ICA-MOM Joint Statement

          The Ministry of Health (MOH) reported on 14 July 2021 that there were a total of 54 COVID-19 cases linked to the KTV cluster.

2.       Amongst these 54 cases, 30 are non-Singaporeans. They held the following immigration status when they last entered Singapore: Singapore Permanent Residents (2), Work Pass Holders (14), Student’s Pass Holder (1) , Long-Term Visit Pass Holders (5), and Short-Term Visit Pass Holders (8).

3.       25 out of the 30 non-Singaporeans entered Singapore before 2021. Of the eight Short-Term Visit Pass Holders, two had entered Singapore before the imposition of border entry measures last year, on 21 March 2020. Another two had entered Singapore in late 2020 via the Air Travel Pass, which enables foreigners (including business and official travellers) from specific countries/regions, including Vietnam, to seek entry into Singapore. This travel lane was available to visitors travelling from Vietnam to Singapore between 8 October 2020 and 13 February 2021. The remaining four Short-Term Visit Pass Holders entered Singapore in 2021 via the Familial Ties Lane, which facilitates the entry of foreigners with intimate ties in Singapore.

4.       The eight Short-Term Visit Pass Holders have remained in Singapore through extension of their short-term visit pass. During this pandemic, ICA has been assessing applications to extend short-term visit passes on a case-by-case basis taking into consideration extenuating reasons, such as international travel restrictions and flight availability, and whether the applicants have family ties in Singapore. For example, Vietnamese nationals can only return to Vietnam through relief flights arranged by the Vietnamese authorities.

5.       All the MOM-issued pass holders entered Singapore before the imposition of border entry measures last year, on 21 March 2020. This was when entry approvals were introduced to manage COVID-19 importation and transmission risks.

6.       The Multi-Ministry Task Force said on 14 July 2021 that the first case linked to this cluster is a Short-Term Visit Pass holder from Vietnam. According to checks by the Immigration & Checkpoints Authority (ICA), this Vietnamese national entered Singapore in February 2021 via the Familial Ties Lane, sponsored by a Singapore Citizen who is her boyfriend.

7.       Short-term visitors cannot engage in any form of employment (paid or unpaid), or in any business, profession or occupation in Singapore. Those who are found to have broken this law are liable to be prosecuted, or have their visit pass cancelled, and deported and be barred from re-entering Singapore.

8.       Police investigations into possible illegal, including vice-related activities within this KTV cluster are ongoing. If the investigations show any criminal offence on the part of these foreigners, ICA and MOM will take firm action against them, including cancelling their work pass, student’s pass or visit pass, and deport them. Employers who illegally employ these pass holders, or abet these pass holders in illegal employment will also face enforcement actions, such as a fine of not less than $5,000 and not more than $30,000, or to imprisonment for a term not exceeding 12 months or to both. Their work pass privileges may also be suspended.

9.       Police are also investigating the pivoted outlets which the COVID-19 positive cases had visited, to determine if any criminal offences are disclosed. Any breaches of safe management measures would also be looked into.

10.     The Police and relevant authorities will also be stepping up enforcement against breaches of safe management measures, as well as vice and other illegal activities, in the other pivoted KTV outlets.

Extension of stay in Singapore

We offer a procurement service for an online extension of stay in Singapore for an additional 30 days.

Entering Singapore grants you a Visit Pass with a set validity period. In most cases, you are given 30 days, after which you must leave the country. You can extend your stay for another 30 days by applying to the Immigration & Checkpoints Authority before your current pass expires. This extension is a one-time offer and applies only to short-term Visit Passes.

An approved extension of stay is emailed to the applicant in a PDF format.

Extension of stay requirements

To apply for an extension of stay in Singapore, you will need to:

Complete an online extension of stay form and attach a scanned copy of your passport and a electronic arrival card .

Pay for the application on the next page. Alternatively, return to completing the form for the next applicant and then pay for everybody in one go.

As soon as we’ve checked your application(s), we will email to confirm receipt of the documents and your payment. However, please note that processing only begins once full payment is received.

Within 1 to 2 days, you will receive an outcome of the Immigration Authority’s decision via email.

Who can apply for an extension of stay

You can apply for an extension of stay if you fulfil all of the following conditions:

• You wish to extend your stay up to 30 days from date of entry to Singapore.
• Your Visit Pass (a date on the electronic arrival card ) has a remaining validity of at least 5 working days from the date of submission (working days are from Monday to Friday, excluding public holidays). It is preferable that you send the document on 15-20th day of your stay in Singapore.
• You will not be returning to Singapore within 5 days from the departure date of your current trip.

Fees and processing time

The fee is 85 SGD and it takes 1-2 working days to be processed. Payment must be made when submitting the documents.

• Overstaying is an Immigration offence. If you overstay, you may be subject to a composition fine or prosecution in Court. Holders of a Visit Pass are not permitted to engage in any form of employment, business or occupation without a valid work pass issued under the Employment of Foreign Manpower Act (Cap. 91A).

Extension of stay in Singapore application

• Unfortunately, nationals of the following countries will not be able to apply for the online extension of stay: Afghanistan, Algeria, Bangladesh, Egypt, Iran, Iraq, Jordan, Kosovo, Lebanon, Libya, Morocco, Nigeria, Pakistan, Palestine, Saudi Arabia, Somalia, Sudan, Syria, Tunisia, and Yemen. SINGAPORE — The growing cluster of Covid-19 cases linked to KTV nightclubs involving non-Singaporeans has cast a spotlight on short-term visit pass holders.

These pass holders are not supposed to work as part of immigration rules, but it emerged on Friday (July 16) that at least eight short-term visit pass holders have been linked to the KTV cluster.

The eight include the Vietnamese hostess first linked to the cluster .

She had entered Singapore in February this year on a short-term visit pass via the Familial Ties Lane sponsored by her Singaporean boyfriend, the Immigration and Checkpoints Authority (ICA) and Ministry of Manpower (MOM) said.

ICA clarified later on Friday that this allowance was made in October last year so that Singaporeans who were in relationships with foreign partners could be reunited after being separated for long periods due to the pandemic. This allowance was, however, removed in March this year.

The authority was making a clarification on the matter because now, those who are applying for entry through the Familial Ties Lane need to be an immediate family member, relative or a spouse-to-be of a Singapore citizen or a Singapore permanent resident.

Minister for Home Affairs and Law K Shanmugam said in February that between January 2020 and January 2021, 4.9 million short-term visit pass holders entered Singapore, of whom 4.1 million entered before April 2020.

TODAY looks at what short-term visit passes are and finds out who can apply for one and under what conditions.

What is a short-term visit pass?

A short-term visit pass is issued to eligible foreigners entering Singapore for short visits.

Short-term visits by foreigners via travel lanes are now allowed only for countries or regions with low risk of Covid-19 importation, the SafeTravel website states.

It adds that these lanes have been made available to facilitate controlled entry to Singapore, “based on the traveller’s profile and purpose of travel”.

Who can apply for a short-term visit pass?

All short-term visitors, including those with a previously issued short-term visa or multiple-visit visa, are not allowed to enter Singapore, ICA’s website states.

Visitors are only allowed to enter the country if they have a valid SafeTravel Pass and Air Travel Pass or if they have an approval letter of entry from the relevant agency in Singapore.

Those who need to visit Singapore due to “extenuating reasons” may submit an application for a short-term visit pass through the Familial Ties Lane for Singapore citizens and permanent residents.

This lane was implemented on March 30 last year.

The visitor needs to be an immediate family member, relative or a spouse-to-be of a Singapore citizen or a Singapore permanent resident.

For reasons such as the death of a family member or critical illness of a family member in Singapore, non-residents may also apply for the pass. However, only a maximum of two visitors for each case is allowed.

How can one enter Singapore?

Business and official travellers may commute between Singapore and mainland China — Chongqing, Guangdong, Jiangsu, Shanghai, Tianjin and Zhejiang — and Singapore and Brunei Darussalam under the Reciprocal Green Lane arrangement.

These travellers will need to apply for the SafeTravel Pass with ICA for entry into Singapore.

Alternatively, foreigners who are short-term visitors, including business and official travellers, travelling from Brunei and mainland China may seek entry into Singapore by applying for an Air Travel Pass. Those travelling from New Zealand may also apply for this pass.

Changi Airport’s website states that the main difference between the SafeTravel Pass and the Air Travel Pass lies in the nature of the intended travel.

While the SafeTravel Pass facilitates only essential business and official travel, the Air Travel Pass enables all forms of short-term travel from approved countries or regions, including leisure travel to Singapore.

Applications must be made between seven and 30 calendar days before the visitor’s intended date of entry into Singapore.

The pass is valid for single entry anytime from the visitor’s intended date of entry and up to seven calendar days after that.

Visitors must also remain in their declared point of departure in the last 21 consecutive days before departing for Singapore.

For those hoping to obtain a pass via the Familial Ties Lane, applications are allowed for all travellers except those who have travel or transit history to Bangladesh, India, Nepal, Pakistan and Sri Lanka in the past 21 days before arriving in Singapore.

The purpose of the visit includes to reunite with their Singaporean or permanent resident family here or to complete long-term immigration facilities.

How long can a short-term visitor stay in Singapore?

Foreigners with family ties here such as spouses, siblings, parents, children, parents-in-laws of a Singapore citizen or permanent resident, or are seeking medical treatment here are eligible to apply for an extension of stay of up to 90 days.

Applicants have to include original supporting documentary evidence in support of the application.

ICA’S joint statement with MOM on Friday stated: “During this pandemic, ICA has been assessing applications to extend short-term visit passes on a case-by-case basis taking into consideration extenuating reasons, such as international travel restrictions and flight availability, and whether the applicants have family ties in Singapore.”

Are short-term visit pass holders allowed to work?

The authorities said that short-term visitors cannot engage in any form of employment (paid or unpaid), or in any business, profession or occupation in Singapore. Offenders caught breaking this law could have their visit pass cancelled, be deported and be barred from re-entering Singapore.

What is the penalty for overstayers?

The Immigration Act states that any person who remains in Singapore unlawfully for a period not exceeding 90 days can be jailed for up to six months or fined up to S$4,000, or both.

Those who overstayed for longer than 90 days will also be caned.

Eligible activities for a work pass exemption

You can work in Singapore for a short time without a work pass. However, you can only do so for certain activities, and you must notify MOM when you arrive.

Requirements for a work pass exemption

• Be engaged to perform the Work Pass Exempt activity before you enter Singapore. Note: This does not guarantee your entry into Singapore. Your eligibility to enter will be assessed at our immigration checkpoints, like with all visitors.
• Have a valid Short-Term Visit Pass (STVP) issued by the Immigration & Checkpoints Authority (ICA) of Singapore that allows you to stay during the activity.
• Notify MOM of your intention to work in an exempted activity after you enter Singapore, and before starting the activity. It is an offence to start work without letting us know.
• Comply with other specific legal requirements in Singapore (e.g. registration requirements to practise in Singapore for selected professions).

How long are you allowed to work

You are allowed to perform a Work Pass Exempt (WPE) activity for any number of visits, but up to a total of 90 days in a calendar year (e.g. 3 stints of 30 days under Work Pass Exempt activities).

The duration you can perform a WPE activity during each visit to Singapore depends on the Short Term Visit Pass (STVP) issued at the point of entry at the checkpoints. Requests to extend the STVP for the purpose of performing a WPE activity will not be considered.

When you do not need to notify MOM

You do not need to notify MOM to participate in the following activities for the duration of your Short Term Visit Pass in Singapore:

• Attend company meetings, corporate retreats or meetings with business partners.
• Attend study tours or visits, training courses, workshops, seminars and conferences as a participant.
• Attend exhibitions as a trade visitor.

The above activities should not involve a contract of service or a contract for service with an employer in Singapore.

• If you are a trainer or speaker at a training course or workshop, you will need to either notify MOM for a Work Pass exemption or get a Miscellaneous Work Pass.
• If you take up any on-the-job training, you require a work pass.

Work Pass Exempt activities

Take note of all the requirements to get a work pass exemption for these activities:

Arbitration or mediation services Show

Providing arbitration or mediation services relating to any case or matter which:

• Does not relate directly or indirectly to any religious belief or to religion generally.
• Does not relate directly or indirectly to any race or community generally.
• Is not cause-related or directed towards a political end.

Exhibitions Show

Participation in any exhibition as an exhibitor.

You must be registered with the organiser of the exhibition to:

• Provide information on, or put up a performance, or give a demonstration of anything related to the subject of the exhibition.
• Display or sell goods or services that are the subject of the exhibition.

These activities can only take place at the exhibition during the exhibition's official opening hours.

This exemption does not apply to the following, for which a work pass is needed:

• Temporary fairs (such as a 'pasar malam'), stage shows or any other functions or activities that require a permit under section 35 of the Environment Public Health Act (Cap. 95)
• Providing peripheral services for the event (e.g. cleaning and catering services); or setting up, maintaining, repairing and dismantling the exhibition sites or booths.

Journalism Show

Journalism activities (including media coverage for events or media tours) supported by the Government, or any statutory board.

Judicial or Legal duties in Singapore International Commercial Court Show

International Judges of Supreme Court who are:

• Sitting in the Singapore International Commercial Court (SICC) to hear cases, as specified by the Chief Justice.
• Sitting in the Court of Appeal in an appeal from any judgement or order of the SICC.
• Carrying any other work or activity (such as consultancy, advisory or promotional work) related to their appointment with the Supreme Court and the SICC.
• Granted full registration under Section 36P of the Legal Profession Act to represent, plead, or provide any form of assistance in any relevant proceedings or subsequent appeals.
• Granted restricted registration under Section 36P of the Legal Profession Act to give advice and prepare documents to make submissions in any relevant proceedings or appeals, which are permitted by the relevant Courts.

Junket activities Show

Activities relating directly to the organisation, promotion or conduct of a junket in a casino and performed by:

• Junket representatives employed by a junket promoter who is based overseas.
• Self-employed junket promoters who are based overseas.

Note: Junket representatives and junket promoters are required to hold a valid junket representative licence issued by the Casino Regulatory Authority (CRA).

Location filming and fashion shows Show

Involvement as an actor, model, director, member of the film crew or technical crew, or photographer for:

• Location filming leading to TV or movie production. Excludes business-to-individual services such as videography or photography for weddings.
• Fashion shows.

Note: If you are a foreigner performing at a venue with a Public Entertainment Licence, you will need a Work Permit for performing artiste. Such venues include bars, discotheques, lounges and night clubs.

Performances Show

• Performing as an actor, singer, dancer or musician, or involvement as a key support staff in an event supported by the Government or any statutory board.
• Performing as an actor, singer, dancer or musician, or involvement as a key support staff in an event held at a public performance venue. (This includes any theatre or concert hall to which access can be paid or unpaid).

Specialised Services related to a New Plant / Operations / Equipment Show

Providing expertise relating to:

• Commissioning or audit of any new plant and equipment.
• Installing, dismantling, transfer, repair, or maintenance of any machine or equipment.
• Transfer of knowledge on process of new operations in Singapore.

The exemption does not apply to the following, for which a work pass is needed:

• Conducting activities that involve the sale of products or services to the public.
• Manufacturing any products to be sold.
• Providing renovation or carpentry services.

Seminars and conferences Show

Carrying out activities directly related to organising or conducting a seminar, conference, workshop, gathering or talk (e.g. speaker, moderator, facilitator or trainer).

The event must not:

• Have sale or promotion of goods or services as its main purpose.
• Relate to any religious belief or to religion generally.
• Relate to race or community generally.
• Be cause-related or directed towards a political end.
• Providing peripheral services for the event (e.g. cleaning and catering services).
• Setting up, maintaining, repairing and dismantling the exhibition sites or booths.
• Doing administration work, such as invigilation, marking and setting exam papers.

Sports Show

Persons involved in a sports competition, event or training supported by the Government or any statutory board (e.g. sportsman, coach, umpire, referee or key support staff).

Note: If you are hired as a sportsman under a contract of services with a Singapore sports organisation, you are not eligible for the work pass exemption.

Tour facilitation Show

Tour facilitation refers to the provision of logistical support for the visiting tour groups (such as handling hotel arrangements and border crossings). It is usually carried out by tour leaders or tour facilitators employed by a foreign company.

Tour facilitation does not include tour-guide activities, which are not work pass-exempt. To provide tour-guiding services in Singapore, you will need:

• A work pass issued by MOM.
• A tourist guide licence issued by the Singapore Tourism Board .

Note: “Foreign company” whose main business is located and operates outside Singapore.

Hi, Ive applied for the short term visit extension 3 times continuously. and each time the application only took a day to be approved. because it was too smooth n easy so im quite worried if it might cause problems in the future.

STVP extensions, if approved, will not cause any problem in future. Why do you think they would?

Of course, if they get the impression you are abusing the STVP to in fact live in Singapore, you will be denied entry. To avoid this, it is generally recommendable to stay away at least as long as you were in the country before. And you cannot count on having your STVP extended again on your subsequent visit. If you want to stay here longer, you should apply for a long-term pass.

actually it was due to permit application, now my work permit has already been accepted. but my employer said that i will need to go back to my country and come back to singapore in short time using the wp. i dont even know what that means.

You do not have to leave the country for the switch from STVP to WP - just visit MoM and have it issued!

can you please give me guidance on how to extend stvp after EP cancellation. Can we do it ourselves or it has to be done by ex employer. Do I have to do it 7 days before last date of STVP or can I do it earlier. I have also soon some people get 60 days STVP instead of 30 days. Can you please guide

@technogirlsimran1 Your ex-employer must apply for your extension. In some cases MoM seems to give 60 days STVP at the cancellation of a work pass - but it is unclear why and under which circumstances.

@beppi - thank you for your response.What in case if employer does not agree to extend it, can we do it ourselves. Do I have to do it 7 days before last date of STVP or can I do it earlier.

@technogirlsimran1 You cannot do it yourself under normal circumstances.But if the ex-employer refuses, you could at least try to send proof of this (in writing!) to MoM, together with your new workpass application details, and ask for an exemption - no harm done even if it doesn't work out!

If you aren't waiting for the next work pass (and have no other ahrdship reason to stay on, e.g. medically unfit for travel), then you are out of luck and must leave Singapore before your current STVP expires.
