Let the following road trip pro tips help you make the most of your drive to, as we say in Quebec, la belle ville…

Motoring to Montréal is easy peasy

Montréal is located a short hop from the Canada/US border, and the main Quebec border entry points are, not coincidentally, on the major US highways that most American visitors will take on their road trip to the city. The I-87 north from New York City past Plattsburgh gets you to the Champlain/Saint-Bernard-de-Lacolle border crossing (only 45 minutes from downtown Montreal on Autoroute 15); the I-93 west to I-89 north goes to the Saint-Armand/Highgate Springs crossing if you’re driving from Boston; and the I-91 goes north to the Stanstead/Derby Line crossing if you’re coming from parts further east in Vermont.

However, if you’re crossing from New York State via the Thousand Islands Bridge, the Seaway International Bridge/Three Nations Bridge, or the Ogdensburg-Prescott International Bridge into Ontario, and are planning to take the famous 401 highway into Quebec, we strongly recommend you read these essential road trip tips to make the most of your drive to Montréal.

You’ll want to have a good idea of which border crossing you’re going to use because there are many of them , both large and small, along the Quebec border (New York State has 17 land border crossings with Quebec by itself, and Vermont has 15). Bear in mind that larger crossings tend to be busier and may take longer to traverse. You can go to the Canada Border Service Agency (CBSA) website to see current border wait times (it’s updated every hour) for the major crossings and to subscribe to email border alerts. You’ve crossed the border into Quebec — now what?

The first thing that you’ll notice is that the road signs are in French. The second thing you’ll likely notice is that you can now drive 100 on the highway, woo-hoo! Except that the speed limits in Canada are in metric: kilometres per hour, not miles per hour. So 100 kmh is actually just a smidge over 62 mph. Since Montréal is an island, you will have to access downtown (Centre-Ville in French) by bridge. Montreal Central Station / Pascal Normand

As part of this project, a new joint customs and immigration facility is to be built at Montreal Central Station for the Canada Border Security Agency and U.S. Customs and Border Protection.

This facility would allow Amtrak passengers departing from Montreal on the Vermonter and Adirondack to clear U.S. customs and immigration prior to boarding the train, using a process that is known as preclearance .

In the reverse direction, passengers on these two trains would clear Canadian customs and immigration upon arrival in Montreal.

This setup would be similar to the way that passengers on flights to/from the United States are processed at airports in Canada today.

The Vermonter would travel from St. Albans, Vt. to Montréal, a distance of 71 miles (114 km), over track that is owned by New England Central Railroad [St. Albans to the international border], and Canadian National Railway (CN) [from the border into Montreal Central Station .)

As of August 2019 all of the necessary agreements are in place between Canada and the United States so that preclearance can legally take place at Central Station in Montreal.

The next step is for the Ministry of Transportation of Quebec (MTQ), the Government of Canada, and the owners of Montreal Central Station to develop a site plan and operation agreement for the planned preclearance facility in the station.

May 17, 2024 | Amtrak and Canadian National Railways (CN) reached an agreement that will allow CN to undertake extensive track work on CN-owned Rouses Point Subdivision between the U.S. – Canada border and Montreal. This track work, which will take place between May 20 and June 30, 2024, is expected to restore the infrastructure along the corridor so that passenger trains on the line can once again operate at a maximum speed of 50 mph (80 km) over most of the line.

March 31, 1995 | Amtrak canceled its overnight train the Montrealer which had provided daily service between Washington, DC and Montreal. The train was replaced with a daytime train, the Vermonter , that provides service as far north as St. Albans, VT.

2009 | Amtrak prepared a preliminary design for a Preclearance facility to be located adjacent to track 23 at Montreal Central Station.

2012–2014 | The 18.8 miles (30.3 km) of railroad track between St. Albans, Vt. and the U.S.-Canadian border was upgraded to allow future passenger trains on this stretch of track to operate at a maximum speed of 59 miles (95 km) per hour.

UPDATED – 2013 | The Quebec Ministry of Transportation prepared a study of the rail connections between Montreal, QC and the U.S. Border and evaluated those routes for intercity passenger rail operations at 59 mph, 79 mph and 100 mph. (95 km, 127 km, and 130 km/h) ( Study of CN and CP’s Rail Network between Montreal and the U.S. Border )

2014 | Amtrak, with the financial support of NYSDOT, the Vermont Agency of Transportation, and Ministry of Transportation of Quebec, and working through the Agence metropolitaine de transport prepared a “Feasibility Study for the Development of Canadian and American Customs on Platform 23 of the Montreal Central Station.”

2015 | A Phase I planning study — part of a multi-jurisdictional effort by New York State Department of Transportation, the Vermont Agency of Transportation, Ministry of Transportation of Quebec (MTQ) , and Amtrak — to develop a passenger preclearance/clearance facility for use by both Amtrak’s Adirondack and Vermonter trains inside Montreal Central Station, was completed.

March 16, 2015 | The United States and Canada signed the “ Agreement on Land, Rail, Marine, and Air Transport Preclearance Between the Government of the United States of America and the Government of Canada. ” The agreement, among other things, allows for the establishment of a preclearance facility in Central Station.

August 31, 2015 | At 39th Annual Conference of New England Governors and Eastern Canadian Premiers a “ Resolution Concerning the Canada-U.S. Preclearance Agreement and Customs Preclearance Project for Central Station in Montreal ” is adopted.

December 2016 | The U.S. Congress passed H.R. 6431, the “Promoting Travel, Commerce, and National Security Act of 2016” , which allows for the expansion of the U.S. Customs and Border Protection preclearance facilities in Canada. This bill was signed by President Obama on December 16, 2016.

July 18, 2017 | Amtrak operated a special trip in conjunction with New England Central Railroad, Canadian National Railway for government officials from the US and Canada, to inspect the route between St. Albans, Vermont and Montreal, Quebec.

December 12, 2017 | The Canadian government passed into law Bill C-23, the “ Preclearance Act, 2016″ which allows for the establishment of U.S. Customs and Border Protection preclearance facilities in Montreal Central Station.

September 2018 | At a meeting of the Eastern Border Transportation Coalition (EBTC) it was reported that Canada is working to complete the necessary “rail mode” regulations for Land, Rail, and Marine Transport Preclearance by 2020.

August 15, 2019 | The Government of Canada announced that Canada and the U.S. have brought into force the Agreement on Land, Rail, Marine, and Air Transport Preclearance between the Government of Canada and the Government of the United States of America.

September 2019 | Amtrak issues a letter of intent to the states of New York and Vermont, and the Province of Quebec, to expedite the effort to establish a preclearance facility at Montreal Central Station and related infrastructure improvements between the border and Montreal.

March 2020 | At a meeting of the Empire State Passengers Association an Amtrak representative announced that the parties involved with this project are now updating the previous study work (related to rail preclearance at Central Station) and that the environmental and other review processes would be completed in 2020.

Late 2020 | The States of Vermont and New York, the Province of Quebec and Amtrak resumed their efforts to develop a secure preclearance facility inside Montreal Central Station. Studies to evaluate connectivity and security issues along the corridor between Central Station and the border, as well as a detailed design study of the needed modifications is expected to move forward in 2021.

November 15, 2021 | President Biden signed into law the Infrastructure Investment and Jobs Act. The law includes a provision that requires Amtrak to submit a report to Congress that identifies challenges to Amtrak’s operations in Canada, and a set of recommendation to improve service — including the feasibility of and costs associated with a preclearance facility or facilities. The report is due no later than November 15, 2022. ( Infrastructure Investment and Jobs Act , Pub. L. 117-58, §22212, November 15, 2021)

December 16, 2021 | The Quebec Ministry of Transport said that it will lead a study of facilities at Montreal Central Station, coordinate with Canadian Federal agencies, and manage the construction of the new preclearance facility, according to a project update that was provided by the Vermont Agency of Transportation (VTrans) to the Vermont Rail Advisory Council.

It was also reported that the Quebec government is also now working with Canadian National Railway to identify the track upgrades, between the international border and Montreal Central Station, that will be required before this service can start.

March 22, 2022 | The Quebec Ministry of Finance released its Budget Plan for 2022-2023. The plan included CA$ 1 million (~US$ 800,000) to finance Québec’s contribution towards the completion of a feasibility study and the design of project plans and specifications for a rail passenger preclearance/ clearance facility at Montreal Central Station.

September 22, 2022 | At a meeting of the Vermont Rail Advisory Council, VTrans reported that there was a meeting in August with all of partners working on the project. Next steps include the scoping study by Quebec and then the engineering effort. VTrans also said that there is support for this the project at the highest levels of government in both Canada and the U.S.

August 2022 | The Québec government announced that the Société de Québecoise des Infrastructure (SQI) would be the lead agency overseeing a CA$1 million study to evaluate connectivity and security issues along the corridor between Montreal Central Station and the border, as well as a detailed design study of the needed modifications that is expected to move forward with the project.

October 3, 2022 | The Vermont Agency of Transportation sent a letter to the Federal Railroad Administration which said that it, “intends to submit proposals to extend the Vermonter Service into Canada, from the current terminus in St. Albans to Montreal’s Central Station.”

November 15, 2022 | As required by statute, Amtrak submitted a report to Congress that identifies the challenges to Amtrak’s operations in Canada, including – delays associated with custom and immigration inspections in both the United States and Canada, recommendations to improve cross border service, and the feasibility of and costs associated with a preclearance facility or facilities. Early 2023 | The Quebec Ministry of Transport (MTQ) issued an Request for Proposals to engage a consultant to prepare the architectural plans and specifications for the preclearance facility in Montréal Central Station.

September 20, 2023 | The Vermont Congressional delegation reached out to Amtrak in an effort to move forward long discussed plans to expand passenger rail service between Quebec and Vermont. ( Vermont Business Magazine )

January 31, 2024 | The Vermont Agency of Transportation (VTrans) met with the Vermont House Committee on Transportation to review ongoing efforts to extend the Vermonter to Montreal Central Station.

This track work, which will take place between May 20 and June 30 September 9, 2024, is expected to restore the infrastructure along the corridor so that passenger trains can once again operate at a maximum speed of 50 mph (80 km) over most of the line.

North country to montreal amtrak rail closure extended.

Amtrak passengers looking to travel further north than Saratoga Springs will now have to wait until the summer is over. 

According to the Adirondack Explorer , the shutdown of Amtrak’s rails between Rouses Point and Montreal has been extended until September 9th. That’s triple the time it was initially supposed to be offline. 

The shutdown, which began late last month, is for upgrades to make the service functional in high temperatures. Last summer, heat prevented rail traffic on that stretch for nearly 80 days.

Amtrak suspends Adirondack line until September

PLATTSBURGH, N.Y. (WCAX) - Amtrak service on the Adirondack line between Saratoga Springs and Montreal will now be out of service until at least September 9, scuttling the busy summer travel season.

Amtrak last month initially said a six-week repair project to tracks in Quebec would last only about six weeks, or until June 30. But over the weekend officials confirmed all service between Saratoga Springs and Montreal will now be suspended for the heart of the tourism season in the North Country.

“People started telling us, ‘Hey, my train was canceled to Montreal in August or in September,” said Empire State Passengers Assoc. executive director Steve Strauss. He says it wasn’t until after looking on Amtrak’s website that he learned the deadline had been quietly pushed until this fall. “Let’s be honest. Tell the public what is going on. Why is this work not happening -- if it’s not happening -- and what are they, the two railroads, doing to correct this situation.”

It comes as the service has struggled to bounce back to reach pre-pandemic ridership. Last summer, three months after resuming service after a nearly three-year pause for COVID, the service shut down in June north of Albany due to a Canadian regulation that greatly reduced speeds on hot summer days.

North Country officials Monday said they were frustrated about another summer without Amtrak’s Adirondack line. North Country Chamber of Commerce president Garry Douglas in a terse statement Monday called the new developments a “comedy of mismanagement.”

“The old line of frustration about “what a way to run a railroad” was meant for this ludicrous situation,” Douglas said. “A rail service is shut down for three years during and well beyond the pandemic but you don’t use that time to address conditions. Then you restart in April 2023 only to seemingly just discover a heat-related rail issue a few months later leading to last summer’s shutdown. Then you wait until almost summer 2024 to reach a repair agreement that now you find will take three months instead of the announced six weeks to be carried out.” Douglas says he is hoping the state’s congressional delegation can obtain some accountability.

Plattsburgh Town Supervisor Michael Cashman says the suspension is raising concerns about transportation for local students and how it could impact tourism and commerce during the peak summer season. “There should be a much more strategic approach to this so that it is not hampering our ability for inflow and outflow of people into the region every year,” he said.

Canadian National Railway officials did not respond to calls for comment.

The Monday, April 8, 2024, total solar eclipse crossed North America, passing over Mexico, the United States, and Canada. The total solar eclipse began over the South Pacific Ocean. Weather permitting, the first location in continental North America that experienced totality is Mexico’s Pacific coast at around 11:07 a.m. PDT.

The path of the eclipse continued from Mexico, entering the United States in Texas, and traveled through Oklahoma, Arkansas, Missouri, Illinois, Kentucky, Indiana, Ohio, Pennsylvania, New York, Vermont, New Hampshire, and Maine. Small parts of Tennessee and Michigan also experienced the total solar eclipse. The eclipse entered Canada in Southern Ontario, and continued through Quebec, New Brunswick, Prince Edward Island, and Cape Breton. The eclipse exited continental North America on the Atlantic coast of Newfoundland, Canada, at 5:16 p.m. NDT.
