Request a Travel Signature

Your I-20/DS-2019 Visa Document must have a valid travel signature for you to re-enter the U.S. after travel. The signature verifies that you are maintaining F-1/J-1 status.

STEP 1: Check the Validity of the Travel Signature

Look at Page 2 of your I-20 or Page 1 of your DS-2019, verify if you have a valid travel signature.

  • F-1/J-1 Enrolled Students: The travel signature is valid for one year .
  • F-1 OPT and F-1 STEM: a travel signature is valid for  6 months .
  • J-1 Academic Training: travel signature is valid for one year , or duration of academic training (whichever is earlier)

If your travel signature is not valid or if you don’t have a travel signature. You will need to request it.

STEP 2: Request a Travel Signature

  • Complete the Student Travel Signature I-20/DS-2019 Request Form
  • Upload using the Student Upload Tool
  • Request your travel signature to allow for processing time.

STEP 3: Receive Your New Visa Document with Travel Signature

  • A new I-20 or DS-2019 with travel signature will be issued within the processing time.
  • Your new I-20 or DS-2019 will be sent to you electronically through DocuSign.
  • You will receive an email message with the DocuSign link to retrieve your electronic I-20 or DS-2019.
  • You will need to print, sign and carry a hard copy of your I-20 or DS-2019. This is now your newest I-20 or DS-2019.
  • Always keep your previous visa documents for your records. Do not throw them away.

A travel signature is required on your DS-2019 visa document to re-enter the U.S. after international travel. The signature from the International Center verifies that you are maintaining J-1 status in the U.S.

Look at Page 1 of your DS-2019, verify if you have a valid travel signature.

  • J-1 Scholars and J-2 Dependents: The travel signature is valid for  one year
  • Fill out the  Scholar Travel Form  and submit it to  [email protected]
  • After review of your request, a digitally signed DS-2019 document for you and any J-2 dependents, will be electronically sent to you via DocuSign

Processing time: 5 business days

  • Electronic DS-2019 Document Issuance: You will receive a digitally signed DS-2019 document for you and any J-2 dependents
  • The DS-2019 document will be sent to you via DocuSign
  • You must print a paper form DS-2019 document and sign with a pen
  • Paper form DS-2019 document is required for visa renewal at a U.S. Consulate/Embassy post abroad, and for re-entry to the U.S.

The policies and procedures described below are for travel outside of the United States.

IMPORTANT: If you require a travel signature on your document to re-enter the US, please submit a Replace/Reprint I-20 request via iStart and select 'travel' as the reason. ISSS has been granted temporary permission from SEVP to send F-1 documents electronically and will send a signed I-20 via e-mail during this time. DS-2019s must still be signed in ink and mailed, so we will work with J-1 students to send these documents by post.

Required Documents for Re-Entering the U.S.

All f-1 students.

Both F-1 students and their F-2 dependents must have the following documents to re-enter the United States:

  • Passport that is valid for six months beyond entry date to the U.S. or valid passport from a country on the passport agreement list . When you click on the link above, look for and click on the question: "What if I have an expired passport or one that will expire in less than six months?" The list of countries should appear once you click on this question.
  • Valid F-1 or F-2 entry visa.
  • Properly endorsed and valid SEVIS I-20 (endorsement valid for up to six months for students on F-1 OPT).
  • Highly recommended: Documents proving your funds as listed on the SEVIS I-20.

Additional Documents for F-1 Students on OPT/OPT STEM

  • Employment Authorization Document (EAD). In certain cases, the Notice of Action may be shown at the Port of Entry (please consult with ISSS).
  • Highly recommended: Job offer letter/proof of employment, if you are engaged in OPT after completion of studies.

Obtaining a Travel Signature

IMPORTANT: Please request a travel signature by following the instructions on the Missed Travel Endorsements page .

Citizens of Canada do not need a U.S. entry visa.

All J-1 Students

Both J-1 students and their J-2 dependents must have the following documents to re-enter the United States:

  • Valid J-1 or J-2 entry visa.
  • Properly endorsed and valid DS-2019.
  • Highly recommended: Documentation of funding as it appears on the DS-2019.

Obtaining a Travel Endorsement

If your DS-2019 was issued by the University of Illinois Urbana-Champaign, you should bring the above-mentioned documents to International Student and Scholar Services (ISSS) at least one full week in advance of your departure from Champaign-Urbana. In some cases, an ISSS advisor will endorse your DS-2019 to travel. In others, we will need to prepare a new DS-2019, especially if the information on your current DS-2019 is no longer valid, or if your dependents will travel separately from you.

If your DS-2019 was issued by a sponsoring agency, you should contact your program sponsor well in advance of your travel for instructions and assistance regarding your travel.

Traveling to U.S. Territories

If you plan to travel to Puerto Rico, U.S. Virgin Islands, or Northern Mariana Islands, please review the Travel Re-Entry page of the Immigration and Customs Enforcement website, and select the appropriate question.

Travel with an expired U.S. entry visa

In some cases, a new entry visa is required to re-enter the U.S.; in other cases, it is not.

Once the program end date on your I-20/DS-2019 document has passed, you will NOT be able to travel outside of the US and re-enter in your current status during your grace period (30 days for J-1 students and 60 days for F-1 students). This includes travel to automatic revalidation countries.

Travel of less than 30 days to Canada, Mexico, Caribbean Islands (other than Cuba)

You do not need to apply for a new U.S. entry visa if you plan to travel to a contiguous territory for less than 30 days, provided that you have the required documents for re-entry to the United States. This is known as "automatic revalidation." You should print a copy of your electronic I-94 prior to your trip and secure it with your other immigration documents. Electronic I-94 records can be found at www.cbp.gov/i94 .

Citizens of Iran, Iraq, North Korea, Libya, Sudan, Syria, and Cuba are not eligible for automatic revalidation. Individuals with cancelled visas are not eligible for automatic revalidation and also individuals with single entry visas may not be eligible for automatic revalidation, as a single entry visa may be presumed cancelled.  Finally, if you apply for a new U.S. entry visa in a contiguous territory, you may not re-enter the U.S. using automatic revalidation.

Travel to any other country

You must apply for a new entry visa at a US Embassy or Consulate General. Please contact the specific Embassy or Consulate where you plan to apply for your U.S. entry visa for additional details about the documents that you will be required to present at your interview.

F-2/J-2 dependents will have additional requirements and should consult the Embassy/Consulate where they will apply for their visa for a complete list of required documentation.

Special cautions for U.S. entry visa renewal

If you need a new entry visa to return to the U.S., you should be aware that there is never a guarantee that one will be issued. Certain factors may complicate your visa application. Following is a list of some of the more common potential pitfalls:

  • Students whose field of study or research appears on the Department of State Critical Fields List may experience visa issuing delays of at least 30 additional days while a Security Advisory Opinion is sought.  There is no way to expedite this process.  Make your travel plans accordingly.
  • It may be more difficult to obtain a renewal of your entry visa if you are engaged in practical training after completion of studies. You should be prepared to document strong ties to your home country.
  • It can be more challenging to obtain a new U.S. entry visa outside of your country of citizenship or permanent residence. You may be asked to apply for the visa in your home country. If you decide to apply for a U.S. entry visa outside of your home country, you should contact the US Consulate or Embassy where you will be applying to find out if you need to provide any extra documentation.
  • You must have an appointment to apply for a visa in an U.S. Consulate in Canada or Mexico. It may take several weeks to get an appointment. Be sure to check with the Canadian or Mexican Consulate to see if you need a visa to enter either country. Keep in mind that it may be difficult to get a U.S. entry visa in either country. If you apply for a U.S. entry visa in Canada, Mexico, or one of the adjacent Caribbean islands, you may not re-enter the United States using the "automatic revalidation" benefit.
  • You may need an entry visa for countries other than your own, even if you are passing through in transit. Please contact the Consulate or Embassy for the country or countries that you will be visiting for more information.

I-20/DS-2019 TRAVEL SIGNATURE

F-1 student need a valid travel signature on their I-20 forms, and J-1 students need a valid travel signature on their DS-2019 forms in order to return to the U.S. after a temporary leave from the U.S. Review all information below to understand when and how to get a new travel signature, and how an expired travel signature may affect your visa status.

STEP 1: Check if Your Travel Signature Has Expired

Check if your travel signature is expired.

  • You do   not   need a new I-20/DS-2019 travel signature every time you travel internationally, if your current signature is still valid. See below to confirm whether it is still valid or already expired.

Enrolled F-1 Students:

  • Check page 2 of your current I-20, and if the travel signature will be more than   one year old at the time you plan to return to the U.S., then you need to renew it before returning to the U.S.

F-1 OPT and STEM OPT Extension Students:

  • Check page 2 of your current I-20, and if the travel signature will be more than   6 months  old at the time you plan to return to the U.S., then you need to renew it before returning to the U.S.

J-1 Students:

  • Check page 1 of your current DS-2019,  and if the travel signature will be more than   one year old at the time you plan to return to the U.S., then you need to renew it before returning to the U.S.

STEP 2: Confirm Your Eligibility to Renew Your Travel Signature

You are eligible to renew your travel signature :.

  • If you are enrolled in at least 12 academic units at UC San Diego during the Fall, Winter and Spring quarters, or
  • If you are enrolled below 12 academic units, but have an approved Reduced Course Load authorization , or
  • If you have applied for or have an approved post-completion F-1 Optional Practical Training (OPT) or J-1 Academic Training (AT)   employment authorization.

You are not eligible to renew your travel signature: 

  • If your SEVIS record at UC San Diego has been terminated due to visa status violations , or
  • If your SEVIS record at UC San Diego has completed due to your program completion , or
  • If your SEVIS record at UC San Diego has been released/transferred out to another school .

STEP 3: Submit Your Request for a New Travel Signature I-20/DS-2019

  • Log in to  iportal.ucsd.edu  .
  • Go to " Services " tab.
  • Select " Travel Signature I-20/DS-2019 Request ".
  • Complete your request.
  • " Submit " your request.

STEP 4: Receive Your New I-20/DS-2019

  • Please note that your new I-20 will be uploaded to your request. Electronic delivery of I-20 forms is now allowed by SEVP (as part of the measures addressing the COVID-19 emergency ) for the purposes of entering the U.S., and it is a faster, safer and more health-conscious delivery method than mailing a hard copy.
  • However, you will still need to print, sign, and carry the hard copy when returning to the U.S.
  • You can check the status of your request anytime by logging in to  iPortal   and clicking on " My Requests " tab.
  • A notification email will be sent to you when your document is ready.
  • Sign your new I-20/DS-2019 when you receive it, and keep your previous I-20/DS-2019 for your records, do  NOT  throw it away.

Travel Signatures

F-1 students and J-1 exchange visitors (students and scholars) need to show a valid travel signature on their Form I-20 or Form DS-2019 when returning to the US after brief trips.

  • For current F-1 / J-1 students and J-1 scholars: Travel signatures should be no more than one year old on the date of your return to the US
  • For F-1 students on post-completion OPT or STEM Extension OPT: Travel signatures should be no more than six months old on the date of your return to the US
  • For J-1 students on post-completion Academic Training: Travel signatures should be no more than six months old on the date of your return to the US

Travel signatures are not required to depart the US; signatures are needed only upon returning to the US to resume F-1 or J-1 activities. You cannot get a travel signature on your I-20 or DS-2019 if you are leaving Tufts either indefinitely or permanently, or are no longer in valid status. Please consult with an International Center advisor if this applies to you.

Electronic Delivery of Travel Signatures

All requests for travel signatures should be made online through our International Center Portal.

  • F-1 students: The Student and Exchange Visitor Program (SEVP) allows us to deliver I-20s to students electronically. After receiving a travel signature request, an International Center advisor will electronically deliver to you a PDF that contains an updated I-20 with a new travel signature. When you receive the PDF file, you should print it out, sign it, and carry it with you when traveling.
  • J-1 students and scholars: Effective, April 28, 2023 the US Department of State allows us to deliver  DS-2019s to students and scholars electronically. After receiving a travel signature request, an International Center advisor will electronically deliver to you a PDF that contains an updated DS-2019 with a new travel signature. When you receive the PDF file, you should print it out, sign it, and carry it with you when traveling.

How to Request a Travel Signature

Step 1a (for F-1 students and J-1 Students): Submit a travel signature request by accessing your International Center Portal , navigating to the Request Center, and clicking on "Travel Signature Request."

Step 1b (for J-1 scholars, employees, and student interns): Submit a J-1 Scholar Travel Signature Request  on the International Center Portal for Scholars.

Step 2: Once your request is received, an International Center advisor will review the request. It will ordinarily take 3 - 5 business days to process a travel signature request. Please note that travel signature requests are not processed during the weekends or on holidays.

Step 3: Once the request has been processed, an updated I-20 or DS-2019 form with a travel signature will be delivered to you electronically.

We encourage our entire international community to contact OIS prior to traveling internationally. Travel guidance and requirements vary depending on your status and you may need to request authorization from OIS prior to your departure if you intend to return to the U.S. to continue your current status/program.

When booking any type of travel arrangements, either domestic or international, ensure you book your airline ticket with the exact same spelling of your name as it appears in your passport (Machine Readable Zone – MRZ).

U.S. Domestic travel includes travel to the contiguous U.S., Alaska, Hawaii, and U.S. territories (Puerto Rico, Guam, American Samoa, Marianas, and the U.S. Virgin Islands.)

Recommended international travel documents by status

Depending on your status, you will need specific paperwork to re-enter the U.S. when traveling internationally. While documents marked with an asterisk (*) are not required for entry, we strongly recommend that you carry them in your hand luggage so that you can provide them as needed.

Current F-1 Students

  • Passport – Valid for six months beyond the date of re-entry to the U.S.
  • F-1 visa – Valid on the date of re-entry to the U.S. Canadian citizens do not need an F-1 visa in their passport but Canadian “Landed immigrants” (Permanent Residents, without Canadian citizenship/passport) do. In certain cases, you may be able to re-enter the U.S. after a short trip to Canada or Mexico using AVR. See Automatic Visa Revalidation below.
  • Form I-20 with valid travel signature – Original, hardcopy document signed by you and OIS in blue ink. OIS recommends that the travel authorization signature be no more than one year old on your date of re-entry to the U.S. If you need to update your travel authorization signature, log into myOIS and submit the appropriate e-form.
  • SEVIS (I-901) fee payment* – It is recommended that you carry proof that you have paid the SEVIS I-901 fee. If needed, print your SEVIS fee receipt .
  • Proof of enrollment* – It is recommended that you carry evidence of current full-time enrollment or future enrollment if you are traveling between academic terms. You can print a copy of your class schedule from the MyUIC portal .
  • Evidence of financial support* – It is recommended that you carry copies of your financial support documents. Documents should reflect the funding sources on your DS-2019 and be dated within the past six months.

If you attempt to enter the U.S. without the appropriate documentation, you may receive a Form I-515A from the customs officer and you will have 30 days to correct your status or risk falling out of status. Contact OIS as soon as possible if you receive Form I-515A.

Current J-1 EV Students

  • J-1 visa – Valid on the date of re-entry to the U.S. and bearing the name of your current school or program. Canadian citizens do not need a J-1 visa in their passport but Canadian “Landed immigrants” (Permanent Residents, without Canadian citizenship/passport) do. In certain cases, you may be able to re-enter the U.S. after a short trip to Canada or Mexico using AVR. See Automatic Visa Revalidation below.
  • Form DS-2019 with valid travel signature – Original, hardcopy document signed by you and OIS (or your exchange program sponsor if not OIS) in blue ink. OIS recommends that the travel authorization signature be no more than one year old on your date of re-entry to the U.S.

J-1 Exchange Visitor Scholars

  • Form DS-2019 with valid travel signature – Original, hardcopy document signed by you and OIS (or your exchange program sponsor if not OIS) in blue ink. OIS recommends that the travel authorization signature be no more than six months old on your date of re-entry to the U.S.
  • Proof of UIC appointment* – It is recommended that you carry a copy of your UIC departmental appointment letter and UIC ID (if available.)
  • Request an updated travel authorization signature on your DS-2019

F-1 & J-1 Alumni on Practical Training

International travel while applying for and participating in practical training can carry additional risks and considerations. Please refer to the appropriate page for more information.

  • F-1 post-completion Optional Practical Training (OPT)
  • F-1 post-completion STEM Optional Practical Training (STEM OPT)
  • J-1 post-completion Academic Training

H-1B, O-1, TN, E-3 Employees

Automatic visa revalidation.

Generally speaking, if you travel outside of the U.S. and need to re-enter, you must have a valid/unexpired visa to return. There is an exception to this rule for some travelers when taking a short trip from the U.S. to Canada, Mexico, or the adjacent islands. The exception is called Automatic Visa Revalidation or AVR.

To utilize the AVR allowance, your travel must be to contiguous territories and for less than 30 days. Under AVR, your expired U.S. entry visa stamp is considered to be automatically extended to the date of your re-entry to the U.S., provided that your visa has not been canceled, and that you have not applied for a new visa. Rules governing AVR are found in the United States’ Code of Federal Regulation .

Contiguous territories for the purposes of AVR are:

  • The adjacent islands: Saint Pierre, Miquelon, the Dominican Republic, Haiti, Bermuda, the Bahamas, Barbados, Jamaica, the Windward and Lee Islands, Trinidad, Martinique, the other British, French, and Netherlands territories or possessions in or bordering on the Caribbean Sea.

AVR Exceptions and considerations:

  • AVR does not apply to individuals from Cuba, Syria, Sudan, or Iran.
  • AVR cannot be utilized by individuals who travel from a contiguous territory (e.g. Canada) to a non-contiguous country (e.g. Germany) and return to the U.S. via a contiguous territory (e.g. Canada).
  • AVR cannot be utilized if you have a pending or approved visa application.
  • H-1B workers are allowed to take advantage of AVR for travel to Canada and Mexico ONLY, not the adjacent islands. However, Mexican nationals traveling to Mexico must have a valid U.S. visa to reenter the U.S.
  • If you have changed your status while in the U.S. and hold a visa for the previous status (for example, you changed your status from F-1 to H-1B, but still only have an expired F-1 visa; you may still use AVR), You must bring the supporting documents for your new status.

Visas for travel to mexico and canada.

If you intend to travel to Mexico or Canada, you may require a visa to enter either of those countries, depending on your citizenship. To confirm your need for a visa and how to obtain one, you must contact the Mexican or Canadian government, respectively. Please see below for resources.

Travel Signature

Updated 12/3/2023

A signed I-20/DS-2019 is not required to depart the U.S.; however, international students and scholars who are reentering the U.S. must ensure they have a valid travel signature on their I-20/DS-2019. Only Designated School Officials (F-1)/ Responsible Officers (J-1) at the Office of International Services are permitted to sign the I-20/DS-2019 for travel.

Travel Signature Endorsement and Validity

Continuing students/scholars.

The signature on page 2 or 3 of the I-20 or on the bottom right corner of page 1 of the DS-2019 is valid for 12 months. If your re-entry date to the U.S. is within 12-months from the last signature, you will be eligible to re-enter on that I-20/DS-2019.  However, if you re-enter after the 12-month period, then a new travel signature is required.

Information for F-1 students on OPT/STEM OPT

The signature on page 2 or 3 of the OPT I-20 is valid for 6 months from when it was signed. If your re-entry date is within 6 months from the last signature, you will be eligible to re-enter on that I-20.  However, if you re-enter after the 6-month time frame, a new travel signature is required.

Information for J-1 Short-term Scholars and J-1 Students on Academic Training 

Travel signatures are valid for 6 months or until the end of program, whichever is sooner.

How to Request a Travel Signature Remotely

Students/scholars who need a travel signature should request one prior to their departure from the U.S. if possible. A travel signature require seven business days processing time. Please arrange your travel/re-entry plans accordingly.

F-1 Students

To request a travel signature, the student must submit a Travel Signature I-20 Request . The processing time for these requests is  seven (7) business days . The I-20 will be signed electronically and emailed to student’s USC email account. U.S. Customs and Immigration Services (USCIS), Customs and Border Patrol (CBP), and Department of State (DoS) accept electronically signed I-20s.

J-1 Students/Scholars

To request a travel signature, the Exchange Visitor (EV) must complete the Student Travel Signature Request or Scholar Travel Signature Request form . The processing time for these requests is  seven (7) business days . The DS-2019 will be signed electronically and emailed to the EVs USC email account. Please note that EVs are not permitted to digitally sign the DS-2019. U.S. Customs and Immigration Services (USCIS), Customs and Border Patrol (CBP), and Department of State (DoS) accept electronically signed DS-2019s.

Special note for J-2 Dependents: OIS will automatically include travel endorsements for all J-2 records on file with the J-1 Exchange Visitor’s request.

Did you forget to get your I-20/DS-2019 endorsed for travel? 

Enter the U.S. on I-515A. The I-515A is a document issued by the U.S. Port-of-Entry officer that allows students and scholars to re-enter the U.S. on a temporary status of 30 days.  If you do not have a valid travel signature, you will likely be issued a Form I-515A by the U.S. Port-of-Entry officer.  Since this is a temporary stay document that only allows 30 days stay in the U.S., it is very important that you contact OIS immediately upon arrival to fix your status to F-1 or J-1 D/S.  Entering on an I-515A may cause some delays at the Port of Entry, so please plan accordingly.

Reminder: Upon re-entry to the U.S., students should print out their I-94 Arrival/Departure record .

Travel Signature Sessions - Fall 2023

Description: The International Center staff will provide in-person I-20 travel signatures for F-1 students (and their dependents) who plan to travel internationally or need an updated signature.

Please bring the following documents with you to receive a travel signature:

  • Original I-20 (if given an original signed hardcopy)
  • Printout of most recent I-20 (if given an electronic copy)
  • I-94 printout/card ( https://i94.cbp.dhs.gov/I94/#/recent-search )
  • Mcard (UMID Card)

Please do not submit a travel signature request through M-Passport if you will come to one of the in-person travel signature sessions.

No registration necessary.

I-20 Travel Signature

A Travel Signature on an I-20 is a signature that is issued by an international student advisor. It verifies that you are a full-time student in valid F-1 immigration status at UT. The signature appears on page 3 of the I-20.

Once your document has been signed, the signature is valid for one year (six months if you are on Optional Practical Training). Your travel signature must be valid when you re-enter the U.S. in F-1 status. If you need a new travel signature, you can request one through myIO .

Travel and Re-Entry to the U.S.

To re-enter the U.S. after a temporary absence you must carry the following documents

  • Valid and updated I-20 or DS-2019 with travel endorsement (also known as a travel signature) from ISSO staff within last year (6 months while on OPT)

(A signed scanned copy of your I-20 will be uploaded into your ISSOConnect.charlotte.edu portal within 5 business days of submission. You will be able to print the I-20 and use it for travel purposes. All U.S. government agencies are accepting e-signed I-20s.)

  • Valid passport (at least 6 months into the future)
  • Valid U.S. visa (some exceptions may apply for travel to Canada or Mexico)
  • Current proof of financial support
  • Unofficial transcript
  • OPT & STEM OPT students must have their EAD and employment verification letter from their employer
  • Make sure that you are in lawful immigration status and eligible to return to the U.S.
  • Upon your re-entry to the U.S. you can print your I-94 here

Additionally, please read the sections below if they apply to you or you have concerns.

If you decide to travel abroad during your studies, before you can re-enter the U.S., you will need a valid visa stamp in your passport. If you notice that your F-1 or J-1 visa will be expired by the time of your re-entry, before you can return to the U.S., you must apply for and receive a new one. There is actually no separate process for renewing a visa vs. applying for your first one — it’s the same process. Also: there is no way to get a visa stamp from within the United States itself. Finally, make sure your trip abroad is long enough to accommodate the visa process if you do need to apply for a new one. More information about the visa process can be found here . Travel within the U.S. (between states, cities etc.) is generally not restricted. However, if you are traveling inside the U.S., you should carry the following documents (or copies of these documents):

  • I-94 (Can be accessed here )
  • I-20 or DS-2019
  • EAD card if on OPT

When you re-enter the U.S., a Customs and Border Protection agent may ask to see your documents and may ask you questions. Answer any questions honestly, especially regarding drug or alcohol offences. If you have ever been arrested, this information is available to visa and port of entry officers. Be aware that visas can be revoked for those arrested for DUI (driving while under the influence of alcohol) and other offenses.

Senate Approves Bill to Reauthorize F.A.A. and Improve Air Travel

The Senate also passed a short-term extension of the current F.A.A. law to give the House time to clear the longer-term package early next week.

The Senate on Thursday passed legislation to reauthorize federal aviation programs for the next five years and put in place new safety measures and consumer protections for passengers, at a moment of intense uncertainty and disruption in the air travel system.

The bill , which still must win final approval in the House before becoming law, would provide more than $105 billion to the Federal Aviation Administration and another $738 million to the National Transportation Safety Board for airport modernization, technology programs and safety. It would also bolster the hiring and training of air traffic controllers, codify airlines’ refund obligations to passengers, ensure fee-free family seating and strengthen protections for passengers with disabilities.

“Aviation safety has been front of mind for millions of Americans recently, and this F.A.A. bill is the best thing Congress can do to give Americans the peace of mind they deserve,” Senator Chuck Schumer of New York, the majority leader, said on the Senate floor on Thursday evening.

It passed in an overwhelming bipartisan vote of 88 to 4, just one day before the current law is scheduled to lapse. The Senate also unanimously approved a short-term extension to allow time for the House to take up and clear the longer-term package next week, a step that would send it to President Biden.

The legislation is a bipartisan compromise negotiated over months by the Senate and House committees with jurisdiction over the F.A.A., after Congress authorized several short-term extensions of the agency when lawmakers failed to meet earlier deadlines. The House passed its version of the bill almost a year ago in a lopsided vote of 351 to 69.

Senator Maria Cantwell of Washington, chairwoman of the Commerce Committee, celebrated the bill’s provisions on consumer protections, aviation safety, air traffic controllers, airport infrastructure and work force development on the floor after passage.

“This is a big moment for aviation,” Ms. Cantwell said. “We have had safety issues and concerns that we need to make a big investment. This legislation is that investment — in safety standards, in protecting consumers and advancing a work force and technology that will allow the United States to be the gold standard in aviation.”

Senator Ted Cruz of Texas, the top Republican on the Commerce Committee, said: “This legislation is a strong, bipartisan, bicameral bill that includes hundreds of priorities for senators and representatives, both Republican and Democrat. This bill gives the FAA the safety tools it needs at a critical time.”

As one of the few remaining bills considered a must-pass item this year, the F.A.A. package, which prompted several regional disputes, became a magnet for dozens of amendments and policy riders that threatened to delay it in the Senate.

With the legislation threatening to stall, the House on Wednesday approved a one-week extension for the F.A.A. before leaving Washington for the weekend. The Senate followed suit on Thursday, steering around lingering disputes that had threatened to scuttle the effort and cause a brief lapse for the F.A.A.

The debate came at a time of acute uncertainty about the aviation system, which has had a recent spate of concerning episodes such as dangerous near collisions on runways, plane malfunctions and thousands of flight delays and cancellations.

It was unclear for much of Thursday whether the Senate would be able to push through the legislation and the extension, as senators demanded votes on amendments or threatened to block speedy passage. No amendments were ultimately brought to a vote.

The most intense regional fight was over a provision in the bill that would add five round-trip long-haul flights out of Ronald Reagan National Airport outside Washington. Proponents, which include Delta Air Lines, have said they want to expand access to the nation’s capital and increase competition.

The proposal incensed lawmakers representing the area , who argued that the airport maintains the busiest runway in the country and cannot support additional flights. Senators Tim Kaine and Mark Warner of Virginia and Benjamin L. Cardin and Chris Van Hollen of Maryland, all Democrats, filed an amendment to strike the new flights.

Mr. Kaine and Mr. Warner threatened to hold the bill up if they did not receive a vote. But Mr. Cruz blocked an effort to bring up a compromise amendment that would have given the transportation secretary the final say on new flights after considering any effects they would have on delays and passenger safety.

“The Senate abdicated its responsibility to protect the safety of the 25 million people who fly through D.C.A. every year,” Mr. Kaine and Mr. Warner said in a statement. “Some of our colleagues were too afraid to let the experts make the call. They didn’t want to show the American people that they care more about a few lawmakers’ desire for direct flights than they care about the safety and convenience of the traveling public. That is shameful and an embarrassment.”

The senators from Virginia and Maryland were the only votes against the bill.

Another group of senators failed to secure a vote on a proposal to halt the Transportation Security Administration’s expansion of facial recognition technology at airports and restrict it where it is in use.

Senators had also proposed adding a number of unrelated bills, including one that would compensate people harmed by exposure to the nation’s nuclear weapons program , legislation to fully fund the replacement of the collapsed Francis Scott Key Bridge in Baltimore, and a credit card competition measure. Senators Marsha Blackburn, Republican of Tennessee, and Richard Blumenthal, Democrat of Connecticut, were pushing for a vote on their bill to protect minors online into Thursday. None of them made it into the final product.
