Visa Waiver Program and ESTA application

The Visa Waiver Program allows citizens of participating countries to travel to the U.S. for tourism or business for up to 90 days without a visa.

If you are a citizen of a country participating in the Visa Waiver Program (VWP), you must meet the eligibility requirements to travel to the U.S. under the program. You will also need authorization through the Electronic System for Travel Authorization (ESTA) before beginning your trip. Learn about the VWP and ESTA application process and other documentation you will need to enter the U.S.

How to request a travel authorization to the U.S. through ESTA

Check the list of countries that participate in the Visa Waiver Program  to see if your country is included.

Confirm that your passport meets the program requirements. You must have an  electronic passport or “e-Passport”  to participate in the VWP. This type of passport includes a chip.

Complete the  ESTA application  online.

Pay the fees: The total cost is $21. When you apply, you will pay a $4 processing fee. If you are approved to travel to the U.S., you must pay an additional $17 authorization fee.  Learn about the payment options available to pay ESTA fees.

When you complete and submit the form and processing fee, you will get an ESTA application number. Use that number to  check the status of your application . It may take up to 72 hours to find out if you are authorized to travel to the U.S. under the VWP.

Each approved ESTA application is generally valid for two years and allows multiple visits to the U.S. within that period without having to apply for another travel approval. If your passport expires in less than two years, you will receive an ESTA approval valid until the passport's expiration date.

When you travel to the U.S. for tourism or business under the VWP, you may stay up to 90 days per visit.

Other travel documents you will need to enter the U.S.

Even if you qualify for the VWP, you will need to bring a passport from your country of citizenship to enter the U.S. Generally, your passport must be valid for six months beyond the date you will exit the U.S. unless your country has signed an agreement with the U.S. Learn more about "Six Month Club Requirements."

The Visa Waiver Program  (VWP) enables most citizens or nationals of participating countries *  to travel to the United States for tourism or business for stays of 90 days or less without obtaining a visa. Travelers must have a valid  Electronic System for Travel Authorization (ESTA)  approval prior to travel and meet all requirements explained below. If you prefer to have a visa in your passport, you may still apply for a visitor (B) visa.

Visa Waiver Program Improvement and Terrorist Travel Prevention Act of 2015

Under the Visa Waiver Program Improvement and Terrorist Travel Prevention Act of 2015, travelers in the following categories must obtain a visa prior to traveling to the United States as they are no longer eligible to travel under the Visa Waiver Program (VWP):

  • Nationals of VWP countries who have traveled to or been present in Democratic People's Republic of Korea, Iran, Iraq, Libya, Somalia, Sudan, Syria, or Yemen on or after March 1, 2011 (with limited exceptions for travel for diplomatic or military purposes in the service of a VWP country).
  • Nationals of VWP countries who have traveled to or been present in Cuba on or after January 12, 2021 (with limited exceptions for travel for diplomatic or military purposes in the service of a VWP country).
  • Nationals of VWP countries who are also nationals of Cuba, Democratic People's Republic of Korea, Iran, Iraq, Sudan, or Syria.

Requirements for Using the Visa Waiver Program (VWP)

You must meet  all  of the following requirements to travel to the United States on the VWP:

Travel Purpose Must be Permitted on a Visitor (B) Visa

The following are examples of activities permitted while in the United States on the VWP. In addition, transiting through the United States to other countries is generally permitted for VWP travelers.

  • consult with business associates
  • attend a scientific, educational, professional, or business convention or conference
  • attend short-term training (you may not be paid by any source in the United States with the exception of expenses incidental to your stay)
  • negotiate a contract

  • vacation (holiday)
  • visit with friends or relatives
  • medical treatment
  • participation in social events hosted by fraternal, social, or service organizations
  • participation by amateurs in musical, sports, or similar events or contests, if not being paid for participating
  • enrollment in a short recreational course of study, not for credit toward a degree (for example, a two-day cooking class while on vacation)

Must Be a Citizen or National of a VWP Designated Country *

You must be a citizen or national of the following countries *  to be eligible to travel to the United States under the VWP.

  • Czech Republic
  • Liechtenstein
  • Netherlands
  • New Zealand
  • South Korea
  • Switzerland
  • United Kingdom**

**To be eligible to travel under the VWP, British citizens must have the unrestricted right of permanent abode in England, Scotland, Wales, Northern Ireland, the Channel Islands, and the Isle of Man.

Each Traveler Must Have a Valid ESTA

In order to travel without a visa on the VWP, you must have authorization through the Electronic System for Travel Authorization (ESTA) prior to boarding a U.S. bound air or sea carrier. ESTA is a web-based system operated by U.S. Customs and Border Protection (CBP) to determine eligibility to travel under the VWP to the United States for tourism or business. Visit the  ESTA webpage  on the CBP website for more information.

Updating Your ESTA

In most cases, your ESTA will be valid for two years.  You also must obtain a new ESTA if you: (1) receive a new passport, including an emergency or temporary passport; (2) change your name; (3) change your gender; (4) change your country of citizenship; or (5) need to change your responses to any of the “yes” or “no” questions on the ESTA application.

These individuals can apply for visas using regular appointment processes at a U.S. Embassy or Consulate.  For those who require a visa for urgent travel to the United States, U.S. Embassies and Consulates stand ready to handle applications on an expedited basis.

If an individual who is exempt from the Act because of his or her diplomatic or military presence in one of the seven countries has his or her ESTA denied, he or she may go to the  CBP website , or contact the  CBP information Center . The traveler may also apply for a nonimmigrant visa at a U.S. Embassy or Consulate.

U.S. Customs and Border Protection strongly recommends that any traveler to the United States check his or her  ESTA status  prior to making any travel reservations or travelling to the United States. More information is available on the Department of Homeland Security (DHS) website . 

Have the Correct Type of Passport

You must have a passport that is valid for at least 6 months after your planned departure from the United States (unless exempted by  country-specific agreements ). For families, each member of your family, including infants and children, must have his/her own passport.

In addition, you must have an e-passport to use the VWP. An e-passport is an enhanced secure passport with an embedded electronic chip. The chip can be scanned to match the identity of the traveler to the passport. E-Passports must be in compliance with standards set by the International Civil Aviation Organization (ICAO). You can readily identify an e-passport, by a symbol on the cover. See the example below. More information about e-passports is available on the DHS website .

Emergency and Temporary Passports

If you use an   emergency or temporary passport to enter the United States on the VWP, the passport must be an e-passport. This includes VWP travelers who are transiting the United States.

May I apply for a visa instead of using the VWP?

Yes, you may apply for a visitor (B) visa, if you prefer to do so or if you are not eligible for VWP travel. Additionally, you need to apply for a visa if you will be traveling on a private aircraft or other non-VWP approved air or sea carrier. Review the  approved carriers list . Also, if you intend to stay longer than 90 days, then you need to apply for a visa. 

I was denied a visa under section 214(b). May I use the VWP?

A recent visa refusal for any reason could result in denial of ESTA authorization, additional review at the port of entry, or denial of admission to the United States. If you are uncertain if you qualify for VWP travel, you may  apply for a visa.

Trips to Canada, Mexico, or nearby islands

If you are admitted to the United States under the VWP, you may take a short trip to Canada, Mexico, or a nearby island and generally be readmitted to the United States under the VWP for the remainder of the original 90 days granted upon your initial arrival in the United States. Therefore, the length of time of your total stay, including the short trip, must be 90 days or less. See the  CBP website . Citizens of VWP countries *  who reside in Mexico, Canada, or a nearby island are generally exempted from the requirement to show onward travel to another country *  when entering the United States. How can a country* join the VWP?

A country *  must meet various requirements to be considered for designation in the Visa Waiver Program. Requirements include, but are not limited to:

  • enhanced law enforcement and security-related data sharing with the United States;
  • issuing e-passports;
  • having a visitor (B) visa refusal rate of less than three percent;
  • timely reporting of both blank and issued lost and stolen passports; and
  • maintenance of high counterterrorism, law enforcement, border control, and document security standards.

Designation as a VWP country *  is at the discretion of the U.S. government. Meeting the objective requirements of the VWP does not guarantee a country *  will receive VWP designation.

Entering the United States

An approved ESTA allows you to travel to a U.S. port-of-entry (generally an airport) and request permission to enter the United States, but an approved ESTA does not guarantee entry into the United States. The Customs and Border Protection (CBP) officials at the port-of-entry have authority to permit or deny admission to the United States. Learn more on the  CBP website .

Extending your stay

If you enter the United States under the Visa Waiver Program, you are not permitted to extend your stay in the United States beyond the initial admission period. You must depart the United States on or before the date on your admission stamp when you entered the United States. Change of status

If you enter the United States under the Visa Waiver Program, you are not permitted to change status in the United States. See  Change My Nonimmigrant Status  on the U.S. Citizenship and Immigration Services (USCIS) website.

What if I am traveling to Guam or the Northern Mariana Islands?

Citizens of Australia, Brunei, Hong Kong, Japan, Malaysia, Nauru, New Zealand, Papua New Guinea, South Korea, Singapore, Taiwan and the United Kingdom do not need a visa or ESTA to visit both Guam and the Northern Mariana Islands because of the Guam-CNMI Visa Waiver Program, though they must complete Form I-736 prior to travel.  People's Republic of China Passport holders also do not need a visa if they complete Form I-736 for temporary admission into the Northern Mariana Islands. For more information on the Guam-CNMI Visa Waiver Program,  click here

* With respect to all references to “country” or “countries” on this page, it should be noted that the Taiwan Relations Act of 1979, Pub. L. No. 96-8, Section 4(b)(1), provides that “[w]henever the laws of the United States refer or relate to foreign countries, nations, states, governments, or similar entities, such terms shall include and such laws shall apply with respect to Taiwan.” 22 U.S.C. § 3303(b)(1). Accordingly, all references to “country” or “countries” in the Visa Waiver Program authorizing legislation, Section 217 of the Immigration and Nationality Act, 8 U.S.C. 1187, are read to include Taiwan. This is consistent with the United States’ one-China policy, under which the United States has maintained unofficial relations with Taiwan since 1979.

What is an electronic travel authorization (eta).

An Electronic Travel Authorization (ETA) is a prerequisite for entry imposed by certain countries on visa-exempt travelers. It is not a physical document but rather a digital document that can be conveniently obtained online. The ETA acts as a security measure and a preliminary assessment conducted by these countries through interconnected electronic systems linked to security databases. Its purpose is to identify any potential risks posed by these visa-exempt travelers, encompassing aspects such as security concerns, illegal immigration, and even public health hazards.

The concept of electronic travel authorization systems gained global recognition in 1996 when Australia introduced the first electronic system for travel authorizations . Following Australia’s pioneering initiative, numerous countries have adopted similar systems. For instance, in 2008, the United States launched the Electronic System for Travel Authorization (ESTA) , while Canada introduced the Canadian Electronic Travel Authorization (eTA) in 2015. New Zealand followed suit with the New Zealand Electronic Travel Authorization (NZeTA) in 2019. Furthermore, the United Kingdom is slated to introduce the UK Electronic Travel Authorization (UK ETA) in 2023, and the European Union is expected to join electronic travel authorization systems in 2024 through the implementation of the European Travel Information and Authorization System (ETIAS) , which will be applicable for visiting the entire Schengen area.

Benefits of Electronic Travel Authorizations

Electronic travel authorizations offer various benefits to both issuing countries and eligible travelers. The main advantages of ETAs include:

Streamlined Procedures

Cost-effective, enhanced security, flexibility of use, eligibility for electronic travel authorizations.

Naturally, not all foreign travelers can apply for an ETA in countries that have implemented such systems. Instead, these countries restrict eligibility to specific nationalities and under certain conditions. The key eligibility criteria imposed by countries utilizing electronic travel authorization systems include:

Nationality of the applicant

Purpose of travel, mode of travel, additional requirements, fees for electronic travel authorizations.

Application fees are a fundamental requirement for electronic travel authorizations and must be paid during the application process. However, in certain cases, specific applicant categories may be exempted from these fees. For example, the ETIAS authorization exempts applicants under 18 years and over 70 years from the application fees. Typically, fees for electronic travel authorizations vary from country to country. However, in general, these application fees are considerably lower compared to most visa types and other travel documents required for entry into specific destinations. For example, the Canadian electronic travel authorization (eTA) carries a fee of only CAD 7, whereas the fee for a temporary resident visa for Canada is CAD 100. Here are some examples of widely applied for electronic travel authorizations and their respective application fees:

  • Australian Electronic Travel Authority: AUD 20.
  • New Zealand Electronic Travel Authorization (NZeTA): NZD 17 for application through the mobile app or NZD 23 for application through the website.
  • Canadian Electronic Travel Authorization: CAD 7.
  • US Electronic System for Travel Authorization (ESTA): USD 21.
  • Korean Electronic Travel Authorization (K-ETA): KRW 10,000 (approximately USD 8).
  • UK Electronic Travel Authorization: GBP 10.
  • ETIAS for Schengen Area: EUR 7.

Generally, application fees paid during the application process are non-refundable in case of rejection. However, in some cases, the fees may be divided into two parts, as in the case of the US Electronic System for Travel Authorization (ESTA), where the total cost is USD 21. This cost is divided into processing fees (USD 4, non-refundable in case of rejection) and authorization fees (USD 17, payable only upon approval of the application). It’s important to note that in addition to the official application fees, there may be additional service provider charges that applicants need to consider.

Requirements for Obtaining an Electronic Travel Authorization

Specific application requirements for ETAs may vary, but there are common fundamental prerequisites shared by the majority of electronic authorization systems. These requirements are generally straightforward and easily fulfilled by most applicants. They include:

The process of applying for an electronic travel authorization is known for its simplicity, with most applicants able to complete the application in just a few minutes. Although the specific steps may vary depending on the destination, the typical application process involves the following stages:

  • Accessing the Application Platform The first step is to access the designated application platform. For certain types of travel authorizations, like the Australian ETA, applicants can apply through a mobile app that they need to download onto their phones. Conversely, the Canadian ETA applications are submitted exclusively through the official website of the Canadian Immigration and Citizenship Department (IRCC). Some countries offer both options, allowing applicants to choose between a mobile app or the government website.
  • Filling out the Application Form The main step in the application process is filling out the online application form. Applicants will provide their personal information, such as their name, nationality, date of birth, and passport number. They may also need to provide details about their intended trip, including the expected date of departure. Additionally, certain electronic travel authorizations may require applicants to upload a passport copy, a personal picture, or scan the passport data page using their phone’s camera.
  • Payment of Visa Fees. applicants are required to pay the application fee using a valid payment method, such as a credit card or debit card. Some ETA programs may offer fee exemptions for specific applicant categories.
  • Receiving the Electronic Travel Authorization Upon approval of the application, applicants will receive their electronic travel authorization via the email address provided during the application process. Once received, travelers are free to utilize the authorization to visit their intended destination according to their preferences, as long as it remains valid.

eTA processing time

Electronic Travel Authorization Processing Times

After completing the application and paying the required fees, the processing time for electronic travel authorization applications tends to be relatively short. It can range from a few minutes for certain types, such as the Canadian eTA, to up to 72 hours for authorizations issued by the United States and New Zealand. However, in some cases, applications may take longer to process if further verification is required by the decision-making authorities. Applicants can typically check the status of their applications through the application platforms during the decision waiting period.

Validity and Duration of Stay for ETAs

Most electronic travel authorizations have long validity periods that can extend for several years, allowing holders to travel multiple times to their destination throughout the validity period. However, it’s important to note that the validity of electronic travel authorizations is strictly tied to the validity of the passport used to obtain them. Therefore, regardless of the remaining validity period of an electronic travel authorization, it will not be valid for travel if the passport used to obtain it has expired.

In addition to validity, each electronic travel authorization allows a specific duration of stay for each visit during the validity period. Here are some examples of validity and stay periods available for holders of some of the most prominent electronic travel authorizations:

  • Australian Electronic Travel Authority (ETA) : valid for 12 months and allows a stay period of up to 3 months per visit.
  • New Zealand Electronic Travel Authorization (NZeTA) : valid for 2 years for regular travelers and 5 years for crew members. Allows a stay period of up to 6 months within any 12-month period.
  • Canadian Electronic Travel Authorization (eTA) : valid for 5 years and allows a stay period of up to 6 months per visit.
  • US Electronic System for Travel Authorization (ESTA) : valid for 2 years and allows a stay period of up to 90 days per visit.
  • Korean Electronic Travel Authorization (K-ETA) : valid for 2 years and the allowed period of stay per visit varies depending on nationality, but usually ranges from 1 to 3 months.
  • UK Electronic Travel Authorization : valid for 2 years and allows a maximum stay of 6 months per visit.
  • European Travel Information and Authorization System (ETIAS) : valid for 3 years and allows the holder to stay in the Schengen area for up to 90 days within any 180-day period.

Usually, ETAs cannot be extended beyond their expiration dates, and travelers must apply for a new authorization to replace the expired one. However, in some limited cases, holders of electronic travel authorizations may be able to extend their allowed stay period by obtaining certain permits from relevant immigration authorities. The process and requirements for such extensions can vary from country to country.

New features offer users added convenience and security.

“This update to the ESTA website is part of CBP’s broader efforts to modernize our business practices and enhance the customer experience,” said Matthew Davies, Director of the ESTA Program Management Office. “The new features will offer users more convenience and security as they navigate the electronic travel authorization process.”

The enhanced ESTA website will greet users with a new tutorial video and provide conveniences such as:

  • The ability to save incomplete applications and return to them later; and
  • Real-time validation for all data fields, which enables users quickly to identify errors and incomplete information.

A new e-mail verification process will enable the ‘save and exit’ function and provide additional security for users. In addition, the ESTA website will be available in Polish, reflecting Poland’s designation in the U.S. Visa Waiver Program on November 6, 2019.  

ESTA enables eligible travelers to apply for authorization to travel to the United States for temporary business or tourism without a visa. To qualify for ESTA, a traveler must be a citizen or national of one of the 39 countries designated in the U.S. Visa Waiver Program and meet other requirements.

Travelers who wish to remain in the United States for more than 90 days or who wish to work, study, or engage in other activities requiring a visa must apply for a visa to travel to the United States.

CBP recommends that first-time ESTA applicants apply at least 72 hours in advance of travel to allow sufficient time for processing. Travel authorizations are generally valid for two years or until the traveler’s passport expires, whichever comes first.

CBP reminds travelers that there is only one ESTA website ( https://esta.cbp.dhs.gov/esta/ ). Third-party companies that charge fees to assist travelers in submitting ESTA applications are not operating on behalf of the U.S. Government.

Senate Approves Bill to Reauthorize F.A.A. and Improve Air Travel

The Senate also passed a short-term extension of the current F.A.A. law to give the House time to clear the longer-term package early next week.

The Senate on Thursday passed legislation to reauthorize federal aviation programs for the next five years and put in place new safety measures and consumer protections for passengers, at a moment of intense uncertainty and disruption in the air travel system.

The bill , which still must win final approval in the House before becoming law, would provide more than $105 billion to the Federal Aviation Administration and another $738 million to the National Transportation Safety Board for airport modernization, technology programs and safety. It would also bolster the hiring and training of air traffic controllers, codify airlines’ refund obligations to passengers, ensure fee-free family seating and strengthen protections for passengers with disabilities.

“Aviation safety has been front of mind for millions of Americans recently, and this F.A.A. bill is the best thing Congress can do to give Americans the peace of mind they deserve,” Senator Chuck Schumer of New York, the majority leader, said on the Senate floor on Thursday evening.

It passed in an overwhelming bipartisan vote of 88 to 4, just one day before the current law is scheduled to lapse. The Senate also unanimously approved a short-term extension to allow time for the House to take up and clear the longer-term package next week, a step that would send it to President Biden.

The legislation is a bipartisan compromise negotiated over months by the Senate and House committees with jurisdiction over the F.A.A., after Congress authorized several short-term extensions of the agency when lawmakers failed to meet earlier deadlines. The House passed its version of the bill almost a year ago in a lopsided vote of 351 to 69.

Senator Maria Cantwell of Washington, chairwoman of the Commerce Committee, celebrated the bill’s provisions on consumer protections, aviation safety, air traffic controllers, airport infrastructure and work force development on the floor after passage.

“This is a big moment for aviation,” Ms. Cantwell said. “We have had safety issues and concerns that we need to make a big investment. This legislation is that investment — in safety standards, in protecting consumers and advancing a work force and technology that will allow the United States to be the gold standard in aviation.”

Senator Ted Cruz of Texas, the top Republican on the Commerce Committee, said: “This legislation is a strong, bipartisan, bicameral bill that includes hundreds of priorities for senators and representatives, both Republican and Democrat. This bill gives the FAA the safety tools it needs at a critical time.”

As one of the few remaining bills considered a must-pass item this year, the F.A.A. package, which prompted several regional disputes, became a magnet for dozens of amendments and policy riders that threatened to delay it in the Senate.

With the legislation threatening to stall, the House on Wednesday approved a one-week extension for the F.A.A. before leaving Washington for the weekend. The Senate followed suit on Thursday, steering around lingering disputes that had threatened to scuttle the effort and cause a brief lapse for the F.A.A.

The debate came at a time of acute uncertainty about the aviation system, which has had a recent spate of concerning episodes such as dangerous near collisions on runways, plane malfunctions and thousands of flight delays and cancellations.

It was unclear for much of Thursday whether the Senate would be able to push through the legislation and the extension, as senators demanded votes on amendments or threatened to block speedy passage. No amendments were ultimately brought to a vote.

The most intense regional fight was over a provision in the bill that would add five round-trip long-haul flights out of Ronald Reagan National Airport outside Washington. Proponents, which include Delta Air Lines, have said they want to expand access to the nation’s capital and increase competition.

The proposal incensed lawmakers representing the area , who argued that the airport maintains the busiest runway in the country and cannot support additional flights. Senators Tim Kaine and Mark Warner of Virginia and Benjamin L. Cardin and Chris Van Hollen of Maryland, all Democrats, filed an amendment to strike the new flights.

Mr. Kaine and Mr. Warner threatened to hold the bill up if they did not receive a vote. But Mr. Cruz blocked an effort to bring up a compromise amendment that would have given the transportation secretary the final say on new flights after considering any effects they would have on delays and passenger safety.

“The Senate abdicated its responsibility to protect the safety of the 25 million people who fly through D.C.A. every year,” Mr. Kaine and Mr. Warner said in a statement. “Some of our colleagues were too afraid to let the experts make the call. They didn’t want to show the American people that they care more about a few lawmakers’ desire for direct flights than they care about the safety and convenience of the traveling public. That is shameful and an embarrassment.”

The senators from Virginia and Maryland were the only votes against the bill.

Another group of senators failed to secure a vote on a proposal to halt the Transportation Security Administration’s expansion of facial recognition technology at airports and restrict it where it is in use.

Senators had also proposed adding a number of unrelated bills, including one that would compensate people harmed by exposure to the nation’s nuclear weapons program , legislation to fully fund the replacement of the collapsed Francis Scott Key Bridge in Baltimore, and a credit card competition measure. Senators Marsha Blackburn, Republican of Tennessee, and Richard Blumenthal, Democrat of Connecticut, were pushing for a vote on their bill to protect minors online into Thursday. None of them made it into the final product.
