Langkawi Travel Bubble SOPs

Malaysia's Ministry of Tourism, Arts and Culture (MOTAC) has released standard operating procedures (SOPs) for the tourism bubble for Langkawi , which will be open to all fully-vaccinated domestic tourists effective 16 September 2021. Here's everything you need to know about the Langkawi travel bubble.
Travel is only open to fully-vaccinated individuals (i.e. those who have completed two doses of the COVID-19 vaccine).
The scheme is only on or after 16 September 2021.
Langkawi can be visited by domestic tourists who meet the SOP criteria from all over the country (SOPs listed below) , including from states in Phase 1 of the National Rehabilitation Plan.
However, this permission does not apply to those who are currently in areas under the Enhanced Movement Control Order (PKPD, also known as EMCO).
There is no age limit set for entry to Langkawi Island.
However, individuals under the age of 18 must travel with a fully vaccinated guardian.
Insurance coverage as well as COVID-19 screening is not mandatory.
Requirements relating to the journey into Langkawi:
Tourists have the option to go to Langkawi by air and land.
For those coming in by road, they must use the services of travel agencies, at least for the transportation from their respective starting destination to the ferry jetty in Langkawi.
For tourists who start their journey to Langkawi from Kedah and Perlis, as well as those who use the air route, they are not required to use the services of travel agencies.
Those travelling by air do not need to apply for police permit.
For all eligible tourists to Langkawi, here are the SOPs:
Limited to individuals who have completed two doses of vaccination;
The types of vacations allowed are daily (round trip on the same day), overnight, vacations with pre-made accommodation/admission bookings, tour package vacations through a travel company licensed and registered with MOTAC;
The number of passengers per vehicle while en route is subject to the actual capacity of the vehicle;
Visitors who need to adjust to the ferry service hours to Langkawi are allowed to spend the night at registered accommodation premises in Kedah/Perlis;
Visitors must show proof-of-purchase documents for tourism products such as flight tickets, ferry tickets, hotel receipts or travel package receipts when applying for permission with PDRM and when requested by SOP compliance agency enforcement;
The permitted activities for the Langkawi tourism bubble include:
Accommodation in hotels and homestays including facilities in hotel and homestay premises such as surau, swimming pool, gymnasium, lounge, hall, business events (MICE), tourism, and cultural events subject to the General Phase Four SOPs issued by MKN and SOPs of the Ministry/ Department/ Agency related;
Beach activities, water sports, snorkelling, scuba diving, fishing tourism, edutainment centers, recreational parks, extreme/ adventure/ nature parks, farms, aquariums, zoos and other leisure, recreational and social activities;
Special interest tourism activities (golfing, scuba diving, cycling, angling, yachting, etc.);
Eco geo-travel activities (bird watching, caving, mountain climbing, white water rafting, hiking, jungle trekking, camping and so on);
Premises of art, culture and heritage such as museums, libraries, art galleries, cultural heritage art centers/villages, staging of cultural performances and others;
Theme parks and family entertainment centers; and
Academic tours such as Geopark Discovery Center, art gallery, paddy field.

Langkawi Travel Bubble Guide For International Tourists
The pilot travel bubble to Langkawi was launched in November 2021 and after a successful rollout, Langkawi is open for tourism once again! The duty-free destination for sun, sand, and chocolates has been a favourite among travellers so for those who are not aware of the latest requirements, we’ve compiled the Langkawi travel bubble SOPs — including the new SOPS introduced on February 16 — for your reference.
From pre-departure to your goodbyes at the Langkawi airport gates, our Langkawi Travel bubble guide will get you in and out of Langkawi safely.
Langkawi travel restrictions may vary in the future so it’s good to keep your eyes on the Langkawi travel bubble SOPs at all times. You may also refer to the latest developments at the Ministry of Tourism, Arts and Culture website.
1. Who can join the travel bubble?
As of 16 February 2022 , these are the COVID-19 vaccines approved by the Ministry of Health Malaysia:
1. Comirnaty (Pfizer-BioNTech) 2. Covishield (Oxford-AstraZeneca) 3. CoronaVac (Sinovac) 4. Convidecia (CanSino) 5. COVID-19 Janssen (Johnson & Johnson) 6. Covilo (Sinopham) 7. Spikevax (Moderna) 8. Sputnik V (Gam-COVID-Vac) 9. Covaxin (Bharat)
Due to the omicron variant, travellers from South Africa, Botswana, Eswatini, Lesotho, Mozambique, Namibia, Zimbabwe, and Malawi are restricted from the travel bubble to Langkawi.
However, citizens of the listed countries who have been staying in another country for more than 14 days may participate in the Langkawi travel bubble.
To enter, all tourists are required to engage a tour operator or travel agent that is registered and licensed with MOTAC or through foreign representatives who uses the services of a Malaysian tour operator that is registered and licensed under MOTAC.
Free independent travellers or tourists who plan vacations on their own are not allowed .
Finally, SOPs dictate that these individuals are not permitted to travel under the travel bubble:
- Positive for COVID-19 infection
- Close contact to positive cases
- Individuals subject to a Home Surveillance Order
- Individuals subject to mandatory quarantine
- Individuals who recently arrived from high-risk countries
- Those who are symptomatic
2. Pre-departure preparation
Before arrival download the MySejahtera app required for contact tracing in Malaysia . Complete the MySejahtera travel form and mandatory health declaration forms.
Next, ensure that you have a travel insurance policy and proof of purchase with COVID-19 coverage worth at least USD50,000 that covers your entire trip. This can be obtained via your flight provider, tour group, or a foreign insurance provider.
As of 16 February 2022 , the insurance must include coverage for:
- Daily quarantine facility expenses
- Emergency medical transportation by land or sea following a positive COVID-19 diagnosis in category 3 to 5
- Emergency medical expenses for treating illness or injury
- Mortuary and burial services
- Daily isolation facility expenses
Malaysians citizens living abroad are exempted from this requirement.
As we’ve mentioned international travellers are required to engage a licensed tour agency and you are required to furnish a detailed itinerary with an estimated time of arrival and departure. The tour package must include these details:
- Particulars of a tour operator that’s licensed under MOTAC (including licence number)
- Round trip flight tickets
- Accommodation
- Booking or payment of compulsory COVID-19 screening tests
- Tour guide
- Itinerary or tour package

Part of your booking must include payment for the mandatory RT-PCR COVID-19 or RMT done in Malaysia.
3. arrival in Malaysia
Upon arriving at either Kuala Lumpur International Airport 1 or KLIA 2, you will be fitted with an identification tag by the operator of a private health screen test facility. The operator will check your vaccination certificate, ensure MySejahtera app is downloaded and functioning, and ensure you scan the “Langkawi Island International Tourism Bubble Traveller” QR code.
You’ll then conduct a Rapid Test-PCR or RMT. This guide will walk you through the six steps you’ll have to take from landing to your connecting flight to Langkawi International Airport.
Children under the age of two do not need to undergo the COVID-19 screening.
If you pass the health check you’ll then be allowed to proceed to the Immigration Department to furnish your passport, visa, round trip flight tickets, and tour package with the details mentioned earlier.
Your luggage must be handled by check-in directly to the final destination of Langkawi for airlines that have a code-sharing agreement with Malaysian Airlines or by interline arrangement. Your tour operator is in charge of ensuring proper arrangements are made for your luggage if there is no codeshare arrangements for your flight.
For direct arrivals into Langkawi, the same test will be performed and you’ll still be required to furnish proof of your vaccination certificate, a completed health declaration form, proof of purchase of insurance, and MySejahtera app that has been downloaded and is working.
Scan the “Langkawi Island International Tourism Bubble Traveller” QR code and if you pass the health check, you’re one step closer to enjoying Langkawi.
4. during your stay in Langkawi
Do note that it is mandatory for your vacation to be at least a minimum of three days.
As of 16 February 2022 if your stay is below three days or 72 hours, you will not need to conduct an RT-PCR or RMT test again before flying out of Malaysia if your test upon arrival is negative.
For guests staying 3 – 7 days, An RTK Antigen (Professional) test is compulsory on days three and five and a self Antigen Rapid Test is compulsory on days two, four, and six with self-reporting in MySejahtera.
If you’re staying for more than seven days, an RTK Antigen (Professional) is compulsory on days three and five with a self Antigen Rapid Test is compulsory on days two, four, and six and self-reporting in MySejahtera.
Before continuing your travels around Malaysia you must stay seven days in Langkawi and perform a Rapid Test-PCR or RMT test two days before departing Langkawi.
Fully vaccinated tourists with booster may leave Langkawi Island on day 5 if the RT-PCR test on Day 4 is negative or RTK-Ag (Professional) test on Day 5 is negative.
Finally, wearing a mask in Malaysia is mandatory in all public locations. Guests may remove their masks while eating or parking in sporting activities outdoors but discretion is advised. Do consult the local regulations if you are unsure.
Remember to always check in at every new location on your MySejahtera app and keep an eye on your risk status. Failure to check-in to a new location will result in a fine if there is a spot check by authorities.

Make the most of your stay in Langkawi
The travel bubble is the perfect time to make the most of your travels in Langkawi and there are experiences for every kind of tourist from exclusive luxury villas to rustic homes steeped in culture.
Head up north for secluded, luxury escapes that offer nature walks. Take in the scenery from the island’s cable car and walk atop the sky bridge for an unbeatable view. The western tip of Langkawi is home to the relatively new Telaga Harbour Park which connects you to cruise activities in the area as well as Paradise 101 an all-in-one island for fun and feasting.
Down south are the party beaches and is home to Langkawi’s most famous beach, Pantai Cenang. Along the coast you’ll find cafés, restaurants, hotels, and all the duty-free shopping you’d want. The area is the mecca of Langkawi and you’ll want to make sure it’s on your itinerary.
Finally, don’t miss out on the many island-hopping opportunities in Langkawi. Most tours operate out of Teluk Baru Jetty but you’ll want to be specific with the experience you want to enjoy from your excursion. If you like to snorkel, look out for trips to Pulau Payar Marine Park or Datai Day Beach.
If you’re looking for natural wonders, there are boat trips through mangroves and tours that take you to secluded lakes like the Dayang Bunting Lake. These tours can be completed within a day or half a day so plan your day accordingly.

STEP 2 – FLIGHT BOOKING
IF LANDED AT KUALA LUMPUR
Please reconfirm with the airline you wish to book if they have code sharing or interline arrangements. You are unable to collect your luggage if you travel under LITB. Therefore, upfront arrangement with the Airline company will be the best option.
Please ensure you have at least 4 Hours minimum schedule for next flight to Langkawi. Chances are very high miss your flight lower than the minimum recommended time.
Please DO NOT book any other airline except Malaysian Airline from Kuala Lumpur to Langkawi.
You are only allowed to spend a night at Sama-Sama express KLIA 1 if there is no continuation flight to Langkawi. Just in case the hotel is fully booked. you are only allowed to wait at Sama-Sama Express lounge. They have a shower facility, food, and beverage but No beds.

How To Get To Langkawi During The Travel Bubble And What Is Required?
The first question is - who gets to go to Langkawi during the travel bubble?
- Only fully vaccinated people are allowed (including those who are residing in states under Phase One)
- Residents from EMCO areas are not allowed to travel
- There is no age limit. However, those under 18 must travel with fully vaccinated parents/guardians
What permission letters are required to travel during Langkawi Travel Bubble?
- Traveling by air: A permission letter is not required!
- Traveling by land: You need to go through a tour agency or use transportation services from the start of your journey to the Langkawi ferry jetty.

LANGKAWI INTERNATIONAL TRAVEL BUBBLE WILL BE EXTENDED UNTIL THE NATIONAL BORDERS REOPEN
PUTRAJAYA, MALAYSIA, 17 FEBRUARY 2022 : The Langkawi International Travel Bubble (LITB) was implemented as a three (3) months pilot project commencing from 15 November 2021. This pilot project assessed the readiness and preparedness of the countries’ tourism ecosystem, especially the tourism industry and the frontline workers in receiving international tourists to Malaysia in stages and in a safe manner.
The COVID-19 Quartet Ministers Meeting No.2/2022 held on 8 February 2022 agreed to the extension of the Langkawi International Travel Bubble (LITB) until the reopening of the national borders. The SOP for foreign tourists entering Malaysia through LITB was standardised according to the latest requirement by the Ministry of Health Malaysia and was gazetted on 16 February 2022. The changes are as follows:
Fully vaccinated tourists with booster may leave Langkawi Island on Day 5 if the RT-PCR test on Day 4 is negative OR RTK-Ag (Professional) test on Day 5 is negative;
Children aged 12 and below may travel with their vaccinated parents / guardian without having to prove their vaccination;
Children under the age of two (2) DO NOT need to undergo the COVID-19 screening test;
Mandatory for every foreign tourist to purchase an insurance policy worth USD50,000 (COVID-19 and travel). Malaysian citizens living abroad are exempted from this requirement; and
Flight arrivals via KLIA2 is allowed (beginning 22 February 2022).
This SOP commences from 16 February 2022 and will be the benchmark for the reopening of international borders. YB Dato’ Sri Hajah Nancy Shukri, Minister of Tourism, Arts and Culture hopes that this decision will benefit international travellers who wish to visit Malaysia through the LITB.

International Tourists Visiting Langkawi Required to Observe 7-Day Minimum Stay Before Travelling to Other States
As Malaysia’s current gateway for international tourists, Langkawi’s requirements for travellers include screening tests before departure and upon arrival.
The country’s first international travel bubble scheme to Langkawi that began yesterday is exercising a requirement for tourists to stay a minimum of seven days on the island before proceeding to visit other locations.
Langkawi Development Authority (Lada) chief executive officer Nasaruddin Abdul Mutallib said the requirement was introduced seeing how Langkawi is currently poised as an international gateway – despite there currently being no direct international flights to the island.
“The government decided that international tourists are required to stay at least seven days in Langkawi before they are allowed to visit other destinations in the country,” he said a press conference at his office in Kuah yesterday.
As for tourists only planning on staying in Langkawi, Nasaruddin confirms that they will only need to stay for a minimum duration of three days.
“For those just travelling to Langkawi, the minimum stay period under the pilot international travel bubble is three days,” he said.
International tourists planning on visiting Langkawi might fare better engaging travel agencies who are better equipped to manage all Covid-19 screening process requirements. This includes making sure all travellers are informed of and carry out their individual Covid-19 screening tests prior to departure from the original location, and upon arrival into Malaysia. In fact, the international travel bubble requirements stipulate that they use a local travel agent, which might complicate matters, as many agents in Langkawi primarily focus on the domestic market and are largely unknown to a global audience.
Authorities courted a fair bit of derision and criticism for only gazetting the SOPs for the international Langkawi travel bubble on the afternoon of the day it actually commenced, despite announcing the initiative a full month ago. It’s unclear what they’ve been doing in the interim, but stories were already popping up of travellers abroad who listed Langkawi as their final destination – usually connecting in Singapore and/or KLIA – being denied boarding on the first day of the travel bubble scheme as the SOPs had not been communicated to airlines… or anyone else for that matter.

Yes, however you must stay in Langkawi first a total of 8 days and 7 nights (5 days and 4 nights for people with booster vaccination).

Do I need insurance for Langkawi Travel Bubble?
Yes, all foreign travellers are required to have insurance for their whole stay in Malaysia (not just Langkawi). It has to cover Covid-19 with a mininum of 50.000 USD (previously 80K).
Malaysian passport holders are exempted and they do not require insurance.

Neither Malaysians nor foreigners need to apply to MTP to visit Langkawi Travel Bubble.
Book flights to Langkawi Travel Bubble
Currently there are 2 different ways to arrive to Langkawi:
– Via Kuala Lumpur: Your main flight will arrive at KLIA 1 with a major airline: Malaysia Airlines, Qatar, KLM… From there, the last part of your travel will be a domestic flight to Kuala Lumpur. In this case, you have to do a PCR test at KLIA , so we advise to have at least 5 hours of stopover. Your domestic flight has to depart from KLIA 1 to Langkawi (NO AirAsia), and ideally it has to be under the same booking as the flight origin so your luggage is checked-in all the way.
– Via Singapore: Your main flight will be handled with Singapore airlines, having the last part of the trip handled with a Scoot Airlines flight to Langkawi. This Scoot flight is considered an international arrival to Langkawi, so your PCR upon arrival to Malaysia will be done in Langkawi, before you go to your hotel.
What happens if I test positive?
Before your travel: We would try to cancel all services without any cost incurred, however if the date is too near the hotel might impose cancellation fees (in this case is where the insurance takes over to cover the costs)
During your travel: Based on your health conditions, the ministry of Health in Malaysia will determine if you need to quarantine in a hospital or stay in your hotel room to quarantine. All the hotels we work with have a few rooms allocated to quarantine, which is another reason why we offer accommodation in our packages.
I've recently recovered from Covid, can I travel to Langkawi?
Yes, as long as your PCRs show a negative test result you may travel.
Recently the Malaysian government has announced that fully vaccinated people who recently recovered from Covid wouldn’t need to do quarantine. But that only applies to Malaysian residents arriving outside the Langkawi Travel Bubble.
For the bubble however, you may do an Antigen test instead of a PCR upon your arrival (you will need proof of recent recovery and fit to travel letter from a doctor)

LANGKAWI: Tourism operators have reported strong interest from visitors on the first day of a domestic travel bubble to Malaysia’s tropical island destination of Langkawi in Kedah.
Local airlines, which have rolled out attractive fare packages, said flights to the archipelago of 99 islands were full on Thursday (Sep 16) morning, while accommodation providers also saw positive take-up rates.
Budget carrier AirAsia told CNA its maiden flight from Kuala Lumpur to Langkawi, which departed at 9.50am, was 100 per cent full, signifying a “strong rebound for domestic travel”.
It would be resuming 90 weekly flights to and from Langkawi, departing from Kuala Lumpur, Penang, Johor Bahru, Ipoh and Kota Bharu.
Similarly, Malaysia Airlines (MAS) said its inaugural flight which departed Kuala Lumpur International Airport at 9.35am was also full, carrying a maximum capacity of 160 passengers.
A total of 3,200 tourists were expected to arrive in Langkawi on Thursday, according to Utusan Malaysia. Of these, 2,200 were expected to arrive by air while 1,000 travellers were expected to arrive by ferry from Kuala Perlis.
Berjaya Langkawi Resort told CNA that bookings have accelerated when airlines announced resumption of flight services in early September, after Prime Minister Ismail Sabri Yaakob said in a statement that Langkawi would open to local travellers from Sep 16.
The Langkawi domestic travel bubble was the first to be implemented in Malaysia, months after an interstate travel ban was imposed to curb the spread of COVID-19 infections.
“We can conclude that Malaysians are eager and ready to travel again after a long lockdown,” said the hotel’s acting manager Rizal Yaacob.
Homestays also reported a big uptick in reservations. Homestay Kampung Tok Lembut, near Cenang Beach, told CNA that it has already received 48 bookings for its four villas since early September.
Sales executive Mohd Rizal Abdul Rahman told CNA that business was even better than pre-COVID-19 times, and this could be partly due to the discounts it was offering.
“We are offering a special promotion of RM200 a night for September and RM220 a night for October. The standard rate (pre-COVID-19) was RM320,” he said.
Wise Lee Holidays, which operates sunset cruises, told CNA that sales have been “very good”, with its vessels 80 per cent booked on Thursday.
“It’s the first day and already we are seeing so much interest,” said manager Joanne Teoh.
HEALTH PROTOCOLS IN PLACE
Tourism, Arts and Culture Minister Nancy Shukri has said that the Langkawi tourism bubble pioneer project would be a yardstick to determine the reopening of other local tourism destinations.
“If this is successful then, god willing, the other tourism bubble projects will be easier for us. The others are waiting for the result in Langkawi,” she said during a media conference on Wednesday.
The island located in the northwestern coast of Peninsular Malaysia recorded a tourist arrival of 3.9 million in 2019.
With international and domestic travel curbs due to the pandemic, the number had fallen sharply in 2020. It received about 1.28 million visitors from January to August last year, according to the Langkawi Development Authority.
Only fully vaccinated tourists were allowed to visit Langkawi, and in addition to this, all travellers aged seven and above must be tested for COVID-19 before departure.
As of noon on Thursday, five Langkawi-bound travellers tested positive for COVID-19 after undergoing screenings prior to departure, said Health Ministry director-general Noor Hisham Abdullah.
All the positive cases are asymptomatic, and have been ordered to isolate for 10 days, he said in a statement according to Bernama.
A total of 2,546 people have been screened thus far. Dr Noor Hisham said six people who underwent their own tests before arriving at the airport tested negative, while 12 children under the age of six did not take the test and were allowed to leave with their families.
Airlines and tour operators which CNA spoke to stressed that they were adhering to health protocols outlined by the government.
AirAsia said it would be utilising a self check-in system which integrates data from certified healthcare providers to verify a traveller’s travel eligibility based on their test certificate and vaccination certificate.
Berjaya Langkawi Resort’s Rizal said all of its employees have been fully vaccinated. They would be wearing “Fully Vaccinated” button badges “so that guests would feel more at ease”, he said.
He added that the resort would also ensure that public areas with high touch points and guest rooms were thoroughly sanitised.
Teoh from Wise Lee Holidays said all passengers aboard the yachts would be required to wear masks and practise safe social distancing with other guests.
LOCAL RESIDENTS WARY OF SPIKE IN CASES
However, some residents in Langkawi were concerned that the influx of travellers to Langkawi from all across the country could lead to a setback in the area’s battle against COVID-19.
Although more than 80 per cent of Langkawi’s adult population have been fully vaccinated, it has been reporting a steady number of COVID-19 infections.
According to the Langkawi health district office, 42 new COVID-19 cases were reported on Wednesday. There are now more than 700 active cases there.
Lawyer Muhammad Afifi Adnan, a Langkawi resident, told CNA that he was concerned that the tourism travel bubble could lead to a sharp increase in the number of active cases, and ultimately the residents of Langkawi would bear the brunt of the consequences.
“I am definitely concerned. I heard that more than 3,000 tourists are expected to arrive today and 400,000 by the end of the year,” said the 39-year-old.
“Thank god I am fully vaccinated but I have two young children who are not, and I’m worried for them,” he added.
Business owner Shafiq Mohd Azman echoed similar sentiments. The 42-year-old said that if the tourism bubble fails, Langkawi residents would pay the price.
