Based on government regulations, guests bound for Bacolod are advised of the following guidelines.

Please UPDATE your residence address through the Manage Booking section on the website, by 23:59H (PHT), two days before departure, to ensure you can take your flight.

NEGROS OCCIDENTAL, except Bacolod City

For Locally Stranded Individuals (LSI), Returning Overseas Filipinos (ROF), Authorized Persons Outside Residence (APOR) from the Private Sector:

  • COVID-19 Domestic Vaccination Card issued by a legitimate vaccinating establishment
  • Negros Occidental Provincial MIS Vaccination Card
  • Official Department of Health Vaccination Certificate with QR code
  • Approved Travel Pass-Through Permit (TPP) from  S-PaSS .
  • Rapid Antigen test to be conducted upon arrival. The Province accepts a non-reactive Rapid Antigen Test, valid for 48 hours from date of test, and conducted in a DOH-accredited facility.

Minors who are 11 years old and below are required to submit an approved Travel Pass-Through Permit (TPP) from S-PaSS only. COVID-19 test is not required, as long as they’re accompanied by adults with complete travel requirements.

Bacolod Travel Requirements for Authorized Persons Outside Residence (APOR) from the government:

  • Valid ID issued by their respective government agency
  • Original / Certified True Copy of Travel Authority / Travel Order issued by the Department Secretary or his/her designated official
  • Pass symptoms checking upon arrival

BACOLOD CITY ONLY

All guests bound for Bacolod City are required to present the following documents upon check-in:

Bacolod Travel Requirements for Returning Residents, Returning Overseas Filipinos (ROF), Authorized Persons Outside Residence (APOR) from the Private Sector, and Tourists:

  • Vaccination Card – for fully vaccinated guests only

  • For Fully Vaccinated Individuals and/or have undergone booster dose: Vaccination Card/ID
  • For Unvaccinated/Not Yet Fully Vaccinated Individuals: Negative Rapid Antigen Test (RAT) certified by the DOH-accredited that adminstered the RAT taken within 48 hours before departure
  • For Unvaccinated Minors aged 5-17 yrs old: Negative Rapid Antigen Test (RAT) within 48 hrs OR Negative RT-PCR test within 72 hours before departure
  • Approved Travel Pass Permit via S-PASS (https://s-pass.ph/)
  • Must pass symptoms screening upon arrival
  • Strictly comply with existing minimum public health standards

*Minors 5 yrs and below accompanied by a fully vaccinated adult will be exempted from the travel requirements

Bacolod Travel Requirements for Authorized Persons Outside of Residence (Government)

  • Original/Certified true copy of Travel Order/Authority issued by the head of their agency or authorized superior in lieu of the travel order/authority certification from any head of office/agency that such officials employees are assigned/appointed/designated to report in a particular public office in Bacolod City

Negros Occidental

Fully Vaccinated/Unvaccinated/ Not Yet Fully Vaccinated Individuals (Tourists/Returning Residents/Returning Overseas Filipinos/Returning Overseas Filipino Workers/Private APORs)

  • For Fully Vaccinated Individuals: Verifiable Vaccination Card/Certificate (COVID-19 domestic vaccination card duly issued by a legitimate vaccinating establishment OR Negros Occidental Provincial MIS Vaccination Card OR official Department of Health Vaccination Certificate with Quick Response (QR) Code)

Traveling to Bacolod City or Negros Occidental soon? Like other cities and provinces in the Philippines, the local government has set new normal guidelines for those planning to enter their respective areas. In this post, we’ll list down the requirements that you need to prepare prior to your trip.

Travel requirements depend on whether you’re a Returning Overseas Filipino (ROF), Locally Stranded Individual (LSI), Authorized Person Outside Resident (APOR) or Non-Essential Traveler (Tourist / Leisure Traveler).

Your destination within the island also matters. Bacolod may be geographically within Negros Occidental but it is politically independent and separate from the rest of the province. Hence, Bacolod has its own policies. Case in point, as of this writing, only Bacolod City is accepting tourists.

Note: The dates when this post is last updated are indicated in this post. But policies and requirements change in these highly unusual times. Before making any move, we highly encourage you to contact the local government directly for the latest, most updated set of requirements.

Important! In compliance with the requirement of the Local Government Unit (LGU) for contact tracing, airline passengers are required to submit contact information and destination address. Passengers flying to Bacolod and Negros Occidental must submit these details by 23:59H, 2 days before departure to ensure that you can take your flight. Further details will be sent to passengers along with the pre-flight reminders through e-mail. Here’s how you can update your residence address if you’re a Cebu Pacific passenger:

  • Go to MANAGE BOOKING on the Cebu Pacific website.
  • Log in with your GetGo account or enter your booking reference number and surname to retrieve your booking.
  • Click UPDATE GUEST DETAILS.
  • Update the required details and continue.

Tourists / Leisure Travelers

  • Negative RT PCR nasal swab test from ANY accredited laboratory taken within 3 days prior to departure. Saliva Test result is accepted only if from Philippine Red Cross.
  • Roundtrip ticket / travel details.

  • Travel itinerary for the duration of stay in Bacolod.
  • BaCTrac Identification Card. To get a BaCTrac ID, sign up here .

Returning Residents / Locally Stranded Individuals (LSIs)

You need a Notice of Coordination from the Office of Councilor Cindy Rojas.

To make a request, email the following documents to [email protected] with the subject LSI in (Address) :

  • Negative RT PCR Test from any accredited laboratory OR Saliva Test from Philippine Red Cross, taken within 3 days prior to departure.

Returning Overseas Filipinos (ROF)

You need a Notice of Acceptance from the Office of Councilor Israel Salanga.

To send a request, submit the following requirements to [email protected]:

  • Confirmed flight details to Bacolod.
  • Passport with stamp upon arrival in the Philippines.
  • BaCTrac Identification Card. To get a BaCTrac ID, register here .
  • Contact number and Address in Bacolod City.

  • Travel/Work Order from the company declaring the ff: – Reason and Date of Travel – Duration of stay – Means of transportation – Exact address of destination in Bacolod City

  • BaCTrac ID Card. To get one, register here .

International travelers:    Yes, the Philippines is open to all international tourists. Foreigners from visa-required countries will not need an exemption document to enter the country but will still need to follow the immigration rules set by the government.

All inbound travelers will also be required to register via the eTravel Portal, which replaces the One Health Pass requirement. Travelers may register within 72 hours from their arrival in the Philippines or upon arrival. The pre-registration form may be accessed at etravel.gov.ph . For travelers who were not able to pre-register, there will be special lanes set up for arriving passengers to comply with the eTravel registration.

Traveling within the Philippines is allowed for tourists but is limited to select destinations and with restrictions.

Yes, because the United States of America is one of the non-visa required countries . But note that like all foreign visitors, US citizens must follow the other requirements set by the government.

Below are the following requirements for foreigners traveling to the Philippines:

Foreign nationals of non-visa required countries 

Registration via etravel.gov.ph . This must be filled out within 72 hours from their arrival or travelers can comply upon arrival at the special lanes for eTravel registration.

A ticket back to the port of origin or the next port of destination outside the Philippines scheduled within 30 from arrival. An Entry Exemption Document (EED) must be secured for those staying beyond 30 days.

Those traveling with their Filipino spouses and parents need to provide proof of filiation

Foreign nationals with valid and existing visas

Valid visa and/or ACR I-Card

A ticket back to the port of origin or the next port of destination outside the Philippines scheduled within the allowed maximum stay in the Philippines.

Proof of vaccination is not required to enter the Philippines, but it may be required when crossing local borders. An International Certificate of Vaccination (ICV) is accepted as proof of a traveler’s fully vaccinated status, but other documents may also be accepted in its place. These include a VaxCertPH digital vaccination certificate or a national/state digital certificate of the foreign government where they were vaccinated, which has accepted VaxCertPH under a reciprocal arrangement.

How to get an ICV

ICVs are issued by the country where you got the vaccine. If you got your vaccines in the Philippines, you can get your ICV by booking an appointment via icv.boq.ph . It costs PHP300, and a PHP70 convenience fee will also be charged. Alternatively, you can apply for a vaccination certificate via vaxcert.doh.gov.ph to prove your fully vaccinated status when entering the Philippines.

After you land in the Philippines, you need to follow the guidelines set by the IATF. 

A quarantine is not required for international travelers entering the Philippines, but a seven-day self-monitoring period is highly encouraged.

  • Unvaccinated and partially vaccinated travelers must show a negative RT-PCR test result taken within 60 hours from arrival or a negative antigen test taken within 24 hours before arrival.

Children below 12 years old are not required to undergo testing provided that the parent or guardian they are traveling with is fully vaccinated.

The landlocked province of Nueva Vizcaya shares Mount Pulag with Benguet and Ifugao. The province is also known for its Ammungan Festival.

Only fully vaccinated individuals* are allowed to enter the province for leisure purposes. They need to present a COVID-19 domestic vaccination card issued by a legitimate vaccinating establishment.

Occidental Mindoro is located in the western half of the island of Mindoro. Apo Reef, the world’s second-largest contiguous coral reef, can be found in the waters of the province.

Bacolod tightens policies on incoming travelers

Bacolod Mayor Evelio Leonardia ordered stricter policies on travelers entering the ports of Bacolod City or areas of the city’s jurisdiction from areas under Alert Level 3 or higher starting Sunday.

This covers individuals who may be fully vaccinated, have undergone booster dose, are partially vaccinated, or those who remain unvaccinated.

Executive Order No. 1  series of 2022 provides that effective January 9, any person/individual entering the port/s of Bacolod City from areas under Alert Level 3 or higher are required to present a negative RT-PCR test result which must have been obtained  within 72 hours prior to and upon arrival in Bacolod City (for all in-bound travelers regardless of vaccination status);  online BaCTrac registration; SPass; vaccination card (if fully or partially vaccinated, including those who have undergone a booster dose); and valid personal ID.

All government officials/public sector personnel on official business will be allowed unimpeded travel into Bacolod City from any area regardless of its Alert Level status, provided that they comply with the vaccination mandate under National IATF Resolution No. 148-B, series of 2021, dated November 11, 2021, and their further compliance with the following pre-requisites: presentation of valid ID issued by their respective government agencies; presentation of their vaccination card/ID showing when they were fully vaccinated and/or have undergone booster dose; presentation of an original/ certified true copy of their travel order/authority issued by the head of their agency/ authorized superior; they must pass a symptom screening at the airport or seaport  upon arrival; and they must strictly comply with existing minimum public health standards.

The order said the city government may refuse the entry of any person entering the port/s of Bacolod City or its area of jurisdiction for reasons such as his/her failure to comply with the travel requirements provided in Section 1 and 2 of the order, as well as those who exhibit general symptoms of COVID-19 upon arrival and/or those who refuse to follow the established testing and quarantine protocols, for which the city government may invoke its police powers as an autonomous local government.

Likewise, those who present falsified/fake or tampered documents such as RT-PCR test results and/or vaccination cards, will be denied entry and will be liable for prosecution under the law.

The mayor also ordered the local police to cooperate and assist the city government in implementing the health and safety protocols embodied in this Executive Order, which may include the apprehension and prosecution of any person violating any provision of the order or those penalized under existing laws such as, but not limited to, falsification of documents/s, use of fictitious name, and the like.

Meanwhile, Bacolod City remains under Alert Level 2.*

BACOLOD CITY, Philippines – Bacolod Mayor Evelio Leonardia’s move to relax travel rules for entry to this city could worsen the spread of COVID-19 but the business community fully supports the decision as crucial to economic recovery.

“We’re very, very pleased,”  Philippine Chamber of Commerce and Industry vice president  Frank Carbon told Rappler in a telephone interview on Monday, January 24.

“It will encourage other local government units to open up, even if just between Negros and Panay, and money can circulate because trade will be easier,” Carbon said.

Leonardia released Executive Order 3 on Sunday, January 23, lifting  the RT-PCR requirement for fully vaccinated, in-bound passengers from Region 6 (Western Visayas) and Negros Oriental, which falls under Region 7 (Central Visayas). 

It  also allows the unvaccinated and partially unvaccinated to enter with only the results of rapid antigen tests, taken no more than 24 hours prior to arrival, plus a simple screening for symptoms at the port or area of entry.

The EO’s release came on the day the city reported 266 new cases, all but two local transmissions. 

Iloilo City met Bacolod halfway, lifting RT-PCR tests for the fully vaccinated.

But Mayor Jerry Treñas’ new Executive Order 004-C retains an RT-PCR test requirement for unvaccinated or partially unvaccinated persons, plus the S-Pass.

The Negros Occidental Provincial Incident Management Team recommended keeping the RT-PCR test policy and S-pass requirement for all travelers from Alert Level 3 areas, regardless of vaccination status, after it convened on Thursday, January 20.

“We need border control. It’s hard to locate the affected travelers once they enter the province. It’s better to identify them immediately so we can isolate and quarantine them,” Provincial Health Officer Dr. Ernell Tumimbang said.

The province’s major ports are in Bacolod City, where the new policy could open the floodgates of potential breakthrough infections to enter other areas of the province.

The city, however, faces a problem with land travelers from Negros Oriental who will also have to pass through provincial checkpoints.

Carbon downplayed the problem, while urging both sides to dialogue on the issue.

Leonardia wrote Lacson on January 24 for a meeting on the RT-PCR requirement for arrivals from the capital, saying laboratories there were overwhelmed by the sheer volume of cases.

“We asked ourselves, is it work the risk? The answer is yes, and that risk will be mitigated if within the LGUs, they strictly enforce health protocols,” Carbon told Rappler.

“It’s just too expensive for small businesses to have to do RT-PCR tests; they’ve suffered enough,” he said.

Bold or premature?

“We must learn how to live with the virus and adjust do it accordingly and cautiously,” said Leonardia in a message released by the city information office. 

Medical experts and critics of the new policy called it premature, citing  rising COVID-19 metrics.

“They like to show their independence, but in a pandemic there is no distinction in impact,” said Negros Occidental Vice Governor Jeffrey Ferrer, the acting provincial chief executive as Governor Eugenio Jose “Bong” Lacson recovers from COVID-19.

Dr. Ronel Sario, Philippine College of Physicians (PCP) Negros Occidental chapter president, said the easing of border restrictions is “too soon” as the surge is still in its early stage.

There is a need to protect the borders to curb virus transmission and to bring down the cases, and to continue to be strict on entry requirements, he added.

The DOH Region 6 January 23 situational report said Bacolod logged 1,534 new cases from January 7 to 20, while Negros Occidental had 1,920 cases and Iloilo City 3,558.

The city’s average daily attack rate (ADAR) – the number of new cases over the past 14 days per 100,000 population – jumped from 3.45 to 18.79 on January 23.

The province’s ADAR increased from 1.01 to 5.29 over the same period.  Iloilo City has the worst ADAR in Western Visayas, at 53.59.
