Former employee fatally shoots 2, wounds 3 at linen company in Philadelphia suburb, police say

CHESTER, Pa. (AP) — A former employee armed with a handgun opened fire early Wednesday at a linen company in a Philadelphia suburb, killing two people and wounding three others, police said.

The shooting at Delaware County Linen in Chester occurred around 8:30 a.m., and the shooter fled the scene in a vehicle, Delaware County. District Attorney Jack Stollsteimer said. The man was captured a short time later after a traffic stop in nearby Trainer. His name has not been released.

A motive for the shooting remains under investigation. The names of the victims have not been disclosed, but Stollsteimer said at least one victim was hospitalized in critical condition.

Delaware County Linen is a linen-rental and laundry services company that has been in business since 1988, according to its website. It mainly serves restaurants, country clubs, hotels and other business in Pennsylvania and some neighboring states.

House signs off on FAA bill that addresses aircraft safety and the refund rights of passengers

Congress gave final approval Wednesday to a $105 billion bill designed to increase the number of air traffic controllers, add more safety inspectors at aircraft factories, and require airlines to automatically pay refunds to travelers whose flights are canceled or significantly delayed.

The House passed the measure to reauthorize Federal Aviation Administration programs by a 387-26 margin and sent it to President Joe Biden. The Senate passed the measure last week .

Supporters called the provisions of the legislation a key step in improving aviation safety after a number of close calls between planes at U.S. airports in the last two years.

“This bill recognizes while our aviation system is safe, we have to continue raising the bar for safety,” said Rep. Sam Graves, R-Mo., chairman of the House Transportation Committee, which produced the first version of the legislation 10 months ago.

The Republicans and Democrats who lead the key aviation committees in the House and Senate negotiated over the bill’s final shape last month, then fought off amendments that might have slowed the measure’s passage.

One of the most contentious issues turned out to be the addition of 10 long-haul flights a day to and from Reagan National Airport outside Washington, D.C. Lawmakers from Virginia and Maryland tried to kill the provision.

Rep. Donald Beyer, D-Va., said the extra flights would “aggravate dangerous conditions” and cause more flight delays at the busy airport across the Potomac River from the nation’s capital. But lawmakers from Western states, including Sen. Ted Cruz, R-Texas, fought for the flights, as did Delta Air Lines.

The final version of the law authorizing FAA and National Transportation Safety Board programs for the next five years checked in at more than 1,000 pages. Congress has been critical of the FAA since it approved Boeing 737 Max jets that were involved in two deadly crashes in 2018 and 2019.

The bill’s major provisions include directing the FAA to hire more air traffic controllers and safety inspectors, to increase the use of collision-avoidance technology at airports and to improve access for passengers with disabilities.

It also bans airlines from charging fees to let families sit together and requires them to issue automatic refunds when flights are canceled or delayed for several hours.

Airlines are suing the Biden administration to block a new Transportation Department rule on the automatic refunds , and inclusion of the provision in law could help the administration’s legal case. Graves said the issue could lead to higher fares or result in refunds to travelers who would prefer being booked on another flight, but it didn’t prevent him from supporting the bill.

Disruptions Loom as 17 Air Traffic Controllers Balk at Job Relocation

The F.A.A. is clashing with workers over efforts to relocate them from New York to Philadelphia. Senator Chuck Schumer has denounced the plan.

By late July, 17 air traffic controllers will be expected to trade in their headsets, walk out of their aging workplace on Long Island and report to a new office in Philadelphia, part of a plan to address a long-running problem with recruiting enough controllers to manage the skies around New York.

Despite the hefty incentives they have been offered to go along, the workers — unwilling to uproot themselves and their families — are balking at the move, and some powerful members of Congress are helping them fight back.

In a blistering letter sent to the Federal Aviation Administration last week, a group of New York lawmakers, including Senator Chuck Schumer, a Democrat and the majority leader, demanded that the agency abandon plans to force the employees’ relocation this summer.

The move places undue hardship on those workers, legislators argued. The “forced reassignments” by the F.A.A., Mr. Schumer and his colleagues wrote, are “both confusing and outrageous.” The controllers say their family lives would be disrupted, citing new marriages, disabled children and elderly parents they care for.

The fact that the Senate’s most powerful legislator would complain so loudly about a tiny group of workers underscores the power of the controllers’ nerve center in Westbury, N.Y. — an intense workplace whose formidable responsibilities, high-stress environment and strong personalities inspired a magazine story and the 1999 movie “Pushing Tin.”

The anger of the controllers and their supporters is clashing with the desperate effort by the F.A.A. to find and train enough employees willing to tackle the demands of ensuring the smooth and safe flow of aircraft in and out of the New York airspace — its most complex, by all accounts.

The New York hub has for years struggled with chronic vacancies, placing its recent staffing levels at some of the lowest levels in the nation. The F.A.A. hopes that shifting some of the responsibility for the work out of New York to a more affordable place to live will make it easier over time to recruit more controllers, leading to higher levels of staffing and, with that, increased air safety and efficiency.

But the agency’s plan also risks losing some of its more experienced controllers who are resistant to moving, which, perversely, could add to the staffing problems.

The relocations, which are scheduled for July 28, are necessary “to improve efficiency and ensure safety in this region,” Bridgett Frey, an F.A.A. spokeswoman, said in a statement.

The group targeted for the move handles the airspace around Newark Liberty International Airport, which in the view of the F.A.A. can be done just as well from Philadelphia as from Long Island. That is because this group of controllers uses radar scopes, instead of guiding planes from a runway tower overlooking takeoffs and landings.

F.A.A. figures show that staffing gaps last year at the Long Island building affected 4 percent of the 541,136 takeoffs and landings that occurred at New York’s major airports last summer. The agency expects the summer flying season, which begins later this month, to be its busiest since 2010.

The air traffic controllers say they, too, are fighting with safety in mind. They say they need to be in the same room with their New York colleagues, as they are now, to communicate quickly with them in a crisis.

“This is an extremely stressful job,” said Joe Segretto, the controller who is president of the local chapter of the National Air Traffic Controllers Association representing the New York airspace hub. For controllers, he added, being forced by the F.A.A. to relocate away from spouses and children “is going to add a tremendous amount of pressure.”

As moving day draws closer, the fight looms larger. The F.A.A. already put in place a 10 percent reduction in flight volume in the New York area to cope with lower staffing levels at its New York Terminal Radar Approach Control building in Westbury, known internally as N90. But any further staffing issues could mean there simply are not enough controllers to manage the increased volume planned for summer, forcing delays.

The fate of this handful of employees in a work force of more than 14,000 has gotten the attention of Transportation Secretary Pete Buttigieg, even as his workload strains under the demands of tackling jetliner assembly problems at Boeing, investigating the cause of recent train derailments and leading the battle against what the Biden Administration says are “junk fees” charged by airlines.

“The complexity of N90 is more complex than many countries’ entire airspaces,” Mr. Buttigieg said in an interview with The New York Times in December.

Given the low staffing levels at N90, he added, “we know there needs to be more attention there.” Just 59 percent of available controller roles in the building are filled, according to March figures from the F.A.A.

Last June, the F.A.A. was chastised by the inspector general’s office at the Transportation Department, its parent agency, for doing too little to address yearslong shortfalls in controller staffing. Days after those findings were published, United Airlines delayed and canceled flights that affected 150,000 passengers. Scott Kirby, United’s chief executive, blamed the F.A.A. for controller shortages that he said exacerbated a situation in which his pilots were already contending with bad weather in the New York area.

Controllers working at N90, which is housed in a squat, windowless building in suburban Long Island, are responsible for overseeing the early ascent and descent of hundreds of thousands of flights at John F. Kennedy, LaGuardia and Newark airports each year — equating to at least 60 per hour in and out of Newark alone on a typical day or evening shift, according to F.A.A. data. N90 is second to Southern California’s airspace in size but is arguably a more critical cog in the overall system, affecting the punctuality and well-being of hundreds of thousands of passengers each day.

The F.A.A. has battled controller shortages nationwide since the pandemic, which forced pauses in training at both its Oklahoma City academy and on-site at air traffic control hubs around the United States. But N90’s low staffing has been particularly urgent.

The controllers’ jobs are so demanding and specialized that years of experience are customarily required to do them, including 18 to 24 months of hands-on training at N90 after working assignments at less-busy locations. Westbury’s short staffing in recent years has meant that some controllers have earned close to $400,000 a year because of extra pay, according to F.A.A. documents reviewed by The New York Times. At $183,000, the head of the F.A.A., Michael Whitaker, makes much less.

The agency over the years has tried a variety of strategies for filling the vacant jobs at N90, including offering raises and bonuses and using new recruitment tactics. (One hiring effort that targeted candidates with no relevant experience — referred to by some N90 controllers as “off-the-street” hires — was tried, controllers say, without much success.)

The washout rate has remained stubbornly high. Just 32 percent of N90 trainees achieved certification as fully qualified, according to F.A.A. statistics from March, a far lower rate than at comparable facilities. The Transportation Department’s report last year showed that N90 had the fewest supervisors of any Terminal Radar Approach Control, or Tracon, building in the nation, with only eight in place out of 30 authorized slots.

The F.A.A. has been working to relocate some of N90’s controllers to Philadelphia since at least 2020, only to be stymied by both the controllers’ union and New York legislators.

Its most recent effort to negotiate a move with the National Air Traffic Controllers Association began late last year. The two sides came to terms in March, according to documents reviewed by The Times, with a package that included an initial 15 percent incentive bonus and a $75,000 payout for those who moved to Philadelphia permanently. But, lacking an adequate number of volunteers to make the Philadelphia transfer work, the F.A.A. took a tougher stance about six weeks later, according to an April 29 memorandum that was reviewed by The Times: It notified more than a dozen N90 controllers that they would be involuntarily reassigned.

Under urging from the union, Representative Anthony D’Esposito, whose district includes N90, put together the May 7 letter demanding that the F.A.A. rescind its reassignments. In addition to Mr. Schumer, it was signed by Senator Kirsten Gillibrand and four other members of Congress from the region in and around Long Island. Three of them were Republicans, including Mr. D’Esposito.

“You have people who actually have strong, solid jobs, and they’re not moving because they want to — they’re moving because we’re telling them to,” Mr. D’Esposito said in an interview. “It’s not a good situation.”

Some controllers who do not move may be reassigned to new roles at N90. But getting a new role is dependent upon proving to the F.A.A. that a move would create undue hardship and would require training for a new post for a year or more.

The F.A.A., which spent $36 million to renovate and upgrade the Philadelphia Tracon building, has recently tried again to make the relocation attractive. In the April 29 memo in which it mandated the 17 staff moves, the agency raised to $100,000 its incentive bonuses for controllers who relocated to Philadelphia, either temporarily or permanently.

Yet Mr. Segretto, the union chapter president, and many of his members are unwavering.

“We are completely against it,” he said. “It’s forcing air traffic controllers to choose between their career and leave their families, or to resign from their job.”

Your crew could maybe answer the call bell at least one of the times I pressed it. I pressed it first time with 2.5 hours left in our flight bc my partner was hungry and wanted a sandwich. We finally got the sandwich with 40 mins left in the flight.

Delta crushed it. Flight attendant in first was attentive and just never stopped. Honestly one of the best domestic flights I’ve been on.

They were an hour late and they didn’t have my wheelchair for me

The Flight crew didn’t serve us until about 1.5 hours into the flight because of turbulence but after it ended it was fine to move around. They served us water only and snacks and then NEVER, NOT ONE TIME came through to collect trash until right before landing about 1.5 hours later. There was absolutely no need for that. They crew was just standing around talking and visiting with each other and really never tried to see if we might want something besides water or even try to come pick up trash. This is VERY unusual for a Delta flight but it was not what I would have expected for a 4 hour flight.

The 1st class male crew member was very pleasant - the short female with round glasses , maybe in 50’s had no personality- never spoke when delivering my food, drink, & never smiled the whole trip! In fact looked annoyed when the boarding proses was happening- I would never hire this woman - unfriendly . Have never dealt with a crew member like her-

This was a Lufthansa flight, not United. The CSA at the counter, Ashley, was not only incompetent, but quite rude. First flight of the day… MINIMUM FUEL! 15 minute landing delay at HOU due to fog turned into a 2+ hour delay! Rather than circle, they had to divert to another city to refuel! No lounge access with “United First” ticket. False alarm about late flight, jeopardizing connection. Wrong meal. Loose power socket would not hold plug, could not charge device. In-flight access to text messaging did not work. Toilet seat on plane would not stay up.

We ended up with seats in the very back. So they did not recline. Have no idea why, we reserved and checked in very early. The isles were very narrow and the seats had very little leg room. But they did give us water, and a snack.

Check in etc was very good. As for on the plane, it was like flying in a freezer. It was so cold, i have flown for years and never been so cold on a plane. Staff on board said its always cold when flying which is a load of rubbish. They wouldnt put any heating on and now i have the flu because of this .

LIT to DFW - 3 hours late; the entire plane had been boarded before they told us there was a delay due to a weather-related ground stop in Dallas. DFW to MAY - 2+ hours late due to A/C needing to be repaired after everyone had boarded, then when we finally reach the runway, the First Officer timed out and we had to taxi all the way back to the gate and wait for a new one. MSY to CLT had no issues, but CLT to LIT was delayed 1.25 hrs because flight attendants had not arrived to the airport yet. At least they didn’t make us all sit on the plane to wait for them. Tray table was filthy when I sat down. I needed to have someone come clean it because there was food and stains on it WiFi didn’t work after paying for in-flight WiFi. It was at that time that she came up to me as I’m CLEARLY on all 4s with a flashlight and said “I need to get by”. I said one moment please I’m getting something from under the seat (while my head was literally under the seat). Her reply was “no you need to move now” and proceeded to almost push me out of the way. I looked up and all I saw was her toes under my eyes. When I looked in front of me, her private parts were inches away from my face. I then made a comment “you couldn’t waited 2 seconds?” and her response was, “no I need to use the bathroom”. I understand that and would never want to be the reason someone couldn’t get to the bathroom but I was under the seat. She could’ve gone around the other way instead of harassing me, basically placing her private parts on my head and borderline pushing me out of the way. You don’t pay that much for this deplorable experience. This was by far the worst experience I have ever had on American. I will be absolutely thinking twice and thrice about flying American Airlines again. I would rather pay more to fly delta because at least I know their WiFi will work and their flight attendants won’t have a shitty attitude for no reason, nor will they act the way this woman did. Unacceptable.

Worst situation ever! I booked my tickets for this trip on Alaska Airlines. I guess AA is a partner and we flew nonstop from Eugene to PHX on an AA jet. I had to pay for luggage from PHX to EUG. And this was an Alaska Airlines reservation paid for with Alaska airlines credit card! Got to the PHX airport and was not able to check bags because of some weird issue with the AA software. My reservation had to be the-entered by the agent. I will never pick another American Airlines flight on the Alaska Airlines website. While on vacation, I tried to upgrade our seats for the trip home. The request just buffered and never went through. I tried four times and was charged four times on my credit card. The card was charged but the seats were never changed. What a wreck!

It was the worst ever, i will be filing a lawsuit to get a refund. My mother was HARASSED AND ACCOSTED by the gate agent for her bag. I pre purchased the bag fee and the gate agent made my 78 year old mother board, deplane, re pay for her bag fee and board again. The gate agent made my mother pick up her own bag and REFUSED to help her, she is an older woman who wasn’t bothering anyone on a flight that had maybe 30’total passengers. I am going to sue this airlines for their HORRIBLE customer service and treatment of my mother, and all this occurred the day after Mother’s Day!!!

Kayak does not know that spirit airlines charged me $70 to fly. But the bag check-in was $89 each way. This is false advertising to lure people. Spirit airlines sends bunch of emails after flight purchases to buy wifi, better seats, priority boarding, secure reserved seats. This is false advertising. Up front pricing. I would of flown jet blue or Alaska airlines.

Every interaction the airline seems to want to find a different way to extract more money from you. The second leg of our journey they wouldn't let us board the plane without taking another $99 for a bag we asked about at the ticket counter and boarded with on the first leg of our journey. I flew from Las Vegas to Reno Nevada. Airfare was 60 $ round trip. I needed to bring my skis and boots.that was going to be $111 to bring them. Upon arrival they informed me that anyone who has skis more than 62 inches long is charged an oversize fee of $150 each way. Almost everyone over 5 foot five has skis over 62 inches long. So I paid $60 for the flight and $411 to bring my skis with me! WTF

Spirit Airlines will start nonstop service between Reno-Tahoe International Airport (RNO) and Los Angeles International Airport (LAX) on Aug. 14, the company announced on Wednesday.

The nonstop flight will operate daily.

“We’re always looking for opportunities to introduce low-fare options to the places our guests want to visit most,” said John Kirby, Spirit Airlines’ vice president of network planning.

“It also gives more of our LA Basin guests the opportunity to discover the charm of the ‘Biggest Little City in the World’ and the outstanding outdoor recreation the Reno-Tahoe area has to offer.”

The new LAX flight joins Spirit Airlines’ three daily flights to Las Vegas at Reno-Tahoe International.

“We are thrilled that Spirit has decided to expand service from Reno-Tahoe International Airport and are excited that passengers have one more option to get to the popular southern California destination,” said Natalie Brown, a spokesperson for the Reno-Tahoe Airport Authority.

“This route adds to Spirit’s existing service to Las Vegas and offers travelers even more one-stop connectivity from Reno to the destinations of their choice.”

The new Reno-Los Angeles route is seasonal, a Spirit Airlines spokesperson confirmed with the Reno Gazette Journal. Here are the flight times for the new nonstop route for Reno and Los Angeles.
