Flying coach: Many universities are using private planes

BOSTON -- Once seen as a luxury of the corporate world, private planes are becoming increasingly common at U.S. colleges and universities as schools try to attract athletes, raise money and reward coaches with jet-set vacations.

Some schools spend millions of dollars a year flying their coaches and executives on scores of trips around the country, and some pass the cost on to students and taxpayers.

The Associated Press requested documents from dozens of public universities and found that at least 20 own or share ownership of planes for school business, often employing a few full-time pilots to fly them. Many others charter private flights through outside companies.

Flight logs show that, at times, the aircraft are used for purposes unrelated to university business.

At Ohio State University, which leases one plane and partly owns another, football coach Urban Meyer and members of his family took 11 personal trips last school year, including a vacation in Florida, a weekend getaway to Cape Cod and a spring break in South Carolina. The university's cost: $120,000. Add Meyer's 15 recruiting trips in the same planes during that period, and the price tag jumps to more than $350,000.

Meyer declined to comment.

Some private colleges, which aren't subject to open-records laws, also own planes.

Colleges defend the costs, saying coaches and top administrators need to travel more than ever, while commercial airlines are offering fewer flights. Some say it's economical for officials who often fly on short notice or to towns that are far from a major airport.

But some critics condemn such spending as a luxury at a time when tuition continues to rise.

"The students are paying for it or the taxpayers are paying for it, and it's usually the students," said Richard Vedder, an economist and director of the Center for College Affordability and Productivity in Washington, D.C.

Universities often use planes for athletic recruiting, mostly football and basketball, and to shuttle administrators on trips to woo donors or lobby lawmakers.

Some of the nation's largest schools, such as Penn State and the University of Texas, own planes, as do many smaller schools, including the University of Wyoming and the University of Central Missouri.

The price for a private plane usually reaches into the millions, climbing as high as the $8.4 million that the University of Florida's athletic association paid for an eight-passenger jet in 2011. Then there are operating expenses such as fuel and maintenance, which at Ohio State cost $1.6 million last school year.

Each flight often averages more than $1,000 an hour, far exceeding the cost of a commercial flight.

Purdue University, for example, sent a plane to Providence, Rhode Island, last year to bring alumnus and former NFL lineman Matt Light to Indianapolis for an athletics meeting and then flew him back, at a cost of $15,000. A commercial flight between those cities typically costs less than $400 round trip.

The University of Kansas chancellor and two staff members were flown to the NCAA basketball tournament in Louisville, Kentucky, for $10,000 last year. Officials at the University of Tennessee routinely fly between Knoxville and Nashville, a drive of less than three hours.

"With our executive administration, their time is valuable enough that certainly the plane use is warranted," said Ron Maples, interim treasurer for the University of Tennessee. He added that the school's yearly spending on flights, about $700,000, is "hardly a blip" in the overall budget.

Costs for chartered flights can add up fast, too. The University of Minnesota doesn't own a plane but spent $2.9 million chartering flights last year.

To some critics, big spending on airplanes is fine as long as taxpayers don't foot the bill. And some schools, including Ohio State, say private donations and athletic revenue pay for flights. But at many, such as Kansas and Tennessee, they are covered by budgets that include tuition and tax dollars.

"If they're being funded by taxpayers at all, it falls outside the lines of what's proper and ethical, in my opinion," said Lawrence McQuillan, a senior fellow at the Independent Institute, a conservative think tank in Oakland, California. "Some of this is just personal vacations, which to me is completely improper for taxpayers to fund."

Private flights have also become a perk used to draw coveted coaches. At the University of Oklahoma and at Ohio State, among many others, top coaches and their families are given yearly shares of flight hours that can be used for vacations and other personal trips.

Three coaches at Ohio State topped $220,000 in personal trips last school year, records show, with destinations including Las Vegas and Marco Island, Florida.

"It's where the market is now from a compensation standpoint," said Martin Jarmond, the executive associate athletic director at Ohio State. "Coaches have families, too. They've got ballgames they need to get back for. They have important things they need to do outside of the job."

Colleges say they regularly audit their flight records to monitor for misuse, but some shield travel information from the public.

At the University of South Florida, spokeswoman Lara Wade said the flight logs for the school's plane do not have to be released because the aircraft is owned by an outside company.

Penn State said it owns two planes used by senior officials but would not provide records because the school is mostly exempt from the state's public disclosure laws.

"Many universities, including those within the Big Ten, have planes," Penn State spokeswoman Lisa Powers said in a statement. "It is not uncommon for major research universities with a statewide, national and international profile."

As some colleges add planes, others are scaling back or reconsidering their flight programs.

Last year, the University of Minnesota found that men's basketball coach Richard Pitino had overspent his budget for chartered flights by more than $200,000 over three years. Since then, the school has hired a new athletic director whose job will partly be to rein in the budget.

Iowa State University president Steven Leath, a pilot, acknowledged last year that he used a school plane for trips that mixed personal and university business, a practice that came to light after he damaged the aircraft in a hard landing. Iowa State has decided to sell one plane and is reviewing whether to continue using another.

Other schools say they simply have little need for private planes. The University of California at Los Angeles sometimes charters flights for sports teams, but not for recruiting or for executive travel.

"Purchasing a private airplane does not best serve our student-athletes," spokesman Tod Tamberg said.

This Semi-private Jet Company Makes Luxury Air Travel As Affordable As Flying Economy

Everything you need to know about flying on semi-private air carrier JSX.

We're pretty sure absolutely no one enjoys slogging through an airport, particularly when there are long lines at check-in and security. But what if we told you there was a way to skip all that hassle? Flying on the semi-private air carrier JSX means you'll get all the conveniences of flying private — including skipping standard airport security  — for prices that are often similar to (or lower than) first class on domestic flights. If you haven't yet flown with JSX, here's everything you need to know about the experience, from the airports the company serves to the in-flight benefits.

How Does JSX Work?

JSX is an air carrier that offers semi-private air travel. When it comes to booking, it's not at all different than booking a commercial flight on a major U.S. airline. JSX has a regular schedule of flights between different cities, and you book by the seat. The major difference lies in the pre-flight and in-flight experience. For starters, JSX operates out of fixed-based operators (FBOs), or private jet terminals, which means that security is not handled by the Transportation Security Administration (TSA). Security measures are typically invisible, so you usually don't need to get in a long line to pass your bags through an X-ray machine, then go through a metal detector or body scanner. Instead, you just speak with a check-in agent briefly and head for the lounge, which is why you only need to show up 20 to 40 minutes before your flight. Then, there's the fact that JSX flies small regional jets with all-first-class configurations, so there are no crowded and uncomfortable economy seats. The experience is more like flying private, though you (probably) won't be alone with your party on the plane.

What Aircraft Does JSX Fly?

JSX has a fleet of Embraer ERJ-135 and ERJ-145 aircraft, each of which seats 30 passengers in 1-2 and 1-1 configurations, respectively. Each spacious seat has first-class-style legroom (read: plenty of it). Passengers who book the more affordable Hop On fare will have to pay for a seat assignment, whereas those who book the All In fare can choose their seat for free.

What Is the JSX In-flight Experience Like?

Snacks and drinks, including alcoholic beverages, are provided free of charge to all passengers. There's also complimentary Starlink WiFi on board — JSX was the first air carrier to implement the service into its fleet, and it's available from the second you board to the second you land, so there's no waiting to reach 10,000 feet before it kicks in.

Where Does JSX Fly?

JSX is primarily a West Coast operator flying all across California, as well as to Nevada, Arizona, New Mexico, and Colorado, but the carrier is currently expanding its route network. It now flies from Westchester County (HPN) in New York to both Orlando (MCO) and Miami (MIA), as well as to cities across Texas. Dallas (DAL) even serves as something of a hub for JSX, as it connects its East and West Coast operations. What Is JSX's Pet Policy?

JSX is a pet-friendly air carrier, allowing dogs and cats that can fit in an under-seat carrier to fly for free. For larger dogs up to 79 pounds, passengers can buy an adjoining seat (though your dog must sit on the floor in front of it).

What Are the Baggage Allowances on JSX?

All passengers are permitted two checked bags up to 50 pounds each, plus one personal item that can fit underneath the seat in front of you. Passengers who book an All In fare receive an additional checked bag of up to 50 pounds. There are no overhead bins on JSX aircraft, so you can't bring larger carry-on suitcases — those must be checked into the cargo hold. But rather than dropping your bags on a conveyor belt and hoping they make it through the airport and onto your aircraft, JSX staff handle your baggage directly, bringing it right to your plane. After the flight, the bags are brought out planeside for easy pick-up. (That's right, there's no waiting at baggage claim.)

How Much Does JSX Cost?

One-way fares can start as low as $179, but the price fluctuates based on the route, the day of the week, the time of day, and the fare class, among other variables. (There are just two fare classes: Hop On and All In, the latter of which includes advance seat assignments, an extra checked bag, and waived change and cancellation fees.) More typically, you can expect to pay in the $200 to $500 range for most flights. Some of the most popular routes, such as Westchester to Miami in the winter, might cost around $850 each way — or sometimes even higher.

Does JSX Partner with Other Airlines?

JSX has partnered with United and JetBlue to offer passengers some mileage awards. United MileagePlus Members will earn award miles based on a percentage of the distance flown, which is determined by fare class. (They will not, however, earn toward elite status.) Passengers who input their JetBlue TrueBlue members will receive 150 TrueBlue points per flight for Hop On fares and 250 TrueBlue points per flight for All In fares.

What Makes JSX More Convenient Than Traditional Commercial Airlines?

By choosing JSX, passengers can enjoy a hassle-free flying experience with all the comforts of private air travel — at similar prices to first-class seats on a traditional commercial airline. Passengers only need to show up about 20 minutes before their flight, and they get to skip the annoyances of full TSA security measures. Plus, small pets can travel free, alcoholic beverages are free, and checked bags are included in the fare.

FAA Says It Has Not Approved United’s New Routes or Planes — United Says It’s Clear to ‘Begin the Process’

The FAA says it has not approved new planes and routes for United, but the carrier said it has been cleared to begin the process of resuming certification activities.

The Federal Aviation Administration said Thursday that it had not approved United’s ability to launch new routes and planes and that the carrier was still under a safety review. However, United said in an employee memo it had been cleared to begin the process for resuming certification activities.

“The FAA has not approved any expansion of United Airlines’ routes or fleets,” the FAA said in a statement to Skift. “The Certificate Holder Evaluation Program that the FAA is conducting for United is ongoing and safety will determine the timeline for completing it.”

United said earlier that the FAA had told it on Wednesday that it could start the process of resuming certification activities, which include adding new routes and planes, according to a memo the carrier sent to employees that was seen by Skift. 

“Today, we got some good news: after a careful review and discussion about the proactive safety steps United has taken to date, our FAA Certificate Management Office has allowed us to begin the process of restarting our certification activities, including new aircraft and routes, and we will continue to coordinate closely with the FAA,” the memo read.

An FAA spokesperson said the agency is requiring FAA personnel to be present when United conducts inspections of newly delivered aircraft that are set to replace older ones. 

The federal agency increased its oversight of United following a series of widely reported safety- and maintenance-related incidents in March. Due to the review, United had to postpone new routes between Newark and Faro, Portugal and Tokyo and Cebu, Philippines. 

In the memo, United stopped short of saying the safety review was complete. 

“Importantly though, our work with the FAA continues,” the memo read. “There is more work to do, and we remain open to their perspective on things that can make us an even safer airline. That means we will continue to see an FAA presence in our operation as they review our work processes, manuals and facilities.”

Due to the spate of incidents, United CEO Scott Kirby sent a letter to passengers in March, in an attempt to reassure them that safety was its highest priority.

Kirby said in the letter that United would host an extra day of in-person training for pilots, along with a centralized training curriculum for newly hired maintenance technicians.
