The NSW Teachers Federation established the Teachers Health fund in 1954 to provide cost-effective private health care for members and their families. It launched the UniHealth fund exclusively in 2014 for people in the higher education community and their families. 

Both Teachers Health and UniHealth are nonprofit funds and part of Members Health, an alliance of nonprofit and mutual health funds. Teachers Health also operates the  Nurses & Midwives Health fund.

Who can join Teachers Health?

Current or former teachers and academics, teacher aides or non-teaching support staff, with membership in their relevant union. 

Teachers Health increased its health insurance premiums on 1 April 2024 by an average of 2.65%.

This compares with an average premium increase of 3.03% and is lower than the premium increases of the five major health funds:

  • HCF  – 2.89%
  • Medibank  – 3.31%
  • Bupa  – 3.61%
  • HBF  – 3.95%
  • NIB  – 4.1%.

If you want to check whether you're getting the best deal, you can review your health insurance at any time (in fact, it's good practice to do it at least once a year). To help you wade through the seemingly infinite options, our insurance experts developed a tool that lets you  compare health insurance  based on your needs so you can find cover that works for you, and potentially save yourself hundreds.

If you decide your current policy is good value for money and suits your needs, prepay your premium by 31 March. This is an excellent way to save money as it 'locks in' your current premium and means you'll avoid the 1 April price increase for up to 12 months.

Unlike some other funds, Teachers Health doesn't offer any discounts for prepaying your premium or paying your premium by direct debit.

Teachers Health has a Low  complaints rating (this includes UniHealth).

When we score policies we give each fund a complaints rating, based on the number of complaints and serious disputes the Ombudsman deals with. We take into account the size of the fund, so big funds don't get automatically penalised for having more complaints.  The ratings are Low, Medium and High. A Low rating is better than a High rating – it means the fund has fewer complaints and fewer serious disputes for its size.

A medical gap is the difference between Medicare's recommended fee and what your doctor actually charges for a treatment or service.

Health funds have agreements with particular doctors and hospitals to cover all of the gap, which are called 'no gap agreements', or part of that gap, which are called 'known gap agreements' (these will have lower out-of-pocket costs, usually less than $500).

Depending on where you live, you may not need a policy with ambulance cover. 

  • Queensland and Tasmania:  Emergency ambulance services are covered by the state government. 
  • New South Wales and the Australian Capital Territory:  All hospital policies come with emergency ambulance cover – so you'll be covered with any hospital or combined policy you select. 
  • South Australia, Victoria and the Northern Territory: You can buy emergency ambulance cover directly from the ambulance service. Alternatively, some health fund policies will cover ambulance in your state or territory or refund at least part of the cost of the ambulance service cover. 
  • Rural Western Australia: You can buy emergency ambulance cover directly from the ambulance service. Alternatively, some health fund policies will cover ambulance or refund at least part of the cost of the ambulance service cover. 
  • Metropolitan Western Australia: If you want to be covered for ambulance you need to buy a health insurance policy with ambulance cover.
  • Adult children are covered on family policies for free until they turn 21.
  • Full-time students are covered on family policies for free until they turn 32.
  • Adult children younger than 32 can be covered on extended family policies for an extra cost. 

Does Teachers Health let you claim online or in-app?

You can claim using an app (iOS and Android) for all services. You can claim online for complementary therapy, chiropractic, general dental, optical, podiatry, physiotherapy, exercise physiology, speech therapy, occupational therapy, psychology, audiology, and dietitian services.

Created by teachers for teachers nearly 70 years ago to offer health insurance to the education community, Teachers Health is now the largest industry-based health fund in Australia, covering the lives of over 375,000 teachers, education staff and their families.

This not-for-profit fund is part of the Members Own Network. It covers over 350,000 teachers, education employees and their families. 

The Teachers Health fund has a strong focus on corporate social responsibility and runs a number of sponsorships, scholarships, and programs to care for the health and wellbeing of those in the education community.

Hospital cover

Nobody chooses to go to hospital. But when you do, hospital cover will help you get the treatment you need, where and when you want it. It also helps to pay the bills, as fees for hospital rooms and specialists can add up.

Think about what services you’re likely to need, in line with your budget. If you earn over $90,000 individually or $180,000 as a couple, you could avoid paying the Medicare Levy Surcharge .

Teachers Health offers five hospital plans. Each level of cover, from Basic Plus to Gold, builds on the level before it.

StarterPak (Basic Plus)

This entry-level policy offers combined hospital and extras cover . It allows you to choose your doctor and covers a few services in a private hospital. It also includes the most commonly used extras, and offers $500 annual limits per person on major and general dental.

Cover for everyday health needs that doesn’t exclude any services. It covers a large number of services, while others – like pregnancy and joint replacements – have restricted cover (meaning you are limited to public hospital cover). Choose a $300 or $500 excess.

A broad, mid-level cover option that includes many services usually offered in Top Hospital, but excludes items such as pregnancy and weight loss surgery to lower the cost. Choose a $300 or $500 excess.

Top Hospital (Gold)

This is the top tier cover option with no exclusions or restrictions. It comes with a range of family planning services and, unusually, a nine month waiting period for pregnancy and birthing (most funds have a 12 month waiting period). Excess options are $0, $300 or $500.

Ambulance cover 

All Teachers Health plans include emergency ambulance cover. If you don’t want to take out hospital or extras cover, you can purchase emergency ambulance cover separately. Queensland and Tasmanian residents won’t need to do this as they’re covered by their state schemes.

From dental, to optical, to chiro and more, extras insurance helps cover the bills for routine treatments with rebates of up to 100%. 

While we’ve summarised the key points of each plan below, it’s always worth digging a little deeper into any gap fees , how much you can claim back, and whether your preferred healthcare provider, such as your local dentist, has an agreement with the health fund.

Teachers Health offers three levels of extras cover: StarterPak, Essential Extras and their most expensive Top Extras policy. 

The first can only be purchased with hospital cover and the other two can be purchased on their own. 

This entry-level policy offers combined hospital cover with the most commonly used extras like dental, optical, physio and more. 

Essential Extras

Covers everyday items such as dental, optical and physio, plus a range of other services including healthy lifestyle programs like weight management and health screening. 

Teachers Health’s most comprehensive extras cover option comes with higher benefits and annual limits on common services like dental, physio,  optical and more. The policy also covers items such as speech therapy or diet, and devices such as hearing aids and blood pressure monitors, as well as including the healthy lifestyle programs.  

Waiting periods

To stop people signing up, claiming, then cancelling their health insurance, all insurers apply waiting periods . Generally, the more expensive the treatment, the longer you’ll wait. But keep an eye out for special deals with waiting periods reduced or waived.

1 day – ambulance transport

2 months – psychiatric , rehabilitation and palliative care (restricted, not pre-existing conditions)

12 months – pre-existing conditions

2 months – all other hospital services

Basic Hospital (Basic Plus), Mid Hospital (Basic Plus)

2 months – psychiatric, rehabilitation and palliative care (not pre-existing conditions)

9 months – pregnancy and birth (restricted)

9 months – pregnancy and birth-related services

1 day - emergency ambulance

2 months – general dental, pharmaceuticals , childbirth education, home nursing, allied health services like chiro, osteo and podiatry, most artificial aids and appliances.

6 months - optical, healthy living programs. 

12 months - major dental and orthodontics , hearing aids, CPAP machine and accessories purchases.

24 months - wheelchair.

2. Who can apply? Are there any restrictions?

Teachers Health is exclusively for members of the education community and their families.

This includes current and former primary, secondary and tertiary teachers, teachers’ aides, lecturers and support and administration staff from public, private and independent institutions around Australia.

A member’s spouse or partner, and other family members can join the fund too. This includes siblings, adult children and grandchildren.

3. Is it easy to switch to Teachers Health?

Teachers Health isn’t on our panel but we’re confident we can find you a great deal on your health insurance. You’ll need to contact Teachers Health directly if you’re interested in switching to one of their policies.

4. Do I need to re-serve waiting periods?

You can switch to an equivalent or lower level of cover without re-serving waiting periods. You will only be required to serve waiting periods if you have upgraded to a higher level of cover.

5. Can I change my level of cover?

Yes, you can choose a lower or higher level of cover to suit your different life stages. If you move to a higher level of cover, you will usually need to serve waiting periods on the extra services and/or higher benefits.

6. Do I get the government rebate?

For every dollar of private health insurance premiums , the Australian Government provides eligible Australians with a rebate of up to 33.4% (depending on your age and income). To learn what you’re entitled to, use our rebate calculator .

7. Do I have to pay the Lifetime Health Cover loading?

If you’re 31 or over, you usually need to pay 2% loading for each year you’ve gone without hospital cover since the 1st July following your 31st birthday.

8. What age are children covered up to?

Teachers Health will cover dependent children up to the age of 21.

If they’re studying full time, dependents can be covered as a student under a family policy up to the age of 31. Children must not be married or living in a de facto relationship. Read our guide to learn more.

Designed for young and healthy applicants, it covers essentials like dental surgery, hernias, appendicitis and joint reconstructions. This cover has a $300 excess.
  • Mid Hospital (Basic Plus). This is a mid-level option, covering a wide range of services and has no exclusions. Instead, it provides restricted cover for some services, such as heart and vascular and pregnancy and birth. You can choose a $300 or $500 excess for this cover.

If you need to make an extras claim with Teachers Health, you can do so in the following ways:

  • On the spot. You can swipe your Teachers Health membership card on the spot using the HICAPS system to claim instantly.
  • Via mobile app. The Teachers Health mobile app is available for Apple and Android devices and allows you to take a photo of your official receipt to submit your claim.
  • Online. You can claim for the following extras through the Teachers Health online members area: acupuncture, chiropractic, complementary therapies, remedial massage, general dental, optical, physiotherapy and podiatry.
  • By mail. You can download a claim form from the Teachers Health website, complete it and send it along with your invoice or receipt to Teachers Health, GPO Box 9812, Sydney NSW 2001.
  • In person. You can submit your completed claim form and invoice or receipt in person at a Member Care Centre located at a Teachers Health Centre.
  • Via email. You can also submit completed claim forms via email to [email protected]

As for bills from your doctor or specialist, if the doctor or specialist participates in Teachers Health's Access Gap Cover program, then they will send the bill directly to your health fund. If they do not participate in the program, you will need to take the bill to Medicare to be processed before Teachers Health can pay any benefits.

Program objective

The Youth Opportunities program provides one-off, time-limited grants for  new  projects that enable marginalised young people to lead and participate in their communities.

The purpose of Program is to increase marginalised young people’s participation in activities that strengthen their connection and belonging to their communities.

The Program supports organisations to empower marginalised young people to design and deliver community projects, enabling them to:

  • overcome barriers to participating in the community
  • build community based partnerships and networks
  • feel a greater sense of belonging within their community
  • feel empowered, as their ideas and opinions are respected, considered and acted upon
  • gain relevant training to support their participation
  • feel more confident within themselves and their abilities, having expanded their knowledge and skills
  • be recognised for their efforts as volunteers having given their time to design and deliver community projects
  • seek further opportunities to participate and stay engaged in their community.

The Youth Opportunities program requires applicant organisations to have spoken with young people and involved them in developing the project proposal prior to submitting a grant application.

Organisations must also involve young people at every stage of the project – from identifying the need and developing the project proposal through to design, project delivery and final review.

This program is administered by Department of Communities and Justice.

Eligibility

Who can apply.

Under this Program, eligible organisations are:

  • incorporated not-for-profit community organisations operating in NSW
  • NSW Local Councils

For the purposes of this program, organisations deemed to be ‘incorporated not-for-profit community organisations’ operating in NSW include:

  • incorporated organisations that are registered and approved as not-for-profit bodies by NSW Fair Trading
  • not-for-profit companies limited by guarantee, registered in NSW (it is preferred but not essential that the applicant organisation in this case holds a valid ACNC registration and/or DGR status)
  • not-for-profit companies limited by shares, registered in NSW (must be non-dividend distributing)
  • associations (registered under the Associations Incorporation Act 2009 with NSW Fair Trading)
  • cooperatives (registered under a relevant Act of Parliament)
  • religious organisations (registered as one of the above or established under an Act of Parliament).

Who the grant is targeted towards

Marginalised young people 12 – 24 years of age who are transitioning from childhood to adulthood and from dependence to independence.Young people who face marginalisation may include but are not limited to young people transitioning from Out of Home Care, young people experiencing homelessness, young people from low socio-economic backgrounds, young people with a disability, young carers, or young people in contact with the justice system.

The program seeks to fund a diverse range of projects from across NSW, particularly in rural and regional areas, and encourages applications from Aboriginal and Culturally and Linguistically Diverse organisations.

Note: projects do not need to cater to all ages. Applicants are encouraged to consider the practicality of keeping age groups close in range i.e 12-14, 15-17, 18-20, and 21-24. Applicants can stream project groups into older/younger teams/groups if warranted, so that activities are more age appropriate.

Types of projects funded under this grant

Projects should focus on giving young people the opportunity to develop a range of skills, including

  • life skills and healthy behaviors
  • leadership, communication and teamwork
  • event management and planning
  • volunteering opportunities that link young people to further education and training.

When the project can start and end

Projects will commence 01 March 2025 and have till 30 May 2026 to complete all activities.

The project should be started by 1 March 2025 and the project must be completed by 30 May 2026.

Outcomes for projects funded under this grant

Funded projects are expected to contribute towards the following outcomes:

Project Outcomes (short-term)

Increased participation in youth-led and youth-driven community activities indicated by

  • t he number of youth-led and youth-driven community projects funded per round,
  • t he number of marginalised young people directly involved in the planning, design and delivery of the project as volunteers, and
  • the number of volunteer hours spent on the planning, design and delivery of the project.

Marginalised young people address and overcome barriers to participation indicated by

  • the n umber of marginalised young people that attend and participate in events/activities as part of the project.

Marginalised young people participate in activities that strengthen their connection to their local community indicated by

  • the number of youth-led and youth-driven community events/activities held as part of the project.

Marginalised young people learn a range of skills that strengthen their ability to participate in their local community and support future social and economic participation indicated by

  • t he number of marginalised young people that undergo training (formal or informal) as part of the project.

Marginalised young people’s contributions are recognised and valued indicated by

  • the number of recognition activities and events that were held as part of the project.

Program Outcomes (medium-term)

Marginalised young people feel a sense of choice and control (self-determination) in their lives indicated by

  • the proportion of marginalised young people who report being involved in decision making throughout the project.

Marginalised young people feel a sense of connection and belonging to their local communities indicated by

  • the proportion of marginalised young people who report feeling a sense of belonging in the place and community where they live and
  • the proportion of marginalised young people who plan to continue to volunteer within their community.

What costs you can apply for

Project Budget

A detailed budget outlining all project related expenses is required as part of the grant application. The following funding limits apply to all applications:

  • a reasonable portion of the budget can be used for project coordination, including the reimbursement of your young volunteers for pre-identified or agreed expenses (the cost of volunteering should not be a barrier to participation for a young person)
  •  up to 10% of the budget can be used for minor administration costs (promotion, marketing, printing, stationary, postage, external bookkeeping fees if required)
  • up to 15% of the budget can be used to purchase minor equipment (applicants must demonstrate the need for these purchases in their application)
  • up to 10% of the budget can be used for catering

Note: funds can only be used for expenses/activities directly associated with the implementation of the project.

Who can’t apply

  • Commonwealth or State Government agencies
  • schools (including Parents and Citizens Associations), a university or TAFE college
  • individuals or sole traders
  • commercial for-profit organisations
  • sub-contractors engaged to manage or deliver the project on behalf of non-eligible organisations

What costs you can't apply for

Funding must not be used for:

  • any activity of a commercial nature that is for profit
  • interstate or overseas travel, scholarships and/or conference attendance
  • case-management or counseling services for young people
  • business as usual costs or general operating expenses such as rent, insurance, electricity, water, rates or the running of other programs within the organisation
  • costs that are not directly associated with the implementation or delivery of the project
  • capital works (e.g. establishing or refurbishing a youth center/space)
  • large equipment purchases (e.g. vehicles)
  • existing projects/programs
  • projects that deliver outcomes under the school curriculum. Projects that intend on using school grounds or school facilities, cannot be run as part of the school curriculum or other areas of school responsibility

Types of projects not funded under this grant

Projects must not include:

  • school projects that are part of the curriculum or other areas of school responsibility
  • case management or counseling for young people
  • religious festivals, rituals, events or promotions, except multi-faith events that involve young people from more than one religion
  • major capital works (e.g. establishing or refurbishing a youth center)
  • operating expenses such as rent, insurance, electricity, water, rates
  • funding towards the running of other programs within the organisation
  • existing projects or programs.

Additional eligibility requirements

Projects funded under the Youth Opportunities program are to involve young people at every stage of the project. It is expected that young people will take an active role in identifying, designing and implementing these projects.

Projects are required to meet the following objectives:

  • Partner with marginalised young people to deliver a youth-led and youth-driven community project
  • Improve marginalised young people’s access to and inclusion in community activities such as sport and recreation, cultural and other activities
  • Provide marginalised young people with knowledge and skills to strengthen their ability to participate in their local community and support future social and economic participation
  • Recognise the contributions marginalised young people make to their local community.

What your application needs to include

Before you start your application, read the Program Guidelines in full to make sure you understand all the relevant requirements for the Youth Opportunities grants program.

  • Check  Eligibility Criteria (must be an incorporated not-for-profit community organisation operating in NSW or a NSW Local Council) on page 13 of the Program Guidelines.
  • Make sure you have spoken with young people and involved them in developing the project proposal prior to submitting a grant application. Remember a key element of the Youth Opportunities program is that marginalised young people take an active role in identifying, designing and implementing these projects.
  • Read over the  Project Objectives and Core Components  on pages 7-8 of the Program Guidelines to make sure your project adheres to these guidelines.
  • Read over the  Project Budget and Exclusions  lists on page 14 of the Program Guidelines to make sure your project fits within these guidelines.
  • Read over the  Assessment Criteria  on page 20 of the Guidelines to understand what the assessors are looking for.

Address the eligibility criteria

Each applicant, as part of an application response, must confirm that they meet the eligibility criteria.

Applicants that do not address the eligibility criteria in full may be excluded from the application process at the department's discretion.

Address the assessment criteria

Each application will be considered on its merits, based on how well it meets the assessment criteria and how it is ranked against other applications. Assessments are conducted by independent assessment panels.Each application is assessed against the following criteria:

  • The project demonstrates that marginalised young people have had and will have meaningful input at every stage of the project (identifying the need, planning and design, delivery, final review and recognition) - the project is youth-led and youth-driven.
  • The project improves marginalised young people's access to and inclusion in community activities such as sport and recreation, cultural and other activities.
  • The project provides marginalised young people with knowledge and skills to strengthen their ability to participate in their local community and support future social and economic participation.
  • The project recognises the contributions marginalised young people make to their local community.
  • The project clearly demonstrates substantial benefits to young people compared with the total cost of the project - the project represents good value for money.

  • Applications can be submitted at any time before the deadline, but no applications will be accepted after the deadline. The SmartyGrants system will automatically shut off at 5:00pm on the due date.
  • At the end of the online application form, you will be prompted to review your application. Any errors (word limits not reached, questions not completed) will be highlighted in red and you will be prompted to go back and correct the error before your application can be submitted. Carefully check your application prior to submitting.
  • Once you have reviewed your application and you are ready to submit it, you will need to click the submit button. Once submitted no changes can be made. Simply saving your application does not lodge your application with the Department.
  • Once your application has been submitted you will receive an automated response from SmartyGrants – a confirmation of submission email. If you have not received this email, your application has not been successfully submitted, or the confirmation email has ended up in your junk mailbox. Please check this before contacting us. You can also log in to SmartyGrants and click ‘My Submissions’ to view your submitted and unsubmitted applications. Submitted applications are identified by a green tick.
  • If you realise that you have made an error once you have submitted your application please email [email protected] for assistance before the closing date.

The assessment process for the Youth Opportunities program is:

  • Eligibility assessment: Delegated staff conduct a review to ensure eligibility against the eligibility criteria (see Eligibility Criteria , page 13) and general compliance with these guidelines.
  • Competitive merit based assessment : Each eligible application will be assessed against the selection criteria by an assessment panel.
  • Recommendations : The assessment panel will make recommendations to the final decision maker.
