Baguio City is now under ALERT LEVEL 1! Great news for tourists planning a trip to the City of Pines because this means easing of restrictions and fewer requirements for the traveling public.

Baguio is actually among the first big cities to reopen to tourists with an organized, digital scheduling process, in an effort to accommodate visitors and revive the tourism in the city. Over the past two years, the list of requirements have changed — especially the inclusion of a negative test result, which comes and goes — depending on the local conditions and number of cases.

But some requirements are constant. For example, visitors are required to sign up for a Baguio VISITA account, schedule their visit, and follow the health protocols during their stay.

If you’re considering a trip to Baguio soon, we’ll share with you the requirements you need to present and steps you need to take in this article, including some insights that we gathered based on our own personal experience. We also have a video version of this post below:

WHAT'S COVERED IN THIS GUIDE?

Who can visit Baguio?

For leisure travel or tourism purposes, only the following visitors are allowed to enter Baguio City:

  • All travelers from Areas under ALERT LEVEL 1 and 2. Requirements differ for vaccinated and unvaccinated travelers. (See details below.)
  • Travelers from Areas under ALERT LEVEL 3 must be FULLY VACCINATED . You’re considered fully-vaccinated 2 weeks or 14 days after receiving your second shot for 2-dose vaccines (only shot for one-dose vaccines).

Travelers 17 years old or below are NOT required to present proof of vaccination or testing as long as accompanied by vaccinated or tested adult.

Who are NOT ALLOWED to Enter Baguio?

The following are NOT allowed to enter Baguio City for now.

Baguio Alert Level 3 4 5 Restrictions

  • Travelers from ALERT LEVEL 4 and ALERT LEVEL 5 areas . The community quarantine status of your origin may change so ask the LGU for the latest update. These restrictions may also change in the future.
  • Unvaccinated or partially vaccinated travelers from ALERT LEVEL 3 . For Alert Level 3, only fully vaccinated travelers are allowed. If you only got one shot of a two-dose vaccine, you are considered “partially vaccinated.”

List of BAGUIO TRAVEL REQUIREMENTS

Here are the requirements for FULLY VACCINATED tourists coming from ALERT LEVEL 1, 2 and 3, including the documents you need to get a QR-coded Tourist Pass:

  • Approved Baguio Visita QR-coded Tourist Pass (QTP) and confirmed schedule. You may need a valid ID and a recent photo to complete this. You’ll find a step-by-step guide on how to get a QTP below.
  • Valid ID. Government-issued.
  • Vaccination Certificate or Card. Here’s how to get a VaxCertPH. But LGU-issued vaccination cards are accepted, too.
  • Proof of accommodation. If you’re paying for your accommodation, book an establishment that is listed on Baguio VISITA. You can also find below a list of accredited hotels in Baguio .
  • Triage upon arrival. There is a central triage area, but some hotels and bus terminals have their own. More info below.

For UNVACCINATED OR PARTIALLY VACCINATED tourists from areas under Alert Level 1 and 2, any of the following can be submitted in lieu of a vaccination certificate:

  • Negative Test Result. This may be an RT PCR test done within 72 hours prior to arrival in Baguio. See list of accredited and licensed testing laboratories below or here!
  • Medical Certificate stating that the traveler is not eligible to receive COVID-19 vaccine, issued by the Local Health Officer.

Baguio Requirements for Unvaccinated Travelers

Here are other important notes to keep in mind.

  • Schedule your visit at least one (1) day before your trip .
  • Only a limited number of travelers per day will be allowed entry so make sure you schedule your visit beforehand.
  • No QTP, no entry! QTP refers to the QR-coded Tourist Pass, which will be issued to you when you register or schedule your visit. No walk-ins or on-the-spot registration. Travel only once you have a QTP.

What to Do Before Visiting Baguio

Here are the steps you need to take before your trip.

1. Create a BAGUIO VISITA account.

To do this, go to the official website of BAGUIO VISITA at visita.baguio.gov.ph .

Baguio VISITA is a new arm created by the local government, in collaboration with the Department of Tourism and the Tourism Promotions Board, to facilitate tourist processes in the city. VISITA stands for VISitor Information and Travel Assistance.

The website looks like this:

To sign up for an account, follow these steps:

  • Accomplish the sign-up form. Enter your personal info (name, nationality, birth date, etc.), current address, and contact details.
  • Upload a valid ID and current photo for identification. Most government IDs like passport, SSS/UMID, driver’s license, senior citizen ID, and voter’s ID are accepted.
  • Read the Data Privacy and Consent Agreement. Click Confirm if you accept the terms.
  • Check your email inbox. A verification link will be sent to your email address. Click on that and you’ll be redirected back to the VISITA website.
  • Login again to finalize verification process.

That’s it! You now have a BAGUIO VISITA account.

2. Schedule a visit.

  • Log in to your account. You will be greeted with an illustrated menu.
  • Click on SCHEDULE A VISIT. You will be presented a form.
  • Complete the scheduling form. You will be asked to provide details about your trip including your point of origin, purpose of travel, mode of transportation, your travel dates, your travel agency, your hotel or contact person in Baguio.
  • Accomplish the HEALTH DECLARATION FORM. You will be asked questions about your current health (whether you’re experiencing symptoms), exposure history, and other clinical information. Click SUBMIT!
  • Upload a copy of your VACCINATION CARD/CERTIFICATE (if fully vaccinated) or NEGATIVE TEST RESULT (if not fully vaccinated). Once you have uploaded the documents, click CONFIRM. Although your registration can still be processed even if you skip this step, it’s highly recommended that you upload a copy. Either way, you must bring your vaccination card or test result when you travel as it will be checked at Triage on arrival day.
  • Finalize your application. After completing the Health Declaration Form, your application will be reviewed, which can take up to 24 hours.
  • Contact the accommodation establishment you booked. Let them know that you have already scheduled a visit at the Baguio Visita website and that you’re waiting for their approval. Send them your name and all your companions’ full names. It should take up to 24 hours.
  • Check your email or log in to the Baguio Visita website. When your application is approved, you should receive an email confirmation with a link to a QR Coded Tourist Pass (QTP). You can also check the status on the VISITA dashboard.
  • Download your QR Coded Tourist Pass (QTP). This code is unique to you and it contains your name, photo, and travel dates in Baguio. You must print it or save on your device.

The QTP is essential. You have to keep a copy with you at all times when in Baguio because you will need to scan it at certain checkpoints including the triage area, hotel reception, and key attractions around the city.

3. Upon arrival, proceed to TRIAGE.

All tourists must undergo triage when they arrive in Baguio City. There are central triage areas but some hotels and bus terminals have their own.

  • For yellow QTP, the triage area is at Central Triage
  • For blue QT, you may proceed to your hotel or bus terminal for triage

Visitors who are showing symptoms, regardless of the test result or their vaccination status, will be tested, isolated, and referred to health officials for next steps.

4. Follow all health and safety rules within the city.

  • Wear a face mask at all times.
  • Observe physical distance of one meter.
  • Wash or sanitize your hands whenever possible.
  • Try to avoid crowded places as much as you can.

FREQUENTLY ASKED QUESTIONS (FAQs):

Are children / minors allowed to visit.

Yes, if they’re coming from areas under Alert Levels 1 & 2. Minors are not required to present proof of vaccination or testing as long as they are accompanied by vaccinated or tested adult.

For those coming from areas under Alert Level 3, vaccinated minors are allowed. We’re still trying to determine if unvaccinated minors from Alert Level 3 are OK. Will update this part soon.

We’re traveling as a group. Does everyone need a QTP? Can we register as a group?

Every single traveler needs to have their own QTP. But the good news is, you can now register as a group. This is a newly implemented feature of the Baguio Visita website.

To do this, one member of the group needs to create a Baguio Visita account and schedule a visit. Then follow these steps:

  • On the dashboard, go to MY TRAVELS tab.
  • Choose the trip you wish to add companions to and then tap the 3 dots next to it.
  • Choose ADD COMPANION on the prompt that would pop up. You will be directed to the MY COMPANIONS page.
  • Add a vehicle or add a companion for each vehicle. Then input the details for the vehicle or each companion accordingly.

Note that your companions should be staying at the same place on the same travel dates.

  • If you’re staying at a hotel/accommodation establishment, you can add up to 9 companions and up to 2 vehicles.
  • If you don’t have an accommodation booking, you can add up to 4 companions on one vehicle.

Once approved, each member of the group will get their own unique QTP.

I still have not received a QTP. It’s been days but my schedule is still not approved. What can I do?

Contact the accommodation establishment that you booked. It is usually the accommodation management that approves QTP applications. Let them know that you have already completed the Baguio Visita registration and scheduling process and that you’re just waiting for their approval on their end. Don’t forget to send the names of all your companions.

This happened to us. We were waiting a long time so we reached out to the hotel. They also could not approve my companions’ applications because they didn’t have their names. But once I sent them the names, they were promptly approved.

There were some other quirks, too. On another instance, the hotel management asked us to practically re-do the application because the Triage site assigned to us was at another hotel. We wouldn’t have known this if we didn’t contact them directly.

  • 0956 572 9093 (3pm -11pm)
  • 0956 572 9094 (11pm – 7am)

I’ll be staying at 2 different hotels within one trip. How do I choose two hotels on Baguio Visita?

You can’t choose two accommodation establishments on just one application. If you’re moving to another hotel in the middle of your trip, you need to schedule two separate Baguio Visita trips.

This is also based on personal experience. Due to room availability issues, we had to book two hotels. We were asked to create two separate schedules on the Baguio Visita website, received two QTPs, and underwent triage twice.

Are there available public transportation options to Baguio?

Within the city, taxis and jeepneys are all operational.

Where can we stay in Baguio?

It is highly recommended to book an accommodation with a Certificate of Authority to Operate (CAO) from the Department of Tourism. Here are just a few of many options:

Are leisure tours allowed in Baguio?

All types of tours including DIY or same-day tours are already allowed.

UPDATES LOG:

  • 2020 November 19 – Originally published
  • 2021 March 2 – Removed swab test as requirement. Added public transportation options. Expanded scope to all tourists from PH.
  • 2021 March 19 – Negative RT-PCR/Antigen/Saliva test requirement is reinstated.
  • 2021 July 5 – Vaccine card/certificate is now accepted for fully-vaccinated travelers.
  • 2021 October 26 – Baguio reopens to leisure travelers. Only fully-vaccinated adults and minors aged 12-17 with negative antigen or RT-PCR test are allowed. More details above.
  • 2022 January 10 – Leisure travelers coming from areas under Alert Level 3 (including Metro Manila), even those who had been fully vaccinated, are required to present a negative test result.
  • 2022 February 21 – Fully-vaccinated leisure travelers coming from areas under Alert Levels 1 & 2 may visit Baguio again without swab test. Those coming from Alert Level 3 are required to present a negative test result.

Unfortunately, yes. They want to make sure everyone going to Baguio is registered. If there are minors create an account for them just encode your mobile and telephone number.

Huwag muna kayo magpunta sa baguio. Madami pa rin requirement na kailangang para makapunta ka. Which is hassle lalo na kapag kasama mo pa pamilya mo. S ibang lugar nalang.

Hindi naman masyado. We are a big family. Marami lang kelangan fill-up na somehow talagang medyo hassle sa gusto mag-travel. Kaso ganon talaga and sitwasyon ngayon. Kaya extra payment din sa test. So expect na lang na dadagdag lang ng extra sa antigen test. So far, mas konti nakasakay sa Bus since hindi allowed punuin, so mas ok din. Don lang medyo tumatagal sa pagfill-up sa Visita Baguio Site kasi kelangan i-register lahat ng pupunta including minors, pero so far, ok naman. We’ve done booking accomm, registering sa site and buying ticket online sa Bus. To buy online via Victory you must do it least 48 hours before your scheduled departure. Antigen test is available at the Bus Station din naman. Just make sure to arrive 2 hours before your scheduled trip. You get the result in 30 minutes. Pagbalik, after your Baguio trip di na kailangan ng test.

We tried considering Tagaytay but the place is ridiculously overpriced considering its pandemic. We are also a big family, Baguio for us is way better. We get more value for our money. The accommodations are better and bigger. We also have many places to visit and more accommodations to choose from.

Yes, you need to create an account for the minors. Create an account for them and just encode your phone number. Make sure to book from an LGU registered hotel/accommodation. Upload valid ID’s. Fill up everything including the health declaration. There is an option to get an antigen test once you arrive in Baguio or before leaving Manila 72 hours prior to your departure. if you are traveling by bus, they offer it (Victory and Genesis). You must arrive 2 hours at the Bus Station before your scheduled trip. You can always edit your file from the Baguio Visita site so make sure to do all of this ahead of time. You will get a QR code once your registration is accepted. Hope this helps.

Yes, na-eedit naman ang trip details kahit nasubmit na. Dun sa Dashboard, click on SCHEDULE NEW VISIT tapos dun sa next page, don’t schedule a new trip. Instead, sa ilalim nun, may option to edit ung previously submitted travels. :)

Di ko lang alam until when pwede gawin yun pero na-eedit sya. You may also contact ung accommodation establishment nyo (if nakabook kayo sa hotel) kasi sila rin yung isa sa nag-aapprove.

Hello, I’d like to ask you a question regarding a vaccinations. What if we don’t have access to a booster? That’s the only problem we have; four of us have been vaccinated, and my father have a booster, but we don’t. What am I supposed to do?

The city has become a go-to place of tourists recently specially those in mainland Luzon with its temperate weather and variety of activities and attractions.  Make sure to complete these Baguio travel requirements before your visit.

Requirements to Enter Baguio City (UPDATED 2022)

Below are the details on the entry protocols for travelers to Baguio City. Baguio City has been placed under Alert Level 1 from June 1-15, 2022 . Note, however, that the guidelines only cover entry to Baguio City. Other LGUs have their own protocols. As the PIO Baguio said, “Outbound travelers must take the initiative to know and comply with the requirements of their places of destination before proceeding.”

Effective immediately, the protocols below are the updated travel guidelines as per Executive Order Number 28, series of 2022, and may be subject to change by local authorities.

Requirements to enter baguio city, who is considered fully vaccinated.

An individual shall be considered as fully vaccinated from COVID-19 after a period at least two (2) weeks from having received the second dose of a 2-dose series, or after a period at least two (2) weeks from having received a single dose type of vaccine , and the vaccine administered must have been the recipient of an Emergency Use Authorization or Compassionate Special Permit from the Philippine Food and Drug Authority or included in the Emergency Use Listing of the World Health Organization.

Valid Vaccination Certificates

Vaccination Certificates Proof of full vaccination as shown in any the following documents:

  • COVID-19 domestic Vaccination Card issued by a legitimate vaccinating establishment, or
  • Vaccination Certificate downloaded through:
  • https://bakuna.baguio.gov.ph/
  • VaxCertPH Digital Vaccination Certificate,
  • International Certificate of Vaccination issued by the Bureau of Quarantine or the World Health Organization, or
  • National or State Digital Certificate of the foreign government where the vaccine was administered;

Traveler Classifications and Requirements

Baguio residents and baguio workers.

  • Baguio Residents – Persons who are actual and current residents of Baguio City, and returning from inter-zonal or intra-zonal travel, regardless of purpose. For purposes of this Order, this category shall include students who are currently enrolled in educational, instructional, and training, institutions that have been permitted to hold face-to-face classes;
  • Baguio Worker – Persons who are not residents of Baguio but are physically reporting for the conduct of work, employment, or industry in Baguio City at daily or weekly periods.

Baguio residents and Baguio workers shall not be required to undergo health screening or document verification upon presentation of the following:

  • For Baguio residents : valid Government Issued ID, or Certificate issued by their Barangay, as proof of residence
  • For Baguio Workers : valid Employee ID, or Certificate of Employment, or any valid ID as proof of work or industry that requires travel to Baguio City
  • For students attending face-to-face classes : valid student ID or enrollment slip issued by an educational institution conducting face to face classes in Baguio City
  • Vaccination Certificate as proof of full or partial vaccination.
  • In the absence of a Vaccination Certificate, the traveler may also present a Medical Certificate issued by the City Health Services Office stating that she/he is medically ineligible for COVID-19 vaccination or a negative result of Antigen or RT-PCR test conducted within the last 14 days;

Travelers entering the City of Baguio shall be required to undergo health screening and document verification at PNP-manned Checkpoints and City-supervised triage units, and to present the following documentary requirements:

Non-Resident APORs

Authorized Persons Outside of Residence (APORs) shall comprise those (1) officials, workers, personnel, and agents from both the government and private sectors who are allowed inter-zonal and intra-zonal travel for purposes of work, industry, or official function, (2) persons travelling for indispensable transactions that require their physical presence, and (3) persons travelling for medical purposes.

  • QTP or QR-coded Travelers Pass, issued through registration at https://visita.baguio.gov.ph/ ;
  • employment, business or work related function in a permitted industry operating in Baguio City,
  • indispensable transaction, or
  • Original or Certified True Copy of Travel Order issued by their Head of Agency or his/her authorized representative, or
  • Proof of confirmed medical appointment at a destination health facility in Baguio; and
  • Negative results of Rapid Antigen test conducted within 24 hours prior to arrival, or as issued by the Central Triage Unit upon arrival in Baguio City;
  • Negative results of RT-PCR test conducted within 72 hours prior to arrival in Baguio City;

Traveler for MEDICAL PURPOSE

Non-emergency medical purpose.

  • Travelers for non-emergency medical purposes may need to present other test requirements according to the Infection Prevention and Control Policy of their destination health facility;

Emergency Medical Purpose

Patients and their indispensable companions, seeking emergency medical aid in Baguio City shall be allowed unhampered passage.

Passing Through Only Travelers

APORs may present any documentary proof of travel purpose such as Valid Government-issued ID or Barangay Certificate as proof of residence, employment ID, Professional ID, or Travel Order issued by their employer; while Non-APORs shall present a Travel Pass QTP issued through registration at https://visita.baguio.gov.ph/ .

Travel for Leisure or Recreation (Tourists)

  • Medical Certificate issued the Local Health Officer in their place of origin that the traveler is not eligible to receive COVID-19 vaccination.
  • Travelers aged 17 and below shall not be required to present proof of vaccination, but must have their own duly issued QTP.

Important Note: 

  • Leisure travel shall not be allowed for persons arriving from areas under Alert Level 4 and 5 , respectively. While leisure or recreation travel from areas under Alert Level 3 shall be allowed for fully vaccinated individuals only.
  • Cargo and logistic services for essential and non-essential goods
  • Electricity
  • Telecommunications
  • Fuel products
  • Waste management
  • Government agencies and instrumentalities providing emergency services
  • Humanitarian aid during times of typhoon or calamity
  • Clinic and hospital based health workers who are residents of Baguio and returning home from duty, or reporting for duty from their respective residences in other localities;
  • Non-resident travelers who are symptomatic , regardless of vaccination status or presence of negative COVID-19 detection test results, and those who test positive at testing procedures conducted at the City Triage, shall be immediately referred back to their LGU of origin for patient management;
  • Residents of the municipalities of La Trinidad, Itogon, Sablan, Tublay, and Tuba shall be exempt from the entry protocols as stated in the immediate preceding provisions, subject to agreements or Resolutions that may be issued by the BLISTT Council

Updated Baguio Travel Requirements

According to the Baguio City local government unit, there are four main Baguio travel pass requirements. These are: 

  • Baguio Visita registration with QR-coded Tourist Pass
  • Authentic / certified Vaccination card or vaccination certificate
  • Health screening and verification at the triage in Baguio upon arrival

Updated Baguio Travel Requirements May 2022 (Baguio City Alert Level 1)

FULLY VACCINATED tourists from Alert Level 1, 2, and 3 localities will need the following documents to acquire a QR-coded Tourist Pass:

  • The Baguio Visit QR-coded Tourist Pass (QTP) and confirmed itinerary have been approved. To complete this, you’ll need a valid ID and a recent photograph.
  • Government-issued valid identification card
  • Vaccination Certificate or Card preferably VaxCertPH. Vaccination cards issued by the different local-government units are accepted as well.
  • Certified proof of Baguio City accommodation. If you’re paying for your accommodations, make sure they’re in the Baguio VISITA Guide.
  • Compliance with Triage. When a patient arrives, triage begins. There is the main triage area, but some hotels and bus terminals have their own.

For  UNVACCINATED OR PARTIALLY VACCINATED tourists from areas under Alert Level 1 and 2, any of the following can be submitted in lieu of a vaccination certificate:

  • Negative COVID-19 Test Result. This may be an RT PCR test conducted within 72 hours of arrival in Baguio.
  • A medical certificate stating that the traveler is not qualified to receive COVID-19 vaccine is issued by the local health officer.

Baguio City has been open for months now to locals and travelers from outside the Baguio-Benguet area with an Approved QR-coded Tourist Pass from Visita Baguio. With the recent announcement from the City of Pines, the daily limit of travelers entering Baguio has been lifted. 

To obtain a Tourist Pass, you must first create an account on the Visita Baguio website. Once your account has been approved, you will be able to fill out a form indicating your personal information, travel itinerary, and contact details. Upon submission of the form, you will receive a QR code which must be presented upon arrival in Baguio. 

In addition to the Tourist Pass, visitors are advised to download the Visita Baguio App which will provide information on tourist destinations, hotels, and other attractions in the city.

Baguio Travel Requirements for Fully-Vaccinated Tourists and Guests 18 years old and above

Approved qtp or qr-coded tourist pass.

To visit Baguio, go to visita.baguio.gov.ph and follow the instructions there. Then set up a trip at least one day before your planned departure date. To avoid delays, register a few days in advance of your journey. Only 3,000 visitors are allowed every day in Baguio (per ID). Additionally, only once your QTP is accepted can you enter Baguio.

The QTP is the city’s way of counting and ensuring that the daily arrival limit of 5,000 people will not be broken. The same must be presented at the border checkpoint and community quarantine triage manned by the city police department before tourists are led to the main triage at the Baguio Convention Center, where thorough document verification and possible antigen testing for those showing symptoms are done.

Valid Government-Issued Identification Card

Present your valid government-issued photo identification, such as a passport or driver’s license. You’ll also need it to create an account for the QTP when you sign up.

Authentic or Certified Vaccination Card Issued by LGU or VaxCert issued by the DOH

You must submit a copy of your vaccination certificate and present it upon entry to Baguio. Full vaccination means at least two weeks after the second or last dose. It is best if the visitor is boosted as well

Negative RT-PCR Test or Rapid Antigen Test for Unvaccinated Travelers

A COVID-19 RT-PCR test must be conducted within 72 hours preceding arrival in Baguio, or a rapid antigen test must be done as soon as possible before entering Baguio.

Confirmed Baguio City-Registered Hotel Booking

After your hotel reservation is verified, the QR Coded Tourist (QTP) will be validated. They will first contact your booked hotel. The QTP will be issued once your reservation has been confirmed by the hotel. Remember to stay only in LGU-licensed hotels. Check out Best Hotels in Baguio City.

Health Screening at the Triage

All visitors are required to go through the triage for health screening and verification of QTP and health papers.

  • After passing the checkpoint, travelers must go to the triage for health screening and verification of QTP and documents.
  • Symptomatic visitors, regardless of vaccination status or test result, will be immediately tested and quarantined and directed to health officials for further action and guidance before being allowed to return home.

Baguio travel requirements for minor or child travelers.

Children and minor or juvenile travelers are allowed to visit Baguio, regardless of whether they have been vaccinated or not, as long as they are accompanied by a fully-vaccinated adult.

Negative RT-PCR TEST or Rapid Antigen Test for Minors 12 years or and above

Negative antigen or RT-PCR Test Results from a DOH-accredited lab must be presented by persons 12 years old and above. It must be taken within 72 hours before arrival in Baguio or during health screening at the Triage.

An Optional Negative RT-PCR or Antigen Test for Minors 11 years old and below

Children aged 11 years old and below are not required to have an Antigen or RT-PCR Test done. They may only be tested at the request of their accompanying parents or adult travel companions. However, it is still recommended that kids be tested before traveling since for their own health and safety, it is always better to do so.

  • Presentation of negative results of RT-PCR tests conducted within 72 hrs prior to arrival, or Rapid Antigen test conducted within 24 hrs prior to arrival; or
  • The traveler may undergo Rapid Antigen testing upon arrival at duly authorized Triage Units operation under the supervision of the City Health Services Office;

1. visita registration.

  • Create an account on visita.baguio.gov.ph , with your valid ID.
  • On your account, schedule a visit at least a day before your travel.
  • Only 2,000 individual registrations will be allowed for now, following an ETA reservation system.
  • Travel requests are approved after verification of booking by accommodation establishment, contact your AE for updates.
  • Travel only once (QR-coded Tourist Pass) QTP is issued; registration upon arrival is not allowed, strictly no QTP no entry!

2. FULL VACCINATION

  • Only fully vaccinated adults are allowed, minors may present a negative test result if not vaccinated. Children 11 years old and below are exempted.
  • For adults, upload and bring your vaccination card/certificate, full vaccination will mean 2 weeks after 2nd/last dose.
  • Unvaccinated or partially vaccinated adults are not allowed.

  • Minors aged 11 and below shall be tested at the option of their accompanying parents or adult guardian.

3. TRIAGE UPON ARRIVAL

  • After the checkpoint, tourists must proceed to the triage for health screening and verification of QTP and documents.
  • Symptomatic visitors, regardless of vaccination status or test result, will be immediately tested and isolated, and referred to health officials for further action and advice prior to visitor’s return to point of origin.

OTHER IMPORTANT REMINDERS

  • Those from ECQ, MECQ, Alert Levels 4 and 5 areas, are not allowed.
  • Travel only when your schedule is approved. No QTP, no entry.
  • Always follow minimum health & safety protocols, wear mask and observe distancing at all times.
  • For yellow and purple QTP holders, proceed to Central Triage after checkpoint.
  • Observe existing city laws: no littering, no smoking, vehicle number coding within CBD, and others.

  • Business establishments observe strict protocols with limited capacity and therefore guests may be refused entry.

Travel Requirements and Entry Protocols to Enter Baguio City as of March 19, 2021

Testing requirement reimplemented.

  • The following are required to present negative RT-PCR, Antigen test or Saliva test result conducted within 72 hours prior to entry to Baguio or have themselves tested at the Central Triage – Baguio Convention Center (Antigen test: P350 for Baguio residents; P500 for non-residents and tourist; NOTE: We don't have Saliva test at the Central Triage)
  • Non-resident Private Sector Authorized Persons Outside of Residence (APORs) on Official Travel;
  • Non-Resident Travelers on personal, leisure, or non-work related travel purposes;
  • Tourists; and
  • Returning Baguio Residents
  • Private sector APORs who currently reside, or work, in Baguio City, and travelling daily or weekly through city borders on a home-to-work and vice-versa route;
  • Baguio Resident Non APORs returning to the city from personal, leisure, or non work-related travels in other localities.
  • Government Authorized Persons Outside of Residence (APOR) on official travel;
  • Passing through;
  • Drop and Go (drivers only);
  • Emergency and Non-Emergency Medical Cases; and
  • Cargo, Utilities, and those on humanitarian causes.

UPDATED REVISED GUIDELINES for BAGUIO TOURISTS

Follow 3 requirements:.

  • √ Create an account (or use your existing account) and schedule a visit at https://visita.baguio.gov.ph. Secure QTP after registration.
  • √ Have a negative COVID-19 RT-PCR or Antigen test within 72hours prior to arrival. Or as an option, have a test at the triage upon arrival.
  • √ Undergo triage upon arrival.

IMPORTANT REMINDERS

  • Register and have your QTP at least 24 hours before travel. No QTP = No Entry!
  • Limit of tourists is up to 3,000 per day through a reservation system. If time slot or date is already blocked, limit is already reached.
  • If to be found symptomatic or will have a positive Ag test result at the triage, you may be refused entry or referred to nearest heath facility.
  • Strictly observe city health and safety standards and protocols and follow local ordinances.

New BAGUIO TRAVEL REQUIREMENTS and Updated ENTRY PROTOCOLS

Travel Requirements and Entry Protocols to Enter Baguio City as of March 2, 2021

Highlights:.

  • Testing and travel authority (COVID Shield) are NO longer required;
  • Requirement to undergo triage remains. Travelers who are symptomatic at triage shall undergo RT-PCR testing and will be quarantined pending results;
  • Triage 1 are located at the checkpoints
  • Triage 2 is at the Central Triage Unit at the Baguio Convention Center.
  • NOTE: Workers and persons found to exhibit respiratory illness at the Triage 1 Checkpoint will be referred to Triage 2 (Baguio Convention Center) to undergo X-ray procedure and pay P180 pesos.
  • Mandatory quarantine is NOT required except for symptomatic travelers;
  • Registration to the city's registration portals is still required (visita.baguio.gov.ph for tourism and personal/leisure travels and www.hdf.baguio.gov.ph for returning Baguio residents and other traveler classifications;
  • Strict compliance to minimum public health standards is required;
  • IMPORTANT!!! THESE GUIDELINES ONLY COVER ENTRY TO BAGUIO CITY. OTHER LGUS HAVE THEIR OWN PROTOCOLS. OUTBOUND TRAVELERS MUST TAKE THE INITIATIVE TO KNOW AND COMPLY WITH THE REQUIREMENTS OF THEIR PLACES OF DESTINATION BEFORE PROCEEDING.

Traveler Classifications and Specific Requirements:

  • Registration at www.visita.baguio.gov.ph is required.
  • This covers Non-residents going to the city for personal/leisure or non-work related purposes
  • Requirements: Valid government-issued ID; register at www.visita.baguio.gov.ph and proceed to Triage 2.

Non-Resident APORs on Official Travel

  • Government Sector – Travel order from work/office; Employment ID; Registration at www.hdf.baguio.gov.ph ; Triage 2.
  • Private Sector – Travel order from work/office; Valid gov’t issued ID; Proof of employment or business/employment ID or work-related documents; Registration at www.hdf.baguio.gov.ph ; Triage 2.
  • Note: If health workers, proceed to Triage 1.

Government and Private APORs

  • This covers Government and Private APORs who currently reside or work in Baguio and traveling daily or weekly through city borders on home-to-work and vice versa route.
  • Requirements: Valid Government-issued ID. If no valid Gov’t ID present Certificate issued by the Barangay or residence as proof of employment and current address; Employment ID; Registration at www.hdf.baguio.gov.ph ; Triage 1.

Non-APOR residents returning to Baguio

  • This covers Non-APOR residents returning to Baguio from personal, leisure, or non-work-related travels in other localities.
  • Requirements: Valid Gov’t ID or Barangay Certificate of Residence; Registration at www.hdf.baguio.gov.ph ; Triage 1.

Returning Baguio Resident

  • Requirements: Valid Gov't ID or Barangay Certificate as proof of residence; Registration at www.hdf.baguio.gov.ph ; Triage 2.

Returning OFWs and Returning Overseas Filipinos

  • Requirements: Valid Gov’t ID; Valid Passport, travel documents or ACR I-Card; Medical Clearance issued by Bureau of Quarantine at the airport, OWWA/POEA documents or Seaman’s Book, Proof of residence in Baguio; test conducted upon arrival in the Philippines; Registration at hdf.baguio.gov.ph .

Medical Purpose

  • Non-emergency – Valid Gov’t ID; proof of confirmed medical appointment; Registration at hdf.baguio.gov.ph .
  • Medical Emergency – no requirements, go directly to the medical facility.
  • Drop and Go travelers - Valid Gov't ID and registration at hdf.baguio.gov.ph ; Triage 1.
  • Passing through - Valid Gov't ID and registration at hdf.baguio.gov.ph ; Triage 1.
  • Cargo and logistics services for essential and non-essential goods, and utilities for water, electricity, IT, telecommunications, fuel products, and waste management shall be afforded unhampered passage, but may be subject to random inspections by the members of the Philippine National Police.
  • Government agencies and instrumentalities providing emergency services or humanitarian aid during times of typhoon or calamity shall be afforded unhampered passage.
  • Travellers who have COVID-19 symptoms at triage shall undergo RT-PCR testing, and will be quarantined until the RT-PCR test results are released.

Baguio has once again opened its door to tourists/travelers, but only to adults who are fully-vaccinated.  Children are also allowed to travel, so long as they are with a fully-vaccinated adult. Listed here are the Baguio Traveler Requirements for tourists, Baguio sample itinerary, and getting to Baguio.  For non-travelers, I also listed below the updated Baguio Travel Requirements for Residents, Baguio Workers, Non-Residents Government APORS, Non-Resident Private APORS, and Returning OFWS and Returning Overseas Filipinos.

BAGUIO TRAVEL REQUIREMENTS FOR TOURISTS

Baguio is now open to fully vaccinated tourists and no need for the RT-PCR test. Yes, currently, they are only accepting fully-vaccinated tourists, children/minors are allowed so long as they have adult companions who are fully vaccinated.  However, take note that visitors from ECQ, MECQ, Alerts Levels 4 and 5 areas, and not allowed to enter Baguio.

You are fully-vaccinated if:

1.If it’s 2 weeks of more since you’ve received the 2 nd dose of a 2-dose series vaccine (e.g., Pfizer, AstraZeneca, Sinovac/Coronovac, Moderna, Sinopharm).

2.If it’s 2 weeks or more since you’ve received a single dose vaccine (e.g., Janssen, Sputnik V Light).

3.The vaccine administered on you must be included in the following:

  • Emergency Use Authorization (EUA) List of Compassionate Special Permit (CSP) issued by the Philippine Food and Drug Administration, or
  • Emergency Use Listing of the World Health Organization.

Here are the vaccines authorized by FDA Philippines: Pfizer, Moderna, AstraZeneca, Sinovac, Sinopharm, Janssen, Sputnik V Light.

Here’s the latest list of the Baguio travel requirements for travelers as of February 2022.

Baguio Travel Requirements for Fully-Vaccinated Tourists/Travelers (Adults)

  • APPROVED QR CODED TOURIST (QTP). Register at visita.baguio.gov.ph using your valid ID. Then schedule a visit at least 1 day before your intended travel date.  However, I highly recommend you register a few days before you travel to avoid delays and to make sure you’ll secure a Baguio travel slot, since only 3,000 tourists per day are allowed in Baguio. Also, travel to Baguio only once your QTP is approved.   No QTP, no entry.
  • VALID GOVERNMENT-ISSUED ID. Present your valid government-issued ID such as passport, driver’s license, etc. You also need this when you sign up an account for the QTP.
  • VACCINATION CERTIFICATE. You need to upload a copy of your vaccination certificate and present your vaccination certificate upon entry to Baguio.
  • CONFIRMED HOTEL BOOKING. The QR Coded Tourist (QTP) will only be approved after verification of your hotel booking. Meaning, they will get in touch with your booked hotel first. Once your booking is verified by the hotel, then the QTP will be issued. Remember to stay only in LGU-registered accommodations. Please refer to the list of Baguio Hotels below and RESERVE HOTEL HERE .
  • NEGATIVE RT-PCR TEST or ANTIGEN RESULT (FROM AREAS UNDER ALERT 3) .  RT-PCR Test must be taken within 72 hours prior to arrival in Baguio or or rapid antigen test must be taken within 24 hours prior to entry in Baguio. This is required for tourists coming from areas under Alert Level 3. So, since Metro Manila is currently under Alert Level 2, including 7 other provinces – Bulacan, Cavite, Rizal, Batanes, Biliran, Southern Leyte and Basilan, then, NO NEED for negative RT-PCR Test or negative antigen test result. You can enter Baguio as long as you are fully vaccinated and you submit the other Baguio travel requirements mentioned above.  
  • TRIAGE UPON ARRIVAL. All visitors must proceed to the triage for health screening and verification of QTP and health documents.

Baguio Travel Requirements for Children/Minor Travelers

  Children/Minors are allowed to travel to Baguio whether they are vaccinated or unvaccinated, so long they are traveling with a fully-vaccinated adult.

  • NEGATIVE RT-PCR TEST or ANTIGEN RESULT.   12 to 17 years old children must present a negative Antigen or RT-PCR Test Result from a DOH-accredited lab. It must be taken within 72 hours prior to entry to Baguio or during health screening at the Triage. Yes, there’s an available antigen test upon arrival in Baguio, at the expense of tourist. So, if you don’t want to go through the hassle of booking an RT-PCR Test or antigen test for your kids, they can undergo antigen test at the Triage in Baguio.
  • OPTIONAL NEGATIVE RT-PCR TEST or ANTIGEN RESULT . Children aged 11 years old are NOT REQUIRED to undergo an Antigen or RT-PCR Test. They shall only be tested at the option of their accompanying parents or adult travel companions. But of course, for your child’s health and safety, it is still best to have them tested before traveling.
  • RT-PCR TEST: BOOK HERE

Recently, the Department of Tourism (DOT) has partnered with Philippine Children’s Medical Center to subsidize the RT-PCR Test cost for tourists.  It is open to Filipinos and foreigners residing in the Philippines. However, slots are limited.  You must also provide copy of 2 valid government-issued IDs, roundtrip tickets (airline, ferry or bus).

  • Currently, only 4,000 tourists will be allowed in Baguio, following an ETA reservation system for yellow and purple QTPs . So, best to register a few days before you travel.
  • Yellow QTPs = for tourists staying with friends or relatives, or not staying overnight.
  • Purple QTPs = for tourists staying in accommodation without standalone triage.
  • Blue QTPs = for tourists staying in accommodation with own triage.
  • additional approval for blue QTPs up to 70% guest capacity of accommodation with own triage.
  • Wait for your QTP to be approved first before you travel to Baguio. No QT, no entry.
  • Upon arrival in Baguio, all tourists must proceed to the Triage for verification of QTP and required documents and for health screening. Symptomatic travelers, regardless of vaccination status or test result will immediately be tested and isolated and referred to health officials. So, please make sure you don’t have cough, cold, fever, etc. when you visit Baguio for you and for other’s safety.
  • Please follow minimum health protocols, wear mask and observe social distancing at all times.
  • Follow Baguio’s existing laws: no smoking, no littering, vehicle number coding within CBD, and others.
  • Curfew is 12:00 Midnight to 4:00 AM.

HOW TO GET TO BAGUIO

  Because of the pandemic, the bus schedule from Manila to Baguio is currently limited.

Genesis Bus has daily departure from Manila to Baguio at their Cubao Terminal.  Earliest departure is 9:00 AM and last departure is 3:00 PM. Travel time from Manila to Baguio is approximately 6 hours. You can book in advance through the link below to secure a seat.

Meanwhile, Joy Bus Executive Coach by Genesis Bus also has daily departures from Manila to Baguio. You can enjoy reclining seats, food and drinks, Wi-Fi, TV, charger and blanket on board. Their first trip is at 7:00 AM, and last trip is 11:00 AM. It’s a direct bus that takes around 6 hours. You can also reserve a seat in advance by booking through the link below.

Victory Liner also has daily buses departing from their Cubao Terminal to Baguio City, regular fare is ₱576 ($12) and First-Class Fare is ₱800 ($16). If coming from Olongapo, bus fare is ₱581 ($12). For their online booking, it’s only available 3 months in advance. Another option is to go to Victory Liner Cubao Terminal and book a ticket there. Best to do this a few days in advance to secure a seat, because Baguio buses are usually fully booked especially on weekends and holidays.

GETTING AROUND BAGUIO

Baguio by tour package.

  There are several  DOT-accredited tour operators in Baguio. It is best to book a tour with them. If you have limited time, you can also book a day tour from Manila to Baguio through the link below. Make sure you have completed the Baguio travel requirements mentioned above.

Taxi drivers in Baguio are generally honest, they would use the meter and give you the exact exchange. That’s why I always ride the taxi whenever I am in Baguio. But take note that due to the cold weather, cabs in Baguio don’t use aircon. The current flag down rate is roughly ₱35 ($0.70) for the first 500 meters, with ₱2  ($0.040) per 100 meter increments thereafter.

Touring Baguio by taxi is preferred by many tourists, rate depends on how many hours you plan to tour Baguio.  Usual rate pre-pandemic is ₱200 ($4) – ₱250 ($5) per hour, good for 4 persons. Make sure you agree on the price with the driver first before starting the tour.

  There are also jeeps plying around Baguio that can take you to some Baguio tourist spots. This is good if you want to do a DIY Baguio Travel, but make sure you know the Baguio jeepney routes (which is quite confusing) to avoid getting lost. If you are a large group, say group of 10 or more, you can also hire a jeepney to take you around Baguio. The typical rate is around ₱1,000 ($20), good for 10 persons. Again, talk to the driver first and agree on the price.

  If you are an Overseas Filipinos Workers or Returning Overseas Filipinos, this Baguio travel requirements is for you:

  • QR CODE. Must present a QR Coded Health Declaration Form, which you can get by signing up at hdf.baguio.gov.ph and submitting the Health Declaration Form.
  • VALID PHILIPPINE PASSPORT, TRAVEL DOCUMENT issued by Philippine Missions, or ACR I-Card issued by the Bureau of Immigration, whichever is applicable.
  • VALID ID. Valid government-issued ID, or certificate issued by their Barangay as proof of residence.
  • CERTIFICATE OF QUARANTINE COMPLETION. Must be issued by the Bureau of Quarantine, if applicable.
  • NEGATIVE RT-PCR TEST RESULT. Most recent RT-PCR Test result conducted upon arrival in the Philippines, if applicable.
  • For OFWS , the following documents must also be presented:

Baguio has reopened its door to domestic tourists starting October 26, 2021. And it is the perfect place to have that much-needed rest to treat yourself and once again enjoy the cool weather and scenic mountain views of the country’s Summer Capital, Baguio!

We are thrilled to share the detailed travel guide and the needed requirements when going to Baguio. Save this and plan your visit now!

Travel Requirements and Guidelines

While the vaccination rate continues to increase, the threat of the Covid-19 virus is still around.  Follow the guidelines and requirements set by the local government and you’ll have yourself roaming around Baguio in no time.

Get your QTP before entering the province

  • Schedule a visit on Baguio Visita ahead of time before your trip. QTP will be issued upon verification of booking by selected accommodation establishments.
  • Limited individual travel registrations allowed per day on a first-come, first served basis.
  • No QTP, no entry at checkpoints

Secure your Vaccination Card/Certificate

  • Visitor must be fully vaccinated; two weeks must have elapsed after the second or last dose.
  • Bring your vaccination card/certificate with you.
  • Unvaccinated or partially vaccinated minors aged 12 to 17 must-have tested negative with RT-PCR or Antigen test taken within 72 hours prior to arrival or during health screening at the City Triage. For minors aged 11 and below, testing is at the discretion of the parent or guardian.

Triage upon Arrival

  • Visitors must proceed to the triage for health screening and verification of QTP and health documents.
  • Symptomatic visitors regardless of vaccination status or test result will be immediately tested and isolated and referred to health officials for further action and advice prior to the visitor’s return to the point of origin.

Wearing of Face Mask and Maintain Social Distancing

  • Residents of Baguio and visitors are required to wear face mask wherever they go.
  • Practice social distancing and bring alcohol with you. Wash your hands regularly.

Explore Mirador Heritage and Eco Park

One of the newest attractions in Baguio is Mirador Heritage and Eco Park located in Mirador Jesuit Villa and Retreat House where Lourdes Grotto can also be found.

The way to Mirador is an uphill drive and going around the park requires one to walk through established stairs upward and downward.

The place has several stunning spots like rock gardens, bamboo grove, and a scenic shrine standing at the edge facing the mountain view and colorful houses of Baguio City.

Visit the Old Diplomat Hotel

The Old Diplomat Hotel is an abandoned building that served as a camp for refugees escaping the Japanese army during World War II that was later on invaded and has suffered terrible acts of brutality, rape, massacre, torture among other gruesome histories.

It is considered one of the most haunted places in the Philippines. As of December 2021, entering the Old Diplomat Hotel is prohibited due to the recent typhoon that caused some damages to the building.

Wander around Igorot Stone Kingdom

The Igorot Stone Kingdom is the newest attraction in Baguio that is a man-made park made out of stone inspired by the fantasy kingdom and rich cultural heritage of Igorots and various provinces in the Cordilleras.

Igorot Stone Kingdom is located in Longlong Road at Pinsao Proper where a nearby attraction of Tam-Awan Village can also be found.

The Igorot Stone Kingdom is astonishingly beautiful that will surely surprise you. The place is huge with several locations perfect for taking photos. There are mini-stores inside for quick bite and Igorot attires for rent in case you want to wear traditional clothing and take pictures.

Visit the Strawberry Farm in La Trinidad

Benguet is the Strawberry Capital of the Philippines and in La Trinidad, you will see the large plantation of strawberries. Travelers are allowed to do strawberry picking for Php500 for a kilo of strawberries. Approach one of the farmers and they will gladly assist you.

As of December 5, 2021 strawberry fruits are not in full bloom. The best time to visit it is during its peak season from March to April.

Buy Souvenirs

When in Baguio, surely buying souvenirs for your loved ones is almost automatic. The Good Shepherd Ube Jam is on top of the list. Make sure to go early to Good Shepherd Convent to buy the original and famous Ube Jam but in case you missed it, you can also buy them from the markets around Baguio and La Trinidad.

The market near the strawberry farms in La Trinidad has everything you need, they have all types of souvenirs such as key chain, ref magnet, wines, whish broom or walis tambo Baguio, ube jam, and many more. If you are a plant lover, there are many stores that sell various plants and flowers, succulents, etc.

Try the Strawberry Taho and Strawberry Ice Cream

One of the things we’re excited about when visiting Baguio is to taste the flavorful strawberry ice cream and taho. The ice cream is creamy with a mix of sweet and sour made from fresh strawberries. The strawberry taho on the other hand is perfectly sweet with some huge chunk of strawberry that will make you drool for more. They also have ube taho, which is equally delicious.

Watch the Sunset in Mt. Kalugong Cultural Village in La Trinidad

Benguet is a high-altitude place with overlooking views and scenic mountain views. But if you are looking for something new to experience, visit Mt. Kalugong Cultural Village in La Trinidad, Benguet. The sunset here is remarkable and the rock formations with an overlooking view of La Trinidad town and houses are splendid! This place is accessible by car following the road uphill and a quick trek to reach the peak where campsite, pine trees, food store, swing, and many more are waiting for you.

Experience and Enjoy Snowfall in Christmas Village

The Baguio Christmas Village in Baguio Country Club is a must when you visit it during the holiday season. It is open from October 29, 2021 to January 9, 2022.

Shop and Dine in Baguio’s Night Market

Baguio’s Night Market in Harrison Road is a must if you love locally made products and looking for affordable goods like bags, shoes, jackets, shirts, shorts, jeans, caps, dresses, and many more! The other side of the market is food stalls where you can eat and dine in various cuisines.

The Harrison Road is inaccessible at night to public and private vehicles so make sure to plan where you need to park your car when visiting the night market or look for an alternative route when passing through.

Where to Eat in Baguio

Good taste café & restaurant.

If you are a frequent traveler in Baguio, you know for sure that Good Taste is one of the quick options where you can eat affordable meals of Filipino, Chinese and Asian cuisines.

You should try beef broccoli, sweet and sour pork, lechon kawali and shanghai lumpia. They have a generous serving that your family and friends can share and enjoy. Don’t forget to try their hot cocoa with milk, one of my favorites and perfect for Baguio’s cool weather!

Choco-late De Batirol

Inside Camp John Hay’s Igorot Park is where you can dine in the garden restaurant of Choco-late De Batirol. They take inspiration from Kapampangan cuisines so you know what to expect. You can try pork binagoongan, beef caldereta, dinuguan, and of course a cup of hot classic Choco-late de Batirol.

Farmer’s Daughter

Farmer’s Daughter serves traditional Cordilleran dishes. It is located in Longlong Road just a few steps away from Tam-Awan Village. Have a taste of their smoked beef, pork, or chicken, a bowl of “pinikpikan” or Traditional Cordilleran soup, and many others.

Where to Stay in Baguio

There are many hotels around Baguio and nearby areas where you can choose to spend the nights enjoying the cool weather. We booked our three days and two nights stay with Valleypoint Campsite in Santo Tomas Road in Tuba, Benguet. This is less than 30 minutes away from Baguio proper.

This is our second visit with Valleypoint and we are more than happy with the improvements to their facilities and customer service. We stayed in one of their glamping tents facing the overlooking view of the mountains. The weather may change quickly from a clear sunny day to foggy and we both enjoyed them.

The package worth Php1,250 for 2 pax per night includes the glamping tent accommodation, PM snack, dinner, and breakfast. They all have good servings and you can enjoy unlimited coffee too! Archery, airsoft, camper’s chill area, board games, card games, sunset watching are the things you can do here aside from a happy family and friends bonding!

How to Get to Baguio from Manila

Going to Baguio is convenient when you have a private car especially during this pandemic. You can search in Waze or Google Maps the hotel where you will stay in Baguio and it will follow any of the two routes:

  • Drive to NLEX/SCTEX and straight to TPLEX passing through Pozorrubio, Rosario-Pugo Road and Tuba in Benguet. This is the quickest and shortest route to Baguio.
  • Drive to Valenzuela, Bulacan passing through DRT Hiway, Maharlika Hiway, Tarlac-Sta. Rosa Road and the stretch of MacArthur Hiway. This route is good if you are not rushing to get to Baguio and like to enjoy the long drive.

Baguio reopens tourist registration with caution; travel guidelines issued

Hopes are up for the city’s tourism industry to make some recovery as the city moved to reopen tourist registration beginning Oct. 25 after a two-month slump caused by the Delta variant-driven spike in Coronavirus disease (COVID-19) cases.

But the city is treading with caution to ensure that the health and safety of residents will not be compromised especially with the continuing threat of the Delta variant.

Mayor Benjamin Magalong said that while the city was able to bring the cases down affording some leeway to ease up on restrictions, it will continue to do so “slowly, safely and surely” through the imposition of qualifications and requirements for leisure travelers.

He said the tourist registration will be limited to fully vaccinated individuals and negative-tested minor family member who will still be subjected to requirements like pre-approved registration with the online enlistment platform visita.baguio.gov.ph , among others before they will be allowed entry.

Monitoring for strict compliance to minimum public health standards (MPHS), such as the proper wearing of face mask and shield, social distancing and frequent hand sanitizing will also be imposed  on both tourists and establishments as part of safety measures.

“Hopefully our reopening will spur economic activity in our city particularly our tourism industry which was heavily impacted for the past two months because of the restrictions that we imposed to manage the cases,” Magalong told reporters Oct. 25.

He expressed hopes that the downtrend in cases will continue to provide both respite for the city’s health care system and recovery window for the economic sector.

“It has not been easy but as we have been doing since the pandemic started, we will continue to strike a balance between managing our cases and giving premium to the health and safety of our constituents on the one hand and keeping our economy afloat and sustaining the people’s livelihood on the other,” he said.

The mayor said the city recognizes the efforts of its health workers and is considering their plight.

“They needed rest from the recent surge that is why we did not reopen too early and first made sure that the decrease in cases is sustained in the past two weeks para makapagpahinga naman ang mga health workers natin,” he said.

NEW TRAVEL GUIDELINES EFFECTIVE OCT. 25

Mayor Benjamin Magalong announced that the city has begun accepting registrations for leisure travel from fully vaccinated individuals effective Oct. 25 subject to guidelines to prepare for the reopening of its tourism industry which was heavily impacted by the recent surge in Coronavirus disease (COVID-19) cases.

The mayor issued Executive Order No. 139 series of 2021 updating the city’s travel guidelines to incorporate requirements for leisure travelers after a two-month hiatus.

The requirements per traveler classification are:

A. BAGUIO RESIDENTS

1. Baguio residents fully vaccinated shall present the following: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/ ; b. Vaccination QR Passport or Vaccination Certificate; and c. Valid Government Issued ID, or Certificate issued by their Barangay, as proof of residence.

2. Baguio residents who are not fully vaccinated shall present the following: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; b. Valid Government Issued ID, Of Certificate issued by their Barangay, as proof of residence; and c. Negative results of Antigen or RT-PCR test conducted within the last thirty (30) days prior to travel, however, government sector workers who are returning from work related travels are exempt from testing requirements.

B. BAGUIO WORKERS:

1. Baguio workers who have been fully vaccinated shall present the following: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; b. Vaccination QR Passport or Vaccination Certificate; and c. Any of the following documents as proof of employment or industry in Baguio City: (1) Employee ID, (2) Certificate of Employment, (3) Professional ID, or (4) any other similar document.

2. Baguio workers who have not been fully vaccinated shall present the following: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/ ; b. Any of the following documents as proof of employment or industry in Baguio City: (1) Employee ID, (2) Certificate of Employment, (3) Professional ID, or (4) any other similar document; and c. Negative results of Antigen or RT-PCR test conducted within the last thirty (30) days prior to travel, however, government sector workers on work-related travel are exempt from testing requirements

C. NON-RESIDENT GOVERNMENT APORS ON OFFICIAL TRAVEL:

1. If fully vaccinated: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; b. COVID-19 Vaccination Certificate; c. Original or Certified True Copy of Travel Order issued by their Head of Agency or his/her authorized representative.

2. If not fully vaccinated: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; and b. Original or Certified True Copy of Travel Order issued by their Head of Agency or his/her authorized representative.

D. NON-RESIDENT PRIVATE APORS ON OFFICIAL TRAVEL:

1. If fully vaccinated: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; b. COVID-19 domestic Vaccination Certificate; c. Any documents as proof of: (I) employment, business or work related function in a permitted industry operating in Baguio City, (2) indispensable transaction, or (3) enrollment in an educational, instructional, or training institution with permitted face-to-face classes in the City; d. Original or Certified True Copy of a Travel Order issued by Head of Office or his/her authorized designate, if applicable.

2. If not fully vaccinated: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; b. Any documents as proof of: (l) employment, business or work related function in a permitted Industry operating in Baguio City, (2) indispensable transaction, or (A) enrollment in an educational, instructional, or training, institution with permitted face-to-face classes in the City; c. Original or Certified True Copy of a Travel Order issued by the I lead of Office or his/her authorized designate, if applicable; and d. Negative results of RT-PCR test conducted within seventy-two (72) hours poor to entry into Baguio. In the absence of negative test results, the traveler shall submit himself/herself for testing at the Baguio City Central Triage Unit.

E. NON-RESIDENT NON-APORS:

1. Adult Travelers: a. Approved QR Coded Tourist (QTP) issued after registration at https://visita.baguio.gov.ph b. Valid Government- issued ID; and c. Vaccination Certificate

2. Minors travelling with fully vaccinated companions. a. Travelers aged twelve (12) to seventeen (17) must present negative results of Antigen or RT-PCR test conducted with 72 hours prior to entry to Baguio City. b. Minors aged 11 and below shall be tested at the option of their accompanying parents or adult travel companions.

F. RETURNING OFWS AND RETURNING OVERSEAS FILIPINOS:

1. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; 2. Valid Philippine Passport, Travel Document issued by Philippine Missions, or ACR I-Card issued by the Bureau of Immigration, whichever is applicable; 3. Valid Government Issued ID, Of Certificate issued by their Barangay, as proof of residence; 4. Certificate of Quarantine Completion issued by the Bureau of Quarantine, if applicable; 5. Negative results of most recent RT-PCR test conducted upon arrival in the Philippines, if applicable; 6. For OFWs, the following documents, whichever is applicable, may also be presented: i. OWWA documents; ii. POEA documents; iii. Seaman’s Book.

G. TRAVELERS FOR NON-EMERGENCY MEDICAL PURPOSES:

1. If fully vaccinated: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; b. Vaccination Certificate; and c. Proof of confirmed medical appointment or Certificate of Acceptance issued by the Medical center Chief of the destination health facility.

2. If not fully vaccinated: a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/; b. Valid Government Issued ID as proof of residence; and c. Proof of confirmed medical appointment.

H. TRAVELERS WITH MEDICAL EMERGENCIES: Patients and their indispensable companions, seeking emergency medical aid in Baguio City shall be afforded unhampered passage

I. PASS THROUGH TRAVELERS: APORs may present any documentary proof of travel purpose such as Valid Government ID or Barangay Certificate as proof of residence, employment ID, Professional ID, Of Travel Order issued by their employer; while Non-APORs shall present a Travel Pass QTP issued through registration at https://visita.baguio.gov.ph/.

IMPORTANT REMINDER:

I. The following travelers shall not be required to undergo health assessment, or vaccination verification, as the case may be, at Baguio City Triage Units:

A. Persons who are fully vaccinated in Baguio City; B. Travelers with medical emergencies; C. Travelers with confirmed non-emergency medical appointments, unless the same is a requirement of their destination health facility or accommodation establishment, as the case may be; D. Clinic and hospital-based health workers who are residents of Baguio and returning home from duty, or reporting for duty from their respective residences in other localities. E. Pass Through Travelers who are asymptomatic when passing through city checkpoints.

II. Residents of the municipalities of La Trinidad, Itogon, Sablan, Tublay, and Tuba shall be exempt from the entry protocols as stated in the immediate preceding provisions, subject to agreements or Resolutions that may be issued by the BLISTT Council.

III. Cargo and logistics services for essential and non-essential goods, and utilities for water, electricity, IT, telecommunications, fuel products, and waste management shall be afforded unhampered passage, but may be subject to random inspections by the members of the Philippine National Police.

IV. Government agencies and instrumentalities providing emergency services or humanitarian aid during times of typhoon or calamity shall be afforded unhampered passage.

V. In all stages of travel, whether in transit, or while undergoing triage procedures, all persons are reminded to observe minimum public health standards at all times, and to immediately seek medical attention if they have come in contact with a known confirmed case, or if they begin to feel any flu-like symptoms. – PIO Baguio

Filipinos love visiting this place because of its cool climate, stunning views, affordable food, and rich culture and heritage. Our team regularly travels to this beautiful city in the mountains; thus, we created the Ultimate Baguio Itinerary Travel Guide.

Baguio City: Basic Information and Brief History

Baguio is a highly urbanized city located in the province of Benguet. It is also known as the Summer Capital of the Philippines due to its chilly year-round environment. The city sits 4810 feet (1466 meters) above sea level, and its location is conducive to cultivating different root crops and vegetables.

Baguio City is also abundant in history. During the American Colonial Period in the 1900s, the US Military used Baguio as a hill station. Daniel Burnham, an urban designer, plans the whole city’s distinct layout. Unfortunately, during World War II, the Japanese attacked Camp John Hay, turning the city into ruins.

Currently, Baguio City is one of the most famous tourist spots in the country. But, who could imagine this mountainous city has a lot of historical moments that shaped the Philippines today?

Baguio Travel Requirements 2023

The COVID-19 pandemic has affected tourism not just in the Philippines but also around the world. Tourism is one of the economic sources of Baguio City, dramatically influencing people’s livelihood. As the city tries its best to recover from the pandemic, the local government decided to lift some of its travel restrictions to accommodate more tourists around the world.

Before visiting Baguio City, you need to have the following:

  • QR-Code Traveler’s Pass (QTP)
  • Vaccine Card/Certificate

To generate a QTP needed for your travel, please follow these steps:

  • Create a  Baguio Visita Account  at  http://visita.baguio.gov.ph/
  • Click ‘Schedule a Visit.’
  • Create and schedule your travel by filling out the fields of information given (travel details, accommodation, travel agent details, place of origin, transportation details, and vaccination category), then click the “PROCEED” button.

As per Baguio’s tourism office, registration through the Visita Website is still mandatory for non-residents and non-employees of Baguio City. Additionally, group registration is also available on the Visita Website. You can do that by doing the following:

  • Inside your Visita Account, go to My Travels.
  • Click the ‘Add a Companion’ button and type the details needed.

Baguio Accredited Travel and Tours Agency

For a seamless travel experience in Baguio City, we recommend contacting a Baguio-accredited travel agency or tour guide before your visit. Baguio Itinerary 1 Day: Exploring East Side Only

This itinerary is suitable for a one-day tour. It is designed for travelers who plan to visit Baguio City as a side trip (for example, coming from Sagada ). It explores the city’s east side with a mix of chill and adventurous notes. The day will start at the stunning view of the Amburayan Valley in Mines View Park and ends in a relaxed way at Starbucks Camp John Hay.

The first day will start at the luscious  Strawberry Farm of La Trinidad in Benguet and follow a southward fashion. The second day will be similar to the Day Tour Itinerary Sample.

This Itinerary explores the popular tourist spots and never-seen places in Baguio. The first day of this Baguio Itinerary will explore the outskirts of the city, specifically the elusive Café in the Sky. The rest of the days will combine the two previous itineraries.

As of September 7, 2023, Cafe in the Sky is closed to the public. We suggest being flexible in your itinerary and visiting other city breakfast cafes.

Microtel is located beside Victory Liner Bus Station and is also accessible to different tourist spots in the city. They also have a complimentary breakfast buffet included in the room package.

When is the best month to visit baguio city.

It is best to visit Baguio during December, January, and February. These periods are also the most congested since travelers all over the country want to experience a pleasant cool climate. Furthermore, Baguio City celebrates the Panagbenga Flower Festival annually in February .

Visiting Baguio City during March, April, and May is also good, but it will be slightly warmer than the previous months. Avoid visiting Baguio City from September to November due to heavy rains, and some major highways are impassable because of the increased risk of landslides.

Any additional travel tips in Baguio City?

  • One important keyword:  Follow . Follow your itinerary, the city’s safety standards, and the travel and tour agency.
  • Bring your jackets . The night is colder than you think, and wearing a jacket is an added layer of protection against the city’s cold climate.
  • Always keep yourself hydrated . Baguio City is a high-altitude city, and you might experience altitude sickness if you explore the place on foot. Always bring a water bottle with you to avoid getting altitude sickness.
  • Always bring a small bag . In traveling, you might bring a big 30L to 40L backpack full of clothes and things you need for the following days of your trip. Of course, you will not be getting your heavy bags with you during the tour. Keep your main bag in your hotel room or accommodation. Bringing a small bag helps explore the city without the excess weight.
  • Reservations are king . It’s better to reserve things in advance before any trip or activity. Many travelers visit the city daily, and full accommodation is a common problem. Always book your accommodation in advance, it’s better this way than letting yourselves stay in the street braving the cold night.
  • Have an open mind and be responsible . We are all visitors to this place; be sensitive and respect their culture, values, and norms. Avoid throwing trash and be responsible.

The last time we visited Cafe in the Sky was in 2017. We arrived at 5 AM and the cafe was already opened. I don’t know if it’s still the same today since that area is closed to the public. Only residents of Baguio City are allowed to enter the area.

Hi Carlo, Yes! The traffic is even worse during the holiday season. Most tourists keep their vehicles in their accommodation and ride a cab instead. Pero, it depends on the tourist attraction na pupuntahan ninyo. If you are planning to visit the most crowded places like (Wright Park, Mines View, Botanical Garden, and Session Road), I advise na mag-taxi na lang kayo. For places like BenCab and Strawberry Farm, you can bring your vehicle since medyo malayo na mga ito and baka mapa-mahal pa kayo if mag taxi kayo. Enjoy your upcoming vacation in Baguio!

Hello! True bang di na need ng QTP/Visita requirements pag nagpuntang Baguio?

Hi Key, I asked the staff from local Baguio Tourism Office and said that QTP is still required when visiting Baguio City. However, based on the experience of my fellow blogger on his recent trip, they are not implementing the QTP strictly anymore. To be safe, just apply for a QTP in case they look for it.

Nakacheck in na din ako sa Bed and Bath kaso I really don’t prefer dormitory styles at di ko bet CR nila. Though it’s cheap and very accessible sa down town.Pero last time we were there to ask tariffs, pogi yung front desk lols!

Traveling to Baguio during pandemic 2022: The new travel protocols and requirements

For Manila (and nearby provinces) residents, traveling to Baguio is the most convenient escape trip from the stressful city life. Baguio City seems to have it all – nature, good restaurants, cold weather, kind people, and the perfect chill vibes. It is one of the premier tourist destinations in Luzon, especially Benguet , and has already lost billions in its tourism sector this quarantine due to the COVID-19 pandemic.

IS BAGUIO CITY OPEN FOR TOURISTS NOW?

YES, to help jumpstart the tourism economy, Baguio City decided to open its city to tourists, of course, with observance of safety protocols and requirements.

(UPDATE) March 2022: Tourists from areas under Alert Level 4 and 5 are not allowed, if from Alert Level 3, negative test results will be an additional requirement aside from full vaccination.

We went to Baguio last February 9, 2022, for our wedding. Yes, I’m married, loves! But we did the same travel process and submitted the same travel requirements as tourists, which I’ll be sharing with you.

Baguio’s New Entry Protocols & Travel Requirements

These protocols and requirements are as of March 9, 2022. These usually change occasionally, so it’s better to always check the Baguio Tourism FB page for updates.

✓ Tourists must schedule their visit on the Baguio Visita website. ✓ No QTP (Quick-Response Tourist Pass), No entry. ✓ For not fully vaccinated tourists, a negative RT-PCR COVID-19 test result for 72 hours prior is required for adults. The antigen isn’t accepted anymore. Unvaccinated minors are exempted as long as accompanied by vaccinated adults. ✓  For fully vaccinated tourists, a vaccination card that shows full vaccination, two weeks have elapsed after the second dose, is required. ✓ Tourists must undergo mandatory triage upon arrival in Baguio.

Before traveling to baguio.

1. Create an account on the Baguio Visita website. (https://visita.baguio.gov.ph/) You need to fill in your personal information, upload a valid ID and verify your e-mail. Each tourist must have an account.

2. Book your hotel accommodation in Baguio. You can’t stay anywhere you like, just like in the old times. DOT has an accredited hotel list in Baguio . We booked a room in G1 Lodge Design Hotel in Agoda.

3. Schedule a visit using your Baguio Visita account. Input your accommodation, date and time of arrival, mode of transportation, health declaration form, and your vaccination card OR negative RT-PCR COVID-19 result if not vaccinated.

4. Wait for your QTP to be approved after almost 24 hours. You can follow up with your hotels for your QTPs, for they are the ones approving it.

5. Download your QTP. There are different colors of QTPs based on your accommodation.

ON THE DAY OF TRAVELING TO BAGUIO

1. We left Rizal around 5 AM. We checked our QTPs on our phones, our hotel bookings confirmation, and valid IDs before leaving. ( Note: If you took a COVID-19 test 72 hours prior, then don’t forget to bring the printed copy of your negative result.)

2. Upon our exit to TPLEX Rosario, we were stopped by the La Union checkpoint. We were asked about our destination and told them Baguio. We showed our QTP, and they let us go after. Marcos Highway is still the safest route but Kennon Road is also already open on a certain timeframe to avoid traffic congestion on Marcos.

3. We arrived around 10:30 AM in Palispis, a few minutes away from Baguio City, when a uniformed man stopped us to check our travel purpose. We showed him our QTPs, and he asked us to enter the KIA Building checkpoint.

4. One personnel was guiding us where to park while another one was noting our car details. They asked us to log our details, and show our documents (QTPs, vaccination cards). We will be given a pass so we can exit the checkpoint building.

5. If you have a BLUE QTP,  you will already proceed on your hotel for they have their own triaging. While ORANGE & PURPLE QTP holders need to proceed on the central triage (CAP).

6. In CAP, we were asked to fill in a contract tracing form, wash our hands, and scan our body temperature before we were able to enter. The ladies at the registration desk scanned our QTPs, reviewed our vaccination cards OR negative RT-PCR COVID-19 test result. They’ll validate it and then give you a triage clear form that you’ll present in hotels/establishments.

FREQUENTLY ASKED QUESTIONS

Can seniors and children travel to Baguio for leisure?

Yes, they can as long as they have their negative RT-PCR test. But better check with Baguio Tourism announcements first if 15 years old below and 65 years old above aren’t allowed to go out in public spaces. If there’s an existing rule, then they can only do staycations.

Are there public transportations to Baguio?

Yes, you can ride a Victory Liner Bus in Cubao for P576 one way. You can see their schedule on their website .

The Philippines’ top tourist spots, without a doubt, include Baguio, which is regarded as the nation’s summer capital. Let’s look at the Baguio travel requirements, travel restrictions, and protocols that have been implemented to ensure the safety and well-being of both locals and tourists.

What to do Before Visiting Baguio

Here are the steps you need to take before your trip.

Create a BAGUIO VISITA account at  visita.baguio.gov.ph

Activate your account by following these steps:

  • Complete the registration form. Enter your contact information, current address, and personal information (such as name, nationality, and birthdate).
  • Upload a current picture ID and a valid ID to prove your identity. The majority of official identification documents, including voter’s IDs, passports, SSS/UMIDs, and Driver’s Licenses, are recognized.
  • The Data Privacy and Consent Agreement should be read. If you concur with the terms, click Confirm.

  • To complete the verification procedure, log in one more time.

Schedule a visit.

Here are the following steps to schedule a visit:

  • Register with your account. An illustrated menu will be shown to you.
  • When you select  Schedule a visit , a form will appear.
  • Fill out the scheduler form. You’ll be asked for information regarding your itinerary, including your starting location, destination, mode of transportation, dates of travel, and any contacts you have in Baguio or your travel agency.
  • You must complete the  Health declaration form , which includes questions about your exposure history, current health (including if you are experiencing symptoms), and other clinical data. Click  submit .
  • If you are completely vaccinated, provide a copy of your  Vaccination card/Certificate , and if not, upload a copy of your  Negative test result . Click  Confirm  once you have uploaded the papers. It is strongly advised that you upload a copy even if skipping this step won’t prevent your registration from being processed. 
  • Your application will be examined when you have finished the Health Declaration Form; this process might take up to 24 hours.
  • Make contact with the hotel you reserved. Inform them that you have already booked a trip through the Baguio Visita website and are waiting.

Baguio Travel Requirements & Guidelines | COVID-19 New Normal

Philippines visitors can once more take in Baguio’s stunning attractions and picturesque mountain vistas. However, in light of the COVID-19 pandemic danger, the city has issued a list of regulations and conditions for visitors to observe and take into account before visiting the City of Pines.

1. Who is permitted to travel to Baguio? Baguio is open to tourists who meet the travel requirements. Fully vaccinated tourists must show proof of their vaccination status, while unvaccinated and partially vaccinated adults must present a negative RT-PCR test result taken within 72 hours of arrival.  Children under 17 traveling with a parent or guardian who has complete requirements are exempt from these rules. Tourists need to register with visita.baguio.gov.ph and submit a valid ID and hotel booking to obtain a QR-coded Tourist Pass or QTP, which is required to enter the city. 

2. What are the necessary travel requirements that you have to prepare?

  • Approved Baguio Visita QR-coded Tourist Pass (QTP) and confirmed schedule.
  • Valid ID. Government-issued.
  • Secure your vaccination card or certificate (for fully vaccinated travelers)
  • Get a negative COVID-19 test result (for unvaccinated and partially vaccinated travelers)
  • Medical Certificate stating that the traveler is not eligible to receive COVID-19 vaccine, issued by the Local Health Officer.

All tourists must also follow minimum health standards, including wearing face masks, practicing social distancing, and entering only establishments with a Safety Seal

3. What rules and procedures should you adhere to while visiting Baguio?

Once in Baguio, be cautious to adhere to these safety precautions:

  • Face masks and social seclusion are considered the bare minimums for wellness. Face masks are strongly advised for all locals and domestic visitors, especially when visiting public markets, malls, shopping centers, and other institutions. Additionally, travelers must maintain a distance from others and frequently wash their hands.
  • Enter establishments with the Safety Seal. To safeguard the health and safety of local residents, the municipal administration has given enterprises the Safety Seal. It is advised to only go inside places that have this Safety Seal.
  • Observe current city ordinances. Follow local regulations and refrain from smoking and littering when visiting Baguio.

1. Can children or other minors visit? If they originate from places with Alert Levels 1 and 2, then yes. As long as they are accompanied by an adult who has had their vaccinations or undergone testing, minors are not needed to provide proof of either.

2. We’re traveling as a group. Does everyone need a QTP? Can we register as a group? Each and every passenger must have their own QTP. The good news is that groups may now register. This is a brand-new function that was added to the Baguio Visita website. One group member must register for a Baguio Visita account and set up a visit in order to accomplish this. Then take these actions:

  • Navigate to the MY TRAVELS tab on the dashboard.
  • Select the trip to which you want to invite friends, then press the three dots next to it.
  • On the pop-up box, choose ADD COMPANION. You will be sent to the page for MY COMPANIONS.
  • For each vehicle, add a vehicle or a partner. Then enter each vehicle’s or each person’s information.

3. I still have not received a QTP. It’s been days, but my schedule is still not approved. What can I do? Make contact with the hotel that you reserved. The management of the lodging facility often authorizes QTP applications. Inform them that you have already finished the registration and schedule for the Baguio Visita and are only awaiting their permission. Send the names of every one of your traveling buddies. If you’re not booked with a hotel, contact Baguio Visita through the following:

  • You must book your visit in advance since there are restrictions on the number of visitors per day.
  • No QTP, no entry! When you register for or arrange your visit, you will receive a QR-coded Tourist Pass, or QTP. No walk-ins or registrations made on-site. Travel only after receiving a QTP.

For local visitors, summertime is the ideal time to visit Baguio. Filipinos living in the lowland regions, such as Metro Manila, flock to Baguio during the sweltering summer months of March, April, and May.

Panagbenga Festival is a flower festival celebrated in Baguio every February. Panagbenga Festival was first held in the early 1990s as a celebration of Baguio’s abundant flower harvest and as a way to uplift the locals from the devastating 1990 earthquake that hit the city.

The highlight of the month-long festivity is parades of intricate and vibrant floats decked with the best blooms from the flower farms of the Cordillera.

Another attraction you can look forward to is the local street dancers, garbed in brightly colored flower costumes influenced by the many indigenous tribes around Baguio and the Cordillera Region.

In fact, the term “Panagbenga” means  “season of blooming” in the language of the Kankanaey−one of the indigenous peoples of the Cordillera.

Summer time in Baguio, The City of Pines

Thanks to Baguio’s highland location, the city maintains a cool temperature even during these months. The temperature in Baguio during the summer has an average high of 23°C and a low of 15°C. This is still pretty cold compared to the rest of the Philippines during the summer.

These months also receive the least rainfall, making it the best time range to explore Baguio tourist spots. If you’re in the country during the summer and want a quick reprieve from the heat, head to Baguio!

Just like the rest of the Philippines, Baguio has two seasons, the dry season and the wet season. However, Baguio weather does not vary drastically in terms of monthly average temperature compared to the rest of the country.

The dry summer season has an average daily high temperature of 23°C and a low of 15°C, while the wet season has an average daily high temperature of 22°C and a low of 13 °C. Thanks to the high elevation of Baguio, the temperature difference throughout the year is minimal.

However, it’s a different story when it comes to rainfall. The amount of rain Baguio receives throughout the year varies significantly. The dry months start in November and last through May.

January receives the least rainfall and has the least chance of rain. On the other hand, the rainy season starts in June and lasts through early October, with August being the rainiest month.

Unlike island destinations in the Philippines, the rainy season won’t stop you from enjoying Baguio attractions to the fullest. Although it gets even colder than usual during the rainy months, it can easily be remedied by bringing thicker cold-weather clothing.

What to Wear 

Unlike the rest of the Philippines, Baguio is exceptionally cold at any time of the year − even during the summer season!  Although the Philippines does not technically have winter, you will want to wear and pack winter clothes when visiting Baguio.

Bring a thick jacket or sweater, and perhaps a pair of gloves, a bonnet, and a scarf. Wear warm and thick clothes made of wool or fleece, and go with sneakers instead of open-toe footwear. 

If you plan to go around Baguio during the early hours of the morning or late in the evening, don’t be afraid to layer on. It is notably colder in the morning and evening. During the noontime, you can get away with a scarf or a light jacket, especially if you’ll be walking around a lot.

How to Get to Baguio 

Visiting Baguio is now convenient and hassle-free due to the numerous bus companies, terminals, and tours providing transport to the province. After flights to Manila , travel time to Baguio from Manila is around 4 to 6 hours. Here are some of the best ways to go to Baguio:

There are a lot of bus companies that go to Baguio that are open for 24 hours. There is also no shortage of terminals where you can go to catch a bus to Baguio.

There is probably one near you. Choosing which terminal or bus company to take depends on where you'll be coming from and what exit you'll be taking. You can find bus terminals all over Metro Manila. Here’s a list of major bus terminals:

From Pasay City

There are a number of bus companies operating from Pasay to Baguio. The two most popular bus companies are Joy Bus (Genesis Transport) and Victory Liner . Both bus companies offer premier and deluxe-class seats and have routes passing the Tarlac–Pangasinan–La Union Expressway (TPLEX), North Luzon Expressway (NLEX), and Subic Clark Tarlac Expressway (SCTEX).

From Cubao in Quezon City

Aside from Victory Liner and Genesis Joy Bus, Partas also offers bus rides to Baguio. These bus companies have terminals in Cubao in Quezon City . Victory Liner, Partas, and Genesis also offer premier seats for a more comfortable trip.

From Avenida in Manila

Genesis Joy Bus and Philippine Rabbit Bus Lines have buses headed for Baguio at the Avenida Terminal in Manila. Both bus companies offer deluxe and semi-deluxe buses from Avenida to Baguio. These deluxe buses boast comfy couches with spacious legroom.

From Sampaloc in Manila

Victory Liner offers regular air-conditioned (AC)  buses headed for Baguio at their Sampaloc terminal in the city of Manila . As of now, first-class deluxe buses are not available yet. 

From Parañaque City

You can catch a ride to Baguio at the Parañaque Integrated Terminal Exchange (PITX). Solid North Transit’s Baguio routes at PITX offer the first point-to-point (P2P) buses that ply Baguio to Manila. Aside from spacious seats, P2P buses do not have stop-overs and have toilets on board, which ensures you get to Baguio faster.

If you want to experience Baguio completely without the hassle of commuting, then joining a shared or private tour is the most convenient way.

There are a lot of Baguio tour operators offering different Baguio tours and activities with free roundtrip transportation. You just have to look for the right one that fits your budget and schedule.

Drive to Baguio City, Philippines in an owned or rented vehicle

Make use of apps like Waze or Google Maps . Book with an accredited operator for your car rentals to avoid mishaps along the way.

Baguio is a relatively small city. As such, there are limited ways to get around. Additionally, a number of Baguio tourist spots are within walking distance from one another. Of course, you can always rent a car in Baguio if you prefer to travel privately and more comfortably.

If you don’t mind riding public transportation, your primary choices in Baguio are Grab Taxis, regular taxis, and jeepneys. 

Jeepney in the Philippines

When riding a jeepney, take note that payments are handed to the driver during the ride. If you’re seated at the far end of the jeepney, politely ask other passengers to pass it to the driver for you.

Likewise, if you happen to be the one sitting close to the driver, offer the same courtesy to passengers at the far end by passing along their fare to the driver. 

When you're about 5 to 10 meters away from your stop, locals will say, "Para po!" (Please stop) to notify the driver to slow down and stop at the nearest unloading station

Just like anywhere in the Philippines, jeepneys in Baguio have specific routes and stops. You can flag one down along major roads, or you can head to the nearest jeepney stops, which are also located near the tourist attractions. Here are the major Baguio jeepney routes and stops:

Mines View Park Route - Jeepneys with signages indicating Mines View will not only take you to Mines View Park but also to The Mansion, Wright Park, and Good Shepherd Baguio. You can catch this jeepney at the Bakakeng Terminal on Perfecto Street near Burnham Park, along Session Road,  and at all the stops mentioned above. You can take this jeepney to go from one tourist spot to the other.

Scout Barrio Route - To get to Camp John Hay, go to the Bakakeng terminal on the east side of Burnham Park along Perfecto Street. The walk from Burnham Park to this terminal will only take 3 minutes. Hop on a jeepney with signage that says Scout Barrio and ask to be dropped off at the gate to Camp John Hay.

Pacdal Route - Jeepneys with a Pacdal sign can take you to the Baguio Botanical Garden. You can catch the Pacdal jeepney at the Pacdal-Liteng Terminal at Lakandula Street. This terminal is just 3-5 minutes from Session Road. 

Long Long-Tam-Awan and Quezon Hill-Tam-Awan - If you’re heading to Tam-Awan Village, you can take jeepneys plying the Long Long to Tam-Awan or the Quezon Hill to Tam-Awan route.

Both jeepneys are available at the Guisad Jeepney Terminal along Kayang Street, near the Baguio Public Market. The terminal is 7 minutes away from Burnham Park on foot and 3-5 minutes from Session Road.

La Trinidad Routes - There are two terminals from which you can go to catch a jeepney to the famous strawberry farms of La Trinidad. You can head to the terminal along Shuntug Road in front of the Baguio City Hall, an 8-minute walk from Burnham Park.

Look for the jeepney heading to La Trinidad via Bokawkan. You can also opt to go to the La Trinidad Jeepney Terminal along Magsaysay Ave, which is an 11-minute walk from Burnham Park.

Asin Road Route - Jeepneys with signage indicating Asin Road head to BenCab Museum. You can catch this jeepney at the Guisad Jeepney Terminal along Kayang Street, near the Baguio Public Market. You can reach this terminal from Burnham Park by walking as it is only 7 minutes away on foot. 

One of the most common means of getting around in Baguio is by riding a regular taxi. There are a lot of taxis in Baguio. You can hail one practically anywhere; near bus terminals and around the popular Baguio attractions.

You can also find them along major roads, such as Session Road, Harrison Road, and Marcos Highway. Baguio taxis tend to have their windows open, making the most of Baguio’s chill air as natural air conditioning.

You can use a car booking app like Grab Taxi in Baguio. It’s just like a regular taxi with the added convenience of being able to hail a cab with your mobile app. If you want to book a ride faster, it helps to go to a known landmark.

At night, this road comes to life in a different way. Harrison Road gets closed to vehicles in the evening to give way to the Baguio Night Market.  Instead of cars lined up along this road, you will find rows of stalls selling merchandise such as clothes and street food. 

Baguio Night Market along Harrison Road is most famous for its “ukay-ukay” selection. Ukay-ukay is surplus items shipped from other countries or second-hand apparel such as clothes, bags, and shoes that are sold at bargained prices.

There are a number of food stalls here serving interesting eats like balbacua (a beef stew made from oxtail, skin, and joints), fresh fruit shakes, and more.

Baguio is a well-known shopping and bargain-hunting haven, and the Baguio Night Market along Harrison Road is the bargain shopping hotspot. Although Harrison Road is a busy thoroughfare during the day, it gets closed to vehicles in the evening to give way to rows of ukay-ukay stalls. 

Ukay-ukay is surplus items shipped from other countries or second-hand apparel such as clothes, bags, and shoes that are sold at bargained prices. Their specialties include the Baguio Bagnet with Padas Bagoong, Carabao Cheese Salad, Strawberry Smoothie, and home-brewed Tapuey (highland rice wine). Cafe by the Ruins is also well-loved for its champorado (sweet chocolate rice porridge), home-made bacon, Ruins coffee, and signature camote bread. 

Glenn 50’s Diner

Glenn 50’s Dinner is a famous retro-style dining joint tucked inside Porta Varga Mall along Session Road. Once you enter the 50’s Diner, you will be greeted with retro music on repeat, neon lights, and posters of Hollywood celebrities from that era plastered on the walls. 

More importantly, 50’s diner serves the typical American diner fare. Their must-tries include the Famous 50’s Burger, Pancake Tower, Steak, and Strawberry Shakes.

The local favorites are Mama’s Kidd (a chicken, spaghetti, fries, and rice combo), and Guys on the Hood ( a pork chop, spaghetti, fried chicken, pizza, and rice combo). Not only are the servings generous, but they are also very budget-friendly.

Baguio Craft Brewery

For beer lovers, no trip to Baguio is complete without passing by Baguio Craft Brewery. This home-grown watering hole serves fresh and unique craft beers like Lagud Strawberry Beer, Rolling Fog Wheat Ale, and Zigzagger IPA. If you’re undecided about which beer to order, you can ask for one free taste of each selection.

Cafe Sabel is the in-house restaurant of the BenCab Museum on Asin Road. It is about 30-40 minutes away from the city proper and is a vibrant cafe that offers meals with a relaxing view of a garden, forest, and duck pond. 

The restaurant makes use of vegetables and herbs sourced fresh daily from BenCab’s organic farm. Bestsellers here include the Farm Fresh Salad with strawberry vinaigrette dressing and Grilled Pork Chop with Rosemary.

Vizco’s

For a hassle-free and convenient trip to Baguio, it's important to read up on practical tips. These will come in handy if it’s your first time in Baguio. 

All establishments in Baguio accept payments in Philippine Peso (PHP). Although a lot of establishments accept credit cards, it is still better to always carry cash with you.

You can find several ATMs and money changers in the city center, especially along Session Road.  Before heading to tourist spots outside of the city proper (ex. La Trinidad Strawberry Farm, BenCab Museum, and Tam-awan Village), be sure to withdraw or have your money changed to PHP while you're in Session Road.

Many Baguio locals are multilingual. The majority can speak three languages: Filipino, Ilocano, and English. Others can speak several native dialects, such as Kankana-ey, Ibaloi, Ifugao, and Kapampangan.

Rest assured, most residents have a functional command of English.  So don't be afraid to ask questions or directions. Say hi/hello first when approaching them to establish a friendly tone. Who knows? You might earn a new friend in the process.

Unlike the rest of the Philippines, Baguio is cold all year round. Even if you’re visiting Baguio during the summer, be sure to pack thick warm clothes, socks, and gloves.

As mentioned, the Philippines does not have winter, but you will want to pack winter clothes when visiting Baguio. Bring outerwear made of wool or fleece and sneakers instead of sandals.

Baguio is particularly cold during the early hours of the morning and when night falls. Although it is still cold during the day, you can still break a sweat if you’re walking around a lot. Hence, you also want to bring a light jacket for your noon excursions.
