Hotel developer urges Mobile City Council to eliminate tourism promotion program

MOBILE, Ala. ( WALA ) - A hotel developer who has built three downtown hotels urged the City Council on Tuesday to eliminate a tourism promotion program funded by a fee charged to hotels and motels in the city.

The fee – $1 per room, per night – generates roughly $1 million a year. Separate from the city’s tourism agency, Visit Mobile, that money funds efforts to help draw travelers. But Mike Cowart was blunt about whether the initiative has achieved its goals.

“Look at our results,” he told council members. “It’s a failed idea. It should not be renewed.”

The so-called Tourism Improvement District took effect in 2020 – the same year that the COVID-19 pandemic shut down most travel in the United States.

Cowart, who developed the Candlewood Suites, Hampton Inn and Hilton Garden Inn in downtown Mobile, showed council members a chart comparing the city with Birmingham, Huntsville and Montgomery. Using CoStar Group, which tracks the industry, the graphic indicates that occupancy in all four cities closely matched one another from 2014 until the pandemic. A stimulus-fueled recovery caused a surge, but that leveled off in Mobile, and the Port City has lagged behind ever since.

“The hotel industry, as a whole, has not (benefited from the improvement district). Look at my chart,” Cowart said after the meeting. “Mobile occupancy has been 58 percent for the last two, three years. It’s not going up at all.”

That brought a forceful response from Visit Mobile President & CEO David Clark, who said the efforts have been successful. He said occupancy rates are only part of the story. He pointed to higher hotel rates, measured as revenue per available room, or RevPAR.

“RevPAR pays the bills; occupancy doesn’t,” he said. “Mobile has all-time record average daily rates, and RevPAR’s up 15 to 22 percent, depending on where you are in the market.”

Clark said year-to-date percentage increases are outpacing cities like Savannah, Georgia, New Orleans and Charleston, South Carolina. And he noted that Montgomery and the Florence-Muscle Shoals area recently created similar tourism improvement districts.

Sometime this fall, the City Council will have to decide whether to renew Mobile’s district for another five years. It appears to have strong support on the council.

“I stand behind David Clark and, you know, our guys downtown,” Councilman William Carroll said during the meeting. “I actually like the TID. That was a great idea when it started. I think we should continue it.”

Carroll said even with the additional fee, lodging taxes remain lower than in Montgomery and Birmingham.

Councilwoman Gina Gregory said Mobile has “always been behind the eight ball” when it comes to funding tourism promotion, compared to other parts of the state. She said having an assessment that hotel owners control through the improvement district addresses that traditional funding deficit.

“It takes a while to get going,” she said. “But if we didn’t have this money, it would fall back onto the council to start trying to fund the difference. … Right now, this is the best option that we have.”

Kent Blackinton, general manager of the chairman of the board of the Mobile Area Lodging Corp. – the entity that oversees the district – said about 70 percent of the money goes toward marketing to lure travelers. He said the organization has made contributions toward attractions, such as the Africatown Heritage House, the home to the Clotilda slave ship exhibit. In addition, he said the group has paid for overnight security for 40 motels along the Interstate 65 Beltline and Tillman’s Corner area.

Blackinton, who also is general manager of the Renaissance Mobile Riverview Plaza Hotel, said he the lodging organization’s board is made up of hotel owners and operators from different parts of the city, as well as representatives from the restaurant and attractions industries.

“That’s the beauty of this,” he told FOX10 News. “The hotel owners, themselves, have to petition to assess this fee.”

But Cowart said the occupancy rate is lower than it was 2015. He said those numbers are even worse considering that business travel actually is up. That’s the sector of travel that’s unaffected by marketing.

“That simple math tells you that leisure and convention have to be down. … And even if it weren’t going down, if it’s just staying flat, we are far below all other Alabama cities,” he said.

Councilman Josh Woods, who was not in office when the council authorized the improvement district, said he has an open mind.

“Definitely a good conversation to have and, you know, all things are on the table when it comes to stuff like this,” he said.
