eVisa Form Filling

BLS firmly believes the ease of applying for visas and E-Visa Services is one of our prime front end services and serves as an alternative to visas issued at various missions and at the ports of entry. BLS E-Visa Solution allows applying for visas via the internet after sending required information at our VAC’s Database Management System, thereby allowing governments to issue an electronic visa (E-Visa), making online payments by a credit or debit card and obtaining a confirmation letter which can be printed out or sent via e-mail. BLS E-Visa solution allows handling of all activities via the internet; an E-Visa issuance solution is supported with a corresponding government inspection solution, where the border control systems are connected to the central visa database.

We make sure our visa-seeking candidate’s visa-process is hassle-free and in the legally designated time; she/he is notified via e-mail/text message about the outcome of the review application. Visa backlogs force Canadians to reconsider trips to India

It's 8:30 a.m. on a chilly Friday morning in Surrey, B.C., and a queue of people snakes around a strip mall in the Metro Vancouver suburb.

They're not here for the mall's sweet shop or the Filipino fusion restaurant. Most of them have been waiting hours for an Indian visa at the BLS International Visa Application Centre.

Arminder Bajwa is one of hundreds of Indian visa applicants who say backlogs in the system are leaving people like him in limbo as visa applications have spiked amid a drop in global travel restrictions. He's been here since 5:30 a.m. when temperatures were near zero.

Indian visa applicants are calling for the return of an electronic visa program  that allowed online applications and was in place in Canada before the pandemic, as well as more staffing to address reported processing delays across the country.

"I've spent like $8,000 on tickets," Bajwa says from the queue, surrounded by dozens of others trying to keep warm. "For my sister's marriage … that's my sister, and I have to be there because that's like a tradition.

"That situation, inflation and everything … $8,000," he repeats.

But Bajwa's passport has been with authorities inside the BLS office for over 17 days, and he's getting desperate. 

Another person in line said they had been waiting over two months — despite the Indian consulate's stated timeline of 30 days for a visa.

Before the pandemic, applicants like Bajwa had access to an electronic visa application that was entirely virtual, a program that was brought to a halt amid travel shutdowns.

And though the program has been restored to over 156 countries, it hasn't been restored yet to Canada, despite India's  status as the largest source of new Asian immigrants to Canada since 2016.

The Indian high commissioner-designate, Sanjay Kumar Verma, said that visa applications have spiked to dramatic levels but denied widespread delays.

But a voicemail from BLS International, to which the Indian High Commission has outsourced its visa applications, says that "processing times have been increased."

The company did not return a request for comment. But an acknowledgement of delays is little consolation for Bajwa and others in his situation.

"The population in Surrey, Metro Vancouver, is ballooning. It's, like, increasing day by day," he said. "They need more offices. They need more people."

Travel agent says e-visa should be restored

Manpreet Grewal, the manager of the My Dream Traveler agency in Mississauga, Ont., says that BLS should consider opening more offices across Canada and Ontario. 

She says she's been hearing of delays in the system for months and has even published multiple TikToks for visa applicants seeking advice.

"These days, there's only one location in Brampton for the whole GTA," she told CBC News in an interview.

Currently, there are nine BLS International offices across the country — the only centre that processes applications for Indian visas in Canada. They're concentrated in the largest urban centres, even as more immigrants make their way to smaller communities . This means those who live away from urban centres either have to mail the BLS centres their documents, or make their way there in person.

Grewal, and the Indian Association of Tour Operators , have called for the e-visa program to return. The program allows those in qualifying countries to fill out the application and get an electronic travel authorization (ETA), before having their e-visa stamped on their passport at their destination.

If applicants have Canadian citizenship, even if they're born in India, they have to get a visa to return, as India doesn't allow dual citizenship.

"The main reason [for] the delay for the visas is because they are not opening e-visas," she said.

High commissioner cites strained resources

The high commissioner-designate denied there were significant delays happening across the system, though he conceded there were massive increases in application volumes that had tightened resources.

"If I look at Ottawa … October 2022 [visa] submissions as compared to October 2021, submissions have increased by 605 per cent," Verma told CBC News in an interview.

He said the comparisons were similar for Vancouver and Toronto, with respective increases of 203 and 188 per cent since last October.

Verma encouraged applicants to look at visa application timelines on the commission's website and said that those waiting in queues at BLS offices were walk-ins without appointments.

"As far as we are concerned, we are processing the visa applications and granting the eligible applicants' visa much, much faster than people otherwise realize," he said.

As for the e-visa program, Verma said the program was being restored "country by country, looking at the constraints on resources."

"There are discussions. There are considerations. There are movements in that direction. When it is finally decided by the two governments, then, of course, we'll hear the outcome," he said.

A request for comment from Foreign Affairs Canada was not returned by deadline.

VANCOUVER’S Consulate General of India says in a press statement that it has been receiving requests for out-of-turn appointments for submission of visa applications from those who need to travel to India in emergency situations like critical illness of relatives, medical treatment, etc.

“It is reiterated that all such applications also have to be submitted to BLS Services International Ltd. (BLS) by taking prior appointment on their website www.blsindia-canada.com,” the statement pointed out.

“In order to cater to these requests from applicants, BLS has started opening a limited number of appointment slots for the next business day at their Surrey location. These slots are available from around 7 p.m.-7:30 p.m. on every business day and can be booked online on the abovementioned website of BLS,” the Consulate General of India added.

“Applicants are encouraged to avail these appointment slots to submit visa applications for urgent travel to India.

“It is also brought to the notice of the applicants that there are many travel agents who make false promises of ensuring confirmed appointments with BLS. These agents also use the abovementioned booking system to obtain appointments with BLS. They do not have any other arrangements with BLS or this Consulate.”

My Postal application was received by them on Wednesday but they only sent me email on Saturday exactly at 4 and notified me to send my application in portrait format coz it was in landscape. This unprofessional behaviour is going to cost me 4 extra days. Very disappointing.

The staff there is competent..i think the fault lies with the people showing up with insufficient documents Resulting in taking a lot of time for the process..It would be better uf all 5 counters are open at rush hours instead of only2or 3

Worst service by Surrey Bls center..we don't want irresponsible and useless (BLS) service provider in this country. Consulate General of india Vancouver need to take immediate action or replace with new service providers,who cares for customers dignity..

Worst service ever I have seen. If you call customer service they will make you feel why did even called them as they are rude and full of attitude . Would treat you like you are uneducated and they have best knowledge . Have been personally to BLS in Vancouver the lady at the front desk she didn’t even checked my documents and talked in the best rude way she can .

Customer service is very poor. I went there to ask information about surrender my Indian passport .The person told me fill this letter and bring it back with your passport, next day i took a hour of from my work and went there .The same person was their when i handed my all paper work to him he said oh bring your citizen ship certificate. Why can't he tell me first day. It feels me same like India. Redukless.

I would give 0 stars if possible. This is the worst I have been ever treated at any business period. These people...hard to even call them people since they show utter disrespect. Only person their who actually cared about the people there was the receptionist she was actually good. Horrible people completely they should all be fired. It shows what kind of corrupt people the Indian government is since they hire these people to work in their office.

Application received at BLS on Nov 02, returned back today in post due to an error on the application form. I've been asked to submit a new application, any suggestions how should I deal with this situation. My flight tickets are already booked for December and there are no appointments available for next 4 months at Surrey/Vancouver locations. :-(

Quick update on my case here: Postal Application with in GTA to BLS Brampton: Applied for Surrender & Tourist visa with in same postal application: Nov 3: Posted Nov 4: Received at BLS Nov 11: Processing at Consulate General Nov 17: on India visa online page - Granted but not printed. Nov 22: On Transit to BLS Nov 23: Dispatched. Nov 24: Passport received with Tourist visa printed for one year. India visa online page still shows Granted but not printed. Did 3 other postal applications for family in Oct, 2 applications were processed & received in less 2 weeks. 1 application approx. 3 weeks.

Hi , Had applied for Visitor visa - BLS status shows Ready for collection. However we had paid for Pick up and drop. We have not received any notification from BLS about collecting the passport. I tired calling them, it is not getting through. What should I do ?

Hi, I had to resubmit my entry visa application. Postal application sent to Surrey on Nov 16, they received it on Nov 17. My status was saying 'no records found until yesterday', today it is changed to under process(Indiavisa & Bls). Received an email this evening saying that 'your visa application is accepted and the passport is with the agent'. Does anyone know if this means it's still with Bls or with consulate agent? Any idea how long it would take after this status change. I have my flight in a week and I have almost lost hopes of receiving my visa before that. Any kind of suggestions or advice is appreciated.

Hi, I am looking for advice on how to deal with the Vancouver Consulate General. Our tourist visa application reached BLS on Nov 02, 2022. The application reached the Consulate General on November 16, 2022. Our son got the visa and his passport is on it's way back. On November 29, 2022 the consulate emailed asking for Form A because we are provincial government employees. We emailed the from the same day. In the email, the consulate indicated that now the processing time will be 90 days. Our tickets are booked for December 13th. There was no mention of this form on the application process. We have attempted to contact the consulate on every available channel but they do not reply. Our only hope is booking a ticket to Vancouver and going to the consulate and asking for help there. Can anyone please advise if this is a good idea? Similarly if someone has any contacts or have tips to deal with the consulate? Thank you in advance! Looking forward to helpful suggestion.  

All Walk-in centers are open. You may submit your applications at Brampton, Halifax, Mississauga, Toronto and Winnipeg centers.

Application Submission time for all BLS centers in Canada is 8:00AM to 1:00PM.

If application is being submitted on Appointment basis, please produce proof of Appointment Confirmation along with Original Passport. Passport number needs to match with the one mentioned on Appointment Confirmation document.

BLS Toronto & Brampton Centers would remain closed on 26th (Mon) & 27th (Tue) for Christmas and Boxing day 

Christmas  holiday being announced for  Monday , 26th December, your appointment has been shifted to  Tuesday , 27th December, same time. Please carry the printout of your original appointment letter confirmed of 26th December.

Gratis Visa closes on 30th March 2022 for Walk-in applications and with immediate effect (25th March 2022) for applications by Postal Service.

Complete and corrected postal applications (Gratis Visa) received until 25th March 2022 would be processed at BLS center. Incomplete applications would be returned at the cost of the applicant.

ONE APPOINTMENT PER PERSON

You are required to come not more than 5 minutes before your appointment time, and you need to carry the 'Print Out' of your 'Appointment Confirmation' to show to the BLS Security at the door to access entry

P.s. There would be additional appointment slots opened during the Day/ Week depending on Demand & Capacity, so you may keep tract of the same on BLS Appointment Page

For general inquiry : Monday to Friday between 3PM to 4.30PM

To Enter (between 8:30 AM and 1:30 PM) & Submit Your Application at the BLS Center, You Need to Produce at the Gate.

  • Your Appointment Document and Original Passport (Passport number needs to match with the one mentioned in Appointment Document)
  • A valid COVID-19 vaccination Report
  • Wearing a compliant Covid Mask
  • Non-Exposure to COVID-19

We advice you to send your postal application/s though our courier partner (Purolator), their system platform being integrated with BLS, your application can be tracked during its entire life cycle from Receiving at BLS -> Consulate Processing -> Passback to Applicant (You) !

If you send through any other delivery channel/ courier company, we will not be able to track your application package!

P.s. for family/ multiple applications, it needs to be separate courier (Purolator) shipment for each individual application!

Important Note for Visa & Tatkal Postal Applications:

( Only BLS Brampton, Toronto & Winnipeg accepts Tatkal Passport applications) While handing over your Visa or Tatkal application documents to Purolator Courier, please mention with marker pen on the Purolator

We are maintaining 24 hrs quarantine of documents and complete hygiene is being maintained at our Postal Hub.

Postal application processing time at BLS Quarantined Postal Hub at Brampton, Surrey and Ottawa is 3 - 5 business days to process and send the application to Consulate for their decisioning process. The time taken at Consulate would depend on the category / merit of your application. You are required to submit your application duly filled up along with document checklist as mentioned on BLS website. Incomplete or Erroneous applications would be returned to you.

I knew ahead of time that it would take some time but be warned that BLS is incredibly inefficient and dishonest: BLS said visa processing time would be 3-5 days.
