WELCOME TO MATA

The Malaysia Tourism Agency Association (MATA) is the peak body for Malaysia’s tourism players, with its office located in Seremban, Negeri Sembilan and represents the majority of tourism players in Malaysia. Founded in 2019, MATA’s aim has been to stimulate, encourage and promote travel, and to uphold the interests of Malaysian Tourism players who form a vital part of Malaysia’s highly specialised travel and tourism industry.

As Ministry of Tourism, Art and Culture Malaysia (MOTAC) strategic partner, MATA will certainly join hands to help the Malaysian Government, especially MOTAC and Tourism Malaysia by promoting Malaysia as a Preferred Destination for tourists from all around the world.

Malaysia Tourism Industry Awards – 16 December 2022 Royale Chulan Hotel, Kuala Lumpur.

The Malaysia Tourism Industry Award is a noble effort by the MATA & Santai Travel magazine to dignify the country’s tourism industry. This effort is a smart collaboration between the media and tourism industry in fueling the country’s tourism industry. It is hoped that this program will be able to inject new enthusiasm into the Malaysian community, especially to tourism operators.

This program will also involve local tourism associations, travel agencies, hoteliers, organizations and individuals involved in the country’s tourism industry. A total of 50 Award categories that will be contested include Best Family Vacation Destination, Best Shopping Location, Best Accommodation Location, Best Recreation Location, Best Food Location, Best Art & Heritage Location, Best SPA & Health Location, Best Travel Agency , Best Homestay Program and Best Overseas Destination. The selection of winners is based on professional jury and public voting by the readers of the magazine published by Intermedia Network, which is Santai Travel Magazine.

The Malaysian Inbound Tourism Association or better known as MITA was established in 2004 by a group of Tourism veterans who felt that it was time the Inbound & Domestic Tourism sector be given a priority and focus by the Government.

From its humble beginnings, MITA strived to champion the Inbound & Domestic Tourism cause and fought hard to gain recognition from the Government as well as Private sector.

MITA is a unique Tourism Association because its members do not only consist of Travel Agents but also Retail Shops, Restaurants, Homestay, Transport Operators, Convention Bureaus and etc. (in short, any companies directly involved with the Inbound & Domestic tourism sector can join MITA as its member).

In 2016, the Ministry of Tourism recognized MITA as one of the 5 Tourism Associations in which Travel Agents need to be affiliated with to renew the MOTAC license.

With 3,000 members in its membership role to date, MITA is today one of the leading and most important Tourism Association in Malaysia.

As a demographic, tourists are willing to pay for convenience and leisure, leading to a demand for travel agencies that help plan their journey. In fact, as of writing this post, according to the  Ministry of Tourism, Arts, and Culture’s records , there are 4629 travel agencies across Malaysia!

Here’s how we’ll break it down:

  • We’ll begin with the list of requirements that must be met

Minimum requirements for a travel agency

We’ll break this down into three sections: company, shareholder, director, and capital requirements.

Company requirements

Pardon us for stating the obvious, but you will need to first incorporate a company that meets the conditions set by the Ministry of Tourism, Arts, and Culture (MOTAC):

  • Must have a company name that clearly shows the nature of the business (for example, including terms like ‘ travel’, ‘tours’, ‘holiday’, ‘vacation’, and ‘adventure’)
  • Must specifically use ‘To carry business in Tour Operating Business and / or Travel Agency Business’ as the business activity description on e-SSM
  • Must meet minimum paid up capital requirements
  • Must be free from penalties under the Tourism Industry Act 1992
  • Must have suitable premises to perform recruitment activities
  • Must have at least one key employee attend a Travel and Tour Management Course and posess a valid certificate
  • Must register all employed tour guides , drivers, and tour vehicles

Shareholder requirements

  • Cannot hold shares in other tourism operating companies
  • Must have minimum three years’ experience in the tourism industry
  • Cannot be current employee of the federal or state level Ministry of Tourism Licensing Department

Director requirements

Depending on the specific business activities, location, and residency status of shareholders, travel agencies fall under several categories, each with different paid-up capital requirements as shown in the table below.

Note: There is an additional RM100 processing fee for each license application.

A location is considered ‘within city limits’ if it falls under the authority of a City Council such as Dewan Bandaraya Kuala Lumpur.

It’s considered outside city limits if it falls under the authority of a District Council such as Lembaga Bandaran Sabak Bernam.

Process & Timeline

While there may be slight variances on a case-by-case basis, consider the following steps, respective timelines, and the documents/fees required. 

Fortunately, MOTAC has digitalised their document submissions and license application process via their online portal TOURLIST . 

Remember how we said it can take up to 14 – 60 working days to have your premises inspected by MOTAC? The different states are split into three zones, each with a different schedule.

The MITTA Journey

The idea of forming an Association for the Indian Travel Agents in Malaysia was coined in 1996. The initial brainstorming took place in Kovalam Beach at Trivandrum by a group of enthusiastic travel agents who came together at a Familiarisation Tour organised by Air Maldives to Trivandrum and Male. The Association was then realised in 1997 and was registered officially as Malaysian Indian Tour and Travel Association (MITTA).

American Airlines has implemented a special exception policy to our travel partners that is now available for our mutual customers due to possible operational disruptions, including delays and cancellations due to Dallas Severe Weather.

Our Travel Notice exception policies on American are also available when ticketed to/from/through on our Joint Business partners: This applies to both prime and codeshare flights as shown below:

Inventory Requirements

Lowest Inventory, Same Cabin

If original inventory is not available rebook lowest inventory available in the same ticketed cabin. As a reminder, customers that do not hold a Basic Economy fare should never be booked into B inventory.

Basic Economy -

  • Must be booked in B inventory only. If B inventory is not available, then an alternate flight must be selected. Advance Purchase and Ticket Change restrictions are waived.

Instant Upsell -

Refer to Travel Notice Policy - Travel Agency Guidelines for rebooking guidelines and Endorsement Box requirement when the customer purchased Instant Upsell (IU) directly with American on aa.com . IU PNRs contain the following SSRs:

  • OTHS AGENCY RETAINS CONTROL OF TKT FOR REISSUES
  • OTHS INSTANT UPSELL ANCILLARY EMD ISSUED 001xxxxxxxxxx

Note: If customers are unable to rebook or reissue their ticket within the given timeline, they can cancel their reservation and use the value of the ticket toward the purchase of a new ticket; all rules and restrictions apply. Travel must commence no later than one year from the date of original issuance.

  • Any changes made to origin/destination all fare rules apply

Reissue Policy Information

American Airlines will waive change fees and travel agents may rebook and reissue tickets provided the below guidelines are met and applied:

  • Ticket issued on the following ticket stock: AA 001, AY 105, BA 125, El053, IB 075, JL 131, QF 081
  • Applies to AA*/ one world flights
  • Travel has not commenced on the affected flight segment and the ticket has not been reissued by American Airlines
  • The first departure flight is more than 2 hours away
  • Affected coupons are in OK status
  • Travel reissuance only in accordance to dates identified in the applicable Travel Notice Exception Advisory
  • More than one change allowed without an additional collection, including penalty or change fee within the Travel Notice dates
  • Original issuing agency responsible for ticket reissue
  • Ticket Revalidation not permitted
  • The return travel must be booked in the original class of service (inventory)
  • Refer to Extend Travel Rebooking after the Travel Event
  • Basic Economy must be rebooked in the appropriate Basic Economy inventory
  • Please ensure the above procedures are accurately followed to prevent debit memo issuance

Rebooking - Exception to Fare Rules

Exception to Fare Rules: All fare rules apply with the exception of the following:

  • Advance Purchase requirement waived
  • Minimum/Maximum Stay requirement waived
  • Change Fee waived
  • When changes to the outbound travel occur, the unaffected return date may be changed to protect the original length of the trip. The return travel must be booked in the original class of service (inventory).

Extend Travel Rebooking Guidelines

If customers are unable to rebook within the New Travel Dates, may reschedule their reservation to/from the same city or alternate cities and reissue their ticket with the below guidelines:

  • Cancel their itinerary and apply the value of the original ticket towards the purchase of a new ticket for travel commencing within 1 year from the date of original issuance
  • Change fee only is waived as long as the original ticket is reissued within ticket validity and the impact dates are in accordance with those identified in the Travel Notice
  • Basic Economy fares may only be used towards the purchase of other Basic Economy fares.
  • Residual MCO's are not allowed when using the TNADVE waiver code for reissue.
  • Extend Travel Rebooking does not apply to tickets in conjunction with Instant Upsell (IU)

Refund Policy Information

When the flight is cancelled or the length of delay is 91+ minutes , travel agents may refund ticket(s) through normal GDS/ARC/BSP processing. Refer to our Schedule Irregularity policy for delays 90 minutes or less.

  • Refund To Original Form Of Payment - All penalties/fees waived
  • Non-Refundable Fare
  • Refundable Fare with cancellation Fee
  • Basic Economy Fare
  • Bulk/Opaque Fare

Note: If the ticket has been exchanged by American as an INVOL submit the refund request directly with American. Refer to American Airlines Refunds .

When the flight is not cancelled or the length of delay is 90 minutes or less , a refund does not apply:

  • If customer elects to cancel their reservation and use the value of the ticket toward the purchase of a new ticket outside the Travel Notice dates; may use Extend Travel Rebooking or may hold ticket for future travel; all rules and restrictions apply.
  • Travel must commence no later than one year from the date of original issuance.

En route/Diversion

  • Connecting customers' en route to one of the above-listed destinations or whose flights are diverted will have the option to return to their original departure city and rebook travel to alternate future dates.
  • Customers should work directly with the airport to obtain a boarding pass for return travel to their original departure city. If the customer wishes to rebook travel to alternate future dates, please contact American Airlines Reservations for assistance. Alternatively, they may receive a refund if re-accommodation options are unacceptable.
  • If a ticket has already been reissued by American Airlines or the ticket is partially used, travel agents must submit the refund request online at https://prefunds.aa.com/refunds/

Baira: 4,000 Malaysia-bound workers failed to board flight

Despite having the necessary documents, up to 4,000 Bangladeshi migrant workers failed to travel to Malaysia due to a lack of air tickets, the Bangladesh Association of International Recruiting Agencies (Baira) said on Saturday.

"We have yet to finalize the numbers of Bangladeshi workers who managed to reach Malaysia and those who failed. Our office is closed today (Saturday), but we will provide those details tomorrow (Sunday)," said Baira Secretary General Ali Haider Chowdhury.

He estimated that around 3,000-4,000 workers might have missed their flights because they could not secure air tickets by the deadline to reach Kuala Lumpur, which ended on Friday, reports The Daily Star.

On Friday, several hundred Malaysia-bound migrant workers faced uncertainty as they waited for hours at Hazrat Shahjalal International Airport. They arrived at the airport without plane tickets after being assured by local recruitment agents that tickets would be provided on time. Some workers complained that the agents were not answering their phones.

In March, Malaysian authorities announced that workers from Bangladesh and 13 other countries would be barred from entering the country after May 31.

According to data from the Bureau of Manpower, Employment and Training, nearly 450,000 Bangladeshi workers travelled to Malaysia between August 2022 and April this year. Malaysia reopened its labour market to Bangladesh in 2022 after a four-year suspension. Last year, Malaysia was the second-largest overseas job market for Bangladesh.
