Take advantage of the many on board activites during your day at sea. You'll have more than enough to fill your day!

Day 3: At Sea

Sitting just off the gorgeous Yucatan coast, Cozumel revels in its mythic white-sand beaches and world-class coral reefs. Yet Cozumel is also the last stronghold of the Mayas, who settled the island in 300 A.D. Residents still speak Maya, and sometimes wear traditional Mayan clothing. Nearby stand the great pyramids and temples of their ancestors.

Day 4: At Sea

Located approximately 35 miles north of Honduras in the Caribbean, Roatan is the largest of the Bay Islands group. Plenty of great snorkeling and diving is found at the coral reefs off Roatan's coast.

Day 5: At Sea

Belize City

Belize City is the country's chief seaport, so snorkeling and diving is big here...bring a suit! Travel to a city previously inhabited by the Mayan people at Altun Ha, ancient temple of the Sun God. Or visit the Belize Zoo or Baboon Sanctuary. Gales Point is a great place to view manatees!

Day 6: At Sea

Costa Maya is located on the Mayan Riviera, so named because was the home of the Mayans. Lush jungle vegetation is juxtaposed with beautiful beaches that have recently become the destination for scuba divers and snorkelers wishing to explore the untouched coral reef. or take a drive through the jungle and see an amazing combination of birds and mammals, like the wild deer and jaguars, spider monkeys, monkeys, and even alligators.

Royal Caribbean's Icon of the Seas will be the world's biggest new cruise ship.

Cruising is one of the fastest growing sectors of tourism, with passenger numbers projected to reach 37.2 million by 2025, according to Cruise Lines International Association (CLIA). Cruise lines are responding to this growth by building new (and often, larger) vessels with all the bells and whistles, including technological advancements that are more environmentally friendly and create the capability to use alternative fuels.

U.S. News has compiled this roundup of new cruise ships that have just set sail or are scheduled to launch later in 2023 and in 2024, plus a preview of new ships coming in 2025 and beyond. The list includes everything from expedition and luxury yacht-style vessels to reimagined ships and megaships – plus the debut of a brand-new cruise line.

Originally built for the Chinese cruise market in 2019, Carnival Venezia first sailed throughout Asia under the Costa Cruises brand. It headed to Europe in 2020, then was reintroduced as a Carnival Cruise Line vessel in 2023. The rebranded ship, now homeported in the U.S., features Carnival's "Fun Italian Style" concept, with Venetian-style artwork and the Piazza San Marco atrium – not to mention Italian-inspired beverages and dishes at venues like Frizzante, Amari, Marco Polo, the Canal Grande Restaurant and La Strada Grill.

The 746-passenger Seven Seas Grandeur will be Regent Seven Seas Cruises' third Explorer-class vessel when it launches late this fall. The line's signature Regent Suite – coming in at an impressive 4,443 square feet – has also been redesigned by Miami firm Studio DADO.

A few additional standout spaces include the art nouveau design of the Observation Lounge (located at the bow of the ship) and the reimagined Serene Spa. The stunning new Compass Rose is the ship's main dining room. Meanwhile, the onboard art collection is also notable: Seven Seas Grandeur will set sail with the first Fabergé egg at sea.

Celebrity Ascent: November 2023

The Shores, located on Deck 8, features a three-deck-high art installation of a school of fish, a boardwalk, and vibrant colors throughout the indoor and outdoor spaces. Icon of the Seas is the first Icon-class vessel in the Royal Caribbean International fleet – and the first new class of ship since 2014. When the massive vessel debuts in January 2024, it will replace Royal Caribbean's Wonder of the Seas as the largest ship at sea (Icon of the Seas is 6% larger). The ship features eight distinct neighborhoods – including the new Surfside neighborhood, a colorful space geared toward family fun with kids clubs, Splashaway Bay, themed eateries and bars, adjacent staterooms and more.

There are four additional new neighborhoods as well. Thrill Island features Category 6, the largest water park at sea, while Chill Island boasts the line's first swim-up bar and The Hideaway features the first suspended infinity pool at sea. AquaDome, the impressive glass-enclosed space at the top of the ship, is home to the AquaTheater, panoramic ocean views, a waterfall, and bars and restaurants.

Sun Princess will have many new attractions when it launches in early 2024. It has the most balconies on any Princess Cruises ' ship, and you'll find exciting new dining, activity and entertainment offerings. One notable highlight is Park19, a top-deck space with activities for kids of all ages, including the Sea Breeze Rollglider, the first ride of its kind on a cruise ship. This new attraction soars 19 decks high and offers unparalleled views of the ocean below.

When Queen Anne launches in spring 2024, it will be Cunard Line's 249th ship since the company's inception in 1840, and the line's first new vessel in 14 years. The 3,000-passenger ship will feature a fresh, modern design, yet still give a nod to the Cunard's art deco past.

Once on board, guests will discover new entertainment venues like the Bright Lights Society show bar and more wide-open spaces throughout the ship, as well as Cunard 's first two-story theater. New international dining options include Japanese restaurant Aji Wa with sushi and omakase menus, plus Indian cuisine at Aranya. Queen Anne also offers an extensive health and wellness program in collaboration with health group Mareel that features a large thermal suite, a spa pool and a top-deck wellness studio.

Utopia of the Seas: July 2024

Utopia of the Seas will be Royal Caribbean's sixth (and final) Oasis-class ship when it debuts in summer 2024. The ship will have the same eight neighborhoods as other Oasis-class ships, including Central Park, The Boardwalk and the Pool & Sports Zone.

The 40-plus food and beverage options will include new additions like the Pesky Parrot bar and a themed "mixed reality" dining experience that takes place on a train. A reimagined playscape is another addition, with nets, games, puzzles, slides and climbing walls for junior cruisers. The line's Ultimate Abyss – a dry slide with 10 stories of thrilling twists and turns – will now stretch an additional 43 feet, making it the longest dry slide at sea.

Explora II: August 2024

Silver Ray, Silversea's second Nova-class ship, is scheduled to set sail in summer 2024. The 728-passenger, low-emissions vessel will offer the same advanced hybrid fuel technologies as its sister ship, Silver Nova. It will also have Silver Nova's horizontal layout and asymmetrical design, creating more open public areas and providing suites with 270-degree views. In addition, guests on board the luxury vessel will have their choice of eight dining venues and a wide selection of bars and lounges, including The Marquee, a new alfresco restaurant.

Viking Vela: December 2024

Sails to: Scandinavia, British Isles, Iceland

Measuring 748 feet long and 101 feet wide, Viking Vela will be the line's largest ship when it debuts at the end of 2024. It will accommodate 68 more passengers than its sister ships, but feature Viking's signature veranda staterooms, public spaces, amenities and dining venues. Seasoned Viking cruisers can look forward to favorites like The Nordic Spa, the Wintergarden, Mamsen's, the Explorers' Lounge, the Sports Deck, Manfredi's Italian Restaurant and The Chef's Table.

Top feature: Debut of new Disney Parks-inspired onboard venues

Fares begin around: $4,028 per person (double occupancy) for a seven-night Caribbean cruise

Sails to: Eastern and Western Caribbean, Castaway Cay (Disney Cruise Line's private island)

Fans of Disney Cruise Line will find many familiar venues, attractions and restaurants on the new Disney Treasure, sister ship of Disney Wish . However, there will also be plenty of new features, including the theme of the ship: adventure. The Grand Hall, inspired by the movie "Aladdin," is designed with dark shades of blue, turquoise and gold and features a golden statue of a magic carpet with Aladdin and Jasmine.

Plaza de Coco replaces Disney Wish's "Frozen" dining experience with a two-night Mexican, "Coco"-themed theatrical dinner show. Meanwhile, "Disney The Tale of Moana" – a Broadway-style production based on the film "Moana" – will be exclusive to Disney Treasure. Adults will also find new lounges, such as the Jungle Cruise-themed Skipper Society and the Periscope Pub, which is inspired by "20,000 Leagues Under the Sea." Disney Treasure can carry up to 4,000 passengers.

MSC World America: Spring 2025

MSC's new futuristic ship – and sister ship to MSC World Europa – will be based in Miami and sail the Caribbean. The LNG-powered, 6,762-passenger ship will offer more than 420,000 square feet of public space and many of the attractions found on World Europa, such as the MSC Luna Park Arena and World Galleria. There will also be more than 30 dining venues, bars and lounges, as well as the line's private enclave, MSC Yacht Club.

Oceania Allura: June 2025

Oceania Allura will be the eighth ship in Oceania's fleet, the second vessel of the line's Allura class and the sister ship to Oceania Vista. The 1,200-passenger Allura will offer the same upscale amenities as Vista, as well as a new Chef's Studio and one of the highest space-to-guest and staff-to-guest ratios in the cruise industry. Allura is scheduled to debut in June 2025.

Star Princess: August 2025

Star Princess is scheduled to set sail in 2025 as the sister ship to Sun Princess. The 4,300-passenger, LNG-powered ship will offer the same features as Sun Princess, including the Dome, the Piazza and the line's Signature Collection Suites. The vessel will also have 29-plus restaurants and bars.

Star of the Seas: Summer 2025

Royal Caribbean plans to introduce Star of the Seas – the second Icon-class vessel and sister to Icon of the Seas – in summer 2025.

Disney Cruise Line: 2025

Disney purchased the former Global Dream from Genting's Dream Cruises in 2022, when it was still being built at the German shipyard MV Werften. Disney plans to base the ship in Singapore for at least five years, offering Disney vacations to the Southeast Asian market. When it launches in 2025, the vessel will be the line's seventh ship and is expected to carry 6,000 passengers. Another newly built, currently unnamed Disney ship is planned to debut in 2025, as well.

Norwegian Cruise Line: 2025 and beyond

The third Prima-class ship is expected to be approximately 10% larger than the first ship in the class, Norwegian Prima (143,535 gross tons). The following ships for the line are anticipated to be even larger, with the fifth and sixth Prima-class vessels (debuting in 2027 and 2028) weighing as much as 171,000 gross tons.

Celebrity Cruises

Celebrity's fifth Edge-class ship will be more eco-friendly, thanks to the addition of a new tri-fueled engine model and the capacity to store three different kinds of fuel, including methanol. The effort toward net-zero emissions and more sustainable cruising is a partnership between Royal Caribbean, the French shipyard Chantiers de L'Atlantique and the technology firm Wärtsilä. A debut date for this ship has not yet been announced.

  • The Queens Room The full history and grandeur of the Britain’s aristocracy comes alive on Cunard’s ocean liners. Disney Cruise Line 2025-26 Deployment Breakdown

Disney Dream

Disney Cruise Line’s winter 2025-26 program will have ships based in North America sailing to the Caribbean, Bahamas and Mexico, plus a third season in Australia/New Zealand.

After entering service in late 2024 , the new Disney Treasure will be joined by the Disney Wish and the Disney Fantasy in Port Canaveral.

In addition to itineraries from San Juan and Galveston onboard the Disney Magic, the company will also offer cruises departing from Fort Lauderdale onboard the Disney Dream.

Down Under, the Disney Wonder will spend a third season in Australia and New Zealand before heading to San Diego in March 2026.

Cruise Industry News has examined the company’s recently announced plans for the season . Here’s the breakdown:

Caribbean and Bahamas from Port Canaveral

Disney Treasure Capacity: 2,500 guests Built: 2024 Homeport: Port Canaveral (United States) Length: Seven nights Itineraries: Caribbean and the Bahamas Season: October 2025 to May 2026

The Disney Treasure will offer seven-night cruises to the Caribbean that depart from Disney’s cruise terminal in Port Canaveral.

Additionally, the itineraries include visits to the company’s private island destination, Castaway Cay, and sail to various destinations in both the Western and Eastern Caribbean.

Disney Wish Capacity: 2,500 guests Built: 2022 Homeport: Port Canaveral (United States) Length: Three to five nights Itineraries: Short cruises to the Bahamas Season: October 2025 to May 2026

After debuting in mid-2022, the Disney Wish will continue to offer short cruises to the Bahamas throughout the winter of 2025-26.

According to Disney Cruise Line, the ship’s itineraries, which range from three to five nights, include stops at both of the company’s private island destinations in the area: Castaway Cay and Lookout Cay at Lighthouse Point.

Disney Fantasy Capacity: 2,500 guests Built: 2012 Homeport: Port Canaveral (United States) Length: Three to five nights Itineraries: Short cruises to the Bahamas Season: October 2025 to May 2026

The Disney Fantasy is also scheduled to sail short cruises to the Bahamas departing from Disney’s main homeport in Port Canaveral.

Offering three- to five-night itineraries, the 2012-built vessel will visit both Castaway Cay and Lookout Cay at Lighthouse Point.

Caribbean and Bahamas from Fort Lauderdale

The Disney Dream is set to return to Fort Lauderdale for another winter season in 2025-26. Sailing from Port Everglades, the 2011-built ship offers a series of short cruises to the Bahamas.

The three- to five-night itineraries include visits to both Castaway Cay and Lookout Cay at Lighthouse Point.

Mexico from Galveston

Disney Magic Capacity: 1,750 guests Built: 1998 Homeport: Galveston (United States) Length: Four to seven nights Itineraries: Mexico and the Western Caribbean Season: November 2025 to April 2026

The Disney Magic will spend most of the 2025-26 winter offering cruises to the Western Caribbean departing from Galveston.

The ship’s program in Texas features four- to seven-night itineraries that visit destinations in Mexico, such as Cozumel and Progreso.

Bahamas and Caribbean from San Juan

Before repositioning to Galveston, the Disney Magic will be based in Galveston between October and November 2026.

Sailing from Puerto Rico, the 1,750-guest ship is set to offer week-long cruises to the Eastern Caribbean and the Bahamas.

Mexico and California from San Diego

Disney Wonder Capacity: 1,750 guests Built: 1999 Homeport: San Diego (United States) Length: Three and four nights Itineraries: Mexico and California Season: March to May 2026

Following a season in the South Pacific, the Disney Wonder returns to the West Coast in March 2026 for a series of short cruises.

Ranging from three to four nights, the itineraries are highlighted by visits to destinations in California and Mexico, including Catalina Island and Ensenada.

Australia and New Zealand

Disney Wonder Capacity: 1,750 guests Built: 1999 Homeports: Australia and New Zealand Length: Three to ten nights Itineraries: Mexico and California Season: October 2025 to February 2026

The Disney Wonder is returning to the South Pacific for another season of sailing from Australia and New Zealand.

The deployment will extend from October 2025 to February 2026 and will include three- to ten-night cruises to destinations such as Hobart in Australia’s Tasmania and Wellington in New Zealand.

How to save on cruises with AARP Travel

Savings-conscious consumers have long gravitated toward AARP. The advocacy organization for older Americans negotiates discounts on everything from mobile phone plans and drug prescriptions to restaurants, hotels and, yes, cruises. While “older” generally connotes seniors ages 65 and above, AARP membership is open to Americans who are considerably younger. But is it worth subscribing if you’re looking to save money on your next cruise?

I remember feeling insulted when right before my 50th birthday I received an invitation by mail to join AARP. “I’m nowhere near retirement,” I thought as I crumpled it, mumbled something about ageism and tossed it in the trash. This was years after AARP (pronounced A-A-R-P with the letters sounded out) officially changed its name to its acronym. It was founded in 1958 as the American Association of Retired Persons, but as leading-edge baby boomers began retiring in their 50s, AARP started to engage with them to encourage younger membership.

More than a decade later I’m still not retired, but this assignment gave me an excuse to finally join AARP. When I did, I took a look at the perks of membership to see which benefits would be useful to my travel plans. Here’s what I learned about how to save on cruises with AARP Travel.

You don’t have to be retired or age 50-plus to join AARP

You do need to be age 50 or older to reap full benefits, but Americans ages 18 to 49 can also join AARP. Folks under 50 can receive most member benefits, aside from those restricted by law or contract, such as certain insurance products.

To sign up, simply visit AARP.org and click “Join Now.” Membership is $16 per year, although rates can be as low as $9 per year if you sign up for a multiyear membership term.

When you join, you’ll also get a second free membership for another adult in your household, as well as a monthly AARP Bulletin and the bimonthly AARP The Magazine.

You can book cruise travel via the AARP Travel Center Powered by Expedia

The booking engine that offers member discounts for cruises, as well as hotels and rental cars, is the AARP Travel Center Powered by Expedia . This is where you can search for ocean or river cruises, just as you would on Expedia, with an added bonus: AARP members can receive up to $100 onboard credit on more than 15 cruise lines and up to $200 onboard credit on select Holland America Line cruises.

You can search for a cruise by using a drop-down menu of almost two dozen destinations (you have to pick one to search) and then plugging in your desired travel dates.

The ocean cruise options are fairly extensive but not deeply discounted

Since Expedia powers the AARP Travel Center, it offers access to an extensive range of cruises to global destinations, from a three-night Caribbean sailing from Miami on Norwegian Sky to an 80-night world cruise on Cunard ‘s Queen Victoria. In all, I found thousands of sailings offered by most major cruise lines through mid-2025.

When I searched for Caribbean cruises during the period from Jan. 1 to April 30, 2024, the booking engine returned more than 800 options offered by 13 cruise lines. When I narrowed my search to just premium and luxury cruise lines, I saw a seven-night Caribbean itinerary from Miami on Oceania ‘s new cruise ship Vista in mid-February priced at $2,599 per person for a balcony cabin with bonus shore excursion, beverage, specialty dining and Wi-Fi inclusions. This Western Caribbean itinerary calls on Cozumel, Mexico; Roatan, Honduras; Costa Maya, Mexico; and Harvest Caye, Belize, with two sea days.

That seemed like a terrific deal, but when I checked Oceania’s website, I found the same price with all the included bonuses. The only difference was the “up to $100” onboard credit available with AARP membership. In this case, the credit was the full $100 because the cruise fare was more than $2,000. Cruises priced below $2,000 per person get a $50 credit.

Other deals in the luxury category included a seven-night Caribbean cruise in late February 2024 in a verandah suite aboard Seabourn Ovation for $3,249 per person. The cruise departs from St. Maarten and calls on the British Virgin Islands, St. Kitts and Nevis, Dominica, Guadeloupe and Martinique before ending in Barbados. On Seabourn ’s website, verandah suites for this itinerary started at $3,419 per person. So, the AARP price did offer a savings of $150 per person — plus the $100 onboard credit.

Budget-minded cruisers can also find plenty of three-night sailings for $300 per person or less (for an inside or ocean-view cabin on Norwegian Sky with free drinks, dining and excursion credits) and even some seven-night sailings for under $500 per person (for an inside cabin on Royal Caribbean , MSC Cruises and Princess Cruises ships). All were similar to what’s available on the cruise lines’ websites, but with AARP qualified for an onboard credit of $50.

Cruisers who prefer Holland America also have plenty of choices. They can, for example, book a seven-night Caribbean cruise from Fort Lauderdale in early March 2024 aboard Nieuw Statendam that visits Jamaica; Grand Cayman, Cayman Islands; Cozumel; and Half Moon Cay, Bahamas. The price? An inside cabin was priced at $614 per person (comparable to what HAL offers on its website) and came with a $50 onboard credit.

What I discovered is that the $200 onboard credit deal with AARP links directly to Holland America’s website for booking and is valid only for balcony and suite bookings on select cruises lasting 10 days or more.

AARP members can also book expedition cruises , such as 12-night Antarctic Explorer itineraries on Viking Octantis and Viking Polaris, via the AARP Travel Center. These are priced at $11,995 per person (the same price as on Viking’s website) with just a $25 deposit. Again, the only savings is the $100 onboard credit.

Basically, the AARP Travel Center seems to be an expedient way to compare ocean cruise deals as they are offered by individual cruise lines via the booking engine Expedia — with the chance of scoring a slightly discounted cruise fare and the added bonus of a $50, $100 or $200 onboard credit, depending on the cruise booked.

AARP Travel Center has offers from 4 major river cruise lines

The AARP Travel Center also allows you to search and compare river cruises by searching the destination “Europe” and a specific date range.

A search for European river cruises in 2024 and 2025 turned up hundreds of options on river ships operated by AmaWaterways, Avalon Waterways, Uniworld River Cruises and Viking. Itineraries ranged from a seven-night Rhine River cruise from Amsterdam to Basel, Switzerland, in late March 2024 aboard Avalon Panorama for $1,949 per person to several sailings of 20 nights or more priced at $15,000 per person and above for suite accommodations.

There were also more than a dozen Viking itineraries on the Rhine in March and early April 2024 for $1,999 per person, which is the same price featured on Viking’s website. Uniworld prices start at $2,999 per person, also comparable to its website, while AmaWaterways ’ value fares ($1,919 to $2,159 per person for Rhine cruises) all matched the cruise line’s pricing — and were in February 2024. Brrr!

A search for river cruises in Asia in 2024 and 2025 turned up more than 300 sailings on AmaWaterways, Avalon Waterways and Uniworld, most 12 to 14 nights in length with prices ranging from $6,999 to $8,399 per person.

Once again, the AARP Travel Center seems to be an efficient aggregator, pulling deals from Expedia’s booking engine. River cruise fares also are eligible for a $50 or $100 onboard credit.

River cruise fans can find additional members-only deals beyond onboard credit

AARP members also have access to specific deals on river cruises offered by AARP-preferred travel providers.

Offers include saving up to $100 per person on river cruises booked via Grand European Travel. These are aboard luxury river cruise ships in Europe operated by Uniworld, and the $100 discount per person is off prices comparable to those listed when booking directly with Uniworld.

For example, the eight-day Enchanting Danube itinerary in March and April 2024 aboard S.S. Maria Theresa starts at $3,299 per person, the same as on Uniworld’s website. The total savings? A $100 per person discount if booked with Grand European Travel.

Another savings opportunity is $50 off per person on Collette cruisetours . Cruise options here are more limited and are mostly on Amadeus River Cruises ships on the Rhine and Danube, plus some small-ship coastal cruising in Croatia and tours in Egypt featuring a four-night cruise.

Members-only benefits also include 5% off select rail-and-cruise vacations with Vacations by Rail . The discount is offered on a variety of itineraries in Europe that combine rail travel with cruises aboard river ships operated by CroisiEurope and Amadeus. The catch: All tours begin in London (Vacations by Rail’s parent company is British), which can be a detour for American travelers because it’s simpler to arrive by air in Amsterdam, Basel, Budapest or Bordeaux, France, where these cruises begin.

Some guided tours are 12 days, with four days of rail travel and hotel stays in advance of a seven-night cruise. Reviews, however, mention the hassle of getting luggage on and off trains by yourself (there are no porters).

The cost of the four-day rail/hotel portion of Vacation by Rail’s 12-day Glacier Express & the Majestic Rhine cruise-and-rail tour also seems to account for about half of the overall cost for one-third of the days. The price is $5,095 per person for a June 2024 package, but the seven-night Classical Rhine itinerary on board MS Amadeus Star from Basel to Amsterdam that is included can be booked on the Amadeus website for about $2,600 per person on dates in May and July or $1,913 per person in April.

Both the agility required for train travel and the cost of the four-day rail tour are something to consider when weighing the value of a 5% discount.

Discounted cruise line gift cards are available to AARP Rewards members

Members who sign up for AARP Rewards — which lets you earn points by taking knowledge-boosting quizzes or using fitness-tracking or money-crunching tools — can also purchase gift cards for five cruise lines at a 10% discount. Applicable lines include Carnival Cruise Line, Celebrity Cruises, Holland America, Princess and Royal Caribbean.

AARP Rewards members have two options: $100 gift cards priced at $90 ($92 for Princess) and $500 gift cards priced at $450 ($460 for Princess). You can use these gift cards to pay for a portion of your cruise fare or, on some lines, onboard expenses.

Card availability and amounts may change at any time. You can purchase a maximum of 25 gift cards each month.

You can find deals for pre- or post-cruise hotel stays and get a discount on British Airways

You might save the most money by booking a pre- or post-cruise hotel stay with one of AARP Travel Center’s dozens of hotel partners, most of which offer a 10% discount off the best available nightly rate. The list includes Hilton, InterContinental, Radisson, Holiday Inn, Best Western, Embassy Suites, Wyndham, Waldorf Astoria, Conrad, Kimpton and Hotel Indigo.

AARP also has partnered with British Airways. Members save $65 off World Traveller (economy) and World Traveller Plus (premium economy) or $200 off Club World (business class) fares when they purchase round-trip transatlantic tickets online to more than 130 destinations, including Europe, Asia, the Middle East and Africa. Restrictions do apply.

You can save money with AARP, but you should also do your homework

The AARP Travel Center seems to be a terrific place to compare fares when deciding which cruise line and month best suits your budget. Whether you eventually book via AARP, the cruise line’s website or elsewhere depends on your preference. (Remember, travel agents and advisers often have deals with extras that websites don’t.)

With similar pricing, it probably depends on whether the onboard credit is a better bonus than perks offered elsewhere.

Signing up for email offers from your preferred cruise line and checking its “deals” or “offers” tab on a regular basis might be your best bet for scoring a top deal. However, there’s no doubt that AARP’s $9 to $16 annual membership fee quickly pays for itself with even a one-time onboard credit — and there is a potential for additional savings. No matter your age, it can’t hurt to sign up.

The Kremlin’s Caribbean Gambit: A Great Power Competition Spillover?

On June 12, the Russian guided missile frigate Admiral Gorshkov and the Yasen-class nuclear-powered submarine Kazan made a momentous arrival in Cuba’s capital, Havana. Accompanied by the tanker Akademik Pashin and the rescue tug Nikolay Chiker , they were met on the Malecón , Havana’s long esplanade along the coastline, by high-level Cuban officials and a large gathering of common Cubans who came to salute the Russian navy. 

The reemergence of Russia in the Caribbean is not just a mere coincidence. It sets a dangerous precedent for the strategic spillover of great power competition , especially as it relates to Russia’s war in Ukraine. The Kremlin’s decision to position ships and submarines in the Caribbean can be seen as a calculated response to the recent announcement by NATO countries that Ukraine can use Western military weaponry to attack targets on Russian soil, as well as a response to signals from countries like France, which has not ruled out the possibility of sending troops to aid Ukraine in its fight against the Russian invasion.

Recently, the U.S. Congress approved a substantial $61 billion aid package to enhance humanitarian, economic, and military support for Ukraine. Furthermore, the first Ukraine peace summit in Switzerland saw the participation of over 90 countries, including 12 Latin American countries, some of which were new to the scene, like President Javier Milei’s Argentina; Milei is seeking to make his country the second Latin American NATO Global Partner . However, the international response to the Ukraine conflict is not uniform. For example, not all countries have signed the Joint Communiqué or endorsed Ukraine’s Peace Formula. Notable exceptions are Brazil, Colombia, and Mexico, along with India, Indonesia, South Africa, Thailand, and the United Arab Emirates. From this perspective, Russia is hoping to continue challenging Western efforts not only in Europe but also in other regions.

Russia’s Symbolic Reciprocity Strategy

Russia’s actions in the Caribbean are a form of symbolic engagement with allies that typically challenges U.S. leadership in the region , potentially signaling a shift in global power dynamics. To be precise, Russia’s display of military muscle in the Caribbean is part of a “ symbolic reciprocity ” approach to its relations with Latin America and the Caribbean. Contemporary Russian elites view the world as divided into two parts. One is the “near abroad,” the territories of the former Soviet Union, including Ukraine, Belarus, three Caucasian republics, and Central Asian countries. Because of its historical, economic, and cultural legacy, Russia believes that it has “natural” rights to these territories and that any extra-regional power must acknowledge this before engaging there. The rest of the world is the “far abroad,” where Russia may have interests but with limited specific engagement.

Using a similar lens, Russia considers Latin America, especially the Caribbean, as the United States’ “near abroad.” It seeks to engage these countries as a reciprocal action in response to U.S. support for Ukraine and other territories in Russia’s “near abroad.” However, in contrast to the United States’ tangible support for Ukraine, Russian actions have been primarily symbolic, demonstrating Moscow’s capacity to engage countries close to U.S. territory and highlighting Washington’s failure to isolate Russia globally. Yet, it also indicates that Moscow is comfortable operating in the Western Hemisphere, underscoring the potential for escalation.

The Shadow of the Soviet Legacy

During the early twentieth century, the newly formed Soviet Union aimed primarily to spread Communist ideology in Latin America. Moscow hoped that the growth of leftist movements in the region would ignite Communist revolutions similar to the October 1917 revolution in Russia. As a result, the covert support of leftist forces throughout Latin America antagonized powerful regional political and economic elites.

During World War II, many Latin American and Caribbean nations supported the Allies. This enabled Moscow to establish diplomatic relations and pursue economic engagement opportunities. However, this trend was short lived, and most of the Soviet presence dissipated with the onset of the Cold War. Despite this, Latin America remained a significant arena for the Soviet Union in the global contest of a bipolar world. Apart from Castro’s Cuba, which became heavily dependent on Soviet aid for its survival, Moscow continually sought opportunities to engage militarily, economically, and ideologically in the region to challenge U.S. dominance in the Western Hemisphere.

The Cuban Missile Crisis of 1962 revealed Washington’s red lines to Moscow. As political scientist Graham Allison wrote , the world was saved by a miracle. The Soviet Union then chose a more cautious and measured approach, eventually abandoning its ambition to challenge U.S. dominance in Latin America and the Caribbean. The collapse of the Soviet Union and the withdrawal of the Soviet military presence from Cuba marked the end of an era. Additionally, the end of Soviet support plunged Castro’s regime into a catastrophic situation, signaling to many Latin Americans the strategic failure of Russia.

Against the above background, it is unsurprising that the resurgence of Moscow’s interests in the region is often viewed through a Cold War lens. However, directly comparing today’s strategies and methods to those of the Soviet Union is misleading. Putin’s Russia has different objectives and tools of engagement . Unlike the Soviet Union, contemporary Russia is not prepared to invest significant resources, such as substantial economic aid, as it did with Cuba in the latter half of the twentieth century, in exchange for allowing Moscow to engage in full-scale geopolitical maneuvers near the U.S. homeland. Nowadays, Russia follows a different path.

Russia’s Contemporary Engagement in Latin America

Today’s Russian military presence in the Western Hemisphere is shaped by its reaction to the U.S.-led response to its actions in Ukraine and its ongoing military engagements there. Beyond displays of hard power, Russia employs a limited but multifaceted policy toolkit. This includes military, political, and economic relations, as well as information space.

On several occasions, Russia’s involvement in Latin American affairs has been more than that of a mere observer. For instance, in 2019, when the United States and around 60 other democratic nations backed Juan Guaidó in Venezuela, attempts to oust the authoritarian rule of Nicolás Maduro failed. One contributing factor to this failure was Russia’s support for Caracas, which included diplomatic backing for Maduro and assistance in circumventing sanctions by facilitating oil trade through Rosneft’s office in Panama.

In other instances, such as following the onset of the invasion of Ukraine, Brazil and five other Latin American nations were compelled to request the exclusion of Russian-produced fertilizers from sanctions lists and adopted a more nuanced stance toward the conflict in Ukraine. This was due to their heavy reliance on Russian fertilizer supplies, the disruption of which would severely impact the region’s agricultural sector. Another recent example is Russia’s leverage over Ecuador’s banana export industry, which coerced Quito into reconsidering its decision to transfer Soviet and Russian-made weapons that could potentially be used in the Ukrainian war effort.

In the information space, RT Actualidad, Sputnik Mundo, and affiliated media outlets controlled by the Russian government have been successful in spreading disinformation in the region for years.

At the same time, Russia’s display of military power in the Caribbean Sea (and the Atlantic) is not new since it is a key part of the symbolic reciprocity strategy. After a post–Cold War hiatus, their presence systematically increased as U.S./NATO-Russia relations deteriorated following the Russo-Georgian War in 2008. Back then, Moscow sent a fleet to Venezuela, including the nuclear-powered cruiser Peter the Great , the destroyer Admiral Chabanenko , and two Tu-160 nuclear-capable strategic bombers. In 2013, the missile cruiser Moskva visited Cuba and Nicaragua.

Following the 2014 annexation of Crimea, Russia’s Latin American diplomacy became more assertive. In 2018, high-level visits by Russian leadership were accompanied by the deployment of another two Tu-160 bombers, sparking severe discussions about a base access agreement at the La Orchila base in Venezuela. Additionally, the guided missile frigate Admiral Gorshkov visited the Caribbean in 2019. As Moscow became more assertive in the post-Soviet space, its foothold in the Americas focused increasingly on traditional anti-U.S. allies, namely Venezuela, Cuba, and Nicaragua.

Hence, the current deployment and global context differ significantly from the 1962 Cuban Missile Crisis. However, although the Kremlin has not yet crossed any of Washington’s red lines in the Caribbean, Moscow is again showcasing its naval projection capabilities overseas. This includes deploying advanced missile technology, such as the 3M22 Zircon hypersonic cruise missile on the Admiral Gorshkov frigate and the well-known Kalibr and Oniks cruise missiles. These missiles, which have been systematically used in Syria and Ukraine, are also equipped on the Kazan , a Yasen-class nuclear-powered submarine.

Containing Rivalry and Reciprocity in the Americas

Beyond the current U.S.-Russia military tensions in Eastern Europe, the Russian naval deployment in the Caribbean signals Moscow’s disapproval of NATO’s military buildup in Ukraine and the expansion of the Atlantic alliance. It also demonstrates Russia’s capacity and willingness to create disruptions in a region traditionally viewed by the Kremlin as the geographic area within Washington’s sphere of influence. This move signifies Moscow’s strategic intent to project power and challenge U.S. dominance in the Western Hemisphere, thus challenging Washington’s grand strategy of strategic denial in the region.

Besides U.S. strategic interests in Latin America and the Caribbean, the local perspective should be considered. From a historical angle, Latin America has been a zone of peace , relatively isolated from the intense great power competition seen in other parts of the world that has made the region less geopolitically relevant. Additionally, there has not been a state-to-state challenge to U.S. hegemony except for the projection of the Soviet Union in the Cold War through Cuba and Nicaragua and the indirect support for revolutionary movements through its ideological partners.

Despite the increasing affinity between Russia and its traditional allies in the region—Cuba, Nicaragua, and Venezuela—the current situation is, at least for now, less dramatic since these countries have shown limited eagerness to engage in great power politics with either Russia or China, at least in more sensitive military matters such as agreement on access to or construction of foreign military bases, authorization for the deployment of strategic weaponry, and hosting foreign military personnel.

Nonetheless, there is a display of “gray military cooperation” in which these countries have increasingly engaged with Moscow on sensitive topics such as weaponry acquisition, cooperation on counter-narcotics, Russian space infrastructure and naval visits, and mimicking coercive attitudes such as Venezuela’s approach toward Guyana. This gray cooperation can quickly transform the regional geopolitical chessboard into a new scenario of great power competition despite limited Russian overseas projection capabilities.

Another regional concern pertains to the deployment of nuclear assets in the region. While the most recent Russian naval visit to the Caribbean appears not to involve nuclear devices, the presence of a nuclear-powered submarine of an extra-regional power, along with a vessel carrying hypersonic cruise missiles for the first time in the Americas, raises concerns about potential strategic instability.

Back in 1967, following the Cuban Missile Crisis, Latin America and the Caribbean established a nuclear weapon–free zone with the signing of the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (known as the Treaty of Tlatelolco ), underscoring the importance of regional and global strategic stability. The treaty prohibits regional parties from testing, using, manufacturing, or acquiring nuclear weapons, as well as deploying any weapons from non-regional states. Another concern is hypersonic missile technology, which was previously focused on China’s space facilities in the Southern Cone. The deployment of Russian weaponry poses an additional challenge for both Washington and regional countries seeking to mitigate risks.

Russia’s actions indicate a readiness to escalate tensions by showcasing its military capabilities near U.S. territory, so it requires a careful but firm diplomatic response from regional actors. They will need to limit future disruptive military activities while aiming to uphold long-term strategic stability in the region. Hence, regional players must also contend with the symbolic message behind Russia’s actions.

By showing a military presence in the Caribbean, Moscow is not only responding to NATO’s activities in Ukraine but also asserting its influence in the United States’ “near abroad.” This strategic maneuver requires Latin American nations to balance their diplomatic and security policies wisely beyond active nonalignment due to the stakes of the game. Regional cooperation and dialogue will be crucial in addressing the challenges posed by extra-hemispheric powers and ensuring that Latin America and the Caribbean are prepared to protect their interests in the context of the rapidly changing international security environment.
