  • A useful source of additional income to the farm owners of the registered Farm Stay units.
  • Registered Farm stay units shall be allowed to use Punjab Tourism Logo on their sign boards.

  • Certificates will be issued by the Chief Executive Officer (CEO), PHTPB

The duration of the Certificate is Lifetime.

Eligibility for Gold category:
  • An area of more than 5 acres with comfortable accommodation of not more than 9 lettable rooms (18 beds) built in it as per standards prescribed in A nnexure-II of the scheme guidelines.
  • Facility for providing cooked meals for the tourists.
  • Facility for hygienic storage of the food.
  • Facility can be managed by a Manager also.
Eligibility for Silver Category:
  • An area up to 5 acres having comfortable accommodation of not more than 9 lettable rooms (18 beds) built in it as per the standards prescribed in Annexure - II of the scheme guidelines.
  • Facility for provision of cooked meals for the tourists.
  • Facility to be operated by owner only.
  • The unit can be run in any existing house in a village also.
Other General Conditions:
  • Tariffs charged under the scheme shall be at the discretion of the Registered Farm stay unit owner. The registered owner shall specify the rates for stay, food, and other activities, that he may be providing.
  • Every registered unit must be furnished and decorated to a high standard of comfort suitable for international and domestic tourists.
  • Every bedroom must have a neat & clean attached bathroom, 24-hour hot and cold running water facility, Western-style toilet, and adequate arrangements for power supply and backup, ventilation, and lighting facility.
  • The building should be structurally safe and in good condition and should also meet high standards of hygiene, cleanliness, and safety.
  • The tourists should also be allowed to venture out in the fields during their stay in the unit.
Compliance by the registered Farm Stay units:
  • The registered Farm Stay unit will be required to maintain. The standards as prescribed in Annexure -II of the scheme at all times. The Chief Executive Officer, PHTPB, or any other officer authorized by the Government can conduct a surprise inspection of the unit at any time between 9.00 am to 5.00 pm without any prior notice.
  • Any change in the facilities of the Farm stay unit will have to be informed to the Chief Executive Officer within 30 days of such change.
  • The owner of the Registered Farm stay shall be responsible for providing due assistance to the visitor for transport and medical help in case of any medical emergency. In case of any loss, sustained by the guests or tourists due to the negligence of the farm stay owner or his staff, he/they will be compensated by the farm owners.
  • The registered Farm stay owner shall be responsible for strictly adhering to the rules and regulations of the other departments/ agencies of the Government, as may be applicable.

Submission of the periodic reports by registered units:
  • The owners of the registered farm stay units shall submit a quarterly report about the number of guests served, on the prescribed Proforma ( Annexure V ) to the CEO, PHTPB through the online system.
  • The Owners of the registered farm stay units will file self-declaration every 3 years on the facilities being provided in the Proforma given in Annexure - VI .
Cancellation of registration:
  • Any violation of the terms and conditions of the scheme may attract cancellation of registration by CEO, PHTPB after giving an opportunity of being heard to the owner of the registered unit.
  • If at any stage, it is found that the information given by the applicant online was incorrect, the registration -of the property shall be cancelled without any notice and the applicant shall be debarred from seeking fresh registration of any property in the future.
  • Failure on more than one occasion to submit the quarterly reports within the prescribed time limit may result in the cancellation of the certificate of registration.
  • Any illegal activity carried out on the registered farm stay unit in violation of the provisions of any law will result in cancellation of the registration with immediate effect and it will also entail liability for prosecution under the relevant law.
  • Any deficiency pointed out by the Chief Executive Officer will have to be removed within the time stipulated by the CEO. In case of non-compliance of the same within the stipulated time or 3 months whichever is lesser, the registration shall become liable for cancellation without any further notice.
  • Complaints by customers will be investigated by the CEO, PHTPB or an authorized officer and if the allegations are found to be true, the certificate of registration may become liable for cancellation.
  • The Farm Stay Certificate will stand cancelled automatically on a change of ownership of the property. It shall be incumbent upon the applicant to inform the CEO, PHTPB regarding any change in the ownership of the property.

  • Coloured photographs of the property and the rooms proposed to be let out
  • An affidavit that due assistance of medical help and transportation facility shall be provided to the visitor/tourist in case of any health emergency.
  • Approved layout of the farmhouse duly specifying the rooms to be offered to the guests/tourists
  • Copy of ownership documents of the property duly attested by a Group - A officer or a Public Notary
  • Photo Identity proof of the owner (Passport, Driving License, Voter Card, Ration Card, PAN card, Identity Card issued by Centre/State Government/PSU in case of Government employee, Pensioner's Card, Freedom Fighter Card-any one of these);
  • Proof of Ownership (NOC) self-attested
  • Proof of having paid the necessary fee

What is the “Punjab Farm Tourism Scheme”?

A farm stay unit will be a property having an area of at least 2.5 acres or above with suitable accommodation built inside for providing a comfortable stay to the guests/tourists as per the standards prescribed in this scheme.

The owners of the properties in Punjab are eligible to apply under the scheme.

Is there any application fee for applying under the scheme?

Yes, a non-refundable application fee shall be payable for registration of the Farm Tourism Scheme. • For Gold Category: ₹5,000/- • For Silver Category: ₹3,000/-

What are the post-application processes?

1. Project Coordinator/Manager, PHTPB will receive all applications initially submitted to department/board. After verification of documents provided by the applicant, finally forwards the application to Executive Director for recommendation. 2. Executive Director reviews all applications forward to him by Project Coordinator/Manager. 3. CEO is Final approving authority, will approve/Reject the case on the basis of recommendation provided by Executive Director.

Reviving rural tourism in Punjab

G-20 Summit is an excellent opportunity to support rural tourism in Punjab

The presidency of G-20 is a unique opportunity for India to show global leadership and will have made the world realize the theme ‘Vasudhaiva Kutumbakam’. In Punjab, the heritage holy city of Amritsar is all set to host a G-20 meeting during 15-17 March on education and 19-20 March on labour. As a part of the G20 summit, Punjab has also an opportunity to showcase its rich heritage, must explore the potential of its rural tourism and position itself as a major tourist destination. In previous G-20 summits, various host countries have also shown their unique food, culture and heritage being eternal parts of international diplomacy that transcend boundaries and barriers.

Punjabis are robust and are renowned for their warmth and hospitality, and should strive to give an impetus to our rich culture, craft and cuisine. The swaying green fields of Punjab would welcome the world’s most powerful countries leaders who are representing 85 per cent of the world’s gross domestic product (GDP), 75 per cent of global trade and 66 per cent of the world population, making it the premier forum for international economic cooperation.

Among G-20 countries like the US, and European Union and South Africa rural tourism practices continue to be popular. The seeds of rural tourism were first sown by an Italian National Legal Framework passed in 1985.

Villages of Punjab are rich in tradition and cultural heritage but unfortunately due to economic distress, the younger rural generation migrates abroad. To overcome problems like lack of social recognition and respect, lack of adequate farm income, etc. the young generations are not willing to take up agriculture as a profession. Thus, the time has come for the policymakers to successfully harness the potential of rural tourism as a policy, promotional activities and incentives for an agriculturist-entrepreneur to set up a functional farm for the recreational purpose of visitors. It can be seen as an additional and sustainable source of income for the rural population with the existing resources they have.

Punjab having rich holy heritage sites need linkage with rural tourism in all three cultural/geographical regions. In Majha, Sachkhand Sri Darbar Sahib at Amritsar- witnesses maximum tourists, in the Malwa region Sri Muktsar and Sri Fatehgarh Sahib and Sri Anandpur Sahib and Sri Chamkaur Sahib in Doaba region lie between rivers Ravi, Beas, Satluj and Ghaghar and Ranjit Sagar Dam are the most rejoiced destinations in India. Farms all over Punjab exemplify the simplicity, Wetland Hari-Ke-Pattan and Wild sanctuaries Harike and Shiwalik ranges are natural wonders as well as calmness and refreshment to the core.

Punjab Heritage and Tourism Promotion Board(PHTPB) initiated the Farm Tourism Scheme in 2013 to promote rural tourism and farms for the home stay but it is not more than some guidelines and did not scale up at large due to a lack of rural-tourism policy having a holistic approach. Out of the total of 13,006 villages, there are only 43 rural tourism sites registered with PHTPB and nine villages were selected for the Rural Tourism Cluster scheme of the government of India, which need more to be explored and developed as there is an imbalance in the distribution of these sites. Out of 43, there are 29 rural tourism sites in the periphery of Chandigarh's neighbouring districts of Mohali, Ropar, Patiala and Fatehgarh Sahib. On the other hand, there are 11 districts(Half of Punjab) that do not have even a single rural tourism site through a national strategy on rural tourism that has been approved based on an overarching theme of sustainable and responsible tourism. 

 For the farmers, it is not only a brand new source of income but also much easier than planting and harvesting crops. The new income comes without the frustrations of irregular weather, volatile prices and fear of droughts, pests and plant disease, but there are some significant barriers due to the lack of familiarity with tourist expectations. The transition from traditional agriculture to rural tourism is quite a challenge for the farmers. At least in all 148 blocks, PHTPB should create Rural Tourism Clusters and do it in the community by using some Panchayat funds to create lodging, food and safari for tourists. Policy and subsidies directly targeting rural tourism are important and equally necessary for the sound utilization of local resources and the creation of essential services for tourists in a specific region to increase rural income. Thus farmers can turn their farmlands parallel into tourist destinations and open their doors to tourists to share more about what they do. This innovative nature of resilient, sustainable, inclusive and responsible tourism, is focused on safe mobility, crisis management, resilience, inclusiveness, green transformation, digital transition, investment and infrastructure in rural areas.

CEO of Kikkar Lodge, Amarindar Singh Chopra said that Punjab has had a revered relationship with nature reserves and these reserves are important for co-existence of mankind and wildlife as well as aqua culture in the state.

With vast farmlands and agriculture being the backbone of Punjab, the first Tourism Summit and Travel Mart emphasised how the state can tap the potential of farm tourism and educate the farmers to set up farm tourism spots across the state.

During a special session, the speakers highlighted the state’s rich agricultural heritage and natural beauty, making it an ideal destination for eco and farm tourism enthusiasts.

Moderator Prasad Rebbapragada said that the aim should be to promote lesser-known destinations for eco-tourism and adventure tourism experiences.

Founder of Citrus County Harkirat Singh Ahluwalia said that farmstays and homestays have become popular choices for those seeking authentic cultural encounters. He said that the tourists want to spend vacations in peaceful areas in the contemporary world and the state has witnessed the same. He also informed that farm tourism creates jobs for women too.

Pandurang Taware, an agri-tourism innovator said that it has the potential to increase farmers’ income manifold. He also stressed on promoting woman farmers and identifying potential of agriculture tourism.

However, travel writer Bindu Gopal Rao said that after the pandemic, lifestyle of people changed comprehensively, and everyone is aware about environmental sustainability. She said that the state has immense potential in eco-tourism.

Sharing his experience, founder of Hansali Organic Farm Pavial Gill said that the state has enormous prospective in farm stay tourism but the connectivity with last mile is very much important in this regard.

  • This application will be processed further. The department will forward the application to an inspection committee of the tourism department.
  • On a scheduled date, the committee will inspect the farm house. The inspection is carried out to check the maintenance, cleanliness, hygiene, facilities, infrastructure, safety and security arrangements.
  • Once the inspection is completed, the committee will recommend its observation in the checklist form for approval and registration of the farm to the licencing / registering authority.
  • The registering/licensing authority will evaluate the application, committee’s inspection report, police verification report and other documents that are submitted to decide on the grant of licence or permit for the farm tourism.
  • The status, viz. approval, will be conveyed to the applicant through a “SMS” or as per applicable norms.
  • The applicant shall follow the notification to get the registration certificate.
  • The certificate can be hand-delivered or sent through post or delivered as per applicable norms.
  • The whole process shall be completed within 3 months or as per the advised time period.

  • Respective tourism department will publish advertisements for seeking expression of interest from the farm house owners to register for Farm Tourism Scheme. The eligible farm owners shall also apply for registration of Farm Tourism Scheme as appropriate.

Eligibility [ edit ]

  • Applicant should be a citizen of India.
  • Those who are 18 years and above are eligible to apply.
  • The farm should have minimum 2 rentable rooms.
  • The land should be free from encumbrances, litigation and attachments.
  • The ownership of land should be in the name of the applicant.
  • The land should be cultivable.
  • The applicant should not have any criminal case pending against them
  • The farm stay units must have an area more than 5 acres with 9 (18 beds) rentable rooms.
  • The unit should have the facility to provide cocked meals for the visitors.
  • Facility to store food hygienically.
  • Unit can be managed by a manager also.
  • Unit should be operated by owners only.
  • The unit can be run in any existing house in a village also.

LAHORE: The Maryam Nawaz Sharif-led Punjab government presented its inaugural budget on Thursday, unveiling a historic annual development plan (ADP) totalling Rs842 billion.

This figure includes a foreign aid component of Rs106.167bn and is 28 per cent higher than the previous year’s Rs655bn.

In his budget speech, Finance Minister Mujtaba Shuja highlighted that 100pc cash cover is available for the ADP, reflecting the government’s “revolutionary” five-year priorities. The ADP allocates 33pc to the social sector, 29pc to infrastructure, 13pc to production, and 5pc to the services sector, whereas 20pc has been earmarked for special initiatives and other programmes.

A sum of Rs394.4bn, almost half of the total ADP, has been allocated for ongoing schemes and Rs404.41bn for new projects.

Another significant feature of the ADP is that almost all sectors include chief minister’s special initiatives like Rs45bn for the agriculture sector, Rs20bn for urban development, Rs9bn for primary healthcare, Rs8.5bn for roads, Rs4bn for Roshan gharana (solar scheme), Rs4bn for sports and youth affairs, Rs5.2bn for fisheries, Rs7bn for livestock, and Rs5bn for tourism (Murree development, etc).

Almost half of ADP allocated for ongoing schemes

The social sector receives Rs280bn, including Rs45bn in foreign aid. Of this, education is allocated Rs65.5bn, with Rs45bn for school education, Rs15bn for higher education, and Rs6bn for special and non-formal education. A new scheme, the CM’s school meal plan, receives Rs500 million.

The health sector is allocated Rs128.6bn, 11pc more than the previous year, with Rs86bn for specialised healthcare and Rs42bn for primary and secondary health.

Water supply and sanitation has been given Rs8bn, social welfare Rs4bn, women development Rs1.4bn, and local government Rs61.57bn.

For infrastructure development, a total of Rs246.8bn, including a foreign component of Rs18.51bn, has been put aside. Of these funds, over Rs84.8bn will go to new schemes including rehabilitation of 684km long roads. Major road projects are Muzaffargarh-Tarinda Muhammad Panah (Rs31.48bn), Multan-Vehari (Rs13bn), and Burewala-Vehari (Rs12bn).

The irrigation department gets Rs25.8bn, of which Rs9.2bn is foreign aid, mostly for the ongoing water channel improvement schemes.

At least Rs30bn has been apportioned to restore public buildings and Rs40.5bn for urban development, including a foreign component of Rs9.15bn, while only Rs7.5bn has been given to the energy sector.

Total allocation for the production sectors — agriculture, forestry, wildlife, fisheries, food, livestock, industries and commerce/investment, mines and minerals, and tourism — is Rs107.85bn, including Rs13.46bn foreign aid.

The agriculture sector gets Rs64.6bn, including Rs11.8bn foreign aid. A major share (Rs45.25bn) goes to the CM’s initiative, mainly for the Kisan Card package under which 0.5m farmers will be given interest-free loans worth Rs75bn.

Tractors worth Rs30bn will be distributed among the farmers on easy instalments, 7,000 tube-wells will be converted to solar technology at a cost of Rs9bn.

An amount of Rs15.85bn has been specified for on-farm water management and Rs2.65bn for the agriculture transformation plan. A meagre sum of Rs304m has been allocated for agriculture research, Rs294.6m for agriculture education, Rs99m for soil survey, Rs91m for pest warning and quality control, and Rs50m for district development package.

Forestry department’s schemes will get Rs4bn, fisheries Rs6.4bn, wildlife Rs5.3bn, livestock Rs9bn, industries and commerce Rs10.7bn, while various schemes of tourism have claimed Rs6.5bn.

The services sector is allocated Rs41bn, including Rs5.9 bn in foreign aid. Key allocations include Rs20.7 bn for governance and IT, Rs18.5 bn for transport, and Rs1.4 bn for emergency services (1122).

Wicklow holiday park applies to build open farm project

A planning application has been lodged with Wicklow County Council for the development of an open farm project at Millrace Holiday Park in Ballynacarrig, Brittas Bay.

Lodged by Tanark PLC (n/a), the proposal consists of a farm diversification tourism accommodation and open farm project, incorporating a full masterplan and landscaping scheme on a 6.76-hectare site.

The development will include open farm visitor areas with farm sheds, comprising a 50 sqm petting shed, pens, paddocks, play areas, and garden connecting to the existing/proposed accommodation by a ‘farm link trail’,

Guest facilities at the farm yard cluster will feature an entry building (44 sqm), including a farm shop, coffee dock and reception, as well as a communal shelter (88 sqm) meeting area for picnics and BBQs.

There will also be a guest amphitheatre and farm food building (100 sqm) with a kitchen, catering and self-catering area, and communal dining areas with associated storage and toilets.

The expansive plans include the development of 12 ‘Hobbit type’ subterranean glamping pods and the part demolition/re-use/part renovation and extension of an existing farmhouse and buildings to create four holiday units (one one-bed, two two-beds and one three-bed) with a first floor balcony.

Four shepherd huts will be sited around a pond accessed by walkways, with the upgrading of existing farm entrances onto the L5605 and walls/pillars and security gates to serve scheme vehicles, pedestrians and cyclists.

New sections of an internal road, footpaths (including the ‘farm link trail’), vehicle and bike parking areas, including disabled and EV charging spaces and connections to the existing Millrace Holiday Park are also proposed.

There have been four previous planning applications lodged on the site, with the latest (2022) seeking permission for a storage shed for the existing park, and an extension to include seven new caravan and mobile spaces, which was granted by An Bord Pleanála following an appeal against Wicklow County Council’s initial decision to refuse planning.

A decision on the latest application is due to be made by Wicklow County Council by August 13. Submissions can be made up until July 23.
