GNB: New funding program to support festivals and events

FREDERICTON (GNB) – With summer underway, a new program is providing a financial boost to New Brunswick’s one-of-a-kind events.

The Invitation Funding Program will provide $1 million for the development of new festivals and events, or to enhance existing ones, to help attract more visitors to the province.

“New Brunswick has so many stories to tell the world through our festivals and events,” said Tourism, Heritage and Culture Minister Tammy Scott-Wallace. “This funding program will energize our tourism destinations with new offerings for residents and visitors to enjoy with friends and family.”

The program will provide successful applicants with up to $25,000 as part of the department’s strategy to enhance, develop and showcase the best of New Brunswick. Businesses, not-for-profit organizations, municipalities and First Nations may apply.

Projects must take place before March 31, 2023, to be eligible for funding. Applications will be considered until the program’s funds are exhausted.

N.B. announces details for this summer’s travel incentive program to help tourism sector during pandemic

HALIFAX -- The Government of New Brunswick released details Thursday on how the province's Explore NB Travel Incentive Program will work this summer.

In April, the province announced the program would be reoffered again in hopes to encourage New Brunswickers to travel and discover their own province. The program was first offered in the summer of 2020 as a way for the province to support their tourism sector.

"We are happy to be able to offer this program once again to residents," said Tammy Scott-Wallace, New Brunswick's tourism, heritage, and culture minister. "It has helped support many tourism businesses across the province and has helped New Brunswickers to discover new places and hidden gems. It has truly made it possible for many people to continue to explore their province over the past year."

The program will run from May 27 to Oct. 31, offering a 20 per cent rebate on eligible expenses up to $1,000 for New Brunswickers taking a vacation that includes a paid overnight stay in the province.

The four categories of eligible expenses include:

  • Accommodations such as at hotels, motels, inns, B&Bs and campsites.
  • Food and drink at restaurants and food trucks.
  • Activities such as entrance fees to attractions, museums, art galleries, cultural events and outdoor adventure activities.
  • Travel expenses such as for vehicle rentals, ferries and parking.

"Applicants may apply for the rebate if they have valid and detailed receipts from registered New Brunswick businesses and have a paid overnight stay at a New Brunswick accommodation," wrote the province in a news release on Thursday.

Applications can be submitted from July 5 to Nov. 30.

Government of Canada invests more than $6.7 million in 53 tourism projects to enhance offerings for visitors

Over the past two years, New Brunswick’s tourism operators have doubled down to build experiences, accommodations, and strategies to strengthen Atlantic Canada as a destination of choice – spearheading more than 100 projects through the Government of Canada’s Tourism Relief Fund . That work continues, and ACOA is here to help businesses as they attract more visitors to the region and grow the industry with fresh approaches to delivering world-class tourism.

Today, the Honourable Ginette Petitpas Taylor, Minister of Official Languages and Minister responsible for ACOA, announced over $6.7 million in Tourism Relief Fund (TRF) support to 53 projects with businesses and organizations across New Brunswick. This is in addition to $6.4 million in previously announced TRF contributions to 53 New Brunswick businesses since the program launched.

Minister Petitpas Taylor showcased six of the new projects from across the province that demonstrate the TRF’s focus on building, upgrading and diversifying innovative tourism products:

·       $500,000 to Metepenagiag Heritage Park Inc. in Red Bank, a modern Indigenous interpretive site, to help enhance products and services.

·       $500,000 to Camping Plage Aboiteau Beach Inc. in Cap Pelé, to establish a glamping resort and attract visitors to one of Canada’s top beaches.

·       $350,000 to the New Brunswick Potato Museum Inc. in Florenceville-Bristol, the French Fry Capital of the World, to revitalize infrastructure and programming to enhance the tourism experience.

·       $166,106 to the Grand Falls Cycling Committee Inc. to improve bike trails throughout the Town of Grand Falls.

·       $99,999 to Salty Towers Inn Ltd. in Saint Andrews to renovate and increase the comfort of visitors to extend their stays in one of New Brunswick’s anchor destination locations.

·       $75,000 to   Second Nature Outdoors Inc.  in Fredericton to purchase new recreational equipment to expand and diversify their small craft water experiences.

Launched in July 2021, the TRF has helped organizations and businesses in the tourism sector upgrade their offering of innovative products and services, enticing new visitors, and reinvigorating the economy. Canada’s regional development agencies have been delivering the $485 million in TRF support.

Quick facts

The Tourism Relief Fund was a $500-million national program to support the tourism sector in Canada, including $485 million for regional priorities administered by Canada’s regional development agencies and $15 million for national priorities administered by Innovation, Science and Economic Development Canada.

A minimum of $50 million of the fund’s budget was earmarked for Indigenous tourism projects. Indigenous communities that rely heavily on tourism were disproportionately affected by the pandemic. 

$48.5 million from the Tourism Relief Fund was allocated to the Atlantic Canada Opportunities Agency to administer in the Atlantic region. 

Launched in July 2021, the Tourism Relief Fund ended on March 31, 2023.

$6.7M in funding for N.B. tourism projects

A federal funding boost for the tourism industry in New Brunswick.

Officials announced $6.7 million on Friday to support a total of 53 projects.

The money comes from the federal government’s Tourism Relief Fund.

“We have so much to be proud of in our beautiful region, and so much to share with visitors,” Ginette Petitpas Taylor, the minister responsible for ACOA, said in a news release.

“As we launch the tourism season, we are reaffirming the sector’s vital importance to our economy, and are committed to helping tourism businesses and organizations in New Brunswick develop the world-class experiences that make Atlantic Canada such a sought-after destination.”

Petitpas Taylor highlighted a handful of the projects to be funded during Friday’s announcement in Fredericton.

Camping Plage Aboiteau Beach in Cap-Pelé will receive $500,000 for a glamping resort. Salty Towers Inn in Saint Andrews will get just shy of $100,000 for renovations.

In addition, Metepenagiag Heritage Park Inc. in Red Bank will get $500,000 for a modern Indigenous interpretive site.

The funding is in addition to $6.4 million previously announced for 53 New Brunswick businesses.

Built Heritage

Grants and other forms of assistance for heritage conservation are available from the federal and provincial governments as well as from not-for-profit organizations and private funders. Each program has specific eligibility requirements and is intended for different purposes.

There are several provincial programs created to preserve, revitalize, and maintain New Brunswick’s historical buildings:

The Community Cultural Places Grant (find the government website and relevant application documents here ):

  • Directed at small communities or communities at risk, who wish to take advantage of their art and heritage.
  • Directed at community-based initiatives to restore, renovate, and re-purpose significant heritage places.
  • Could include museums, halls, lighthouses, churches, streetscapes, squares, or parks.
  • The program will contribute 75% of costs, up to a maximum of $75, 000
  • The program uses the framework delineated in the “Standards and Guidelines for the Conservation of Historic Places in Canada” to evaluate proposals, which can be found here .

The Built Heritage Program   (find the government website and relevant application documents here ):

  • For the rehabilitation of built heritage, that is, buildings and landscapes.
  • Only structures owned, or in a long-term lease agreement, with a not-for-profit organization are eligible. Buildings must be registered provincial or municipal heritage places.
  • Component A will contribute 75%, up to a maximum of $5,000 for conservation expertise and specialization.
  • Component B will contribute 50%, up to a maximum of $50,000 for conservation-related aspects.

The Heritage Place Property Tax Abatement  (find the government website and relevant application documents here ):

  • An incentive for heritage restoration for (primarily) commercial buildings.
  • Eligible properties must meet certain criteria; the property must undergo a significant restoration with construction costs of at least $100,000, or 20% of the assessed value of the property (costs can include interior and exterior).
  • The project must follow the guidelines referred to in paragraph 53(3)(e), see above, of the Heritage Conservation Act . The project also must adhere to the “Standards and Guidelines for the Conservation of Historic Places in Canada”
  • Approved projects will be forgiven a “portion of the net increase in provincial and municipal property taxes resulting from the increase in the assessed value of the property for a four-year period.”

Concert Time Collective: Building a Classical Music Community in Miramichi

Concert Time Collective started in 2021 with three newcomer classical musicians from different places who met in Miramichi and wanted to play music. Natalia Bohorquez (Colombia), Michael diBarry (USA), and Labib Palis (Colombia) started the Concert Time Collective initiative.

During our first summer, we collaborated with the Chatham Public Library in Miramichi to launch our inaugural chamber music series that took place at Elm Park, outside the library, over a month, with a concert happening every weekend. In the summer of 2022, we continued the series with a single performance. Michael returned to his home country, while Natalia and Labib remained in Canada, determined to keep the project alive.

Art creates vibrant communities; our mission is to make music happen, regardless of the circumstances or the place. While smaller rural communities may lack concert halls and diverse venues designed for chamber music concerts, a music venue can be anything – a park, a café, a theatre – and it is our goal to contribute to Miramichi’s diverse culture by transforming everyday places into concert venues, creating concert opportunities for our new hometown and advancing our music careers without having to relocate to bigger urban centers.

In 2023, the project began to evolve: we wanted to foster our community’s growing appreciation for chamber music by bringing in classical musicians and ensembles from all over New Brunswick. We started to feel the need for Concert Time to be more than a summer project. We envisioned a year-round programming to become part of Miramichi’s music culture. We started to play music together more regularly and organized concerts at home or in local cafes and eventually we realized we wanted to make a bigger impact. This led us to apply for our first artsnb grant.

Funding from artsnb was crucial in the development of Concert Time Collective . artsnb funding has been crucial to the development of Concert Time Collective . Thanks to a Professional Development grant from the Career Development program, we were able to have the concerts documented so that we could promote them. In addition, part of this grant was used to design a logo for our project, Concert Time Collective. Designed by Pantera Studio, our logo makes reference to our string instruments, the Miramichi River, and the beautiful natural spaces of Miramichi. Colourful and charming, our logo is designed to present classical music in an engaging and carefree way.

In our quest to present music creatively, we partnered again with the Chatham Public Library in 2024 to apply for an Artist in Residency grant to develop a project called “Music and Storytelling.” In this project, we combined music, literature, and theatre in an interactive concert series. We developed four interactive concerts, each featuring a different string instrument. Each concert had its unique charm: the first explored literature and story writing through music, the second enhanced stories with instrumental sounds, the third provided soundtracks for different tales, and the last involved readings and creating a script for a musical comedy. This project, running from May 11th to June 1 st , 2024, left us with a script for a musical comedy which we plan to bring to life again.

Miramichi is a growing city. Over the past years, we have seen more and more immigrants arriving, looking for new activities and events, hoping to make this place feel like home. Many express a sentiment of nostalgia for the variety of events in bigger cities. Through our music, we hope to contribute to the fulfillment of this need, to diversify the cultural offerings in the city, to create musical experiences where new connections are made, and to help others feel that Miramichi can be their home too.

On the other hand, loans are usually provided by banks or other financial institutions , and borrowers are required to pay back the loan amount along with interest . The loan terms depend on the lender, and the interest rate can vary depending on the borrower's creditworthiness and other factors. While some government loan programs exist, most loans are provided by private financial institutions.

Who Is Eligible for New Brunswick Business Grants?

That's a very common question!

While grants are available for entrepreneurs and business of many different backgrounds and industries, there are a few eligibility criteria that are most common:

  • 1 Incorporation . While grants do exist for sole proprietorships and partnerships, there are many more funding programs that require a business be incorporated.
  • 2 In business for two (or more) years . As mentioned previously, there are many programs for new businesses (i.e. startups) in New Brunswick - but many of those programs offer "in-kind" support (e.g. mentorship) rather than cash. Provincial and municipal leaders planted shovels in the dirt during a groundbreaking ceremony in front of the New Brunswick museum to declare the beginning of its construction phase.  Saint John Mayor Donna Reardon, speaking at the announcement, said the moment marks a historic chapter in the city and the province.  "The economics of this project cannot be understated," she said. Valued at $130 million, Reardon said it will be the largest construction project in the city. "By bringing together government support at all levels, we have ensured that this museum will not only be a cultural hub, but also a driver of economic growth for our city and the province," she said. Reardon, along with Premier Blaine Higgs, MP Wayne Long and representatives of the museum and the EllisDon construction group, made the announcement Monday morning.

Construction set to begin on N.B. Museum after groundbreaking ceremony

The New Brunswick Museum revitalization project will partially rebuild and expand the historic building in Saint John. It will also upgrade the city's parking and pedestrian infrastructure, with a new snow-ban lot for winters and upgraded sidewalks in the area. Other upgrades will include turning the Douglas Avenue and Bentley Street crosswalks into "lighted crosswalks" and an extension of Harbour Passage, a trail that connects the west side and north end with the uptown.

Speaking with media following the announcement, Higgs said potential changes to the provincial government in the upcoming provincial election won't cause any changes to the funding already committed to the project. "The federal portion is fully committed and the [museum board] is seeking private investments now. So it is sealed, signed and delivered," Higgs said.

Construction to begin soon but no set date 

The EllisDon company will oversee construction. Shaun Stiles, the group's senior vice-president and area manager for the Atlantic region, said construction is expected to begin soon.  "They don't have an exact date, but the tender package is out now for demolition," he said.

Work on the museum is expected to take roughly two and half years, according to the province's media release. Stiles said residents should expect some standard noise disruptions. "It's a big project … we're in a few years of construction, so there will be noise, there will be dirt and debris," he said. "But we're used to doing stuff like this in residential areas. So we'll do our best to keep it down to a minimum."

Stiles says construction times will likely be between 7 a.m. and 3 p.m. and that he does not foresee significant traffic disruptions. 

Last year, the owners of five privately owned properties near the museum site were sent buying offers by the provincial Department of Transportation and Infrastructure. The houses will be demolished to make way for the museum's parking infrastructure.

Stiles said all houses in the museum's construction path have been vacated.
