Why the Belize Tourism Board's Response to COVID-19 Is One to Emulate

Belize has some of the most restrictive visitor safety measures in the Caribbean

Tourism is vital to Belize’s economy. According to the World Travel and Tourism Council, it makes up approximately 41 percent of Belize’s GDP and provides just over 37 percent of direct and indirect tourism-related jobs. In 2019, the country reported 503,177 overnight visitors, up 100 percent since 2010.

But Belize was among the last group of Caribbean destinations to reopen when it began welcoming visitors back to its shores on Oct. 1, 2020. Although its international airport was initially scheduled to reopen on Aug. 15, 2020—after successfully squashing the pandemic for over 50 days—that plan quickly changed when cases reappeared. The number of active COVID-19 cases in the country now stands just over 1,000, with the Orange Walk District leading (primarily due to porous borders with Mexico), followed by the Belize District, which includes the popular island escape, Ambergris Caye.

In an attempt to protect its small population of 400,000 while bringing back tourism to safeguard its economy, Belize has put in place some of the most restrictive visitor safety measures in the Caribbean. With a “tourism safe corridor;” “Tourism Gold Standard” certification program for hotels, tour operators, and attractions; and comprehensive Health & Safety guidelines for visitors to follow, the government continues to balance public health during its “Phase 3” reopening. Considering that Belize’s GDP was valued at $4,815 per capita in 2019 —over $60,000 less than that of the U.S.—it stands to reason that the Caribbean country provides a strong set of standards for the U.S. and other countries to emulate. 

Tight Pre-Entry Protocols

At least three days before their flight, travelers wishing to enter the country need to download the Belize Health App —used for daily health monitoring and contact tracing in case of infection—and fill out the information before their departure date. The app issues a unique QR code that they can present to the airline when checking in for their flight.

At Belize’s International Airport, arriving passengers then go through seven checkpoints before being escorted directly to their pre-booked “Gold Standard” certified hotel. While optional, they can present a negative PCR test taken within 72 hours of boarding to be “fast-tracked” through the airport on arrival, although they might still be selected for secondary testing. Those who don’t have a PCR test can receive a $50 rapid test at the airport, after which they will have to wait for results at their hotel.

Should a visitor turn out to be positive at the airport, they will be taken to a designated hotel in Belize City or a government facility for a mandatory, minimum 14-day quarantine at their expense. 

A Tourism Safe Corridor: “Gold Standard” Certified Hotels and Tour Operators

On Oct. 1, Belize introduced its “tourism safe corridor,” a network made up of “ Tourism Gold Standard ”-certified hotels, restaurants, tours, and attractions that had been approved to welcome tourists while keeping them on a monitored travel track during their vacation. Travelers were not allowed to leave their hotel grounds unless they were on a certified tour, and they were required to wear a “safe corridor” wristband.

However, as of Oct. 19, the “ tourism safe corridor” restriction is optional ; visitors are otherwise free to move around in Belize, although they still must use Tourism Gold Standard-certified providers for tours and hotels. Whereas previously visitors could only be taken to and from their hotel by an authorized driver, car rentals are now permitted; those who choose to rent will be asked to submit a clear itinerary, and their car will have an installed GPS tracking device.

To receive Tourism Gold Standard certification, businesses had to go through a nine-step program to confirm that they were equipped and abiding by established safety protocols and guidelines developed by the Belize Ministry of Tourism, in collaboration with the Ministry of Health.

The requirements of the nine-point checklist include appointing a Gold Standard Program Manager, implementing guest monitoring with temperature checks, ensuring local distancing protocols are observed for staff and visitors, enhanced sanitization and cleaning procedures, installing sanitization stations, and having a response plan in place in case of a suspected COVID-19 case.

“We had to identify anything [in the hotel] that could be touched by more than one guest and make modifications,” said Barbara Hall, Vice President of the Belize Hotel Association and co-owner of the Tourism Gold Standard-certified beachfront Belizean Nirvana boutique hotel in Placencia Village. “When you arrive, we sanitize your luggage, and you will be escorted immediately to your suite. We used to have an information guide in the room - now when I confirm your reservations, I send you an e-guide, which explains all the hotel’s procedures, including wearing a mask at all times, as well as your restaurant and tour options.”

So far, just over 100 hotels have been approved to reopen to visitors, which the Belize Tourism Board has placed on a continuously updated list. Other standard national health protocols in the country include mandatory mask-wearing in public and observance of social distancing in public spaces. Hotels will also be in charge of organizing and managing their guests’ activities daily, either on-site or with a “ Tourism Gold Standard” certified tour operator .

“It’s good for the Toledo District to have independent tour operators, not only tour operators who are attached to a hotel,” said Bruno Kuppinger, a veteran independent tour guide and owner of Toledo Cave Adventures . “More are coming: It’s a lot of paperwork and some financial investment to buy all that’s needed to make sure you can protect yourself and the visitors.”

The process for licensed tour guides is similar to hotels; they must also observe a one to 15 ratio of tour guides to visitors. “It’s a new norm. Under this current Phase 3, we could go to an archaeological site, for example, but we have to make an appointment with the park ranger to make sure there aren’t other people there,” said Kuppinger, who recently received his Tourism Gold Standard certificate. “We don’t have to wear masks once we’re hiking outdoors. But if not from the same hotel, we wear masks if we can’t guarantee six feet of distance. Inside the vehicle, everyone must wear their masks. We provide all the sanitizers and wipes and masks.”

While archaeological sites are open and caves and offshore marine excursions, cultural experiences in Mayan communities remain closed for now. 

Enjoying Belize’s Outdoors Amid COVID-19

Known for its dedication to environmental preservation, Belize has won praise for many initiatives in recent years. In 2018, the Belize Barrier Reef was removed from UNESCO’s List of World Heritage in Danger, and a countrywide grassroots campaign halted oil companies from drilling offshore. In January 2020, just before the global pandemic, a single plastic and styrofoam use ban was turned into legislation .

As in other parts of the world, however, the absence of tourism has negatively affected Belize’s conservation efforts and wildlife. “We’re having an increase in hunting and logging,” said Amanda Burgos-Acosta, executive director of Belize Audubon Society. “In St. Herman’s, we had signs of hunting. Behind St. Herman’s, that forest connects to the whole Maya Mountain Massif. The pressures are there, [because] people don’t have jobs.”

Meanwhile, the Belize Audubon Society is preparing to reopen Cockscomb Wildlife Basin Sanctuary or Jaguar Preserve to Tourism Gold Standard tour guides and their customers, which they expect to happen any day now. “At least 50 percent of our income is from tourism,” Burgos-Acosta said. “We’ve put in COVID-19 measures and put in place standard operating procedures for all of our staff. We have three different meet-and-greet palapas, and your group cannot be larger than 10.” 

Supporting Belize as a Visitor

From medicinal rainforests and caves ideal for hiking to snorkeling and diving off its 180-mile long Reef, Belize will likely top destination lists as travelers safely seek out the outdoors, away from large crowds. But whether you’ll be able to enjoy these spaces in absolute freedom, however, will depend on the pandemic’s progress.

Moldova to Benefit from Better Roads and Enhanced Border Crossings with World Bank Support

CHISINAU, April 29, 2024 — The World Bank’s Board of Executive Directors approved today a $105.98 million financing package to the Republic of Moldova for the Moldova Rural Connectivity Project (MRCP) , which will support the country to improve climate-resilient road connectivity in rural communities, enhance road transit through border crossings with Romania and respond promptly and more effectively to crises and emergencies.  

MRCP will finance the rehabilitation and upgrading of approximately 95 km of three priority local roads with climate-resilient design to improve reliable, all-weather connectivity to markets, schools, health, and other social and economic centers. The works include road safety measures in the proximity of schools and settlement areas. Works will also include non-motorized transport infrastructure along and adjacent to roads. Construction works will be complemented with road safety educational and informational campaigns with the aim to raise awareness and educate the public about road safety measures and practices.

Another component of the project is to improve the functionality of the Border Crossing Points (BCPs) between Moldova and Romania. A new road BCP will be constructed at Ungheni with modern customs processing, weighting and scanning facilities. Modernization of Giurgiulesti and Leuseni BCPs is also part of the project.  

“Local roads are essential for rural Moldova, as farmers need roads to market their products, children, and teachers to travel to school, and the elderly to visit healthcare centers,”  said I nguna Dobraja, World Bank Country Manager for Moldova .  “Improving roads leads to lower transport costs and greater accessibility, including in areas adjacent to border crossing points, which opens doors to more international trade.” 

MRCP is expected to directly benefit around 42,000 people, 133 businesses, 27 health facilities, and 84 schools located along rural road corridors selected for rehabilitation. The project is also expected to facilitate between 350,000 and 400,000 heavy goods shipments per year. Benefits will primarily accrue to shippers in Moldova, Ukraine, and Romania whose goods are transiting into, out of, or through Moldova’s road border crossing points. Economic benefits will include reduction in truck and car wait time, increased trade, and a reduction in GHG emissions.

Since Moldova joined the World Bank in 1992, over $2.1 billion has been allocated to more than 70 operations in the country. Currently, the World Bank portfolio includes 13 active projects with a total commitment of US$742.9 million. Areas of support include regulatory reform and business development, modernization of government services, tax administration, land registration, education, roads, health, and social sectors, including the COVID-19 emergency response, agriculture, water and sanitation, and energy.

The Hon. Anthony Mahler has served in a management capacity in the public and private sectors and has led teams which have spearheaded campaigns and policies. He has a Master’s Degree in Business Administration from the University of Phoenix where he majored in Global Management, and a Master’s Program Graduate Certificate in Financial Analysis from the Devry, Keller School of Management. He also attained a Certificate in Strategic Management from Tuck Institute at Dartmouth.

Mrs. Nicole Solano has worked in the tourism public and private sectors, with over twenty years of experience in the travel industry. She has held the roles of Director of Marketing & Public Relations at the Belize Tourism Board, as well as Executive Director at the Belize Tourism Industry Association. Her first job in tourism was at Kitty’s Place Beach Resort (now Los Porticos Villas) in Placencia before taking on positions in the areas of Human Resources, Sales, and Marketing at the Radisson Fort George Hotel & Marina. In recent years, she has worked with tourism and corporate clients in her capacity as Managing Partner at Idea Lab Studios. She comes with a strong familiarity with the Belize tourism product, and is well versed in regional and international tourism policy and strategy through extensive experience in working with the Caribbean Tourism Organization, the Central American Tourism Integration System and Mundo Maya. CEO Solano also has held a seat on the Board of Administration of the Belize Volleyball Association in a voluntary capacity since 2017, and has participated at regional meetings of AFECAVOL and NORCECA.

Is this the best option for travelers with mobility devices?

Chris Ricci can walk only short distances at a time, but he has traveled the world on his scooter.

The 57-year-old U.S. Army veteran has limited mobility stemming from a foot injury he sustained in the 1980s and related complications has found cruises an accessible way to explore destinations like Alaska or the Caribbean. Just this month, he, his wife and friends took a week-long Royal Caribbean International cruise to Belize, Honduras and Mexico.

Ricci, who is based in Lakeland, Florida, simply had to drive to Tampa to board the Enchantment of the Seas. “I think it’s pretty easy,” he told USA TODAY. They booked an accessible stateroom for the first time, too.

“It was really big,” said Ricci, who chronicles his cruises and other travels on his YouTube channel, Scootin Around the World.  “I had no problem getting the scooter into the room.”

Cruise ships can offer guests who use mobility devices an accessible, streamlined way to travel. But some extra planning can go a long way toward ensuring the trip goes smoothly. Here’s what to know.

How this adult-only cruise line integrated accessibility into its experiences

Do cruise ships have accessible staterooms for mobility devices?

Cruise lines do offer accessible staterooms, but they’re not all the same. “Make sure that you have the accessible room that's best for you,” said Joy Burns, organization and PR manager at accessible travel booking platform Wheel the World .

For instance, some staterooms may be better suited to motorized wheelchair users, but the setup may not be conducive for passengers who use other kinds of devices, according to her husband, Bert, who has been paralyzed since 1982 and has taken more than 20 cruises.

“If I got a wheelchair-accessible room that's made for a power wheelchair with a Hoyer lift, the bed’s up real high,” he said. “I can’t transfer with a high bed. I use a manual wheelchair, so I’m down low.”

Standard staterooms may also be able to accommodate mobility devices, but guests should familiarize themselves with cruise lines’ requirements.

Passengers booking a standard cabin on Carnival Cruise Line ships must have devices that can fit through a 22-inch-wide doorway, according to its website . The devices must also fold and collapse to allow for safe exit from the room (passengers cannot store mobility devices in corridors or public spaces).

“Guests who bring scooters that are larger than 21" (53.34 cm) wide, or travel with multiple scooters in the same stateroom, must purchase a fully accessible stateroom with a wider doorway (32”, 81.3 cm), or rent a smaller scooter appropriately suited for their stateroom,” the line said on its website. “Guests may be required to have their scooters sized at the time of check-in to ensure it fits in the stateroom.”

Major cruise lines typically have accessibility departments that can help guests navigate the process, according to Sylvia Longmire, an accessible travel writer who runs the blog and travel brand Spin the Globe .

“Talk to the accessibility department to ask the questions and let them know what kind of equipment you're bringing if you're bringing your own stuff,” said Longmire, who has multiple sclerosis and has taken over 30 cruises, most of which have been with a scooter or wheelchair. “Let them know what your ability or disability is, what your level is, what your accessibility requirements are. And that way, they can tell you what kind of cabin you might need, what location, (information) about the ship, and everything before you even call to make the reservation.”

For those booking through a travel agent, she said she “highly” recommends working with someone who has a disability or is an expert in accessible travel.

What cruises are best for guests with mobility devices?

Some destinations may also be better suited to guests with mobility devices than others. 

Once, during a New Zealand cruise, the Burnses’ ship hit some rough water, causing Bert to roll out of the casino and crash into the bar (though no one was hurt). Joy recommended researching the conditions of the seas. ( Click here for USA TODAY’S guide to the best times to cruise by region.)

She added that expedition cruises , which often feature activities that require guests to get on and off Zodiac boats, may not be as accessible.

What cruise ship is best for guests with mobility devices?

New ships tend to have more features that can make a trip easier for guests with mobility devices, said the Burnses and Longmire. Those include automatic sliding doors in public spaces, stateroom locks that allow passengers to wave their key to open the door and pool lifts.

“The newer the ship, the better the accessibility,” said Longmire.

Can I get a mobility device through a cruise line?

Guests can arrange to rent mobility devices through vendors like Scootaround or Special Needs at Sea (Longmire is a contract employee for Scootaround).

Rentals may also be available at the cruise terminal, and some lines have a limited number of scooters and wheelchairs available on the ship, according to Longmire. She estimated rentals can run from roughly $80 to $250 depending on the type of equipment, the length of time guests need it and other factors.

Do cruise lines have accessible excursions?

Yes, but options may be limited. Joy said accessible shore excursions available through cruise lines are “few and far between,” and she and Bert have taken cruises where there were none available through the cruise line at all.

Longmire noted that “cruise lines are entirely dependent on the availability of excursions with whoever they're contracting with.” If a given destination doesn’t have wheelchair taxis, for example, that limits cruise lines’ offerings.

When they are available through the line, Longmire said many of them are what she calls windshield tours – bus tours with a group of other passengers that might include one or two 15-minute stops to take photos. “And the rest of it is just seeing everything out the window,” she said.

However, she added that cruise lines “get a little bit better” each year about offering those.

Joy said passengers can also book accessible shore excursions through companies like Wheel the World. Longmire has had luck booking shuttles and tours directly through providers in various ports as well, though guests should take care to be back in time before the ship leaves.

Are tender ports accessible?

When it comes to accessibility at tender ports – where guests have to take a small vessel from the ship to shore – Longmire said it’s “not very black and white.” Cruise ships may let guests board tenders and some have technology to help passengers with wheelchairs do so, but the port’s capabilities may be different.

“Just because you're able to get from the ship to the tender doesn't mean that you'll be able to get from the tender to the dock,” said Longmire.

Rules may differ as well, with some lines allowing guests in manual wheelchairs to use tenders but prohibiting motorized devices. She recommended checking with the accessibility department about those policies.

The Burnses, for their part, have generally found tender ports to be inaccessible, and Joy suggested travelers review itineraries to see how many they include. 

Overall, Longmire said her experience on cruises has been “really good,” both for their accessibility and convenience (you can visit multiple places but unpack once, for instance). “I always recommend to wheelchair users for their first travel experience, like, if you don't get seasick and you’re okay with cruises, a cruise is the way to go.”
