I.Visa Types and  Required Documents

  Annex 1  Important Tips for online COVA visa form filling

(1) Please carefully read the prompts and requirements of the COVA form system, and complete the entries of the visa application COVA online form step by step, making sure that the information is true, accurate and complete. Please note: Once the application form has been submitted, it cannot be modified in any way.

(2) The " location " option  for submitting the visa application should be in line with the consular jurisdiction.

(3) Basic personal information. Surname, given names, gender, date of birth, nationality, passport number, passport type, etc. must be exactly the same as those on the passport information page, otherwise your visa application will be returned.

(4) If you were born in China (including Hong Kong, Macao and Taiwan), please note:

1. Application form 1.1D The Chinese name (if applicable) must be entered in Chinese with the Chinese character input method, please do not fill in "Chinese", "Chinese", etc.

2. In the application form 1.6G, select "Yes" for "former nationality", and then select the nationality information.

3. Item 1.6H of the application form is required. If the applicant is applying for a Chinese visa for the first time, this entry will be automatically generated during the form filling process; but if the applicant has previously applied for a Chinese visa, this entry will not be displayed when filling in the online form, and the form must be printed out and supplemented by hand-written Chinese name and other information. This Item cannot be empty.

(5) Fill in the work experience and educational background

1. Please fill in the work experience in the past 5 years.

2. The “position” and “duty” of the application form 3.2D and 3.2E must be filled in completely.

3. Please fill in the highest diploma/degree in 4.1 , and the diploma/degree and major in 4.1B and 4.1C must be completed.

(6) Completely fill in each address

The address of the spouse in 5.5A of the application form must fill in the address of the current location, not the address of the place of birth. The address must be filled in completely, including street, city, state, and country.

(7) If you choose "not applicable" for any entry in the form, you need to state the reason for “not applicable”.

(8) Printing and signing. After completing the COVA online form filling, you must print out a full set of application forms, including the "Confirmation of Online Visa application" and "Visa Application Form of the People's Republic of China" (depending on the individual filling situation, a total of 8 to 9 pages will be generated). All the pages of the forms must be printed to turn in, the signature and date on the Confirmation Page and the 8th page of Visa Application Form of the People's Republic of China must be handwritten by the applicant him/herself. Visa applicant under the age of 18 is signed by their guardian, and meanwhile add a handwritten signature in the "For person filling in the application on the applicant’s behalf".

  Annex 2  Contents of S1, S2, Q1, Q2 Visa Invitation Letter

Inviter’s name XX, gender X, date of birth: XX, Chinese ID number XXX (or foreign passport number XX, Chinese permanent residence card number XX), current address in China is XX, contact phone number XX, email XX.

I hereby invite the following relatives to visit China for a short-term visit/long-term residence. He/She plans to go to China on XX, and stay in China for XX days.

Invitee information: name XX, gender X, date of birth XX, nationality XX, passport number XX, and the relative relationship with the inviter is XX.

  Annex 3  Cont ents of M, F and L Visa Invitation Letter

(1) Personal information of the invitee: name, gender, date of birth, passport number, etc.

(2) Information about the invitee’s visit to China: reason for coming to China, date of arrival and departure, place of visit, relationship with the inviting unit or inviter, who will pay for the travel, etc.

(3) Inviting party information: inviting party name, address, tel e phone number, official seal, legal representative or inviter’s signature, date, etc. (the information must be included in the text of the invitation letter)

II.Process of Visa Application

The  consular jurisdiction   of the Embassy  of the People ’ s Republic of China   includes : Washington D . C . , Delaware, Idaho, Kentucky, Maryland, Montana, Nebraska, North Carolina, North Dakota, South Carolina, South Dakota, Tennessee, Utah, Virginia, West Virginia, Wyoming, Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, Oklahoma, Texas, Puerto Rico.. Please confirm that the applicant lives in the above-mentioned states before submitting the visa application.

(1)Visa applicants   need to   log on   to   the website   “ China Online Visa Application (COVA) ”   to fill in the COVA   forms .

After completing the COVA forms as required, please   make sure to  print the full set of COVA forms (8-9 pages)  and  sign   on the Confirmation Page and the 8 th   page .   If the COVA forms   are   not prepared   as guided, the application will not be accepted.

(2)   The physical application documents   can be submitted to the Visa Office within the office hours   by the visa applicant or by an agent .

(3)  In addition to the printed   and   signed   COVA forms, visa applicants also need to prepare the physical   Required Documents (include   "A.Basic Documents"   and   "B.General Documents")    to   submit   on-site   to   the   Visa   Office. If the physical documents   do not meet the requirements   or not sufficient, the application may be returned, and the applicant   may need to fill in the COVA forms  again .

(4) Please check all the information on the visa is correct when picking up. If there is any inaccuracy, please tell the staff immediate ly in case inconvenience brought by the incorrect information. Credit card (Master or Visa card only), money order or cashier's check are accepted for on-site pick-up.

Express service:  3 business days (urgent situation)

Note:  The above processing time is average and for reference only. Some applications may require longer processing time that a pick-up date cannot be confirmed until notified by the Visa Office.

How to Apply for a China Visa — a Step-by-Step Guide

Updates April 25th, 2024: If you book a trip with us, we can arrange a port visa for you to travel to China. China's port visas are similar to the "visas on arrival" of some other countries. It enables a stay in China for up to 30 days. Contact us to book a trip.

From December 1st, 2023 to November 30th, 2024, visitors from France, Germany, Italy, Netherlands, Spain, Singapore, and Malaysia can stay in China for up to 15 days without a visa for travel, business, transit, or visiting friends and family.

Starting March 14th, travelers from Austria, Belgium, Hungary, Ireland, Luxembourg, and Switzerland can also enjoy this visa-free entry.

How to Apply for a China Visa

1. Find out if you need a visa

The first thing is to check whether you need a visa or not. You usually need to apply for a Chinese visa unless you meet one of China's visa-free policies . 72- and 144-hour visa-free transit offer great convenience if you have a layover in China.

2. Find out which visa you need.

There are many types of China visas. Choose a visa type that applies to your situation. If you are planning to go on a vacation in China, apply for a Tourist Visa (L Visa).

3. Prepare the required documents.

The following list of documents are required for any China visa application:

  • A valid passport. Your passport must be valid for at least 6 months when you enter China.
  • A complete visa application form (The visa application form can be downloaded from the Chinese embassy website or from our website. You complete it by computer, print and sign it. In some countries such as UK you should complete an online form . On the form, you might find an item "Serial number of invitation letter of the authorized organization", you may skip this item if you don't have an invitation letter, or the invitation letter is not of this type.)
  • A recent passport-type photograph (head and shoulders only, front view, with a white background, approximately 48mmx33mm)

Along with the aforementioned generally required documents, several additional documents are required depending upon the type of China visa applied for.

For instance, if you are applying for a tourist L visa , you need to prepare an air ticket booking record (round trip) and proof of a hotel reservation OR an invitation letter issued by a Chinese travel agency. ( An invitation letter could be provided by us without extra charge if a China tour of 3 days or more is booked .)

An invitation letter can replace the air ticket and hotel booking if you are planning to stay with friends or family who live in China and can't provide the hotel confirmation, or if your travel is being organized by a travel agency (or other duly authorized organization) in China . We can provide you with the invitation letter if you book a tour with us.

4. Submit the application.

You may submit the application to the Visa Office at Chinese embassies or consulates, or China Visa Application Service Centers (also called CVASC) if they are operating in your country.

Starting from 2018, visa applicants from more and more countries (including the U.S., the UK, and Canada) have to make their visa application in person and have their fingerprints collected .

The regular service processing time is 4 days, and the rushed service takes about 1 day. The latter is only available in extreme emergencies pending a consular officer's approval.

5. Pay the fee and collect your visa.

Go to the place where you apply for a China visa, pay the fee, and collect your visa.

The fees vary enormously depending on your nationality and number of entries. Here we listed China visa prices for some countries for your reference. It may change based on the updated policies.

The fees shown in the table are only for the cost of visa. If you apply through the Chinese Visa Application Service Center, the service fee and tax are required.

When to Apply for a Visa

It is important to get your visa early, but not too early because it is only valid for 90/180 days for single/double-entry visas from the issue date.

It is usually recommended that you apply for the visa one or two months before the intended travel .

Do you need a visa to travel to China?

If holding an ordinary passport, you need to apply for a visa for China unless you are covered by China’s visa exemption policy, such as the 24/72/144 hours visa free transit schemes, Hainan 30-day visa-free access, visa exemption for tour groups meeting certain requirements, and visa-free entry for holders of APEC Business Travel Card. It’s worth mention that nationals of countries which have reached mutual visa-exemption agreements with China, like Singapore, Brunei, Japan, Qatar and Armenia, can also enjoy free entry to China. Those who hold a Chinese Temporary Residence Permit don’t need a visa for China either within the Residence Permit’s validity.

Stretching from the steppes of Central Asia and Mongolia to the tropical jungles of Laos and Vietnam, China is a land of endless travel opportunities. Though the country shut up tight after the world’s first COVID-19 lockdown in Wuhan in January 2020, China is making fast progress towards its 85% vaccination target and international tourism is expected to resume by 2022.

Here is everything you need to know about obtaining a tourist visa for China, based on the requirements in place before the pandemic, which are likely to remain when China reopens to international tourists. Always check the latest regulations with the Chinese authorities before you travel.

Who Needs a Chinese Tourist Visa?

The majority of foreign nationals require a tourist visa (also known as an "L visa") to enter and visit mainland China, though a few nationalities are granted visa-free entry. L visas are easy to obtain from Chinese embassies and consulates around the world, though the visa application process in some countries has been outsourced to a local branch of the Chinese Visa Application Service Center – their website has a handy list of locations and other useful country-specific information. To avoid the tedious bureaucracy when applying in person, many people obtain a visa via a tour operator or visa agent.

Can I travel visa-free to China?

Holders of passports from a handful of countries can travel visa-free to mainland China for tourism or business purposes. Citizens of Brunei, Japan and Singapore get 15 days, citizens of the Bahamas, Barbados, Belarus, Ecuador, Fiji, Grenada, Qatar, Serbia, Seychelles, Tonga, and the United Arab Emirates get 30 days, citizens of Mauritius get 60 days, and citizens of Armenia, Bosnia and Herzegovina, and San Marino get 90 days.

Who can get a transit visa?

Visitors from 49 countries – including the US, Canada, UK, the EU, Japan, New Zealand, Canada, Brazil and Argentina – can spend up to 144 hours (6 days) transiting in China without a visa if they arrive by air, ship or train at selected Chinese cities. The list of cities includes Beijing, Shanghai, Xi’an, Guilin, Guangzhou, Chongqing, Chengdu, Xiamen, Wuhan, Kunming and Qingdao, opening up some interesting quick trip opportunities.   To be eligible, travelers must hold a passport valid for at least 3 months after entry and proof of onward travel to a third country, or to Hong Kong or Macau . These visas start counting down at 12.01 am on the date following arrival and there are restrictions on where you can travel within each region. Check with your nearest Chinese embassy or consulate for the current list of eligible nationalities, entry points and specific movement areas.

What about Hong Kong and Macau?

Most nationalities do not require a tourist visa for stays of up to 90 days in either Hong Kong or Macau. British visitors to Hong Kong get 180 days, and South Africans get 30 days. To travel from here into China proper, a standard tourist visa is required. These are fairly easy to obtain via China Travel Service in Hong Kong.

Since May 2018, the Chinese resort island of Hainan has offered 30-day visa-free entry to citizens of 59 countries including the US, Canada, the EU, the UK, New Zealand, Malaysia and Singapore. You can’t leave Hainan island and travel to mainland China on this visa – if you want to roam deeper into China, you'll need a standard tourist visa.

How about Tibet?

To travel to Tibet by air, road or train, you'll need both a China tourist visa and a Tibet Tourism Bureau (TTB) permit. To obtain this mandatory travel document you must book a guide for your entire trip and pre-arrange private transport for trips outside Lhasa. No direct applications are accepted, which effectively means that Tibet can only be visited on an organized tour.

How to apply for a Chinese tourist visa

By far the most straightforward option is to apply in your home country. If your country of residence is different, the Chinese authorities may charge an extra processing fee for non-citizens. Either way, you’ll need to fill out a form giving a proposed itinerary for your trip (it’s advisable to never mention Xinjiang and Tibet in your application), plus a flight ticket, and proof of accommodation booked for your first night in China.

Some embassies require extra documentation, such as an invitation letter from a person or a company in China, bank statements, and documents proving your employment record. And your passport needs to be valid for at least 6 months beyond the expiry date of your visa. 

Remember that it can be hard to obtain a Chinese tourist visa from an embassy or consulate outside your home country. Caravanistan publishes a useful list of which Chinese embassies accept applications from third-country citizens.

How much does a China tourist visa cost?

The cost of a Chinese tourist visa varies depending on the type of visa, the length of stay, the number of entries allowed, and your nationality. Most tourists pay around US$35 for a single entry visa valid for 30 days from the day you enter China. Reflecting frosty relations between China and some foreign governments, UK citizens pay £151, US citizens pay US$140, Canadian citizens pay C$142, Australian citizens pay A$109 and French, German, Italian, Dutch and Spanish citizens pay €126.

Some nationalities are entitled to long-term multiple-entry visas that allow travelers to visit China for stints of 30 to 120 days throughout the duration of the visa. Note these are not residence permits and do not grant any right to live or work in China. Citizens of the US, Canada, Argentina and Israel can obtain tourist visas with a validity of up to ten years, Brazilians and South Africans are eligible for tourist visas valid for up to five years, while citizens of the UK can get tourist visas lasting two years. Contact your local Chinese embassy or consulate for the latest fees for long-term visas.

How long is a Chinese visa valid for?

Regular China tourist visas are valid for 30 days and must be used within three (or six, if double-entry) months of their date of issue. Never overstay your visa: the fine is ¥500 a day, with the possibility of being deported and banned from re-entering China for the next five years. If you think you'll need to stay longer, start the process of applying for a visa extension well before your visa expires.

Can I extend my Chinese visa?

Chinese visas can be extended once without too much difficulty at the Public Security Bureau (PSB) offices found in larger Chinese towns and cities, though an extension is not guaranteed. The process takes between 2 and 7 working days, the fee is ¥160 (or ¥760/500 for US/UK citizens). You can only extend your stay for as long as the duration of your original visa. You’ll need to provide your original passport, two photos and a receipt from your accommodation in the town where you are applying for your extension.

Because of the complicated permit system, extending your stay in Tibet is impossible, and Xinjiang, Beijing and Shanghai can also be tricky places to extend a standard tourist visa. The Caravanistan website has some useful visa extension reports from travelers. A second extension is harder to get, and a third extension is extremely unlikely.

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel. 

The authorities in China set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Chinese Embassy in the UK . 

Immigration authorities may check and collect biometric data (for example, scanned fingerprints and photos) to register your entry into China.

COVID-19 rules 

There are no COVID-19 testing or vaccination requirements for travellers entering China.

Passport validity requirements 

To enter China, your passport must have an ‘expiry date’ at least 6 months after the date you arrive in China and 2 blank pages for visas and stamping.

Visa requirements 

You need a visa to visit mainland China. 

You can visit Hong Kong or Macao without a visa. See separate travel advice for Hong Kong and Macao . 

You can also visit the island of Hainan for 30 days without a visa. 

Visa-free transit through China is permitted, from 24 hours to 144 hours depending on location. See China Visa Application Centre for more information.  

If you visit Hong Kong from mainland China and want to return to the mainland, you need a visa that allows you to make a second entry into China. 

Check your visa details carefully and do not overstay your visa. The authorities carry out regular checks and may fine, detain and deport you. 

If you want to stay in China longer than 6 months, you may need to get a residence permit. 

Applying for a visa 

If you’re 14 to 70 years old, you must apply for a visa in person at a visa application centre . If you’re aged 13 and under or aged 71 and over, you can only apply online. You must provide biometric data (scanned fingerprints) as part of your application. There are visa application centres in London, Manchester, Belfast and Edinburgh. The details of their opening hours are on their websites.

Dual Chinese-British nationality 

China does not recognise dual nationality. If you enter China on a Chinese passport or identity card, the British Embassy may not be able to offer you help. If you were born in China to a Chinese national parent, you will be: 

  • considered by the Chinese authorities to have Chinese nationality 
  • treated as a Chinese citizen, even if you used a British passport to enter China 

If you have formally renounced Chinese citizenship, you should carry clear evidence that you have done so. See guidance on nationality in China .

Working in China 

You can only work in China if you have a work visa (Z visa). Tourist and business visas do not allow you to work. You must also hold a valid work permit. The local police regularly carry out checks on companies and schools. If you do not follow Chinese immigration laws, there can be serious penalties, including: 

  • imprisonment 
  • deportation 
  • an exit ban, which stops you from leaving China 
  • an exclusion order, which stops you from returning 

Before you leave the UK, contact the Chinese Embassy in the UK to check Z visa requirements. When submitting your application, and when you receive your work permit, check the details are correct, including the location you’ll be working in. You can be fined or detained if details are incorrect, even if your employer or others have submitted the application on your behalf. 

If you change employer once you’re in China, or change location in China with an existing employer, check with the Chinese authorities whether you need a new visa and work permit before doing so.

Vaccination requirements  

At least 8 weeks before your trip, check the vaccinations and certificates you need in TravelHealthPro’s China guide . 

Depending on your circumstances, this may include a yellow fever certificate.

Registering with the Chinese authorities 

You must register your place of residence with the local Public Security Bureau within 24 hours of arrival. Chinese authorities enforce this rule with regular spot-checks of foreigners’ documentation. If you’re staying in a hotel, they will register you when you check in. 

Customs rules 

There are strict rules about goods you can take into or out of China . You must declare anything that may be prohibited or subject to tax or duty.

Georgian citizens to enjoy visa-free travel to China starting next month

Georgian citizens will be able to travel to China without a visa and stay in the country for 30 consecutive days starting May 28, the Ministry of Foreign Affairs of Georgia said on Monday.

The body added Zhou Qian, the Chinese Ambassador, had officially handed over a note on completion of legal procedures for the agreement, signed earlier this month, to Aleksandre Khvtisiashvili, the Deputy Minister of Foreign Affairs of Georgia.

China has completed the necessary legal procedures to implement visa-free travel for people holding Chinese and Georgian passports. This agreement was signed by Ilia Darchiashvili [the Georgian Minister of Foreign Affairs] and me on April 10”, Qian said.
The coordination between our countries highlights our strategic partnership and equal treatment of one another. Our partnership is characterised by a pragmatic and efficient approach”, the diplomat added.

The Ambassador also made comments on infrastructure projects in Georgia with Chinese financing or participation, highlighting the completion of the Kvesheti-Kobi Tunnel of North-South Corridor. 

Qian also said the opening of the Zestaponi Bypass Road , a part of Georgia’s international East-West Highway, demonstrated China's “practical approach” to the development of the Middle Corridor - a logistics route connecting Central Asia and China to Europe via the South Caucasus.

He also noted Georgian Airways had launched direct cargo flights from capital Tbilisi to the city of Chengdu in China this month, with direct passenger flights “to follow soon”.

The Georgian Ministry of Foreign Affairs said the meeting between the Ambassador and the Deputy Minister earlier today emphasised the importance of “fully using the new opportunities” that were created as a result of the “strategic partnership” established between the two countries last year. 

The body added the visa-free travel would contribute to the rapprochement of two “friendly nations and peoples”, the further development of “mutually beneficial cooperation”, the deepening of people-to-people contacts and ties in tourism, culture and economy.

To revitalise inbound tourism, China must enhance travel convenience for foreign visitors, says an Edith Cowan University academic.

JOONDALUP, Australia: China’s tourism industry has faced significant challenges since the onset of the COVID-19 pandemic. In 2019, China welcomed 97.7 million foreign visitors. But in 2023, this plummeted to 35.5 million, representing less than 40 per cent of pre-pandemic levels.

The sluggish recovery of China’s inbound tourism has prompted widespread concern across government, industry, academia and the media. Leading tourism research journals in China have published dedicated articles discussing the factors influencing China’s inbound tourism recovery.

To address this trend, the Chinese government has implemented several policy measures. In July 2023, China reinstated its 15-day visa-free travel policy for visitors from Singapore and Brunei.

In November 2023, this policy was extended to ordinary passport holders from France, Germany, Italy, the Netherlands, Spain and Malaysia.

On Mar 7, China expanded its 15-day visa-free policy to include six additional European countries - Switzerland, Ireland, Hungary, Austria, Belgium and Luxembourg.

IMPORTANCE OF INBOUND TOURISM FOR CHINA

Inbound tourism holds significant importance for China, particularly amid slowing economic growth. Tourism was prioritised during the early stages of China’s reform and opening up era, valued for its potential to generate much-needed foreign exchange.

But as China amassed substantial foreign exchange reserves through rapid development and entry into the World Trade Organization, the reliance on inbound tourism for foreign exchange earnings diminished over time.

Amid the challenges confronting China’s economy in 2024, inbound tourism has emerged as an avenue for bolstering economic growth. Drawing international tourists to spend in China translates to a net export of services, injecting added value into the nation’s economic ecosystem.

Compared to ordinary goods exports, inbound tourism holds the potential for greater benefits due to its multiplier effect. When international tourists spend money, their consumption creates a chain reaction, stimulating job creation and further expenditure.

Visa-free policies are a practical tool for facilitating tourist flows and trade exchanges between nations. China’s current visa-free policies are anticipated to incentivise more business and leisure travellers to visit China. Still, further efforts are necessary to rejuvenate China’s inbound tourism sector.

Enhancing travel convenience is imperative to address the needs of foreign tourists. While China has made significant strides in developing advanced technologies and transportation infrastructure for domestic travel, foreign visitors often encounter obstacles while navigating in the country.

For instance, booking high-speed train tickets or entry tickets to popular tourist attractions necessitates the use of WeChat’s embedded program. Many establishments exclusively accept WeChat Pay or AliPay, leaving foreign tourists in a predicament if they rely solely on cash or credit cards. Many hotels in China are also not allowed to accommodate foreign tourists.

Eliminating barriers for foreign tourists to travel in China presents enhanced business opportunities for Chinese tourism-related enterprises. While Chinese consumers remain the primary market for most of these businesses, delivering seamless services to foreign clientele could further strengthen their competitive edge.

A case in point is the Chinese online travel company Ctrip - which initially emulated Travelocity’s business model but has since expanded its operations globally - establishing itself as a prominent international online travel business.

Technological advancements have the potential to mitigate technical barriers to foreigners’ travel in China without incurring substantial costs.

Yet, addressing structural and entrenched ideological barriers may be more challenging. The COVID-19 pandemic may have prompted the Chinese government and tourism operators in China to adopt a more inward-looking approach, prioritising the needs of their citizens.

The shifting geopolitical landscape globally also plays a role in the challenges facing China’s inbound tourism. According to a 2023 survey by the Pew Research Centre, most individuals in Western nations hold unfavourable views towards China. Look beyond national borders.

The time has come to look beyond national borders when contemplating tourism. The world has reopened, albeit with a transformed landscape compared to before the COVID-19-pandemic.

The Chinese government’s implementation of visa-free policies should be applauded - but to meaningfully revitalise its inbound tourism, concerted efforts are required to enhance convenience for foreign visitors before, during and after their travels to China.

To attract more foreign visitors, Chinese businesses must meet the needs of both domestic and international tourists. While transitioning to a cashless society is desirable, it should not exacerbate the digital divide among Chinese citizens or alienate international visitors.

It is imperative to implement more user-friendly alternative payment methods that cater to the preferences of foreign travellers, such as accepting major credit cards or other preferred payment options.

The process of passing through transport entry or exit points using passport scanning should be as seamless as tapping a Chinese identification card. Leveraging advancements in AI technology and multiple language mobile apps should also be developed to facilitate international tourists’ travel bookings in China.

China has demonstrated innovation across various technological fronts. This ingenuity should be harnessed to address the needs of international tourists, ultimately reversing the current decline in inbound tourism and bolstering the country’s tourism sector.

Russian President Vladimir Putin said Thursday he plans to visit China in May, in what could become the first foreign trip for the Russian leader after he extended his rule by six more years in an election that offered voters little real choice.

Putin announced the plans for the visit at a congress of the Russian Union of Industrialists and Entrepreneurs in Moscow. He didn’t say when exactly it would take place and didn’t offer any other details.

Putin’s inauguration is scheduled for May 7, Russian lawmakers said earlier this week. Last month, the 71-year-old Russian leader secured his fifth term in office in a vote with no real opposition, extending his 24-year rule.

Russia’s growing economic and diplomatic isolation because of its war against Ukraine has made it increasingly reliant on China, its former rival for leadership of the Communist bloc during the Cold War.

According to a recent U.S. assessment , China has surged sales to Russia of machine tools, microelectronics and other technology that Moscow in turn is using to produce missiles, tanks, aircraft and other weaponry for use in the conflict.

China has repeatedly said it isn’t providing Russia with arms or military assistance, although it has maintained robust economic connections with Moscow.

Beijing has not provided direct lethal military support for Russia and has sought to project itself as neutral in the Ukraine conflict. It has refused to condemn Moscow’s actions and declared in 2022 that it had a “no-limits” friendship with Russia. The country has denounced Western sanctions against Moscow, and accused NATO and the United States of provoking Putin’s invasion.

China has also proposed a peace plan that was largely dismissed by Ukraine’s allies, who insisted that Moscow must withdraw its forces from the neighboring country as a condition for peace.
