The France stops were great! The Italy portion was disproportionately short. London was good. Hotels were, understandably budget, but varied widely in quality. The tour guides were good, caring and prompt. The city guides were helpful but the London guide was superior! Would recommend this tour for the very active as there was longer distance walking as well as steep bus steps! Good tour overall for the family!

The tour was amazing, the tour guides were amazing. The fun part was being with like-minded people who love to travel. Despite some langue issues it was an amazing experience. The tour is a glimpse of Paris and London. I really enjoyed the stop in Canterberry to shop. Rouen was pretty. All the hotel were amazing., Nice, clean close to metro's. Overall I am impressed.
Tour guide was great, Local experts were great, but the only thing that was not so great was the hotels. A lot of people in our group were older, and the tubs were high. Difficult to get in and out of. Please consider this when choosing hotels.

What makes the French so, well, French? Is it the food? The wine? How about the art, the philosophy, the history, or the fierce passion often caricatured as arrogance? Whatever it is, it’s seduced Francophiles around the world for countless years and there’s no sign of it slowing down.

The French are lovers of life. They celebrate the ‘joie de vivre’, or joy of living, in every aspect of their day. Conversation should be meaningful; food should be rich and sumptuous; music should move you; art should change you.

Sure, there are the stereotypes of the French being rude, but you could be forgiven for your reluctance to speak English when you’re the most-visited country in the world. There are, after all, only so many times one can give directions to the Eiffel Tower. But sit down for dinner at a French person’s house and you’ll discover the opposite. France is a very liberal country and every topic is up for debate – dinner is just an entree for the conversation.

Much of France’s reputation rests on romanticised images of Paris. Sitting at a cafe on the Ile-St-Louis with a piping-hot croissant and cafe au lait, for example, or watching sunset from the steps of Sacre Coeur. But travel through France and you’ll find an incredibly diverse and multicultural country that changes so much between regions, from Marseille’s cultural melting pot to Biarritz’s surfers to the hardy mountain folk of the Pyrenees and Alps. 

Every region and valley, every coastline and ridgeline and three-hour line for the Louvre, will offer up something different. But remember, there’s one thing that doesn’t change no matter where you go: the unwavering belief that there’s nothing better than being French.

History and government

After the conquest of the Gauls and the fall of Rome, the area we know as France was dominated by a tribe known as the Franks. They were headed up by a brutal man named Charlemagne, whose mission was to convert all of   Europe  to Christianity. After Charlemagne’s death his empire was split into three, with West Francia corresponding to the modern territory of France.

The Hundred Years’ War

West Francia, which was really a patchwork of territories run by the dukes, had institutional power more or less centralised in the 12th century. As time went on the tension between France and England grew until the outbreak of the Hundred Years’ War, which actually lasted 116 years. Though France’s population was decimated during this period, thanks to both war and plague, it was also a formative time for the country’s national identity.

One of the key figures to come out of this long period of fighting was Joan of Arc, who is still a national hero in France. She was born in 1412, just after the Battle of Agincourt, during which the French were dominated by the English. As a young girl she heard the voices and saw visions of multiple saints, all of whom told her to go fight for Charles, the rightful king of France. At the age of 16 she travelled to his court to convince him of her mission and somehow did exactly that. She turned the tide of the war and in doing so was captured by the English and sentenced to death as a witch. Her ashes were scattered in the River Seine, but her story was never forgotten.

The French Revolution

Bad harvests, taxation, abject poverty and an unrestrained aristocracy sowed the seeds of the French Revolution in the 18th century. The Renaissance began in   Italy   and spread across Europe, ushering in the Age of Enlightenment, which spread the ideas of individual liberty, tolerance and the separation of church and state. In France, King Louis XVI had inherited a country in dire trouble but was still living it up at the Palace of Versailles. The peasants revolted and stormed the Bastille Prison – hence the national celebration of Bastille Day – and King Louis, along with Marie Antoinette, his queen, were captured and executed by guillotine. A decade of chaos ensued.

It was Napoleon, a military general, that took control of France following the revolution and established the Napoleonic Code, which has become the foundation for the development of most modern democracies. He embarked on military campaigns throughout Europe and was eventually defeated and exiled by the combined forces of   Russia   and Prussia, a northern state that would rise to power as a united Germany during the 19th and 20th centuries.

The World Wars

The 20th century was a horrific time for France with   Germany   invading the country twice. France suffered huge casualties during both WWI and WW2, and by 1945 it was on its knees. Further conflicts followed in colonial territories across Africa and Asia, which led to an influx of migration to France. In Europe, governments were dealing with the fallout from WWII and making agreements to avoid another conflict, from which the European Union was born.

France is now a leading power both in Europe and globally after a huge post-war effort to rebuild the country. It has the third-largest economy in the EU and is one of the most modern countries in the world, continuing to value liberty, fraternity and equality. Recent years have seen issues arise with the Islamic extremism and the European refugee crisis, but the country continues to grow and remains a thriving destination for tourism.

Eating and drinking

The gastronomic pleasures of France are world-renowned, so travellers won’t be worried about going hungry. There’s something to suit every budget here, from Michelin-star restaurants to market stalls and everything in between, and it’s not just frog legs and snails that are on the menu.

There’s simply no better buy than a fresh, crusty baguette. Buy one for less than a euro from the nearest bakery and take it down to the nearest park or river. Apply butter liberally, fill with whatever you like and bite into France – c’est magnifique!

Pastries, cakes and tarts

French chefs set the global quality benchmark for pastries so there’s no feeling guilty when you sample the croissants, eclairs, crepes, macaroons and whatever else you can get your hands on. Find them at your local patisserie and don’t forget to say merci (or mercy, depending on how many you eat).

If you’re going to indulge in a little wine, there’s no better place than France. It is, after all, home to some of the most famous wine regions in the world: Bordeaux, Burgundy, the Loire, Provence, Champagne. Whether you’re at the cellar door or on the restaurant floor (please, drink responsibly), there’s tasty tipple with your name on it.

When in France, right? From soft cheeses like brie and camembert to a hard, sharp Beaufort, it’s all on offer in France’s bountiful cheese shops and markets.

Beef Bourguignon

This beefy stew originates in Burgundy and is an example of a peasant dish now considered high-end cuisine. It’s prepared with beef braised in red wine and broth, flavoured with garlic, onions and mushrooms, and it’s absolutely perfect on a winter’s evening.

Geography and environment

Bordered by Spain,   Andorra , Luxembourg, Monaco, Switzerland, Italy, Germany and Belgium, France’s geography is as varied as its neighbours.  

In the south, the Pyrenees form a natural border with a   Spain . This mountain range rises over 3400 metres and stretches from the west coast to the east. It’s a hiker’s paradise in summer, with thousands of kilometres of hiking trails, and a haven for snow sports in the winter thanks to a huge number of ski resorts.

To the south-east, France borders the Mediterranean Sea all the way up to the Italian border. A large stretch of this area is what’s known as the French Riviera, which has long been a popular tourist destination thanks to its warm weather, calm water and golden beaches.

Continue north along the Italian border and you’ll reach the French Alps, France’s other predominant mountain range. The Alps are home to Mont Blanc – France’s highest point – and form another natural border, this time with both Italy and Switzerland.

France’s central region is mostly rolling hills and fields, perfect for farming and producing wine. There are two main rivers, the Loire and the Rhone, with the Rhone running south from   Switzerland   through to the Mediterranean and the Loire running north and west to the Atlantic.

The west coast is bordered by the Atlantic Ocean and sees a cooler climate than the east. The large Atlantic swells have brought surfers to the area for years with several international surfing competitions being held throughout the year.

Northern France, which is bordered by   Belgium , Luxembourg and Germany, remains relatively flat with grasslands, fields, forests and, of course, the capital of Paris. These northern areas suffered most during the wars, both because of their proximity to Germany and the landscape itself. This is where trench warfare was first employed, only possible because of the huge swathes of flat land.

France isn’t all high fashion though. Yes, the French are notoriously fashionable, but there’s plenty of shopping to be done for those that aren’t quite ready to step out on the catwalk.

Remember, it's a good idea to check with your local customs officials to ensure that you are able to bring certain items back into your home country. Australia and New Zealand generally have strict quarantine laws.

And you thought Paris was just about fashion? It also happens to be the fragrance capital of the world. There’s no better place to pick up a sensational scent than in one of the city’s many perfumeries, some of which have been trading for more than a century. It’s the perfect gift – or a subtle suggestion – for your friends and family back home.

Flea Markets

Parisian flea markets are a top spot to pick up a vintage bargain. From jewellery and purses to paintings and old-school electronics, you’re bound to find something unique or, at the very least, enjoy trying. Make Porte de Vanves and Porte de Saint-Ouen in Paris your first stops.

Village Markets

Regional French markets just ooze with charm and can be found all over the country. Peruse fresh produce, home-made jams, pickled vegetables, rich cheeses and summer flowers, or just soak up the provincial atmosphere and try your hand at having a chat with one of the locals.

France has been at the forefront of winemaking forever and there are plenty of high quality wines to be found at very decent prices. Just remember that French wines are named for their geographic origin rather than the grape. Take a Burgundy, for example: if it’s red it’s pinot noir, if it’s white it’s chardonnay. Do some research and reap the rewards.

Events and festivals

There are festivals happening all over France throughout the year. Whether you’re in the city or a small town, you can expect a lot of food, some phenomenal wine and plenty of music.

Bastille Day

The French national day is celebrated on July 14 and commemorates the storming of the Bastille Prison during the French Revolution. It’s celebrated all over the country, but Paris is the place to be, with the city hosting parades, fireworks and the famous Firemen’s Balls, where the main station in each Parisian district throws open its doors for a huge ball lasting until 4 am. It’s a tradition that’s been happening for over 100 years.

Avignon Festival

Performers and art lovers from around the world descend on Avignon for this three-week celebration of performance art. Dance, theatre, comedy and musical performances feature on the bill, with everything from open-air classical concerts and sweeping operatic epics to spoken word poetry.

Tour de France

This is the world’s most iconic cycling competition. It happens over three weeks and was first held in 1903. Things are a little more high-tech now – back then the cyclists didn’t have support vehicles, and they carried baguettes, wine and cheese for sustenance. They also had some phenomenal moustaches.

Nice Jazz Fest

The Nice Jazz Festival dates back to 1948 and is one of the oldest jazz festivals in   Europe . The first ever headliner was Louis Armstrong and there has been a glut of phenomenal musicians perform since including Herbie Hancock, Miles Davis, Ella Fitzgerald and Erykah Badu.

Roland Garros

Also known as the French Open, Roland Garros is one of tennis’s grand slams and the premier clay-court competition in the world. The biggest tennis stars in the world converge on the courts to slug it out but Rafael Nadal will forever be the king.

Do i need a covid-19 vaccine to join an intrepid trip.

Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travellers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travellers and leaders get vaccinated to protect themselves and others.

Specific proof of testing or vaccination may still be required by your destination or airline. Please ensure you check travel and entry requirements carefully.

When is the best time to visit France?

The best time to visit France depends on where you are planning to travel to.

The best time to visit Paris, in terms of sunshine and weather, is early summer and early autumn as the late summer can get quite hot. That said, the winter months are a dark albeit beautiful time to visit, like many European cities. The same applies for most of inland France.

If you’re heading to the east coast and the Mediterranean Sea, the best months are July and August as the sea breeze tends to keep the coast a little cooler than inland. There will, however, be more tourists than in the early summer or spring and autumn.

The mountains are best for skiing in February and March as the days are longer than in December and January, while the late spring, summer and early autumn are perfect for hiking.

The Atlantic areas of Brittany and Normandy are best experienced from June through August as they can get quite wet and cold outside of summer.

Is it safe to visit France?

Yes, it is still safe to visit France, though parts of the country have been affected by various issues of late.

Over the past 5–10 years France has been targeted by extremist groups. These attacks have received widespread global coverage and while they are shocking and saddening, they are also very infrequent. France is at no more risk of extremist violence than any other Western country, but travellers should exercise caution nevertheless and keep up-to-date with local news sources.

Much has also been made of the Yellow Vests Movement, which has spread around the country. These protests began in 2018 after an increase in fuel taxes and have morphed into a movement demanding economic reform and the resignation of President Emmanuel Macron. Though the protests have turned violent on several occasions, particularly in Paris, they are also easily avoided. The protests occur on Saturdays and the streets are shut down by police – travellers should check local news sources and avoid any trouble areas on Saturdays.

Do I need a visa to travel to France?

France is a member of the Schengen Convention, which means that if you travel to an EU member country or countries, like France, for a total of less than 90 days, a visa is not required. Citizens of Australia, New Zealand, Canada, the US, the UK and other member countries of the EU and Schengen area are included under this arrangement.

Visas are the responsibility of the individual traveller. Entry requirements can change at any time, so it's important that you check for the latest information. Is tipping customary in France?

Most restaurants in France will include a service fee within the bill; however, tipping extra (while not absolutely necessary) is customary and will be appreciated by wait staff. Usually rounding up the bill or leaving spare change is sufficient. Feel free to tip more if the service has been exemplary or if you’re feeling generous.

What is the internet access like in France?

The internet access is great in France. All cities and major towns should have internet cafes and wi-fi hotspots, while most of the country aside from very remote areas will have phone reception should you wish to use your mobile/cell phone.

Can I use my mobile phone while in France?

Travellers can use their phones throughout France, though remote and isolated areas in the Pyrenees or Alps may have limited service.

You’re able to purchase a local SIM on arriving in France, which will generally be cheaper than using international roaming. If you do wish to use international roaming, ensure it’s activated before leaving your home country and ask your provider what charges apply. Data use can be particularly expensive while overseas.

What are the toilets like in France?

Flushable, Western-style toilets are the standard across France.

Can I drink the water in France?

Drinking water from taps is considered safe in France unless otherwise marked. For environmental reasons, try to avoid buying bottle water and fill a reusable water bottle or canteen with filtered water instead.

Are credit cards widely accepted in France?

Major credit cards are widely accepted across France. Some smaller cafes and shops may not accept credit cards, especially in more rural areas, so be sure to carry enough cash to cover small purchases.

What is ATM access like in France?

ATMs are common across France in both cities and towns so there shouldn't be a problem finding one.

What is the weather like in France?

France’s weather varies depending where you are.

Paris tends to be quite cool with temperatures averaging 15–25°C (59–77°F) even in the height of summer. The winter average is 2–7°C (36–45°F), though it’s worth keeping in mind that the city can experience more extreme heat in the summer or snow in the winter.

The French Riviera, including Nice, has a sunnier climate and averages 20–27°C (68–81°F) in the summer and 5–13°C (41–55°F) in winter. This area is quite sheltered compared to the rest of the south-east coast, which will much hotter and dryer in the summer.

The mountainous regions, like Chamonix in the Alps, will vary depending on altitude. Chamonix experiences an average temperature of 9–24°C (48–75°F) in the summertime and -7–3°C (19–37°F) in the winter. The summer also sees afternoon thunderstorms and more precipitation than other times of year.

The climate on the Atlantic coast tends to be quite cool and wet, with rain and wind all year round, particularly around the English Channel. Bordeaux, which is much further south, enjoys a warmer climate though it’s prone to both the cold Atlantic fronts as well as cold winds from the north-east. Its average temperature in summer is 16–27°C (61–81°F), while winter averages 3–10°C (37–50°F).

Is France safe for LGBTQIA+ travellers?

France is a safe destination for LGBTQIA+ travellers and has always been celebrated for its liberal attitudes towards sexuality. Paris was the first European capital to vote in an openly gay mayor in 2001 and France was the first country in the world, back in 1791, to decriminalise same-sex sexual acts between consenting adults. Same-sex marriage has been legal since 2013 and attitudes towards LGBTQIA+ identifying people are generally positive across the country.

Paris has had a thriving queer scene for years which revolves around Le Marais, a district just north of Notre-Dame, though the city is so open that it can be difficult to pin down its epicentre. Active queer scenes can be found in most major cities across the country including Bordeaux and Lyon.

If you are travelling solo on an Intrepid group tour, you will share accommodation with a passenger of the same gender as per your passport information. Is France accessible for travellers with disabilities?

France is a relatively accessible destination for travellers with disabilities, particularly for those visiting Paris. All buses and trams in the Paris metro area are equipped for wheelchairs and most, though not all, metro stations have been equipped to make travelling with a disability as hassle-free as possible. The city’s official visitor website has a section dedicated to   visiting Paris with a disability   in both French and English.

Elsewhere, as in much of Europe, travellers may find that the older city buildings and infrastructure in smaller towns may present them with some difficulty, depending on their disability. If you do live with a visual, hearing or other impairment, let your booking agent or group leader know early on so they’re aware and suitable arrangements can be made.

As a general rule, knowing some common words in the local language, carrying a written itinerary with you and taking to the streets in a group, rather than solo, can help make your travel experience the best it can be.

What to wear in France

France is a very liberal country and travellers should not feel compelled to dress particularly conservatively unless visiting a religious site. After all, Paris is the fashion capital of the world – go hard or go home. That being said, Intrepid encourages all travellers to respect the locals in the places we visit. If they wouldn’t wear something, we don’t suggest that you do. 

Remember that the weather in the mountains can change extremely quickly, even in summer, so your best bet is dress in layers. If you do plan on visiting the Alps or Pyrenees, be sure to take a raincoat, sturdy walking shoes and a wind breaker or warm jacket.

Do I need to purchase travel insurance before travelling?

Absolutely. All passengers travelling with Intrepid are required to purchase travel insurance before the start of their trip. Your travel insurance details will be recorded by your leader on the first day of the trip. Due to the varying nature, availability and cost of health care around the world, travel insurance is very much an essential and necessary part of every journey.

This is a great way of getting to and discovering Paris from the UK Capital and includes 2 nights accommodation in a 4-star hotel in the centre of Paris, as well a guided coach tour, river cruise, lunch at the Eiffel Tower and tickets to the Lido de Paris. Depart London St Pancras International train station at 07:00, arriving in Paris just over 2 hours later at 09:15. You’ll be met at Paris Gare du Nord train station by a staff member who will escort you to your hotel. From here, you’ll begin a day tour of Paris, beginning with a panoramic coach tour of the city. This is followed by a scenic cruise along the River Seine, where you’ll get to see the highlights of Paris including the Musee d’Orsay, Place de la Concorde and Notre Dame Cathedral. About The Tour

Your expert guide will pick you up from Heathrow or Gatwick airport on your first day and take you on a 3 hour panoramic tour of London for you to see the highlights and get your bearings in this amazing city. Drop off at a central London hotel of your choice.

The following day, enjoy an in-depth day with visits inside two or three of the most historic sites such as the Tower of London, Westminster Abbey and/or St Paul’s Cathedral. You will have a chance to see all the major sights -Buckingham Palace, St Paul's Cathedral, Westminster Abbey, Big Ben, the Houses of Parliament, the River Thames, the Royal Parks, Trafalgar Square, Piccadilly Circus, the Horse Guards, Tower Bridge, the Tower of London and the Crown Jewels and the City, the original site of London. Or for regular visitors explore the lesser-known sights in London such as Shakespeare’s Globe, Inns of Court & Criminal Courts, Churchill's Cabinet War Rooms, the Beatles' Abbey Road, the Barbican, Kenwood House, or Notting Hill.

On your third day your guide will drive you to Bath, a fascinating World Heritage City where Roman architecture blends into the elegant, Georgian city of Jane Austen. Visit also 5,000 year old Stonehenge, one of Britain’s most enduring mysteries. Return to London.

A visit to the United Kingdom would not be complete without a tour of Windsor Castle, England's largest royal residence and still lived in by the Queen. See also see Eton, the famous boys school where both Princes William and Harry attended, and stop at Runnymede where the Magna Carta was signed in 1215. Continue on to Hampton Court Palace, favourite residence of Henry VIII, beautifully situated along the River Thames. Back to London.

The next day, go to London's St Pancras International station (taxi ride not included) in the morning and travel by Eurostar to the heart of Paris where you will be met by your expert, English-speaking driver-guide for your personal 7 hour tour of Paris. See many of this beautiful romantic city's main sights, such as the Jardin du Luxembourg, the iconic Eiffel Tower, Napoleon's Arc de Triomphe and Avenue de Champs Elysees. Visit The Notre Dame cathedral representing the height of the superior French Gothic architecture, and The Conciergerie where Marie Antoinette was imprisoned. Time permitting ask your guide to show you Montmartre, the artists quarter of Paris, a beautifully picturesque area with small winding streets full of cafes leading up to the most imposing French building, the Basilica of the Sacre-Coeur.

Leave Paris for a 12 hour day trip to Normandy. Your Historian expert guide will customise the tour to show you the D-Day beaches, memorials and World War II cemeteries related to your own country. See for example Pegasus Bridge, Arromanches with Mulberry Harbour and its sea front war museum, recounts the whole story by use of models, machinery and movies; continue on to Omaha beach, the impressive American cemetery and Pointe du Hoc before returning to Paris.

On your last day in France enjoy a tour to Versailles Palace with your expert guide (closed Mondays) and a privately guided tour of the highlights of the Louvre Museum (closed Tuesday). At the end of this tour you will be transferred to a Paris airport or train station or hotel. On request we can arrange the Eurostar train back to London on that same evening.

The world’s most famous cabaret Le Moulin Rouge is a Parisian icon. A whirlwind of dance and entertainment, this extravagant cabaret has been enthralling guests for more than 130 years. Le Moulin Rouge  is located at the foot of Montmartre, a large hill in Paris’ 18th Arrondissement. Famed as the birthplace of the French cancan, the cabaret dates back to the end of the 19th Century. Originally named Le Bal du Moulin Rouge, it opened its doors on 6 October 1899. The flamboyant shows provided much needed entertainment and decadence for Parisians after the Franco-Prussian war of 1870.

Brussels proposes return to pre-Brexit mobility for UK and EU young people

Commission to seek approval from leaders to start talks with UK on visa-free exchanges for 18- to 30-year-olds

The European Commission has proposed opening negotiations with the UK to allow mobility enjoyed before Brexit to millions of 18- to 30-year-olds in a major concession.

It said it would now seek approval from individual EU leaders to start the talks, which could partly eliminate one of the most controversial elements of Brexit , a block on the right to live in one another’s countries, albeit for a limited period and with conditions.

Referring to the post-Brexit trading agreement on Northern Ireland, the commission president, Ursula von der Leyen, said: “Since we have the Windsor agreement in place, the relationship has been much more constructive.

“There are certainly topics where we can have closer collaboration … and the topic of youth mobility is in both our interests because the more we have youth mobility being on both sides of the channel, the more we increase the probability we will be on good terms because the next generation knows each other very well.”

Under the envisaged agreement, EU and UK citizens aged between 18 and 30 would be able to stay for up to four years in the destination country, the European Commission said in a detailed statement.

If agreed, a youth mobility scheme visa would be issued in those countries that participate, with possible conditions including a requirement for health insurance and proof of sufficient subsistence funds, a feature of other mobility schemes around the world.

“The objective would be to facilitate youth exchanges, making it easier for young EU citizens to travel, work and live in the UK, with reciprocity for young UK nationals in a member state,” the commission said .

The decision by the commission, which has in the past been vehemently opposed to making any concessions to the UK sought since Brexit, is seen as a breakthrough in UK-EU relations.

The proposal to open negotiation must first be agreed by EU leaders. Sources say the first opportunity could arise in May at a meeting of general affairs ministers.

If approved, it would mean millions of young people could come to the UK to fill the gap left by Brexit in the hospitality sector, and also in universities. It would mean seasonal work, from restaurant work to jobs in ski resorts, would be available again to British young people in EU countries.

It may also make it easier for UK and EU universities to recruit researchers, particularly those involved in the Horizon science research programme. Under the scheme it is also envisaged that the university student home-fee system would be restored in both directions, ending the crippling overseas fees which sometimes amounted to more than £40,000 a year.

The Swedish minister for European affairs, Jessika Roswall, told the Guardian: “Sweden has pushed for this and we feel this is very important for the youth and students in the EU and the UK, they are the winners.”

In its announcement, thecommission said it had acted after the UK had made approaches to individual EU countries, known to include France, to open a youth mobility scheme.

UK ministers have argued that it would not be a backtracking on one of the key elements of Brexit, the end of free movement for British citizens. They argued that France already had such an agreement with Canada, and Australia had a similar deal with the UK, and that it would be an important way to foster cultural exchange for future generations.

“Mobility would not be purpose-bound, ie beneficiaries should be able to undertake different activities during that period, such as studying, training, working or travelling, neither would mobility be subject to a quota system,” said the commission.

Kate Nicholls, the chief executive of UKHospitality, said: “We have been calling for these schemes to be expanded and I’m pleased to see the EU Commission coming to the table with a plan to open negotiations. I hope the EU Council agrees with the proposal and that talks between the UK and EU can begin as soon as possible.”

The commission’s statement raises a possibility that it could pave the way for university places in one another’s countries if member states and the UK saw fit. And agreement “would also provide for equal treatment (ie, non-discrimination) between EU and UK citizens in respect of higher education tuition fees”, the statement said.

The commission stressed that a youth mobility scheme would not be reinstating free movement as it would come with conditions including a limited stay in one another’s countries.

“The envisaged agreement would provide for limited-in-time mobility, subject to the fulfilment of conditions to be checked before the mobility can take place. The conditions should also be met during the stay. It is not about conferring to young UK nationals the benefits of the fundamental freedom of movement enjoyed by EU citizens,” it said.

It added that Brexit had particularly “affected the opportunities for young people to experience life on the other side of the channel and to benefit from youth, cultural, educational, research and training exchanges”.

It also said that a bloc-wide deal was preferable to a series of bilaterals as it would ensure equal treatment for every person in the scheme.

Lord Kinnoull, the chair of the House of Lords European affairs committee, which recommended such a mobility programme, welcomed the development, saying if agreement was reached it would be “greatly to the mutual benefit of both parties and to the youth of Europe”.

The UK will increase defence spending to 2.5% of national income by 2030, the prime minister is will to announce, in a hardening of military policy at a time of growing threats.

The expected rise is less ambitious than some insiders say is needed - but it will mean tens of billions of additional pounds for the armed forces over the next six years.

Rishi Sunak had previously said any extra investment would only happen when economic conditions allow. That caveat looks set to be removed.

The UK move comes at a time of escalating threats to global security posed by Russia's war in Ukraine, conflict in the Middle East and an ever-more assertive China.

A commander from Ukraine's National Guard has said Russia is planning "unpleasant surprises" in a potential summer offensive.

Speaking to news outlet Liga Net, Oleksandr Pivnenko said that, as part of a potential offensive, the National Guard does not rule out Russian attempts to target the Kharkiv - the country's second-largest city.

He said troops may achieve some success in a summer offensive by attacking "unexpected places" in the region but will not gain any strategic victories. 

"We are getting ready," Mr Pivnenko said.

"The enemy will make unpleasant surprises for us. It will operate in areas where we do not expect [them to]. But it will not achieve its goal."

Kharkiv and the surrounding region have been the focus of recent attacks from Moscow, having experienced the most intense strikes. 

As we have been reporting, Rishi Sunak is set to announce a new £500m military aid package for Ukraine.

The aid is expected to include more than 400 vehicles and more than 1,600 strike and air defence missiles. 

How will these extra provisions help Ukraine?

Our military analyst Michael Clarke  says the aid will make a difference politically, but won't come close to what the US or other European countries can offer militarily. 

"Britain is the first European country since the US's announcement on Saturday that they are going forward with the aid package," Clarke says.

"Britain is putting in less than 1% of the US package but what we are offering is what we have got that the Ukrainians say they want.

"What they really need is the things we don't really have, good old-fashioned air defence systems."

Storm Shadow missiles

Clarke says what might make a difference to the Ukrainians are Shadow Storm long-range precision-guided missiles that troops have found useful in the past. 

"I suspect we are now dipping into our own stores and MBDA - who make the missiles - certainly can't make the number that we are now giving," Clarke adds. 

"I suspect we are giving some from our own stock and it will take a couple of years to build up again. This is a fair sacrifice."

Husky vehicles

Also being given are 160 Husky vehicles, which Clarke says are "unglamorous but make a difference when fighting a battle".

"These are mine resistant vehicles that are useful around the combat zone," he says.

The UK has also pledged four million rounds of ammunition, which Clarke says is not enough, but other European countries are finding ways of getting more munitions.

Rishi Sunak has landed in Warsaw, where he will meet Donald Tusk, the Polish prime minister, and Jens Stoltenberg, the NATO secretary general.

Joining Mr Sunak on the visit is Jeremy Hunt, the chancellor, and Grant Shapps, the defence secretary.

Our  political editor Beth Rigby  was also on the flight to Poland.

During the journey Mr Sunak addressed the UK's latest military aid package to Ukraine. 

He told reporters he was "very proud" that the UK has always led on support for Ukraine.

"We are Europe's largest defence spender and one of the few countries that's consistently met the 2% [of GDP] NATO spending pledge, and today's action is another example of us leading by example," he said.

The Russian defence minister has said his troops will increase the intensity of strikes on logistics centres and the storage depots of Western weapons in Ukraine.

Sergei Shoigu addressed the new US military aid package for Ukraine, worth nearly $61bn, in remarks to defence officials.

In an apparent reaction to the aid package, Mr Shoigu said: "In proportion to the threats posed by the United States and its allies, we will continue to improve the composition and structure of the armed forces and increase the production of the most popular weapons and military equipment.

"We will increase the intensity of attacks on logistics centres and storage bases for Western weapons." 

As part of the package, Volodymyr Zelenskyy said, Kyiv will soon receive more long-range ATACMS missile systems.

US officials said the aid will also include ammunition supplies and interceptors for air defence systems.

The in-demand aid package will be voted on in the US Senate later today, where it is likely to pass. Joe Biden has promised to sign it into law immediately after this.

As we reported earlier, nine people were injured in the Black Sea port of Odesa after a suspected Russian drone attack.

Four of the injured were infants and children, all of whom have been taken to hospital.

The Ukrainian Armed Forces said Iranian-made Shahed drones were used to target the southern city, seven of which were shot down.

The Ukrainian foreign minister has suspended consular services for military-aged male citizens who are living abroad. 

In what appeared to be a measure to boost conscription, foreign minister Dmytro Kuleba said in a statement on X that measures had to be taken to restore "fair treatment". 

"How it looks like now: a man of conscription age went abroad, showed his state that he does not care about its survival, and then comes and wants to receive services from this state," he said. 

"It does not work this way. Our country is at war." 

The measures do not include those who need to return to Ukraine.

Last week, Ukraine's parliament passed a new law that will change how the country calls up new troops.

The law will essentially make it easier to identify every draft-eligible man in the country, where many have dodged conscription by avoiding contact with authorities.

Ahead of his trip to Poland this afternoon, Prime Minister Rishi Sunak spoke with Ukrainian President Volodymyr Zelenskyy.

During the call, Mr Sunak assured Mr Zelenskyy of the "UK's steadfast support for Ukraine's defence against Russia's brutal and expansionist ambitions", a Downing Street spokesperson said.

The prime minister also confirmed that the UK will provide an additional £500m in immediate funding - which will include 60 boats, more than 400 vehicles and over 1,600 missiles.

"President Zelenskyy thanked the prime minister for the UK's continued support, saying the new military assistance would make a material difference to ordinary Ukrainians fighting on the frontline to defend their country," the spokesperson said. 

Mr Sunak said he will use his trip to Poland and Germany to "galvanise the international community to support Ukraine's defence".

The Russian ministry of defence has claimed to have taken control of Novmykhalivka - a town which could lead to further settlements. 

Although the town has no military significance, it lies on roads that lead to settlements that straddle the Sukhiy Yaly River, the UK Ministry of Defence (MoD) said.

Russian forces reportedly entered the town on 9 February and completely cleared it in 73 days - covering a distance of under 5km.

The 79th Separate Air Assault Tavriia Brigade reportedly stated the operation required 30,000 Russian personnel.

The MoD said Russian forces would now likely seek to advance towards the town of Kostyantynivka - which lies 18 miles west of Bakhmut.

Ukraine's anti-corruption agency is treating agriculture minister Mykola Solsky as a suspect in an investigation into the illegal acquisition of state-owned land worth 291 million hryvnia (£5.9m), according to Ukrainian media.

Mr Solsky has overseen the grain industry since his appointment in March 2022. 

In a statement, the National Anti-corruption Bureau of Ukraine said it had uncovered a scheme led by a current minister.

Although Mr Solsky was not named directly, it said the suspect was the former chairman of the parliamentary agrarian committee, a post held by Mr Solsky before he became agriculture minister.

If confirmed, Mr Solsky would be the first known government minister under President Volodymyr Zelenskyy to be named as a suspect in a corruption case.

UK's Sunak to announce Ukraine aid during visit to Poland

UK leader Rishi Sunak arrived in Warsaw on Tuesday for talks with Polish premier Donald Tusk and NATO chief Jens Stoltenberg that will focus on Ukraine and wider European security.

While in Poland's capital, the British prime minister will announce £500 million ($617 million) in additional military funding for Kyiv in its more-than two-year battle against Russia's full-scale invasion, his Downing Street office said in a statement.

"Defending Ukraine against Russia's brutal ambitions is vital for our security and for all of Europe. If Putin is allowed to succeed in this war of aggression, he will not stop at the Polish border," Sunak said ahead of the trip.

A Downing Street spokesperson said Sunak spoke by phone with Ukrainian President Volodymyr Zelensky earlier on Tuesday "to assure him of the UK's steadfast support for Ukraine's defence".

"He confirmed that the UK would provide an additional £500 million in immediate funding to support the highest priority capabilities, including further ammunition, air defence and drones," the spokesperson said.

On the plane to Warsaw, Sunak told reporters he discussed Ukraine's air defence needs with Zelensky.

"You'll see that package that we've announced today is the single biggest package that we've ever announced in one day," Sunak added.

Zelensky has thanked the British leader, saying on social media he was grateful "for such a strong demonstration of support and for the willingness to further develop our defense cooperation".

- Missiles, armoured vehicles -

Sunak's visit to Eastern Europe comes as Kyiv pleads with allies to ramp up supplies of ammunition and air defences desperately needed to repel Russian attacks.

Western countries are also under pressure to boost spending on their own defence in the face of Russian threats.

Ukraine has for months struggled with a growing shortage of ammunition, with Europe struggling to provide weaponry as Ukrainian forces get pushed back along the front line.

US lawmakers eased the pressure last weekend by unblocking a $61-billion military aid package for Kyiv following six months of political wrangling.

But EU defence and foreign ministers insist that Europe must still speed up its deliveries of arms to Ukraine.

Germany has answered Kyiv's call in recent days by saying it would send an extra Patriot air defence system to Ukraine.

Stoltenberg said last week that he expected more NATO countries to make announcements on fresh air defences for Kyiv "soon".

During his trip, Sunak will announce the UK's "largest-ever single package of equipment" for Ukraine's war effort.

It will include more than 1,600 strike and air defence missiles, as well as additional Storm Shadow long-range precision-guided missiles.

He will also pledge more than 400 vehicles, including armoured ones, and nearly four million rounds of small arms ammunition.

Ukraine has asked especially for seven more advanced Patriot systems capable of shooting down Russia's hypersonic missiles -- but is keen to get any help it can.

Six nations in the EU -- Germany, Greece, the Netherlands, Poland, Romania and Spain -- have the US-designed systems.

Sunak will then travel to Germany where he will meet Chancellor Olaf Scholz in Berlin on Wednesday.

The German government has led a push to bolster NATO's air defences in Europe amid Russia's relentless missile strikes on Ukraine.

Berlin has urged allies to buy deterrence systems together and the UK is among some 20 countries to have signed up to Germany's common air defence project, the European Sky Shield Initiative.

The project would involve joint procurement for short-, medium- and long-range systems, including the German-made Iris-T, the American Patriot system and the US-Israeli Arrow 3.

France has so far declined to sign up to the pact, with officials there arguing instead for an air defence system using European equipment.

Tusk only announced last week that Poland -- which has seen Russian missiles enter its airspace -- intended to join.

EU chief Ursula von der Leyen recently warned EU leaders to boost defence spending.

Brussels has put forward a 1.5-billion-euro ($1.6-billion) strategy to step up defence production, but officials say this is nowhere near sufficient.

Sunak is under pressure to raise defence spending in Britain, which left the EU in early 2020, to three percent of GDP, as a general election looms later this year.
