Dubai in December and at Christmas is warm to hot, temperatures are quite pleasant and it doesn’t get cold. Dubai is in the Northern Hemisphere so December is winter in Dubai. It’s winter or Christmas vacation time for many of us in Europe, America and parts of Asia. The 2-3 week Christmas school holidays are starting, so is December a good time to visit Dubai for a vacation? Yes, December in Dubai can be very pleasant, with the start of December being warmer than the end of December and into the new year.

December brings some of the lowest year-round temperatures to Dubai and the United Arab Emirates. Dubai is cool in December, or not quite as hot! Depending on how used to heat you are. December is not the coldest month in Dubai, the coldest month is usually January. Let’s look at what to expect in Dubai in December, weather, humidity, and activities in Dubai in December. Most attractions in Dubai will be open in December, if you’re not looking for scorching hot beach days and sunbathing, December in Dubai could be perfect for you.

Dubai Climate

Dubai has a hot desert climate and does experience the four seasons, spring, summer, autumn, (fall) and winter. Winter conditions in Dubai last from about the end of October to early April, so December falls in the middle of winter in Dubai.

Northern Hemisphere “official” winter stretches from 22nd December 2022 to 23rd March 2023. The winter solstice falling on Dec 21st , the shortest day of the year. This is the astronomical winter, not the meteorological winter.

The urban heat effect raises temperatures a little in Dubai city and other cities in The United Arab Emirates and the Gulf Area.

The Tropic of Cancer (the northernmost extreme of the tropical zone) passes through The United Arab Emirates, within the Emirate of Abu Dhabi, making Dubai just outside the tropical zone and inside the temperate zone. Dubai is not in the tropics.

Dubai Temperatures in December

Christmas in Dubai

Dubai experiences some of its coolest temperatures in December, daytime and nighttime temperatures are fairly moderate for The Middle East at this time. This is a very good time to enjoy outdoor activities in Dubai, you may even need a light fleece or sweater after sundown, as temperatures can fall to a very pleasant 14C at night.

Average December maximum temperatures in December can be up to 28C (82F) In the hottest months, July, August, and September, temperatures in Dubai can hit 50C (122F), so December is much more pleasant temperature-wise.

Humidity rises through December, so by the end of December temperatures may actually feel hotter. Relative humidity is a moderate 56%. Dry heat is much easier to cope with than humid heat.

December is one of the wetter months in Dubai, but the chance of rain remains low.

February is usually the most humid month in Dubai (65%), May is the least humid (53%). July humidity is about 58%, rising towards August. The higher the humidity, the hotter it will feel.

April and May are likely the best months to visit Dubai for low humidity. The best time to visit Dubai is normally considered to be November to February, but I’d stretch that out to Easter, personally.

Dubai in December Dust and Sand Storms

You are fairly unlikely to encounter a dust or sand storm in Dubai in December. Dust storms, winds carrying dust and sand, do affect Dubai. It’s not too unpleasant to experience one of these in Dubai so long as you can stay indoors, we’ve been in Dubai during one, but dust and sand will accumulate everywhere and driving may be affected. We’ve experienced one on a cruise ship in Dubai. Sand storms are most common in Dubai in summer or turbulent weather during the transition of seasons. You can check for dust storm forecasts in the UAE here on the official UAE forecast website.

Things To Do in Dubai in December

In December in Dubai you can take advantage of Dubai’s indoor and outdoor activities, giving you plenty of choice! Dubai is famous for its malls, water parks, theme parks and beaches, plus camel safaris, desert camps and cultural activities. Most of Dubai’s attractions should be comfortable for you in December and at Christmas. December is a good time to visit Dubai’s souks, maybe get some Christmas shopping done!

The Dubai Desert Safaris and Camel Safaris should be operating, with sunset temperatures dropping to cool as darkness falls. These events are mostly held around sunset and the desert camps, dancing and dining are after dark. You may need a light sweater if you feel the cold. You book a desert safari to include the activities you prefer, for instance dune bashing, camel rides, quad bikes, sand surfing, and round the evening off with dining and a show (belly dancing plus more). Check out these tours here, and book in advance, these are so good! These tours will generally pick you up from your hotel in Dubai.

Ski in Dubai

Ski Dubai is located in The Mall of The Emirates and is open year round. It’s not just air-conditioned, this indoor ski resort is held at a cool -1 to 2 C, around freezing point. You’ll need warm clothes to meet the resident penguins or take a ski or snowboard lesson. This could be fun in Dubai in December. Ski Dubai was the first such ski facility in the Middle East. You can reserve timed ski session tickets here for kids or adults.

Visit the Museum of The Future

This brand-new attraction is the hot ticket in Dubai right now. This is one you simply can’t miss. Book your time slot here. (likely to sell out, so do book.) Or just click through on our link to see this incredible construction.

We haven’t visited this new museum ourselves as yet, we can’t wait to see it!

Go Up The Burj Khalifa

The observation tower inside the Burj Khalifa is another hot ticket in Dubai. If you have no fear of heights, this is a great thing to do. The Burj Khalifa is adjacent to Dubai Mall and many great restaurants which will have outdoor seating in December. It has a view of the incredible dancing fountain show. To watch the fountains in December, you should be comfortable outdoors! Book a time slot here.

Enjoy Dubai’s Aquaria

The Dubai Aquarium and Underwater Zoo is at Dubai Mall and is a great thing to do in Dubai at any time od year. A trip to an aquarium could be a great Christmas treat for your kids. This Aquarium has one of the biggest tanks in the world (over 10 million litres) and offers backstage tours plus opportunities to dive in the tanks, it’s home to many species from around the world, including crocodiles and penguins. You can see some of this main tank from The Mall without paying for admission. But we recommend you do go inside! Book here.

Aquaventure Dubai has what was the UAE’s biggest Aquarium at Atlantis (Abu Dhabi now has a huge one). We strongly recommend you consider staying at Atlantis, The Palm , to experience this. Alternatively, you can book a 1 day pass , and enjoy the winter temperatures. It’s not always sunny in Dubai in December, so if it’s overcast, windy or even raining, you may be a little chilly at Dubai’s water parks or at the beach.

Visit Dubai’s Green Planet Biodome

The Green Planet Biome in Dubai is an indoor rainforest. Temperatures are warm, between 24C and 28C, but that may still be cooler than outside in December! Book tickets here.

Visit a Dubai Theme Park in December

Most of Dubai’s theme parks will be too hot for average people outside in summer, but December should make them just fine to visit. Dubai also has an indoor or partially indoor theme park or two up its sleeve, with air-conditioned rides and areas.

The biggest and best indoor theme park in Dubai is arguably IMG Worlds of Adventure. It’s actually billed as the biggest indoor theme park in the world at approx 1.5 million square feet. IMG Worlds of Adventure features the characters and themes of Marvel Comics and the Cartoon Network, adding appeal to kids young and old, plus teens and adults.

It has four zones (Cartoon Network, Marvel Universe, IMG Boulevard and Lost Valley – Dinosaur Adventure) feature thrilling, scary, and gentle rides suitable for toddlers.

This amusement park is temperature-controlled and open all year, so yes, you can visit IMG Worlds of Adventure in December.

It is located at Sheikh Mohammed Bin Zayed Road, near Arabian Ranches, adjacent to Global Village, a huge shopping, leisure and entertainment attraction Global Village is open in December (it’s open from October to April), so unfortunately you can’t visit in summer. Check their website for schedules and events in December.

Legoland Dubai, at Dubai Parks and Resorts, is also partially indoors. Legoland Dubai comprises a theme park and water park. This Legoland’s Miniland (recreations of local and international buildings, in Lego) is indoors and air conditioned. It’s the only indoor Miniland at any of the world’s Legolands. Legoland is only open to 6 or 7pm so you can’t visiting in the late evening as you can for some other Dubai parks. Legoland is open year round with some seasonal fluctuations in times.

Bollywood Dubai, an Indian movie, or Bollywood themed park is also at Dubai Parks and Resorts. Most rides are indoors but the park itself is outdoors. you can visit quite late into the evening (10 or 11pm).

Motiongate Dubai is also nearby and is open all year with seasonal fluctuations. It is a Hollywood-inspired theme park. The zones are inspired by Columbia Pictures, DreamWorks Animation, and Lionsgate and offer rides for kids and families. Motiongate Dubai should be open in December and most of the rides are indoors. The Dreamworks park within a park is entirely indoors and airconditioned.

In summary, the parks at Dubai Parks and Attractions are:

  • Bollywood Parks Dubai, Legoland Dubai, Legoland Water Park Dubai, Riverland Dubai, Motiongate Dubai

If you’re looking for a hotel at the Dubai Parks and Attractions, Lapita Resort is a moderately priced Dubai hotel, with a Polynesian theme near Dubai’s theme parks at the Dubai Parks and Resorts area. Theme park access can be included in your room price, making it an affordable option. This hotel has a kids’ concierge, kids club, teens club, and afternoon teas plus pool and lagoon. Family rooms and Royal suites make it family-friendly if you’re planning a family holiday in Dubai.

Dubai Creek Old Dubai

If you’d like to step back in time from the mega malls, discover Dubai as it was in the area called “Old Dubai” near the banks of The Creek.

You can take cultural tours here, visit the gold souk by crossing The Creek on a traditional boat (abra), see how houses were constructed in days gone by and visit a mosque.

We highly recommend you book a cultural tour of ld Dubai here (with food) and explore further yourself, on foot and by boat. Book that tour here. There is great shopping for souvenirs here. It shouldn’t be too hot to be outdoors in Dubai in December!

Dubai’s Garden Attractions

Dubai Garden Glow and Dubai Miracle are exotic garden attractions in Dubai. Dubai Garden Glow will likely be closed from mid July 2022, we have been unable to determine if it will be open for December.

Dubai Garden Glow also features a dinosaur park. Dubai Miracle Garden is only open in winter so should be open this December. Check for Garden Glow opening here.

Kidzania Dubai

Kidzania Dubai is located on level 2 of the giant Dubai Mall and will likely keep your kids busy all day in air-conditioned luxury.

Kidzania parks are replica cities, built for kids. There are other kids’ attractions within the Dubai Mall too, including giant slides and amusements.

The Mall is a very good place to spend a December day with your kids! Book all of the other Mall attractions and make a day of it.

Enjoy Art at The Mall

At the Dubai Mall again, on level 2, you will find some spectacular art exhibits.

Go to the Dubai Opera

The Dubai Opera House is at Sheikh Mohammed bin Rashid Blvd, Downtown Dubai and is a popular spot for architectural tours as well as performances. The building is spectacular and a destination in its own right.

Go to Ferrari World

Swimming and Beaches in Dubai in December

As daytime temperatures hover around 28C, and nighttime temps drop to 14C, the sea in Dubai will be cooler in December. Around 27C or 80F. That’s similar to the temperature of a heated indoor pool in the UK.

The sand may be hot, take shoes to walk to the water’s edge, and of course, good sun protection.

December is probably a good time for a family holiday in Dubai if you’re hoping for days at the beach. A lot depends on the individual and how temperature sensitive they are.

Where to Stay in Dubai in December

If I were looking for a hotel in Dubai in December I would consider Atlantis, The Palm, home to some of the most spectacular attractions in Dubai. You can book an underwater suite or the Regal Family Suites which will accommodate even very large families in style. You can find interconnecting suites with adorable kid-friendly features. Atlantis has all sorts of aquatic attractions such as a full aquarium inside the hotel with water slides that take you right through the tanks, as well as a water park, multiple pools, private beach area and boating. This hotel advertises a Kids’ Club and an outdoor kids’ playground along with indoor play facilities and games. Cots, babysitting and extra kids’ beds are available on request. As these facilities are on-hand, you can choose to utilise them at the best times of day to suit the December weather. Atlantis has some 15 diverse restaurants, many are the work of internationally renowned chefs.

My other best suggestion, if you wish to visit Dubai’s indoor theme parks, would be Lapita Resort

Alternatively, stay near The Burj Khalifa, Dubai Mall and Dubai Aquarium.

For a budget stay in Dubai take a look at the apartments at Golden Sands Hotel Apartments . self catering and self laundry are possible at these resorts. Shopping for food will be OK as I know there is a small supermarket and fast food outlets nearby.

Dubai in December, Sport and Exercise

If you like to keep fit, Dubai’s cooler months will be better for you. You won’t be restricted to exercising at dawn and dusk as you would be in summer. After years of living in the tropics as we have, we can tell you 100% that most activity must be around dawn and dusk in the summer months. The Dubai Marathon (the largest mass participation sporting event in the Middle East) in 2023 is Sunday 12th of February – in winter, and it starts at 6.30am. The good news is, Dubai’s gyms are air-conditioned and climate controlled, making them useable year-round.

Dubai also has an Ironman 70.3 (a half Ironman) dates are to be announced.

Dubai has special events year-round, but what happens in December? Of course Christmas and New Year’s Eve fall in December, there will be festive events in Dubai in December.

Is Dubai Cheaper in December?

Dubai is expensive in December, as is just about everywhere with the coincidence of school holidays and Christmas.cheaper. If you’re looking for the cheaper months in Dubai investigate the months outside of school holidays, June and the second week of September onwards to the start of the Christmas break.

What to Wear in Dubai in December?

This is personal choice of course, but long sleeves and long pants or a skirt would be my choice in Dubai at any time of year. Some places in Dubai do have a dress code. No skimpy clothing is allowed in Dubai Mall, for instance. So dress for the climate and for cultural politeness.

December in Dubai, Wrap Up

Dubai is a great destination for a holiday, vacation, or as a stopover as you travel from Europe deeper into Asia or even to Australia. It’s a fabulous place to see and we highly recommend it. December is actually a really good time to visit Dubai, although Dubai may be busy, and traffic congestion could be bad. People travel for many reasons and a lot of tourists and visitors do arrive in Dubai in high numbers in December. DAY 1   – December 16 – Arrive at Dubai International Airport (DXB), and private transportation will bring you to your accommodations for the week. After settling in, get to know your fellow WTA travelers at the welcome dinner!

DAY 2   – December 17 – After a morning exploring the Jumeirah City Market, your group will embark on an unforgettable journey across the Dubai Desert on an Arabian Nights Desert tour. You will encounter the famously red sand dunes and experience the hospitality of a Bedouin desert camp. Here, you can partake in many interactive cultural activities including camel rides and belly dancing shows, and enjoy a memorable feast of local cuisines.

DAY 6   – December 21 – Get ready to be amazed on today’s Dubai City and Old Souk tour. Discover the landmarks of Dubai old and new. Tucked into Dubai’s Deira district just north of Dubai Creek, the Dubai Spice Souk offers some of the city’s most rewarding shopping. Here, covered alleyways brim with stalls that sell all manner of Arabian and Asian spices, herbs, and delicacies, making the souk ideal for souvenir hunters and anyone hoping to get a sense of old Dubai. After the tour, you will head to an Arabian Tea House for an authentic tea experience and some Emirati cuisine. Tonight, we will toast beachside to a wonderful week in paradise.

Dubai’s ICD reports Dh60.8 billion net profits on Dh310 billion revenue

Investment Corporation of Dubai, an investment arm of the Government of Dubai, reported a 68 percent jump in net profits to a new record of Dh60.8 billion on Dh310.2 billion in revenue for the year ended 31 December 2023.

This growth has been backed with strong growth reported by the Emirates Group that includes the world’s largest international passenger carrier Emirates Airline and its ground handling and ticketing arm Dubai National Air Travel Agency (Dnata) that recently reported a 71 percent jump in net profits exceeding Dh18.7 billion (US$5.1 billion) in 2023-24 financial year ending March 31 2024, compared to Dh11 billion (US$3 billion) recorded the previous year. This is a new profit record for Emirates Group.

Emirates Group revenue increased 15 percent to Dh137.3 billion (US$7.4 billion) compared to Dh119.8bn (US$32.6bn) in 2022-23 financial year, driven by strong customer demand across its businesses. At the end of the financial year, Emirates Group had a strong cash balance of Dh47.1 billion (US$12.4 billion). Emirates Group declared a Dh4 billion (US$1.1 billion dividend to its shareholder – the Government of Dubai through Investment Corporation of Dubai (ICD).

Sheikh Ahmed  bin Saeed Al Maktoum, Chairman and Chief Executive, Emirates airline and Group , said, “Throughout the year, we saw high demand for air transport and travel related services around the world, and because we were able to move quickly to deliver what customers want, we achieved tremendous results. We are reaping the benefit of years of non-stop investments in our products and services, in building strong partnerships, and in the capabilities of our talented people.”

  “Both Emirates and Dnata have forged successful business models leveraging Dubai’s unique advantages, in turn generating enormous value for Dubai and the communities they serve around the world. The Group’s excellent financial standing today places us in a strong position for future growth and success. It enables us to invest to deliver even better products, services, and more value to our customers and stakeholders.” 

The ICD Group’s total assets reached a new record of Dh1.32 trillion, up 12 per cent or Dh145.3 billion, and liabilities Dh1.01  tri llion, up 11 per cent, primarily pushed by the 16 per cent asset growth in banking. Non-banking operations grew their assets up by 5 per cent whilst reducing their indebtedness. The Group’s share of Equity increased by Dh21.4 billion, rising to a record of Dh237.9 billion.

“Economic growth in the UAE is broad based, led by robust activity in the tourism, construction, manufacturing, and financial services sectors. Foreign demand for real estate, increased bilateral and multilateral ties, and the UAE’s safe haven status continue to drive rapid growth in housing prices and an increase in rents, while adding to ample domestic liquidity,” according to Ali Al Eyd, Head of the International Monetary Fund team that visited the UAE two weeks ago.

“Impacts from geopolitical tensions have been contained thus far, while the authorities delivered a rapid response to address the recent flooding episode. Overall real GDP is projected to grow by around 4.0 percent in 2024, and average inflation is expected to remain contained close to 2 percent.”

Its revenue of Dh310.2 billion is 16 percent or Dh42.8 billion up from 2022, driven primarily by significantly higher passenger traffic in transportation as well as the asset growth and higher interest rates in banking and financial services sectors. The net profit attributable to the equity holder was Dh50.3 billion, up 69 per cent.

A number of Dubai Government-owned businesses are part of ICD, including Emirates Airline and Group, Emirates NBD, Ethra Dubai, Wasl Properties, among others.

Oil & Gas revenues declined as global oil prices retreated from their 2022 peak. Overall revenues grew faster than operational costs, boosting margins.

“The Group reported a record Net Profit of Dh60.8 billion, up 68 per cent with an increase of Dh24.6 billion predominantly from transportation, up 119 per cent, and banking and financial services, up 69 per cent, lifting their net profit to new highs. The strong momentum in real estate and hospitality sectors contributed to the record profits posted by many businesses in the Group. Oil and gas and aluminium production generated good profits, albeit lower than last year,” it said in a statement.

Mohammed Ibrahim Al Shaibani, Managing Director of ICD, said, ”ICD announced today its best-ever performance, a truly exceptional achievement as the Group posted, for the third consecutive year, tremendous growth and reached an unparalleled level of revenue and profitability, primarily driven by airlines and ban king sectors .

“The strong regional economic momentum and increased competitiveness of our businesses created an effect of scale resulting in higher margins and performance of our portfolio companies operating in the transportation, banking and financial services, and other segments.

“Overall, the improved liquidity, asset quality, and the reduced leverage in non-banking operations further strengthened the Group’s financial position; assets and equity reached new records.

“As we continue to pursue growth and diversification, I am confident our businesses’ resilience and strength as well as ICD’s investment strategy will help us fulfil our mandate to maximise value for Dubai.

ICD was established in May 2006 by Decree (11) of 2006 and mandated with the consolidation and management of the Government of Dubai’s portfolio of commercial companies and investments. ICD also provides financial and strategic oversight to portfolio companies to maximise value for the long-term benefit of the Emirate of Dubai.

Dubai: The UAE Cabinet has issued resolution No. 27 of 2024 concerning public holidays for both the public and private sectors in 2025, according to the official gazette.

The resolution regarding the 2025 official holidays was issued after reviewing the Constitution; Federal Law No. 11 of 2017 on granting the Cabinet certain competencies; Federal Law No. 33 of 2021 on the Regulation of Labour Relations and its amendments; Federal Law No. 49 of 2022 on Human Resources in the Federal Government; and Cabinet Resolution No. 27 of 2019 concerning Public Holidays in the state and its amendments.

According to Article No.1 of the resolution, the public and private sectors are entitled to a one-day holiday on January 1, 2025, to celebrate the New Year.

The public and private sectors will enjoy a three-day holiday from Shawwal 1-3, based on moonsighting. If the holy month of Ramadan completes 30 days, the 30th day of Ramadan shall be an official holiday added to the Eid Al Fitr holidays.

The official dates will be confirmed closer to the events based on moonsighting for corresponding Islamic calendar dates.

The calendar includes Dhu Al Hijjah 9 for the Arafa Day, and Dhu Al Hijjah 10 to 12 to mark Eid Al Adha, while Muharram 1 is a holiday to mark the Islamic New Year holiday.

The UAE public holidays calendar also includes Rabi Al Awwal 12, which marks the Prophet Mohammed’s (PBUH) birthday, and December 2 and 3, 2025 as the 54th UAE National Day holiday.

As per article No.2 on transferring public holidays, with the exception of Eid holidays, any of the official holidays mentioned in article No.1 of the Cabinet resolution may be carried over by a Cabinet decision to the beginning or end of the week.

Article No. 3 stipulates that a public holiday may not be carried forward if it falls on another public holiday or a weekend.

As per article No. 4 on approval of other public holidays, local governments may approve any other official holidays not mentioned in this resolution for their government departments and institutions on special occasions or for any other reason.

Cabinet Resolution No. 27 of 2019 is hereby repealed, and any provision that contradicts or conflicts with the provisions of resolution No.27 of 2024.

This resolution shall be published in the official gazette and will come into effect from January 1, 2025.

Why Traveling Around Africa Is Difficult for Africans

I was scrolling on social media when a post caught my eye. Green Ranger Safaris , a travel company I'd never heard of, was organizing a road trip through seven African countries. This trip would start in Nairobi, Kenya, then head down into Tanzania, Malawi, Zambia, Zimbabwe, Namibia, and Botswana. The pricing was reasonable, so I paid a deposit, brushing aside concerns about both spending weeks on end with a group of strangers and the slight chance that the trip might have been an excellently worded scam.

A few months later, in August, I was on a truck with those strangers. It was late in the evening, and we swept through the Kalahari Desert in northern Botswana, the sun in the sky a flaming orb, the only visible life on the sand of the desert being the shrubs, the wild horses, and the herds of elephants. Music swirled from the truck's speakers, a mishmash of popular Kenyan songs from the turn of the century and Nigerian megahits. The countries we were traveling to had been chosen mostly because they were all English-speaking and provided visa-free travel to Kenyans, so the border crossings were simple, with clearances for the trucks, stamps for our passports and, in Botswana, disinfectant for our shoes.

Talk among the passengers was already turning toward doing similar trips in other parts of Africa. One suggested starting in Namibia, sweeping down along the coast into South Africa, moving through the megacities there, then traveling to Lesotho and Eswatini before entering Mozambique. Another pitched a West Africa trip. It all sounded exciting. Everything was possible. But then another passenger brought up Niger, where a coup had just led to the country's closure of its borders. What would happen if a person took a West Africa road trip and then there was a coup? Would the passenger have to stay there and never go home? We laughed at the absurdity. But behind the laughter was real heartache. Because the reality is that any African traveler has thought about the difficulty of traveling as an African.

My mother was a traveler, and when she traveled for work, my brothers and I would travel in Kenya with her. Then, when I was older, the expanse of my travel grew larger: First I traveled around Kenya, then around East Africa. Now I have a desire to explore the continent, to explore versions of myself in other countries in Africa, home to some of the most humbling and impressive landscapes and vistas in the world: to the largest freestanding mountain on earth (Kilimanjaro); to the largest hot desert in the world (Sahara); to thundering waterfalls twice as wide and deep as Niagara (Victoria); to sparkling white-sand beaches; to UNESCO-listed nature reserves; to cities whose histories stretch back through millennia; and to award-winning wine regions. But I find myself marooned before the bank of difficulties other African travelers face.

A few months after my Green Ranger trip, I spoke to Anneli Douglas, an academic at the University of Pretoria in South Africa who has studied travel in Africa. She pointed out how much easier it is for Western visitors to get visas for Africa than it is for African travelers to visit their countries. "Sometimes, travelers have to travel long distances to apply for a visa, or there might not even be representation of the destination country in the home country, making it difficult to obtain a visa at all," she says. "Also, for Western countries, the cost to obtain a visa to Africa is much cheaper than what it is for Africans-considering the value of the local currency."

In places like Kenya, African destinations are rarely marketed to would-be travelers. Instead, there is a surfeit of packages offering holiday trips in destinations like Dubai, Bangkok, and Istanbul, because it is not only easier but also often cheaper to organize trips to these places than it is to organize trips within the continent. Even when visas are relatively easily attainable, travel from one African country to another is rife with difficulties. Sam Maundu, a Nairobi-based tour operator who runs Rosolo Safaris , which organizes trips around Africa, had no shortage of factors ready when I asked what these difficulties are: "Language barriers, visa restrictions, expensive flights, African destinations not targeting Africans to visit, long distances to be covered either by road or by flight since there are often no direct flights, security situations in some places, perception that there is nothing to see in other African countries, harassment by border officials."

One of the lingering effects of colonialism on the continent is that interaction between African countries tends to exist along mostly colonial lines: There are the former Portuguese colonies, the former British colonies, the former French colonies. Passport holders from Kenya, which was colonized by Britain, are mostly able to go to former British colonies visa-free or with visa-on-arrival status. This means that for a person planning a trip, it becomes easier to think of traveling to these countries. On our multiple-country road trip, the travelers were mostly holders of Kenyan and Ugandan passports (Uganda, another former British colony), and so the countries that the trucks went to were all-except for Namibia-former vestiges of the British Empire. This shared history meant also that because all these countries have English as an official language, it would be relatively easy for us travelers to communicate with people there.

Samuel Agblorti is a lecturer at the Centre for Mixed Migration and Diaspora Studies of the University of Cape Coast in Ghana. I ask him about about a hypothetical trip from Cameroon to Senegal, across a region where multiple coups have happened in recent years. Safety concerns rising from these events had further entrenched visa restrictions across Africa. "Because our borders aren't very well protected, there is a fear that allowing too many visitors will make it unsafe," Agblorti tells me. But even getting those visitors has been a problem.

In 2016, the African Union announced plans for an AU passport to be rolled out by 2020. This passport would open travel across the continent, as more African citizens wouldn't need visas to travel to other African countries. However, more than seven years later, the passport hasn't been launched, stymied by a mixture of security concerns and protectionist attitudes among African states. (The AU remains silent on when and if the passport will be launched.) Still, Agblorti says such a passport would not necessarily be the panacea that its supporters think it would be as it wouldn't automatically lead to visa-free travel without individual states implementing it. He gave the example of regional blocs such as the Economic Community of West African States (ECOWAS), whose membership comprises 15 West African states whose citizens hold ECOWAS passports. "Even within ECOWAS, there are protocols that member countries are supposed to adhere to, but some of them don't," he says. "You may have a common passport, but if the countries don't make extra commitments, then it doesn't matter."

Thus far, only a handful of African countries have committed to allowing African visitors to visit without a visa: Gambia, Benin, and Seychelles; Rwanda has announced plans to implement this. On a small scale, then, African visitors to these countries will experience the promise of the AU passport-if it does indeed come to fruition.

Most recently, in December 2023, rather than introduce the visa-free status its president had promised , Kenya announced that it would require an electronic travel authorization (ETA) , to increase revenue from visitors seeking to enter Kenya. Visa-free entry was scrapped for all but five other East African countries, and new travel requirements and fees were introduced for countries whose citizens had previously enjoyed visa-free travel into Kenya. To some, the doors of entry-rather than being flung open-were being closed even tighter.

Another issue is how expensive it is to travel in Africa. According to a 2013 World Bank report , airfare within Africa is roughly 50 percent more expensive than airfare in comparable locations worldwide. Flights from one African country to the other tend to be much more expensive than flights from Africa to Europe and Asia, despite logic that the shorter the distance, the cheaper the flight ought to be. This means, in effect, that a traveler from Kampala, Uganda, would find it more affordable, and therefore more attractive, to fly to Dubai than to Maputo, Mozambique, despite the latter being much closer than the UAE.

Tour operator Maundu told me that this makes it difficult for him to suggest to his clients travel packages that involve other African destinations: Often, it means the cost of the round-trip air tickets more than doubles the cost of the entire travel package. And there aren't always reliable road or rail options that offer alternative transport to travelers. Most leisure travelers can't move directly by rail from Kenya to South Africa (there is a luxury train network between Tanzania and South Africa that costs $19,000), while in most other regions of the continent, not only are there no multicountry rail options, but also existing bus networks rely on terrible roads.

The irregularity or non-availability of intra-regional air connections and of internal air transport also constrains access to internal destinations and prevents progress with multicountry tourism packages, Maundu says. Also, tax rates per passenger in Africa are more expensive than they are on other continents: The total tax per passenger is about $64, compared to $30.23 in Europe and $29.65 in the Middle East. This is exacerbated by the lack of a single unified aviation market, whose absence means that fares and tax rates swing with volatility across different parts of the continent.

Rather than negotiate with one central body, airlines operating in Africa deal with individual countries, which each usually have different rates and requirements for entry. In Europe, for instance, the establishment of the European Common Aviation Area (ECAA) in 2006 decreased airfares across Europe by making possible the rise of a fleet of low-cost airlines, and at the same time increased the volume of flights within European airports. In this vein, there have been attempts to establish a single aviation market in Africa. The most recent of these attempts is the Single African Air Transport Market (SAATM). Announced in 2018 , the SAATM so far has signed on 34 countries. However, like the AU passport before it, the SAATM has not been implemented, and so it remains nothing but an idea.

In the meantime, African travelers continue to dream. Travel plans continue to be made. Potential destinations continue to be talked about. At the end of our seven-country road trip, as we headed back to Kenya, we spoke again about organizing future trips together, our group of strangers now bonded as friends. Some people discussed taking a trip to Uganda over the next month. Others talked about heading across the Indian Ocean to Mauritius. In Lusaka, Zambia, where the first batch of travelers would leave us to fly back to Nairobi, weepy goodbyes were made. "We are family," one of them said.

Europe is one of the biggest sources of international arrivals in Africa.
