Uae president commits to investing $10bn in pakistan.

uae sheikh visit pakistan

United Arab Emirates President Sheikh Mohamed Bin Zayed Al-Nahyan on Thursday committed to investing $10 billion in multiple sectors of the Pakistani economy.

A statement released by state-run Pakistan Television on social media platform X said the development came in an Abu Dhabi meeting of the UAE president with Prime Minister Shehbaz Sharif who is on a day-long visit to the Mideast nation.

The statement added that Sheikh Mohamed “assured UAE’s support in all circumstances and made commitment of investing $10bn in multiple sectors in Pakistan”.

PM Shehbaz conveyed his gratitude to the UAE leadership for hosting the Pakistani diaspora of 1.8 million and highlighted Pakistan’s “huge human resource potential” that could be engaged in multiple sectors.

“The meeting provided an opportunity to discuss whole gamut of bilateral relations, including cooperation in political, economic, social, cultural and defence sectors. [The] prime minister underscored the importance of galvanising existing cooperation and strengthening strategic partnership, including in the field of information technology, renewable energy and tourism.

“[The] prime minister highlighted steps taken by the government aimed at ensuring socio-economic stability in the country and building investors’ confidence. He reiterated Pakistan’s commitment to ensure meaningful implementation of investment cooperation agreements in the areas of energy, port operations projects, wastewater treatment, food security, logistics, minerals, and banking and financial services,” the statement said.

It added that the two exchanged views on other issues of mutual interest, including regional and global developments.

PM Shehbaz also reiterated his invitation to the UAE president for an official visit to Pakistan, which Sheikh Mohamed accepted.

PM Shehbaz said he had a “very productive exchange” with the UAE president.

“Grateful to his highness for UAE’s consistent support for Pakistan. We agreed to continue working closely to further strengthen the brotherly and cooperative ties between Pakistan and UAE.”

In UAE not to seek loans but ‘collaborations, investments’

Earlier, PM Shehbaz said the aim of his day-long visit was “not to seek loans but joint collaborations and investments”.

Addressing a round table session of the IT community in Abu Dhabi, he said: “Today I am here […] not to seek loans but to seek joint collaborations and joint investments, which have mutual benefits for the investor and draw dividends through hard work, ingenuity and by using modern tools and skills.

“I want to share with you my broad parameters of our programme; we want to provide the highest quality vocational training and empower our youth with modern skills so that they can come to the UAE,” he added.

“From Pakistan, […] provide services through remote mechanisms and generate livelihoods, support SMEs, startups, and other integral activities combined with this. I’m prepared to take this risk,” PM Shehbaz asserted.

“Gone are the days when I will go to a brotherly country with a begging bowl; I have broken that bowl.”

“That bowl will lead us nowhere. When was the last time that a country prospered through aid, handouts and bowls?” he asked.

The prime minister said that in his meeting with the UAE president, he would request him to “offer your trainers to train our people”.

PM Shehbaz further expressed his “iron resolve to completely transform the economy of Pakistan in collaboration with our brothers here in UAE — be it through joint ventures, collaborations or knowledge-sharing partnerships”.

“In the short span of 2.5 months, we have transformed our IT ministry in Islamabad but there’s a long way to go,” he added. The premier noted that Pakistan’s population, almost 60 per cent of which comprised of youth, offered great potential.

The prime minister highlighted that he had “spent the last two and a half months focusing on how to promote information technology and artificial technology in various sectors of our economy”, including IT, agriculture, mines and minerals.

PM Shehbaz praised the UAE president for “carving out a way forward which will not be dependent on oil and gas but on non-oil and non-gas economy”, adding that it did so by training its youth, promoting industrial complexes and digital economy, and making the country a hub of imports and exports.

He further appreciated the UAE president for being “generous like his great father, supporting Pakistan in its most difficult times”. “We will never forget his support and generosity to Pakistan.”

State Minister for IT Shaza Fatima Khawaja also addressed the event.

Arrival in Abu Dhabi

PM Shehbaz Sharif is greeted by UAE Vice President and Deputy PM Sheikh Mansour bin Zayed Al Nahyan as he arrives in Abu Dhabi on May 23. — PID

The premier arrived in the UAE on a day-long visit earlier today.

Upon his arrival in Abu Dhabi, the premier was welcomed by UAE Vice President and Deputy PM Sheikh Mansour bin Zayed Al Nahyan, the government said in a post on X.

Pakistani Ambassador to UAE Faisal Niaz Tirmizi, Emirati envoy to Pakistan Hamad Obaid Ibrahim and senior officials from both countries were also present to receive the premier, the PML-N said .

Shortly after his arrival, the prime minister described the visit as “short but important”.

“Looking forward to a fruitful exchange of views with the UAE leadership with a view to deepen the historic and brotherly PAK-UAE ties,” he said in a post on X.

This was PM Shehbaz’s first visit to the UAE since assuming his office after the February 8 general elections.

According to Radio Pakistan , PM Shehbaz had earlier today departed for the UAE along with key cabinet members, including Deputy PM and Foreign Minister Ishaq Dar, Defence Minister Khawaja Asif, Interior Minister Mohsin Naqvi, Information Minister Attaullah Tarar, Commerce Minister Jam Kamal Khan and Special Assistant to PM Tariq Fatemi.

According to the Foreign Office (FO), PM Shehbaz was also likely to hold meetings with other Emirati dignitaries, businesspersons and heads of financial institutions.

The FO, noting that both countries had “long-standing fraternal relations deep-rooted in religio-cultural affinity”, had said that such high-level exchanges formed a “distinguishing feature” of brotherly ties between Pakistan and the UAE.

The visit marks an important step towards further deepening multifaceted bilateral collaboration between Pakistan and the UAE, the FO had highlighted.

The premier’s visit follows high-level exchanges between Pakistan and Saudi Arabia in the past two months, including two trips made to the kingdom in April.

{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)" width="100%" frameborder="0" scrolling="no" style="height:400px;position:relative" src="https://www.dawn.com/news/card/1827800" sandbox="allow-same-origin allow-scripts allow-popups allow-modals allow-forms">

Shehbaz last visited the UAE in July 2023 — during his previous term as the prime minister — to console the death of the UAE president’s brother, Sheikh Saeed bin Zayed Al-Nahyan.

Prior to that, he made a two-day trip to the Gulf nation in January 2023 to strengthen economic, trade and investment ties with the country.

UAE announces $10bn investment package for Pakistan

Pakistan needs foreign investment to boost its economy and shore up its currency reserves to meet rising external repayment obligations

Reuters

The UAE on Thursday committed $10bn to invest in promising economic sectors in  Pakistan , Islamabad said.

Pakistan  has been pushing for foreign investment in a bid to shore up its $350bn economy, which has struggled with high inflation and low growth as it navigates a tough reforms mandated by the International Monetary Fund (IMF).

The investment pledge, came after a meeting between  Pakistan i Prime Minister Shehbaz Sharif, on a two day visit to the UAE, met President Sheikh Mohamed bin Zayed Al Nahyan, reported state news agency WAM .

“President of the UAE Sheikh Mohamed bin Zayed Al Nahyan assured ( Pakistan  of) the UAE’s support in all circumstances and made the commitment of investing $10bn in multiple sectors,” a statement from  Pakistan ‘s Prime Minister’s Office said.

It did not specify which areas the investment would be in.

The statement said Sharif emphasised strengthening strategic partnerships, including in the field of information technology, renewable energy and tourism.

Pakistan  needs foreign investment to boost its economy and shore up its currency reserves to meet rising external repayment obligations.

Pakistan-IMF talks

It is in talks with the IMF to secure a long term bailout deal , expected to go as high as $8bn.

An IMF team is in  Pakistan  to discuss the country’s budget and economic recovery policies after the country successfully completed a short term $3bn IMF bailout programme last month.

An IMF mission and  Pakistan  have made significant progress towards reaching a staff-level agreement for an extended fund facility, the  global lender  said on Friday.

The IMF has opened discussions with  Pakistan  on a new loan programme after Islamabad last month completed a short-term $3bn programme, which helped stave off a sovereign debt default.

A n IMF team, led by mission chief Nathan Porter, concluded discussions with the authorities on Thursday after arriving in  Pakistan  on May 13, the lender said in a statement.

“The mission and the authorities will continue policy discussions virtually over the coming days aiming to finalise discussions, including the financial support needed to underpin the authorities’ reform efforts from the IMF and  Pakistan ‘s bilateral and multilateral partners,” Porter said.

Pakistan  is likely to seek at least $6 billion under the new programme and request additional financing from the IMF under the Resilience and Sustainability Trust.

Ahead of the discussions, the IMF had warned that downside risks for the  Pakistan i economy  remained exceptionally high .

“The authorities’ reform programme aims to move  Pakistan  from economic stabilisation to strong, inclusive, and resilient growth,” Porter added.

Can Pakistan’s allies help revive its economy through investment dollars?

Pakistani PM Shehbaz Sharif visited China, Saudi Arabia and the UAE recently searching for investments. But analysts say he first needs to fix things at home.

Chinese President Xi Jinping welcomes Pakistani Prime Minister Shehbaz Sharif

Islamabad, Pakistan — In a series of trips over the past three months, Pakistan Prime Minister Shehbaz Sharif has tried to convince the debt-strapped country’s three closest allies — China , Saudi Arabia and the United Arab Emirates — to invest in the nation, as its precariously positioned economy looks for green shoots.

In June last year, under Sharif’s first tenure as prime minister, the government formed a Special Investment Facilitation Council (SIFC), a high-powered body comprising Pakistani civilian and military leaders, to promote investment in Pakistan.

Is pakistan’s crisis-ridden economy finally recovering, pakistan’s army chief visits saudi arabia amid economic crisis, sharif’s beijing trip: can china-pakistan economic corridor be revived, march of ‘terror’: pakistan grapples with deadly attacks on china interests.

Following the tours to Beijing, Riyadh and Abu Dhabi, the Sharif government is pointing towards a raft of memorandums of understanding signed on those trips as indicators of potential investment coming to Pakistan.

However, analysts caution that the attempts to get foreign direct investment (FDI) will work only if Pakistan can promise a stable political landscape and bring structural reforms to its economy.

So what did Pakistan get out of Sharif’s trips, and what does it need to do to attract investments as it prepares to negotiate with the International Monetary Fund (IMF) to enter its 24th loan programme since 1958?

$5bn from Saudi Arabia?

After taking office in March for the second time, Sharif paid two visits to Saudi Arabia in April. These tours were followed by a series of visits by senior Saudi officials, including the defence and foreign ministers, to Pakistan. In early May, a 50-member Saudi business delegation also flew down to participate in an investment conference.

In his two meetings with Saudi Crown Prince Mohammed bin Salman in April, Sharif discussed opportunities to enhance economic cooperation between the two countries and explored the possibility of a $5bn investment package.

“We have identified areas of cooperation, both at the government-to-government and business-to-business levels, and that has been clearly identified. We now have a clear-cut way forward,” Sharif told Al Arabiya TV news in May.

Last year, caretaker Prime Minister Anwaar-ul-Haq Kakar also claimed that Saudi Arabia had agreed to invest $25bn in various sectors of Pakistan, without offering any details.

Ali Farid Khwaja, an investor and chairman of KTrade Securities, said Pakistan had laid out possibilities for Saudi investment in six different fields, including an oil refinery project, agriculture, mining, power sector, technology and aviation.

“There is no question that Pakistan needs investment. Just 18 or so months ago, we were on the verge of default, but because of these dialogues and engagement with friendly countries, we are letting them know what we can offer,” he told Al Jazeera.

A senior Pakistani government official who has been part of negotiations with the Saudi delegations said Pakistan was hopeful Riyadh would invest from its Public Investment Fund (PIF), the kingdom’s sovereign wealth fund with estimated assets of more than $900bn. “They are obviously seeking investment opportunities and trying to follow their vision,” the official said on condition of anonymity.

Negotiations on the proposed $5bn investment are under way, the official added.

“Right now, we are in the discussion stage, which has started. As and when these negotiations mature, things will clarify and we will see what the final deals are like,” he added.

And $10bn from the UAE?

Sharif followed up his Saudi visits by making a one-day visit in late May to the UAE, another long-term partner for the country, during which he met President Sheikh Mohammed bin Zayed Al Nahyan.

Following the meeting between the leaders, the Pakistan Prime Minister’s Office announced that the UAE had committed to $10bn in investment in Pakistan in various fields.

The UAE Ministry of Investment confirmed the pledge. But a month later, few details are available on which sectors the UAE might invest in, and if the two sides have agreed to a timeframe for the investments.

The Chinese MoU list

But it was Sharif’s five-day-long visit to China in June, the first of this term, that analysts said was the most critical of his foreign sojourns.

He was accompanied by military chief General Syed Asim Munir, and the Pakistani leadership held dialogues with Chinese President Xi Jinping, Premier Li Qiang, and other leaders in Beijing.

The visit came two months after armed men attacked a bus carrying Chinese engineers who were working on a major hydropower plant in Pakistan’s north, killing at least five Chinese nationals and one Pakistani.

The attack was one in a series of setbacks to projects built under the ambitious China-Pakistan Economic Corridor, a $62bn project launched a decade ago, when Sharif’s elder brother Nawaz, himself a three-time prime minister, was the premier of the country.

The last 10 years have seen Pakistan’s reliance on China growing significantly, as the relationship, which was once centred on military ties, has expanded into the economic arena in a big way: Pakistan owes China nearly $30bn out of its total foreign debt obligations of nearly $130bn.

The country’s economic managers have emphasised that unless there is significant foreign investment, Pakistan will not be able to meet its ambitious 3.6 percent growth rate, which the country has targeted for the next fiscal year.

Following Sharif’s return from Beijing, both Chinese and Pakistani governments issued statements about increased focus on security, as well as forging an “upgraded version of CPEC” to better help Pakistan’s economic and social development.

But despite signing 23 MoUs in various sectors during Sharif’s visit, there was no concrete agreement beyond shows of intent, on any project that the two nations might prioritise.

What does Pakistan need to do?

Ever since the creation of the SIFC last June, the government has credited the organisation with helping facilitate investment opportunities from outside the country.

The latest available central bank data reveals that from July to April this year, Pakistan received $1.45bn in investments, an increase of a paltry 8.1 percent from last year.

However, analysts say that while the three recent visits showed Pakistan’s desperation to attain financial support, whether in the form of bank deposits or investment projects, the failure to realise the projects substantially was due to Pakistan’s volatile landscape.

“The reason for non-materialisation of any investments or such projects lies in the chronic political instability in the country and the structural issues plaguing Pakistan’s economy,” Umer Karim, an associate fellow of King Faisal Center for Research and Islamic Studies, told Al Jazeera.

Economic analyst Uzair Younus also concurs, saying the fundamental issue for Pakistan remains the question of the broader environment within the country.

“At a time when domestic businesses are hesitant to invest in the economy, foreign capital will be even more conservative. For Pakistan to attract capital flows, it must embark on holistic reforms and provide a credible roadmap that excites domestic and foreign investors. So far, this does not seem to be the case under the Sharif government,” the Washington, DC-based analyst told Al Jazeera.

The challenge for the Sharif government stems from the political instability in the country following the elections, marred by allegations of manipulation and rigging.

The increasing attacks on law enforcement officials in the last 18 months have added another layer of challenge to the country’s overstretched military, which has to man both its eastern border with archrival India and its western border with Afghanistan.

But Khwaja of KTrade Securities, on the other hand, painted a more cautiously optimistic picture.

The London-based investor said the three major lenders to Pakistan are evidently working in concert for a wider investment plan in the country.

“Pakistan is talked about as a country with Saudi software coming on Chinese hardware, and now the connections are becoming clearer,” he said.

Karachi-based economist Khurram Husain, however, points out that the three countries Sharif visited also happen to be the largest bilateral creditors to Pakistan.

“Pakistan is perceived by all foreign investors as a high-risk country, so the state is focused on finding a way to make large government-to-government deals happen. The problem is, they need cash support at this time, and these deals, even if they come, will not bring much cash,” Husain told Al Jazeera.

The analyst added that the best way out of the current economic difficulty for Pakistan is domestic reforms, not foreign support.

“Realistically, Pakistan should try to manage its external debt profile rather than seek more cash-based support from its bilateral creditors,” he added.

However, Riyadh-based Karim said the foreign visits have developed a political aspect where the optics are used by the Pakistani governments as “signs of international trust and support” but some focus on domestic investors must be paid to revive the economy.

“FDI certainly remains an important component of economic expansion and growth; however, the government could have started with facilitating local investors and businesses to develop a roadmap that could then be offered to foreign investors,” he said.

An integrated project to develop a rain drainage network in Dubai has been approved at a cost of Dh30-billion, announced Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE, and Ruler of Dubai, on Monday.

Stay up to date with the latest news. Follow KT on WhatsApp Channels.

Named ‘Tasreef’, the project will enhance the capacity of Dubai’s rainwater drainage system by 700%, covering all areas of the emirate.

The project is set to be completed by 2033 with construction to start immediately. It will serve Dubai for the next hundred years, added Sheikh Mohammed.

Watch below, a video shared by the Dubai Media Office on X:

The project, which will cover all areas of Dubai and absorb more than 20 million cubic meters of water per day, is likely to be the largest such network to collect rainwater in the region.

'Tasreef' is a continuation of drainage projects launched by Dubai in 2019, covering the Expo Dubai area, Al Maktoum International Airport City, and Jebel Ali.

It comes around two months after unprecedented rains flooded the UAE. As a sustainable strategic project, it aims at addressing future climate change impacts, such as increased rainfall, with a network designed to seamlessly adapt to all rainfall events.

The project will utilise the latest Tunnel Boring Machines (TBM), the largest of their kind in the Middle East, known for their efficiency, speed, and high precision in excavation, and their ability to handle various topographical conditions.

India, UAE to expand cooperation into new areas

External Affairs Minister S. Jaishankar and his United Arab Emirates (UAE) counterpart Sheikh Abdullah bin Zayed Al Nahyan reviewed the multi-faceted India-UAE Comprehensive Strategic Partnership during the former’s visit to UAE on Sunday, Ministry of External Affairs (MEA) said on Monday.

Giving details, it said both the leaders expressed happiness at the substantive progress in diverse areas of bilateral cooperation including commercial and economic collaboration, fintech, education, culture, and people-to-people connect.

Jaishankar’s visit follows the recent meeting between Prime Minister Narendra Modi and UAE President Sheikh Mohamed bin Zayed Al Nahyan on the margins of the G7 Summit in Apulia, Italy, MEA said.

The two foreign ministers also discussed new areas with untapped potential for further enhancing collaboration. They also exchanged views on regional and global issues.

During the visit, Jaishankar participated in the celebrations of the 10th International Day of Yoga in Abu Dhabi at Louvre Museum in Abu Dhabi.

The event, which was organised by the Embassy in partnership with Louvre Abu Dhabi, witnessed the presence of multiple nationalities.

Jaishankar also visited the BAPS Hindu Mandir in Abu Dhabi, which was inaugurated by Modi in February this year.

The External Affairs Minister expressed appreciation that the Mandir has become an iconic cultural destination in the UAE with a large number of daily visitors.

In less than 4 months, the Mandir has received one million visitors.

Jaishankar’s visit to the UAE, within two weeks of his re-appointment, signifies the importance India attaches to its relations with the country. The visit marks the continuation of high-level contact between the two countries.

Since July 2023, Prime Minister Modi has visited the UAE thrice and UAE President Sheikh Mohamed bin Zayed has visited India twice.

Last year, important milestones were achieved in bilateral relations like the implementation of a local currency trade settlement agreement, the launch of UAE’s domestic credit/debit card based on India’s RuPay card stack, the setting up of a campus of IIT Delhi in Abu Dhabi, fintech collaboration, and commencement of work on IMEEC, among others.

Just in time for the summer travel rush, Dubai carrier flydubai is adding daily flights to Islamabad and Lahore . The airline already serves many Pakistani cities including Karachi, Faisalabad, Multan, Quetta and Sialkot.

Meanwhile, Oman's low-cost airline SalamAir is ramping up its service to India, launching twice-weekly flights to Chennai in South India, in addition to its existing routes to Jaipur, Trivandrum and Calicut.

Here's a round-up of recent travel and tourism news – in case you missed it.

Flydubai said the two routes will be served by its Boeing 737 Max fleet, offering both economy and business class seats.

Return economy fares to Islamabad start at Dh1,300, with business class starting at Dh5,500. For Lahore, return economy class fares start at Dh1,200, while business class seats start at Dh5,500.

Why Barcelona is banning short-term rentals

A tour guide addresses a group in front of Catalan architect Antoni Gaudi's Casa Batllo in Barcelona. AFP

Spain's most visited city by tourists is planning to enact a citywide ban on all short-term rentals in a move to curb soaring rents.

Barcelona Mayor Jaume Collboni announced on Friday that the city will stop giving new licences and won't renew existing ones. This means that by 2029, no homes will be allowed to be rented out to tourists. This will deal a massive blow to operators such as Airbnb .

“More supply of housing is needed, and the measures we’re presenting are to provide more supply so that the working middle class does not have to leave the city because they can’t afford housing,” Collboni said.

A total of 10,101 apartments currently have licences to operate, but will become void by 2028. Those apartments will be used by the city’s residents or will go on the market for rent or sale, Collboni said.

Barcelona already bans the rental of rooms to tourists, but that's done little to reduce rents that have risen by 68 per cent over the past 10 years, the mayor said. The cost of buying a house also rose by 38 per cent during the same period.

Tourist hot spots such as New York, Tokyo, London, Amsterdam and Paris also have limitations on short-term rentals, but with varying degrees. Barcelona's move is, however, one of the most aggressive restrictions to be put in place.

World's most physically demanding attractions revealed

Florli 4444 in Norway is named after the number of steps it takes to reach the top. Photo: Florli

For travellers up for a challenge, UK gym chain PureGym has revealed its list of global landmarks that are most exhausting to experience. Scored on three main factors – the number of steps needed to experience it to its fullest, the total elevation change and the average daytime temperature – the attractions were then given an overall “exertion score” out of 100.

The Florli Stairs in Norway was ranked No 1, with a 76 exertion score. Also popularly known as Florli 4444, after the number of wooden steps required to climb it, this popular tourist attraction was built as a maintenance stairway for two water pipelines and a rail, which used to transport people and materials to the top of a mountain where a now-decommissioned hydro power plant sits. The 740-metre climb takes thee to four hours to complete.

In second place, with an exertion score of 63, is the Manitou Incline, a hiking trail in Colorado Springs in the US. The remains of a former railway track, the attraction has approximately 2,744 steps from the bottom to the summit, and is popular with fitness enthusiasts.

The Poenari Castle in Romania is in third place, with an exertion score of 58. Built on top of a mountain, it used to be the home of Vlad the Impaler, a national hero in Romania. Now in ruins, the castle is still a popular tourist site, and is accessed by climbing 1,480 concrete stairs.

At No 4 is the Konpira Shrine in Kagawa, Japan (exertion score 50), located at 521 metres halfway to the top of Mount Zozu. While Scotland's Arthur’s Seat, the remains of an ancient extinct volcano which rises 250 metres, rounds up the top five, with an exertion score of 48.
