Tourism courses most in demand for OFWs in TESDA Online Program, more agriculture courses available

03 February 2021 TAGUIG CITY - As the number of Technical Education and Skills Development (TESDA) Online Program registrants continue to grow, tourism courses appear to be the most desired by the Overseas Filipino Workers (OFWs) so far.

Based on the data released by E-TESDA, a total of 23,818 OFWs or their dependents enrolled in courses under the Tourism sector from March 16, 2020 to December 31, 2020 through the TESDA Online Program (TOP).

The Tourism sector is being followed by Human Health/Healthcare sector with a total of 12,368 enrollees, and by the Entrepreneurship sector with a total of 11,416 enrollees.

The 80 courses available in TOP are divided into sectors which are 21st Century Skills; Agriculture; Automotive; Electrical and Electronics; Entrepreneurship; Heating, Ventilation, and Air Condition; Human Health/Healthcare; Information and Communication Technology; Lifelong Learning Skills; Maritime; Processed Food and Beverages; Social, Community Development and Other Services; Tourism; and TVET.

There are some courses in other sectors that are yet to have more OFW-enrollees like the Lifelong Learning Skills, Agriculture, Information and Communication Technology.

TESDA Secretary Isidro Lapeña noted that although courses in the Tourism sector can further enrich the skills of returning OFWs, it will also be to their benefit if they learn some skills under the Agriculture sector especially during this time of pandemic.

"It became more difficult to earn this pandemic because many Filipinos have lost their jobs and livelihood especially in the Tourism sector. However, we can also take the courses under the Agriculture sector so we can ensure that more of us will know how to produce our own food for our families and loved ones," he said.

Lapeña added that former OFWs can take their agri-related skills to the next level by becoming agripreneurs.

By the end of year 2020, e-TESDA recorded a total of 2,679 enrollees for Fruit Grower course while no one has enrolled yet in Agriculture sector’s eight other courses.

Face-to-face training under the agri-fishery sector is also available aside from the online courses.

Even prior to the pandemic, TESDA has been relentless on strengthening the agriculture sector so that Filipinos will be secured enough by producing their own food sources and not relying too much on commercial sources including imported ones.

The TESDA Chief directed all TESDA Regional and Provincial Offices last year to establish their own mini-organic farms as models to their own communities.

He also pushed for having a special feature in the TESDA mobile app where OFWs can register and avail the programs that TESDA has prepared for them.

TESDA earlier announced that it was able to accommodate a total of 1,238,522 TOP registrants since the pandemic started until the end of year 2020.

Among the said number, a total of 86,100 are OFWs and their dependents who have enrolled in TOP.

The number of OFWs reached 60,937; adding 7,099 as the number of their dependents; and 18,064 more are categorized as Returning OFWs.

Meanwhile, 36 percent of the total number of enrollees or 31,435 have completed their courses also listing the Tourism sector that has the highest number with 7,325 course completers; followed by Human Health/Health Care with 6,456; and Entrepreneurship sector with 3,854 completers.

The data further states that 20.54 percent of the total number of enrollees or 20,478 individuals are from the CALABARZON Region, 18.04 percent or 17,992 individuals are from the National Capital Region; and 13.29 percent or 13,247 individuals are from Region III or Central Luzon. ###

Best Time to Visit

It’s best to visit the Philippines during the dry season .  Dry season in the Philippines spans from November through April .  These are the summer months in this country.

Be aware that temperatures and humidity levels are particularly high in April and May .

The best time to be a beach bum and explore the islands is from March to May.

TIP:  This guide recommends that booking for Taguig City summer trips should be done as early as possible, at least a month before your travel dates, since resorts get fully booked early.

The period from June to October is the rainy (wet) season and is best avoided due to the high possibility of typhoons. The typhoons can not only be destructive, but most tours and activities are cancelled under such circumstances.  Transportation via plane and boat is also seriously impacted as well.  This happens frequently so beware!

This guide recommends traveling to Taguig City in April-May or in November-December , just before and just after the rainy season. This will likely bring fewer crowds, yet pleasant weather, and is also a great time to score a travel deal.

The following is your guide to places to see and activities to enjoy while in Taguig City.

1 | Explore Bonifacio Global City

Bonifacio Global City, also known as BGC, Global City, or The Fort, is a sprawling financial and lifestyle district in Taguig City.  It is home to residential buildings, hotels, office spaces, retail outlets, schools, restaurants, and a hospital.  One of its development areas called Bonifacio High Street has landscaped areas and gorgeous parks where one can take a break from the busy city life.

Families can also find a massive play area with slides and monkey bars where children can expend their energies.

One of the things Taguig is known for, BGC used to be the main camp of the Philippine Army.

2 | See the McKinley Hills

Take a glimpse of Italy and Spain in the Philippines at McKinley Hills, a township development which features exclusive residences, offices, and upscale dining and leisure areas.  It is where the Instagrammable Venice Grand Canal Mall, dubbed as the “most romantic mall in the country”, is located.  The architecture and design of the mall is Venetian-inspired and highlights the manmade Grand Canal where guests can experience Italy’s famed gondola ride.

3 | Visit Libingan ng mga Bayani

Libingan ng mga Bayani (Hero’s Cemetery), is a national cemetery dedicated to thousands of Filipino soldiers during World War II and eventually for the deceased presidents of the Philippines and patriots as well as National Artists and Scientists.  This well-maintained landmark has a view deck where you can see the green lawn dotted with perfectly-aligned white crosses.  At the heart of the cemetery is a Tomb of the Unknown Soldier and behind the structure are three pillars to represent the country’s three main island groups: Luzon, Visayas, and Mindanao.  The cemetery has several other structures such as the Heroes Memorial Gate and memorial pylons.

There are guided tours you can book but you can also visit the landmark on your own.

4 | Experience the serenity of Manila American Cemetery and Memorial

Apart from Libingan ng mga Bayani, another landmark in the city is the Manila American Cemetery and Memorial.  It is located on a 62-hectare plateau and houses 17,206 graves, the largest number of graves of US soldiers, sailors, and airmen that perished during World War II.

The headstones, which are mostly white crosses and a few six-pointed stars for the Jews, are aligned in eleven plots, with the plots forming a circular pattern.  There’s a Visitor’s Building, circular fountain, and a memorial with mosaic maps and carved floors.  The Manila American Cemetery and Memorial is a beautiful place to pay respects to those who helped liberate the Philippines during the war.

5 | Nourish your mind at the Mind Museum

A haven for science enthusiasts, The Mind Museum has world-class features with five main galleries each having its own theme which includes atom, life, earth, universe, and technology.  Housed in the galleries are more than 250 interactive exhibits for a more interesting and exciting learning. There’s also a Botanical Garden as well as online workshops and walk-in programs for anyone interested.

6 | Walk around Burgos Circle and Forbestown Road

Take a walk around one of the city’s most popular dining hotspots – the Burgos Circle and Forbestown Road.  There are pretty cafes with that Parisian vibe and Instagrammable streets lined with greenery.  After your sightseeing, there are several dining options – from small cafes and al fresco dining to casual or formal dining.

7 | Party at the swanky clubs

With all the swanky clubs and bars in the city, you’d surely be tempted to party.  You can spend a day at the Palace Pool Club and end the night at the Valkyrie Club just next door.  With live DJs, a wide selection of drinks, and good food on top of huge dance floors, you surely will have a great time.

Another party spot in Taguig is Revel at the Palace where the country’s who’s who including celebrities, models, and businessmen hangout.

8 | Taste Japanese liquors at LIT Manila

LIT Manila is a bar serving Japanese liquors, particularly Japanese whisky.  It’s actually not just any bar, it has the largest selection of Japanese spirits in the Philippines.

9 | Nearby destinations

Taguig City shares a border with the cities of Makati, Pasay , Pasig, and Parañaque.  Like Taguig, these cities are highly-urbanized thus the number of dining, leisure, entertainment, and other business centers.

1 | Locavore

Located in Forbes Town Center, Locavore serves traditional Filipino dishes with a French twist using locally grown and produced ingredients.  It may have a dark and industrial exterior but its ambience is cozy and good.  Bestsellers include lechon oyster sisig, sizzling sinigang, and sugpo con mayonesa.

2 | Manam Comfort Filipino Food

As the name implies, Manam serves authentic Filipino foods such as adobo, kare kare, and sisig.  With its well-lighted and inviting ambience as well as excellent food quality, the restaurant is always packed with diners looking to satisfy their Filipino food cravings and those who want to taste traditional local foods.

Introduce your taste buds to the flavors of Peru at Samba, the first Peruvian restaurant in Manila.  Located at the 8th floor of Shangri-la Hotel, Samba takes pride in serving fresh and delightful food with unique flavors.  The restaurant has a welcoming and comfortable ambience with both indoor and al fresco dining options.  The must-try dishes include ceviche limeño, arroz con mariscos, anticuucho de pulpo, and lomo saltado.  For dessert, try tres leches and merengado guanabana.

4 | Raging Bull Chophouse and Bar

Also located inside Shangri-la Hotel, Raging Bull Chophouse and Bar is a popular destination for excellent steaks and an extensive menu of wines and champagnes.  This American steakhouse provides a large selection of dry-aged beef or grain-fed and grass-fed beef as well as grilled seafood and gourmet comfort food.  Its price range is a bit high but it is definitely worth it considering the quality of food and service.

Mamou is a family-style restaurant serving home kitchen food.  They are best known for their steaks which are USDA Prime Grade Porterhouse Steak and Angus Ribeye USDA Prime Grade Steak.  Those who are looking for healthier options would love Healdsburg’s Harvest Salad and Linguine Vongole, a linguine in white clam sauce.  The restaurant may be small but it has a good and relaxed ambience for that satisfying dining experience.

6 | Sariwon Korean Barbecue

One of the most sought-after restaurants in Korea and even recognized as the best Korean restaurant by the Seoul Metropolitan Government, bringing Sariwon to the Philippines is definitely a treat to Korean food lovers in the country.  Sariwon is the best place in the city to enjoy authentic Korean favorites such as bulgogi and galbi.  To complete the Korean dining experience, other trends such as tablet towels and the use of smokeless grill are also present in the restaurant.  Don’t miss the seng galbi, Jeonju bibimbap, Deungsim Yangnyeom bulgogi, and sangria soju.

Niu by Vikings offers a variety of cuisines which include Mediterranean, Chinese, Japanese, French, and Italian.  Its comprehensive menu is made of the freshest and finest ingredients and cooked excellently for that delightful meal.  The restaurant is big, accommodating nine food stations.  Their sushi is a crowd favorite but their chuck eye steak and stuffed lechon belly are good, too.

8 | Yoree Korean Barbecue Dining

Yoree Korean Barbecue prides itself in providing authentic Korean favorites for all its customers.  The restaurant offers two options for diners: a la carte and all-you-can-eat complete with rib eye steak and beef belly.  They also have a selection of finest prime meats and drinks.

9 | Canton Road

Canton Road is your road to authentic Cantonese, Huaiyang, and Taiwanese cuisines.  Its menu is quite extensive and some of the best dishes are fried lobster wanton, Macau crispy pork, Guangdong fire-roasted duck, and crispy wasabi-coated prawn ball.

The restaurant is located inside Shangri-la Hotel.

10 | Mango Tree

Living up to its tagline “Thai Cuisine at its best”, Mango Tree is the city’s best destination for authentic Thai dining experience.  The restaurant serves the best dishes originating from all four regions of Thailand.  The restaurant has sleek yet cozy interiors with impressive high ceilings and Thai-inspired decorations – all pleasant to the eyes.  Some of their best dishes are chicken pandan, pad thai, and pomelo salad with prawns.

Use the chart below to get an idea of how much to budget daily.  Actual amounts will depend on YOUR travel style. Keep in mind these are daily averages … some days you’ll spend more, some days you’ll spend less. Prices are in USD.

Travel Costs

Accommodation.

A bed in a  hostel  dorm costs from 350 PHP ($7 USD), but smaller dorms can cost from 500 PHP ($10 USD).  For a private double, prices start around 700 PHP ($14 USD).

Most  budget hotels  begin at 700 PHP ($14 USD) per night for a double room and usually include free wifi and breakfast.  For  a three-star hotel , prices begin around 1,400 PHP ($28 USD) per night.    AirBnB  is also widespread throughout the country, with private rooms starting from as little as 500 PHP ($10 USD) per night.  For entire apartments, expect to pay at least 1,400 PHP ($28 USD) per night.

Resorts and luxury accommodations  vary greatly from 1,400 PHP ($28 USD) to 5,000+ PHP ($100+ USD).  However, there are some really nice resorts and luxury accommodations which are surprisingly affordable.

We use and recommend booking online to save money using  HostelWorld ,  Agoda ,  Booking.com , and  AirBnB . 

Local food is extremely cheap, with street food costing under 50 PHP ($1USD).  For an inexpensive meal at a local restaurant, prices start around 100 PHP ($2 USD).  For a meal at a mid-range restaurant with drinks and table service, expect to pay from 200 PHP ($4 USD).  Knowing that their target customers are primarily tourists, Western food venues can be pricey compared to Filipino food.  Also, some of the ingredients need to be imported, which contributes to the higher cost. Western food (burgers, pizza, pasta, etc.) is much more expensive but is still relatively affordable at around 200 PHP ($4 USD) for a meal and drink.

Fast food like McDonalds will cost around 200 PHP ($4 USD).  A beer at the bar will cost around 50-100 PHP ($1–2 USD).

A week’s worth of groceries will cost between 300-600 PHP ($6-12 USD) per person.  However, food in this country is so inexpensive, and kitchens & refrigerators are hard to come by, I don’t recommend cooking your meals here since there is plenty of delicious street food to eat at very cheap prices. You won’t make it as good as they do and the food is too delicious to miss!

Transportation

There are many modes of transportation available in the Philippines and each varies greatly. 

Public Transportation is cheap.  Bus services on the islands are inexpensive.  Local buses (called jeepneys) are the most common type of transportation in towns and cities. The fare is usually between 7-25 PHP ($.20–.50 USD).

On islands without a bus system, a taxi or tricycle is the only form of transport with fares starting at 50-500 PHP ($1-$10) USD for short trips. 

Taxis are everywhere, and they’re very cheap.  Most fares shouldn’t cost you more than 500 PHP ($10 USD) around town.  

To get between islands, you’ll need to take a boat or to fly.  There are ferries that connect the island together since they aren’t too far apart but, generally speaking, flights are the most realistic option. 

Flights between islands usually cost about 2,000-3500 PHP ($40-70 USD).  However, this isn’t the cheapest way to travel.  It’s only recommended if you have limited time.

Attractions & Activities

Most attractions and activities in the Philippines are pretty cheap. Most attractions throughout the area are FREE to enter, though some of the more well known and popular ones cost 5-100 PHP ($.10-$2 USD) to enter. 

Depending on the activity, most day tours only cost around 1,000-1,500 PHP ($20-30 USD), oftentimes less.  You have more bargaining power if you go with a group. If you are expecting to do some climbing, remember to pack some warm layers. It gets cold at the top!  

Other activities such as Island Hopping, scuba diving, helmet diving, swimming with whale sharks, jungle trekking, canyoning, ATVs, jet skis, wakeboarding, cruises, parasailing, horseback riding, cultural experiences, and tours can cost as much as 1,250-5,000+ PHP ($25-100+ USD).

The Philippines is one of the least expensive places to learn how to scuba dive. Learning to scuba dive usually costs about 15,000-20,000 PHP ($300-400 USD), but often includes FREE accommodation for the duration of the course, which lasts three or four days.

Always book your tours and activities when you arrive.  Stick to travel agents who are selling on the ground. If a travel agent won’t negotiate with you, move on to the next until you find one that will.  Booking tours online is almost always more expensive.

  • Be aware that a tourist VISA is only 30 days. You can extend it upon arrival, or within the first 30 days, for an additional 30 days for a fee of approximately 3,000 pesos.
  • Don’t buy into the fear factor. The Philippines has an unjustified reputation of being a dangerous place. It’s true there are security guards everywhere, but that is to deter theft.
  • Manila is NOT the Philippines. Get outside of the cities to see the real Philippines.
  • Don’t over plan. Boats, buses, and even airplane schedules are notoriously unreliable. Be flexible.
  • Check the weather. The weather varies greatly throughout the Philippines daily.
  • Typhoons can have a huge impact on your plans. Account for this when planning your trip.
  • It’s not cool to raise your voice or show outward frustration in public.
  • Be polite at all times. Realize that your country’s sense of humor may be different from Filipino humor and take this into account when interacting with Filipinos and while in public places.
  • Things move at a slower pace. Accept it … don’t get frustrated … but do account for it.
  • Don’t drink the tap water… but stay hydrated! Save money by buying large bottles (6-10 liters) of water and using it to fill your water bottle or hydration bladder in your backpack.

Staying Connected

You need to have a local-based SIM card in order to stay connected when in the Philippines. Network giants such as Globe and Smart have SIM cards you can use to make calls, send text messages, and also to connect to the Internet. A SIM card costs around 50 PHP ($1 USD) and usually comes with a FREE load worth 50 PHP ($1 USD). You can buy a card containing a code you can enter on your phone to replenish your load or buy an electronic load that is available almost anywhere in the city.

While you may not have problems with signal strength when in the city, it is not always the case when on islands or in remote areas of a province.  So when arranging for transportation pick up, say when renting a boat to take you to and pick you up from the island, it would be best that you make it clear what time you need to be picked up before the boatman leaves.

Things to Remember

This guide recommends to take note of the following while traveling in Taguig City or in the Philippines in general.

There is a nationwide ban which prohibits smoking in public places including indoors, the streets, on sidewalks, in restaurants , and on public transportation, requiring smokers to use designated smoking areas.  Selling tobacco to and purchasing from or for minors is also prohibited. Violators are subject to fines (up to 5,000 PHP | $100 USD) and even 4 months in prison.

The minimum legal drinking age is 18.  Alcohol such as beer and hard drinks can easily be bought in grocery and convenience stores.  The most common alcoholic beverage is beer, generally served cold.  Local alcoholic drinks include tuba (coconut wine which is usually very strong) and potent moonshine-like clear liquors made from sugar or fruit.  Imported beer, wine, and name brand hard alcohol are available but expensive.

Drugs are illegal in the Philippines.  Don’t use, buy, or sell any non-prescription drugs while in the Philippines … not even marijuana.  It is considered an especially heinous crime to buy from, for, or sell drugs to children.  The penalties are severe … up to and including death.

Public nudity is illegal in the Philippines and is not tolerated.  Most locals consider it offensive.  There are laws which prohibit provocative and erotic clothing and swimwear, therefore carefully consider your clothings and swimwear choices to make certain they are not too revealing.

Foreigners & Expats

If you are not a Filipino citizen, remember that you are a guest when visiting this country … be certain to act accordingly.  Respect the people, their customs, and the environment and wlidlife. You can be deported and banned … so behave … but have fun and enjoy all that this wonderful destination has to offer.

With the local government’s idealism and commitment to education, Taguig City is now home to board exam topnotchers, many professionals and competitive schools that not only battle local institutions but top schools abroad, as well.

The city also ensures that education is totally free in the city from preschool to college, and removed all hindrances in enrolling in school by providing free head-to-toe uniforms, school bags, and school supplies. Classrooms in the city are now equipped with air conditioning units, while CCTV cameras were also installed in all of the city’s public schools. In response to the growing problem of overpopulation in schools, the local government launched in 2011 the Taguig Learner’s Certificate (TLC) program which aims to decongest public high schools to create better learning atmosphere by transferring some public high school students to private ones.

The city, through the Lifeline Assistance for Neighbors’ In-need (LANI) Scholarship Program, has also given away more than 38,000 scholarships to deserving Taguig students.

BASIC EDUCATION

As in past interviews, the Mayor underscored that her Administration placed greater emphasis on human capital investment — that is investing in the education and health of its people. She said, “ A healthy and educated city resident can be more productive than those who are not .  Health and education empower the people to greater productivity, hopefully resulting in a better quality of life .” From what I have seen, this direction appears not only to be right; it is also inspiring and contagious, and the people of Taguig are beginning to reap the fruits of its programs.

In 2009, Taguig ranked 13th only out of the 17 local government units in Metro Manila in the National Achievement Test (NAT). By investing heavily in basic education through the provision of a complete set of notebooks and books, school supplies, health kits, bags, 3 sets of ready-to-wear uniform and a pair of shoes, and shouldering almost anything that they would have otherwise shouldered themselves, enrolment and completion rates improved, and even school performance significantly grew. Mayor Cayetano said, “We do not want our children, and their family, to have reasons not to go to school. We want our children to go to school, learn the proper knowledge, attitudes, and skills, and finish their studies.”

By 2012, Taguig’s NAT ranking jumped to 7th, then it jumped further to number 3 in 2013!   The city’s ranking in the Alternative Learning System (ALS)-Accreditation and Equivalency Test also improved to third in elementary, and fourth in high school in the entire National Capital Region (NCR) in 2013. Its 34 public schools have also won in various local and international competitions, and are steadfast in producing more UPCAT passers and DOST scholars. In fact, one of the city’s high school graduates even landed as an Oblation Scholar of the University of the Philippines, having been ranked in the Top 50, among the thousands who took the UPCAT.

Aside from the free supplies, uniforms, and services like free graduation, JS prom, scouting and other school activities shouldered by the City Government for its students in public schools, it has also provided state-of-the-art computer laboratories in its quest for globally-competitive students.

There is also the Taguig Learners’ Certificate (TLC) Program, the city’s innovation of the voucher system, which aims to decongest the public schools by supporting public school elementary graduates who want to study in private schools in the city. This mechanism decongest the public secondary schools leading to smaller class size and better learning environment for both the TLC beneficiary and those studying in the public schools. The City supports the TLC beneficiaries with a maximum of P10,000 for tuition fee and P5,000 for books and other miscellaneous expenses. Many TLC beneficiaries are now excelling in their studies.

Of course, the teachers are also properly taken care of. The City Government gives them all the legally-allowable benefits. The City also helps improve the teacher-student ratio by hiring locally-funded teachers and giving them salaries and benefits comparable to what the Department of Education pays its teachers. Teachers, both from public and private schools in Taguig, may also apply under the Scholarship Program for their masteral and doctoral degrees. According to Mayor Cayetano,  “ We are supporting our teachers with financial benefits and even scholarship grants for their graduate studies because we believe that these will allow them to focus and be more effective in teaching.”   She added,   “By supporting them to take up graduate studies, our teachers acquire new skills and knowledge. They also earn points for promotion. These will all redound to the benefit of our students.”

CITY SCHOLARS

LANI

From the start of the Scholarship Program in 2011 up to December 2013, more than 36,000 scholarship applications, representing around 24,000 individuals, were processed and approved. These City Scholars are enrolled in 58 colleges and universities comprised of 7 state universities and colleges, 7 local colleges and universities, and 44 private schools. The city’s “cream of the crop” or its best and brightest that are classified under Full, Premier, and Priority Scholarship totals to 1,081 individual scholars. They receive P20,000 per semester and are given merit incentives of P5,000 per semester if their general weighted average is 1.75 or better, or its equivalent. The City’s Premier scholars number 476, with more than half of them in the University of the Philippines’ different campuses.

Among the thousands of college graduates and city-supported board examination takers, by God’s grace, a City Scholar topped the Electrical Engineering Board Examination recently! One landed 3rd in Marine Engineering, another also landed 3rd in the Radiologic Technology Board Exam, another landed 6th in Metallurgical Engineering, still another landed 6th in Community Nutrition Board, and two landed 9th in separate Nursing Board examinations!

This shows that Taguig’s comprehensive and well-designed scholarship program is encouraging its people to hope, dream high, and excel. Research shows that students with incentive scholarships or renewable scholarships that require students to maintain certain grade averages, units enrolled, and the like do better than those receiving unsolicited scholarships (which are scholarships that students receive automatically without applying), and that scholarship recipients are more highly motivated and therefore more likely to succeed.

Feedback sheets are given to scholars to fill up and from initial processing of these and interaction with parents, the following are evident:

First, many residents were encouraged and enabled to pursue further studies.   Residents who have stopped studying or are on the verge of stopping are now continuing their studies because of the program. This includes Top 10 graduates of public schools who earlier stopped studying because of financial constraints. Some public high school graduates, who initially considered not enrolling are encouraged to pursue further studies because of the Program, which also serves as an economic incentive for pursuing further training/education.

Second, many scholars were encouraged to do better in their studies/board exams.   Scholars say that just being part of the Scholarship Program with its maintaining requirements and/or expectations from outside the family and encouragement from the Mayor and the City Government to study hard is a big boost to the efforts of the scholars to study better. Since application is semestral and the program has a 2.5 maintaining average requirement, the scholars are always on the look-out not to fail or drop their subjects. Those who have merit incentives attached to their scholarship are more encouraged to aspire for much higher grades, but even those with no merit incentives also study better.

Third, many have a brighter outlook of government.   One of the eye-openers for the City Government’s Scholarship Team is the fact that during the first semester of the program, despite many information dissemination efforts, only a few hundred students applied when the qualified applicants should be running by the thousands. The program’s applicants increased with time. The feedback sheets and interaction with the scholars and parents revealed the reason for the seeming scarcity of applicants at first — they did not believe that the program was true, or if they believed it, they did not think their application will be accepted or approved because their families are identified with the other political camp.

The scholars’ feedback sheets indicate new hopes for better governance in the country. Scholars now get to think it is possible for a government to really serve the public interest and set aside personal and political differences. The scholars note that the government, given the right people, can really be an instrument of hope and positive change.   My interview with members of the Scholarship Team reveals that the Mayor herself gave specific instructions that all qualified applicants, regardless of political inclination or identification, as long as they have complied with all the requirements, should be granted scholarship benefits.

I was given an opportunity to scan through thousands of feedback sheets of the scholars, and among those that stood out are the following:

“Ang LANI Scholarship Program ay isang simbolo ng pag-asa sa aming mahihirap. Pag-asa na may makakain kami sa hapag-kainan na masasarap na pagkain. Pag-asa na makaka-aral pa ako at ang aking mga kapatid. Pag-asa na may bagong buhay para sa amin…”

Taguig City University (TCU)

TCU Graduates

The TCU students and graduates are reaping the fruits of the efforts of the City Government, TCU Administration, faculty, and staff.  In the September 2013 Licensure Examination for Teachers, TCU ranked first among all local universities and colleges with its passing rate of 84.85 percent. In the October 2013 Criminology Board Examination, TCU ranked 2nd among all local universities and colleges and 3rd overall under Category A with 126 passers and a 79.25 percent passing rate. In the registered master electrician board examination, TCU had a passing rate of 90.92 percent. TCU is also excelling in sports. In the Association of Local Colleges and Universities Athletic Association Games, TCU placed 3rd overall.

The first cemetery dedicated to Filipino soldiers who fought for their county is the Heros Cemetery established in 1947. At the time of commencment, it was named “the Republic Memorial Cemetery”, but was renamed in 1954 by President Ramon Magsaysay as the Heroes Cemetery.

The grounds are very well maintained and are in pristine condition. The former Fort William McKinley Air Force Base is home to the Manila American Cemetery and Memorial. 150 acres of tombstones are neatly laid out as far as the eye can see. This cemetery holds the remains of American service men that served in the Battle of the Philippines from 1941-1942, along with military service members who fought and died in New Guinea. Of those buried here, 23 are Medal of Honor recipients who fought all over the Philippines.

Tourism industry 1, schools 0. Coastal NC district drops appeal of school calendar law.

“Under protest,” school leaders in a popular coastal tourism are dropping their plans this year to defy North Carolina’s school calendar law.

The Carteret County school board approved Friday a new calendar for the 2024-25 school year that complies with state law by starting classes on Aug. 26. The board also dropped its appeal of a court order that had challenged the district’s efforts to not follow the calendar law.

The board’s decision came a day after a Superior Court judge rejected Carteret’s request to stay the June 5 court ruling that voided their plan to start classes on Aug. 13. Carteret County is home to popular summer beach tourism areas such as Atlantic Beach, Beaufort, Emerald Isle and Morehead City.

“We recognize that an appeal would take time, and we cannot hold our students and their families in limbo this summer over when the school year will start,” said school board member Dennis Goodwin. “Therefore under protest in compulsion of an order and judgment of the court and without waiving our position that the calendar statute is unconstitutional, I move the adoption of the attached calendar.”

As part of the vote Friday, the board said it would encourage individual board members and the superintendent “to explore all options to give our students equal opportunities” with those students in schools that don’t have to follow the calendar law.

Tourism industry fights back

State lawmakers have regulated school calendars for 20 years, since the tourism industry raised concerns about classes starting earlier in August.

The state’s traditional public schools can’t open sooner than the Monday closest to Aug. 26 or close later than the Friday closest to June 11. The calendar law doesn’t apply to private schools, charter schools, year-round schools and early college high schools.

Carteret County had been among 29 school districts cited in a recent state report as defying the calendar law. Statewide, a quarter of North Carolina’s school districts plan to ignore the school calendar law for the upcoming school year.

In December, the Carteret County school board unanimously approved a 2024-25 school year calendar that would run from Aug. 13 to May 22 . School leaders cited academic benefits such as allowing high school students to finish fall semester exams before winter break.

But in April, the owners of Atlantic Beach Surf Shop, Marsh’s Surf Shop and Sanitary Fish Market & Restaurant filed a lawsuit to block the calendar.

The business owners said the loss of revenue from shortening the summer season would be significant. Located about 150 miles from Raleigh, Carteret County is flooded with visitors during the summer months.

“We are pleased that the school board finally adopted a legal calendar, though it was forced on them by a Court order,” Mitch Armbruster, the attorney for the businesses, said in an email Friday. “These school board members took an oath to follow the law, and they violated it. The students and parents of Carteret County deserve better.”

Is the calendar law unconstitutional?

The school board had argued that the school calendar law violates the state Constitution’s call that “equal opportunities shall be provided for all students.”

“The calendar statute is not fair to our students and puts them at a disadvantage when competing with peers in schools with calendar flexibility,” Goodwin said. “We believe the start and end dates in the calendar statute do not comport with the guarantees of our Constitution.”

The district’s argument hadn’t worked with the trial judge. But school leaders had been prepared to make their constitutional claims to the N.C. Court of Appeals.

“If the school board thought their frivolous claims that the school calendar statute is unconstitutional had any merit, they would not have dropped their appeal,” said Armbruster.

The newly adopted calendar will run from Aug. 26 to June 5. High school students will take their fall semester exams in January after returning from winter break.

“For the first time in four years on the board, I truly feel we’re about to make a decision that’s not in the best interests of our students,” said school board vice chair Katie Statler. “It will be the first time walking out of here that I have felt that.”

On Friday, the Merrillville Community School Corp. announced Assistant Superintendent Dexter Suggs will be its next superintendent, succeeding Nick Brown who is retiring.

School Board President Judy Dunlap said Friday the board will vote on Suggs’ three-year contract at 4:30 p.m. meeting July 5.

Suggs has served as assistant superintendent since 2019.

“He is innovative, creative, and will bring a wealth of experience and leadership to the role of superintendent,” Dunlap said.

The proposed contract includes an annual salary of $187,000. If the school board provides teachers raises, the superintendent would receive the same percentage increase.

The board also agreed to pay $9,000 in a lump sum for the business use of a personal automobile.

Suggs came to Merrillville after serving as an associate faculty member for the IUPUI School of Education.

Previously, he was an administrator for the MSD Wayne Township. He was also chief of staff and chief information officer for the Indianapolis Public Schools.

He left Indianapolis in 2013 after accepting a post as superintendent in Little Rock, Ark., where a blogger accused him of plagiarizing his doctoral dissertation.

In 2015, Indiana Wesleyan rescinded Suggs’ doctorate degree awarded in 2009 after an investigation determined the alleged plagiarism was unintended.

Suggs denied the plagiarism complaint and resigned in 2015. When he arrived in Little Rock in 2013, Suggs said 12 of Little Rock’s 48 schools were failing and only six were low-performing when he left.

In 2019, Suggs said he was upfront about the incident and included it in his resume cover letters. “It’s part of what happened,” he said.

Suggs received his doctorate in education from Indiana State University in 2018.

Merrillville officials said they knew about the incident when hiring Suggs in 2019.

Brown said Suggs was vetted and came “well respected for his accomplishments and abilities.”

A Japanese woman and her child were among three people stabbed by a man on Monday in front of a school bus at a bus stop in eastern China , according to Japanese authorities.

A Chinese woman school bus attendant was also critically injured in the attack in Suzhou, Jiangsu province, an official with the Japanese Nationals Overseas Safety Division of Japan’s Foreign Ministry told CNN.

The mother and child did not suffer life-threatening injuries and were taken to hospital to receive care, the official said.

The Japanese consulate in nearby Shanghai said “a man, possibly Chinese” attacked the mother and her child with a knife.

In a statement Tuesday, police in Suzhou said they arrested an unemployed 52-year-old suspect at the scene, identified by his surname Zhou.

A Chinese national who tried to stop the knife attack was critically injured and was still fighting for their life, police said. One of the injured Japanese nationals had been discharged from hospital, police added.

“The investigation of the case is ongoing, and the criminal behavior will be severely punished in accordance with the law and regulations,” the statement said.

China’s Foreign Ministry on Tuesday expressed regret over the stabbing and vowed to take effective measures to protect foreigners’ safety in the country.

“Such isolated incidents may happen in any country in the world,” spokesperson Mao Ning told a regular news briefing.

Attacks against foreigners are rare in China, but Monday’s stabbing is the second such incident this month in the powerful security state, after four instructors from a US college were stabbed by a Chinese man at a park in the northeastern city of Jilin.

A Chinese tourist who tried to intervene in that June 10 attack was also stabbed, but no one suffered life-threatening injuries, according to police. The 55-year-old suspect in the Jilin attack was arrested but police have not revealed his motive.

In Suzhou, the attack took place Monday afternoon as the mother waited to pick up her child at a bus stop near a Japanese school, according to the Japanese official.

A spokesperson for the Japanese Embassy in Beijing told CNN the Japanese mother is in her 30s and her injured son is pre-school age.

Two buses were at the bus stop at the time of the attack, a woman who was at the scene waiting to pick up her son told Japanese public broadcaster NHK.

She said she heard shouting near one of the buses then saw a man, who appeared to be in his 50s or 60s, grab a boy and swing toward him while holding knife, NHK reported.

The school bus is from the Suzhou Japanese School, located less than a mile from the bus stop in an area where many Japanese nationals live, NHK said. The region hosts many manufacturing plants for Japanese companies.

The bus attendant and parents at the scene subdued the attacker using an umbrella and a bag, according to NHK.

Knife attacks are not uncommon in China, where guns are tightly controlled. The country has faced a spate of stabbing rampages in public places in recent years, including schools and hospitals.

“Recently, stabbings have been reported in public places (parks, schools, subways, etc.) throughout China,” the Japanese consulate in Shanghai said in a statement, urging Japanese nationals in the country to be aware of their surroundings in a warning echoed by Japan’s Embassy in Beijing.

The attack was initially censored on Chinese social media, with search results for “Japanese school” on X-like platform Weibo heavily filtered to allow only posts from official accounts on Tuesday morning.

By Tuesday afternoon, the censorship appeared to have relaxed after China’s Foreign Ministry commented on the incident.

China’s strictly censored social media platforms have seen a rise in ultra-nationalism and anti-Japanese sentiment in recent years. Rooted in Japan’s brutal invasion of China during World War II, Chinese public sentiment against Japan has waxed and waned – often tied to China’s domestic politics and the state of bilateral ties.

But as Chinese nationalism turns more aggressive and intolerant under the leadership of Xi Jinping, Japanese schools in China have faced growing criticism and suspicion . In recent months, some online posts and videos have called for Japanese schools to be shut down in China, while others accused the schools of being breeding ground for spies.

Opened in 2005, the Suzhou Japanese School offers six-year elementary school and three-year junior high school curriculums, according to its website. Its rules state that students must be picked up by a parent or guardian from the school bus.

The school was closed Tuesday following the attack, and security has been stepped up at other Japanese schools across China, NHK reported.
