Travel Agent Licensing Requirements

If you love to travel, being a travel agent can be a dream job.

It’s relatively easy to get started, and most states don’t require you to be licensed or have specific training requirements.

Despite this, or perhaps because of it, knowing exactly what licenses or certifications you need to be a travel agent can be confusing.

The good news is, you’ll find everything you need to know right here.

States That Require Travel Agent Licenses

Host agency vs. independent agent, host agency, independent travel agent, international air transport association, cruise line international association, computerized corporate rate association (true), what credentials are necessary to be a travel agent, do i need training to be a travel agent, how do travel agents make money.

First, let’s take a look at the four states that require travel agent licenses.

These are known as sellers of travel states and include California , Florida , Hawaii , and Washington .

You’ll need a license for the state if you plan to operate in the state or to sell travel to residents of these states, you’ll need to be licensed.

You may have noticed that three of these states are very popular travel destinations, so it’s difficult to make it as a travel agent without being able to sell trips in these states.

Not everyone needs to be licensed, however.

If you work with a host agency , you will use their license instead of getting your own.

These states have certain requirements that you must meet.

You’ll need to submit an application and pay the registration fee.

You may also be required to use a trust account or have a surety bond.

Several other states have some type of licensing requirement, including Delaware , Illinois , and Nevada .

The requirements vary by state, but you may be required to have an occupational license or pay a licensing fee.

When becoming a travel agent , you have two main options.

You can work with a host agency, or you can be an independent travel agent.

When you join a host agency, you’ll be using the agency’s credentials.

This can make it much easier to get started as a travel agent.

You’ll also have access to the agency’s network of suppliers, marketing materials, and exclusive discounts.

The downside of this is that you’ll need to comply with their regulations and procedures.

You’ll also need to pay a portion of the commissions you earn to the host agency.

However, it’s still possible to earn more with a host agency, despite giving them a percentage of your commissions.

As an independent travel agent, you’ll be able to run your business the way you want, as long as you are following all local and federal laws and regulations.

The downside is that you’ll need to get accreditations on your own, which requires time and money.

You may also need experience to get these accreditations.

It’s possible for you to begin your career as an independent travel agent .

However, it’s often easier to begin working with a host agency.

Then, you can transition to being an independent agent once you have experience.

Credentials

You may also need some credentials to be a successful travel agent.

These include the IATA (International Air Transport Association), CLIA (Cruise Line International Association), and TRUE (Travel Retailer Universal Enumeration).

If you are working with a host agency, you will probably use their credentials.

However, if you are an independent agent, you’ll need these credentials to book flights, cruises, and accommodations.

The IATA offers the IATAN accreditation for individuals and businesses in the U.S.

To become accredited, you’ll need to show that you have an established travel business.

You’ll also need to pay the registration fee and get errors and omissions insurance.

You’ll also need at least 2 years of experience.

You can forgo this requirement if you complete an approved training program .

The IATAN allows you to purchase airline tickets directly.

Without it, you’ll need to go through a third party, which means extra time and expense.

You’ll also have access to discounts, and credibility with hotels and other travel-related businesses.

You’ll receive an IATAN number and a physical and digital I.D. card.

In addition to booking discounts, you’ll get 50% off on training programs offered by the IATA.

Plan to book cruises?

You’ll need a CLIA number provided by the Cruise Line International Association.

If you work with a host agency, you can simply use their CLIA.

If you are an independent travel agent, you’ll need to get your own.

You can become a travel agent member or TAM.

You’ll pay a fee of $399.

You’ll also need to meet any federal and local regulations to qualify.

As long as you are running your business legitimately, you are covered here.

This is a booking credential and allows you to book with cruise lines and many other businesses, including hotels.

However, it doesn’t allow you to book with airlines.

Once you become a TAM, you can get an individual agent membership or IAM.

This is not a booking credential.

Instead, it gives you access to CLIA’s wide variety of training programs and the certifications that come with them.

If your business focuses on cruises, this is the way to go.

The training for these certifications is rigorous and can involve ship inspections and even taking a cruise trip yourself, along with completing the education modules.

You’ll need to take the introductory course, State of the Industry, to maintain your IAM status.

This course is free of charge with your membership.

TRUE (Travel Retailers Universal Enumeration) is another accreditation you should consider, particularly if you are a niche travel agent.

TRUE is similar to the above accreditations.

However, you’ll have access to different travel service providers.

Your TRUE code allows you to book with amusement parks, car rental companies, cruise lines, and tour operators.

To get this credential, you’ll need at least 6 months of experience as a travel agent.

You’ll also need to provide proof that you are meeting your state’s requirements as a seller of travel, and 3 business references

Frequently Asked Questions

Some states have certain requirements to operate or sell to residents of their state.

Beyond that, there are no hard and fast requirements.

However, credentials, including the IATAN, CLIA, and TRUE are very helpful.

Travel agent training isn’t required, but it’s generally a good idea.

In addition to travel agent training programs, training in marketing, tourism, and knowledge of booking software can give you the knowledge you need.

Most of the money travel agents earn is through commissions.

For example, when you book a trip with Carnival Cruise Lines, you’ll receive a percentage of the cost of the trip as a commission.

This also applies to airlines, hotels, and many other travel-based businesses.

SalamAir gives "More On Air" with it's frequent flyer program

Continuing with its commitment to give guests more, SalamAir, Oman’s first budget airline has launched its first-ever frequent flyer loyalty program, ‘More on Air’. Guests can now redeem 10 boarding passes collected within one year for a one-way airline ticket to any of SalamAir’s 12 destinations.

Captain Mohamed Ahmed, CEO of SalamAir said, “We listen to our guests and work to give them more of what they want. With the introduction of ‘More on Air’, we want to reward guests for their loyalty, while providing them with more opportunities to fly. The program is designed to allow our frequent flyers to enjoy more benefits and convenience when planning their next trip. There are no points to count, but instead a simple and easy way to earn a free ticket. Simply fly, redeem and repeat.”

Guests who have flown a total of 10 sectors within one annual year on SalamAir starting from January 2018 can redeem their boarding passes for a one-way ticket to anywhere the airline flies. Passes can be redeemed through SalamAir’s ticket office at Muscat International Airport, Salalah International Airport, through SalamAir General Sales Agent Office both in and outside of Oman. The ‘More On Air’ travel voucher is valid for 12 months of its issued date and is non-transferable. Booking can only be made for the person named on the previous boarding passes and does not include fuel charges, government or airport taxes. Guests who have flown but no longer have a copy of their boarding pass can provide proof of purchase through e-tickets and reference numbers from previous flights to count towards their ‘More On Air’ voucher.

Mazin Ahmed Al Salmani, Commercial Director at SalamAir, explained, “Our repeat guests can now enjoy better choices and flexibility especially when flying to popular destinations with multiple daily frequencies like Salalah, Dubai and Doha. Front-line NATO allies are facing an unconventional Russian threat short of war but still quite dangerous

  • Latvia, Lithuania, and Estonia are strong supporters of Ukraine.
  • Officials in these nations have repeatedly raised concerns about Russian hybrid warfare operations.

The three Baltic countries of Latvia, Lithuania, and Estonia have been at the forefront of the conflict between the West and Russia since the latter's invasion of Ukraine.

Staunch supporters of Ukraine, they – along with Denmark – have given the most aid to Kyiv in relation to their GDP and have been pushing for strict sanctions on Moscow.

Although they are members of NATO and the EU, the Baltics are in a precarious position. Bordering Russia or its ally Belarus, they are small and were part of the Soviet Union until its collapse. Furthermore, over 20% of the population of Estonia and Latvia and 5% of Lithuania are ethnically Russian.

All of this has put them in Moscow's crosshairs. Russia seems to be employing unconventional methods against them that blur the line between war and peace and fall into what is called the "gray zone."

In July 2023, Estonian Foreign Minister Margus Tsahkna expressed his concern about the possibility of such Russian attacks. "There are hybrid threats. But we never know what kind of hybrid situation may happen. We have witnessed them before as well," he said.

NATO has also cautioned against intensifying Russian hybrid warfare in the region and in the rest of Europe that could include "disinformation, sabotage, acts of violence, cyber and electronic interference, and other hybrid operations."

Targeting the Baltics

Indeed, a year later in May 2024, Russian Foreign Ministry spokeswoman Maria Zakharova blamed the Baltics for severing most of their ties with Russia, adding , "We will also respond to the hostile actions of the Baltic states with asymmetrical measures, primarily in the economic and transit spheres."

Moscow is suspected of following through with its threats.

In May, a leaked Russian proposal outlined plans to redraw Russia's territorial waters with Estonia, Lithuania, and Finland. Kremlin spokesman Dmitry Petrov said the proposal wasn't politically motivated but implied it was required to ensure Russia's security amid escalating regional tensions.

Although the proposal was deleted a day after it leaked, the following day several buoys demarcating the territorial waters between Russia and Estonia on the Narva River were removed by the Russian coast guard.

Estonian high officials urged calm, but Lithuanian Foreign Minister Gabrielius Landsbergis was more pointed: "Another Russian hybrid operation is underway, this time attempting to spread fear, uncertainty and doubt about their intentions in the Baltic Sea," Landsbergis said in response.

Additionally, there has recently been increased jamming of the satellite navigation systems of commercial aircraft in region, which appears to be originating from within Russian territory . Although it is not clear whether the disruption is intentional, Tallinn and Vilnius have accused Moscow.

Russia and Belarus have also been accused by EU officials of pushing migrants towards the border of Lithuania and neighboring Poland and using them as hybrid weapons. Lithuania temporarily closed off some of its border crossings with Belarus in response, and Poland deployed troops to the border. The Baltics and Poland are prepared to close off their borders in the event of a major migrant push from Belarus.

All three Baltic countries have been targeted by influence operations . Estonia has seen a rise in sabotages that included damage to an undersea gas pipeline and telecommunications cables between it and Finland. Espionage, cyber attacks, and election tampering are also a concern, with Estonia having arrested the most Russian agents per capita in the EU.

Destabilization is the point

Hybrid warfare can use various tools – including military, informational, economic, civilian, and others – but it falls short of overt military action.

Its purpose is to destabilize a country's government, institutions, or population while often preventing attribution back to the perpetrator – occasionally, a purposeful and targeted action may even appear to be a random event.

Although hybrid warfare is not a new strategy, nor one employed exclusively by Russia and its allies, it has received increased attention following Russia's 2014 illegal annexation of Crimea as Moscow used a variety of military and non-military tools, which were described as hybrid, to capture the peninsula without meaningful Ukrainian resistance.

The murky nature of hybrid warfare can make it hard to identify and address potential threats. Yet, the Baltic countries are prioritizing hybrid threats and fortifying their institutions in response.

Tellingly, Latvia, in its 2016 National Defense Concept – the country's overarching defense strategy – named hybrid threats and Russia as the main threats to its security for the first time.

And last week, writing alongside his Polish and Czech colleagues, Latvian President Edgars Rinkēvičs expressed "deep concern" over Russian hybrid threats.

"We will act individually and collectively to address these actions, boost our resilience and continue to coordinate closely to ensure that the Alliance and Allies are prepared to deter and defend against hybrid actions or attacks," he said.
