They are too old for the teen clubs, even if they are still in high school at 18, but may be too young to drink at the onboard bars. Many cruise lines forget that 20-somethings still want to meet their onboard peers in group settings arranged by the cruise line — especially if they're traveling with older family members with different vacation interests.

The best cruise lines for young adults often have meetups that allow them to make friends quickly on the first night; have a cool, laid-back vibe in adults-only areas that they can finally access after graduating from the kids clubs; and have some sense of adventure built into the itinerary.

Young adult cruisers can find a party around every corner on Carnival Cruise Line or adventures off the ship with Royal Caribbean International. Even solo cruisers will find cabins on Norwegian Cruise Line that are designed just for them, with communal spaces ideal for making friends.

Here, we list the six best cruise lines for young adults ages 18 to 25. Plus, we outline a few key things you should know when picking a cruise line, especially if you are younger than 21 (or traveling with someone who is).

3 things young adult cruisers need to know

Booking restrictions.

Some cruise lines do have restrictions for travelers looking to book a sailing if they are younger than 21. For instance, Royal Caribbean sets the minimum age to sail unaccompanied by an adult on cruises from North America at 21. (You only need to be 18 years old to sail from South America, Europe, Asia, Australia and New Zealand.)

Before booking with any cruise line, you'll want to check the minimum age requirement of the cruise line to be sure you or someone in your group meets the requirements.

Drinking age on cruises

On most sailings from the U.S., guests must be at least 21 years old to drink alcohol on the ship. One exception to this rule is Margaritaville at Sea , which allows guests who are 18 to drink once the ship is in international waters or on Grand Bahama Island.

If you're sailing from a country that allows legal drinking at 18, as many European countries do, check the drinking policy for those who are younger than 21 for that particular sailing or cruise line before booking. For example, Disney Cruise Line allows 18- to 20-year-olds to consume alcohol on closed-loop sailings departing from any European country. Parents or guardians just need to sign a consent form.

Be warned, though, that consuming or even buying alcohol for those younger than 21 is a serious offense that can lead to forced debarkation on sailings that say the age for drinking is 21 and older.

Cruise line alcohol policies

Cruise lines generally frown on bringing your own alcohol on board, limiting bottles and charging corkage fees. Check your specific cruise line's policies because they are all different.

For example, Disney Cruise Line allows those who are at least 21 to bring two bottles of wine or six beers onto the ship with them in a carry-on bag on embarkation day and again at each port of call. Carnival Cruise Line allows cruisers 21 and older to bring one bottle of unopened wine per person on board in their carry-on luggage on embarkation day only.

If you decide to try to sneak on more alcohol than allowed , security can confiscate and discard it. Most cruise lines will open bottles of water, mouthwash and other clear liquids to confirm it's not contraband alcohol.

Best cruise line for a party: Carnival Cruise Line

Carnival Cruise Line is known for its lively atmosphere and party vibes. Sailings on Carnival are among the most affordable, which can benefit young adults looking for a fun vacation on a budget.

Along with fun fast-casual dining spots from celebrities like Guy Fieri and Shaquille O'Neal, Carnival's so-called "Fun Ships" have an abundance of shows, trivia challenges and outdoor activities that appeal to younger cruisers. On Carnival ships, those 18 and older can gamble in the onboard casino but cannot order drinks at the many themed bars unless they're at least 21 years old.

Carnival doesn't typically offer planned events for cruisers ages 18 to 25. Travelers looking to meet similarly aged travelers can connect with shipmates on Facebook groups dedicated to their sailing and arrange an unofficial meetup with other young adults on board. Active shore excursions, the fitness center and the hot tub on the adults-only sun deck are great places to look for peers during a cruise.

Best cruise line for young adult meetups: Disney Cruise Line

Even though Disney Cruise Line is known as the family cruise line, young adults may be on board because they have younger siblings or their family enjoys visiting Disney parks. Cruisers who have aged out of Vibe, the teen club for 14- to 17-year-olds, will find their own "secret" onboard club known as the 1820 Society.

Cruisers ages 18 to 20 who want to participate in the planned activities can see all the available happenings on the Disney Cruise Line app once they're on the ship. Young adults should attend the first meetup, which is where introductions and icebreaker games happen. Throughout the cruise and even on Disney's private island, Castaway Cay, meetups and activities are scheduled for the age group.

Another plus for young adults is that Disney only requires guests to be 18 years old to sail unaccompanied. That means you and your friends don't need a parent chaperone for a weekend cruise filled with late-night dance parties in the District and brunch at the adults-only Palo restaurant .

Norwegian Cruise Line changed the game with its Studio cabins. These 100-square-foot inside rooms are designed for one, so travelers won't be paying extra. Studio guests also get access to the Studio Lounge, a communal gathering space with big-screen TVs, drinks and snacks. Is there a minimum age for cruising on Holland America Line?

Infants must be at least six months of age at the time of embarkation. On longer cruises, such as transoceanic, South America, Asia, South Pacific or Hawaii voyages, infants must be a minimum of 12 months of age at the time of embarkation.

Guests under 21 years of age must be accompanied by a parent, guardian or chaperone who is at least 21 years old. One adult chaperone is required for every five people under the age of 21.

Do you offer any discounts for kids?

For parties larger than two adults planning to travel in the same stateroom, our reduced fares for kids or extra guests beyond the first and second guest per room offer an exceptional value. Fares vary by departure date and stateroom category purchased, and during select promotions they may be free. (Whether cruise fares are reduced or free for these additional guests per stateroom, the cost of taxes, fees and port expenses per person still applies.)

On board, children 12 or under receive half off in our specialty dining restaurants or can select items from a special kids’ menu for free.

Many of our award-winning shore excursions also offer reduced pricing for kids. 

Do you have staterooms that accommodate families?

Our staterooms and suites come in an array of sizes and configurations to fit your family. Family-friendly options include sofa beds, Murphy beds and connecting rooms.  Nieuw Statendam  and  Koningsdam  also feature dedicated family staterooms with beds for five guests, extra closet space and two bathrooms — one with a bathtub, shower, sink and toilet and one with a shower and sink.

Do you have portable cribs, high chairs and other infant / toddler items available on board?

A limited number of portable cribs, high chairs and booster chairs are available on board at no charge. For safety reasons, all infants sleeping in a portable crib must weigh 30 pounds or less, with a maximum height of 34 inches. Portable cribs will be supplied with sheets and a blanket and do not require bumpers, as they have mesh siding. In addition, we have select infant supplies available for purchase by advance order, including diapers, baby wipes, formula and baby food.

Yes, we offer supervised, age-appropriate games, sports and activities on board for kids and ‘tweens while teens can enjoy an exclusive venue and special events.

Where are kids allowed on board the ship?

We have a variety of entertainment options, daily activities and dining venues for everyone in your family to craft their ideal day. However, there a few age restrictions on board.

Guests must be 18 or older to use our SeaView Pool and 16 or older to use the fitness center, hot tubs and steam rooms. Children wearing any type of diaper, including swimming diapers, or who are not toilet trained are not allowed into the swimming pool and whirlpool areas.

Children are welcome at our World Stage shows but must be accompanied by a parent/guardian and must be 18 or older to sit in the first two rows. 

What dining options are available for kids?

Children are welcome in any of our dining venues. A special kids’ menu is available at each venue, and we can accommodate a variety of dining restrictions and preferences. Our kids’ menu includes favorites such as pizza, chicken strips and mac and cheese, as well as salads, soups and fresh fruit. Menu items from the daily menu are also available in half portions upon request. And if your child is celebrating a birthday on board, ask our dining crew for a special, personal-sized cake!

Children 12 or under receive half off in our specialty dining restaurants or can select items from the kids’ menu for free.

Remember to check the price of your cruise – even after you have booked

If the cost of the exact cruise and cabin category you have chosen is reduced between the time you pay your deposit and the time your final payment is due, ask the cruise line to refund you the difference.

This is not done automatically. You must contact the cruise line yourself and request this. Alternatively, if you have booked through a travel agent, ask them for help. You could save hundreds if not thousands making the best cruises even better.

6 Reasons Cruises Are Perfect for Family Travel

While I find value in all types of travel — including adventure and sightseeing trips all over the world — I try to plan family vacations that are both relaxing and fun. With two teen girls to keep happy and entertained, my partner and I don’t want to over-plan or try to do too much on vacation . Instead, we like to sit back and relax, enjoy a week (or longer) without cooking or cleaning and spend time together chatting, playing games, and basking in the sun.

All-inclusive resorts sometimes make their way into our travel plans, but my true preference for family vacations is always going to be cruising. That’s why, ultimately, I typically take our family on three to four cruises over the course of any given year. Not only do we cruise the Caribbean over winter break each year, but we also frequently cruise in Europe in order to see new destinations while keeping costs down.

Are cruises worth it? I certainly think so. It’s fun, and cruises let you book the bulk of your vacation plans with a few easy clicks. Here are some of the other important reasons I love cruising — and why I don’t plan to give it up any time soon.

1. Cruises offer great value for family trips

One of the biggest reasons I love cruising is the value you can get if you shop around and look for deals. It goes without saying that a cruise is both your hotel and your transportation to whatever destinations are included on an itinerary. But cruises also include a range of activities, entertainment, pools, waterparks, and more.

The pricing can be phenomenal for what you get in return. For example, on the new MSC World America , which will begin sailing out of Miami in April of next year, a family of four (with children ages 13 and 15) can book a seven-night Caribbean cruise starting at $435 per person for an inside cabin or $629 per person for a balcony room.

The total cost for the seven-night trip for four people works out to $1,738 for the trip in an interior cabin and $2,355.16 in total when you add in port taxes and fees for everyone in the traveling party, which means the cruise is around $336 per night. And remember, the fare includes your hotel room, three meals a day (plus snacks and basic drinks), and a luxury, scenic ride to wherever your ship happens to be sailing.

For this particular cruise, the MSC World America stops in San Juan in Puerto Rico, Puerto Plata in the Dominican Republic, and Ocean Cay Marine Reserve, which is MSC Cruises’ private island in the Bahamas.

2. Meals are included, along with dishes and cleanup

Did I mention that meals are included on cruises? While dining options vary, most cruise lines and vessels feature a main buffet (or several buffets), main dining room options, eateries serving up fast and easy meals, and a handful of specialty restaurants.

We aren’t fancy eaters but we are vegetarian, and we usually find that the food served on cruises is perfectly fine and even great at times. It’s also nice to know that all meals (other than specialty dining) are included in the cruise fare. We’ve also scored plenty of cruise deals that include free drink packages, which is another major benefit I look for any time I book.

Talk to moms about mom stuff. And make money doing it.

3. Fewer financial surprises at the end of a trip

Another benefit of cruising is one that also applies to all-inclusive resorts. Once you pay for your cruise fare and transportation to the cruise port, there are fewer financial surprises to watch out for over the course of a trip.

Of course, cruises do charge gratuities on top of the cruise fare that must be planned for, and there are excursions to book if you don’t want to explore on your own. And yes, we occasionally buy something in an on-board store or pay for a meal in a cruise specialty restaurant.

The thing is, these are all items you can research and book ahead of time, and we have never arrived home from a cruise to a big vacation bill that was higher than anticipated.

4. Drive to the cruise port for additional savings

Another reason I like cruises typically does not apply to all-inclusive resorts. Whereas most resorts that include food, drinks and entertainment are located outside the United States and necessitate a flight, there are cruise ports you can drive to dotted throughout the United States.

We do sometimes fly for a cruise depending on rates and timing, mostly because we are landlocked at home in our state. We also do a lot of international cruises. However, we typically drive to the cruise port in Port Canaveral, Florida, over winter break to board our annual New Year’s cruise, and it’s nice to have that option considering travel delays are so common over the holidays. Not only that, but driving 15 hours and spending a few hundred dollars on gas easily saves us more than $1,600 on round-trip flights for the four of us.

5. Explore new cultures and destinations

I’m not going to lie — my family of four rarely gets off the ship when we cruise the Caribbean anymore. We have been to all the cruise ports already, and we all like to enjoy the features of our ship on those days when everyone else gets off for the day. With that in mind, our Caribbean cruises are more about leisure and not meant to provide a cultural experience by any means.

That said, we often book cruises around the world and learn about new cultures that way. For example, we booked a seven-night cruise for fall break last year that departed from Athens, Greece, and stopped in Kusadasi, Turkey; Cyprus; and the Greek islands of Rhodes, Santorini, and Mykonos. In total, we paid less than $3,800 for this seven-night cruise, including one balcony cabin and an interior cabin across the hall for our kids.

My husband and I also enjoyed a 12-night Norway cruise on the MSC Preziosa while our two kids were at summer camp last year. Not only did we stop in the Arctic Circle and see the highest point in continental Europe, but we also explored the Norwegian coastline with stops in Tromso, Trondheim, Alesund, Bergun, and more. During the trip, we tried local Norwegian delicacies, climbed up thousands of ancient sherpa stairs built into the side of mountains, spent time in small villages, and hiked through the wilderness.

6. Paying with credit card rewards helps defray costs

Finally, it’s important to remember that I rarely pay full price for cruises thanks to my stash of credit card rewards . When we do fly to the cruise port, we almost always redeem airline miles to cover our airfare. We have also used flexible travel rewards to cover cruise fares directly, and we have booked a nearly endless number of cruise excursions and day trips using Chase Ultimate Rewards points.

I don’t have any co-branded cruise credit cards because, by and large, it’s much easier to earn more rewards and have more flexibility when you opt for a flexible travel credit card instead. With that in mind, my favorite credit cards for cruises include the Chase Sapphire Reserve® and the Capital One Venture X Rewards Credit Card .

I like the Chase Sapphire Reserve for cruises because you can get 50% more points value for cruise fare when you book travel through the Chase travel portal, and because you can use Chase Ultimate Rewards points for pre-departure hotels, airport pickups, and cruise ship excursions. In the meantime, the Capital One Venture X Rewards credit card is great for cruises because you can redeem miles as a statement credit to cover travel purchases made to the card (within the past 90 days) at a rate of 1 cent per mile.

The bottom line

My family loves cruising, and we have no plans to stop any time soon. We have cruised with MSC Cruises, Carnival, and Princess in the past, and we have enjoyed all our experiences in different ways.

Aside from the fact that your lodging, transportation, food, and fun are all included in your cruise fare, taking a cruise feels like more of an “event” than other types of trips have in the past. As long as cruise lines keep offering great value and I can use rewards credit cards to cover different parts of our family vacations, I’ll keep cruising until the end of time.

We love hearing from guests about their time in Russia and one comment often hear is how surprised people are by the Russian capital. We can’t say for certain what people expected but we do know that it’s always far removed from what they imagined! It’s been called a modern metropolis, a cosmopolitan city, an historic gem, an architectural treasure and a cultural powerhouse, among other descriptions. Majestic Moscow has always surprised our guests and left them with lasting and fond memories.

Russia’s famous Golden Ring is an archipelago of historic towns surrounding Moscow. Uglich is one of the oldest and was founded under Igor, the last Varangian prince. It once resisted the Mongol invasion and its ancient walls saw the grisly murder of young Dmitri, son of Ivan the Terrible. The impressive Church of St. Dmitri on the Blood, with its classic onion domes and blood red walls, is a fine example of classic Russian architecture. The tour ends with an enchanting choral concert.

This, the oldest city on the Volga River, and now a UNESCO World Heritage site, boasts a wealth of ancient orthodox treasures. The impressive Transfiguration of the Savior, adorned with murals depicting St. John’s apocalyptic visions can be seen in the Spassky Monastery. The Church of St. Elijah the Prophet is decorated with an awe-inspiring selection of rich frescoes. For a real taste of pre-revolutionary Russia, visitors are entertained by a costumed reception at the Governor’s House.

Close to the shores of White Lake once were the ‘tsar’s fishing grounds’. It lies in a place so serene that ancient monks chose to build no fewer than three holy sites here, including the Ferapontov Monastery. Listed as a UNESCO World Heritage site, its chapels boast magnificent frescoes by Dionysius, one of Russia’s most renowned icon painters. The Kirillo-Belozersky Monastery was a refuge for many nobles during tumultuous times and later a fortress that successfully repelled invading armies.

The Karelia region is a vast and naturally beautiful wilderness that spreads all the way from St. Petersburg to the Arctic Circle. The glorious island village of Kizhi consists almost entirely of the traditionally styled wooden buildings of ‘Old Russia’. Among them is the famous Transfiguration Church built in 1714. Remarkably, and in testament to the craftsmen of the time, not a single nail was used in its construction! Kizhi is one of the favorite stops on the river cruise to St. Petersburg.

A typical rural hamlet brought to life by warm and welcoming villagers. Volga Dream guests are invited into local homes to enjoy classic Russian fare, tea with jam and ‘pirozhki’ (pies). Enthusiastic hosts share Russian traditions and the appeal of village life while proudly showing off their scrupulously kept homes and kitchen gardens. The tour continues with a brief bus ride to see a unique World War II memorial and then, for a real glimpse of Russian life, a visit to a local primary school.

Nizhny Novgorod

This was once a wealthy city thanks to its proximity to rich eastern trading routes. During the Soviet era, the city was closed to outsiders because of its military importance. It’s also where many political prisoners were sent to live out their days in exile. The 16th-century Kremlin ramparts offer spectacular views and the city is known for its elaborately decorated churches. For Volga Dream cruise guests, the highlight of the day is an evening folk concert performed by local children.

Sailing along the Volga river, the riverbank gradually ceases to be dominated by Orthodox churches. Instead, beautiful mosques appear as the river crosses into Tatarstan where the first stop is scenic Kazan, the region’s capital. Inside the white walls of the citadel, the famous Kul Sharif mosque and the old Cathedral of Peter and Paul stand side-by-side symbolizing the two faiths’ long and peaceful coexistence in the region. A concert of traditional Tatar music ends the Volga Dream tour in Kazan.

Passing the Zhigulevskie Mountains offers wonderful views from the sundeck before touring the city. One of the key attractions is the fascinating Space Museum, which offers a revealing glimpse of how the Soviet Union pursued its ambitious journey to the cosmos. The town is also noted for its beautiful esplanade, perfect for a relaxed stroll beside the Volga river. This in turn leads to the Samara State Art Museum. Founded in 1897, it is home to a collection of more than 16,000 works of art.

This city is best known for its close associations with cosmonaut, Yuri Gagarin. The Russian hero who achieved worldwide fame as the first man in space lived and studied here. Saratov used to be home to a large German community, a heritage that can still be seen in the local architecture. The Volga Dream tour visits the Radishchev State Art Museum, the first picture gallery in Russia outside Moscow and St. Petersburg.

Originally called Tsaritsyn, the city was renamed Stalingrad from 1925 to 1961 in honor of the USSR’s leader. During World War II, the city’s residents put up a heroic defense, repelling an advancing Nazi invasion. The battle for Stalingrad has gone down in history as a pivotal moment in the bloody conflict on the eastern front. The most ferocious and deadly fighting took place on Mamayev Hill, where an imposing memorial now stands close to the excellent Battle of Stalingrad Panorama Museum.

If Moscow surprises, then St Petersburg delights. Peter the Great founded the city to showcase Russia’s newfound enlightenment. He wanted to show the modern world a cultured and advanced society. In short, he built the city to impress and in that he succeeded splendidly! The striking buildings were designed by some of the finest architects Europe had to offer and even now, the ‘Venice of the North’ never fails to enchant with its spectacular buildings and impressive canal network. It is a city of true grandeur.

Obituary for Mamie Lee Young Chicholm

Mamie Lee Young Chicholm was born January 5, 1937, in Hilton Head, South Carolina to the late Pearl Young and Nathaniel Frazier. On Saturday, June 15, 2024, Mamie passed away peacefully at the Hebrew Rehabilitation Center in Roslindale, MA. Mamie was the oldest of three brothers and two sisters. She deeply loved and cared about her family. Mamie graduated from Bill Robinson High School where she met the love of her life Alhern.

In 1950, Mamie and Al relocated to Boston and were married for over 60 years; where they had 3 beautiful children: Benny, Robert (Bobby) and Baby Girl Gail. Mamie was a devoted wife and a loving mother to her children. In 1967, Mamie became a member at Southern Baptist Church in Roxbury and then joined the Flower Auxiliary Board and sung with the Floral Singers Choir. Mamie really enjoyed serving the Lord. Later throughout the years, Mamie and her husband Al became Deacon and Deaconess of the church.

Mamie was a hero among so many people with her strength, wisdom and determination. She was very humble and had a way of making people feel loved and very welcomed when anyone visited her home. Mamie was the matriarch of the family. Mamie was an excellent cook and was well known for her cornbread and lemon pound cake. Mamie worked for 28 years and retired from Gillette’s Safety Razor Company as a Quality Control Inspector. After Mamie retired, she joined the Goldennaires Club in Roxbury. As a member of the Goldennaires Club, they would give back to the community, work with various school systems and travel. Mamie loved to traveling by Air and on different types of Cruise Ships for many years to different countries, such as Africa, Spain, and Italy, just to name a few. Mamie also Volunteered at the Lena Park Ater School Program, as a Jump Start Leader helping children with their reading skills and a member at the Salvation Army Center for many years assisting the senior activity groups.

Mamie was preceded in death by her husband Alhern Chicholm. Grandson Robert Chicholm; Siblings: Allen Young, Marion Young, Lester Young, and Eloise Young. She leaves to cherish Children: Benny Young (Janet) of Hilton Head, SC, Robert Chicholm (Susan) of Malden, MA & Gail Nurse of Mattapan, MA; Sister: Carolyn Peterson of Felton, DE; Grandchildren: Aaron, Lydia, Darrell, Michael & Alexis; and a host of Great Grandchildren, Great Great grandchildren, Nieces, Nephews, Relatives and Friends.

Putin signs deals with Vietnam in bid to shore up ties in Asia to offset Moscow's growing isolation

HANOI, Vietnam — (AP) — Russian President Vladimir Putin signed at least a dozen deals with his Vietnamese counterpart on Thursday and offered to supply fossil fuels, including natural gas, to Vietnam during a state visit that comes as Moscow is seeking to bolster ties in Asia to offset its growing international isolation over its war in Ukraine .

Putin and President To Lam agreed to further cooperate in education, science and technology, oil and gas exploration and clean energy. The two countries also agreed to work on a roadmap for a nuclear science and technology center in Vietnam.

Of the 12 publicly announced agreements, none overtly pertained to defense but Lam said there were other deals that were not made public.

Putin said the two countries share an interest in “developing a reliable security architecture” in the Asia-Pacific region with no room for “closed military-political blocs.” Lam added that both Russia and Vietnam wanted to "further cooperate in defense and security to cope with non-traditional security challenges.”

The agreements between Russia and Vietnam were not as substantial as the pact Putin signed with North Korean leader Kim Jong Un Wednesday, which pledged mutual aid in the event of invasion, said Nigel Gould-Davies, a senior fellow for Russia and Eurasia with the International Institute for Strategic Studies in London, and a former British ambassador to Belarus.

Putin's recent visits to China and now North Korea and Vietnam are attempts to "break the international isolation," said Nguyen Khac Giang, an analyst at Singapore's ISEAS-Yusof Ishak Institute.

Giang said Russia is important to Vietnam for two reasons: It is the biggest supplier of military equipment to the Southeast Asian nation, and Russian oil exploration technologies help maintain Vietnam's sovereignty claims in the contested South China Sea.

Vietnam also has licensed Russian state-controlled oil company Zarubezhneft to develop an offshore block of its southeastern coast.

On the South China Sea, Lam said that both sides would “support and ensure security, safety, freedom of navigation and aviation" and the resolution of disputes peacefully and in accordance to international law without the use of force, according to official Vietnamese media.

Putin arrived in Hanoi on Thursday morning from North Korea after signing the strategic pact , which comes as both countries face escalating standoffs with the West and could mark their strongest connection since the end of the Cold War.

In Hanoi, Putin also met Vietnam’s most powerful politician, Communist Party General Secretary Nguyen Phu Trong, and Prime Minister Pham Minh Chinh, according to the official Vietnam News Agency.

Putin drove to Vietnam’s Presidential Palace on Thursday afternoon, where he was greeted by school children waving Russian and Vietnamese flags.

Much has changed since Putin's last visit to Vietnam in 2017. Russia now faces a raft of U.S.-led sanctions for its invasion of Ukraine. In 2023, the International Criminal Court in Hague issued an arrest warrant for Putin for alleged war crimes, making it difficult for the Russian leader to travel internationally. The Kremlin rejected the warrant as "null and void," stressing that Moscow doesn't recognize the court's jurisdiction.

Putin's trip resulted in a sharp rebuke from the U.S. Embassy in Vietnam, which said that “no country should give Putin a platform to promote his war of aggression and otherwise allow him to normalize his atrocities.” If Putin is allowed to travel freely it “could normalize Russia’s blatant violations of international law,” it said in a statement.

The U.S. and its allies have expressed growing concerns over a possible arms arrangement in which North Korea provides Russia with badly needed munitions for use in Ukraine in exchange for Russian economic assistance and technology transfers that could enhance the threat posed by Kim's nuclear weapons and missile programs.

Both countries deny accusations of weapons transfers, which would violate multiple U.N. Security Council sanctions that Russia previously endorsed.

It is unlikely that Vietnam would supply significant quantities of weapons to Russia and risk the progress that it has made with NATO members on military equipment, particularly the U.S., said Ridzwan Rahmat, a Singapore-based analyst with the defense intelligence company Janes.

"I would imagine Vietnam wouldn’t want to take a risk, inviting the wrath of Western countries by supplying the Russians,” Rahmat said.

Hanoi and Moscow have had diplomatic relations since 1950, and this year marks 30 years of a treaty establishing “friendly relations” between Vietnam and Russia. Prashanth Parameswaran, a fellow with the Wilson Center’s Asia Program, said Vietnam is “reinforcing” that relationship even while it diversifies with newer partners.

Evidence of the long relationship and its influence can be seen in Vietnamese cities like the capital, where many Soviet-style apartment blocks are now dwarfed by skyscrapers. A statue of Vladimir Lenin, the founder of the Soviet Union , stands in a park where kids skateboard every evening. Many in the Communist Party's top leadership in Vietnam studied in Soviet universities, including party chief Trong.

In an article written for Nhan Dan, the official newspaper of Vietnam’s Communist Party, Putin thanked “Vietnamese friends for their balanced position on the Ukrainian crisis” and hailed the country as a “strong supporter of a fair world order” based on international law, equality and geopolitical non-interference.

Vietnam's pragmatic policy of “bamboo diplomacy” — a phrase coined by Trong referring to the plant's flexibility, bending but not breaking in the shifting headwinds of global geopolitics — is being increasingly tested.

A manufacturing powerhouse and an increasingly important player in global supply chains, Vietnam hosted both U.S. President Joe Biden and Chinese leader Xi Jinping in 2023.

Putin's visit is important for Hanoi on a diplomatic level, said Gould-Davies, the former ambassador.

“Perhaps for Vietnam it’s a matter of just showing that it’s able to maintain this very agile balance of its bamboo diplomacy,” he said. “Already in the course of a year they’ve hosted visits by the heads of state of the three most powerful countries in the world, which is pretty impressive."

For Russia, the visit seems to have been more about optics than anything else, he said, as Moscow seeks to engage and influence other countries, particularly in the so-called Global South.

“Since the war began, Putin has not been able to travel much or very far, and he’s made very few trips beyond the countries of the former Soviet space,” he said.

Vietnam has remained neutral on Russia's invasion of Ukraine. But neutrality is getting trickier,

Vietnam needs support from the U.S. to advance its economic ambitions and diversify its defense ties, Parameswaran said. “It has to carefully calibrate what it does with Russia in an environment of rising tensions between Washington and Moscow."

Bilateral trade between Russia and Vietnam totaled $3.6 billion in 2023, compared to $171 billion with China and $111 billion with America.

Since the early 2000s, Russia has accounted for around 80% of Vietnam's arms imports. This has been declining over the years due to Vietnamese attempts to diversify its supplies. But to entirely wean itself off Russia will take time, Giang said.

Given Putin’s international isolation, Vietnam is doing the Russian leader a “huge favor and may expect favors in return,” Andrew Goledzinowski, the Australian ambassador to Vietnam, wrote on social media platform X.

“Vietnam will always act in Vietnam’s interests and not anyone else’s,” he wrote.
