of seven days.

Any passengers who have their flights significantly delayed or cancelled will be entitled to compensation once they are given less than 14 days notice.

The level of compensation will depend on the distance of the flight in question:

  • Passengers on short-haul flights (1,500km or less) will be entitled to €250
  • Passengers on medium-haul flights (over 1,500km within the EU and other flights between 1,500 and 3,500km) will be entitled to €400
  • Passengers on long-haul flights will be entitled to €600 

Passengers may also be entitled to compensation if they arrive at their destination 3 hours or more after the scheduled arrival time. Again, the level of compensation will depend on the distance of the flight. 

If the airline can prove that the delay was caused by an extraordinary circumstance which could not have been avoided, no compensation is payable. But as stated above, the CCPC has said that strikes by airline staff are not considered extraordinary circumstances. 

Will travel insurance cover my cancelled trip?

Some travel insurance policies will cover travel disruption in the event of a strike, according to Irish Travel Agents Association (ITAA) CEO Clare Dunne.

“If they have travel disruption cover or industrial action cover in place, then they may be able to claim something back,” Dunne told The Journal yesterday.  

However, if passengers attempt to take out the travel insurance now, it’s unlikely to cover them at this point. 

“What we’re hearing from some of the insurance companies is that now that the event has been declared, even though it hasn’t been quantified, the underwriters are still saying that they’re not prepared to cover it because it’s been announced.”

Dunne advised anyone who has booked with a travel agent to speak to them about their options. 

“The travel agents will assist them to get the best alternatives, whether they want to go on a later or earlier flight or whatever it is, to get them where they need to be.”

What happens next?

The planned work-to-rule will take effect from one minute past midnight on 26 June and will last indefinitely. A potential strike also remains an option. 

However, speaking to The Journal yesterday, Eoghan Corry said that he believes an all-out strike won’t happen.

“My strong instinct is there will not be a strike. They will go back into negotiations and there will be a deal, but it will be later rather than sooner,” he said.

“The reason is that the airline is now hemmed in a corner. The union have them where they want,” he said.

“They’re already hitting the forward bookings for Aer Lingus, because people who were thinking of booking Aer Lingus are going elsewhere for summer bookings.”

If a full strike does go ahead, it will mean Aer Lingus will have to reschedule flights and bring passengers where they’re supposed to go, and if IALPA give less than two weeks’ notice, Aer Lingus will have to pay compensation.

“There’s probably a lot of talking to be done before there’s a deal. The reason is that the union are moving from a position of strength,” Corry said.

“They could wait until the day of the strike and then strike the deal at four o’clock in the morning. We’ve seen that happen in the past.

“There’s nothing to be gained by striking the deal in advance. The more you scare the passengers, the more you damage Aer Lingus and that’s what they’re setting out to do.”

A CORK travel agent has received a number of calls from worried customers, following the news that pilots in Aer Lingus have once again voted overwhelmingly for strike action in a dispute over pay.

Members of the Irish Airline Pilots’ Association voted 99% in favour of taking industrial action up to and including full withdrawal of labour in a second ballot.

The association’s president, Captain Mark Tighe, said that the group is now consulting with its colleagues in Fórsa to determine its next steps.

The managing director of Magic Vacations, John Barrett, told The Echo that people are anxious to ensure their holidays will proceed.

“There is certainly anxiety there, people want to make sure that the flights they’ve booked are still going ahead,” Mr Barrett said.

He said that the results of the ballot do not mean that an agreement cannot be reached.

“Schools are finishing, people are looking forward to their summer holidays — we want to minimise any stress,” Mr Barrett said.

“As of now, everything is operating as normal, but obviously we are keeping in absolute laser contact with Aer Lingus.

“At the very least, they have to give seven days notice. Aer Lingus is calling for 15 days.

“A lot of people have travel insurance that includes travel disruption, we are asking them to make sure that includes industrial disruption.

“If you had a list of the things we’ve coped with: ash, industrial action, weather, covid, we’re very used to it, and this isn’t the first time Aer Lingus have had industrial fallout. There’s often lots of to-ing and fro-ing, loads of demands, and often it gets sorted out beforehand,” he said.

Mr Barrett, who is a member of the Irish Travel Agents Association, said: “We are calling on Aer Lingus and the pilots to get back to the table, back to negotiations, and really try to minimise any disturbance to passengers this summer.”

Industrial action at Aer Lingus has caused “absolutely huge” stress among Irish holidaymakers, and bookings with the airline have flatlined since pilots backed their union’s call to escalate their pay dispute, travel agents have said.

Pilots, who are pursuing 20 per cent-plus pay rises, will work strictly to rule indefinitely from next Wednesday, June 26th, the Irish Airline Pilots Association (Ialpa) said on Tuesday following days of speculation over what form any industrial action would take.

Irish Travel Agents Association chief executive Clare Dunne said holidaymakers were already avoiding bookings with Aer Lingus on foot of the dispute.

“We’ve just been on a call with the Department of Transport and the stress levels among consumers is absolutely huge,” she said. “People don’t know if they’re going to get on their holidays, and they have been planning them since last year.

“Looking forward to the holiday is so much an important part of the holiday, and that has been taken away from people.

“They are inflicting damage on Aer Lingus already because people aren’t booking. What we’re hearing around the country is that people are booking with other carriers. Anybody planning to go in the next few weeks is very reluctant to commit to Aer Lingus.

“Surely somebody somewhere can get sense to prevail. For the consumer, the potential disruption is huge.”

Speaking before Ialpa announced details of its work to rule, Ms Dunne said the industrial action — and the threat of strike action — was also affecting business travel. “They’ve picked the peak time,” she said. “Any contingencies by Aer Lingus to accommodate passengers on their partner carriers is limited because of the time of year.

“It’s not just holidaymakers. Business people are travelling every day, and that is massively important to the Irish economy. The reputational damage to Ireland Inc is huge as well. There’s a lot at stake here.”

Also speaking earlier on Tuesday, Mary McKenna, chief executive of Tour America and Cruise Holidays, said “a lot of clients” had been making inquiries about what would happen if a strike went ahead.

“We have advised them that they can change their travel plans or wait to see what happens,” she said.

“If the strike goes ahead, we will assist them with rebooking on to another flight for their holiday, and will also assist them on claiming any expenses incurred from the airline once they return from holiday.

“I truly hope this does not go ahead as it will have a huge impact on all customers travelling in and out of Ireland, and clients will find it impossible to reach the airline.”

‘Ireland is a microcosm of a global housing problem’

Maura Fahy, managing director of Fahy Travel in Galway, said she would not be comfortable making bookings for customers with Aer Lingus.

“Nothing has been cancelled yet but there is certainly a lot of concern out there,” she said. “There is particular concern among people who have holidays booked to go now or in the next three or four weeks. Particularly those going to the United States are worried about whether they will be able to come back. There are a lot of questions around it.

“The other thing is there has been a slowdown in bookings for Aer Lingus because not only do the customers not want to take a chance on it, neither do we. Not to say that they may as well be on strike already, but, from a sales point of view, it has got to be really difficult for them.”

Ms Fahy said she would normally do “quite a high percentage” of her business with Aer Lingus, but that there is “no interest” at the moment.

“We wouldn’t even offer it to anyone who is travelling in the next month,” she said. “We can’t because we just can’t take that chance with our customers. Our sales on Aer Lingus are nil at the moment.”

Irish Tourism Industry Confederation chief executive Eoghan O’Mara Walsh said a strike would be “very damaging”.

“Tourism is the country’s largest indigenous industry and biggest regional employer and, as an island nation, air access is obviously critical,” he said. “Aer Lingus are the main player on the key transatlantic route and also have a very important short-haul network to key source markets in Britain and Europe.”

Mr O’Mara Walsh said: “We would encourage resolution of the dispute and Fórsa should re-engage with the Workplace Relations Commission — that is the independent statutory body to resolve these issues.”

He added that 2024 was “already looking like a soft season” and that even the threat of strike “could spook overseas markets who might be slow to commit to Ireland as a holiday choice”.

“Our reputation as a friendly welcoming destination has been hard won but could be quickly lost,” he added.

American Airlines has implemented a special exception policy to our travel partners that is now available for our mutual customers due to o perational disruptions, including delays and cancellations due to inclement weather in the area.

Our Travel Notice exception policies on American are also available when ticketed to/from/through on our Joint Business partners: This applies to both prime and codeshare flights as shown below:

Inventory Requirements

Lowest Inventory, Same Cabin

If original inventory is not available rebook lowest inventory available in the same ticketed cabin. As a reminder, customers that do not hold a Basic Economy fare should never be booked into B inventory.

Basic Economy -

  • Must be booked in B inventory only. If B inventory is not available, then an alternate flight must be selected. Advance Purchase and Ticket Change restrictions are waived.

Instant Upsell -

Refer to Travel Notice Policy - Travel Agency Guidelines for rebooking guidelines and Endorsement Box requirement when the customer purchased Instant Upsell (IU) directly with American on aa.com . IU PNRs contain the following SSRs:

Reissue Policy Information

American Airlines will waive change fees and travel agents may rebook and reissue tickets provided the below guidelines are met and applied:

  • Ticket issued on the following ticket stock: AA 001, AY 105, BA 125, El053, IB 075, JL 131, QF 081
  • Applies to AA*/ one world flights
  • Travel has not commenced on the affected flight segment and the ticket has not been reissued by American Airlines
  • The first departure flight is more than 2 hours away
  • Affected coupons are in OK status
  • Travel reissuance only in accordance to dates identified in the applicable Travel Notice Exception Advisory
  • More than one change allowed without an additional collection, including penalty or change fee within the Travel Notice dates
  • Original issuing agency responsible for ticket reissue
  • Ticket Revalidation not permitted
  • The return travel must be booked in the original class of service (inventory)
  • Refer to Extend Travel Rebooking after the Travel Event
  • Basic Economy must be rebooked in the appropriate Basic Economy inventory
  • Please ensure the above procedures are accurately followed to prevent debit memo issuance

Extend Travel Rebooking Guidelines

If customers are unable to rebook within the New Travel Dates, may reschedule their reservation to/from the same city or alternate cities and reissue their ticket with the below guidelines:

  • Cancel their itinerary and apply the value of the original ticket towards the purchase of a new ticket for travel commencing within 1 year from the date of original issuance
  • Change fee only is waived as long as the original ticket is reissued within ticket validity and the impact dates are in accordance with those identified in the Travel Notice
  • Basic Economy fares may only be used towards the purchase of other Basic Economy fares.
  • Residual MCO's are not allowed when using the TNADVE waiver code for reissue.
  • Extend Travel Rebooking does not apply to tickets in conjunction with Instant Upsell (IU)

Refund Policy Information

When the flight is cancelled or the length of delay is 91+ minutes , travel agents may refund ticket(s) through normal GDS/ARC/BSP processing. Refer to our Schedule Irregularity policy for delays 90 minutes or less.

  • Refund To Original Form Of Payment - All penalties/fees waived
  • Non-Refundable Fare
  • Refundable Fare with cancellation Fee
  • Basic Economy Fare
  • Bulk/Opaque Fare

Note: If the ticket has been exchanged by American as an INVOL submit the refund request directly with American. Refer to American Airlines Refunds .

When the flight is not cancelled or the length of delay is 90 minutes or less , a refund does not apply:

  • If customer elects to cancel their reservation and use the value of the ticket toward the purchase of a new ticket outside the Travel Notice dates; may use Extend Travel Rebooking or may hold ticket for future travel; all rules and restrictions apply.
  • Travel must commence no later than one year from the date of original issuance.

En route/Diversion

  • Connecting customers' en route to one of the above-listed destinations or whose flights are diverted will have the option to return to their original departure city and rebook travel to alternate future dates.
  • Customers should work directly with the airport to obtain a boarding pass for return travel to their original departure city. If the customer wishes to rebook travel to alternate future dates, please contact American Airlines Reservations for assistance. Alternatively, they may receive a refund if re-accommodation options are unacceptable.
  • If a ticket has already been reissued by American Airlines or the ticket is partially used, travel agents must submit the refund request online at https://prefunds.aa.com/refunds/

The Unique Burial of a Child of Early Scythian Time at the Cemetery of Saryg-Bulun (Tuva)

In 1988, the Tuvan Archaeological Expedition (led by M. E. Kilunovskaya and V. A. Semenov) discovered a unique burial of the early Iron Age at Saryg-Bulun in Central Tuva. There are two burial mounds of the Aldy-Bel culture dated by 7th century BC. Within the barrows, which adjoined one another, forming a figure-of-eight, there were discovered 7 burials, from which a representative collection of artifacts was recovered. Burial 5 was the most unique, it was found in a coffin made of a larch trunk, with a tightly closed lid. Due to the preservative properties of larch and lack of air access, the coffin contained a well-preserved mummy of a child with an accompanying set of grave goods. The interred individual retained the skin on his face and had a leather headdress painted with red pigment and a coat, sewn from jerboa fur. The coat was belted with a leather belt with bronze ornaments and buckles. Besides that, a leather quiver with arrows with the shafts decorated with painted ornaments, fully preserved battle pick and a bow were buried in the coffin. Unexpectedly, the full-genomic analysis, showed that the individual was female. This fact opens a new aspect in the study of the social history of the Scythian society and perhaps brings us back to the myth of the Amazons, discussed by Herodotus. Of course, this discovery is unique in its preservation for the Scythian culture of Tuva and requires careful study and conservation.
