Pakistan tests homegrown missile with additional range
ISLAMABAD — Pakistan’s military test-fired a homegrown Babur cruise missile on Tuesday that has a range of more than 900 kilometers (560 miles), twice the distance of an earlier missile of the same model, according to a military statement.
The missile’s extended range further enhances nuclear-armed Pakistan’s military capability.
Pakistan and neighbor India, which also has a nuclear arsenal , have a volatile relationship, having fought three wars against each other. The military buildup of both countries is closely watched by a nervous international community as India and Pakistan have come dangerously close to a fourth war at least twice over the last two decades.
The missile, dubbed the Babur Cruise Missile 1B, is domestically developed, said the military statement. An earlier version had the limited capacity to travel just 450 kilometers (280 miles).

A month of December 2021 Pakistan successfully tested “indigenously developed” Babur cruise missile 1b. In this recent test, Pakistan enhanced the range off the Babur cruise missile 1b, although it was not revealed that how much the range was enhanced in official statement from the ISPR. But Associated Press Associated Press Pakistan has stated that now the range of the cruise missile is almost 900 kilometres which is twice the range of the previous versions of the same missile. The previous versions of the Barber cruise missile his only range of 450 kilometres. The DG Strategic Plans Division, Pakistan in his official statement states that the purpose of the test is to enhance “Pakistan’s strategic deterrence”.
Today Pakistan strategic deterrence is based on the concept of “full spectrum deterrence” which is only “India-centric”. The purpose of the Pakistan’s strategic deterrence is to bring “every Indian target” within the range of its nuclear missiles. According to the Lt. General Khalid Ahmed Kidwai, Pakistan deterrence capability must allow it to choose it from the variety of options against variety of targets. The purpose of the Pakistan’ nuclear missiles and its strategic capability are to deter threats emanating from its adversary from “sub-conventional to strategic levels”. Thus, missile development by Pakistan is based on the logic of averting conventional and strategic attacks, dynamism and cost-effectiveness vis-à-vis its nuclear adversary in the South Asia.
South Asia in last two decades witnessed the development of missile technology including cruise missiles, ICBMs and MIRVs along with simultaneous acquisition and development of missile defence systems by India. Missile defence system development and acquisition by India was based on the objective to deny the existing “mutual vulnerability” between both South Asian neighbours. Moreover, it was to achieve a “sense of security” from the threat of being attacked. Thus, to maintain the credibility of its nuclear deterrence vis-à-vis its adversary Pakistan invested in cruise missile technology. Today, Pakistan is capable of launching cruise missiles (nuclear tipped and conventional) from land, sea, submerged platforms and air. Development of cruise missile option for Pakistan was necessary response against India’s BMD development and acquisitions. In the latest saga of India’s BMD acquisition saga India is importing much hyped S-400 missile defence system, which is “considered as best available missile defence system in the market” and the first batteries of the said system is to be deployed in Indian Punjab. Although, it is said that S-400 missile defence system is effective against cruise missiles, aerial targets and UAVs other than ballistic missiles but in reality, due to the high manuverability and terrain hugging capability of cruise missiles they are highly difficult target to intercept. Ballistic missile defences despite given much hyped to are penetrable, through missiles, decoys, MIRVs and UAVs. With recent advancement in UAVs and Swarm drones technology, it is deemed favourable by many scholars that BMDs could be overwhelmed and destroyed through swarm technologies. However, though this swarm technology is highly effective but all states have not yet achieved the level of sophistication and advancement in IA to manage the swarms.
In this regard missile systems are attractive, cost-effective, advanced, précised and sophisticated enough technology against missile and air defence systems. Moreover, due to recent advancements in missile technology cruise missiles are capable of high precision striking while dodging the missile defence systems of the adversary. Thus, in this regard the Pakistan’s cruise missiles provide it the capability to hit target with precision strike without being intercepted by the adversary missile defence systems. As they fulfil the role of maintain the credibility of Pakistan’s nuclear deterrence, nuclear tipped cruise missiles are of strategic importance to Pakistan. In current situation where India is working towards upsetting the deterrence equilibrium in the region by inducting more and more sophisticated military technology, cruise missile technology of Pakistan provide it with reliable mean to maintain the deterrence equilibrium in the region.
The recent hyped about cruise missile in today’s international system are hypersonic cruise missiles or hypersonic glide vehicles. Global powers are competing to being able to deploy this technology. India is also taking part in this global race and has claimed that it has developed a “scramjet” technology. Question in this regard is that whether Pakistan would also invest in hypersonic cruise missiles or it could maintain the strategic deterrence without this.

Pakistan Conducts First Test of Submarine-Launched “Babur-3” Cruise Missile
On Monday, January 9, 2017, Pakistan reportedly conducted its first test of its submarine-launched Babur-3 cruise missile from an undisclosed location in the Indian Ocean. The Babur-3 has a range of 450 km and, according to the Pakistani military, is “capable of delivering various types of payloads and will provide Pakistan with a Credible Second Strike Capability, augmenting deterrence”. A spokesman for the Pakistani army later confirmed that the missile is equipped to carry nuclear weapons in addition to other payloads. According to the Inter Services Public Relations of the Pakistani military, the Babur-3 was launched from a mobile underwater platform, and Prime Minister Nawaz Sharif deemed the test a “success” in a press release. The military reported that the missile has “underwater controlled propulsion and advanced guidance and navigation” as well as sea-skimming flight capabilities and stealth technology. The Babur-3 is a sea-launched variant of the ground-launched Babur-2, an enhanced version of the Hatf 7 “Babur” missile that was most recently tested in December. Several Indian news outlets have since claimed that the video showing the Babur-3 launch was faked, citing conflicting satellite imagery of the landscape as evidence.

Pakistan conducts first test of submarine-launched cruise missile
Pakistan has conducted the first test of the submarine-launched babur cruise missile, with the military saying the weapon system will give the country a “credible second strike capability”..
Pakistan on Monday conducted the first test of the submarine-launched nuclear-capable Babur-3 cruise missile with a range of 450 km, with the military saying the weapon system would give the country a “credible second strike capability”.
The test, which the Pakistani military described as successful in a statement, was carried out from “an undisclosed location in the Indian Ocean”. It added, “The missile was fired from an underwater, mobile platform and hit its target with precise accuracy.”
“Babur-3…in land-attack mode is capable of delivering various types of payloads and will provide Pakistan with a credible second strike capability, augmenting deterrence,” the statement said.
“While the pursuit and now the successful attainment of a second strike capability by Pakistan represents a major scientific milestone, it is manifestation of the strategy of measured response to nuclear strategies and postures being adopted in Pakistan’s neighbourhood,” it added.
Footage posted on Twitter by military spokesman Maj Gen Asif Ghafoor showed the missile emerging from the water and cruising over land before hitting a target on land.
Though the military did not give details, reports have suggested that the Pakistan Navy’s Agosta 90B class submarines have been configured to launch cruise missiles.
The military described the Babur-3 as a sea-based variant of the ground launched cruise missile Babur-2 , which was successfully tested in December. The Babur-3 incorporates advanced technologies, including underwater controlled propulsion, advanced guidance and navigation features, that are augmented by global navigation, terrain and scene matching systems.
The missile is capable of hugging terrain and sea skimming to evade radar and air defenses and “certain stealth technologies”, the statement said without giving details.
The chairman of the Joint Chiefs of Staff Committee, Gen Zubair Mahmood Hayat, who witnessed the test, was quoted as saying that it was “a step towards reinforcing policy of credible minimum deterrence”.

US Air Force Opens Competition to Develop Low-Cost Cruise Missiles
The US Air Force innovation arm AFWERX is holding a competition to develop low-cost cruise missile variants.
The Design Sprint and Challenge program leverages the expertise of tech communities to obtain high, subsonic speed weapons that can reach 500 nautical miles (926 kilometers/575 miles) and are obtainable at “$150,000 per unit in bulk orders.”
AFWERX’s Weapons Program Executive Office (PEO) is leading the effort in partnership with the Air Force Research Laboratory.
The project’s initial phase, focused on blueprints, was completed in September last year.
During this stage, teams were tasked with designing missile variants according to US Department of Defense requirements and ensuring the system’s availability for partner nations and allied forces.
Participants involved specialists from the Massachusetts Institute of Technology Lincoln Labs, Kansas City National Security Campus, Sandia National Lab, Georgia Tech Research Institute, Johns Hopkins University Applied Physics Laboratory, and the MITRE Corporation.
“AFWERX provided the guidelines of the meeting structure and logistics support to ensure a streamlined execution of our event; it made it really easy as an organizer for this government event to show up and know that everything logistically was taken care of,” Johns Hopkins Team Member Hartley Postlethwaite said .
“The support that was most interesting was the artist and thoughts that came from the AFWERX facilitator. By the end of each day, AFWERX was able to provide a graphic poster that summarized each day’s activities and decisions.”
Second Phase in 2024
The effort’s second phase is scheduled this year and will address critical parts of the cruise missile development, including the demonstration and fielding of the weapons, the fabrication of a system family, and the manufacturing test bed for future on-demand production.
“The Weapons PEO Challenge stands as a cornerstone in propelling weapon systems forward, marked by pivotal initiatives: integrating a flight-test-ready design by early 2024, maximizing industry input for superior technology evaluation, showcasing unparalleled speed and cost efficiency, delineating the trade space, and pinpointing design constraints,” AFWERX Challenge Team Leader Cyley Dymond stated.
