PM Modi to visit South Africa for BRICS summit: What is this grouping?

What is the main purpose of brics, when was it set up and which countries are its founding members ahead of the summit that is to be held from august 22 to 24, we explain..

Prime Minister Narendra Modi is set to visit South Africa for the BRICS Summit to be held from August 22 to 24 in Johannesburg. There has been an indication from China , a fellow member of the grouping, about Chinese President Xi Jinping and PM Modi having a bilateral meeting during this period as well.

China’s ambassador to South Africa Chen Xiaodong told reporters, “I am confident that as two nations, two countries, we will have direct talks, direct meetings.” “I cannot say there is tension between us, but as neighbouring countries, we have many common interests at the same time we have some problems,” Bloomberg reported him as saying on Friday (August 18).

While the two leaders did have a brief encounter at the dinner in Bali, Indonesia, during the G20 summit in November 2022, this could be their first scheduled meeting since the border standoff started in May 2020. In this context, we take a look at the BRICS grouping, which both these countries have been a part of for more than a decade now.

What is BRICS?

In 2001, British economist Jim O’Neill of Goldman Sachs coined the term ‘BRIC’, standing for the initials of what he said were the four emerging economies at the time – Brazil, Russia, India, and China from an investors’ interest perspective.

Writing in 2021, two decades after his initial paper on BRICS, he said, “My primary goal in my first paper, “The World Needs Better Economic BRICs,” was to make a case for changing the framework for global economic governance, not necessarily the inevitable future growth of these countries.”

But he did make note of the projected economic growth of these countries. “Over the next 10 years, the weight of the BRICs and especially China in world GDP will grow, raising important issues about the global economic impact of fiscal and monetary policy in the BRICs,” O’Neill wrote in 2001.

He argued that these nations would collectively become major global economies, suggesting adjustments to global policymaking forums like the G7 to incorporate BRIC. “In line with these prospects, world policymaking forums should be re-organised and in particular, the G7 should be adjusted to incorporate BRIC representatives,” he wrote. India was seen as a potentially valuable addition due to its size, population, and potential.

Now, BRICS includes these five economies, representing 42% of the world’s population, 30% of the world’s territory, 23% of global GDP, and around 18% of world trade, according to its website. An informal meeting of the grouping was held in 2006 among Russia, India, and China on the sidelines of the G8 Outreach Summit in Russia. The first formal meeting was in 2009, also in Russia. South Africa joined in 2010, expanding it to ‘BRICS’.

What was the rationale behind creating BRICS?

In the past, India and other Asian and African countries have criticised the dominance of European and Western countries at international forums and institutions, such as the United Nations. They have argued that this leads to a lack of representation from voices of the ‘Global South’, a term used to refer to countries that have not traditionally been at the centre of international agenda-setting.

It also came amid a solidification of the United States’ status as the sole superpower after the USSR’s collapse in 1991, and a realisation of countering its influence.

With the economic rise of countries such as India and China in recent decades, the creation of their own forums has been utilised as an alternative. G20 is one example, which was more expansive in its memberships as compared to the G8 grouping (later G7 after Russia was expelled over its annexation of Crimea in 2014). Another example is G77, which now has more than 130 members, largely from Africa and Asia.

Similarly, BRICS came about to enhance cooperation between these five countries. This includes aspects of political cooperation through meetings, and economic cooperation such as through the New Development Bank, which is meant to provide financial support to developing markets for infrastructure and other projects.

But despite these shared larger goals, BRICS has also meant different things to different member countries, and even those strategic interests have evolved over the years. By now, China has gained significantly more economic heft than others in the grouping. Both China and Russia are also now viewing the West with a lot more suspicion than before, with the Ukraine War continuing in its second year and US-China ties seeing frequent roadblocks.

India, meanwhile, has been deepening its relations in spheres of economy and technology with the US, of late. This makes having a common policy and cooperation within the grouping difficult.

As C Raja Mohan, a senior fellow at the Asia Society Policy Institute, wrote in The Indian Express this year , “Notwithstanding the ambitious plans for their expansion, the SCO and BRICS are running out of their geopolitical steam as the context that brought them together at the turn of the millennium no longer exists.”

What is the BRICS agenda for 2023?

The chairmanship rotates among the group annually. The Chair has to set the agenda, priorities and calendar for the year. This year, the agenda of the 15th Summit is ‘BRICS in Africa: Partnership for Mutually Accelerated Growth, Sustainable Development and Inclusive Multilateralism’.

Notably, both China and Russia have developed a significant presence in Africa in recent years. China has made investments worth billions of dollars in various infrastructure projects, and Russia’s mercenary Wagner Group – whose troops also participated in the Ukraine War – has also made its inroads in several local conflicts.

Further, in July, a South African diplomat said that more than twenty countries have formally expressed an interest in joining the grouping, including Saudi Arabia and Iran. A Bloomberg report said that the other countries that have expressed interest in joining include Argentina, the United Arab Emirates, Algeria, Egypt, Bahrain and Indonesia.

For India, the platform could be a means of establishing its larger efforts to represent the Global South. It could also be a moment where the Summit could move things along from a diplomatic perspective. As The Indian Express has reported, the 2017 Doklan stand-off at the Bhutan-India-China trijunction was resolved just days before Modi and Xi were scheduled to meet for the then BRICS summit in China.

Chinese President Xi calls for accelerating expansion of Brics; advocates political and security cooperation

Chinese President Xi Jinping on Wednesday called for accelerating the expansion of the Brics grouping besides efforts to jointly fend off risks by increasing the political and security cooperation among the countries of the five-nation bloc. Xi, who skipped his attendance at the Brics Business Forum on Tuesday sparking speculation about his absence, attended the Summit here on Wednesday where he pitched for more political and security cooperation among the member countries. He was the only leader absent from the Brics Business Forum on Tuesday, with Chinese commerce minister Wang Wentao reading a speech in his place that had a hardline message apparently aimed at the US. Asked why Xi had not attended the forum, Chinese foreign ministry spokesman Wang Wenbin sidestepped the question, telling reporters in Beijing on Wednesday that Xi's speech had been delivered. While his speech at the Business Forum hit out at the US saying that “some country, obsessed with maintaining its hegemony, has gone out of its way to cripple the emerging and developing countries”, he said in his speech at the summit that "the Cold War mentality is still haunting our world, and the geopolitical situation is getting tense." He said development should not be a privilege reserved for a few but a right for all countries, and he supported the inclusion of more nations in Brics. "I am glad to see the growing enthusiasm of developing countries about participating in BRICS cooperation. And quite a number of them have applied to join … we need to accelerate the Brics expansion process to bring more countries into the Brics family,” Xi said, the Hong Kong-based South China Morning Post reported. Leaders of the Brics bloc of leading developing countries have agreed mechanisms for considering new members, South Africa said on Wednesday, paving the way for dozens of interested nations to join the group which has pledged to champion the "global south". Agreement on expansion could help lend global clout to Brics - Brazil, Russia, India, China and South Africa - at a time when geopolitical polarisation is spurring efforts by Beijing and Moscow to forge it into a viable counterweight to the West. "We have agreed on the matter of expansion," South Africa's foreign minister Naledi Pandor said on Ubuntu Radio, a station run by her ministry, following a meeting by Brics leaders at athree-day summit. India is hosting the G20 summit on September 9 and 10. All the Brics nations are permanent members of the G20. "We have also proposed to give permanent membership of G20 to the African Union. I am sure all the Brics partners are also together in the G20 and all will support our proposal," PM Modi said.

"From South Africa, I will travel to Athens, Greece on 25 August 2023 at the invitation of Kyriakos Mitsotakis, Greece PM. This will be my first visit to this ancient land. I have the honor to be the first Indian Prime Minister to visit Greece after 40 years,” the statement added. 

Providing details about the PM's trip , foreign secretary Vinay Kwatra said, "For the 15th BRICS Summit, a business delegation from India is also traveling to South Africa to attend the Business Tracks meetings and also the meetings of the BRICS Business Council, BRICS Women Business Alliance , and the BRICS Business Forum."

During his visit to South Africa, PM Modi will also participate in a special event "BRICS – Africa Outreach and BRICS Plus Dialogue" being organized after the BRICS Summit, which will include other nations invited by South Africa. 

In addition, PM Modi will also hold bilateral meetings with some of the leaders present in Johannesburg.

BRICS leaders have agreed to expand the club of major emerging economies and adopted conditions for entry, South Africa said Wednesday, as the bloc pursues greater clout to shape the world order.

Calls to enlarge the BRICS -- Brazil, Russia, India, China and South Africa -- has dominated the agenda at its three-day summit in Johannesburg and exposed rifts between members.

On the second day of the 15th BRICS Summit, Prime Minister Narendra Modi held a bilateral meeting with South African President Cyril Ramaphosa.

The opening day of the 15th BRICS Summit in Johannesburg was witness to the BRICS Business Forum Leaders' Dialogue.

In his address at the BRICS Business Forum Leaders' Dialogue, PM Modi said India will soon be a 5 trillion dollar economy and in the coming years will be the growth engine of the world.

PM Modi Johannesburg Visit: Prime Minister Narendra Modi will attend the BRICS Summit in South Africa’s Johannesburg and will also visit Greece.

Prime Minister Narendra Modi will embark on a four-day visit to South Africa and Greece from Tuesday. During his three-day visit to Johannesburg, Prime Minister Modi will attend the 15th BRICS Summit at the invitation of President of South Africa Matamela Cyril Ramaphosa.

The summit will be held from August 22 to August 24. This is the first in-person BRICS summit to be held since 2019. The BRICS grouping consists of Brazil, Russia, India, China, and South Africa.

PM Modi’s Aug 22 Schedule

The Prime Minister will arrive at Waterkloof Air Force Base around 5.15 pm. Two hours later, he will attend BRICS Business Forum Leaders’ Dialogue. At 9:30 pm, he will participate in BRICS Leaders’ Retreat.

The BRICS nations represent 42% of the world’s population along with a significant 27% of the global GDP. The theme of the summit this year is BRICS and Africa: Partnership for mutually accelerated growth, sustainable development and inclusive multilateralism .

“The summit will provide an opportunity to review progress of the initiatives launched by the grouping and identify future areas of activity,” the external affairs ministry said in a press release.

PM Modi will also take part in the special event BRICS – Africa Outreach and BRICS Plus Dialogue which are being organised after the BRICS leadership summit. This will include other nations invited by South Africa.

PM Modi is expected to hold bilateral meetings with leaders who will be present in Johannesburg. The MEA said that the itinerary of bilateral meetings is still evolving.

A business delegation will travel with PM Modi to South Africa. They will attend BRICS business track meetings and also the BRICS Business Council, BRICS Women Business Alliance and the BRICS Business Forum meetings.

Notably, Chinese President Xi Jinping will also attend the BRICS Summit in person and will also undertake a state visit. This is the second time Xi Jinping is stepping outside China this year after his cross border trip to Russia.

Russian President Vladimir Putin will not be present in Johannesburg due to the International Criminal Court issuing an arrest warrant for Russian President Putin in March this year, linking him to the war crime of deporting Ukrainian children.

BRICS Expansion

The external affairs ministry during a special briefing on Monday ahead of Prime Minister Modi’s departure said India has positive intent and an open mind when it comes to BRICS expansion. “There is considerable interest among many nations to join BRICS. As far as BRICS expansion is concerned, we are clear, we have a positive intent and an open mind when it comes to BRICS expansion. Discussions are ongoing between Sherpas of BRICS nations regarding expansion and to reach a consensus,” foreign secretary Vinay Kwatra said.

Greece Visit

PM Modi will also visit Greece on August 25 at the invitation of his Greek counterpart Kyriakos Mitsotakis. This is the first time in 40 years an Indian Prime Minister is embarking on an official visit to Athens. Both leaders will discuss ways to further deepen the relationship and PM Modi will also interact with business leaders from both countries, as well as with the Indian community in Greece.

“India and Greece enjoy civilizational ties, which have strengthened in recent years through cooperation in areas like maritime transport, defence, trade and investments and people-to-people ties,” the external affairs ministry said in a press release.

Prime Minister’s visit to South Africa (August 22-25, 2023)

  • It should be noted that, the SA President Cyril Ramaphosa is the Chair of 15th BRICS Summit.

The BRICS Story:

i. On August 22, 2023, the BRICS Business Forum Leaders’ Dialogue was held in Johannesburg, SA where leaders were briefed on the deliberations of the BRICS Business Forum.

  • Here Indian side highlighted the it’s various reforms to improve the ease of doing business, including technology-based solutions to address the social and economic challenges.

ii. The Indian PM also participated in the BRICS Leaders Retreat at the Summer Place in Johannesburg on August 22, 2023 which was held in a closed format.

  • Here leaders discussed global developments and ways to utilize BRICS platform to find solutions to global challenges.

iii. 15th BRICS Summit 2023 :

On August 23, 2023, PM Narendra Modi attended the 15th BRICS Summit held under SA’s chairship, in Sandton in Johannesburg, Gauteng, South Africa.

The theme of 15th BRICS summit was ‘BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development and Inclusive Multilateralism’ .

  • This was the first in-person BRICS Summit since 2019.
  • The event reviewed the ongoing initiatives and the identification of future prospects.
  • The leaders engaged in fruitful discussions covering global economic recovery, collaborations with Africa and the Global South, and an assessment of BRICS agenda progress to date.

About Theme:

This theme highlights SA’s five priorities for 2023:

i. Partnering for a fair climate transition and risk management.

ii. Innovating education for future skills.

iii. Utilizing the African Continental Free Trade Area.

iv. Enhancing post-pandemic recovery and 2030 Sustainable Development Goals.

v. Empowering women in peace processes and global governance reform.

Participants :

India – PM Narendra Modi

Brazi l- President Luiz Inácio Lula da Silva

Russia – Foreign Minister Sergei Lavrov; President Vladimir Putin participated virtually

China – President Xi Jinping

SA – President- Cyril Ramaphosa (Host)

Invitations were also extended to 67 leaders across Africa, Latin America, Asia and the Caribbean

By mutual agreement, Vladimir Putin, President of Russia, did not attended the Summit.

  • In March 2023, The International Criminal Court (ICC) has issued an arrest warrant for Putin for alleged war crimes. South Africa, would be required to arrest Putin if he attended the summit.

Highlights by Indian Side:

i. The Indian side  called for a strengthened BRICS that will be:

  • B – Breaking barriers
  • R – Revitalising economies
  • I – Inspiring Innovation
  • C – Creating opportunities
  • S – Shaping the future

ii. The Indian PM emphasized the following points:

  • Emphasized the need for clear timelines for UNSC (United Nations Security Council) reforms.
  • Advocated the reform of Multilateral Financial Institutions.
  • Urged for the reform of the World Trade Organization (WTO).
  • Encouraged BRICS to find consensus on its expansion.
  • Stressed the importance of conveying global unity rather than polarization.
  • Suggested the formation of a BRICS Space Exploration Consortium .
  • Extended the offer of India’s Digital Public Infrastructure (Indian stack) to BRICS nations.
  • Put forward the idea of collaborative skill mapping, skilling, and mobility promotion within BRICS countries.
  • Proposed collective efforts by BRICS countries to protect Big Cats through the International Big Cat Alliance.
  • Recommended the establishment of a repository for traditional medicine within BRICS nations.
  • Called on BRICS partners to back the African Union(AU)’s permanent membership in the G20 (Group of Twenty).

NDB & TCTA signed Loan Agreement for Lesotho Highlands Water Projec t

During the summit, a loan agreement was inked between the New Development Bank (NDB), formerly the BRICS Development Bank, and the Trans-Caledon Tunnel Authority (TCTA) for the implementation of phase II of the Lesotho Highlands Water Project (LHWP), the largest bi-national infrastructure project between Lesotho and South Africa  

  • As per it, NDB will provide a project loan of 3.2 billion South African Rand   (USD 173 million) to TCTA under the sovereign guarantee of SA.

About Project:

The LHWP is a multi-phased project to provide water to the Gauteng region of SA from Lesotho’s Orange River, facilitating electricity generation through dam construction; and to generate hydroelectricity for Lesotho.  The Project will be co-financed by NDB, the African Development Bank (AfDB) and other financiers. This is the first project financed by NDB outside of BRICS countries.

  • The project will also benefit North-West, Mpumalanga, and Free State provinces, by enhancing water supply.

Signatories:

It was signed by Vladimir Kazbekov , Vice President and Chief Operating Officer of NDB and Percy Sechemane , Chief Executive Officer of TCTA.

About Agreement:

TCTA will use the funds to construct the Polihali Dam and reservoir, a 38-kilometre-long water transfer tunnel, roads and bridges, telecommunications infrastructure, and will extend electricity and other development infrastructure to Lesotho.

Key Points:

i. Lesotho, is a small landlocked country bordered on all sides by SA, aims to foster sustainable livelihoods and economic growth for Gauteng province, a major urban center and contributor to South Africa’s GDP.

ii. TCTA, a South African state-owned entity, manages bulk water infrastructure projects.

iii. NDB, formed by BRICS nations and South Africa, mobilizes resources for sustainable development.

  • NDB expanded in 2021, welcoming Bangladesh, Egypt, the United Arab Emirates (UAE), and Uruguay.

BRICS officially expands from 5 to 11 members

SA President Cyril Ramaphosa announced the expansion of BRICS with the inclusion of 6   new members ’ viz. Argentina , Ethiopia , Iran , Egypt , Saudi Arabia and United Arab Emirates (UAE) as its full time members.

  • The membership will come into force from January 1, 2024.

About BRICS:

The grouping was formed in September 2006 and it originally comprised Brazil, Russia, India and China (BRIC). It was renamed as BRICS after South Africa was accepted as a full member in September 2010.

  • At present, the BRICS represents 41% of the global population, 24% of the global GDP and 16% of the global trade.
  • Now, the 11 countries have a combined population of 3.7 billion .

BRICS supports use of national currencies in international, bilateral trade

BRICS members agreed to stand for the use of national currencies in international trade, as well as financial settlements within the association. This decision will strengthen supply chains and payment systems between its members.

BRICS – Africa Outreach and BRICS Plus Dialogue

The Indian PM participate in a special event ‘BRICS – Africa Outreach and BRICS Plus Dialogue’ which was organized after the BRICS Summit. Te meeting saw participation from the guest countries of Africa, Asia and Latin America, along with the leaders of the BRICS countries.

Highlights from Indian Side:

i. Stressed reform of global institutions for representation and relevance.

ii. Urged cooperation in counter-terrorism, climate action, cybersecurity, food & health security and resilient supply chains.

iii. Invited participation in international initiatives like International Solar Alliance One Sun One World One Grid, Coalition for Disaster Resilient Infrastructure, One Earth One Health, Big Cat Alliance and Global Centre for Traditional Medicine.

iv. Offered sharing of India’s Digital Public Infrastructure Stack.

Other meetings of PM Narendra in Johannesburg on the sidelines of the 15th BRICS Summit:

i. On August 23, 2023, the Indian PM had a meeting with the President of SA. The leaders discussed advancements in bilateral relations, particularly in defense, agriculture, trade, investment, health, conservation, and people-to-people connections.

  • They also addressed ongoing collaboration in international organizations and mutual concerns.

ii. On August 24, 2023, the Indian PM also had a meeting with Dr. Abiy Ahmed Ali , PM   of the Republic of Ethiopia .

  • Productive discussions were held covering development partnership, trade, defense, ICT (Information and Communication Technology), agriculture, youth skilling, and people-to-people connections. They also discussed significant regional and global matters.

iii. The PM also met Macky   Sall , President of the Republic of Senegal , on 24 August 2023 in Johannesburg where they held discussions on  ways to deepen their bilateral partnership across various sectors.

iv. The PM met Dr Seyyed   Ebrahim   Raisi , President of the Islamic Republic of Iran to discuss ways to strengthen bilateral cooperation in various fields including trade and investment, connectivity, energy and counter-terrorism. Both sides agreed to fast track infrastructure cooperation, including the Chabahar project.

v. He met Filipe Jacinto Nyusi , President of the Republic of Mozambique where they held productive discussions to further the bilateral ties, including in the areas of parliamentary contacts, defence, counter terrorism, energy, mining, health, trade & investment, capacity building, maritime cooperation and people to people relations.

vi. He met Dr. Himla   Soodyall , noted geneticist & Chief Executive Officer ( CEO ) of the Academy of Science of SA in Johannesburg.

  • They discussed human genetic lines and disease screening, and the PM invited Dr. Soodyall to partner with Indian institutes in genetics.

vii. The PM met Siyabulela   Xuza , noted rocket scientist and Founder and Managing Director (MD) of Galactic Energy Ventures.

  • The discussions covered matters related to the future of energy and finding sustainable solutions.

viii. PM Narendra Modi has a meeting with Chinese President Xi Jinping where both sides agreed to expedite the border troops disengagement and de-escalation in western sector of Ladakh along the Line of Actual Control (LAC).

  • Indian side highlighted concerns at the unresolved issues along the LAC in western sector of the India -China border.

PM gifted pair of ‘ surahi ‘ to President Cyril Ramaphosa

The Indian PM gifted a pair of ‘ surahi ‘ from Telangana to SA President Cyril Ramaphosa, and a Nagaland shawl to his wife and first lady of SA. The ‘bidri vase’ is a purely Indian innovation exclusive to Bidar, a Karnataka city. It is cast with an alloy of zinc, copper and other non-ferrous metals.

  • On the other hand, Naga shawls are an exquisite form of textile art that has been woven for centuries by the tribes in Nagaland in the northeastern part of India.
  • These shawls are known for their vibrant colours, intricate designs, and the use of traditional weaving techniques. Each Naga shawl tells a unique story, reflecting the tribe’s history, beliefs and way of life.
  • He also gifted also carried silver ‘ nakkashi ‘ , whose patterns are first drawn on paper and then transferred on silver sheets.

The PM gifted a Gond painting from Madhya Pradesh (MP) to Brazilian President Luiz Inacio Lula da Silva.

BRICS Summit 2023 HIGHLIGHTS: Hello and welcome to 15th BRICS Summit Live Blog. Please follow this space for all the latest developments on Prime Minister Narendra Modi's visit to South Africa for BRICS Summit. PM Modi left for his three-day visit to South Africa on Tuesday to attend the 15th BRICS Summit being held in Johannesburg, expressing confidence that it will provide a useful opportunity for its members to identify future areas of cooperation and review institutional development. He is expected to reach the African nation at 5:45 pm Indian Standard Time. 

He is scheduled to reach his hotel in Johannesburg at around 5:55 pm IST where he will be welcomed by the members of the Indian diaspora. At 7:30 pm IST, the Prime Minister will address the BRICS Business Forum Leaders' Dialogue. 

In his departure statement on Tuesday, Modi said that BRICS has been pursuing a strong cooperation agenda across various sectors. "We value that BRICS has become a platform for discussing and deliberating on issues of concern for the entire Global South, including development imperatives and reform of the multilateral system," he said.

"Leaving for South Africa to take part in the BRICS Summit being held in Johannesburg. I will also take part in the BRICS-Africa Outreach and BRICS Plus Dialogue events. The Summit will give the platform to discuss issues of concern for the Global South and other areas of development," posted the PM on X. 

Modi is visiting South Africa to attend the summit of BRICS — comprising Brazil, Russia, India, China, and South Africa — at the invitation of South African President Cyril Ramaphosa. 

From South Africa, the Prime Minister will travel to Athens in Greece on August 25 at the invitation of his Greece counterpart Kyriakos Mitsotakis, he noted that this will be his first visit to this ancient land.

"I have the honour to be the first Indian Prime Minister to visit Greece after 40 years," he said.

"I also look forward to holding bilateral meetings with some of the Leaders present in Johannesburg," he said.

NEW DELHI (AP) — Fresh from declaring victory in India’s election, Prime Minister Narendra Modi offered few details on the agenda for his third term, but went out of his way to underline he would continue to focus on raising the country’s military preparedness and clout.

That should come as good news to the United States and its other allies, as they focus increasingly on keeping China’s sweeping maritime claims and growingly assertive behavior in the Indo-Pacific region in check.

“The government will focus on expanding defense production and exports,” Modi told a crowd of supporters at his party’s headquarters after election results came in. He spoke of his plan to increase security by lowering India’s dependence on arms imports. “We will not stop until the defense sector becomes self sufficient.”

Defense cooperation with the U.S. has greatly expanded under Modi, particularly through the so-called Quad security grouping that also includes Australia and Japan.

It’s a two-way street, giving the U.S. a strong partner neighboring China, which Washington has called its “pacing challenge,” while strengthening India’s defense credibility against a far more powerful rival.

“India is currently a frontline state as far as the Americans are concerned,” said Rahul Bedi, a New Delhi-based defense analyst. “The Indian navy is a major player in the Indian Ocean region.”

The defense relationship was also at the top of U.S. President Joe Biden’s agenda when he congratulated Modi on the election results.

In a call, “the two leaders emphasized their deepening the U.S.-India comprehensive and global strategic partnership and to advancing their shared vision of a free, open and prosperous Indo-Pacific region,” the White House said.

It added that National Security Advisor Jake Sullivan would soon travel to New Delhi “to engage the new government on shared U.S.-India priorities.”

It was about a year into Modi’s second term when India’s defense focus took a sharp turn toward China, when troops from the two nuclear neighbors clashed in 2020 in the Galwan Valley in the disputed northern border region of Ladakh and 20 Indian soldiers were killed.

“China really is India’s long term strategic challenge, both on the border and in the Indian Ocean as well,” said Viraj Solanki, a London-based expert with the International Institute for Strategic Studies.

“This has resulted in a number of defense partnerships by India shifting, or just focusing on countering China’s growing influence in the Indo-Pacific region,” he said.

Beijing has a close relationship with Pakistan, India’s traditional rival, and China has been increasing defense cooperation with India’s neighbors, including Nepal and Bangladesh, as well as the Maldives and Sri Lanka.

“China is really trying to engage more with these countries and develop its own influence and presence,” Solanki said. “I think that is a concern for New Delhi and something that will lead to increased competition in the Indian Ocean over the next few years.”

In congratulating Modi on the election results, Chinese Foreign Ministry spokesperson Mao Ning said that a “sound and stable ” relationship between India and China was “in the interest of both countries and conducive to the peace and development of the region.”

She also added that China stood “ready to work with India,” but her comments were significantly more muted than the Foreign Ministry’s remarks on Modi’s last win in 2019 — before the border fight . At that time, the Foreign Ministry called the two nations “important neighbors” and said China wanted to “deepen political mutual trust, carry out mutually beneficial cooperation and push forward the closer partnership between the two countries.”

Modi has always governed with his party in the majority, but after a lackluster performance in the election will now be forced to rely on coalition partners, and will face a stronger and invigorated opposition .

The main opposition Congress party is unlikely to challenge Modi’s defense reforms, but has been critical of how he has handled the border issue with China and may pressure him on that front, Bedi said.

“Modi has not been entirely truthful, or very economical with the truth as far as the situation in Ladakh is concerned,” he said. He referred to a Defense Ministry document that was published online, and quickly removed, which had suggested Chinese troops entered Indian territory during the 2020 confrontation.

“The opposition, I am sure, will raise questions and ask the government to come clean on what the real situation is.”

Under Modi’s program of military modernization and reform, his government has sought to grow the private defense manufacturing sector, a space previously occupied solely by the government-run organizations, and has eased foreign direct investment regulations to try and encourage companies to establish themselves in India.

In a flagship project, the country launched its first home-built aircraft carrier in 2022, part of a plan to deploy two carrier battle groups to counter China’s rising maritime power.

Much of India’s military equipment is of Russian origin, and delays on delivery and difficulties of procuring spare parts due to Russia’s invasion of Ukraine has also provided impetus for India to diversify defense procurement, looking more to the U.S., France, Israel and elsewhere, Solanki said.

As it seeks to strengthen ties with India, Washington has agreed to a deal that will allow General Electric to collaborate with Hindustan Aeronautics to produce fighter jet engines.

Speaking at the Shangri-La defense conference in Singapore last weekend, U.S. Defense Secretary Lloyd Austin said the countries were also co-producing armored vehicles.

“The relationship that we enjoy with India right now is as good or better than our relationship has ever been,” he said. “It’s really strong.”

Italy likely to be Modi's first overseas trip after swearing-in, but there's more

Prime Minister Narendra Modi is all set to embark on his first international visit to Italy shortly after his swearing-in ceremony on June 9. After securing victory in the Lok Sabha elections, PM Modi has accepted an invitation from Italian Prime Minister Giorgia Meloni to attend the G7 Summit, which will be held from June 13 to 15 in Borgo Egnazia, Apulia.

Modi spoke to Italian PM Meloni on Thursday and thanked her for the invite to the G7 Summit Outreach Sessions to be held in Italy’s Puglia, the Ministry of External Affairs said in a statement.

Italy’s G7 Presidency

Italy holds the G7 rotating presidency this year. This summit will focus on important issues like the global economic landscape, international trade, climate change and the impacts of ongoing Russia-Ukraine war and conflicts between Israel and Hamas.

The G7 countries include Canada, France, Germany, Italy, Japan, the UK, and the US, with the EU participating in discussions as a guest. During his visit, PM Modi will meet the US President and other G7 leaders.

Hectic schedule ahead

Ukraine hopes India would attend peace summit

Ukrainian President Volodymyr Zelenskyy, in a congratulatory message to Prime Minister Narendra Modi following his election victory, urged New Delhi to participate in the upcoming peace summit. Zelenskyy highlighted India’s significant role in global affairs and the importance of collective efforts to achieve lasting peace.

PM Modi responded, reaffirming India’s commitment to advocating for global peace but did not clarify whether he would attend the Ukraine peace summit.  In March, Ukraine’s Foreign Minister Dmytro Kuleba visited New Delhi and met with Indian Foreign Minister S. Jaishankar. During their talks, Kuleba reiterated the request for India to take part in the peace summit and emphasized the significant role India could play. However, Jaishankar did not comment publicly on Kuleba’s appeal, keeping India’s position on the matter ambiguous.

India’s diplomatic approach reflects its careful balancing act amid the ongoing Ukraine conflict, as it manages its relationships with both Western nations and Russia. The decision on India’s participation in the peace summit remains a point of interest and speculation in international diplomatic circles.

With Modi coming to power for a third term, hopes are high in Pakistan for improved bilateral relations with India. Tarar expressed disappointment over the lack of a congratulatory message from Pakistan's Prime Minister Shehbaz Sharif and emphasized that Modi is also beneficial for Pakistan. Tarar pointed out that allegations against Modi of being anti-Islam and anti-Pakistan are politically motivated and voiced optimism for enhanced trade and ties between the neighboring countries.

Tarar noted Pakistan's current political instability and economic crisis, stressing the need for strong leadership similar to India's. "Modi is a seasoned leader experienced in international forums like BRICS and G20," he said, adding that Modi's continued leadership could steer India towards greater economic and political stability, positively impacting regional stability.

A pragmatic approach to resolving Indo-Pakistani issues is essential, according to Tarar, who called for an opening of trade to heal historical grievances. He also emphasized the strength of Indian democracy, which has silenced critics, and praised Modi for his respect for democratic principles. "When Modi lifted and kissed the Constitution, it was a powerful testament to his commitment," Tarar concluded.

PM Modi set to embark on his first overseas trip to Italy days after taking oath I Know why

Soon after taking the oath, he would fly to Rome, where the Group of Seven (G7) meeting is scheduled for June 13 and 14. Earlier, his Italian counterpart, Giorgia Meloni, invited PM Modi to attend the G7 Summit. Notably, Meloni was among the first few leaders who congratulated Modi on his third consecutive electoral victory in the Lok Sabha polls.

Meloni expressed confidence in continued collaboration between Italy and India, highlighting the strong bond between the two nations. In a reply, PM Modi extended gratitude to his Italian counterpart and stressed New Delhi remains committed to deepening India-Italy strategic partnership.

G7 Summit in Italy

The G7 Summit will be held in Borgo Egnazia (Fasano) in Apulia, on June 13-15, 2024. The event will bring together the Leaders of the seven-member States, as well as the President of the European Council and the President of the European Commission representing the European Union.

It is expected that US President Joe Biden, Canadian PM Justin Trudeau, UK PM Rishi Sunak, France's Emmanuel Macron, Japan's Fumio Kishisa, and German Chancellor Olaf Scholz will attend the much-awaited event.

Besides G7, the Indian Prime Minister has also been invited to the upcoming peace summit scheduled in Switzerland on June 15 and 16. India has yet to take a call on the level of its participation in the Summit.

Zelenskyy hopes India would attend Peace Summit

Ukraine President Volodymyr Zelenskky, in a congratulatory message, pushed New Delhi to join the upcoming peace summit. "Everyone in the world recognises the significance and weight of India's role in global affairs. It is critical that we all work together to ensure a just peace for all nations. In this regard, we also look forward to seeing India attend the Peace Summit," said Zelenskyy.

However, in a reply, PM Modi assured of advocating peace in the world but did not mention whether he would attend the Ukraine peace summit or not. Ukraine's Foreign Minister Dmytro Kuleba visited New Delhi in March. During his meeting with his Indian counterpart S Jaishankar, he too pressed him to attend the summit and sought his significant role in the summit. However, the Indian leader has not commented on Kuleba's remarks.

With Modi securing a third term in office, Tarar mentioned that people in Pakistan are hopeful for an improvement in the relationship between the two countries. He expressed disappointment over the lack of a congratulatory message from Pakistan Prime Minister Shehbaz Sharif and anticipated Sharif's participation in Modi's swearing-in ceremony.

Tarar dismissed allegations against Modi as being politically motivated, stating that Modi is not only beneficial for India but also for Pakistan. He emphasized the potential for enhanced trade and improved relations between the two South Asian nations under Modi's continued leadership.

Highlighting the current challenges faced by Pakistan, including political instability and economic crises, Tarar urged for a shift away from being China's proxy against India. He stressed the importance of strengthening ties with New Delhi and the need for strong leadership in Pakistan to address internal issues effectively.

Stressing upon the significance of a pragmatic approach to resolving issues between India and Pakistan, Tarar advocated for increased trade as a means to foster understanding and reconciliation.

He praised Modi's experience in international forums and expressed confidence that his leadership could lead India towards greater economic and political stability, with positive implications for regional peace and stability.

Prime Minister Narendra Modi on Tuesday morning departed for Johannesburg to participate in the 15th BRICS Summit. In his departure statement ahead of visiting South Africa, Modi said he is looking forward to holding bilateral meetings with some of the world leaders in Johannesburg. Modi will attend the BRICS Summit at the invitation of South African President Matamela Cyril Ramaphosa, the Prime Minister's Office said.

Modi said also he has the honour to be the first Indian prime minister to visit Greece after 40 years .

Modi said the summit will provide a useful opportunity for its members to identify future areas of cooperation and review institutional development. He added BRICS has been pursuing a strong cooperation agenda across various sectors.

"We value that BRICS has become a platform for discussing and deliberating on issues of concern for the entire Global South, including development imperatives and reform of the multilateral system," he said.

"I also look forward to holding bilateral meetings with some of the Leaders present in Johannesburg," he said.

“I am visiting the Republic of South Africa from 22-24 August 2023 at the invitation Cyril Ramaphosa, President of South Africa, to attend the 15th BRICS Summit being held in Johannesburg under the South African Chairmanship,” Modi said.

“I also look forward to holding bilateral meetings with some of the Leaders present in Johannesburg,” Modi added.

Modi added that from South Africa, he will travel to Athens, Greece on August 25 at the invitation of Greece Prime Minister Kyriakos Mitsotakis.

“This will be my first visit to this ancient land. I have the honour to be the first Indian Prime Minister to visit Greece after 40 years,” he said.

Contacts between our two civilizations stretch back over two millennia and, in modern times, our ties have been strengthened by shared values of democracy, rule of law and pluralism, he said. Cooperation in diverse sectors such as trade and investment, defence, and cultural and people-to-people contacts have been bringing our two countries closer, he added.

He looked forward to visiting Greece and opening a new chapter in our multifaceted relationship, Modi said.

BRICS is a grouping of the world economies of Brazil , Russia, India, China, and South Africa. The summit will be held from August 22-24. This will be Modi's third visit to South Africa and the trip marks the 30th anniversary of the diplomatic relationship between India and South Africa.

This year's BRICS is under the presidency of South Africa. The theme of this year's summit is: "BRICS and Africa: Partnership for mutually accelerated growth, sustainable development and inclusive multilateralism"

This will be the first in-person BRICS Summit after three consecutive years of virtual meetings owing to the Covid-19 pandemic.

On Monday, foreign secretary Vinay Kwatra in a briefing ahead of Modi's visit to South Africa and Greece, said, "As I mentioned in my remarks, the host country South Africa has invited a large number of guest countries, besides of course the BRICS members who would be present there."

Kwatra stated that a business delegation from India is also travelling to the country to attend the Business Tracks meetings.

Providing details about the PM's trip, Kwatra said, "For the 15th BRICS Summit, a business delegation from India is also travelling to South Africa to attend the Business Tracks meetings and also the meetings of the BRICS Business Council, BRICS Women Business Alliance and the BRICS Business Forum."

"The Prime Minister's schedule in terms of bilateral meetings with those leaders who would be present in South Africa is still being developed," Kwatra said.

Russian President Vladimir Putin will join the 15th summit virtually while the Russian delegation will be led by foreign minister Sergey Lavrov. He will also participate in a special event with the theme “Brics – Africa outreach and Brics plus dialogue”.

This is being organised after the summit and will include dozens of countries, mostly from the African continent, invited by South Africa.

Central Federal District

  The Central Federal District is so named not because it is located in the centre of Russia but because it is the political and historical centre of the country.  It is the most populated federal district although almost half of its population lives in Moscow and the Moscow Region and its area only represent 3.8% of the total Russian territory - a size approximately the same as France.  It has two cities with a population of over one million: Moscow and Voronezh .  The district consists of 18 federal subjects, including 17 regions and the federal city of Moscow - the capital of the Russian Federation and the administrative centre of the district. The district has excellent transport infrastructure and it is possible to get to practically any Russian city from Moscow.  The Central Federal District shares a border with the Republic of Belarus and Ukraine.

  As the historical core of Russia, the Central Federal District has the highest concentration of kremlins including the kremlins in Moscow, Tula, Kolomna, Zaraisk, Ryazan and Smolensk.  In addition, it also has six UNESCO World Heritage Sites: Sergiev Posad’s Troitse-Sergieva Lavra , Moscow’s Red Square and Kremlin , Ascension Church in Kolomensky Park , Novodevichy Convent , Yaroslavl’s Historical Centre and Suzdal  and Vladimir Monuments . The Central Federal District also boasts one of the most popular tourist routes in Russia - the Golden Ring of historical cities.

PM Modi to Visit Italy and Potentially Switzerland After Re-Election

Prime Minister Narendra Modi is set to embark on his first overseas trip to Italy within days of his swearing-in ceremony. After winning the Lok Sabha elections and taking his oath on June 8, PM Modi will head to Italy on the invitation of his Italian counterpart, Giorgia Meloni, to attend the G7 Summit. Invitation from Italy PM Modi received a personal invitation from Italian Prime Minister Giorgia Meloni over the phone to attend the G7 Summit in Italy. He thanked PM Meloni for the invite and greeted the people of Italy on their 79th anniversary of Liberation Day. The G7 Summit will take place from June 13 to 15 in Borgo Egnazia, Apulia. PM Modi’s Statement After his conversation with PM Meloni, PM Modi stated, “Thanked her for the invite to the G7 Summit in June. Discussed taking forward the G20 India outcomes at the G7. Reaffirmed the commitment to deepening our strategic partnership.”

Potential Visit to Switzerland In addition to the G7 Summit, PM Modi has also been formally invited to the ‘Summit of Peace in Ukraine’ in Burgenstock, Switzerland, scheduled from June 15 to 16. However, it remains uncertain if he will attend this event, as Russia has not been invited. The Swiss Federal Department of Foreign Affairs highlighted the meeting’s goal is for world leaders to develop a path toward a just and lasting peace in Ukraine. India ’s Stance on Peace India has consistently supported a peaceful resolution to the Russia-Ukraine conflict. PM Modi’s statement, “this is no era for war,” has been widely quoted, reflecting India’s emphasis on dialogue and diplomacy. Confirmation Pending Despite the invitations, there is no official confirmation yet on whether PM Modi will attend the Peace summit. During the weekly briefing, the Ministry of External Affairs (MEA) spokesperson, Randhir Jaiswal, indicated that an official announcement would be made closer to the dates.

Italy’s G7 Presidency Italy, which holds the G7 rotating presidency this year, aims to turn off its coal-power plants by 2025, except for those on the island of Sardinia, where the deadline is 2028.

The G7 countries include Canada, France, Germany, Italy, Japan, the UK, and the US, with the EU participating in discussions as a guest.

During his visit he will meet the US President and other G7 leaders.

In July Prime Minister Modi is scheduled to travel to Kazakhstan to attend the Shanghai Cooperation Organisation Summit. At the two days summit on July 3-4 he is likely to meet the Presidents of Russia, China, and Central Asian countries and also the Prime Minister of Pakistan , Shehbaz Sharif.
