Extending Your Visit

If Customs and Border Protection (CBP)  authorizes your admission to the United States at the designated port of entry, you will receive a stamped Form I-94, Record of Arrival-Departure . If you wish to stay beyond the time indicated on the Form I-94, you may apply for an extension by filing Form I-539, Application to Extend/Change Nonimmigrant Status , with USCIS.

In informal AmE, they often say "Come visit us." or "I'll go see a doctor." when you combine another verb with 'come' and 'go'.

I'd like to know why they do not say "He's the one who often comes visit me." in informal AmE. I think maybe it's related to pronouncing 'comes visit me'. They say 'come visit me', but they don't say 'comes visit me'. Maybe 'come visit us' is easier to pronounce than 'comes visit us', and they do not use 'comes visit us'. Is there anybody who can answer my question out there?

Generally, a citizen of a foreign country who wishes to travel to the United States must first obtain a visa, either a nonimmigrant visa for a temporary stay, or an immigrant visa for permanent residence. Visitor visas are nonimmigrant visas for persons who want to enter the United States temporarily for business (B-1 visa), for tourism (B-2 visa), or for a combination of both purposes (B-1/B-2 visa).

Here are some examples of activities permitted with a visitor visa:

Business (B-1)

• Consult with business associates
• Attend a scientific, educational, professional, or business convention or conference
• Settle an estate
• Negotiate a contract

Tourism (B-2)

• Vacation (holiday)
• Visit with friends or relatives
• Medical treatment
• Participation in social events hosted by fraternal, social, or service organizations
• Participation by amateurs in musical, sports, or similar events or contests, if not being paid for participating
• Enrollment in a short recreational course of study, not for credit toward a degree (for example, a two-day cooking class while on vacation)

Travel Purposes Not Permitted On Visitor Visas

These are some examples of activities that require different categories of visas and cannot be done while on a visitor visa:

• Paid performances, or any professional performance before a paying audience
• Arrival as a crewmember on a ship or aircraft
• Work as foreign press, in radio, film, print journalism, or other information media
• Permanent residence in the United States

Birth tourism (travel for the primary purpose of giving birth in the United States to obtain U.S. citizenship for their child) is not permissible on a visitor visa.

How to Apply

There are several steps to apply for a visa. The order of these steps and how you complete them may vary by U.S. Embassy or Consulate. Please consult the instructions on the  U.S. Embassy or Consulate website .

Complete the Online Visa Application

• Online Nonimmigrant Visa Application, Form DS-160 – Learn more about completing the DS-160 . You must: 1) complete the online visa application and 2) print the application form confirmation page to bring to your interview.
• Photo – You will upload your photo while completing the online Form DS-160. Your photo must meet the Photograph Requirements .

Schedule an Interview

Interviews are generally required for visa applicants with certain limited exceptions below. Consular officers may require an interview of any visa applicant.

You should generally schedule an appointment for your visa interview at the  U.S. Embassy or Consulate  in the country where you live. You may schedule your interview at another U.S. Embassy or Consulate where you will be present but aware that in some cases it may be more difficult to demostrate your qualifications for a visa outside of the country where you live.

Wait times for interview appointments vary by location, season, and visa category, so you should apply for your visa early. Review the interview wait time for the location where you will apply:

Check the estimated wait time for a nonimmigrant visa interview appointment at a U.S. Embassy or Consulate.

Note:  Please check the individual Embassy or Consulate website to determine if your case is eligible for a waiver of the in-person interview.

Applicants scheduling visa appointments in a location different from their place of residence should check post websites for nonresident wait times.

• Fees - Pay the non-refundable visa application fee , if you are required to pay it before your interview. If your visa is approved, you may also need to pay a visa issuance fee, if applicable to your nationality. Fee information is provided below:

Gather Required Documentation

Gather and prepare the following required documents before your visa interview:

• Passport valid for travel to the United States – Your passport must be valid for at least six months beyond your period of stay in the United States (unless exempt by country-specific agreements ). Each individual who needs a visa must submit a separate application, including any family members listed in your passport.
• Nonimmigrant Visa Application, Form DS-160 confirmation page.
• Application fee payment receipt, if you are required to pay before your interview.
• Photo – You will upload your photo while completing the online Form DS-160. If the photo upload fails, you must bring one printed photo in the format explained in the Photograph Requirements .

Additional Documentation May Be Required

Review the instructions for how to apply for a visa on the website of the U.S. Embassy or Consulate where you will apply. Additional documents may be requested to establish if you are qualified. For example, additional requested documents may include evidence of:

• The purpose of your trip,
• Your intent to depart the United States after your trip, and/or
• Your ability to pay all costs of the trip.   

Evidence of your employment and/or your family ties may be sufficient to show the purpose of your trip and your intent to return to your home country. If you cannot cover all the costs for your trip, you may show evidence that another person will cover some or all costs for your trip.

Note:  Visa applicants must qualify based on their ties abroad/to their home country, rather than assurances from U.S. family and friends. A letter of invitation or Affidavit of Support is not needed to apply for a visitor visa. If you choose to bring a letter of invitation or Affidavit of Support to your interview, please remember it is not one of the factors used in determining whether to issue or deny the visa.

Attend Your Visa Interview

A consular officer will interview you to determine whether you are qualified to receive a visitor visa. You must establish that you meet the requirements under U.S. law to receive a visa.  Ink-free, digital fingerprint scans are taken as part of the application process. They are usually taken during your interview, but this varies based on location.

After your visa interview, the consular officer may determine that your application requires further  administrative processing .  The consular officer will inform you if this required.

After the visa is approved, you may need to pay a visa issuance fee (if applicable to your nationality), and make arrangements for the return of the passport and visa to you.  Review the  visa processing times  to learn more.

Entering the United States

A visa allows a foreign citizen to travel to a U.S. port-of-entry (generally an airport) and request permission to enter the United States. A visa does not guarantee entry into the United States. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) officials at the port-of-entry have authority to permit or deny admission to the United States. If you are allowed to enter the United States, the CBP official will provide an admission stamp or a paper Form I-94, Arrival/Departure Record. Learn more about admissions and entry requirements, restrictions about bringing food, agricultural products, and other restricted/prohibited goods, and more by reviewing the CBP website .

Extending Your Stay

See  Extend Your Stay  on the U.S. Citizenship and Immigration Services (USCIS) website to learn about requesting to extend your stay beyond the date indicated on your admission stamp or paper Form I-94. 

Failure to depart the United States on time will result in being  out of status . Under U.S. law, visas of individuals who are out of status are automatically voided ( Section 222(g) of the Immigration and Nationality Act ).  Any multiple entry visa that was voided due to being out of status will not be valid for future entries into the United States.

Change of Status

If your plans change while in the United States (for example, you marry a U.S. citizen or receive an offer of employment), you may be able to request a change in your nonimmigrant status to another category through U.S. Citizenship and Immigration Services (USCIS). While you are in the United States, receiving a change of status from USCIS does not require you to apply for a new visa.  However, once you depart the United States you must apply for a new visa at a U.S. Embassy or Consulate in the appropriate category for your travel.

Additional Information

• An individual on a visitor visa (B1/B2) is not permitted to accept employment or work in the United States.
• There is no guarantee you will be issued a visa. Do not make final travel plans or buy tickets until you have a visa.
• A valid U.S. visa in an expired passport is still valid. Unless canceled or revoked, a visa is valid until its expiration date. If you have a valid visa in your expired passport, do not remove it from your expired passport. You may use your valid visa in your expired passport along with a new valid passport for travel and admission to the United States. 

Travel for Medical Treatment

If you are seeking medical treatment in the United States, the consular officer may ask for further documents at your visa interview, which may include:

• Medical diagnosis from a local physician, explaining the nature of the ailment and the reason you need treatment in the United States.
• Letter from a physician or medical facility in the United States, stating they are willing to treat your specific ailment and detailing the projected length and cost of treatment (including doctors’ fees, hospitalization fees, and all medical-related expenses).
• Proof that your transportation, medical, and living expenses in the United States will be paid. This may be in the form of bank or other statements of income/savings or certified copies of income tax returns (either yours or the person or organization paying for your treatment).

Visitor Visas for Personal or Domestic Employees (B-1)

You may apply for a B-1 visitor visa to work in the United States as a personal or domestic employee for your employer in limited situations. You may for a visitor visa as a domestic employee if, among other requirements, your employer is:

• A U.S. citizen who has a permanent home or is stationed in a foreign country, but is visiting or is assigned to the United States temporarily; or
• A foreign citizen who is in the United States on one of the following nonimmigrant visa categories:  B, E, F, H, I, J, L, M, O, P, Q or TN.

Visa Renewal

Whether you are applying for the first time or renewing your visa, you will use the same application process (please review How to Apply , above). Some applicants seeking to renew their visas in certain visa classes may be eligible for the Interview Waiver (IW) which allows qualified individuals to apply for visa renewals without being interviewed in person by a U.S. consular officer. Review the instructions on the website of the U.S. Embassy or Consulate where you will apply to determine if IW is available and if you qualify.

Do I need a visa if I have an ABTC?

Yes, you will still need a visa to travel to the United States, unless you qualify for the  Visa Waiver Program . Having an Asian-Pacific Economic Cooperation (APEC) Business Travelers Card (ABTC) does not change visa requirements, your visa status, or the visa process for travel to the United States.

How can I use my ABTC when I apply for my visa?

If you have an Asian-Pacific Economic Cooperation (APEC) Business Travelers Card (ABTC), you might be able to schedule an expedited visa interview appointment. Review the instructions for scheduling expedited appointments on the website of the  embassy or consulate  where you will apply. 

Visa Annotations for Certain Maritime Industry Workers

Certain foreign maritime workers are eligible to apply for a Transportation Worker Identification Credential (TWIC) once in the U.S. If you, as a maritime industry worker, will perform services in secure port areas, your visa must be annotated “TWIC Letter Received.” Workers whose visas are not annotated will not be permitted by the Transportation Security Administration (TSA) to apply for a TWIC.

In order for your visa to be annotated, you must obtain a letter from your employer explaining the need for a TWIC and that you are a potential TWIC applicant. See a template example of this letter. You must present this letter when you apply for the B-1 visa. You must meet all other eligibility requirements for a B-1 visa.

Misrepresentation or Fraud

Attempting to obtain a visa by the willful misrepresentation of a material fact, or fraud, may result in the permanent refusal of a visa or denial of entry into the United States.

Citizens of China

In accordance with the agreement signed between the United States and China to extend visa validity, beginning on November 29, 2016, Chinese citizens with 10-year B1, B2 or B1/B2 visas in Peoples’ Republic of China passports will be required to update their biographical and other information from their visa application via a website every two years, or upon getting a new passport or B1, B2, or B1/B2 visa, whichever occurs first.  This mechanism is called EVUS - Electronic Visa Update System.

The EVUS website is now open to the public for enrollments at www.EVUS.gov .  CBP will not collect a fee for EVUS enrollment at this time. CBP anticipates the eventual implementation of an EVUS enrollment fee, but does not have a time frame. Until the implementation of a fee, travelers can enroll in EVUS without charge.  The Department of Homeland Security, Customs and Border Protection (CBP) will keep visa holders informed of new information throughout the year. For further information, please visit  www.cbp.gov/EVUS .‎

Visa Waiver Program  (VWP)

IMPORTANT NOTICE!!

This is not an invitation for every internet person to visit us. This is for our good friends and family or their good friends or family. Please don't be a random person showing up at our door.

Now that we have that cleared up, let's talk about what we mean when we tell you that we want you to come visit us. Of course, before we go anywhere with this, make sure you let us know your plans. We might not be around, so please let us know first. 

Seriously, this is not an empty invitation

When we invite you to come visit, we really mean it! We've been housesitting for nearly two years now staying in other people's houses and we're ready to pay it back! We will have a place in Wales for FIVE YEARS starting this fall. We won't have furniture for it right away, so if you come early, you can help us decorate! But it has four bedrooms, so there will be plenty of room!

It's not that expensive to get to us

We understand that many people are cautious about travel, but the UK is one of the cheapest places to get to in the world! Our round trip tickets that we got at the last minute were only $1200 for the two of us! You can easily find cheaper, though, if you plan ahead. Once here, there's a ton to see both expensive and cheap. Tell us your budget and we'll figure something out.

We don't have to hang out the whole time

It's true! You can use us as a way station to go explore Europe! Flights from London to most anywhere can be found for as little as $30 round trip! Come bring your stuff to us and drop it off, then you can travel light to wherever. Go to Belgium for a few days, then come back and recharge. Maybe we'll be able to take some time off, but if you want to go without us, we completely understand. We tell people to plan to spend about $100 per location and $100 per night. So go to Paris for 3 days/2 nights for $300. It's a good way to guess how much things will cost. Of COURSE, you can pay less pretty easily (or much, much more if you need to travel in style), but it's a pretty good estimate for how much to save up. 

Bring your friends!

We're friendly people! You can bring people we don't know. Or heck, send your kids to travel the area for the summer! We're easy! Any friend of yours is a friend of ours, right? (Assuming, of course, that YOU are a friend of ours. NO CREEPERS!)

We have some pretty simple rules to follow: Don't be loud and disruptive. You're on vacation, but we're still working. Be courteous. Don't expect us to drop everything to entertain you. I'm sure we love you, but we still have to live our lives. We can't afford to pay for a lot of extras. We did just move after all. Budget accordingly. We'll probably pick you up from the airport, but be ready to take the bus. Public transport is fantastic in the UK (and other European countries) so be ready to take a bus to our area. 

That's about it! If we've invited you to come stay, this is what we mean. Come for a few days or come for months! We reserve the right to send you back home if you're annoying, though. So just be cool, and we'll have a great time! Hope to see you soon!

Will Biden’s Help for Ukraine Come Fast Enough and Last Long Enough?

The president signed a 10-year security pact with Ukraine and promised, with E.U. help, a $50 billion loan. But will the money arrive in time to turn the tide, and will the deal outlast the election in November?

David E. Sanger, who has covered superpower confrontation and the American presidency for three decades, is traveling with President Biden at the Group of 7 summit in Bari, Italy.

President Biden has consistently resisted pressure during 27 months of war to let Ukraine into NATO, convinced that it could quickly result in American troops being sent into direct combat with the Russians.

So on Thursday, he rolled out alternative steps designed to demonstrate to President Vladimir V. Putin of Russia that the United States and its allies had no intention of packing up and leaving.

He signed a 10-year security pact with President Volodymyr Zelensky of Ukraine that Mr. Biden portrayed as guaranteeing a supply of weapons, intelligence support, advice and technology needed to win the war and deter a new one.

He also said the United States would take the lead in providing Ukraine with a $50 billion loan to rebuild its devastated ports and power plants and to buy weapons. The money is to be repaid from interest generated from $300 billion in assets that Mr. Putin, inexplicably, left in Western financial institutions before his February 2022 invasion.

“Our goal is to strengthen Ukraine’s credible defense and deterrence capabilities for the long term,” Mr. Biden said moments after he and Mr. Zelensky signed the accord on the southwest coast of Italy, where the Group of 7 industrialized nations opened their annual leaders conference.

“We’re not backing down," he added, warning Mr. Putin that “he cannot wait us out.”

Mr. Zelensky thanked Mr. Biden warmly, even though the security pact and loan were far short of what he wanted at this grave moment in the war. Mr. Zelensky has made no secret of the fact that it is hard to focus on Ukraine’s long-term prospects when he is desperately worried about surviving the short term in the face of relentless, if incremental, Russian advances.

But the bigger worry for Ukraine’s increasingly embattled leader, and for all of Europe, is that the accords themselves may not survive the outcome of the American election and Europe’s recent one.

The security pact, based on similar, decade-long commitments to Israel, contains no funding — just an American commitment to work with Congress to secure the tens of billions of dollars that would be required. That most likely means another bruising fight on Capitol Hill, where a bare majority of Republicans in Congress had for months opposed any more commitments of funds and the arms they buy before funding was approved in April .

But the bigger concern for Mr. Zelensky is that Mr. Biden, with whom his relationship has often been contentious, might be at his last Group of 7 summit. And buried in the fine print of the security agreement they signed with flair lies this paragraph: “Either Party may terminate this Agreement by providing a written notification through diplomatic channels” that would “take effect 6 months after.”

That is exactly the kind of loophole that former President Donald J. Trump exploited with the Iran nuclear agreement, which he abandoned in 2018. Mr. Trump has made no secret of his disdain for Ukraine or his desire to rid the United States of a huge financial commitment there. Instead, he has insisted he could end the war in 24 hours — presumably by telling Mr. Putin he can keep the territory he has already seized.

“It’s an agreement that really captures the moment,” said Seth G. Jones, director of the Transnational Threats Project at the Center for Strategic and International Studies, a prominent research institute in Washington, who just returned from a visit to Ukraine. “On the one hand, it’s a useful step to establish a long-term relationship with Ukraine. On the other hand, it is very much short of what the Ukrainians really want: real NATO membership” that, unlike the piece of paper both men signed with such flair, is hard to revoke.

The $50 billion loan, if disbursed this year, is harder for a future president to reverse. And the money is coming just in time: Ukraine’s budgetary situation is so dire that it has been forced to sell some state assets .

Treasury Secretary Janet L. Yellen, an architect of the loan plan that leaves Russia’s principal untouched but uses the interest it earns, said at an event in New York on Thursday that it demonstrated to Mr. Putin that Ukraine’s allies were “completely united.”

“We intend to give Ukraine the resources it needs to wage an effective war against Russia and to support their direct budget needs, and we’re going to provide a very meaningful chunk of resources,” she said.

“This is the first tranche, and if necessary there’s more behind it,” Ms. Yellen said. “In a sense, we’re getting Russia to help pay for the damage it’s caused.”

The president of the European Commission, Ursula von der Leyen, said on Thursday that all the members of the Group of 7 countries would participate in the loan, and the European Union might contribute up to half the money, a senior European official said. Washington would make up the difference.

But the loan is in a race against time and Russia’s destructive capability.

For the first two years of the war, it was assumed time was on Ukraine’s side — that Mr. Putin would have to back down if the war stretched on too long. Now, no one is so sure that is still the case.

Until recent days, the Russians for months appeared to have the momentum — though now they have been slowed after Mr. Biden, reversing himself, allowed Ukraine to shoot American-provided weapons onto the Russian side of the border near Kharkiv. Mr. Biden and his aides called it a “common sense” move, denying Mr. Putin the chance to attack Ukraine without fear of retribution.

The reversal was also born of the fear that the Ukrainian leader was running out of options. He is clearly short of troops and air defenses. He may be short of time.

Ukraine’s currently precarious position is notably different from what it was a few months into the war in 2022, when it seemed as if Russia’s military was collapsing. In 2023, there was hope that a Ukrainian “counteroffensive” would push Moscow’s forces out of the country. It flopped.

On Thursday, for all the talk of sticking with the war “as long as it takes,” there was little discussion, at least within earshot of reporters, of what a realistic endgame might look like. The new security accord refers to a “just and lasting peace” without defining what that means — or what happens if a just peace is in tension with a lasting one.

Mr. Putin also seems to have a remarkably high tolerance for pain — or at least the suffering of his troops.

More than 1,000 Russian soldiers were either killed or wounded on average each day in May, senior NATO and Western military officials said on Thursday. Ukraine’s forces are increasingly stepping up offensive operations as more Western military aid finally reaches the battlefield, after months of delay.

One Western military official said that Russia’s assault against the northeast city of Kharkiv has “culminated” and was not expected to continue to advance in the immediate future, and that Ukrainian strikes on artillery bases inside Russia were beginning to degrade its attacks.

But a senior NATO official, who provided an assessment at a briefing, said Russia was expected to “wage a pretty significant push” in coming weeks in a likely bloody rebuttal to any of Ukraine’s revived military capabilities. And Russia, the official said, would love nothing better than to mar the celebration of NATO’s 75th anniversary in Washington next month.

“None of us should be under the illusion that it’s going to be an easy summer,” the official said.

Only after surviving that, and the coming election, will Mr. Biden and Mr. Zelensky be able to jointly think about what Ukraine’s long-term future might look like. Otherwise, all bets are off, including how long the partnership they agreed to on Thursday will actually last.

Vietnam is a rising nation that the West wants closer ties with. The visit is a signal from Russia that Putin isn’t isolated.

Russian President Vladimir Putin on Thursday held talks with Vietnam’s leaders, hours after flying into Hanoi for a visit to an old ally that has positioned itself as an increasingly influential geopolitical player, wooed by most major nations. Putin flew to Vietnam from North Korea, where he met that country’s leader, Kim Jong Un, on Wednesday.

The visit to Vietnam, among other things, is Russia’s way of showcasing that while Putin is treated as a pariah by the West, he still holds political clout in the East, experts have said. Communist-led Vietnam will welcome Putin for a two-day visit, the Kremlin said.

The trip comes after the United States last week imposed more sanctions on Moscow and Western countries reiterated their unwavering support for Ukraine – now fighting its third year of war against Russia – by agreeing to a $50bn loan for Kyiv at a Group of Seven (G7) summit. The visit also comes days after last weekend’s Ukraine peace summit in Switzerland.

Why Vietnam?

While North Korea , where Putin held meetings with leader Kim Jong Un on Wednesday, is itself a global outcast, heavily sanctioned by the United Nations over its nuclear and missile programmes, Vietnam is a nation that other major countries want close ties with.

A rising economy and a leading exporter of garments, Vietnam today counts the US and other Western countries as important partners. India is a growing defence partner. Vietnam is also a pillar of Southeast Asian efforts to balance ties with China, keeping strong economic ties with Beijing while pushing back against perceived military threats from the Asian giant.

That backdrop makes Vietnam a choice destination for the Russian leader. “Putin will hope his Vietnam visit signals that Russia is far from isolated in Asia amid its recent Ukraine war inroads,” said Prashanth Parameswaran, a fellow at the Washington, DC-based Wilson Center. “ … Even though the visit has been pending for a while now and Moscow’s list of regional friends is quite short in practice,” added Parameswaran, who is also the founder of the weekly ASEAN Wonk newsletter.

What is on the agenda?

Vietnamese President To Lam welcomed Putin in Hanoi on Thursday, committing to further strengthening ties, which he said would enhance peace in the region and globally.

While very few details are available at the moment, their dialogue is expected to focus on strengthening their strategic partnership. In 2001, Russia became the first country to sign a strategic partnership with Vietnam.

Regional and global issues will also feature on the agenda, the Russian state news agency TASS reported. Following the meeting, a joint statement will be adopted and a number of bilateral documents will be signed, it added.

Russia is Vietnam’s biggest weapons supplier, and military and security relations are expected to figure in talks.

How strong are Vietnam-Russia ties? 

Ties between the two countries date back to the Soviet Union, which was Hanoi’s biggest weapons supplier – a position that Russia today still occupies.

The Soviet Union’s military support was critical to the Communist Party of Vietnam during key historical events, including the First and Second Indochina Wars against France and the US.

However, the relationship between the two goes beyond its military scope.

“They were once on the same side of history, they shared the same ideology against Western capitalism and imperialism. And the legacy of shared ideology is still there,” said Huong Le Thu, International Crisis Group’s deputy programme director for Asia.

The Soviet Union used to host tens of thousands of Vietnamese students during the Cold War, including the current head of the Communist Party, Nguyen Phu Trong.

Hanoi’s architecture also has a Soviet touch, such as the museum of modern Vietnam’s founding father Ho Chi Minh, and an imposing Vietnam-Soviet Friendship Cultural Palace, built in the late 1970s.

What is Vietnam’s position on Ukraine?

Since the start of the war in 2022 , Vietnam has officially taken a neutral stance.

“Vietnam has tried to cultivate a careful balance in the Ukraine war between not disrupting ties with Russia as a traditional partner while also signalling that it takes principles like territorial integrity seriously,” said Parameswaran.

As a victim of large occupying or invading powers – the US, France, Japan and China – over the past 80 years, Vietnam holds a country’s sovereignty and territorial integrity being inviolable as a sacrosanct principle.

The centrality of those principles is something that Vietnam has repeatedly underscored at global meetings discussing the Ukraine war, in veiled criticisms of Russia’s war – even though it has not condemned Moscow.

There is also a shared history, and a degree of sympathy, between Vietnam and Ukraine, which was also part of the Soviet Union, say analysts. Ukraine too used to supply weapons to Hanoi and cultural ties meant that many Vietnamese studied in Ukraine forming a large diaspora. Vietnam has supplied humanitarian aid to Ukraine through international organisations during the war.

Yet, Vietnam skipped the Ukraine peace summit last week and abstained on four resolutions at the UN General Assembly condemning Russia’s invasion of its neighbouring country. It also voted against removing Moscow from the UN Human Rights Council.

“Vietnam guides its foreign policy based on its historical legacies and its own interests – it wants to showcase that it’s able to receive Chinese, American and Russian leaders and that it is OK with being friends with anyone – it’s a multidimensional diplomacy,” Le Thu added.

The peak of such flexibility, which some experts called “bamboo diplomacy”, came last year when US President Joe Biden and Chinese President Xi Jinping visited the country. Bamboo, which grows widely in Vietnam, is known for its ability to bend as needed – without snapping – serving as a metaphor for the country’s foreign policy.

What is the US response to Putin’s visit to Vietnam?

The US is a top trade partner of Vietnam and has not taken Putin’s visit well.

“No country should give Putin a platform to promote his war of aggression and otherwise allow him to normalise his atrocities,” a US embassy spokesperson in Hanoi told the Reuters news agency. “If he is able to travel freely, it could normalise Russia’s blatant violations of international law,” they added.

The visit to Vietnam is a rare occasion for Putin to travel outside Russia since the International Criminal Court (ICC) issued a warrant for his arrest over alleged war crimes in Ukraine. The warrant means that any signatory to the ICC must arrest the Russian president should he step into their territory. Vietnam is not an ICC member.

What is China’s role in all of this?

As the war in Ukraine drags into a third year, Moscow’s political and economic dependence on China has deepened. This is relevant to Vietnam, which has a dispute with China in the South China Sea. Beijing claims jurisdiction rights to maritime resources on certain Vietnamese territories rich in oil and gas reserves.

This is where Russia comes into the picture. Two of its energy companies are involved in upstream projects in some of the contested zones.

“Vietnam is concerned that as a result of Russia’s growing dependence on China, Beijing could use its leverage with Moscow to undermine Vietnamese interests. This would include increased pressure on the Kremlin to withdraw its state-owned energy companies,” Ian Storey, a fellow at the Institute of Southeast Asian Studies, wrote in a research paper in March.

Mutual defense pact between North Korea and Russia raises new questions, but it's far from unique

BANGKOK — A new mutual-defense pact signed by Russian President Vladimir Putin and North Korean leader Kim Jong Un commits each country to come to the other’s aid if attacked.

Just what the threshold for such assistance would be is currently unclear -- maybe deliberately so, to deter other countries from putting it to the test. Putin initially told Russian media that the partnership provides for “mutual assistance in the event of aggression against one of the parties,” while North Korea’s state-run Korean Central News Agency later reported that the pact’s Article 4 called for assistance “in the event that either of the parties is invaded and pushed into a state of war.”

If the pact is triggered, the countries’ obligations are also vague, with KCNA reporting that if one is attacked the other must deploy “all means at its disposal without delay” to provide “military and other assistance.”

Experts note that the language is almost identical to that of a previous mutual defense pact from 1961 between the Soviet Union and North Korea, which was never put to the test.

Such pacts are not uncommon and are rarely invoked, while often being touted as a means of deterring aggression, though the agreement between the two unpredictable and autocratic leaders of nuclear nations immediately raised concerns globally.

The United States has many similar treaty obligations with other Asian nations, not to mention through NATO’s Article 5 provision, which says that an attack on a member of the alliance is to be considered an attack against all of its members. The only time NATO’s Article 5 has been invoked has been to come to the defense of the U.S. after the Sept. 11, 2001, attacks.

Russia also has mutual defense pacts with several post-Soviet states through its Collective Security Treaty Organization alliance, including Belarus and Kazakhstan.

These are some other significant agreements in the region:

China-North Korea

China has only one mutual defense agreement, and it’s also with North Korea, formally known as the Democratic People’s Republic of Korea.

The pact was signed in 1961, eight years after the Korean War , which started after North Korea, supported by China and the Soviet Union, invaded South Korea, supported by a United Nations effort led by the United States.

Under the agreement, the two countries agreed that if one were attacked, the other would “immediately provide military and other assistance to the best of its ability.”

Marking the 62nd anniversary of the pact last year, China’s People’s Daily reported that “no matter how the international and regional situation changes, China and the DPRK have always trusted and supported each other in accordance with the spirit of the treaty.”

Since it was signed, however, there have been many incidents of violence between North and South Korea, but the agreement has never been invoked.

When North Korea fired artillery at a South Korean island in 2010, killing two marines and two civilians, South Korea returned fire and caused an unknown number of North Korean casualties. China reportedly warned North Korea at the time that it was not obligated to come to its aid if it instigated the aggression.

United States-Philippines

The U.S. has collective defense agreements with six countries in the Asia-Pacific region: South Korea, Japan, Australia, New Zealand, Thailand and the Philippines.

Recently it’s been the 1951 treaty with the Philippines that has been in focus, as China pursues sweeping claims in the South China Sea ever more aggressively, leading to physical confrontations with Philippine ships.

Three weeks ago, Philippine President Ferdinand Marcos Jr. told a defense forum in Singapore that if one of his citizens were killed by China, it would be “very, very close to what we define as an act of war,” giving rise to new fears that the tensions could spark a broader conflict between the U.S. and China.

Just this week, after at least eight Filipinos were injured in a scuffle as China’s coast guard tried to prevent them from delivering fresh supplies to a territorial outpost, the U.S. renewed its warning to Beijing that it was obligated to defend the Philippines.

U.S. Deputy Secretary of State Kurt Campbell told his Philippine counterpart that Washington’s treaty obligation “extends to armed attacks on Philippine armed forces, public vessels, or aircraft -– including those of its coast guard -– anywhere in the South China Sea,” according to the State Department.

In addition to its NATO obligations, the U.S. also has mutual defense agreements with multiple Central, South American and Caribbean nations under the 1947 Rio Treaty.

United States-Taiwan?

The U.S. does not have a mutual defense pact with Taiwan and adheres to a so-called One China policy , in which it recognizes only Beijing as the government of China but allows informal relations and defense ties with Taiwan.

China maintains that self-governing Taiwan is a part of its territory and has not ruled out taking the island by force if necessary .

The U.S. has left it intentionally vague how it would respond if Taiwan were to be invaded by China, pursuing a policy known as “strategic ambiguity.”

At the same time, U.S. President Joe Biden has said on several occasions that the U.S. would respond militarily if China invaded Taiwan.

U.S. Secretary of Defense Lloyd Austin said earlier this month, however, that war with China was neither imminent nor unavoidable, stressing the need for continued dialogue .
