Canada travel requirement: Brazil resumes visa requirement for tourists starting Oct. 1, 2023

Brazil is reintroducing the requirement to obtain tourist visas for the citizens of Canada, the United States, Australia, and Japan starting Oct. 1 this year, the Brazil foreign ministry, Itamaraty, has announced .

"The Brazilian Government has decided to resume the requirement of visitor visas for citizens of Australia, Canada, Japan and the United States," the press release said.

"The decision followed consultations with these four countries on the possibility of granting visa exemption to Brazilian nationals, in compliance with the principle of reciprocity."

According to Brazil's Foreigners Act (Law 6.815), Brazil follows the principle of reciprocity and requires visas from people of countries. that also require visas from Brazilian citizens.

Former president Jair Bolsonaro had scrapped the visa requirements in 2019 to bolster the country’s tourism industry, but the four countries since have continued to demand visas from Brazilians.

According to the release, the visa exemption was a "breach of the pattern of Brazil's migration policy, historically based on the principles of reciprocity and equal treatment."

"Brazil does not grant unilateral visitor visa exemption to other countries without reciprocity," it also said.

However, the government also said that it would be willing to negotiate visa exemption agreements "on mutual bases with the four mentioned countries".

Brazil eliminated tourist visa requirements for visitors from the United States, Canada, Australia and Japan in June 2020 and was planning to do the same for India and China to boost tourism.

Following the visa waivers, the number of Americans booking flights to Brazil jumped 39%.

However, safety concerns, inconvenient flights, and poor infrastructure have been holding back Brazil's tourism industry.

According to Reuters , international tourism represents just 2.5% of Brazilian export revenue — compared with 7.5% in Argentina and nearly 17% in Uruguay, according to World Bank data and the United Nations World Tourism Organization.

Visa process for Canadians visiting Brazil

According to the release, nationals from the four countries will need to apply for a visitor visa (e-visa) online prior to traveling to Brazil.

Details on the validities, restrictions and processing times of the new e-visa have yet to be announced but will be released by the ministry soon.

Prior to the 2019 visa waiver, the e-visa was valid for up to two years and allowed for a stay of up to 90 days per entry. Foreign nationals on e-visas who were traveling to Brazil for sports and artistic performances could only stay in Brazil for 90 cumulative days per year and could not extend their stay in country.

Visitors from Canada are told to exercise a 'high degree of caution ' in Brazil due to high crime rates, gang-related incidents and violence in certain urban areas such as Rio de Janeiro, São Paulo, Brasilia, and Salvador.

Tourists are a high target for petty street crime including pickpocketing, purse snatching and theft from cars.

Another common ruse used by criminals is the 'Good Samaritan scam', where a criminal offers to help a tourist who looks lost.

Development, partnerships and organizations, bilateral relations .

Canada and Brazil enjoy relations dating back to 1866, when Canada opened its first trade mission in the country. Diplomatic relations were established in 1941, when Brazil opened its Embassy in Ottawa and Canada followed by opening an Embassy in 1944. Both nations also fought side by side in WWII during the Italian campaign. Today, Canada has an embassy in Brasilia, consulates general in São Paulo and Rio de Janeiro, trade offices in Belo Horizonte, Recife and Porto Alegre, and an honorary consul in Belo Horizonte. Brazil has an embassy in Ottawa and consulates general in Montreal, Toronto and Vancouver.

Canada and Brazil enjoy a multifaceted relationship advanced through bilateral mechanisms anchored by a Foreign Minister-led Strategic Partnership Dialogue. High-level government-to-government mechanisms that support the commercial relationship include a Joint Economic Trade Council, a Consultative Committee on Agriculture, and a Joint Committee on Science, Technology and Innovation. Mechanisms for additional bilateral discussions with Brazil include Political-Military Talks and a Mobility Working Group. Parliamentary “Friendship Groups” exist in Brazil’s Congress and Canada’s Parliament.

Education 

Education remains a growing strength in our bilateral relations. In 2023, there were 15,615 Brazilian students in Canada with study permits. According to Languages Canada , 12,372 students pursued short-term language study in Canada in 2022, a 186% increase from 2021. Additionally, Brazil is the largest beneficiary of Canada’s Emerging Leaders in the Americas Program in Latin America, and Canadian education associations are very active in Brazil—many have signed agreements with Brazilian government entities and with Brazilian universities.

Mobility, migration and refugee issues have been integral components of Canada’s relationship with Brazil in recent years. Through dialogue and engagement, we have been able to increase our cooperation, including through the Canada-Brazil Mobility Working Group, which was last held in Brasilia in February 2020. Provinces and various economic development entities, with the support of programs such as the Global Skills Strategy and the Invest in Canadian Communities Initiatives, often lead missions to recruit temporary skilled workers from Brazil. With close to 86,000 Brazilians visiting Canada in 2022, Brazil is the 9 th largest source of tourists to Canada.

Human rights

Canada launched Human Rights Consultations in March 2017, and Canadian representatives maintain a sustained dialogue on human rights in their interactions with Brazilian authorities. Canada also continues to advance and promote human rights in Brazil, including through local initiatives advancing the rights and empowerment of women and girls, LGBTQ2, Indigenous peoples, migrants, and also provide support to impoverished communities.

Defense and security

The strong security and defence links between Canada and Brazil have been established through cooperation on United Nations peacekeeping, and to promote the women, peace and security agenda. Given Brazil’s importance as a regional player, strong service-to-service ties, and an increased role in regional peace support operations, Brazil is a key partner in the hemisphere for the Department of National Defence and the Canadian Armed Forces. In June 2023, Canada and Brazil signed a Defence Cooperation Agreement.

Canada’s trade and investment relationship with Brazil has seen steady growth in recent years. Major two-way foreign investment flows continue to expand as does the bilateral trade of goods and services.

In this regard, Canada is currently in negotiations for a Free Trade Agreement (FTA) with the Mercosur trading bloc , in which Brazil plays a major role. Launched in March 2018, the Canada-Mercosur FTA negotiations continue to be a priority for Canada and Brazil.

Brazil is Canada’s third largest trading partner in the Americas after the U.S. and Mexico. Merchandise trade between Canada and Brazil totalled $13.3 billion in 2023, an increase of almost 6% from the previous year. Top Canadian merchandise exports to Brazil include fertilizers (62.1%), machinery and parts (11.4%), mineral fuels, oils, waxes and bituminous substances (4.1%), and electrical and electronic machinery and parts (2.0%). Canada's main merchandise imports from Brazil include precious stones and metals (24.2%), inorganic chemicals (19.0%), aircraft and spacecraft parts (10.9%), sugar and sugar products (9.5%), and machinery (5.9%). Two-way trade in services in 2023 was nearly $1.7 billion, with services exports of $1.1 billion and imports of services $575 million.

Canadian direct investment in Brazil stood at $25.3 billion in 2023, an increase of 20.1% from 2022. Brazil’s stock of foreign direct investment in Canada, by ultimate investor country, was $20.6 billion in 2023, making it Canada’s 2nd largest investor in the western hemisphere (after the US) and 8th globally.

Science, Technology and Innovation

In 2024, Brazil and Canada are celebrating the 14th anniversary of the Science, Technology and Innovation (STI) Agreement . The agreement includes the establishment of a Joint Committee to promote bilateral science, technology and innovation collaboration between Canadian and Brazilian partners from industry, academia and government.

Funding for research collaboration under a framework agreement on STI is provided through Global Affairs Canada’s Canadian International Innovation Program, which supports collaborative industrial research and development projects with high potential for commercialization between Canada and partner countries. It is delivered in collaboration with the National Research Council of Canada’s Industrial Research Assistance Program.

Brazil and Canada also signed in July 2020 a bilateral Memorandum of Understanding on agricultural research, which establishes a formal joint framework to underpin and enhance existing cooperation.

The Canadian Trade Commissioner Service has identified significant commercial opportunities for Canadian companies in a number of key sectors that are well suited to Canadian capabilities and interests:

  • life sciences
  • power and renewable energy
  • agriculture and agri-food

Applicants apply for the Express Entry system via the Express Entry portal on the Canadian government website. Applicants must create an Express Entry profile. In this profile, they include essential details like

These factors are evaluated by the Comprehensive Ranking System (CRS) to produce a CRS score. Every applicant's CRS score is entered into the Express Entry pool. Every two weeks, Immigration, Refugees and Citizenship Canada (IRCC) runs an Express Entry Draw .

In each draw, applicants with a CRS score higher than a certain number are presented with an Invitation to Apply (ITA) for Canadian permanent residency. The particular number changes with every draw based on the size and strength of the applicant pool.

Once applicants receive their ITA, they have 60 days to corroborate their Express Entry profile information with supporting documents. After that, provided all the documentation is correct, valid, and up to date, they can receive their Canadian permanent residency in as little as three months.

PARIS -- Brazil won a tense, three-set final to claim the women's beach volleyball gold medal at the Paris Olympics on Friday night, finishing off the Canadians following a nose-to-nose confrontation at the net that needed the intervention of the referee — and the Eiffel Tower Stadium DJ.

Ana Patrícia and Duda rallied from an 11-5 deficit to take the first-to-21, win-by-two first set 26-24, and Canada won the second 21-12. Brazil opened up a 12-7 lead in the first-to-15 tiebreaker when, after a joust at the net, Brandie Wilkerson and Ana Patrícia began pointing fingers at each other.

The second referee, the one at sand level, moved out to separate the two players, but Wilkerson continued to argue; she was shown a yellow card. As the Brazilians got into position to serve for the next point, the DJ began playing John Lennon's “Imagine," its lyrics calling for unity and peace.

The players laughed, and the Canadians also clapped in approval. The crowd applauded and then began singing along. (Wilkerson told reporters afterward that it was a misunderstanding: She was responding to her family, cheering in the crowd behind the Brazilians, and Ana Patrícia thought Wilkerson was taunting her.)

And when play resumed, it took Brazil only five more points to finish off Wilkerson and Melissa Humana-Paredes, kicking off a beach party the sport's spiritual home hadn't seen since hosting the 2016 Rio de Janeiro Games at Copacabana. In Tokyo, the country was shut out at the Summer Games for the first time since beach volleyball was added to the program in 1996.

Three years later, Brazil not only returned to the podium but climbed to its top step.

With the Eiffel Tower's strobes sparking in the background, the Brazilians were awarded their first women's gold since Atlanta. (The United States, which had won four of the last five, was shut out in both the men's and women's tournaments in Paris.)

After the medal ceremony, the Canadians and Brazilians — along with the bronze-winning Swiss — posed for selfies together. Wilkerson and Duda spoke to each other and hugged; there may have even been an air kiss.

Wilkerson and Humana-Paredes will return to Canada with the country's first beach volleyball medal since the men won bronze at the 1996 Atlanta Games. That team was coached by Humana-Paredes' father.

Switzerland beat Australia in straight sets in the third-place game earlier Friday night to earn the bronze medal.

Nina Brunner and Tanja Huerberli beat Tokyo silver medalists Taliqua Clancy and Mariafe Artacho del Solar 21-17, 21-15 in 39 minutes. It was the second Summer Games in a row that a Swiss team took the bronze medal, coming three years after Joana Heidrich and Anouk Vergé-Dépré placed third in Tokyo.

On the men's side, Sweden was set to face Germany for gold on Saturday night, with Norway and Qatar playing for the bronze.

A passenger plane crashed into a gated residential community in Brazil's São Paulo state Friday, killing all 61 people on board and leaving a smoldering wreck, officials and the airline said.

Officials did not say if anyone was killed on the ground in the neighbourhood where the plane crashed in the city of Vinhedo, about 80 kilometres northwest of the metropolis of São Paulo. But witnesses at the scene said there were no victims among local residents.

The airline, VoePass, said that the ATR 72-500 twin-engine turboprop was headed for São Paulo's international airport Guarulhos with 57 passengers and four crew members aboard when it crashed in Vinhedo. It provided a flight manifest with passenger names, but not their nationalities. A prior statement had said there were 58 passengers.

"The company regrets to inform that all 61 people on board flight 2283 died at the site," VoePass said in a statement. "At this time, VoePass is prioritizing provision of unrestricted assistance to the victims' families and effectively collaborating with authorities to determine the causes of the accident."

At an event in southern Brazil, President Luiz Inácio Lula da Silva asked the crowd to stand and observe a minute of silence as he shared the news. Friday evening, he declared three days of mourning.

Black box recovered, official says

The state's firefighters, military police and the civil defence authority dispatched teams to the location. São Paulo's public security secretary, Guilherme Derrite, spoke to reporters and confirmed that no survivors had been found. He also said the plane's black box was recovered.

Parana state's Gov. Ratinho Júnior told journalists in Vinhedo that many of the passengers were doctors from his state attending a seminar.

"They were people who were used to saving lives, and now they lost theirs in such tragic circumstances," Júnior said, adding he had friends on board. "It is a sad day."

Brazilian television network GloboNews showed aerial footage of an area on fire with smoke coming out of an obliterated plane fuselage. Additional footage on GloboNews showed the plane plunging into a flat spin.

Authorities began transferring victims to the morgue on Friday, and called on family members to bring medical, X-ray and dental records that could be used to help identify their loved ones. 

French-Italian plane manufacturer ATR said in a statement that it had been informed that the accident involved its ATR 72-500 model, and said company specialists are "fully engaged to support both the investigation and the customer."

The Capela neighbourhood where the plane crashed sits in a district far from the centre of the prosperous city that's home to 77,000 residents.

The plane departed from Cascavel, in the state of Parana.

Brazil’s Ana Patricia Silva Ramos and Eduarda "Duda" Santos Lisboa have the answer: Win an Olympic gold medal.

The Youth Olympic Games champions in beach volleyball relived their golden memories from Nanjing 2014 when they stepped on the podium again late Friday night, 9 August, at the Olympic Games Paris 2024 . And there was plenty of déjà vu about this moment in the French capital. Ana Patricia and Duda were playing together again, they beat a Canadian pair in three sets in the final again and the Olympic rings were once more their backdrop.

The difference was that this time around, their bond was even stronger.

"We have been remembering this every day. The Nanjing final was against Canada, and this one, too," Ana Patricia told Olympics.com after winning Olympic gold against Canadians Melissa Humana-Paredes and Brandie Wilkerson . "Many tournaments we made the finals against Canada, so we always wondered 'what if.' We feel so accomplished, so certain of what we built from years ago. It helped us in achieving this connection, this friendship."

Ana Patricia and Duda: Teen champions in Nanjing

The last time Ana Patricia and Duda stood on an Olympic podium, they were both 16 and still fresh on the beach volleyball scene.

Theirs had been an accidental partnership, but a successful one. They battled through the stages of the Youth Olympic tournament all the way to the final, where they beat Canadian twin sisters Megan and Nicole McNamara in three sets.

Gold was a good feeling, but shortly after, in 2015, the Brazilian pair broke apart . The athletes moved to different cities and formed new partnerships.

This decision appeared to work out for both of them. Ana Patricia and Duda moved up the ranks, had solid performances at various tournaments and managed to qualify for Tokyo 2020 with their respective partners.

Duda paired up with Rio 2016 silver medallist Agatha Bednarczuk and made it to the Round of 16 in the Japanese capital. Ana Patricia advanced to the quarter-finals together with Rebecca Cavalcante .

It was a solid result for their first Olympic Games, but back home in Brazil the prevailing mood was that of heartbreak. Tokyo 2020 was the first Olympic Games where Brazil did not get at least one medal in the women's or men’s beach volleyball tournaments since the sport was introduced in the programme at Atlanta 1996 .

The first-time Olympians felt the full weight of that disappointment.

" I used to consider Tokyo a big trauma in my life , especially because of all the offences I received online," Ana Patricia said. "But since then, I took that as a huge lesson in my life. I think I needed to go through that in order to grow as a person, as an athlete. What happened today wouldn’t have happened if I hadn’t experienced the things I experienced back then."

Under pressure, together: The pros and cons of representing Brazil in beach volleyball

When Ana Patricia and Duda announced that they were reuniting in early 2022, the whole country lit up with expectations of another Olympic triumph. The pressure was unlike anything the young women had experienced before, and it only continued to build in the lead-up to Paris 2024 .

They arrived to the Olympic city as the world's No. 1-ranked pair, reigning Pan American Games champions and recent world champions. Their mission was clear. Brazil had not won the gold medal in women’s beach volleyball in 28 years . Youth Olympic champions Ana Patricia and Duda, now 26 years old, were the ones to get the job done.

Paris 2024 would not be another Tokyo 2020 .

The high expectations placed on the Brazilian pair were palpable at the Eiffel Tower Stadium. They could be seen in the venue's packed stands and in the Paris Métro, filled with people wearing Brazilian jerseys after every match. They could be heard in the voices of the Brazilian announcers, loud and emotional, screaming to spur on Ana Patricia and Duda, especially since every men’s pairing has fallen out of medal contention.

Down on the sandy court under the shadow of the French capital's most iconic landmark, the two women were trying to live up to these expectations.

Their run at Paris 2024 was dazzling. Until the quarter-final against Latvia, Ana Patricia and Duda had not lost a single set in Paris . That victory pitted them against Australia's Tokyo 2020 silver medallists Mariafe Artacho del Solar and Taliqua Clancy , and it was here their resilience was truly tested.

The Brazilians went down in the first set of the 57-minute-long semi-final, but rallied to win the next set and tie-break. Upon realising they had just booked a ticket to the Olympic final, the duo fell on their knees, raw emotion sweeping over them.

Duda dedicated the win to her late grandmother and revealed that she dreamed of her for the first time since her death the night before the big match.

“If it weren’t for my grandmother, none of this would have happened," Duda told Cazé TV. "My mother is adopted. They knocked on my grandmother’s door and my mother was there, so this is something out of a movie. For the first time in my life, after she passed away, I dreamed about my grandmother. I said ‘Paty,’ and she hugged me. I owe it all to her. She was poor, she built a beautiful family, she was a warrior. And she is there in heaven shining her light on us."

The Olympic final, "Imagine" and some birthday magic

The final showdown put Ana Patricia and Duda against world's no. 7-ranked duo in Canada's Humana-Paredes and Wilkerson. And if the Brazilians were out to regain their country’s winning streak in beach volleyball, the Canadians were eager to seize that country’s first ever gold medal in the sport.

Canada’s last and only medal in beach volleyball came at Atlanta 1996 when John Child and Mark Heese won bronze in the men’s tournament. Humana-Paredes and Wilkerson wanted to make sure the country's first Olympic medal in women's beach volleyball would be gold.

A victory over the Brazilian pair would also be, in a way, revenge. The athletes faced each other in the final at the Santiago 2023 Pan American Games , with the Brazilians taking the win 2-0.

Humana-Paredes and Wilkerson came out strong, dominating the start of the first set. But spurred on by a large contingent of Brazilian fans decked out in yellow, flags at the ready, Ana Patricia and Duda fought back to tie the score at 17-17. The pairs then continued fighting point for point until Brazil took the first set 26-24 .

The second set was more even at the start, but the Canadians broke out after the 10-10 mark and sped away to take it 12-21 .

By the tie break , Brazilian announcers were screaming “Vai Brasil!” on repeat like an incantation, their enthusiasm multiplying when Brazil seized the first two points. Canada responded, and as the points continued to pile up on the scoreboard, so did the tensions.

A DJ's timely interjection of John Lennon's "Imagine" helped to cool the tensions during the women's beach volleyball final.

At one point, Ana Patricia and Wilkerson got tied up in a dispute across the net. Their gestures got increasingly more assertive, but then something magical happened.

John Lennon’s “Imagine” came on the speakers, and as people started to sing the song's timeless lines, calling for peace and unity, the athletes soon started smiling and laughing, the incident all but forgotten.

"Competitors show up in lots of different ways. I think, me and the fellow Brazilian, we have more similar styles, which is a little bit in your face, and it just came from wanting it so bad," Wilkerson told Olympics.com afterwards. "Actually, it was a total miscommunication. But when you're so in it, and you want it and you've worked so hard and you won't let anyone take it away from you, those sides of you come out and the 'Imagine' song was just a great reminder, like, 'OK, guys, it's OK, we're gonna keep playing fair, keep playing strong,' And we talked to each other after the game. It was all love and respect ."

"I have to say, I loved it," Humana-Paredes added. "I loved it because it shows the intensity of sport. It shows the competitiveness. It shows that we are more than just athletes. We have emotion."

There was plenty of emotion shown in the next several minutes as Brazil took the tie-break 15-10 .

Realising they had won Olympic gold, Duda screamed and stretched out her arms as she walked over to her teammate who stood frozen, hands over her mouth, her expression one of utter disbelief.

Ana Patricia remained in this frozen-like state as Duda rushed to the stands to embrace family members and friends. Once the realisation sunk in, she dropped to her knees, her head bent to the sand.

“I had an elbow injury , bone edema. I’ve had a hernia disc for six months on my back," Ana Patricia revealed later. "I couldn’t practise for more than 40 minutes for the past three months. I wondered how I would be able to do it with all the pain I was feeling. But it worked out, another hurdle was won. It’s a lot. If we are talking about every problem we faced … pain is the least of the problems."

Duda soon came to join her partner, kneeling on the sand.

"It’s over, thank God!" she said of finally having the pressure off her shoulders. "This pressure is over , we did it, we are Olympic champions. It’s something hard to live up to. We worked a lot mentally so we wouldn’t think about it and think about what we worked on.

"A lot of work, dedication, persistence and love for the sport [went into this medal]. This medal is a little piece of everything we built since we started in the sport."

The pair admitted they had a bit of "luck" on their side as well.

“We wore yellow and the same top and bikini every game," Duda said. "When we got out of bed, we got out on the same side every time. We hung our clothes the same way. In my life I am normal, but at the Olympics I said, 'OK, let’s do it.' ”

There was, perhaps, also the factor of multiple birthday wishes coming true. The Brazilian pair had celebrated one of the athletes' birthdays in Paris for three consecutive years. Ana Patricia's birthday falls on 29 September, which coincided with the Paris Elite 16 stages in 2022 and 2023. In 2024, it was Duda's turn to celebrate her birthday in the French capital, and she did so in grand fashion. The Brazilian pair faced Italian duo Valentina Gottardi and Marta Menegatti on Duda's big day, 1 August, and won their Olympic pool match in straight sets.

Their Olympic journey now complete, the Brazilian flag rose above the venue and the nation's anthem was sung so loud it would have been heard at the top of the Eiffel Tower. Ana Patricia and Duda now have a personal piece of that Eiffel Tower that they are taking home as part of their medals.

Plane crashes in Brazil's Sao Paulo state, killing all 61 aboard, airline says

A passenger plane crashed into a gated residential community in Brazil's Sao Paulo state Friday, killing all 61 people aboard and leaving a smoldering wreck, officials and the airline said.

Officials did not say if anyone was killed on the ground in the neighbourhood where the plane landed in the city of Vinhedo, about 80 kilometres (50 miles) northwest of the metropolis of Sao Paulo. But witnesses at the scene said there were no victims among local residents.

The airline Voepass said that its plane, an ATR 72 twin-engine turboprop, was headed for Sao Paulo's international airport Guarulhos with 57 passengers and 4 crew members aboard when it crashed in Vinhedo. It provided a flight manifest with passenger names, but not their nationalities. A prior statement had said there were 58 passengers.

"The company regrets to inform that all 61 people on board flight 2283 died at the site," Voepass said in a statement. "At this time, Voepass is prioritizing provision of unrestricted assistance to the victims' families and effectively collaborating with authorities to determine the causes of the accident."

It was the deadliest airline crash since January 2023, when 72 people died on board a Yeti Airlines plane in Nepal that stalled and crashed while making its landing approach. That plane also was an ATR 72, and the final report blamed pilot error.

At an event in southern Brazil, President Luiz Inacio Lula da Silva asked the crowd to stand and observe a minute of silence as he shared the news. Sao Paulo state's Gov. Tarcisio de Freitas declared three days of mourning.

The state's firefighters, military police and civil defense authority dispatched teams to the location. Sao Paulo's public security secretary Guilherme Derrite spoke to reporters and confirmed that no survivors had been found. He also said the plane's black box was recovered.

"I thought it was going to fall in our yard," a resident and witness who gave her name only as Ana Lucia told reporters near the crash site. "It was scary, but thank God there were no victims among the locals. It seems that the 62 people inside the plane were the real victims, though."

Video obtained from a witness by The Associated Press and verified shows at least two bodies strewn about flaming pieces of wreckage.

Brazilian television network GloboNews showed aerial footage of an area with smoke coming out of an obliterated plane fuselage. Additional footage on GloboNews earlier showed the plane drifting downward in a flat spin.

Flight tracking website Flightradar24 said data sent from the plane indicated it was diving at 8,000 to 24,000 feet per minute in the last 60 seconds of the flight.

A report from television network Globo's meteorological center said it "confirmed the possibility of the formation of ice in the region of Vinhedo," and local media cited analysts pointing to icing as a potential cause for the crash.

But aviation expert Mila Lilo Sousa cautioned that meteorological conditions alone might not be enough to explain why the plane fell as it did.

"Analyzing an air crash just with images can lead to wrong conclusions about the causes," Sousa told the AP by phone. "But we can see a plane with loss of support, no horizontal speed. In this flat spin condition, there's no way to reclaim control of the plane."

The Brazilian air force's center for the investigation and prevention of air accidents said in a statement that pilots didn't respond to calls from air traffic control in Sao Paulo, nor did they call for help or say they were operating under adverse weather conditions.

In a separate statement, Brazil's Federal Police said it already had begun its investigation, and had dispatched specialists in plane crashes and the identification of disaster victims to help.

Authorities began transferring the corpses to the morgue on Friday, and called on victims' family members to bring any medical, x-ray and dental exams in order as a means to help identify the bodies.

French-Italian plane manufacturer ATR said in a statement that it had been informed that the accident involved its ATR 72-500 model, and said company specialists are "fully engaged to support both the investigation and the customer."

The ATR 72 generally is used on shorter flights. The planes are built by a joint venture of Airbus in France and Italy's Leonardo S.p.A. Crashes involving various models of the ATR 72 have resulted in 470 deaths going back to the 1990s, according to a database of the Aviation Safety Network.

The Capela neighbourhood where the plane crashed Friday sits in a district far from the center of the prosperous city that's home to 77,000 residents. It had departed from Cascavel, in the state of Parana.

Canada vs. Brazil beach volleyball results: Ana Patricia, Duda take Olympic gold in chippy three-set title match

Brazil's Ana Patricia and Duda win Olympic gold over Canada's Brandie Wilkerson and Melissa Humana-Paredes in a chippy, three-set title match.

It didn't come easy for anyone. After Brazil took the opening set in extra points, 26-24, Canada bounced back and rolled through set two for a 21-12 win. For the first time, an Olympic beach volleyball title match would go three sets. Brazil's foot was on the gas, though, looking like the 2022 World Champions they are. 

A heated match in the final minutes, as an argument between Wilkerson and Ana Patricia resulted in yellow cards issued to both. 

But just a few rallies later, Brazil officially won the set 15-10. Ana Patricia and Dude gave their country its first gold medal since beach volleyball's Olympic debut in 1996.

While a disappointing loss for Wilkerson and Humana-Paredes, they still had a legendary showing for Canada, making it to the title match for the first time in their country's history. They had to dig deep to do it, going 1-2 in group play and needing to win a Lucky Loser match to stay in the tournament.

But they made it, becoming the first pair in Canada women's beach volleyball to earn silver.

Now, for the four-year wait until the Olympic sport goes home to Los Angeles.

5:31 p.m. - A yellow card is issued to Brandie and Ana Patricia.

5:29 p.m. – Ace from Brandie! Canada needs one last push now, still trailing 10-7 .

5:27 p.m. – Brazil begins to pull away. It's on a 5-2 run, becoming the first team to eight with a kill from Duda. Brazil leads 8-4 .

End of Set 2: Canada 21 (1), Brazil 12 (1)

5:18 p.m. – Tie game! Canada ties it up, rolling through set 2 to win 21-12 . For the first time in Olympic beach volleyball gold medal history, we're going to three.

5:14 p.m. – Melissa dig + Brandie option = Canada point. The pair has all the momentum, leading 14-11 . Timeout, Brazil.

5:10 p.m. – Straight down. Melissa goes around the block, sending the ball straight into the sand for a Canada lead, 11-10 .

5:05 p.m. – Brandie covers the block before swinging deep, tagging the line. It's all tied up 6-6 .

5:00 p.m. – What a fight. After four set points, Brazil takes set 1 26-24 on a smart shot by Ana Patricia to the deep corner.

4:52 p.m. – Ace for the lead! Brazil is up by one, 18-17 , after scoring five straight.

4:49 p.m. – Ana Patricia using her head, literally. The Brazilian uses her body for the dig, but swings high and out. But after review, a tough is detected and it's Brazil's point. Canada leads 17-15 .

4:43 p.m. – Blocked! Ana Patricia denies Melissa on the scramble play for her first block of the match. Brazil trails 13-8 . 

4:37 p.m. – Huge start for Canada. They score five straight points to lead 7-2 . Timeout, Brazil.

4:34 p.m. – Canada strikes first with the kill by Melissa!

4:33 p.m. – Here. We. Go.

4:22 p.m. – While the odds are against the Canadian pair, the stats aren't. They're top players in nearly every statistical category of this Olympics. Humana-Paredes has the 92 points off attacks, Wilkerson is second in blocking with 23 successful blocks and Humana-Paredes has 79 digs through their matches.

3:50 p.m. – Nine Brunner and Tanja Hüberli take home the bronze, Switzerland's second straight third-place finish in the competition. Now, who will be crowned Olympic beach volleyball champions?

3:40 p.m.  – It's just a matter of time until Canada and Brazil step onto the court for warmups. Switzerland took Set 1 from Australia and is only a matter of points away from winning the match.
