The state of Goa is inviting more travelers by opening up its tourism industry slowly but the key priority is the safety and wellbeing of both the travelers and the residents. Goa Chief Minister Pramod Sawant announced that as a part of Unlock 4.0, they have removed the mandate to carry a negative Covid-19 test but all the other restrictions such as compulsory face mask, social distancing, and sanitization of public places are still in place. Here’s a list of some of the other important Covid-19 guidelines issued by the state of Goa that travelers must follow:

  • The passenger must have completed both the dosages of vaccination.
  • All the visitors must have the Aarogya Setu App downloaded with an updated status of ‘Safe’.
  • All domestic and incoming travellers must undergo thermal screening.
  • Symptomic travellers will need to take a PCR test and stay in isolation if needed.
  • Casinos, cinema halls, schools, colleges, weekly markets, as well as shops are now open and running.
  • Beach shacks are open for serving customers with full capacity.
  • The Baga-Calangute beach belt is open for travelers.
  • Air transportation remains open for domestic flights to and from Goa.

After shutting the doors for tourists for months, Goa has finally reopened its doors for travellers. For all the beach lovers, the destionation is now open but you will have to follow some COVID-19 protocols.

The surge in the Delta variant cases has forced the government to impose certain rules and regulations despite reopening the state for tourism again.  

Here are all the rules you need to know if you are visiting Goa right now.

According to the recent advisory, you will need to carry a negative RT-PCR test report or show your vaccination certificate to enter Goa. Please note that only fully vaccinated people will be allowed to enter Goa with a COVID-19 negative test report. The Goa government is extremely alert and visitors are urged to wear a mask in all public areas including the beaches.

New SOP for tourists

According to reports, Nilesh Shah, President of Travel and Tourism Association of Goa (TTAG) Goa said that Goa is ready to welcome tourists with open hearts. To ensure the safety of the locals as well as the tourists, the Goa government has put in place strict measures to follow. They have also laid down guidelines for all the tourism businesses.

Meanwhile, the Goa government extended the COVID-19 lockdown in the state for another week till August 16. However, there will be certain relaxations in place. The Goan administration is working towards unlocking the activities and businesses in a phased manner.

The Government had already allowed social, political, entertainment, sports, academic, cultural gatherings, and marriages. While the restaurants and cafes in Goa are now open, the casinos are yet to be opened.

COVID situation in Goa

On Friday, Goa logged 97 fresh cases of Covid-19, taking the total tally of infections in the state to to 1,71,705. The state saw 133 patients being discharged from hospitals, taking the count of recoveries to 1,67,556.

Goa Tourists

The total death toll increased to 3,157 as one patient succumbed to the virus during the day. Now the Goa has 992 active Covid-19 cases.  A total of 4,685 swab samples were tested during the day, raising the number of tests conducted in the state to 10,83,561.

  • The requested registration may be rejected if the document supporting travel requirement is not attached.

TRAVEL BY GOVERNMENT ARRANGED TRANSPORT

  • Register Individual or Multiple travellers who are stranded in the state as workers/professionals, pilgrims, tourists, students and others who need Government arranged travel assistance.

Inter-country Travel (Travel from outside India to Goa)

  • Register Individual or Multiple travellers who are stranded in other country as workers/professionals, pilgrims, tourists, students and others.

Temporary Pass for 2 hours

For train travellers

COVID-19 testing is mandatory on arrival in the State of Goa and Rs 2000/- per person will be charged for the test except from those who are covered under, Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana or any other exempted category. The testing will be done at a suitable location. Thereafter, you will be kept in isolation till test results are out. This process may take up to 8-10 hours. Traveling To Goa? Here Are The Updated COVID Guidelines

Goa has once again extended the COVID-19 induced curfew till September 6. This comes following an uptick in the positivity rate. The curfew in Goa had started on May 9 following the second wave of COVID-19 infections. On August 30, the curfew was extended again, with a few relaxations.

So far, an RT-PCR negative report was required to travel to Goa if you were a tourist, even for those who were fully vaccinated. Only residents of Goa were exempted from taking the test. On August 30, in response to a petition by the state government, the Bombay High Court allowed the entry of fully-vaccinated tourists (after completion of the 14-day period) into the state.

RT-PCR negative reports, however, are mandatory for children between the age of two and 18.

The Travel and Tourism Association of Goa (TTAG) and Goa Chamber of Commerce and Industry have also called upon the state's chief minister to reopen borders to foreign arrivals in a bid to reopen the tourism industry.

What do you need if you are travelling to Goa?

Starting August 10, Goa has been open to tourists albeit under curfew regulations. Tourists and residents need to carry an RT-PCR negative report issued 72 hours prior to entry into the state.

Those who are fully vaccinated and have completed 14 days, can enter the state with their vaccination certificate and no longer require an RT-PCR test.

Children above the age of two (until 18) are required to carry a negative RT-PCR test report. Asymptomatic children below the age of two require no test for entry in Goa.

What are the travel guidelines in Goa?

While in Goa, here's what you can and cannot do.

All essential services including healthcare, pharmacies, transport, and construction, are permitted.

- Shops and malls are open till 7 pm.

- Restaurants are open at 50 percent capacity till 11 pm.

- Outdoor and indoor sports remain open but without spectators.

- Social, political and cultural gatherings are allowed at 50 per cent capacity of the venue

- Salons are open. Spas and massage parlours are shut.

- River cruises are shut.

- Gyms can run on 50 per cent capacity.

- Cinema theatres are open at 50 per cent capacity.

- Religious places can permit only 15 people at a time, with Covid appropriate behaviour.

- Casinos remain closed.

- Schools are shut.

How safe is it to travel to Goa?

The lifting of regulations, as evidenced during the second wave is no marker of the state's preparedness for a third.

Goa has, as of August 31, 877 active COVID cases . It has recorded 3,201 cumulative deaths since the beginning of the pandemic.

In the month of May, during the second wave, Goa went into lockdown only after the 50 percent test positivity mark had been breached. At 51.65 percent on May 5, Goa's positivity rate was among the highest in the country.

Yet, tourists were welcomed without RT-PCR tests. Last year, the Goa government gave the green signal for popular Sunburn Festival to resume, only to revoke it later after much criticism.

Social media was abuzz with mask-less photos and videos of celebrities . All this, while locals warned of a rising death toll and overwhelmed hospitals.

The state suffered a devastating second wave with the most number of deaths per one lakh of population. Delhi came second. A shortage of oxygen at the Goa Medical College and Hospital (GMCH) claimed 75 lives in four days.

As the fear of a third wave looms large, and Goa opens up to tourism again, throwing caution to the wind may still not be a smart idea.

The state of Goa has released new travel guidelines considering the ongoing situation of Covid-19 pandemic. While the Government lifted most of the travel restrictions in several phases post Covid-19 lockdown, the third wave of Covid in Goa has made the Government rethink on travel guidelines.

In a bid to deal with the second onslaught of Coronavirus, the Government has issued new restrictions on traveling and fines for rule-breaking. Given below are the intra-state and inter-state travel guidelines for Goa. The information is subject to change as per the updates issued by the Goa Government.

Recently, Tourism Minister Manohar   Ajgaonkar  announced that Goa will have to re-invent its charm and get back to the pristine era of the 1960s. The industry that has been severely impacted by the  Coronavirus  outbreak needs to get back on its feet with new plans and strategies.

While Chief Minister  Pramod   Sawant  wants to welcome tourists with strict guidelines and standard operating procedures post COVID-19,  Ajgaonkar revealed that Goa would solely focus on wealthy tourists, and avoid budget and local-spending travellers.

As reported by Live Mint , “We have to recreate the Goa of the 1960s to  kickstart our tourism again. In the 1960s, Goa was beautiful and now in 2020 it is very different with more than eight million visiting tourists,” said the Tourism Minister.

In the 16th century, Goa was invaded by the Portuguese who controlled the state for about 450 years.  Goan culture , cuisine, and architecture is thus, heavily influenced by the Portuguese. In the 1960s, the streets of Goa were dotted with foreign luxury cars such as Mercedes and Volkswagen  taxis . Foreigners who came to the state enjoyed Dutch cheese  and  pink salmon.

The Tourism Ministry plans to take Goa to these years of affluence and extravagance. In an official statement,  Ajgaonkar  stated  that tourists  who consume drugs, cook on the roads, and are an inconvenience on the beaches, are not wanted. Only tourists who are wealthy and can appreciate Goa for its culture and beauty will be welcomed in the future.

With its coastline stretching along the Arabian Sea, the western state of India was put on the international tourism  list by the hippies in the late 1960s. For several decades, backpackers were known to descend here from all around the world. Since 2007, with the introduction of liberal licensing in the casino industry, tourist footfalls immensely jumped from two million a year to nearly eight million in the 2019-20 season. However, the state infrastructure has not been able to keep its pace with an increase in arrivals and growing demand.

Due to the global pandemic and the subsequent travel restrictions, Goa’s tourism industry has to start from ground zero. The leading beach and nightlife destination of India has been declared a  COVID-free green zone but precautions and measures are being taken since it is surrounded by Karnataka and Maharashtra, which have a high number of confirmed C oronavirus  cases.

Covid-19 Goa Travel Guidelines 2021

  • Epass is not required.
  • Health Screening:
  • Fully vaccinated: Can travel without RT-PCR Negative Report.
  • Partially vaccinated: Can travel with Partial Vaccinated Certificate + RT-PCR Negative Report of test done under 72 hrs. of travel to the destination
  • Not vaccinated: Can travel with RT-PCR Negative Report of test done under 72 hrs. of travel to the destination + Mandatory Rapid Antigen Test [RAT] happening on the State Borders and Goa Airport.
  • Domestic Passengers:
  • Travellers from other states are allowed to travel in Goa
  • COVID Test not required.
  • No need of Quarantine
  • International Passengers:
  • Thermal Screening upon arrival is carried out by APHO and passengers shall submit self-declaration form.

As India continues to register a decline in Coronavirus cases over the past few days, several states are relaxing travel restrictions and are opening up for travel. Meanwhile, people are also checking out places that are opening up for travel. As per the latest reports, following states have relaxed COVID guidelines and here’s all that you need to travel to these spots.

Himachal Pradesh

As per the latest developments, RT-PCR tests are no longer required to enter the hill station. Section 144 has also been lifted. However, 5 PM to 5 AM COVID-related curfew will remain in place. Visitors entering the state will be required to strictly adhere to the Safety and Hygiene guidelines that have been issued by the Ministry of Home Affairs & Tourism Department. Also, hotels operating during this time should not operate assembly halls, swimming pools, and auditoriums.

The Goa state government has also announced an extension of statewide curfew till June 21, in a move to prevent the spread of the virus in the state. Referring to opening Goa for tourism, the state Tourism Minister Manohar Ajgaonkar stated that they are mulling over opening the state for visitors only after the entire population of the coastal state has received doses of COVID-19 vaccination.

Karnataka recently began the unlock process, whereby lockdown restrictions were relaxed in various districts. Do note that weekend and night curfew will remain in force, whereas certain relaxations will be allowed during specific timings. Parks will remain open from 5 AM to 10 PM, whereas restaurants and eateries will be allowed to provide parcel service. Movement of flights and trains are permitted.

Uttarakhand

The Uttarakhand state government has also extended COVID lockdown till June 22, which was earlier scheduled to end on June 15. As per the latest reports, those entering the state from outside the state, will have to provide a negative RT-PCR test that is not older than 72 hours of their arrival, and should also register themselves on the Smart City portal. Further, migrants returning to their villages will be required to remain in local quarantine facilities for seven days, after which they can go home depending on their symptoms.
