The overall disruption in the tourism sector brought about by COVID-19, provides an opportunity to redefine and recalibrate the direction and narratives of tourism investments for a more sustainable future for the People, the Planet, and prosperity.  

This  World Tourism Day 2023 , the  UNWTO ,  under the theme “Tourism and green investment” highlights the need for more and better-targeted investments for the  Sustainable Development Goals , the UN roadmap for a better world by 2030. Now is the time for new and innovative solutions, not just traditional investments that promote and underpin economic growth and productivity.

How tourism should invest to contribute to the SDGs

The possibilities of strategic investment for this triple dimension are immense:

For the People by investing in education and skills

Looking ahead, the global tourism workforce will require millions of hospitality graduates annually between now and 2030 and a further 800,000 jobs a year will require specific vocational training. For these reasons, we need to invest in people, as they are the foundation of tourism so that all those who wish to be part of the sector have the same opportunities to access quality tourism training, anywhere in the world.

For the Planet by investing in sustainable infrastructure and accelerating green transformation

Looking into the future, the need to reduce emissions provides an investment opportunity of $24.7 trillion in the green buildings sector of emerging market cities by 2030, in which hotels, resorts, and restaurants account for $1.5 trillion. In addition, tourism faces a lot more investment opportunities related to new solutions and technologies to decarbonize the sector as well as to ensure climate-resilient infrastructure through adaptation solutions.

For Prosperity by investing in innovation, technology, and entrepreneurship

Digitalization and innovation programs are a strategic priority to support particularly young people and women, which are critical to upskill the tourism sector’s workforce. Moreover, the global need to increase investments in programs that support and incentivize entrepreneurship and generate opportunities for innovations is highly need it in the tourism sector.

In order to succeed, let’s make this World Tourism Day a call to action to the international community, governments, multilateral financial institutions, development partners, and private sector investors to unite around a new tourism investment strategy .

What is the Glasgow Declaration?

The Glasgow Declaration is a compromise to accelerate climate action in tourism and to secure strong commitments to support the global goals to halve emissions over the next decade and reach Net Zero emissions as soon as possible before 2050. Over 450 organizations have become signatories of this declaration.

Did you know?

  • Tourism employs one in every ten people on Earth.
  • Tourism in rural areas can particularly benefit traditionally disadvantaged groups such as women - who make up 54% of the workforce in the tourism sector compared to 39% for the whole economy - youth and Indigenous people.
  • In emerging destinations, 50% of young people are unable to work in tourism due to a lack of opportunity, resources, or access to academic training.

World destinations welcomed 22% more international tourists in the third quarter of 2023 compared to the same period last year, reflecting a strong Northern Hemisphere summer season (UNWTO Tourism Barometer November 2023 – Press Release) .

An estimated 975 million tourists travelled internationally between January and September 2023, an increase of 38% over the same months of 2022, though 13% fewer than in 2019 (UNWTO Tourism Barometer November 2023-Excerpt) .

Overall, tourism recovered 87% of pre-pandemic levels in January-September 2023. That puts the sector on course to recover almost 90% by the end of the year. And international tourism receipts could reach USD 1.4 trillion in 2023, about 93% of the USD 1.5 trillion earned by destinations in 2019 (UNWTO Tourism Barometer November 2023 – Press Release) .

Asia and the Pacific reached 62% of pre-pandemic levels this period due to slower reopening to international travel. However, performance among subregions is mixed, with South Asia recovering 95% of pre-pandemic levels but North-East Asia only about 50% (UNWTO Tourism Barometer November 2023 – Press Release) .

According to Trip.com, global search results for inbound travel to China have significantly improved in Q3 2023 by nearly 40% compared to Q2. In terms of Chinese outbound travel, hotel and air ticket reservations made have already recovered 80% of pre-pandemic levels in Q3. This show signs of gradual recovery of cross-border traffic further to China’s reopening of borders early this year. On 24 November, China announced a unilateral 15- day visa-free entry policy for holders of ordinary passports from France, Germany, Italy, the Netherlands, Spain, and Malaysia, during the period from 1 December 2023 to 30 November 2024 (UNWTO Tourism Barometer November 2023-Excerpt) .

International tourism is well on track to fully recover pre-pandemic levels in 2024 despite economic challenges such as high inflation and weaker global output, as well as important geopolitical tensions and conflicts (UNWTO Tourism Barometer November 2023 – Press Release) .

NTTO Releases International Travel Statistics for 2023

December 2023 Air Passenger Travel

  • International Visitor Arrivals of 66.5 million Increased 31% from 2022.  
  • Overseas Visitation to Four States/Territories Exceeded Visitation in 2019.

International Visitor Arrivals to the United States in 2023

Total international visitor arrivals 1 of  66.5 million in 2023 increased 15.7 million (+31%) from 50.8 million in 2022 to a level 84% of the 79.4 million arrivals in 2019.

Annual international arrivals from 2000 to 2023 covering all countries and world regions are available on NTTO’s  ADIS/I-94 Visitor Arrivals program page or can be downloaded here .

NTTO’s latest forecast expects international visitor arrivals to surpass pre-pandemic 2019 levels in 2025 with 85.2 million.

Major Characteristics of Overseas Visitors to the United States from the Survey of International Air Travelers (SIAT)

New York was the most-visited state by overseas travelers in 2023, up from #2 in 2022, followed by Florida and California.

New York City was the most-visited city by overseas travelers in 2023, followed by Miami and Los Angeles.

2023 overseas visitation to the following U.S. states/territories surpassed visitation in 2019: Puerto Rico (+85%), Tennessee (+15%), Texas (+7%) and Georgia (+5%).

U.S. Citizen Departures from the United States in 2023

Total U.S. citizen departures 2 of  98.5 million in 2023 increased 17.6 million (+22%) from 80.8 million in 2022 to a level 99% of the 99.7 million arrivals in 2019.

Travel Trade Statistics

Spending by international visitors to the United States (travel exports) totaled $213.1 billion in 2023, an increase of $47.6 billion (+29%) from $165.5 billion in 2022 to a level 89% of travel exports in 2019. Travel exports accounted for 7.0% of total U.S. exports of goods and services in 2023, up from 5.5% in 2022.  Travel exports supported 1.6 million U.S. jobs in 2023 3 .

Spending by U.S. residents abroad (travel imports) totaled $215.4 billion in 2023, an increase of $53.5 billion (+33%) from $161.9 billion in 2022 to a level 17% above travel imports in 2019.

Travel yielded a $2.3 billion trade deficit in 2023.

NTTO Releases New Data Visualization Tool

NTTO is releasing a Country Profile Monitor, which includes annual visitation, traveler characteristics and economic impact of travel to the United States for 71 countries.

In celebration of manila bulletin’s 124th anniversary theme of ‘newsmakers of the year,’ we look back at tourism accolades bestowed upon the philippines in 2023, as led by the department of tourism.

2023 proved to be a remarkable year for Philippine tourism, surpassing the target international visitor arrivals and reaching the five-million mark before year-end. Under the leadership of the Department of Tourism, the country earned numerous accolades from prestigious travel institutions, including the World Travel Awards 2023 (WTA) held at Burj Al Arab in Dubai, UAE, in December.

The Philippines was honored with the inaugural Global Tourism Resilience Award, acknowledging the country's demonstration of “global leadership, pioneering vision, and innovation to overcome critical challenges and adversity.” Being one of just five countries acknowledged for this award, the Philippines sets the standard for best practices in tourism resilience.

In addition to this significant recognition, the Philippines was once again honored as the World's Leading Dive Destination, World's Leading Beach Destination, and World's Leading City Destination for Manila City.

Tourism Secretary Christina Garcia Frasco expressed joy over these accolades, stating, “We are elated and grateful that Philippine tourism continues to soar to global prominence with tourists declaring their love for the Philippines as the undisputed World’s Leading Beach Destination and World’s Leading Dive Destination, and now World’s Leading City Destination, Manila.”

Frasco continued, “Receiving the Global Tourism Resilience Award is also especially meaningful as this is an affirmation of all the hard work done in the past year to strengthen the pillars of tourism development through convergence and collaboration toward the tourism transformation envisioned by our President Ferdinand Marcos, Jr. These accolades are as much a source of Filipino pride as they are a testament to the enormous contribution of tourism to the Philippine economy and global standing.”

Condé Nast Traveler Top Readers’ Choice Awards cited Boracay as the third top island destination in Asia, while Palawan, and Siargao ranked sixth and tenth, respectively. Meanwhile, TripZilla, the prominent digital travel company in Southeast Asia, bestowed the Destination of the Year Award upon the Philippines, recognizing the country not only for its popular tourist destinations but also for its hidden gems and under-the-radar spots. Also, the Sustainability Leader of the Year for Asia title was given to the Tourism Promotions Board (TPB), an agency affiliated with the DOT entrusted with marketing and promotions.
