Les Halles : Le ventre de Tours
L’histoire des halles de tours.
Alors que l’on célèbre les 150 ans d’existence des Halles de Tours, replongeons un peu dans la riche histoire du “Ventre de Tours”.
L’idée de halles à Tours nait en 1832, année où le Conseil Municipal envisage un premier projet qui ne verra pas le jour faute de financements nécessaires. Resté dans les cartons, le projet revoit le jour en 1861 et est confié à l’architecte Gustave Guérin. Celui-ci envisage alors deux halles sur le modèle des pavillons Baltard abritant les Halles parisiennes.
L’emplacement choisi est celui de la place d’Aumont, actuelle place Gaston Pailhou, au cœur du quartier historique et où se tenait déjà un grand marché extérieur. L’architecture métallique laissant la place à de grands pans de verre pour faire entrer la lumière est alors typique de cette époque industrielle. Après deux ans de travaux, les pavillons Guérin comme on les appelle sont inaugurés le 15 août 1866, lors de la fête de l’Empire.
Les Halles de Tours connaissent rapidement un succès conséquent, accueillant métiers de bouche mais aussi marché de gros pour les commerçants de la ville. Le succès rapide des Halles obligent la Mairie a rapidement envisager son agrandissement. Alors que le pavillon Nord était à l’origine plus petit que celui au Sud, la destruction de l’église Saint-Clément, à l’angle de la rue des Halles, en 1883, permettent de lui adjoindre quatre travées supplémentaires. Clin d’oeil de l’histoire, l’église Saint-Clément avait elle-même servie de halle aux blés après avoir été vendue comme bien national en 1792 sous la Révolution.
Professionnels ou particuliers vont rapidement s’approprier ces halles tourangelles qui perdureront pendant 110 ans. Au cours de la seconde moitié du XXe siècle, l’essor de la société de consommation et la rénovation du centre historique de la ville à partir des années 1960 vont avoir raison des vieilles halles devenues trop étroites pour abriter les nouvelles ambitions de la municipalité. Jean Royer décide en effet au début des années 70 le déménagement du marché de gros vers la nouvelle zone périphérique de Rochepinard.

Privé de son marché de gros à partir de 1973, Les Halles de Gustave Guérin subsisteront jusqu’en 1976, année de leur destruction. Une destruction qui ne laissera pas insensible les nombreux Tourangeaux ayant leur habitude en ces lieux, que ce soit pour leurs emplettes gustatives ou pour prendre un petit café ou verre de blanc aux comptoirs conviviaux et réputés.
Le “trou des Halles”, comme il est alors nommé, laissé par la destruction, ne restera pas longtemps en l’état puisque la municipalité de Tours souhaitant que l’ancien se retrouve dans le nouveau avait pour objectif final de construire un nouveau bâtiment plus moderne et fonctionnel tout en gardant la fonction première d’accueillir des métiers de bouche.
Ainsi les artisans les plus réputés de la ville retrouvent leur emplacement dans les nouvelles halles lors de l’inauguration des lieux le 26 avril 1980. Et si certains regrettent le charme architectural des anciens pavillons, le confort et les normes d’hygiène se révèlent rapidement sans commune mesure et permettent aux professionnels de travailler dans des conditions optimales.
Il faut dire que le nouveau bâtiment est ambitieux avec son parking en sous-sol, son rez-de-chaussée pour les Halles à proprement parlé et ses étages dédiées aux bureaux ou espaces de réunions. L’architecture peut une nouvelle fois être rapprochée de celle du nouveau forum des halles parisien construit à la place des anciens pavillons Baltard puisque le nouveau bâtiment tourangeau se veut lui aussi futuriste avec une structure faite d’acier, de plexiglas et de verre.
Parfois surnommées le “paquebot” en raison de leur architecture, les nouvelles halles de Tours vont permettre de redonner un second souffle au quartier historique et les Tourangeaux vont rester fidèles aux commerces présents. Véritable symbole de la gastronomie tourangelle, il faut dire que les halles abritent échoppes et artisans mettant en avant des produits de grande qualité.
Des artisans qui poursuivent ainsi une tradition vieille de plusieurs siècles. En effet le “Carreau des Halles” comme il est encore parfois appelé abrite depuis le XIIe siècle au moins des étales de marchés parmi les plus prisées de la ville. Carreau signifiant d’ailleurs un emplacement où les produits étaient posés pour être vendus….

XIIe siècle : Premiers marchés sur le carreau des Halles
1832 : Premier projet de la ville de Tours de construction des halles.
1661 : Gustave Guérin désigné architecte pour la construction des halles place d’Aumont.
1866 : Inauguration et ouverture des halles de Tours.
1872 : destruction de l’église Saint-Clément et agrandissement de la halle nord.
1973 : Déménagement du marché de gros à Rochepinard
1976 : fermeture et destruction des vieilles Halles.
1980 : Inauguration et ouvertures des nouvelles Halles.
2016 : 150 ans des Halles de Tours.

How To Navigate Paris Gare de Châtelet-Les Halles Station
It may seem overwhelming to navigate the station, but when you learn that the main concourse is just a rectangle with four exits, with signage everywhere telling you where to go, your fears are eased. If you have arrived at the station from a trip, find a blue Sortie sign for the exit you would like to follow and it will take you to street level. Conversely, if you are just arriving at the station to board a train, follow the Sortie signs to your desired underground platform.
How To Buy Tickets At Paris Gare de Châtelet-Les Halles Station
Purchase tickets at the ticket offices or the machines that are set at various points in the station. You can also purchase a T+ ticket that will allow you to use the RER, Metro, bus lines and Tram lines. Additionally, you may choose to purchase online so that there is no waiting at the station.
We book our train tickets in Europe using either Trainline or Rail Europe . These services offer an easier customer experience as we’ve found our credit cards work better when booking through these sites. Eurostar Tickets can be booked on either platform. In addition Rail Europe offers rail passes if you are planning a longer trip.
Where to eat at Paris Gare de Châtelet-Les Halles Station
If you are in a hurry there are many places to grab a bite within the station. A trusty french croissant may be just the thing to fill your belly from La Croissanterie. Or for some quick French cuisine, Café Rendez-vous will please your senses.
However, there are many unbelievable gastronomic choices within five minutes of the station that you might find more tantalizing. In the mood for Chinese Pan-Asian? Get quick service and some of the best Chinese in Paris at Fresh Noodles. If Italy has been on your mind, Gemini has some glorious pasta dishes that will satisfy that want for a Tuscan taste. For a more refined plate that is exquisitely Paris, carve out some time for Au Vieux Comptoir, where their razor clams and veal are top notch.

How early do you need to arrive at Paris Gare de Châtelet-Les Halles Station
The Paris Gare de Châtelet-Les Halles Station is a large place that can be somewhat bewildering when you arrive. Never fear, as there are information booths and ticket offices that are there to help direct you and get you to your train on time.
Pay close attention to all of the changing above signage throughout the station as it will give you direction on where to go to catch your train. Because of the vastness of the station, you should arrive 45 minutes to one hour before departure. It can be a busy place and if you need to wait in line to ask a question, you need to allow time. You can also peruse the shops that line the hall if there is waiting time.

Wandering around Paris, you may notice the billboards announcing the April 5 Rendez-vous at Les Halles. After a massive, €1 billion makeover, Les Halles is set to unveil its new look: a soaring canopy designed by architects Patrick Berger and Jacques Anziutti.
Located in the very heart of the city, Les Halles was the historic food market famously described by Émile Zola as “the belly of Paris.” The cast-iron pavilions were razed in 1971 as the market was moved to Rungis, and they were replaced by an ugly, underground shopping mall and transport hub for métro and RER trains.

As detailed in a recent article in France Today magazine , our sister publication, this transformative facelift is one of the major construction projects that define today’s “changing face of Paris.” The expensive transformation of Les Halles aims to redefine and rejuvenate this central Paris location. New facilities will include the Mozart conservatory, the médiathèque called La Fontaine, a hip-hop cultural center, the Maison des pratiques artistiques amateurs , and a “Kiosque Jeunes” where under-30s can score discounts on theater tickets, concerts, and the like.

In Paris the destruction of Les Halles, a former market area, resulted in a complex attitude and even a neurosis with regard to this issue. After the centrally-located markets were torn down, people’s view toward modern city planning became complex, and we should point out that the only lasting attempts at creating a modern cityscape were the large and somewhat diluted projects of Mitterrand, that gave the impression that modern building projects could only be those on a grand scale, neutral, abstract and a little cold. This perhaps explains the current lack of a shared conviction on the status of modern architecture in the city. This evolution can even be seen in the fact the word “tower” has become a bad word in a city where the Eiffel Tower is its most identifying landmark!

Walking Tour Montorgueil / Les Halles

Walking through the neighborhood of Montorgueil (2nd arrondissement), it is above all dive into the old and rich history of Les Halles , huge market that fed Paris and the Parisians for 8 centuries before leaving permanently to Rungis in 1969 .
Inseparable from les Halles, “Montorgueil” grew in accordance with the successive transformations of the market, making this area both a popular and modern district, atmosphere that you can still feel today.
This walk will take you so into the history of this neighborhood, one of the oldest in Paris, exploring its various developments. You’ll also enjoy the currently pleasant atmosphere of pedestrian village full of shops and restaurants.
THE ITINERARY
- Start the walk at St. Eustache Church . Built in the early 16th century on the site of a small chapel to accommodate a population increasingly important, this beautiful church is a mixture of Gothic and Renaissance styles.
- The large dome that you see from the entrance of the church is the former wheat market (trading flour, barley, oats, beans, etc …), today « Bourse de Commerce » (trading exchange).
Unending place of changing, Les Halles are until 2015, again, renovated.
- Go next rue Montorgueil. This pedestrian street is the commercial heart of the neighborhood , and some stores are part of the oldest in Paris. At the n° 38 for example is “L’Escargot Montorgueil » favorite kitchen in the 20th century of Guitry, Proust, Dali … By the way, the ceiling of the entrance was Sarah Bernhardt dining room’ one she gave to the restaurant before her death !
- Continue straight on. Crossing the rue Etienne Marcel, you go outside of the Paris of the 13th century, when the city was protected by the « Philippe Auguste wall », only surrounding wall remains still visible in Paris (one is 20 rue Etienne Marcel : la Tour Jean Sans-Peur ).
- At 51 rue Montorgueil is the Bakery « Stohrer », the oldest patisserie in Paris. Stohrer was the pastry chef of Marie Leszczynska, wife of King Louis XV (1710-1774).
- In front of the pastry is the rue Marie Stuart . King Saint-Louis (1214 – 1270) promulgated in 1256 a law prohibiting prostitution within the city, pushing the prostitutes outside the walls. In the district of Les Halles, many will go rue Marie Stuart and rue Dussoubs, then called rue Gratte-Cul (« itchy-ass street ») and rue Tire-Boudin (screw-ugly-lady street) !
- Continue straight ahead until the end of rue Montorgueil .
- Rue d’Aboukir, t urn right and walk as far as place du Caire . Here was the most important « Cour des Miracles » in Paris (among the dozen of the city), place in Paris were the tramps and thieves and disabled people got together and somewhat lived.
- The name « Cour des Miracles » (courtyard of miracles) has been given because at night, or pursued by the police, the disabled people found back, as if by magic, all their physical abilities….
- Note at the n° 2 the Egyptian amazing front of the building.
- Take rue du Caire then turn right rue Dussoubs. At n°23 , the Mansion was one of the most famous brothel of the 18th century. Here was « practising » the Comtesse du Barry before becoming the scandalous mistress of King Louis XV.
- Continue straight to the Passage du Grand Cerf, very nice little covered passage of Paris (closed Sunday).
- At the end of the passage, you get rue Saint-Denis , another main street of Montorgueil district. Turn right and walk down rue Saint-Denis to the place Joachim du Bellay, rather commonly known as « Place des Innocents ».
- Walking to this place and further, you will come across many street with names of trades. They get their names from new streets created in 1553 around Les Halles to welcome new merchants. Thus, each street was given the name of the new business.
- Rue des prêcheurs (preachers street), rue aux Ours (“Ours”= “bear”, was in fact “Oies” = “Goose”), rue de la Cossonnerie (poultry and game market in the Middle Ages). Further, you will also find rue de la Verrerie (glassware street), rue de la ferronnerie (ironwork Street) or rue des Lombards (pawnbrokers and bankers).
- Place des Innocents was the cemetery of Les Halles. After a macabre collapse in 1780, it was decided that cemeteries will be outside of the city (hence the construction of the Pere Lachaise, Montmartre and Montparnasse cemeteries). All bones of the cemetery were moved into an underground quarry, now the catacombs of Paris .
- End the walk at the level of 6, rue de la Ferronnerie (nearby “café Coeur Couronné”). You can see on the ground a memorial stone. Indeed, here as been killed King Henri IV on May 14th of 1610.

L'ambiance est plutôt morose ce mardi matin dans les halles couvertes du Puy-en-Velay : un an après leur ouverture, la justice annonce qu'elles devront fermer le 1er avril 2025 . Le tribunal administratif de Clermont-Ferrand ordonne l'annulation du contrat de concession entre le marché couvert et la ville du Puy-en-Velay, estimant qu'il y a eu des "manquements" au moment de l'appel d'offre "de nature à exercer une influence sur le choix présentant le meilleur avantage économique global pour la collectivité" .
"Ce serait dommage que ça ferme" , raconte Marie-Annick, qui travaille à côté des Halles et fréquente l’endroit régulièrement : "C'est un endroit qui est très agréable, là on est au début de la saison mais c'est un lieu attractif, notamment le samedi soir il y a une belle ambiance" . Un sentiment partagé par les 35 salariés qui y travaillent. Ils préfèrent attendre des précisions avant de s'exprimer, mais l'un d'eux confie tout de même : "On a bien remarqué qu'il y avait deux team au Puy concernant les Halles, moi forcément je préfère qu'elles restent ouvertes, je me plais dans ce que je fais, on envoie des produits frais, mais advienne que pourra" , dit-il désabusé.

L’actuel dirigeant des Halles ponotes, Guillaume Fourcade, peut encore faire appel de la décision de justice . Parallèlement, le parquet national financier (PNF) a ouvert une enquête après une plainte contre X déposée en février 2022 sur des soupçons de favoritisme dans l'attribution de la gestion de cette halle du centre-ville, un marché public valorisé à huit millions d'euros pour dix ans.
De son côté, le candidat malheureux de cet appel d'offre, Alexis Haon, ancien opposant politique à Laurent Wauquiez, est aujourd'hui satisfait, même si il ne décolère pas : "Ca fait deux ans que je dénonce le trucage de cet appel d'offre et aujourd'hui c'est une vraie reconnaissance publique que le tribunal ait statué pour la fermeture des halles. J'ai une pensée pour les salariés qui n'ont rien demandé, tout comme c'est injuste pour les Ponots qui sont non seulement privés d'un projet qui était plus abouti mais surtout ça a coûté 5 millions d'euros d'argent public pour rénover la halle. Les responsables de cette affaire doivent rendre des comptes, la colère retombera quand il y aura une justice et une reconnaissance de la culpabilité de toutes les personnes" .

Soupçons de favoritisme : le marché des Halles du Puy-en-Velay va devoir fermer
Le contrat de concession des Halles du marché couvert du Puy-en-Velay, en Haute-Loire, a été annulé par le tribunal administratif de Clermont-Ferrand ce lundi 3 juin. La mairie est soupçonnée de favoritisme dans l'attribution de la gestion de ce bâtiment emblématique du centre-ville.
Nouveau rebondissement dans l'affaire du marché des Halles du Puy-en-Velay en Haute-Loire. Le tribunal administratif de Clermont-Ferrand vient d'ordonner l'annulation du contrat de concession, entre la mairie et la société Les Halles Ponotes, pour l’exploitation de ce lieu emblématique de la ville. Elle prendra effet au 1er avril 2025, "délai nécessaire au lancement d’une nouvelle procédure de publicité et de mise en concurrence et à la conclusion d’un nouveau contrat" , indique le jugement.
"Nombreux manquements"
L e tribunal a constaté que "l'analyse des offres faite par la collectivité était entachée de nombreux manquements" qui ont été "de nature à exercer une influence sur le choix de l’offre présentant le meilleur avantage économique global pour la collectivité". Pour rappel, la commune avait publié un avis d' appel à la concurrence pour l'exploitation du bâtiment en décembre 2020. Le contrat avait finalement été attribué à la société Les Halles Ponotes relayant le projet de la société des Halles du Marché Couvert en deuxième position. Le candidat lésé, Alexis Haon, affirmait avoir été délibérément désavantagé pendant la procédure.
Le vice relevé, qui est en rapport direct avec l’éviction de la société Les Halles du Marché Couvert, est d’une particulière gravité. Il ne peut être couvert par une mesure de régularisation et ne permet pas la poursuite de l’exécution du marché. Il est en conséquence de nature à justifier son annulation. Pour Alexis Haon, la décision du tribunal administratif, ce 3 juin 2024, est une "grande victoire" . "Cela fait deux ans que l'on dénonce cet appel d’offres. Lorsque l'affaire a éclaté, la municipalité avait encore la possibilité d'arrêter l'hémorragie. Elle a décidé d'ouvrir quand même les Halles un an plus tard" , regrette le candidat qui avait déposé plainte contre X pour délit de favoritisme en février 2022.
Même si une nouvelle procédure de mise en concurrence devrait être lancée dans les mois à venir, le restaurateur a définitivement tiré un trait sur le concept qu'il avait imaginé "sur-mesure" pour les Halles du Puy-en-Velay.
J'ai travaillé pendant un an sur ce projet avec une dizaine de restaurateurs et une cinquantaine de producteurs locaux. J'ai vendu mon établissement pour m'y investir corps et âme. C'était une opportunité extraordinaire pour les Ponots. Alexis Haon Candidat écarté de l'appel d'offres
Réaction de l'opposition
Du côté des élus d'opposition, cette décision "appelle à beaucoup de questionnements sur la conduite de ce marché par la Ville. Elle confirme les craintes que nous avions quand l'affaire a été soulevée par le Parquet national financier. Nous appelons les élus en charge à la responsabilité" , réagit, ce mardi matin, Laurent Johanny à la tête du groupe " Le Puy en commun, en vert et pour tous" . Le coût du marché public serait estimé entre cinq et huit millions d’euros.
Cette décision va avoir de lourdes conséquences sur le budget public pendant de nombreuses années. Les salariés des halles vont aussi payer les pots cassés. La commune du Puy-en-Velay a été condamnée par le tribunal administratif de Clermont-Ferrand à verser 5 000 euros au candidat écarté. Alexis Haon réclamait 130 000 euros au titre du préjudice subi. Il compte faire appel de la décision du tribunal administratif sur cet aspect financier. "Même si pour moi le plus important est cette reconnaissance morale, je m'estime lésé financièrement. J'ai investi plusieurs milliers d'euros pour répondre à l'appel d'offres" , défend Alexis Haon.
Suite de l'enquête du parquet national financier
L'enquête du Parquet national financier visant la mairie pour favoritisme, corruption et trafic d'influence se poursuit. Elle doit notamment définir dans quelles conditions le contrat de développement et d'exploitation de ce marché a été attribué aux associés Guillaume Fourcade et Frédéric Bayer pour les dix prochaines années, au détriment du chef Alexis Haon. Dans le cadre de cette procédure lancée en mars 2022, Michel Chapuis (UDI) avait été placé en garde à vue et entendu. Des fonctionnaires territoriaux et élus du Puy-en-Velay ont également été auditionnés.
Le maire du Puy-en-Velay, Michel Chapuis (UDI) qui avait succédé à Laurent Wauquiez lorsque ce dernier a été élu président de la région Auvergne-Rhône-Alpes en 2016, n'a pas souhaité s'exprimer pour le moment.
