The deadline for EU citizens to apply for residence in the UK under the EU Settlement Scheme expires on 30 June 2021. According to estimates by immigrant rights organisations and the British press, at least 130 000 people have not yet taken any steps to retain their right to live, work, study or access health care and welfare benefits in the UK.

This includes Romanian citizens other than the 918 000 who have so far applied for the right to remain.

Despite the growing number of applications, the UK authorities have refused to extend the deadline but have announced that people who still need to regularise their situation will be informed of this and will be able to do so after 30 June if they have good reason.

Entry, Exit and Visa Requirements

  • You must have a U.S. passport that is valid for at least three months beyond your departure date from Romania . 
  • With a valid U.S. passport book, U.S. citizens can stay up to 90 days in the Schengen area for tourism or business during any 180-day period.  You must wait an additional 90 days before applying to re-enter the Schengen area.
  • Departing Romania and then attempting to re-enter Romania does not “restart the clock.” U.S. citizens who depart Romania and return after spending less than 90 days in the Schengen will be admitted for the remainder of their 90-day stay. U.S. citizens attempting to re-enter Romania after having already spent 90 days in Romania the Schengen area may be denied re-entry to Romania. 
  • U.S. citizens who wish to stay longer than 90 days must obtain an extension (resident permit) from the  Romanian Immigration Inspectorate .  
  • U.S. citizens traveling to Romania should also consult the  CDC’s Romania website  for immunization and other health information.
  • U.S.-Romanian dual nationals should consult the  Romanian Border Police  website for information on exit requirements. 
  • If you have a temporary or permanent Romanian residence permit, be ready to present it upon request from local competent authorities.

Traveling Through Europe : If you are planning to visit or travel through European countries, you should be familiar with the requirements of the Schengen Agreement. 

  • Your passport should be valid for at least three months beyond the period of stay if you plan on transiting a Schengen country review our U.S. Travelers in Europe page .  
  • You will need sufficient proof of funds and a return plane ticket .

  • The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to or foreign residents of Romania.

Safety and Security

Terrorism:  Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad.  Terrorists are increasingly using less sophisticated methods of attack – including knives, firearms, and vehicles – to more effectively target crowds.  Frequently, their aim is unprotected or vulnerable targets, such as:

  • High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)
  • Hotels, clubs, and restaurants frequented by tourists
  • Places of worship
  • Shopping malls and markets
  • Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

Crime: Reported types of crime include:

  • Robbery, pick pocketing, internet scams, and credit card fraud are the most commonly reported crimes. 
  • Organized groups of criminals, sometimes including minors, operate in train stations, trains, subways, and busses.
  • Money exchange schemes often involve individuals posing as plainclothes policemen who approach you, flash a badge, and ask for your passport and wallet. Insist on the presence of a uniformed police officer and request that any issues be resolved at the police station.
  • If traveling on an overnight train, travel with a companion and in the highest class available.
  • Do not leave your personal belongings unattended; stow them securely out of sight.
  • Use ATMs located inside banks. You should check ATM machines for any evidence of tampering before use.
  • Be extra cautious of your surroundings if using an internet café.

Be cautious about entering into contracts with Romanian businesses and/or organizations without legal assistance. The Romanian legal system is difficult for foreigners to navigate, making the assistance of a  local attorney  nearly essential.

Internet romance and financial scams are prevalent in Romania. Scams are often initiated through Internet postings/profiles or by unsolicited emails and letters. Scammers almost always pose as U.S. citizens who have no one else to turn to for help. Common scams include:  

  • Romance/Online dating 
  • Money transfers 
  • Grandparent/Relative targeting 
  • Lotteries 
  • Bank overpayments 

Victims of Crime: U.S. citizen victims of crime are encouraged to contact the U.S. Embassy for assistance. Report crimes to the local police at 112 and contact the embassy at (+40) 21 270-6000. Remember that local authorities are responsible for investigating and prosecuting crime.

Domestic Violence:  U.S. citizen victims of domestic violence are encouraged to contact the Embassy for assistance.

Tourism: The tourism industry is generally regulated and rules [with regards to best practices and safety inspections] are regularly enforced.  Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities.  In the event of an injury, appropriate medical treatment is widely available throughout the country.  Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance.  U.S. citizens are encouraged to purchase medical evacuation insurance .  

  • Romania is situated in a seismically active region and has a history of devastating earthquakes, with the greatest risk in Bucharest.
  • Avoid contact with stray dogs. You may consult the CDC's Romania website  for rabies immunization and other health information.

Local Laws & Special Circumstances

Criminal Penalties: You are subject to local laws.  If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned.  Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Be aware that recreational drug possession is not allowed in Romania, regardless of type or quantity. The penalty for possession of drugs for personal use can be imprisonment of up to three years.

Romania has strict regulations on importing/exporting firearms, other weapons, drugs, antiquities, local currency and gold or gold jewelry. Contact the Romanian Customs Office  for specific information regarding customs requirements.

Counterfeit and Pirated Goods: Although counterfeit and pirated goods are prevalent in many countries, they may still be illegal according to local laws. You may also pay fines or have to give them up if you bring them back to the United States. See the U.S. Department of Justice website for more information.

LGBTQI+ Travelers:  There are no legal restrictions on same-sex sexual relations or the organization of LGBTQI+ events in Romania. The annual gay pride parades in Bucharest have been the scene of violent protests in past years, though this has been less common recently.

Travelers with Disabilities:   The law in Romania prohibits discrimination against persons with physical, sensory, intellectual or mental disabilities, and the law is enforced.  Social acceptance of persons with disabilities in public is not as prevalent as in the United States.  The most common types of accessibility may include accessible facilities, information, and communication/access to services/ease of movement or access.  Expect accessibility to be limited in public transportation, lodging, communication/information, and general infrastructure. There is a significant difference between the large cities and the rest of the country.

Availability of rental, repair, replacement parts for aids/equipment/devices, or service providers, such as sign language interpreters or personal assistants is very limited. Contact the Embassy for information on providers.

Medical care in Romania is generally not up to Western standards, and basic medical supplies are limited, especially outside major cities. Some medical providers that meet Western quality standards are available in Bucharest and other cities but can be difficult to identify and locate.

Hospitals and doctors often require payment “up front” prior to service or admission. Credit card payment is not always available.  Most hospitals and medical professionals require cash payment. Travelers seeking medical treatment should therefore choose their provider carefully.

Psychological and psychiatric services are limited outside of the larger cities, with hospital-based care only available through government institutions. 

Most prescription drugs and over-the-counter medications are available in Romania but are often sold under different names. A list of approved medicines available in Romania can be found on the website of the Romanian National Agency for Medicines and Medical Devices .

Ambulance services are not present throughout the country and are unreliable in some areas except in or around major cities.

We do not pay medical bills.  Be aware that U.S. Medicare/Medicaid does not apply overseas.  Most hospitals and doctors overseas do not accept U.S. health insurance.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas.  Most care providers overseas only accept cash payments.  See our webpage for more information on insurance coverage.  Visit the U.S. Centers for Disease Control and Prevention for more information on type of insurance you should consider before you travel overseas.

We strongly recommend supplemental insurance to cover medical evacuation.

Always carry your prescription medication in original packaging, along with your doctor’s prescription. Check with the  Romanian National Agency for Medicines and Medical Devices  to ensure the medication is legal in Romania.

Vaccinations:  Be up-to-date on all vaccinations recommended by the U.S. Centers for Disease Control and Prevention.

Air Quality: Air pollution is a significant problem in several major cities in Romania.  Consider the impact seasonal smog and heavy particulate pollution may have on you and consult your doctor before traveling if necessary. Travel and Transportation

Road Conditions and Safety: Though Romanian traffic laws are very strict, road accidents are a real threat in Romania. According to the European Commission, Romania has the highest per-vehicle rate of road fatalities of any country in the EU.

While major streets in larger cities and major inter-city roads are generally in fair to good condition, many secondary roads are poor quality unpaved, poorly lit, narrow, and lacking marked lanes.

  • Mountain roads are dangerous when wet or covered with snow or ice. Snow removal is intermittent.
  • Mountainous areas can be subject to torrential rains and flash floods, especially in the spring and summer.
  • Streets and sidewalks are often icy and hazardous during winter.
  • It is common for pedestrians, animals, cyclists, and horse-drawn carts to share a road with motor vehicles, especially in rural areas.
  • Parked vehicles often block sidewalks, forcing pedestrians to walk in the streets.
  • Cross only at crosswalks and exercise vigilance as crosswalks are generally poorly marked.
  • Although emergency services and road assistance services exist, it is advisable to carry spare tires, fuel and tools. The law requires motorists to carry a first aid kit, fire extinguisher and reflective triangles. This obligation has been eliminated for motorcycles and mopeds.

Traffic Laws: Romanian traffic laws are very strict.

  • The traffic police can confiscate a driver's license or permit for 1-3 months and request payment of fines at the time of the infraction.
  • Police are required to give all drivers involved in an accident a breathalyzer test on the scene.
  • Refusal to take a breathalyzer test may result in criminal penalties regardless of whether or not alcohol was involved.
  • Wearing a seat belt is mandatory.
  • Children under 12 years of age may not be transported in the front seat.
  • Use of mobile phones while driving is banned, with exception of hands free systems.
  • The driver of a vehicle involved in an accident resulting in death or injury of a person must immediately call the emergency number 112, and must not move the vehicle, alter or leave the scene of the accident.
  • In the case of an accident that only caused damage to the vehicles, drivers must move the vehicles to the side of the road, signaling their presence, and report the accident to the police or exchange insurance information and fill out an amicable accident report.

Use of U.S. state issued drivers’ licenses (DL) is not sufficient to operate motor vehicles in Romania.  U.S. citizens arriving in Romania for stays up to 90 days may use their U.S. state drivers’ licenses only when accompanied by an International Driving Permit . Most rental car companies require international driving permits when renting a car to a U.S. driver’s license holder.

If entering Romania by vehicle you must purchase a road tax badge, “rovinieta”, at the border crossing point. Proof of insurance and a car registration document are required. Drivers of vehicles registered abroad who are not in possession of a valid international insurance document must buy short-term insurance at the border.

Public Transportation:   Public transportation in Romania is inexpensive and reliable. Inner city travel options include a variety of buses, trams, trolleybuses, and “maxitaxis” (private vans operating as shared taxis).

  • You can purchase bus or tram tickets at street kiosks before boarding and validate the ticket once aboard.
  • For “maxitaxis” you may buy a ticket directly from the driver.

Driving in Romania

Travel documents.

A valid passport is required for all overseas/ non-EU visitors. Your passport must be valid for the entire duration of your visit (it will not expire sooner than your intended date of departure). However, please check the expiration date on your passport carefully before traveling to Europe. Some airlines (i.e. Lufthansa) may refuse boarding at your point of origin or while transferring planes if your passport is not valid for at least three months beyond your intended date of departure; or your entry into the Schengen Area could be denied. For this reason, the U.S. Department of State – Bureau of Consular Affairs recommends that your passport has at least six months' validity remaining whenever you travel abroad.

For stays longer than 90 days visitors need to need to apply for a temporary residence permit (either before arriving into Romania or at least 30 days before the 90-day "no visa" stay expires). Citizens of the European Union countries can enter Romania with a valid passport or with their National Identity Card.

Depending on your citizenship, you may be required to show different documents at the port-of-entry.

American and Canadian citizens as well as citizens of Australia, New Zealand and most European countries do not need an entry visa to visit Romania, providing duration of stay is not more than 90 (ninety) days, accumulated during a single visit - or multiple visits - within a six-month period.

Schengen Visas validity in Romania

Romania partially joined Schengen area of free movement opening up travel by air and sea without border checks. Border checks will continue to apply for those travelling by land between either Bulgaria or Romania and other Schengen area countries. Effective April 1 2024, the Consulates of Romania issue standard short-term Schengen C visas, as per recent EU directives.   Schengen Visa holders do not need to get a (special) Romanian visa to visit Romania as long as number of entries and/ or length of stay has not been not exhausted. More info concerning Romania visa requirements / Schengen visa. The Schengen visa zone includes 25 EU member countries along with four non-EU states: Iceland, Liechtenstein, Norway, and Switzerland.

No immunizations or unusual health precautions are necessary or required. Romania has no infectious risks and there are no poisonous insects. There is no malaria in Romania. During the summer months mosquitoes are present in the Danube Delta and some low-lying regions. For your comfort take some mosquito repellent with you, if visiting Romania during the warm season.

Tap water is safe to drink; if you prefer, bottled water is inexpensive and widely available. Romania is home to more that 1/3 of the natural mineral springs in Europe. Some Romanian bottled waters are rated the best in the world for purity and taste and are exported to many foreign countries.

Naturally, we hope that you will never need to use any medical facilities. However, Romanian doctors are known for their high standard of medical education. The embassy of your country, to Romania, can probably provide a list of preferred physicians or medical facilities.

Travel with Pets in Romania

Leisure travelers or soon-to-be expatriates (departing from non-EU countries) generally fall within the EU regulations for non-commercial pet travel to Europe. The following EU regulations apply only to dogs, cats or ferrets. Please contact your Embassy/ Consulate (or the embassy of destination country) to determine what (if any) protocol to follow for other types of pets.

Documents needed to take your pet into Romania include:

1. Proof of rabies vaccinations - Rabbies Certificate (Your veterinarian issued documentation that proves rabies vaccination and disproves the existence of rabies in your pet, specifying that this documentation is certified for your travel to the EU). Your pet may not travel to Europe until at least 21 days after the primary rabies vaccine.

2. Pet's Health Certificate The health certificate must prove that your pet has had all its shots and is healthy enough to travel. Although this certificate is technically valid for 4 months, it is recommended to be completed and endorsed by the USDA within 10 days of travel to avoid any customs issues upon arrival. The results of a serological test and the pet's vaccination details must be attached to the health certificate. Obtain this documentation within 10 days of travel. For travel to Europe, an additional single-sheet EU Vet Health Certificate form must be filled out and certified by your vet.

3. Microchip Implantation Record Microchips provide electronic identification on your pet. If your pet doesn't already have a microchip you can easily get one. All original documentation must travel with your pet. Translation of documents is not needed if they are in English, French or German.

Dogs: must be kept in leash and wear a muzzle. Small pets and birds: must be kept in a cage at all times. Some municipalities might have additional regulations regarding travel with pets in city buses or trams. A small number of cities in Romania do not allow pets on board of their public transportation fleet.

If a passenger is allergic to pet-hair or is not comfortable in the presence of a dog, the owner of the dog must find a seat / place in another car. Dog's health certificate must be available for inspection by the train conductor.

A ticket is required for all (larger) dogs that do not travel in a pet-cage hold in the lap of the owner. The cost of a train ticket for a dog is 50% of the price of a ticket for an adult traveler.

Dog breeds with aggressive tendencies/ history (Pittbull, Boerboer, Bandogge) are not allowed on trains.

Each bus company has its own rules regarding pet travel / transportation.

Each airline has its own rules regarding pet travel / transportation. An international pet passport is required for pets traveling to EU / Schengen countries. Although there are uniform regulation within the EU, some European countries have additional own regulations regarding pets.

Romanians love pets; please don't be surprised or offended if someone you don't know tries to pet your dog or cat without asking permission.

Each hotel or restaurant has its own pet policy.

In general pets are allowed in hotels and restaurants. Many hotels will charge extra the guests bringing their pets.

Romania Customs Regulations

Romanian Customs regulations are in line with those of most European countries. A traveler can enter and leave Romania with up to 10,000 Euros (or equivalent) in cash or traveler's checks. Amounts over 10,000 Euros have to be declared when entering the country.

Items that must be declared at customs also include: art objects, historic artifacts, weapons, ammunition, explosive materials, toxic and hazadous substances.

- Tobacco: 40 cigarettes or 50 cigars or 250 g (100 oz) tobacco. - Liquor: 4 litres of still wine and 16 litres of beer or 2 litres of alcoholic drinks less than 45 proof or one litre of liquor stonger than 45 proof. (one litre = 33.8 fl. oz). - A reasonable quantity of gifts with a total value of up to $450. - Goods and medical products/ medicines for personal use. Customs officers do not usually check the luggage of individual travelers or tour groups. However, you must know that, as in any other country, custom officers have the authority to check passports and to conduct enforcement examinations without a warrant, ranging from a single luggage examination to a personal search. U.S. / Canadian / Australian / New Zealand / European drivers' licenses are valid and can be used for driving in Romania, by visitors who are in the country temporarily (less than 90 days).

Driving is on the right side of the road.

Independent travelers entering Romania by car (own or rental) need to obtain a road toll sticker, called "RoVinieta". RoVigneta is available on-line at Roviniete , and E_Rovinieta , as well as at border-crossing points, postal offices and most gas stations. Cost of RoVinieta for passenger cars is the Romanian currency equivalent of $3.50 (7 days) or $8.00 (30 days).

Overview of Moving to the UK from Romania

Romanians are one of the fastest growing foreign national communities in the UK, with around 345,000 Romanian-born individuals living in the UK as of 2020. This is more than quadruple than the figures were a decade prior.

Part of this can definitely be attributed to Romania joining the EU in 2007 and enjoying restriction-free travel and residency in any EU member state, of which the UK was one.

Since Brexit, Romanians can no longer settle in the UK without applying for a visa or a residency scheme first. One of these, the  EU Settlement Scheme , saw over 1 million Romanians apply for residency in the UK, emphasising how popular the UK is for many Romanians.

The highest number of Romanians in the UK are concentrated in its larger cities, such as London, Birmingham and Sheffield. In particular, Burnt Oak in London has become known as ‘Little Romania’ for its high concentration of Romanian expats.

If you’re a Romanian looking to move to the UK, there are a number of options and choices available to you to allow you to do so. For example, there is the EU Settlement Scheme as previously mentioned, but also a range of visas that will allow you to apply for permanent settlement (also known as  indefinite leave to remain ) in the UK.

EU Settlement Scheme for Romanians

After the UK’s departure from the EU, the British government launched the EU Settlement Scheme to allow EU citizens and their eligible family members to continue living in the UK.

The main deadline to apply for the scheme was 31 June 2021. However, You may still be eligible to apply if you were living in the UK in certain circumstances.

You will be able to apply to the scheme now if any of the following apply to you:

  • You have a Romanian (or other EU) family member who was living in the UK by 31 December 2020
  • You’re exempt from immigration control, or you stopped being exempt from immigration control after 30 June 2021
  • You’re already in the UK with limited leave to enter or remain in the UK (such as if you’re here on a work or study visa) which expires after 30 June 2021
  • You must have lived with them in that country by 30 December 2020, and returned to the UK with them

You may also still be eligible to apply if you have ‘reasonable grounds’ for not applying before the main deadline, such as any of the following:

  • You have, or had, a medical condition which prevented you from applying
  • You lacked the physical or mental capacity to apply
  • You’ve been the victim of modern slavery
  • You’ve been in an abusive or controlling relationship

UK Work Visas for Romanians

If you’re not able to apply for the EU Settlement Scheme, you will instead have to apply for a UK visa in order to settle in the UK.

One option is to apply for a UK work visa, such as the  Skilled Worker visa . This is the UK’s general work visa for professional and skilled workers, and allows you to permanently settle in the UK if you meet the eligibility criteria.

This visa operates on a  points-based system  to assess the quality of visa candidates. In order to be eligible for the visa, you must attain a minimum of 70 points, which can be earned through things such as having good educational qualifications or relevant work experience for your chosen profession.

You must also have a job offer from a UK-based employer who will sponsor you to come to the UK, as well as meet minimum English language requirements.

If the Skilled Worker visa isn’t right for you, you may also be able to apply for other work visas such as the  Health and Care Worker visa , which is aimed at those in medical or care professions, or the  Scale-Up visa , which is where you will come to the UK to work with a fast-growing business.

All of the work visas mentioned here will allow you to apply for indefinite leave to remain.

UK Spouse Visas for Romanians

If one of the UK’s work visas isn’t the right fit for you, you may instead wish to apply for a  Spouse visa , if you’re eligible.

The Spouse visa allows you to come and settle in the UK with a spouse who is either a British or Irish citizen, or someone with settled status in the UK.

There are also equivalents to the Spouse visa for those who are in civil partnerships ( Civil Partnership visa ) or unmarried but have been cohabiting for at least 2 years ( Unmarried Partner visa ).

To be eligible for a Spouse visa, you must fulfil the following eligibility criteria:

  • Your relationship with your spouse must be  genuine and subsisting
  • You and your spouse must be over 18
  • You and your spouse must intend to live together permanently in the UK with  adequate accommodation that doesn’t require access to public funds
  • You must meet the  minimum financial requirements
  • You must meet the  minimum language requirements

The Spouse visa is one of the most popular UK visas to apply for. However, it can also be difficult for applications for it to be approved. It’s important to ensure that you meet all of the eligibility criteria for the Spouse visa before applying.

UK Family Visas for Romanians

It may be the case that you already have Romanian family members in the UK who have settled status.

If you’re not eligible to join them via the EU Settlement Scheme, you may instead apply for a  Family visa  to join them and settle in the UK.

You will be eligible to apply if you are your family member’s:

  • Adult dependent relative

Your family member must also be a British or Irish citizen, or be settled in the UK, such as by having indefinite leave to remain or settled status through the EU Settlement Scheme.

You will have to fulfil a range of specific eligibility criteria depending on what type of family member you’re applying as. For example, if you’re applying as an adult dependent relative, you must prove that you need long-term care to do everyday personal and household tasks because of illness, disability or your age, amongst other things.

Family visas, including the Spouse visa already mentioned, will normally allow you to apply for indefinite leave to remain after a period of  years (unless applying as an adult dependent relative, in which case you will be able to stay in the UK indefinitely once you receive your visa).

How Can I Apply for Indefinite Leave to Remain?

Indefinite leave to remain (ILR) is the main route that people can take in order to permanently settle in the UK.

Being granted indefinite leave to remain will mean that you will be able to live, work and study in the UK for as long as you like. You will also be able to access NHS services for free and claim public funds, which you cannot do with most UK visas.

The eligibility requirements for indefinite leave to remain will vary based on the type of visa you’ll have in the UK. For example, applying for ILR after spending 5 years in the UK on a Spouse visa will mean that you have to fulfil certain financial, language and relationship requirements.

Most applicants will also have to complete the  Life in the UK Test , which is a short test about the UK’s history, customs and ways of life.

Note that after successfully applying for ILR, you can lose it if you spend a consecutive absence of 2 years away from the UK.

Only those with British citizenship are allowed to spend unlimited amounts of time outside the UK without losing the ability to live and work in the UK.

How do i apply for a uk visa.

You will need to apply for a visa before you can travel to the UK. You may do this through the official  Gov.uk  website.

Note that if you try to travel to the UK without a valid visa, you will be turned away at the border and may be deported back to Romania.

As part of the application process, you may also have to attend a visa application centre to give your biometrics information in the form of your fingerprints and photograph.

There is one UK visa application centre located in Bucharest.

Can I apply for British citizenship?

As a Romanian, you will be able to  apply for British citizenship  after spending at least one year in the UK with indefinite leave to remain.

There are many benefits to British citizenship, such as:

  • The ability to carry a British passport, which affords the ability to travel visa-free to over 130 countries
  • The ability to vote and stand for public office
  • The freedom to spend as much time outside the UK as you like without ever losing your citizenship status as a result

You will also be able to retain your Romanian citizenship if you apply for British citizenship.

What type of amenities are there for me as a Romanian in the UK?

What if I only want to visit the UK first?

Starting with 01.06.2021, by the decision of the Romanian Government, the restriction for foreigners to enter Romania, previously established during the state of emergency and the state of alarm, was canceled.

The entry of foreign tourists in Romania is made in compliance with the CNSU Decision 111/06.12.2021 which updates the conditions of the previous decisions.

CNSU Decision 111/06.12.2021 foresees special regulations for the entry of foreigners in Romania, under conditions and exceptions, different from those applied to Romanian citizens and residents, depending on their citizenship and the area from which they arrive. These regulations are valid for one month.

The list of countries was updated on 23.12.2021 and is a traffic light type classification, with countries by risk areas: red, yellow and green.

Vaccinated people avoid quarantine regardless of the European country they travel from (EU + EEA + Switzerland)

1. Persons arriving from EU countries, the European Economic Area, or the Swiss Confederation may avoid quarantine for 14 days as follows:

  • If they arrive from the GREEN or YELLOW area and show proof of vaccination, proof of illness within the last 180 days OR proof of negative RT-PCR testing (up to 72 hours before boarding). In conclusion, the unvaccinated persons can enter Romania and can avoid quarantine only by presenting the negative result of an RT-PCR test.
  • If they arrive from the RED area and show proof of vaccination or proof of illness. Unvaccinated people cannot avoid quarantine, but they can reduce it (see point 2) if they travel to Romania from the red area.

2. Unvaccinated persons, arriving in Romania from the Member States of the European Union, the European Economic Area or the Swiss Confederation, which may find themselves in the RED area, may shorten their quarantine to 10 days if they show a negative result of an RT-PCR test, performed within 72 hours before boarding.

Vaccinated people traveling from third countries can avoid quarantine if they test negative for an RT-PCR test

3. Vaccinated persons traveling to Romania from third countries, regardless of classification, may avoid a quarantine of 14 days by presenting the negative result of an RT-PCR test performed no more than 48 hours before boarding.

4. Unvaccinated persons who have not been vaccinated will be quarantined. However, they may reduce their quarantine to 10 days if they have a negative RT-PCR test taken no more than 48 hours before boarding. The measure applies to those traveling from third countries, regardless of their inclusion in the risk area.

Note: There are a number of exceptions to points 3 and 6. These can be found in the official document (Hot CNSU 111 / 06.12)!

Starting with 01.07.2021, Romania accepts and applies the EU Green Certificate.

Not more than 72 hours must have passed between the PCR test result and the entry into Romania. At least 10 days must have passed between the last vaccine dose and the entry into Romania.

We also recommend medical insurance (covering Covid-19) to all foreign tourists arriving in Romania.

To travel without restrictions in Romania, regardless of the pandemic incidence rate (infection rate per thousand inhabitants) it is necessary for tourists to be vaccinated or recovered and to present a certificate of compliance for these two situations (EU green certificate or similar); PCR testing does not meet the conditions for exemption from entry restrictions in restaurants, museums and traffic (within red areas in Romania).

Condiții de intrare a turiștilor străini în România

Începând cu data de 01.06.2021 , prin decizia Guvernului României, s-a anulat restricția străinilor de a intra în România, existentă în starea de urgență și în starea  de alarmă.

Intrarea turiștilor străini în România se face cu respectarea Hotărârii CNSU 111/06.12.2021 care actualizează condițiile din deciziile anterioare.

Hotărârea CNSU 111/06.12.2021 face precizări speciale pentru intrarea străinilor în România, în condiții și excepții, diferite de cele aplicate cetățenilor și rezidenților români, în funcție de cetățenie și de zona din care sosesc. Aceste reguli sunt valabile pentru o luna.

Lista țărilor de risc a fost actualizată în 23.12.2021 și este de tip semafor, cu țările pe zone de risc: roșie, galbenă și verde.

Persoanele vaccinate evită carantina indiferent de țara europeană din care călătoresc

1. Persoanele care sosesc din tarile UE, spatiul Economic European sau Confederația Elvețiană pot evita carantina de 14 zile, astfel:

  • Daca sosesc din zona VERDE sau GALBENA și prezintă dovada vaccinării, dovada trecerii prin boala în ultimele 180 de zile SAU dovada testării negative RT-PCR (cu cel mult 72 de ore înaintea îmbarcării). În concluzie, cei nevaccinați pot intra în România și pot evita carantina doar prin prezentarea rezultatului negativ al unui test RT-PCR.
  • Daca sosesc din zona ROȘIE și prezintă dovada vaccinării sau dovada trecerii prin boala. Persoanele nevaccinate nu pot evita carantina, dar o pot reduce (vezi punctul 2), dacă vor călători spre România din zona roșie.

2. Persoanele nevaccinate, care sosesc în România din statele membre ale Uniunii Europene, ale Spațiului Economic European sau Confederația Elvețiană aflate in zona ROȘIE, își pot scurta carantina la 10 zile dacă prezintă rezultatul negativ al unui test RT-PCR, efectuat cu 72 de ore înainte de îmbarcare.

Persoanele vaccinate, care călătoresc din terțe țări, pot evita carantina dacă prezintă rezultatul negativ al unui test RT-PCR

4. Persoanele vaccinate care călătoresc în România din statele terțe, indiferent de clasificare, pot evita carantina de 14 zile prin prezentarea rezultatul negativ al unui test RT-PCR efectuat cu cel mult 48 de ore înaintea îmbarcării.

5. Persoanele nevaccinate și care nu au trecut prin boală, vor sta în carantina. Însă își pot reduce carantina la 10 zile dacă prezintă testul negativ RT-PCR efectuat cu cel mult 48 de ore înainte de îmbarcare. Măsura se plică celor care călătoresc din țările terțe, indiferent de încadrarea acestora în zona de risc.

Nota : Exista o serie de excepții la punctele 3 și 6. Acestea pot fi consultate în documentul oficial ( Hot CNSU 111 / 06.12 ) !

Începând cu data de 01.07.2021 România acceptă și aplică Certificatul Verde al UE.

Între testul PCR și intrarea în România trebuie să treacă maxim 72 ore. Sunt necesare minimum 10 zile de la vaccinare până la intrarea în țară.

Recomandăm turiștilor străini care sosesc în România să vină cu o asigurare medicală (inclusiv pentru Covid 19).

Pentru a putea călătorii fără restricții în România, indiferent de rata incidenței pandemiei (rata infectării la mia de locuitori) este necesar ca turiștii să fie vaccinați sau trecuți prin boală și să prezinte certificat de conformitate pentru aceste două situații (verde UE sau similar); testarea PCR nu intră la condițiile de exceptare a restricțiilor de intare în restaurante, muzee și de circulație (în zonele roșii).

Romania’s National Committee for Emergency Situations (CNSU), at its December 6 meeting, approved the rules (Decision 111/06.12.2021) for placing under quarantine those arriving in the country. The rules are valid between December 10 and January 8.

Those arriving from the European Union, European Economic Area or Switzerland, if they come from a Red zone, they are subject to 14-day quarantine if they have no vaccination certificate or proof of having recovered from Covid-19. Those unvaccinated or without proof of having recovered from the illness are subject to a 10-day quarantine if they hold an RT-PCR test taken less than 72 hours before the entry.

Those vaccinated coming from countries on the Red List are not subject to quarantine.

Visitors from Green or Yellow European countries are subject to quarantine (14 days) if they have no documents showing vaccination, recovery, or a PCR test.

There are exceptions: children under 12 years old, those aged 12-16 with an RT-PCR test coming from any Red country and those leaving the country within 72 hours.

This was all the more surprising given that the Ukrainian has been Real Madrid’s No.1 keeper for much of the season, helping the Spanish giants win La Liga and the Champions League, though he was notably dropped for the Wembley final .

In the last few days, the 25-year-old has been linked with Arsenal, with reports claiming that Mikel Arteta’s side have made an approach for the player who has just a year left on his contract.

But following his performance against Romania, Gunners fans are determined to ensure that transfer never happens.

On Twitter, @gunner_thoughts posted: ‘Lunin failing his first Arsenal fan trial? Raya looking pretty good. But hey, we likely will need a backup.’

‘Arsenal wanted to sign Lunin. Rather have Onana than this guy,’ @Chimzytv2 said.

@valazat wrote: ‘Any interest Arsenal had in Lunin should be completely wiped off. I don’t want to hear that again,’ while @BilalArdale added: ‘Yeah scrap those Lunin to Arsenal links, we’ll continue rocking with Raya.’

@HirakRo51542192 joked: ‘Andriy Lunin gets linked to Arsenal and starts performing like Loris Karius,’ and @ZuZnaldum echoed this: ‘Arsenal got linked with Lunin and now he’s turned into Almunia.’

‘Lunin transfer links to arsenal must have heightened the pressure on him to perform today. That’s the only excuse you can give for him, because he’s having a woeful showing so far,’ @ater477 mused.

Following Lunin’s first howler, Ukraine and Arsenal star Oleksandr Zinchenko was the first to console the keeper in a great show of leadership, though some saw the funny side given the transfer links.

‘Zinchenko already doing an Arsenal game meeting with Lunin after conceding,’ @westcarlif joked.

There was sympathy for Lunin of course, with Brentford manager and BBC pundit Thomas Frank saying Ukraine should stick by their keeper: ‘Lunin plays for Real Madrid, one of the biggest clubs in the world.

‘Mistakes happen. There’s no need to blame him, he will be beating himself up.

‘You’ve got to stick with him, you’ve got to. I would just play the best keeper. If he’s the best keeper, just play him.’

It remains to be seen whether Ukraine boss Serhiy Rebrov sticks or twist with his side set to take on Slovakia in Dusseldorf on Friday.

Romania stormed to their biggest ever victory at the European Championship with a confident and comfortable 3-0 victory over Ukraine in Munich.

Edward Iordanescu’s men were set up compactly to defend and break on the counter-attack with most of their joy in the first half coming through the outlet of Denis Dragus. Constant pressing on Ukraine’s Andriy Lunin forced the error as the goalkeeper gave the ball away. Nicolae Stanciu then hooked a first time shot into the back of the net to send Romania ahead.

They never looked back. Razvan Murin added a second with an equally brilliant strike from range before Dragus netted a tap-in from a short corner in the second half. Romania go top of Group E ahead of Belgium’s match versus Slovakia and will have their sights set of the knockout rounds now.

How does ranking third-placed teams work.

The top two teams from each of the six groups will proceed to the round of 16.

Those 12 sides will be joined by four of the six third-placed finishers in the groups. The sides finishing third will be placed into a league table, with the top four sides progressing to the last 16.

The teams that finish third in their respective groups are ranked in order of the following criteria, starting with:

Ukraine war latest: Putin sends message to North Koreans ahead of rare Pyongyang visit

Several dozen firefighters have been tackling a fire in the Russian town of Azov today following a drone strike, officials said.

Several oil storage tanks were set ablaze by the attack early this morning in Russia's southern region of Rostov, which borders Ukraine.

Russia's ministry of emergency situations said on Telegram that the fire had spread across 5,000 cubic metres.

Vasily Golubev, governor of the Rostov region, wrote on Telegram that there were no casualties according to preliminary data.

These reports are yet to be verified.

If confirmed, it would be the second consecutive day of strikes on the region, after a suspected Ukrainian attack triggered a large explosion at an electricity substation overnight into Monday.

The report of comments from NATO chief Jens Stoltenberg yesterday have been the source of some discussion among nuclear and diplomatic analysts.

Mr Stoltenberg told The Telegraph that NATO members were consulting about deploying more nuclear weapons and placing them on standby in the face of a growing threat from Russia and China.

And while some figures in Moscow sought to downplay the significance of the remarks, Kremlin spokesperson Dimitry Peskov was more condemnatory in his response.

"This is nothing but another escalation of tension," he said, adding that the comments appeared to contradict the communique issued over the weekend at the peace summit in Switzerland.

The talks were held at the behest of Ukrainian president Volodymyr Zelenskyy, with Russia not invited to attend.

The communique, signed by more than 80 countries, said any threat or use of nuclear weapons in the Ukraine context was inadmissible.

Mr Stoltenberg later said Russia was trying to create confusion and that his comments referred to the modernisation of NATO's nuclear deterrent, including the replacement of F-16 jets with F-35s.

NATO spokesperson Farah Dakhlallah said: "We have an ongoing modernisation programme to replace legacy weapons and aircraft. Beyond that, there are no significant changes to our nuclear deterrent."

Ukraine's Ministry of Defence claims 1,230 Russian soldiers and officers were killed and wounded in action over the last 24 hours.

That brings Russia's reported total combat manpower losses since the invasion started to around 528,620.

Ukraine's military also claims to have destroyed 16 Russian tanks, 20 armoured combat vehicles, 32 artillery systems, 20 UAVs and a cruise missile during the last day of fighting.

This will only be Vladimir Putin’s second visit to North Korea. The first was soon after he assumed office in 2000, nearly a quarter of a century ago.

That's a long time to wait for a return trip. Was it the hospitality? Or did he just have better options elsewhere?

Either way, it's very much a case of beggars can’t be choosers right now, with Tuesday's visit highlighting both Russia's isolation from the West and the blossoming friendship between these two pariah states.

In an interview with Bloomberg recently, South Korea's defence minister said the North had sent nearly five million artillery shells to Russia since September, as well as dozens of ballistic missiles.

Moscow and Pyongyang both deny the accusation but UN monitors claim to have seen evidence. In January, they concluded the remnants of a missile fired from Russia on Kherson was that of a North Korea-made Kwasong-11 series. Kyiv claims there are several more examples.

For North Korea, the closer ties are a big win. As well as food and fuel, analysts say Russia has provided the poverty-stricken nation with much-needed economic aid and diplomatic support.

In March, for example, Russia vetoed the UN resolution to renew the mandate of the panel of experts monitoring sanctions enforcement.

It's also assumed Moscow is supplying some technical know-how for Pyongyang's space and satellite programmes, after President Putin hosted Kim Jong Un at the Vostochny cosmodrone in Russia's Far East last September.

The stronger ties between the two is a major concern for the West and its Asian allies.

These are two leaders who like to warn how their fingers are poised over the red button. The primary fear in Washington and Seoul is that Russia could start supplying some of its nuclear know-how and missile technology, on top of the other assistance.

The Russian leader's entourage for the visit certainly raises eyebrows. It includes his new defence minister Andrei Belousov as well as Denis Manturov, the deputy prime minister responsible for defence. 

The official line from the Kremlin is that there's nothing to see here - yes, we might sign a security agreement, but it won't be directed against any other country.

Russia's "right" to develop good relationships with its neighbours "should not be of concern to anyone", Kremlin spokesperson Dmitry Peskov said.

Behind the scenes, though, they will no doubt delight in the disquiet the visit is causing. 

It's very much a diplomatic two-fingers to the West, which may bring tangible geopolitical benefits too.

If South Korea is considering providing weapons to Ukraine, for example, this might make them think twice about it.

Vladimir Putin has thanked North Korea for supporting his actions in Ukraine and said their countries will cooperate closely to overcome US led sanctions.

The Russian president will be in Pyongyang today for a summit with North Korean leader Kim Jong Un - his first visit to the country in 24 years.

Mr Putin's comments appeared in an op-ed in North Korean state media hours before he was expected to arrive in the North for a two-day visit.

He said he appreciates North Korea's support of Russia in their invasion of Ukraine, adding that the two countries would continue to "resolutely oppose" what he described as Western ambitions to "to hinder the establishment of a multipolarised world order based on mutual respect for justice." 

Here's what he said on Pyongyang's support for the Ukraine war:

We highly appreciate the DPRK's firm support for Russia's special military operation in Ukraine, its solidarity with us on key international issues, and its readiness to defend common priorities and views on the platform of the UN. Pyongyang has been and remains our convinced supporter, ready to resolutely oppose the collective West's desire to prevent the establishment of a multipolar world order based on justice, mutual respect for sovereignty and consideration of each other's interests.

There was also a reference to the two nations developing unspecified trade and payment systems "that are not controlled by the West."

We are also ready to work closely together to make international relations more democratic and stable. To this end, we will develop alternative mechanisms of trade and mutual settlements beyond the control of the West and jointly oppose illegitimate unilateral restrictions. At the same time, we will build an architecture of equal and indivisible security in Eurasia.

There was lengthy comment on the role that the US is playing on the world stage right now, which Mr Putin described as a "global neo-colonial dictatorship based on double standards."

The Russian president accuses the US of trying to "prolong and inflame" the war in Ukraine and reaffirms Russia's apparent commitment to open "equal dialogue."

The US is trying hard to impose a so-called rules-based order on the world, which is, in fact, nothing but a global neo-colonial dictatorship based on double standards. They are doing everything to prolong and inflame with greater force the conflict in Ukraine, which they themselves provoked by supporting and organising the armed coup d'etat in Kiev in 2014 and then the war in Donbass. At the same time, all these years they have repeatedly rejected all our attempts to resolve the situation peacefully. Russia has been and will continue to be open to equal dialogue on all the most difficult issues. 

In reference to the combined actions of nations around the world arming Ukraine with weapons, and the economic sanctions placed on Russia, Mr Putin was defiant yet again.

He said all attempts to "contain and isolate" Russia had failed.

Our adversaries continue to supply the neo-Nazi regime in Kyiv with money, weapons and intelligence, and allow and actually encourage it to use modern Western weapons and equipment to launch attacks on Russian territory (..) At the same time, they are trying to wear down our economy with more and more sanctions and provoke the growth of social and political tension inside the country.  But no matter how hard they try, all their attempts to contain and isolate Russia have failed. 

Ukraine's air force said today that its air defence systems destroyed all 10 drones that Russia launched overnight.

The drones were destroyed over Dnipropetrovs and to the south, in Zaporizhzhia, the air force said on Telegram.

We reported yesterday that fighting in the Kharkiv region escalated over the weekend, with heavy combat under way at an aggregate plant on the northern edge of Vovchansk. 

Kharkiv has become a focus after Russia opened up a second front in the northeastern region last month. 

Ukrainian soldiers are now looking to isolate Russian troops advancing across the nearby border. 

Meanwhile, a large explosion was reported in the Rostov-on-Don region of southern Russia. 

Eyewitness reports said a large flash was spotted before apartments nearby lost power.

Earlier today we told you about a Russian missile attack on Ukraine's east central Poltava region. 

Initially, reports had suggested nine people were injured in the strike, but the regional governor has now confirmed 22 people suffered injuries. 

Three children were among the wounded, Filip Pronin said. 

Houses and power lines were also damaged, causing electricity to be knocked out for more than 55,000 customers. 

Ukraine's prosecutor general's office said the attack was carried out with an X-59 cruise missile.

The US has expressed concern over the "deepening relationship" between Russia and North Korea, the White House has said. 

Spokesman John Kirby said the US was "troubled" by the ties between the two countries. 

It comes after both nations confirmed Russian President Vladimir Putin will visit North Korea for the first time in 24 years tomorrow. 

Mr Kirby said the visit appeared to be part of a post-election "charm offensive" by Mr Putin. 

North Korean leader Kim Jong Un extended an invitation to Mr Putin during a visit to Russia's Far East last September.

Russia's foreign policy adviser Yuri Ushakov said the two leaders may sign a partnership agreement during the visit that would include security issues.
