These are limited to travel-sized containers that are 3.4 ounces (100 milliliters) or less per item. Placing these items in the small bag and separating from your carry-on baggage facilitates the screening process. Pack items that are in containers larger than 3.4 ounces or 100 milliliters in checked baggage.

Any liquid, aerosol, gel, cream or paste that alarms during screening will require additional screening.”

What kind of bag should I use to pack toiletries in my carry-on luggage?

Tips for packing liquids in carry-on luggage 

Packing all liquid toiletries in a quart bag can be tricky, but with the right strategies, it’s feasible. Here are tips to optimize liquid packing in your carry-on bag .

Cut your skin care regimen down to just the essentials 

Cleanser, toner/liquid exfoliator, facial moisturizer. When packing carry-on liquids, that’s all you need throughout your trip unless you’re traveling for longer than a week. If you have room in your liquids bag after you’ve put in everything else that you need to take, then that’s the time to add in things like spot treatments on overnight masks. 

To trim your skin care liquids even further, use facial cleansing cloths instead of packing liquid, gel or cream cleanser, or face wash. I never travel without these dry cloths that I buy on Amazon and activate with water . That way I can travel with the exact amount I need. They never dry out like the moist towelette ones. 

Tip: use a digital and editable packing list to stay organized and make quick adjustments to your list as you pack for your trip.

Cut your hair care regimen down to the bare essentials 

Only take what you absolutely need to care for your hair on your trip. For you, that might be just shampoo and hairspray.  

If you’re staying in a hotel, you can minimize the toiletries you pack in your carry-on by using the products the hotel provides. Or try a shampoo bar like this one and leave shampoo out of your liquid toiletries bag altogether.

Use your trip to use up the last of your toiletries 

I love to set aside my last bit of eyeliner or a sample of a skin care product for a specific trip coming up. Then I take those with me on my trip and just throw them out before I come home. 

When you travel carry-on only, every bit of space you make for yourself (especially on a return trip when you might have souvenirs to bring back) can help. 

Replace as many liquid toiletries as you can with solids (or powders that travel well) 

There are a lot of liquid toiletries that you can replace with solid-form versions like solid deodorants, solid shampoos, etc. They don’t need to be packed in your 1-quart liquids bag, which will free up space for you.

  • You can even buy solid body lotion to help keep you moisturized while you travel.

Share toiletry space with your travel partner  

If you have a travel partner who uses very little in the way of liquid toiletries use him or her as your mule to get a few extra things on the plane. My husband’s liquids bag holds shampoo, toothpaste, and antibacterial ointment. That’s it. So, he usually also takes my shampoo and we share the toothpaste. Now that’s love!  

Buy toiletries at your destination

If you’re going to be traveling long-term you might opt to wait until you reach your destination to purchase some toiletries or over-the-counter liquid medications. 

For example, if you’re planning to spend several weeks in one place (or road-tripping at your destination) you could wait until you arrive to purchase things like shampoo, toothpaste, or sunscreen that you know you will use daily (or multiple times per day).

Face makeup .

  • I like to travel with a long-lasting concealer or foundation/concealer combo. This concealer is my favorite .

  • To cut down on the quantity of liquids you pack in your carry-on, you might want to try a powder mineral foundation like this one . 

Eye makeup 

  • I prefer to keep it simple here. I like to pack a good affordable eyebrow pencil with a clear eyebrow gel like this one .

  • A good tubing mascara like this one will help prevent smudges. 
  • If taking an eyeshadow, consider using a retractable eyeshadow stick. It’s less likely to break up during travel like a traditional powder eyeshadow.

I use contact lens cases for some of my lotions and moisturizers. I had an abundance of them leftover from the days when I wore contacts, so I began using them for travel. They are small, but can easily hold a week’s worth of moisturizer. Use different colored cases for different products, or label each one if you are afraid you won’t remember what is in each case.

Essential toiletries.

These are your travel toiletry essentials. Most of this stuff will feature on everyone’s toiletry bag checklist. If there are any things on this list of toiletries items that you don’t use at home then they’re probably not essential travel toiletries for you. A few of these items are personal preference only like hand cream or cotton buds. For guys, this is basically you whole toiletries list for men.

  • Shampoo – Packed in  GoToob Travel Bottles if you’re traveling less than 2 weeks or traveling carry on only.
  • Conditioner  – Packed as above
  • Hair brush / comb
  • Soap / body wash
  • Toothpaste – Get a travel sized toothpaste if you’re traveling with carry on only
  • Toothbrush – Folding toothbrushes like this are great for travel
  • Dental floss – Pick a small travel size one
  • Deodorant – Make sure it’s under 3oz if you’re traveling carry on only
  • Facial wipes / cleanser – Wipes are easy and less messy than a liquid cleanser
  • Facial moisturiser – I use Rosehip oil as it’s small, easy to pack and lasts a long time but whatever you use at home is right for you
  • Body moisturiser – You can leave this out if you’re staying in hotels but bring it if you’re using Airbnb, cruising or prefer a specific brand
  • Hand cream – Great for the flight!
  • Lip balm – Great for the flight, sun or skiing
  • Coconut oil – One of my top essential toiletries for traveling! Packing in a  GoToob , it is so useful for travel as a moisturiser, after sun, shaving gel, hair treatment, make up remover etc. If you plan on using this, you can omit other items on this list as necessary.
  • Razor – I use this small women’s travel razor
  • Shaving gel / oil – Shaving oil is more space efficient and is a an essential for a men’s toiletries list
  • Small mirror – I use this small magnifying mirror which has suction cups so you can use it on a hotel room window or mirror
  • Nail clippers
  • Cotton buds / cotton pads

Nice to Have / Trip Specific Toiletries for Vacation

These items are either things that are just nice to have or depend on the type of trip you’re taking. Here are some of the extra toiletries to take on vacation:

  • Sunscreen – This sunscreen smells amazing!
  • Insect repellent spray
  • After sun lotion / aloe vera – For sunburn or  moisturising your skin after sun exposure, toiletry bag essentials if you’re at the beach!
  • Anti-chafe balm / powder – Get this anti-chafe balm if you’re traveling somewhere humid, doing a lot of activity or walking a lot.
  • Foot powder – Pick up a travel size foot powder if you’re doing lots of hiking or walking around cities, you can also use anti-chafe balm for this.
  • Tiger balm / Deep heat – If you’re on an active vacation like a ski trip this is great to have.
  • Hand santizer
  • Menstrual cup / Tampons / Sanitary pads – An essential part of any female toiletries list depending on what time of the month you’re traveling!
  • Personal lubricant
  • After shave / beard oil
  • Contact lenses and solution
  • Essential oils  – If you need them, pack them in these small travel bottles for essential oils

Hair & Beauty Toiletries for Women

A lot of these are women’s toiletries. Mens travel toiletries are a little more simple so guys can skip this section almost entirely. Most of these are toiletries to pack for vacation, when you’re going on a cruise, to a nice resort or on a weekend city break. If you’re backpacking toiletries like this probably aren’t necessary.

  • Hair ties  – Wrap your hair ties around the handle of your hairbrush and then slot your bobby pins in over the top!
  • Travel Flat iron – If you have hard to control hair, consider bringing a flat iron. Here’s my list of the best travel flat irons.
  • Travel hair dryer – Most hotels have a hair dryer in the room but bring your own if you’re staying in an Airbnb or at a friend’s house. Here’s my list of the best travel hair dryers on the market.
  • Dry shampoo – Get a travel size dry shampoo spray
  • Hair styling products – Travel size versions of hairspray and styling gel  are easy to find or put your gel into a GoTubb
  • Shower cap – If you’re staying in a hotel, it’s not necessary but if you’re in an Airbnb or staying at a friend’s then it’s useful
  • Make up brushes
  • Make up remover
  • Eye cream – You can scoop some into a little pot like this for travel
  • Solid perfume – These are great for travel! The Pacifica brand has some lovely Hawaiian scents in their range.

First Aid Kit

A small first aid kit is a very useful addition to your travel toiletries list. I pack mine into a Ziploc sandwich bag and just tuck it away until I need any of the items. You don’t need to bring the whole box of Bandaids or rehydration sachets, just a few of each item is enough.

  • Bite / sting cream
  • Immodium – Anti-diaharreal tablets for any emergency situations!
  • Pain relief  – Ibuprofen, panadol or asprin
  • Antacids – These are so useful if you’re going somewhere that has spicy food!
  • Rehydration salts – In case of any Delhi belly, important for kids.
  • Vitamin C sachets
  • Throat lozenges
  • Digital thermometer – This should definitely be on your toiletries travel bag list for any families traveling with small kids.

The 10 Best Travel Toiletries Items

Add these to your toiletries shopping list! After many years, I’ve worked out these are some of the best toiletries for travel . Pack your favorite items, of course, but give these items a try when putting together your toiletry kit list.

Folding toothbrush

One of my latest travel toiletries essentials is a folding toothbrush. Not only do they take up less space and fit into a Ziploc bag but they also protect your toothbrush bristles from germy surfaces or cross-contamination.

One of my favorite travel kit toiletries for packing light! These squeezey silicone tubes are perfect for shampoo, conditioner, coconut oil, body wash or any liquid you want to turn into travel mini toiletries. It’s easy to squeeze the liquid out and they don’t leak at all. They come in 2oz or 3oz sizes so are ideal for traveling carry on only.

The tub version of GoToobs, a GoTubb lets you put an thicker creams or gels into smaller containers for travel. Very useful for things like eye cream or hair gel. You can also use them for pills, vitamins or even snacks.

Coconut oil

One of the most useful toiletries to take travelling! You can use coconut for so many different purposes. It’s one of the toiletries travel bloggers most often recommend. It does just about anything! I use mine in lieu of eye make-up remover, body moisturiser, shaving gel, massage oil, hair oil and after sun cream.

Solid perfume

I love having a little pot of solid perfume to travel with because it’s such a nice pick me up when you’re feeling travel tired, smelly or just want to juzz yourself up for a night out. This Pacifica one comes in lots of great travel themed scents also!

Ziploc bags

Ziploc bags are so useful for packing toiletries for plane trips as they make it easy to pull your liquids out for security checks. If I’m traveling carry on only then my toiletries for air travel go into a Ziploc bag. You can also use Ziploc bags to tip vitamins into and leave your bulky bottles at home. Just write the contents and dosage on the outside of the bag.

Magnifying mirror

A small magnifying mirror like this one is so useful for travel because it has suction cups so you can stick it to a hotel window or mirror when you’re doing your eye make up or using your tweezers.

Small brush

A decent travel size hair brush saves a lot of space in your travel toiletry bag.

Menstrual cup

For all the ladies, if you haven’t tried out a menstrual cup then you should definitely give it a go as it’s so useful for travel. A menstrual cup is a reusable tampon alternative that gives you 12 hours of protection and can simply be rinsed and reused. This collapsible one saves a lot of space and comes in a neat little travel container.

Another one for the ladies, BB cream is for your travel make up kit! It gives light coverage which is great for wearing make up in hot climates and also contains a sunscreen. I love this Tarte BB cream because it is very light and dries to almost a soft powder. Plus it comes in a 1oz travel size so is perfect for traveling light.

Tips for Packing Toiletries

Using my travel tips packing toiletries is easy! Here are a few of my best tips for traveling with toiletries and avoiding spillage or overpacking.

  • Packing toiletries for flight – I always pack my flight toiletries in Ziploc bags in case of spillage as the air pressure of the plane can cause bottles to squeeze in and push the contents out, even if the lid is screwed shut! To avoid messy situations pack anything that might leak into a Ziploc bag and then put it inside your toiletry bag. You’ll notice that my toiletries list for air travel includes packing shampoo and conditioner into GoToobs. This is because these won’t leak. Still, be careful with any liquids.
  • Packing toiletries for international travel – Unless you’re going somewhere very remote or off the beaten path, you will be able to buy most essential toiletries for travel when you’re abroad. You might not be able to get certain brands you love so if you’re picky, bring them with you.
  • Packing toiletries for carry on luggage – When packing toiletries for air travel you need to adhere to the guidelines of items under 3oz or 100ml. It’s easy to purchase travel-size versions of most ladies toiletries and mens toiletries. Or you can decant your larger shampoo/conditioner bottles into GoToobs. Another alternative is to use a solid shampoo bar although I personally don’t like these and many of them require you to rinse your hair with vinegar afterwards anyway.
  • Pick the right toiletry bag – When picking a toiletry bag, look for one that has good waterproof/spill-proof fabric in case of any leakages. A hook for hanging is also really useful so you can hang up your toiletries when there isn’t a lot of counter space. Packing toiletries for air travel (especially if you’re flying carry-on only) is always the hardest part of preparing for a trip.

But since I fly carry-on only about a dozen times per year, I’ve perfected my method of bringing all my bathroom supplies with room to spare and no spillage.

Here are my best travel hacks for packing toiletries whether you’re flying with carry-on or checked luggage (including tips about how to eliminate unnecessary liquids).

14 Travel Hacks for Packing Toiletries 

Use a quart sized ziploc bag for liquids.

If you’re flying carry-on only, you’re allowed one quart-sized bag for all your toiletries that are considered liquids, aerosols, gels, creams and pastes.

There are dozens of toiletry bags that are marketed towards travelers as being TSA compliant, but beware.

In reality, I’ve seen so many travelers get caught in the security line having to remove items from their bag because it is too large. 

All you need is a quart-sized ziploc bag !

These bags are exactly 0.97 quartz in volume, so they will always pass the TSA test. 

Not only are they the cheapest option out there, they seal airtight and watertight (which can’t be said about the zippered liquids bag).

Use Liquid Pouches Instead of Bottles

Most people tend to use refillable squeeze bottles when traveling with liquid toiletries. Unfortunately, these take up unnecessary space.

This is because if you don’t fill up the entire bottle, the bottle still takes up the same amount of space.

And if you’re only traveling for a few days to a week, chances are you’re not going to need an entire 3.4 oz (or 100 mls) of product. 

Instead, opt for liquid travel pouches .

These take up less room than bottles and allow you to bring a bigger variety of liquids!

They come in multiple sizes and are compact and lightweight.

Since they’re a ‘pouch’ and not a bottle shape, they only take up as much space as you fill them.

I have been able to bring so many more different liquids in my carry on this way. 

Using these travel pouches are the easiest way to pack shower gel for travel.

Cut Up Bars of Soap

I always pack a bar of soap instead of body wash, and this eliminates a large amount of liquids space.

If you’re only going for a few days or a week, you can even cut a bar of soap into smaller pieces to save even more space.

Leak-proof all your toiletry bottles - a must-have if you're flying carry-on only!

These toiletry skins are the coolest new travel hack product. 

They’re a plastic film with one closed end that you slip over the tops of your toiletry bottles, making them completely spill proof. 

If you’ve ever tried to place a piece of plastic wrap under the cap of your bottle, this is a much better method.

While these skins should fit travel sized bottles, they were designed for full-sized bottles if you’re checking luggage.

Use Water Activated Facial Wipes

Facial wipes have always been handy for travel, but using ones that are water activated have so many benefits. 

First, you won’t have to pack a liquid face wash or makeup remover.

Second, these these ones won’t dry out since there’s no liquid in them to begin with. 

And they also double as a wash cloth. 

The Olay Daily Facials are my favorite because they’re gentle enough for sensitive skin. 

Use a Hanging Toiletry Bag to Save Space

Using a hanging toiletry bag has been my favorite toiletry travel tip. 

Many hotel bathrooms never have enough counter space, so I use this bag to hang up in the bathroom and then I can also see everything that’s in it. 

The genius thing about this bag is that the big compartment has zippers on both ends, so if you need something from the bottom, you can access it without having to take everything out first. 

Another reason why this bag is a travel game-changer – you can pack it flat if it’s unfolded in your luggage.

Use Lotion Bars and Lotion Sunscreen

Another favorite travel hack is to use a lotion bar or stick instead of a liquid. 

Not only is it not considered a liquid, there’s also no need to worry about it spilling or exploding! 

You can also find sunscreen that comes in a stick.

Please note that for many North American airports, a lotion stick is not considered a liquid.

If you’re in Europe, Asia or Australia, double check your airport’s rules to make sure this is allowed.

Use Shampoo Bars

One of my favorite toiletry packing hacks is to bring a sha m poo bar instead of liquid shampoo.

As an added bonus, a shampoo bar is basically a zero waste travel toiletry since there’s virtually no packaging or plastic, especially if you go with a natural based bar. 

Put Deodorant in Chapstick Tubes

To save space, in the microwave, melt down your solid deodorant and then pour it into an empty chapstick tube. You can either clean out an old one or order empty ones for cheap . 

Deodorant sticks are quite large on their own, and you won’t go through a whole tube on your trip. 

Plus, this method saves you money!

It’s a great way to use up the last bits at the end of the stick that usually just gets thrown out.

Use Multi-Purpose Products

Free & Clear Shampoo and Conditioner, 2 Ounce Travel Size

These can also be used as a body wash, face wash and even shaving gel. Multi-purpose products to save space!

Instead of using multiple different products, find one that can be used 3 or 4 ways. 

Squalene oil can be used as a face and body moisturizer, as hair oil or even as a leave-in conditioner. 

As an added bonus, squalene oil has anti-inflammatory properties which can help reduce puffiness after a long day of travel.

Or use a gentle shampoo that can also be used as a body wash, face wash and even shaving gel. 

Vanicream Free & Clear Shampoo is one of the best multi-purpose products for this, and they even come in handy travel sizes.

Use Cornstarch Instead of Dry Shampoo

If you normally pack dry shampoo, this counts as an aerosol and needs to be packed in your liquids toiletry bag.

To save space, you can use cornstarch or baby powder as your dry shampoo!

If you have darker hair, you can also mix cornstarch with cocoa powder to avoid white-looking roots. 

Contact Lens Cases for Makeup and Lotions

Don’t throw out your old contact lens cases – clean them and use them for makeup, lotions and creams.

This is a great way to pack your toiletries without having to buy extra jars or reusable containers.

They hold the perfect amount for a weekend trip and they seal rightly so no worries about any leaking.

Otherwise, you can use these inexpensive cream jars , perfect for moisturizer, foundation, lotion, even pills.

Use 1oz Dropper Bottles

Use Toothpaste Tablets

Another way to eliminate a liquid is by using toothpaste tablets instead of your cream or gel toothpaste.

These are especially useful if you’re going on a long trip.

How Do You Pack Toiletries for a Carry-On?

When you’re flying carry-on, pack all of your liquids, aerosols, creams and lotions in a clear, quart-size ziploc bag. 

Since a quart isn’t that big, use my tips mentioned above to reduce the number of liquids you have. 

Since you don’t have much room, I like bringing only the amount of liquids I’ll need – which is why I like the fillable liquids pouches. 

All my non-liquid toiletries (bar soap, floss, toothbrush, hairbrush, bandaids, etc) go in my hanging toiletry bag, and I pack all my liquids in the ziploc bag separately. 

When I’m the security line at the airport, I can easily grab the clear liquids bag to put in on the scanner. 

After I’m through security, I usually leave my liquids in this ziploc bag, just in case anything does spill, it’s all contained and doesn’t mess up anything else in my carry-on.

Essential Travel Toiletries Guide for Your Trip: Carry-On Approved

Guide for essential toiletry items for every traveller! Carry-on bag approved.

Hi! I am very excited to share another packing guide , this time focusing on essential travel toiletries!

Finding the perfect travel sized toiletries for a trip can be a challenge. There are so many to choose from and it can be difficult to know exactly what you need for a trip.

That’s where this guide comes in! In this guide you will find all of our favorite travel toiletry products and packing tips! These toiletries are essential for any trip, no matter the length, and won’t take up too much space in your suitcase.

As some of you may know, Kate and I almost always pack only in carry-ons, so most of the products mentioned below will be travel size (under 3.4 ounces) in order to comply with TSA regulations. However, if you are packing in a full size suitcase, I recommend bringing whatever size products you have in order to reduce waste and money spent purchasing new travel size ones.

Essential Travel Toiletries – Overview

Toiletry bag, reusable containers, moisturizer.

Per TSA regulations, airline passengers are allowed to bring a quart-sized bag of liquids, gels, and aerosols. The easiest, and most common, way to accomplish this is by using a Ziploc or other brand of disposable plastic baggie.

A more sustainable way to travel is to purchase a clear toiletry or makeup bag. For some clear, TSA-approved makeup bags, check out this affordable 3-pack from Amazon !

If your products are too large to bring, consider investing in some reusable travel bottles ! This will help to reduce waste and allow you to bring all of your essential travel toiletries from home! Amazon has lots of great options with varying prices, sets, and sizes!

Skincare products are some of the most important items you can pack for a trip. When traveling, your skin can be exposed to different germs, climates, and water. In order to help your skin adjust, make sure to bring along the skincare products you use daily. Below are some of my favorites!

When packing for a trip, make sure to throw in your daily facial cleanser. My personal favorite brand of face wash is CeraVe . Their Hydrating Facial Cleanser is great for dry skin, while the Foaming Face Wash works wonders for oily and acne-prone skin. This cleanser is affordable and comes in full-size , travel-size , and eco-friendly bar options .

Facial moisturizer is an absolute must, especially when traveling. Personally, I use a lighter daytime option and a heavier cream for nighttime usage. That being said, when going on a trip, I often will only bring one moisturizer to keep my packing light.

For a light, oil-control moisturizer I highly recommend Glossier’s Priming Moisturizer Balance . This product looks great on its own, but it also allows for makeup to apply seamlessly on top.

For a more heavy-duty product, Differin’s Oil Absorbing Moisturizer with SPF 30 is a great option. Its versatility makes this product awesome for traveling. However, it is 4 ounces, meaning it is not TSA compliant for carry-ons. After a few weeks of using, I had used enough product to bring it through airport security in my backpack and had no issues. Additionally, you could always transfer to a reusable TSA-compliant toiletry container , such as the ones recommended above.

Sunscreen is arguably the most important product on this list. From anti-aging/wrinkle prevention to reducing your chances of sun-related illnesses, make sure to use sunscreen all over your body, including your face and neck. Check out our post on the best travel sunscreens here!

When choosing a sunscreen, make sure to check that it’s reef safe and eco-friendly !! This is essential for protecting and preserving our oceans.

Facial Mist

While I do not use a facial mist or spray daily, I do find them useful for traveling, especially when flying. Facial mists are great for refreshing your skin and leaving it glowing. Personal Hygiene

Before any trip, be sure to pick up some multi-purpose wipes! Wet Ones Antibacterial Hand Wipes and Cottonelle’s Flushable Wipes are two of my recommendations. The latter also is great for traveling in countries that do not provide toilet paper in public restrooms, but be sure to know if flushing toilet paper/wipes is allowed.

For a pick-me-up, Love Beauty and Planet’s Showerless Cleansing Mist is perfect for traveling. Just spray this on to feel refreshed during a long travel day.

Dry shampoo is an absolute must when traveling! R+Co’s Dry Shampoo works wonders on second (or third) day hair. Plus, their travel size options are perfect to throw in a purse or backpack. Batiste is a tried and true dry shampoo, and it’s very affordable.

You never want to be caught with dry, chapped lips on vacation! Glossier’s Balm Dotcom is an essential universal salve – great for lips, hands, dry patches, and more. Plus, the flavors are to die for. And, of course, for a classic chapstick, Burts Bees is always a great choice.

Dry shampoo is a necessity! This is such an important list, I must refer to it on my next trip!

Great recommendations..esp about keeping skin hydrated… esp during summer months, my skin gets so dry when I don’t bring my favorite products with me.

Awesome list! We are slowly learning how NOT to overpack and travel just by carry-on. We have already invested in some smaller bottles for travel, as well as a small toiletries bag for carry-ons. But no matter what way you travel, this list is awesome.

3-1-1 Rule for Liquids in Carry-on Bags

When you're going through airport security on your next vacation or business flight, you might notice a posted rule by the Transportation Security Administration called the 3-1-1 Rule, which dictates how much liquid travelers are allowed in their carry-on bags. Still, you might not understand exactly what this regulation means for your traveling needs.

The 3-1-1 Rule refers to three core components that govern how many liquids you can bring in your carry-on bags: Each liquid must be in a 3.4-ounce or less container ("3"), all containers must be placed inside one clear quart-sized plastic bag ("1"), and each passenger is only allowed one plastic bag ("1").

In sum, the 3-1-1 Rule states that you can carry as much liquid as can fit inside 3.4-ounce containers that fit inside one plastic quart-sized bag; however, you can bring as much liquid as you feel comfortable carrying in your checked bags as long as these liquids do not violate other TSA regulations that dictate what you can and cannot fly with in general.

How to Pack Your Liquids in Carry-ons

Whether you're hoping to bring your favorite shampoo or conditioner on your weekend trip or need to take contact solution on your flight, you'll need to properly pack liquids to get them through the TSA security checkpoint without hassle.

You'll want to start by either buying travel-size bottles of your favorite products or by purchasing travel toiletry bottles , which you can buy online, at most supermarkets, or home goods stores, and filling them with enough of your favorite products to get you through your trip. Then pack each of these inside a quart-sized ziplock (or other sealable) plastic bag—you should be able to fit four or five.

It's recommended that you pack this bag of bottles in your carry-on last, on top of your clothing and other times, because you'll need to pull the bag out and put it in one of the security checkpoint bins to pass through the X-ray machine. You can also stow it conveniently in an outside zip pocket for easy access.

Liquids That Are and Aren't Allowed

You might be surprised to learn that you can bring travel-size bottles of alcohol in your carry-on or that you can't carry creamy dips or spread as a snack in your suitcase if it exceeds 3.4 ounces, but knowing these rules will help you avoid additional screening at the TSA checkpoint.

You can bring blenders (with blades removed), alcoholic beverages less than 3.4 ounces that do not exceed 70 percent in alcohol content, baby food, some canned foods, and even live lobsters, but you cannot bring gel heating pads, any wet foods that exceed 3.4 ounces, ice cream of any quantity, or firearms of any type. 

For a complete list of all items that are forbidden and permitted through TSA security checkpoints at airports, make sure to check out the TSA website before your flight—you can even snap a picture of an item you're questioning and ask them on the TSA Facebook page whether or not it is allowed.

Whether you’re a carry-on-only kind of person or not , knowing the Transportation Security Administration’s (TSA) liquid limits is essential for anyone who travels by plane in the United States. Yet understanding which of your toiletries, foods, and other items even count as “liquid”—let alone how best to pack them—can get confusing. Use this guide to understand the TSA’s rules and restrictions about liquids, common exceptions, and tips to help ensure your next airport security screening goes smoothly.

What is the TSA liquid limit?

The TSA’s liquid limit for carry-ons—known as the 3-1-1 rule—allows travelers to pack liquids, aerosols, gels, creams, and pastes under 3.4 ounces (100 milliliters) in their carry-on bags. Passengers are allowed up to one quart-sized bag per person , or roughly nine 3.4-ounce containers in a single quart-sized bag. Anything more will have to go in a checked bag or risk being tossed out.

If your liquids are stored in containers larger than 3.4 ounces, even if there’s only 3.4 ounces left inside the bottle, you can’t bring them through security.

Completely empty bottles, such as your reusable water bottle , are allowed through the TSA checkpoint since (spoiler alert!) they don’t contain any liquids at that moment.

Which toiletries TSA allows in your carry-on

The TSA allows all of the following common toiletries in your carry-on only in containers that are 3.4 ounces or less:

  • Shampoos and conditioners
  • Lotions and sunscreen
  • Gel hair products

In other words: yes, you can bring toothpaste, deodorant, and sunscreen through TSA checkpoints but only if they are in travel-sized containers.

Powders and powder-like substances, including baby powder and some makeup items, aren’t restricted in your carry-on bag. But if you’re carrying more than 12 ounces (350 milliliters) of a powder, you’ll need to place it in a separate bin for X-ray screening, and it may be subject to additional screening—so it’s a good idea to budget an extra few minutes at the security checkpoint if you think this might happen.

Tips for packing your toiletries in your carry-on

Especially if you don’t have TSA PreCheck , it’s helpful to pack all of your toiletries in a quart-sized (or smaller) clear plastic toiletry bag for screening. Although improved airport technology means that far fewer air passengers (both in PreCheck and non-PreCheck lines) will have to take their liquids out out of their carry-on, it’s still helpful to have all of your liquids in one bag just in case you get pulled aside for additional screening. For an upgrade from that large Ziplock, we recommend the standard-sized Clarity Jetset Case from Truffle ($88), which has a clear window panel and is comparable in size to a quart-sized bag.

Since toothpaste is considered a liquid, paste, or gel by the TSA, most of us toss those tiny one-ounce tubes in our carry-on bags. However, if you want to ditch the hard-to-recycle packaging, consider toothpaste tablets, an ecofriendly alternative that’s not subject to the 3-1-1 rule. We like Humankind’s fluoride toothpaste tablets ($12), which resemble small mints and turn to paste when you crush them between your teeth. Matador has also recently released a reusable toothpaste tube ($10), which you can fill (and refill) with your regular toothpaste.

The refillable travel containers by Cadence are small, leakproof “capsules” that click together with magnets. At 0.56 ounces, they’re best for makeup and toiletries you don’t need much of—like a weekend’s worth of shampoo or a week of that under eye cream you only need a dab of.

Foods are subject to liquid limits

The TSA’s 3-1-1 rule applies to food too, meaning you’ll need to make sure any foods that count as liquids, gels, or pastes (like yogurt, peanut butter, pâté, jams, or that tasty pimento cheese spread you tried to bring home from Charleston) are less than 3.4 ounces or packed in your checked bag. There are some exceptions, like frozen foods and juice for babies, and the TSA’s website is the best resource to check for specific items.

Exceptions to TSA’s liquids rule: Full-sized liquids that you can bring through security

The TSA has several important exemptions to its liquids rule. You’re allowed to bring full-sized bottles of the following:

Hand sanitizer: Due to the coronavirus pandemic, the TSA currently allows travelers to bring up to 12 ounces of hand sanitizer in their carry-on bags. These will be screened separately.

Medication: You’re allowed to bring medically necessary liquids, aerosols, and gels through security. This also includes the ice or gel packs you may need to keep your medications cool. You are not required to store these items in a plastic, resealable bag, but you should remove them from your luggage and let the TSA officer know what you’ve packed.

Baby formula and breast milk: Like medication, you can bring freezer packs to keep these items cool, and you should remove them from your luggage and notify an agent when you go through security. More baby-related exceptions? Gel or liquid-filled teethers and canned or jarred baby food.

Of course, the final decision on whether an item is allowed through the checkpoint rests with the TSA officer.

To help you avoid the frustration of cleaning up potentially expensive liquids on your next trip, we lab-tested 14 sets of toiletry bottles to uncover the best, most leak-proof options for hassle-free travel. 

After we filled up each container with shampoo, lotion, and micellar water, we squeezed, shook, tossed, and dropped the bottles to see which ones prevailed, and which (quite literally) cracked under the pressure. At one point, it looked like the Bellagio fountain show in our lab with micellar water shooting every which way out of a tube. While we don’t recommend that particular bottle, we discovered seven other sets that stood up against our rigorous (but very effective) testing methods.

For short or long trips and everything in between, the Morfone travel bottle set comes with all of the containers you’ll ever need. The 16-piece kit includes silicone bottles, plastic spray bottles, screw-top jars, a funnel, mini spatulas, and a scrub brush for cleaning but, of course, you can easily mix and match the containers to fit your exact needs. Not all of the bottles are the same size with 1- to 3-ounce capacities for storing as much or little product as desired, and all of the bottles have removable lids and wide openings for pouring liquids in or cleaning them out. Plus if you need some help getting liquids into the bottle or extracting the last drops, the mini funnel and spatulas are extremely helpful extras.

When it comes to durability, most of the bottles had no spillage with some rough handling except for one of the plastic jars where the lid did break off. Still, we brought these bottles in carry-on luggage as well as checked bags during our six months of tests and were impressed by their overall quality and the variety in bottle size.

Matador’s toiletry bottles are the ultimate space-saving containers thanks to the fabric pouch design that can lie nearly flat after being filled with liquids. Our favorite part of these 3-ounce pouches is the snap hook at the end of the bag to attach to a backpack or bag. We also loved that the hooks double as labels that can be written on with a permanent marker to quickly identify the contents of each bag.

While we had a bit of trouble getting thicker creams into the bottom of the rectangular-shaped pouch, it was effortless to fill the smaller opening with watery liquids like shampoo. After beating up the bags a bit, there weren’t any spills, ruptures, or breakage so we feel confident that these rugged toiletry pouches have a long life ahead.

One of the best parts of testing a variety of toiletry bottles is discovering that the least expensive set can still rival a pricier alternative. This 11-piece kit has spray, pump, and screw-top bottles so you can fill each one with various liquids or use the two jars for jewelry and medication. The clear bottles are ideal for being able to see how much product is in each container and when it needs to be refilled. 

We had no issues filling each container with micellar water and shampoo but we had a bit of trouble getting the thicker lotion to filter through the funnel. However, once everything was filled up, these budget-friendly bottles stood up against our drops and tosses without even the tiniest droplet escaping. All of the bottles are 1.3 ounces so we wish there was a bit more variety in the capacities but, considering this set is under $1 per bottle, we’re plenty satisfied with the durable and easy-to-use selection.

Best Large Capacity

During a two-week trip, the provided stick-on labels came off of the bottles.

For longer trips, you may want some toiletry bottles that can hold the maximum capacity to be TSA-approved so we recommend these hefty 3-ounce ones. The four silicone tubes come with handy label stickers and a zippered case that fits all of the containers for excellent organization. With the wide-mouth openings, it was a breeze to fill up each bottle with shampoo, micellar water, and thick lotion. You can even see all the way inside the bottle when the lid is off which makes filling it up and cleaning it out even easier.

We put quite a bit of pressure on these easy-squeeze bottles and we’re happy to report that, even when filled to the brim, the contents remained in the bottles without any spillage. After six months of regularly using these bottles on weekend and long-term trips, we never suffered any spills and found the bottles to hold plenty of product.

It’s difficult to get all of the product out of the bottle when it’s low and it can be hard to clean the bottles after they've been emptied.

The color palette of this set of four toiletry bottles is one of the prettiest and most helpful of all the toiletry bottles we tried. Each silicone tube is a different shade so it’s easy to designate a specific color to a liquid and tell them apart; and, after six months of use, we loved that we didn't have to worry about missing labels. (There are also additional sets with more colors so you're not limited to just four different hues.) The 3-ounce capacity is ideal for bringing plenty of shampoo, conditioner, or other liquids on both short and long trips, and the squishy silicone material makes it easy to dispense from the no-drip valve.

We did find it a little difficult to squeeze out the remaining product when the bottle was almost empty but that was our only slight issue. However, we’re big fans of the wide-top opening for loading up any product into the tube and cleaning it out after a trip. Best of all, the tubes didn’t leak at all after rough handling, and they’re easy to pack in the included zippered bag.

These aesthetically-pleasing magnetic capsules are the most unique set of toiletry bottles we tried. The small capsules each hold 0.56 ounces and the set comes with six hexagon-shaped containers that conveniently stick to one another via magnets on every side. This allows travelers to alter the shape of the set as needed to fit it into a toiletry bag. And, after six months of near-constant use, the magnets and labels are all holding up. The capsules remained completely sealed when we dropped them onto the floor several times and the thick plastic material wasn’t dented or damaged at all. We love that when you order the set of capsules, you can customize the label printed onto each removable tile so they can be switched between the capsules as needed. Our only gripe is that the capsules are very small so you may need to use multiple to bring enough of the same product for a week-long trip, or opt for one of their larger options instead.

Other Toiletry Bottles We Liked

While the containers below didn’t leak badly, the biggest issue we had with these still-high-scoring toiletry bottles is that their quality felt a bit lower than our top performers. 

Cosywell Travel Containers : These ultra-compact screw-top containers are ideal for thicker products like gel or creams but the micellar water leaked ever so slightly, and we wish the set came with a few other bottle types for variety.

We do some pretty serious testing in our New York City lab when it comes to determining the best of the best travel products and this toiletry bottle test was no exception. For this test, we poured travel essentials like shampoo, micellar water, and lotion into the toiletry bottles, tubes, and capsules to see how easy it was to fill each one up. Then, we squeezed, dropped, tossed, and shook the containers to simulate the rough handling and pressure when you travel by air, car, train, or even on foot with toiletry bottles. Did shampoo explode from one bottle and shoot several feet in the air? Maybe. But don’t worry, we didn’t recommend that one. 

After some rigorous (and occasionally messy) lab testing, we sent each set of toiletry bottles out on real trips with our testers to utilize over a six-month period. Arguably, the most important thing when it comes to toiletry bottles is that they safely contain the potentially pricey skin and hair care products held inside wherever you go, so we closely examined each bottle post-testing for any leaks or damage. Our favorite, winning toiletry bottles are easy to fill up, completely leakproof, and compact enough to pack in toiletry cases. 

Tips for Buying Toiletry Bottles

Prioritize leak-proof containers.

The most important thing to look for in a toiletry bottle is that it performs as expected which means all of the liquid remains sealed in the container. It’s hard to tell whether or not toiletry bottles are leak-proof until you travel with them so it’s important to read reviews and seal the bottles as tightly as you can before you pack them away for a trip. 

Know the types of bottles 

It’s amazing how many types of miniature containers there are for travel these days so it can be helpful to know which type of bottle you need depending on which products you’ll bring. There are silicone squeeze bottles that are ideal for shampoo or conditioner but if you’re packing any type of spray product, you’ll want a hard plastic bottle that comes with a spray cap. For pills, vitamins, or even jewelry, a capsule or container with a screw lid are a great option for storing smaller items. For face wash or lotion, a hard plastic bottle with a lockable pump lid can be helpful.

Consider the capacity 

The TSA restricts carry-on liquids to 3.4-ounce containers so if you’re planning to only carry a bag into the cabin, you need bottles at or below the size limits. Smaller 1- or 2-ounce containers can be easier to pack but that means you’ll have less product to work with so be sure to pack accordingly depending on the length of your trip and the amount of product you think you’ll need.

For carrying liquids onto a plane, the TSA requires all containers to be at or under the 3.4-ounce size limitations. All bottles must fit in a quart-sized bag and, if a bottle is larger than 3.4 ounces, it must be checked before going through security. According to the TSA, gels, creams, pastes, and aerosols, all count as liquids and must be in approved bottles.

In general, silicone toiletry bottles are more durable than hard plastic bottles, as they aren’t prone to cracking or breaking like harder plastic materials. However, when it comes to leaking, both can have the potential to expel liquids so it depends on the quality of each product. 

Cleaning out toiletry bottles can be extremely difficult depending on the style of the container. Bottles with wide mouths can be easily rinsed out and dried but other bottles with smaller necks or no cap can make it difficult to switch products. In some cases, it might be easier just to keep refilling the same bottle with the same thing but some sets will come with brushes or spatulas to clean out all of the product.

Carry On Toiletries Rules

After the tragedy of 9/11, airlines have really honed in on safety of items passengers carry on to airplanes. Although the new carry on rules cause headaches when packing toiletries the rules are there for good reason.

Stay away from sharp objects like straight razors (regular shaving razors are allowed), or things like long metal nail files or scissors. And stick to the 3-1-1 rule when packing liquids for hand luggage.

Maximum Liquid Carry On Airplane | the 3-1-1 ratio

TSA now has a liquid carry on rule that follows a 3-1-1 ratio. Though, even with airport travel as often as we’ve done, we’ve never really looked into this rule much. Come to find out, it’s meant to ease the understanding of liquids brought on a plane!

The 3-1-1 rule simply means that all your liquids must be three (3.4) ounces or less , fitting into one quart size bag , and limited to one quart size bag per person .

Now, before you think how is that even possible to fit all your toiletries into one quart size bag, keep reading to find out it is in fact possible!

What Goes In The Quart Size Bag

The quart size bag is for only liquids. Keeping that in mind when bringing things like shampoo, conditioner, and soap is essential.

Gone are the days of bringing the liquid form of showering necessities, and in are the days of bar soap, shampoo, and conditioner (recommended brands below).. allowing more space in your quart size bag for other essentials.

Depending on the TSA agent you get as you go through security, both toothpaste and deodorant are technically considered liquids, meaning they must fall under the 3.4 ounce liquid rule.

Powdered make-up, pills/medication, and other “dry” toiletry items do not have to go in your quart size bag. You’d be surprised how many “dry” products are offered for travel toiletries these days!

How To Pack Toiletries And Makeup For Carry On Travel

Keeping in mind that only liquids have to go in a clear quart size bag, following the 3-1-1 rule mentioned above, the rest of your toiletries can really be anything you wish. Below we’ve recommended what exact items to pack in your carry on toiletry bag, but we understand some people need more things like make-up and the like.

  • When packing your toiletry bag, be sure to separate anything that could be pokey, i.e. tweezers, nail clippers, or bobby pins, from the quart size bag with your liquids. If any of these liquids leak, you don’t want it to ruin your belongings!
  • Pack your toiletry bag in a place that’s easy to access, so when you go through security, you can quickly pull the quart size bag out.
  • Take the cap off the liquids and add plastic wrap under the cap to prevent spillage when the containers expand in flight

The Carry-On Toiletries Bag To Get

When searching for a carry on toiletries bag, keep in mind something that is packable, and thin, allowing the toiletry bag to fit into the smallest place possible! We love our  Sea to Summit  travel light toiletry bags and have used them for four years of travel.

Special things to look for when purchasing a carry on toiletries bag are separate compartments to keep your toothbrush away from make-up and hair stuff, and simple mesh dividers to keep your toiletries organized!

We recommend against getting the  hanging toiletry bags  as these take up more space and weight than the simpler travel light bags!

Exact Items to Pack In Your carry on toiletries bag

Both prescription and nonprescription medication go in your carry-on luggage. And while you may think you don’t need it, we recommend bringing your favorite kind of medicine like Tylenol , Ibuprofen, or Benadryl . It’s easier to have just in case, rather than trying to find these medications while in a foreign country!

Though going to a foreign pharmacy is always a great adventure! Haha

Do not bring your electric toothbrush while traveling. We both use electric toothbrushes at home, but find the weight and annoyance of bringing a charger not worth having it while abroad. Grab a simple toothbrush , and maybe some floss and call it good!

Traveler’s Tip …If you get the smaller Sea to Summit travel bag, you’ll have to cut off part of a normal size toothbrush so it fits in the bag. Jay did this with a pocket knife and used a lighter to heat up and smooth the edges!

While Dr. Bronner’s soap works for toothpaste, we’d argue it is not a very nice toothpaste to have! Bring a couple of small travel size toothpaste , the kind you get from a dentist’s office.

Remember, the toothpaste should be 3.4 ounces or smaller to fit TSA liquid rules.

There are so many kinds of deodorant , bring whatever one suits you best. Just again remember to keep it small, as depending on the TSA agent you get, they may consider deodorant a liquid.. major eye roll here!

Do not, I repeat, do not bring a brush! Get used to having a comb. Brushes are big and bulky and just take up too much space… Also, who actually brushes their hair these days anyways?

While you cannot bring a straight razor in your carry-on luggage, you can bring a normal razor used for shaving in your carry on toiletry bag. It does not need to be set out while going through security, and we suggest getting one that has a cover on the blades so it doesn’t create tears in your bags!

While fingernail clippers were once in question of being allowed in carry on luggage, they aren’t in question anymore. Obviously not necessary when traveling for shorter durations, but if traveling for a longer period of time, fingernail clippers come in clutch!

They work great to “cut” snags on clothes and luggage too!

Travel-Friendly Shampoo

Gone are the days of fitting your shampoo into 3.4 ounce containers and in are the days of bar shampoo . We haven’t actually tried bar shampoo, but have heard raving reviews of it from more and more people recently.

We typically pack Dr. Bronner’s soa p and use it for our shampoo, and basically everything else under the sun too!

Conditioner for Travel

Arguably you could probably get away with not bringing conditioner if you’re not traveling for that long, but if you absolutely need it, you can now find bar conditioner ! It’s like bar soap, but is instead conditioner.. how great is that?!

Body Soap For Travel

As you could have guessed, we’re recommending bar body soap here too. Although, we also understand that bar soap can sometimes not be the best for everyone’s skin. This is why we recommend Dr. Bronner’s soap!

We love Dr. Bronner’s all-natural soap , and use it for washing everything from dishes to our bodies and even our clothes while we travel! It’s a great all-in-one soap!

It’s natural that when we travel we want to bring with us items for cleaning and grooming.

You can bring any toiletries or toiletry items on a plane unless they have the potential to be used as a weapon.

Liquid toiletries are not prohibited from passing through airport security but you do need to follow the Transportation Security Administration liquid rules that limits the amount you can bring .

All liquids, gels, pastes, and aerosols must be in small containers no larger than 3.4 ounces (100 ml).

You’ll need to pack them in a TSA approved toiletry bag which as basically a quart-sized bag that is resealable .

As per the TSA rules Liquid toiletries don’t need to be in a clear plastic bag but it’s recommended.

You can only bring one quart size bag per passenger.

The smart way to pack toiletries is to bring a larger bag for non-liquid toiletries and a quart size bag for travel size containers of liquid toiletries.

Toiletries You Can Bring In A Carry-On Bag With Restrictions

You can bring the following liquid toiletries in small containers that are less than 3.4 oz:

  • Lotion counts as a liquid
  • Skin care products
  • Liquid Laundry Detergent tide pods
  • Contact Lens Solution can be in bottles larger than 3.4 oz but they will need to be screened separately

  • Nail polish
  • Shaving Cream
  • Nail scissors that are smaller than 4 inches measured from the pivot point
  • Liquid foundation
  • Cream makeup

Medically necessary liquids don’t need to be in containers smaller than 3.4 oz.

So you can bring liquid medication on a plane.

You just need to notify the TSA agent that you are bringing a medically necessary liquid and they will carry out additional screening.

Remove any liquid medication from your carry-on bag and place it in a tray so it can be screened separately.

The same exemption applies to breast milk and drinks for infants.

The TSA liquids rule only applies to carry-on baggage. If you want to bring larger quantities of toiletries you can pack them in a checked bag.

Keep in mind that flammable liquids are also prohibited from checked baggage because of the fire risk.

Toiletries are not only liquid soaps and lotions. 

There are also solid products and all the grooming paraphernalia.

You are allowed to bring solid toiletries through airport security so long as they don’t have a significant blade that could be used as a weapon.

Solid toiletries don’t follow the 3-1-1 liquids rule :

  • Hair straighteners
  • Disposable razors
  • Dental Floss
  • Solid sunscreen blocks
  • Solid shaving cream
  • Nail clippers

Wet wipes are a notable entry on this list.

Even though wet wipes are wet they don’t count as liquids. This means if you are struggling for space in your liquids toiletry bag you can sometimes replace the liquid product with a wet wipe version of the product. For example, makeup remover wipes rather than liquid cleanser.

The same goes for solid versions of products that are usually sold as liquids. Shower gel needs to be packed in a your quart bag but a solid bar of soap doesn’t.

When it comes to packing for a trip, finding the best way to bring the necessary toiletries along is a challenge. It's easy to overpack, and following proper security protocols if you're traveling by air can make the process even tougher. Bringing the fewest products possible is always a good strategy, but finding the right way to pack them so they don't leak all over your suitcase can save you a headache when you reach your destination. Keep reading for our full guide on how to pack and organize your bag for the smoothest travel experience.

Step 1 Go through your daily routine for products that you use.

  • Don't forget to include tools that you might need, such as cotton balls or cotton swabs.

Step 2 Eliminate unnecessary or luxury items.

  • Keep in mind that most hotels provide shampoo, conditioner, and soap, so you may not need to pack those items.

Step 3 Include additional products based on your destination.

I admit I've also been guilty of buying mini versions of my favorite contact solution. Packing everything you need for your business trip or vacation into a single carry-on bag speeds you along at your destination. You’ll avoid extra fees for checked bags and won’t have to worry about lost luggage during your flight. But Transportation Security Administration rules about what items you can legally bring on board the plane makes packing your bag tricky. Pay attention to the rules for toiletries and you won’t risk losing your items when you go through security.

According to the TSA website, you may only carry on liquids and gels that are in 3.4-ounce containers or smaller. Liquids include toiletries such as shampoo, after-shave, sunscreen, hand sanitizer, conditioner, hand or body lotion, mouthwash and liquid makeup. Toiletries often found in gel form include toothpaste, deodorant and lip balm or lipstick. Transfer liquids and gels to smaller containers if the original package contains more than 3.4 ounces, or purchase special travel sizes or travel-sized containers. You may be able find these sizes of carry-on liquids in the duty-free areas of airports. You can’t take a large toothpaste tube with only a little left in it, or half a large bottle of shampoo. Additionally, all your bottles of liquids and gels must fit in a single 1-quart plastic bag.

TSA rules say liquid foundation, liquid eye liner, mascara, lip balm, cream blush, lip stick and any other makeup in liquid or gel form has to meet the 3.4-ounce container limit and must fit in a 1-quart plastic bag or zip-top bag. Powdered or pressed makeup, baby powder, talcum powder and other toiletries that aren’t in a liquid or gel form are not prohibited items and aren’t regulated during the screening process. Pack them in your carry on baggage as you wish.

Aerosol toiletries such as hairspray or mousse are exempt from the TSA's ban on aerosol products in carry-on and checked baggage. The TSA notes that passengers can bring such products on a plane in "limited quantities," but an exact number is undefined. Travelers are probably safe with a couple of cans, but a suitcase full of hairspray will catch the TSA's attention. Be mindful when packing and try to limit the amount of aerosols.

Disposable razors and their cartridges are the only types of razors permitted in your carry-on luggage. Sharp objects and razor-type blades, such as box cutters, utility knives, and safety razor blades, are only allowed in checked luggage. You may also carry nail clippers and nail scissors with blades shorter than 4 inches. Don’t pack knives, large scissors, lighters, or pepper spray in your carry-on item or personal item. If you need batteries for a toothbrush, razor or other item, these are allowed in your carry-on luggage. You also cannot bring aerosols like hairspray through airport security in your carry on because they are flammable; you need to bring any aerosols in checked baggage.

The TSA’s 3-1-1 rule caps the size of any liquids, gels, creams, pastes or aerosols that you have in your carry-on luggage at just over 3 ounces: 3.4 ounces or 100 milliliters for each container, to be exact. You can take as many of those small bottles as will fit into a 1-quart-sized bag, although you should be able to zip the plastic bag closed – so don’t cram it completely full.

If you’re into removing nose hair with dynamite, sorry; you’re out of luck. But any reasonable toiletries can go on the plane with you as long as they follow the 3-1-1 rule. These include aerosols like hairspray, deodorant lip gloss, mascara and mousse; shampoo and conditioner; shower gel or body wash; toothpaste; and miscellaneous cosmetics, creams and moisturizers. A helpful tip is to buy TSA approved 3.4 ounce containers to put your liquids in, or simply travel-sized containers of your favorite products. to avoid hassle or additional screenings.Additionally, there are some carry on liquids, like breast milk, baby food and baby formula, that do not need to comply with the 3-1-1 rule. You might have to go through a brief screening process at the security checkpoint, but you should be fine.

The TSA also allows you to take reasonable quantities of liquid medication, prescription medication, gels and aerosols – which includes contact lenses and contact lens solution – through separately from your quart-size baggie, but you must declare those items to the security officers when you go through the security screening checkpoint.Unsurprisingly, plenty of traveler anecdotes are out there about variable handling of this rule. If any of your toiletries in your personal item really are medically necessary in a quantity that won’t fit in your “3-1-1” quart-size baggie, you can smooth the way by keeping them in their original packing and bringing a copy of your prescription or a doctor’s note of medical necessity. Some travelers also print out a copy of the TSA’s own policy to show as proof – just in case.

If you want to pack more than a quart-size baggie’s worth of toiletries in your carry-on, consider subscribing to hard – that is, non-liquid – toiletries. Deodorant bars, bar shampoo and bars of soap instead of body wash are all perfectly fine to make it through the airport security x-ray and widely available on Amazon. You can even pack tooth powder instead of toothpaste, and if your skin isn’t too finicky, you can substitute lotion bars for a liquid moisturizing lotion. Otherwise, you might just have to settle for getting some checked baggage.

Each traveler is allowed one 1-quart plastic bag for liquids and gels. You must remove this bag from your carry-on luggage at the security checkpoint for screening. Pack the bag where it’s easy to get to. If you’re traveling with liquid medications in containers that are larger than 3.4 ounces, syringes or supplemental oxygen, you should remove these items from your luggage at the security checkpoint and allow the TSA agents or TSA officers to inspect them.If you’ve been dreaming of toting a suitcase full of hand sanitizer, sunscreen, body wash and toothpaste on your next vacation, you’re in luck: You can pack as many full-size toiletries into your checked bags as you want. But if you’re packing toiletries in your carry-on bag, you must abide by the Transportation Security Administration’s 3-1-1 liquids rule, which limits the amount of liquids, gels, creams, pastes and aerosols that you can carry onto the flight with you.If you’re even in doubt about whether or not you can bring something make sure to check the TSA website ( tsa.gov ) beforehand for a comprehensive list of TSA rules, travel tips and prohibited items. Flammable liquids, lighters, pepper spray or any other kind of weapons are strictly prohibited in your carry-on baggage around the globe.

Always bring important items like your prescription medications, breast milk, or baby food in your carry on bag so you have easy access to them in the overhead bins. Follow the liquids rule and keep them in quart-sized bags. Especially during long international flights this is important.

5 clear toiletry bags for travel that are TSA compliant

Thanks to being a TSA PreCheck member for nearly a decade, I can't recall the last time a TSA agent asked me to remove my toiletry bag from my carry-on when passing through security. Not having to deal with rummaging through luggage to remove your toiletries (along with electronics) is just one of the many perks of TSA PreCheck, the expedited security program.

But unfortunately, PreCheck benefits do not extend internationally. In my experience, certain airports abroad, including London's Heathrow Airport (LHR) , are much stricter in enforcing the universal quart-sized toiletry bag rule. In fact, the last time I flew from Heathrow, a security agent actually made me empty my entire quart-sized bag, which admittedly had several of the mini-sized products from the hotel I had stayed at sticking out. (In my defense, the products in question were Le Labo from the London Edition in the West End.)

Even so, I stood there and watched him put every last item back into the two plastic bags he supplied. Although I was slightly irritated during this process, it was a good reminder to travel with a compliant toiletry bag and to not let the opportunity for free La Labo result in trying to cram nine bottles into your bag at the last minute.

When traveling in Europe, for example, passengers are restricted to a one-liter transparent plastic bag for their liquids, aerosols, drinks, toothpaste, creams, gels, etc., per the European Union . Domestically, you must put your liquids in a quart-sized bag (approximately 7 x 8 inches in size, though TSA does not specify measurement requirements), with each product less than 3.4 ounces, per the TSA 3-1-1 liquids rule.

Even if you are traveling abroad, all travelers departing from the U.S. must adhere to the quart-sized bag rule, which is why we've compiled this guide with some of our favorite clear TSA-compliant toiletry bags.

Since we love a deal here at TPG, let's start with one of the cheapest options on this list. Thanks to Bagsmart, you can purchase a three-pack of bags measuring 7.5 x 5.9 x 2.2 inches for just under $12.

"Bagsmart bags are inexpensive and have held up to my frequent use," says TPG family travel writer Tarah Chieffi, who also uses them abroad. "They are great for international travel when you often still have to remove your liquids from your luggage and put them through separately. And they come in a lot of fun colors so you can match them to your luggage."

Another budget-friendly option comes to us from Stasher, which I can personally attest to as having high-quality yet affordable products — I've used the brand's Pocket Bag ($7.99) to hold my headphones when traveling. Thanks to the brand's range of reusable bags which meet any size needs, it has at least two options for TSA-friendly toiletry bags, such as the signature Quart Bag, measuring 8.75 x 7.5 inches.

"I started using them as my go-to toiletry bag because they're super durable, washable, see-through (so easy to find what you need inside) and they have a little stretch, which is great when you need to cram in just one or two extra things," TPG global features managing editor Melanie Lieberman told me.

She also likes the brand's stand-up bags, such as the Stand-Up Mini Bag ($17.99, 5.5 x 7.5 inches), whose flat bottoms allow the bags to stand up on their own, a feature that is hard to find.

The Clear Pouch Set , $45 at Away

Away is known for its ubiquitous hardshell suitcases, including its top-rated carry-on, my personal favorite. Beyond suitcases, the brand has expanded into travel accessories, including its Clear Pouch Set, which in true Away style, features two TSA-approved bags, one large and one small, that are also spill-proof.

With a leather-like trim, these bags have a folded bottom that expands for extra room but still packs flat. The small one measures 7.3" x 0.8" x 4.3" inches with a 0.3 liter capacity, making it suitable for your liquids, while the larger one, at 8.66" x 0.8" x 5.3" inches with a 0.5 liter capacity, also meets TSA size requirements.

Plus, these bags fit seamlessly into the corresponding Away Toiletry Bag ( small and large versions are available online for $55 and $75, respectively) and — like all Away products — you can try this bag combo for free for 100 days and return at no cost if you are not satisfied. But based on my experience with Away products, you won't want to return it.

Small Clear Cosmetics Case , $75 at Cal Pak

If you are concerned about see-through aesthetics yet still want to be able to carry on your liquids (which to be honest, I can relate to), consider the Mini Clear Cosmetics Case from Cal Pak for $75. At 8 x 4 x 6 inches, it still weighs less than a pound despite being more substantial than the other bags on this list.

"The Calpak Clear Cosmetic Case is large enough to hold all of your toiletries, but still small enough to fit in your luggage," says Tarah. "The separate compartments help you stay organized and because it's clear, it's easy to find what you are looking for."

With a range of classic colors (mauve, stone, caramel and black) and limited editions like the dragonfruit one currently available, this bag is sure to meet your style needs. It has a lay-flat carrying handle, a water-resistant lining and features two zippered compartments to effectively organize your items. And, it's covered by a one-year limited warranty.

If you ultimately need more space and decide to check a bag, Cal Pak also has a larger version of the Clear Cosmetics Case for $95.

Bottom line

Each of these toiletry bag options is TSA-compliant to meet the agency's 3-1-1 liquid rule and quart-size bag requirements, so you shouldn't have any issues using any of them, even if you are not a PreCheck member and have to remove it from your carry-on to go through TSA security.

Although you could technically use a plastic Ziploc quart bag, it's 2022, and we simply cannot be out there using single-use plastic every time we travel.

Traveling light with only a carry-on can save you time at the airport by not having to go through baggage check-in or waiting at baggage carousels when you land. But TSA requirements can make packing tricky. To maximize room in your carry-on bag, substitute TSA-approved items for unregulated alternatives.

TSA's 3-1-1 rule limits you to taking anything you can squeeze out, pour out or spray out in a 3.4-ounce or smaller container. That means limiting the amount of toothpaste, hair spray, cologne and other toiletries you can take on board. Get around the 3-1-1 rule

If the 3-1-1 rule sounds like it will cramp your beauty style, don't worry. Just substitute as many liquids as you can with dry products. Here's a few ideas to get you started.

  • Go back to basic bar soap . Soap doesn't have to be harsh on your skin. Many bar soap brands make a thick, pouf-friendly lather that is a good stand-in for gels. Or, look for a bar that moisturizes and exfoliates. 
  • Do a dry shampoo . Most hotels supply you with free shampoo and conditioner, but if you want to bring your own, switch over to dry. Try sulfate-free bar shampoos with coconut and argan oils to nourish your locks and make a rich lather. Follow up your shampoo with a silky conditioner bar. 
  • Clean your face. Use a solid facial cleansing stick. 
  • Beat dry skin the dry way . Some beeswax moisturizing bars come in their own travel-friendly tin. Your body warmth turns the texture from dry to creamy as you smooth it along your skin. 
  • Protect your skin. Use an SPF 70 sunscreen stick. The formula goes on completely dry.
  • Discourage pests from biting. Use a solid insect repellent stick. Some repellent sticks contain 30 percent DEET to fend off mosquitos, biting flies, ticks and chiggers. Natural bug repellents fend off pests without DEET. Check out after-bug balm sticks to soothe any bites. 
  • Pack alternatives to liquid makeup. This helps you look your best without having to worry about TSA limits. Some major name brands make foundation sticks that you simply rub on and blend.
  • Clean your clothes. Use laundry soap sheets. The sheets dissolve in water and are useful for either machine or hand-washing.

What NOT to take in your toiletry bag

1. liquids that are unsealed.

The last thing you want is to open up your toiletry bag or carry-on and find a sunscreen explosion! Make sure you tape each bottle closed, and then separate your liquids into a waterproof ziplock bag.

2. Bottles that are larger than 3 oz

TSA has some pretty strict rules! Make sure you follow all the liquid rules while packing to ensure that you don’t have to throw anything out while you’re in line for security.

3. Anything flammable

TSA rules aside, it’s probably just a bad idea in general to bring flammable liquids on an airplane.

FAQs about traveling with Toiletries

1. what toiletries can i bring on my carry on bag.

You are allowed to bring a quart-sized bag of liquids, aerosols, gels, creams and pastes in your carry-on bag and through the security checkpoint. These are limited to travel-sized containers that are 3.4 ounces (100 milliliters) or less per item. Placing these items in a ziplock bag, and separate the bag from your carry-on baggage while going through security screening. 2. What are some tips for packing toiletries?

Go through your daily routine in your head (or pay special attention to it the morning before you leave) and make a list of each thing you use. Pack only the items on that list, and nothing else! Keep an eye out for items that have dual or triple purposes, and definitely leave the “just in case” items at home.

3. There is a lot I want to pack in my toiletry case! How can I pare it down?

Try to pack makeup/toiletry samples rather than the full products. Put your liquids into even smaller containers that are meant for travel. It’s also extremely helpful to opt for dry or solid forms of your toiletries, such as shampoo and conditioner bars or deodorant wipes.

4. Is it better to bring everything I need or to buy toiletries at my destination?

It depends on your destination. There are many areas where convenience and local prices for items make it much more worth it to buy some things when you arrive. However, with most destinations, you’ll find that you either can’t get what you need easily, or the pricing on the toiletry items is far higher there than at home. Do a little bit of research before you go if possible, but it’s generally best to pack most of your own stuff.

Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees

Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided  

WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.

“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”  

The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes. 

Under the rule, passengers are entitled to a refund for:

  • Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.  
  • Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.  
  • Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.

DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.  

The final rule improves the passenger experience by requiring refunds to be:

  • Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.   
  • Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.  
  • Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.    
  • Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.

The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.

In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.

The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration

Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

  • Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .  
  • Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.   
  • Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.  
  • DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.  
  • In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel.  
  • DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs.

In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:

  • Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.  
  • Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.   
  • Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.

Southwest Airlines quietly rolls out a new compensation program for flight delays

Southwest Airlines said it launched a compensation program for  flight delays as part of a $140 million U.S. Department of Transportation settlement over the carrier's meltdown in December 2022 during a busy holiday travel period.

Southwest agreed in December 2023 to provide $90 million in travel vouchers of $75 or more over three years to passengers delayed at least three hours getting to their final destinations because of an airline-caused issue or cancellation and to start the program by April 30.

The airline said Monday it had quietly launched the program on April 16 and has already heard from a few thousand customers seeking vouchers.

The airline agreed to the compensation program after the holiday meltdown that resulted in 16,900 flight cancellations and stranded 2 million passengers. The settlement included a $35 million cash fine.

Will Southwest start assigning seats? CEO says the airline is weighing changes

A massive winter storm in December 2022 and subsequent chaos prompted travel horror stories such as people missing funerals or long-awaited holiday gatherings, passengers with canceled flights forced to make cross-country drives of 17 or more hours and some cancer patients being unable to get treatment.

The delay compensation program is part of the Biden administration's aggressive efforts to get tough on airlines as it aims to require new passenger compensation. Vouchers will be awarded "upon request," Southwest said.

Southwest CEO Bob Jordan said in December that, given its operational performance, the $30 million in vouchers annually was "the right number" to commit to.

Asked if Southwest would end the program after three years, Jordan said consumer programs "rarely change or go away."

Rival U.S. airlines have not put in place similar programs and do not yet face a mandate to do so.

Enough with airline hidden fees: DOT rules take aim at 'corporate rip-offs'

President Joe Biden said last May that the DOT would propose new rules requiring airlines to compensate passengers with cash for significant controllable flight delays or cancellations by the end of the year. The DOT has not issued its proposal, and Congress has declined to mandate compensation for delays in a pending aviation reform bill.

Transportation Secretary Pete Buttigieg said last week Southwest under the delay compensation requirement will "really lead the market and it will be very interesting to see how other airlines respond – not as punishment but by way of competition."

The DOT in 2022 asked carriers if they would pay at least $100  for delays of at least three hours  caused by airlines and none agreed.

Most carriers – including Southwest – voluntarily committed in August 2022 to provide hotels, meals and ground transportation for airline-caused delays or cancellations but resisted providing cash compensation as is required in the European Union .
