Research Corporation of the University of Hawai‘i 2.603 Travel for UH and Other State and City/County Employees I. UH Eligible Users A. UH employees who are eligible to use the UH eTravel system may use the RCUH online employee travel forms for payment of business-related travel expenses. UH employee travel must be in compliance with the University of Hawai‘i Administrative policies, as described in UH AP 8.851 Employee Out-of-State and Intra-State Travel, and UH AP 8.852 Personal Automobile Mileage Voucher. B. UH Non-Compensated Appointees – The following types of non-compensated appointees may use the RCUH online employee travel forms for payment of business- related travel expenses: 1. UH emeritus faculty appointed to a non-compensated position: The emeritus title is bestowed upon a retired University of Hawai‘i faculty member, who has provided meritorious service, to allow certain campus privileges and courtesies. 2. Non-employees of the University of Hawai‘i may be appointed to UH non- compensated positions as adjunct or affiliate faculty/researchers or visiting colleagues. Foreign UH non-compensated appointees: Principal Investigators are responsible for ensuring that their foreign appointees enter the U.S. in a visa status that makes them eligible to receive travel expense payments from RCUH. Refer to Section III, Immigration Requirements for Foreign Nationals (Permanent Resident Aliens, Resident Aliens, and Nonresident Aliens) of Policy 2.012 Requirements When Paying Foreign Persons for guidance on the required documentation. C. UH postdoctoral fellows on stipend that concurrently hold UH non-compensated appointments must file their travel claims through the UH Disbursing Office. Non-UH State of Hawai‘i and City/County Users – Non-UH State of Hawai‘i employees and City/County employees should use travel forms required by their employing agency or department, and submit their travel forms to their respective agency/department. The RCUH travel forms should not be used by non-UH State employees and City/County employees, because when they travel in their official capacity (when supported by UH service-ordered funds), they are required to follow their respective established travel rates.

II. Travel Rates A. Travel rates for UH employees are established by union contracts; for example, UHPA for Faculty (BU 07), and HGEA and UPW for APT employees (BU 08) and civil service employees (BU 01, et al.). The current rate tables may be viewed at: http://hawaii.edu/etravel/. B. Travel rates for non-compensated appointees may not exceed federal allowable meals and incidental expenses (M&IE) and lodging rates. III. Tax Treatment of Travel Payments A. The UH employee “same-day travel” allowance is not excludable from income per the IRS; hence, these payments are reported to UH Payroll by RCUH. Any other travel payments that are considered income may also be reported to UH Payroll. B. UH HGEA and UPW bargaining unit employees (01, 02, 03, 04, 09, 10, and 63) should compare union-negotiated rates against the federal lodging and M&IE rates by city. If the UH institutional allowance is greater than the federal city rates, the program must complete a form UH DISB-4C and send it as an email attachment to RCUH Disbursing at [email protected] ; RCUH will provide the form to UH Payroll. C. UH non-compensated appointee travel payments will be treated like non-employee business expense payments (per Policy 2.008 Tax Treatment of Business Expenses (Service-Related)), because non-compensated appointees have no UH payroll charges, and are not entitled to employee allowances such as the “same day travel” allowance. Unsubstantiated business expenses (claims without receipts or documentation) must be categorized as income. Income to U.S. persons will only be reported on a Form 1099-Misc, if it meets or exceeds the $600 reporting threshold. Income payments to foreign persons may be subject to tax withholding. IV. Most commonly used RCUH Travel Forms

  • Ground Transportation
  • Boarding passes are NOT required, HOWEVER, they can be used to substantiate the travel.
  • If wanting to use PCard for Out-of-State Business Travel, contact Business Office for approval. (Provide agenda and desired flight itinerary).
  • Select the most economical and direct route
  • PCard CAN NOT be used-another form of payment required.
  • If airfare is less than $2499, then one additional Business Only comparison required.
  • If airfare is more than $2499, then 3 more additional Business Only comparisons required.
  • Comparisons need to be done on same day as booking actual itinerary.
  • Refer to Federal Allowable Rate (FAR)
  • Note: Hotels recommended by conference may/may not be considered the conference hotel. Consult with the Business Office.
  • If staying at a hotel that is NOT the conference hotel and the base rate (excluding taxes/fees) exceeds FAR, two other comparisons are required, based on location to conference site and STAR rating of selected lodging.
  • Lodging receipts are required to show actual detail expenses or charges.
  • Economy/Compact car is allowed. For a vehicle upgrade, prior approval is required. Email the Business Office with justification for the upgrade.
  • If staying at the conference hotel, justification is required for car rental.
  • For intra-island travel, traveler needs to decline all extras. For out-of-state travel, contact Business Office for further instructions
  • If renting a car to drive to Hana, a travel request is required.
  • Traveler can utilize other forms of transportation ie: taxi, shuttle, etc.. based on travel needs and cost comparisons.
  • Earliest Travel Advance disbursement is 10 days prior to departure.
  • Employees are entitled to one checked bag (within size & weight limitations)
  •  If the employee is traveling for official UH business, even if at no cost to the University, a Travel Request must be submitted to cover the traveler while he/she is away. In addition, in the event of a disaster, the University will be able to identify employees traveling in the area of the disaster.
  • Breakfast 20%
  • Traffic fines/towing expenses are not reimbursable.
  • If traveler is the PI or Account Supervisor, respective Vice Chancellor/Chancellor needs to approve.
  • Mileage can only be claimed for own vehicle or spouses, not a friend or relative.

Sufficient Proof Of Payment (Receipt)

  • Original receipt must indicate amount paid and method of payment and showing a zero balance due.
  • An email confirmation from the vendor is acceptable if it shows name of payee, amount paid, the transaction date, and the method of payment.
  • Reimbursement for expenses requires original receipts.
  • If no receipt is available, $75 is the max allowable for reimbursement.
  • Receipts are not required for meals and incidentals purchased with M&IE money.
  • If a taxi receipt does not include to/from locations, it can be handwritten in.

Our Findings

What We Heard and Learned

The strategic planning process yielded valuable insights about the direction of the University of Hawai‘i. Remarkably, UH faculty, staff, and students and others in the community share common aspirations for the UH. The Strategic Plan Steering Committee was able to distill the responses from the surveys, interviews and town hall meeting discussions into five foundational principles and four imperatives.

Foundational Principles

  • Hawaiian Place of Learning The UH champions the principles of aloha, caring for people and place, as we integrate Hawaiian language, culture, history and values across the institution and its work.
  • Statewide Need The UH’s primary responsibility as the only public university system is to support the needs of the state of Hawai‘i.
  • Diversity and Equity The UH upholds its commitment to provide higher education opportunities for all, especially those historically underrepresented, including Native Hawaiian, Pacific Islander, Filipino, economically disadvantaged, first generation, LGBTQ+, rural students and students with disabilities – as well as continue to diversify its faculty, staff and leadership.
  • Sustainability The UH recognizes its responsibility to the ‘āina, to steward its natural resources, and to develop solutions to the complex challenges of sustainability, resilience, and climate change.
  • Stewardship of Resources The UH is committed to ensuring the university’s economic viability and will responsibly organize, align and allocate institutional resources effectively as a system, including the stewardship of its facilities, processes, and human resources.

Foundations

The foundation of the work to develop the University of Hawaiʻi Strategic Plan, 2023-2029 is the Third Decade Report . The report provides an extensive scan of state, national, and international trends and emerging issues, as well as extensive interviews with campus and community members. Several of the proposed strategies come directly from this report.

Our previously completed UH Strategic Directions (2015-2021) are also embedded in this foundation. The University of Hawaiʻi Strategic Directions, 2015-2021 included five priority areas:

  • Hawaiʻi Graduation Initiative
  • Hawaiʻi Innovation Initiative
  • 21st Century Facilities
  • Mission Focused System
  • High Performing System

Using the action strategies and metrics in these five areas, significant progress (summary of accomplishments) has been made in increasing graduation rates and degree production, increasing research funding, improving facilities, and increasing online capacity, among other areas.

These UH Strategic Directions have guided us at a high level, and our post-pandemic plans have helped us focus on what Hawaiʻi needs most from public higher education during these challenging times. They set forth shared directions and purpose toward high-priority outcomes for our institution and our state.

Developing Our Strategic Plan

Collaborative Process and Broad Engagement

This strategic plan sets out to define the University of Hawai‘i’s path forward for the next six years. A dedicated Strategic Plan Steering Committee was established by President Lassner with representatives recommended by the systemwide shared governance organizations, campus leaders and systemwide offices.

Recognizing that virtually everyone in Hawai‘i is a stakeholder of the UH system and has a vested interest in its success, the Strategic Plan Steering Committee believed it was important to create opportunities not only for the university faculty, staff, and students to share their thoughts and perspectives, but also for the broader community including residents, employers and government officials. The goal was to engage the community to collectively own the future of the UH. This plan, as presented, represents and incorporates hundreds of hours of listening and learning from individuals inside and outside the UH who care.

The Committee deployed a number of methods to capture and analyze feedback from various stakeholders.

  • Surveys were sent to students, faculty, and staff to develop and identify key themes.
  • The UH hosted a series of town hall meetings in Spring 2022 to elicit feedback on the themes and directions that the UH should prioritize. The Strategic Plan Steering Committee and the UH System Planning Committee met throughout Spring and Summer 2022 to further refine the themes, action items, and metrics.
  • The UH commissioned SMS Research and Marketing Services, Inc. (SMS), an independent, third-party market research firm, to also conduct an online survey open to those who wanted to share their thoughts about the UH. The majority of the respondents were UH alumni.
  • SMS also conducted key informant interviews with key elected officials, business and other community leaders to obtain their perspectives and to understand their hopes for the UH.
  • Finally, to close the loop, a draft of the strategic plan was shared with the UH community as well as members of the broader community during a series of town hall meetings and breakout sessions in September and October 2022 to confirm the findings and direction of the strategic plan.

We present here the development schedule to guide the university system from 2023 through 2029. Your opinion matters. We hope that you will lend your voice, experience, and aloha to this important participatory process. It is an aggressive timeline, but it will help us all to have a new Strategic Plan in place as soon as feasible.

UH Hilo, Hawaii Small Business Development Center, full-time, temporary, to begin approximately October 2024, pending position clearance and availability of funding. Temporary position, renewal contingent upon satisfactory work performance, availability of funds, and program needs.

Serves as the Senior Administrative Officer for the Hawaii SBDC State Director; responsible for the management of fiscal and personnel affairs of the Lead Office and various system-wide programs under HISBDC. Assist the State Director in meeting their financial management and personnel responsibilities by serving as a liaison between the office, other support offices, and the different central offices. Manages the review and processing of personnel transactions related to immigration, hiring, continuation, employee benefits and termination of employees for both the UH and RCUH System. Serves as the chief fiscal administrator in the management of daily operations to include but not limited to reviewing, approving, and processing of fiscal transactions. Responsible for the preparation, analysis and interpretation of the departments financial condition; monitors the fiscal reports and records and reports significant changes to State Director. Informs and reviews the University accounting system and ledgers with the directors, PIs and/or staff and advises on the applicable policies, rules, regulations, and procedures of the University, State, granting agencies, federal and state laws, collective bargaining provisions, etc. Reviews, analyzes and interprets approved program allocations, conducts discussions with the various Directors to discuss impact and ramifications of the approved budgets.
