2022 Updated Travel Requirements to Brunei

Since May 31, 2022, Brunei has ended its “early endemic phase” as part of its National COVID-19 Recovery Framework. Business premises, including restaurants, fitness facilities, markets, and cinemas are open for business and is not accepting visitors of foreign nationality.

Since June 01, 2022, sporting activities and mass gatherings are allowed with no limitation on the capacity. Visitors and citizens of Brunei are now allowed to enter public premises and government offices and attend private and public events regardless of their vaccination status.

List of Travelers Allowed to Enter

Fully vaccinated brunei citizens and permanent residents, unvaccinated brunei citizens and permanent residents.

• From May 06, 2022, to October 31, 2022, Fully Vaccinated Foreign National with one (1) dose for Johnson & Johnson vaccine or with two (2) doses for all other vaccines
• Starting November 01, 2022, Fully Vaccinated Foreign National Travelers with one (1) dose of Johnson & Johnson vaccine or with two (2) doses for all other vaccines are only allowed to enter Brunei if travelers have obtained a second dose of COVID-19 vaccine not more than three (3) months or have obtained booster dose prior to the date of entry to Brunei.
• However, entry into Brunei Darussalam may be considered if the Unvaccinated Foreign National has obtained a Certificate of Medical Exemption for COVID-19 vaccination.

List of Brunei Travel Requirements

Fully vaccinated foreign national.

• Foreign Nationals who will be entering Brunei for Long-Term visits such as employment, studying, or as an eligible dependents are exempted from being required to obtain Travel Medical insurance with COVID-19 coverage.
• Complete an E-Health Arrival Declaration Form (ADF) not more than 24 hours before departure to Brunei (via gov.bn/travel#/user/login )

Unvaccinated Foreign National

• Travelers entering Brunei for Short-Visit purposes and staying less than ninety (90) days are required to obtain Travel Medical Insurance from a Brunei-based or overseas insurer with COVID-19 coverage of a minimum of BND 20,000. The insurance should be valid for the duration of the stay in Brunei.
• Travelers who will be entering Brunei for Long-Term visits such as employment, studying, or as an eligible dependent are exempted from being required to obtain Travel Medical insurance with COVID-19 coverage.
• Foreign nationals who are required to obtain Entry Visa for entry into Brunei Darussalam must first obtain an appropriate Visa in accordance with prevailing regulations that are enforced such as Employment Visa, Dependent Visa, Social Visit Visa, Professional Visit Visa, and Business Visa.
• ART Tests can be done by travelers themselves when they arrive at their isolation accommodation (homes or hotels)
• Step 2: Serve their mandatory self-isolation and remain within a home residence or hotel accommodation until they receive a negative result of their Day 3 post-arrival RT-PCR Test
• COVID-19 RT-PCR Test can be done at health centers or private health clinics that offer RT-PCR Swab Test
• *Step 4: If unvaccinated foreign national travelers are tested positive for COVID-19 upon arrival, travelers are required to undergo a period of isolation in compliance with existing health protocols
• Unvaccinated Brunei Citizens and Permanent Residents are not required to show proof of medical exemption for COVID-19 vaccination.
• Unvaccinated Brunei Citizens and Permanent Residents must obtain a ‘Government of Brunei Darussalam’ or ‘Ministry of Health’ payment receipt stating the traveler’s name and passport number
• ART Tests can be done by travelers themselves when they arrive at their isolation accommodation (home residence or hotels)
• Step 2: Serve their mandatory self-isolation and remain within the home residence or hotel accommodation until they receive a Negative Result of their Day 3 post-arrival RT-PCR Test
• *Step 4: If unvaccinated Brunei Citizens and Permanent Residents travelers are tested positive for COVID-19 upon arrival, travelers are required to undergo a period of isolation in compliance with existing health protocols

Note per Royal Brunei Airlines:

• The individual has completed the full course of COVID-19 vaccination – one (1) dose for Johnson & Johnson vaccine or ;
• An individual has completed the full course of COVID-19 vaccination – two (2) doses for all other vaccines
• Brunei Citizens and Permanent Residents and Foreign Nationals aged below 18 years are allowed to enter Brunei, provided that the traveler adheres to the parent’s/guardian’s Vaccinated Traveler protocols who are traveling together

Note per the U.S. Embassy in Brunei Darussalam:

• Starting August 01, 2022, land and sea borders are planned to be fully opened, subject to the COVID-19 situation and the operational readiness of the control posts.
• Starting August 1, 2022, land and sea borders are planned to be fully opened, subject to the COVID-19 situation and the operational readiness of the control posts.
• All travelers entering or exiting Brunei must be fully vaccinated with a booster shot, or have received the second dose within the past 3 months (vaccinated travelers).
• BruHealth QR code scanning at premises will no longer be compulsory unless building management and event organizers specifically request it.
• Regardless of vaccination status, a pre-departure COVID-19 RT-PCR or ART test is no longer required for all travelers entering Brunei.
• All vaccinated travelers are no longer required ART testing and self-isolation upon arrival.
• Unvaccinated travelers are still required to undergo ART upon arrival, an RT-PCR test on the third day after arrival, and self-isolation until the negative RT-PCR result is attained.
• Minimum health insurance covering COVID-19 for a period of fewer than 90 days is revised to BND $20, 000 for all inbound and outbound travelers from their preferred insurance company before exiting or entering Brunei.
• Cross-border travel by land and sea is permitted for essential travel only.
• Starting June 01, 2022, outdoor masking is not mandatory but encouraged especially in crowded places, and should still be worn indoors.
• From May 16, 2022, Brunei citizens or residents between the age of 12 to 17 years old, are required to be fully vaccinated with booster shots if they wish to exit the country.
• From February 16, 2022, the ART test has become the default COVID-19 testing for identifying infected individuals.

Before Travel

• Bruneians are encouraged to  eRegister   with MFA in order to obtain help in case of emergency and crisis.

Check visa requirements of the countries you are travelling or transiting in with your travel agency/the relevant foreign embassies, or the country's website to ensure you have the latest visa information.

-  If you do not possess an appropriate visa, you may be denied entry to the country you are visiting or transiting in. Please ensure that you obtain the right visa for your purposes, or you may be refused entry to the country.

It is strongly recommended that you buy travel insurance (for medical emergencies, flight delay etc).

Have valid return flight tickets.

Bring adequate funds for your stay including extra money for unexpected expenses.

Ensure that your passport is still valid for at least six months before the expiry date.

Some countries may need travellers to declare items that are under their quarantine restrictions at the entry checkpoint. Check the customs regulations concerning import and export of items for the countries you are visiting. 

• Bring your doctor’s prescription if you have to carry any medication, as you may need to show this at the customs checkpoint(s). 

Upon Arrival

Find out the nearest Brunei Darussalam Embassy/High Commission and save the details in case of emergencies.

Ensure that you comply with the laws and respect the customs of the countries visited.

Exercise common sense when going out alone and avoid quiet and unlit roads/alleys.

Be mindful of your personal belongings and avoid bringing large amounts of cash with you. 

Keep your travel documents safe. 

Ensure your stay permit is not overdue. Extension of stay permit, if needed, must be done before your stay permit expires.

**Gentle Reminder

Refuse to accept packages for inclusion in your luggage from strangers. As a minimum precaution, the contents of the package should be thoroughly examined because it may contain illegal substances. If in any doubt, politely refuse.

Always allow plenty of time for your journey to the airport while taking into account traffic jams and avoid missing your flight. 

The safety and well-being of any travellers largely his or her responsibility. Most problems can be avoided by ascertaining the regulations applying to each country being visited and planning well in advance to ensure that you comply with those requirements.

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel. 

The authorities in Brunei set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Brunei High Commission in the UK .

COVID-19 rules 

There are no COVID-19 testing or vaccination requirements for travellers entering Brunei. 

Passport validity requirements 

Your passport must have an ‘expiry date’ at least 6 months after the day you enter Brunei. It must not be damaged or have any pages missing. If your passport does not meet these conditions, you may be refused entry and detained. 

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.  

Visa requirements 

British citizen passport holders may enter Brunei for up to 90 days without a visa. If you have another type of British nationality, check visa requirements with Brunei immigration authorities . 

To stay longer (to work or study, for business travel or for other reasons), you must meet the Brunei government’s entry requirements. Check which type of visa or work permit you need with the Brunei High Commission in the UK .  

Make sure you get your passport stamped.

Make sure you get your passport stamped when you enter Brunei. Do not overstay your visa, or violate the terms of entry. Penalties include detention and caning. 

Dual nationality 

Brunei does not recognise the dual nationality of Bruneians. The immigration authorities can refuse your entry if you hold a Bruneian passport and a passport of a different nationality.

If you’re a dual national, you should use the same passport to enter and exit Brunei. The passport you use for entry will determine your nationality in Brunei. If you enter on a Brunei passport, you cannot access British consular assistance, as you will be treated as a Bruneian.  

Declaration form 

You must fill in the e-arrival declaration form to enter Brunei. You should complete this before you travel as it may be requested at check-in. You do not need to complete the arrival form if you are not passing through immigration.  

Land and sea travel 

Contact the Prime Minister’s Office to check border post opening hours before you travel. They are not open 24 hours. Make sure your exit and entry stamps are correct before leaving the border post. 

Vaccination requirements  

At least 8 weeks before your trip, check the vaccinations and certificates you need in TravelHealthPro’s Brunei guide . 

Depending on your circumstances, these may include a yellow fever certificate. 

Customs rules 

There are strict rules about goods and the amount of alcohol you can take into and out of Brunei . You must declare anything that may be prohibited or subject to tax or duty.

You may contact your local embassy or consulate for more information on which visas, if any, may be applicable to you.  Face Mask Policy Passengers are not permitted to use the type of mask that is fitted with exhalation / breathing valves. This is in line with CDC, WHO and CAAC 6th Edition Safety Recommendations on Prevention and Control Measures During Flight. Violent crime is rare.

Petty crime, such as break-ins and theft, occurs. Crime increases in July when school is out of session, and during the December holidays.

Ensure that your personal belongings, including your passport and other travel documents, are secure at all times. Do not leave possessions in unattended vehicles.

If you intend on trekking in the rainforest:

• use recognized and well-known guides
• stay on the footpaths
• ensure that your physical condition is good enough to meet the challenges of your activity
• ensure that you’re properly equipped and well informed about weather and other conditions that may pose a hazard
• inform a family member or friend of your trekking area, including when you expect to return from your activity
• obtain detailed information on trekking routes before setting out and do not venture off marked paths

Road safety

Road conditions and road safety are good throughout the country.

Speeding, running red lights and distracted driving are common traffic infractions. In case of an accident, remain at the scene and do not move your vehicle until police arrive.

You can get a self-drive rental or chauffeur-driven car from major hotels and the airport. You should make arrangements for this before you arrive.

Public transportation

Buses operate between 6 a.m. and 8 p.m. but are infrequent.

You can usually get a metered taxi at hotels, shopping centres and the airport. Your hotel can arrange for a taxi or provide a taxi driver’s cell-phone number. Some drivers will negotiate a fare.

Water taxis are the most common form of transport to and from Kampong Ayer. Fares are negotiable.

Information about foreign domestic airlines

Every country or territory decides who can enter or exit through its borders. The Government of Canada cannot intervene on your behalf if you do not meet your destination’s entry or exit requirements.

We have obtained the information on this page from the Bruneian authorities. It can, however, change at any time.

Entry requirements vary depending on the type of passport you use for travel.

Before you travel, check with your transportation company about passport requirements. Its rules on passport validity may be more stringent than the country’s entry rules.

Regular Canadian passport

Your passport must be valid for at least 6 months beyond the date you expect to leave Brunei.

Passport with “X” gender identifier

While the Government of Canada issues passports with an “X” gender identifier, it cannot guarantee your entry or transit through other countries. You might face entry restrictions in countries that do not recognize the “X” gender identifier. Before you leave, check with the closest foreign representative for your destination.

Other travel documents

Different entry rules may apply when travelling with a temporary passport or an emergency travel document. Before you leave, check with the closest foreign representative for your destination.

If you need a visa, you must have at least 6 blank pages in your passport.

E-Arrival Card

You must register and get approved for an E-Arrival Card before arriving in Brunei by air, land or sea. If you arrived in Brunei before February 9, 2023, and didn't get an E-Arrival Card, you will need to get one before leaving Brunei. The E-Arrival Card is separate from any visa requirements.

You are exempt from this requirement if you are transiting through Brunei.

Health screening

You will not be allowed entry into Brunei if you have HIV/AIDS or any other communicable disease. You will be asked to complete a health declaration form upon entry.

Consult a health care professional or visit a travel health clinic preferably 6 weeks before you travel to get personalized health advice and recommendations.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

Yellow fever   is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

• There is no risk of yellow fever in this country.

Country Entry Requirement*

• Proof of vaccination is required if you are coming from or have transited through an airport of a country   where yellow fever occurs.

Recommendation

• Vaccination is not recommended.
• Discuss travel plans, activities, and destinations with a health care professional.
• Contact a designated  Yellow Fever Vaccination Centre  well in advance of your trip to arrange for vaccination.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada * It is important to note that  country entry requirements  may not reflect your risk of yellow fever at your destination. It is recommended that you contact the nearest  diplomatic or consular office  of the destination(s) you will be visiting to verify any additional entry requirements.

There is a risk of hepatitis A in this destination. It is a disease of the liver. People can get hepatitis A if they ingest contaminated food or water, eat foods prepared by an infectious person, or if they have close physical contact (such as oral-anal sex) with an infectious person, although casual contact among people does not spread the virus.

Practise  safe food and water precautions and wash your hands often. Vaccination is recommended for all travellers to areas where hepatitis A is present.

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.

Japanese encephalitis is a viral infection that can cause swelling of the brain.  It is spread to humans through the bite of an infected mosquito. Risk is very low for most travellers. Travellers at relatively higher risk may want to consider vaccination for JE prior to travelling.

Travellers are at higher risk if they will be:

• travelling long term (e.g. more than 30 days)
• making multiple trips to endemic areas
• staying for extended periods in rural areas
• visiting an area suffering a JE outbreak
• engaging in activities involving high contact with mosquitos (e.g., entomologists)

Malaria is a serious and sometimes fatal disease that is caused by parasites spread through the bites of mosquitoes.   Limited malaria transmission may occur in this destination, but risk to travellers is very low.    Antimalarial medication is not recommended for most travellers. Consult a health care professional or visit a travel health clinic before travelling to discuss your options. It is recommended to do this 6 weeks before travel, however, it is still a good idea any time before leaving.    Protect yourself from mosquito bites at all times: 

• Cover your skin and use an approved insect repellent on uncovered skin.
• Exclude mosquitoes from your living area with screening and/or closed, well-sealed doors and windows.
• Use insecticide-treated bed nets if mosquitoes cannot be excluded from your living area.
• Wear permethrin-treated clothing. 

If you develop symptoms similar to malaria when you are travelling or up to a year after you return home, see a health care professional immediately. Tell them where you have been travelling or living. 

In this destination, rabies  may be present in some wildlife species, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. 

If you are bitten or scratched by an animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. 

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who will be working directly with wildlife. 

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

• Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
• Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Typhoid   is a bacterial infection spread by contaminated food or water. Risk is higher among children, travellers going to rural areas, travellers visiting friends and relatives or those travelling for a long period of time.

Travellers visiting regions with a risk of typhoid, especially those exposed to places with poor sanitation, should speak to a health care professional about vaccination.  

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

• Use insect repellent (bug spray) on exposed skin
• Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
• Minimize exposure to insects
• Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

Find out what types of insects are present where you’re travelling, when they’re most active, and the symptoms of the diseases they spread.

There is a risk of chikungunya in this country.  The risk may vary between regions of a country.  Chikungunya is a virus spread through the bite of an infected mosquito. Chikungunya can cause a viral disease that typically causes fever and pain in the joints. In some cases, the joint pain can be severe and last for months or years.

Protect yourself from mosquito bites at all times. There is no vaccine available for chikungunya.

• In this country,   dengue  is a risk to travellers. It is a viral disease spread to humans by mosquito bites.
• Dengue can cause flu-like symptoms. In some cases, it can lead to severe dengue, which can be fatal.
• The level of risk of dengue changes seasonally, and varies from year to year. The level of risk also varies between regions in a country and can depend on the elevation in the region.
• Mosquitoes carrying dengue typically bite during the daytime, particularly around sunrise and sunset.
• Protect yourself from mosquito bites . There is no vaccine or medication that protects against dengue.

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Closely supervise children, as they are more likely to come in contact with animals.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

•   washing your hands often
• avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
• avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Tuberculosis is an infection caused by bacteria and usually affects the lungs.

For most travellers the risk of tuberculosis is low.

Travellers who may be at high risk while travelling in regions with risk of tuberculosis should discuss pre- and post-travel options with a health care professional.

High-risk travellers include those visiting or working in prisons, refugee camps, homeless shelters, or hospitals, or travellers visiting friends and relatives.

Medical services and facilities

Medical facilities are good, but medical evacuation to Singapore may be necessary for serious medical problems.

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

You must abide by local laws.

Penalties for possession, use or trafficking of illegal drugs are severe. Death is the mandatory penalty for many narcotics offences, including trafficking controlled drugs, even in very small amounts.

You can't purchase alcohol in Brunei and the import of alcohol is strictly regulated.

Illegal activities

The following activities are illegal and convicted offenders can face severe penalties:

• possession of pornographic material
• possession of firearms, weapons and related accessories
• photography of government and military establishments or equipment
• persuading or inciting a Muslim to neglect their religious duties
• promoting any religion other than Islam

Overstaying a visa

Immigration regulations are strict. Foreign workers who overstay their visas face harsh penalties, including jail sentences and caning. If you’re working in Brunei, closely monitor your immigration status and visa expiration dates.

Extramarital relations

Extramarital relations and public displays of affection between a Muslim and non-Muslim may be considered a crime in Brunei.

Sharia penal code

The Sharia penal code applies regardless of a person’s religion or nationality. Penalties for certain offences can be severe, and can include physical punishment and the death penalty. Penalties may be applied for certain offences that would not be considered criminal in Canada. Brunei’s existing civil penal code and civil courts will continue to function in parallel with the Sharia penal code and Sharia Court.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. It does not apply between Canada and Brunei.

If your child was wrongfully taken to, or is being held in Brunei by an abducting parent:

• act as quickly as you can
• consult a lawyer in Canada and in Brunei to explore all the legal options for the return of your child
• report the situation to the nearest Canadian government office abroad or to the Vulnerable Children’s Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre.

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country’s judicial affairs.

Foreigners holding a driving permit issued by a country that is party to the Geneva Convention may convert that permit to a Brunei permit that can be used for up to one year.

Florida's 6-week abortion ban is now in effect, curbing access across the South

TAMPA, Fla. — Starting today, people can no longer access legal abortions in Florida beyond six weeks of pregnancy, except in rare circumstances.

The restriction replaces a 15-week ban that's been in effect since July 2022, shortly after the U.S. Supreme Court overturned Roe v. Wade .

Abortion rights supporters say it will dramatically curb access to the procedure for thousands of residents in Florida and around the South. Proponents of the ban say it "protects life."

Abortion rights on the ballot may not be bad news for Republicans everywhere

Voters will have a say on the matter in November when a proposal to enshrine abortion rights into the state constitution will appear on the election ballot. Regardless of what happens this fall, the ban could have far-reaching effects.

Opponents of the ban stress that many people don't realize they are pregnant at six weeks. But for those that do, abortion services remain available in the state until that time frame.

Abortion care providers in the state like Planned Parenthood are doing ultrasounds earlier and have extended their hours to accommodate as many patients as they can.

"We want to be able to help everyone with information in order to access care as quickly as possible," says Barbara Zdravecky, interim CEO of Planned Parenthood of Southwest and Central Florida.

Still, she expects many patients will be too far along when they reach out for help.

"The emotional turmoil that's going to happen, the anger, the fear, the anxiety is going to be great," says Zdravecky, who adds centers are ramping up support staff to respond to patients' concerns and help them navigate their options.

Adding to scheduling challenges are Florida's 24-hour mandatory waiting period and a ban on using telemedicine for abortions. Patients have to attend two in-person appointments, one for a consultation and another for the procedure at least one day later.

The South loses a major abortion access point

Florida joins eleven other states in the South that have already severely restricted abortion in recent years, either with six-week bans or total bans. Residents in those places have relied on Florida to access the procedure.

Out-of-state residents fueled a steady increase in abortions in Florida despite the 15-week ban. Nearly 8,000 people traveled to the state last year for abortions, according to data from the state Agency for Health Care Administration. That's nearly 10% of all patients.

"We don't want to be an abortion tourism destination," Gov. Ron DeSantis said last fall .

Florida is no longer an option for the rest of the region. North Carolina allows abortions until 12 weeks of pregnancy, but has a 72-hour mandatory waiting period with in-person requirements, so it isn't always a viable alternative.

Instead, advocates that help people access abortions are advising them to travel further to places like Virginia, Illinois or Washington, D.C. That will become increasingly difficult if clinics in states with expanded abortion access struggle to accommodate the influx of patients.

"We're estimating about 90% of our callers are going to need to go out-of-state and that we'll have a large increase in callers because this is going to be a whole new cost for people seeking abortions," says McKenna Kelley, a volunteer board member with the Tampa Bay Abortion Fund.

Abortion funds can help pregnant people cover the cost of abortion procedures and relieve some of the logistical challenges associated with seeking care. But paying for flights, hotel stays and other expenses associated with long-distance travel is much more challenging than giving someone a ride to a nearby clinic.

While what Kelley calls "rage donations" poured in from supporters angry about the Dobbs v. Jackson Women's Health Organization decision in 2022, abortion funds say Florida's recent ban hasn't been met with the same response. Organizers fear they won't be able to help everyone in need, but say funds are working together to form a stronger support network around the country.

Even with assistance, travel may not be an option for some people, which means they may choose to self-manage their abortions or carry unwanted pregnancies to term.

"This truly is an American health care crisis," says Zdravecky with Planned Parenthood.

Supporters of the ban suggest pregnancy centers that oppose abortion as alternatives

Opponents of abortion rights in Florida advocated for the state's six-week ban and have also been busy gearing up for its implementation.

"Our position is we need to protect unborn children, we need to celebrate life, protect life, that's the chief role of government," says John Stemberger, president of Liberty Counsel Action, a religious liberty organization that supports abortion bans.

The group has been briefing the nearly 200 crisis pregnancy centers in Florida about the law and how to prepare for a potential increase in demand for services, he says.

These centers are usually run by faith-based organizations. They encourage pregnant women not to get abortions and to consider parenting or adoption instead. They sometimes offer free ultrasounds or baby supplies.

"We really want to appeal to young mothers or even older mothers who are in what we'd consider a crisis pregnancy to basically think differently about the issue," says Stemberger.

The law that imposes the six-week abortion ban also increased funding for pregnancy centers to $25 million, up from roughly $4 million in 2022.

Some crisis pregnancy centers have been known to provide people with misleading or inaccurate medical information. There have also been calls for more oversight.

Adoption services in the state are also preparing to support more birth mothers who may choose that option.

Florida's six-week ban includes exceptions for some vulnerable communities and when a mother or fetus' life is in danger.

Survivors of rape, incest or human trafficking can access abortions until 15 weeks of pregnancy under the new law, but it mandates they provide documentation, such as a police report or medical record, and providers may be obligated to report the crime in some cases.

Many survivors don't feel safe or comfortable reporting assaults, says Stephanie Loraine Piñeiro, executive director of the abortion fund Florida Access Network. She calls the requirements "unrealistic" and "incredibly cruel."

As with the previous 15-week ban, there are exceptions to save the pregnant person's life or avert "substantial and irreversible" bodily harm. Patients can also access abortions until the third trimester if physicians detect the fetus has a fatal abnormality.

Voters can weigh in on the ban in November

On the same day that it upheld the 15-week ban, which allowed the six-week ban to go into effect, the Florida Supreme Court also allowed a proposal to enshrine abortion rights in the state constitution to remain on the November ballot.

If passed, Amendment 4 would allow abortion access in Florida until fetal viability, which is usually around 24 weeks, "or when necessary to protect the patient's health, as determined by the patient's healthcare provider."

Supporters and opponents of abortion rights have made it a priority moving forward.

"It's critical that we turn out the vote this fall for people to protect their freedoms. The [state] Supreme Court has basically put this issue in the voters' hands," says Florida House Minority Leader Fentrice Driskell, a Democrat.

President Joe Biden made abortion the focus of a visit to Tampa last Monday , while Vice President Kamala Harris is scheduled to talk about it in Jacksonville on Wednesday.

Opponents of the ballot initiative call it a "radical, no-limits" abortion amendment and are campaigning against it.

"Prop 4, the abortion lobby's dream amendment, is extremely misleading," says Susan B. Anthony Pro-Life America President Marjorie Dannenfelser in a statement following President Biden's visit to Tampa.

The wording of the proposal was at the heart of the state's legal challenge to the effort. Attorney General Ashley Moody argued it would confuse voters. But in its 4-3 opinion, the state Supreme Court wrote that the proposal was "plainly stated in terms that clearly and unambiguously reflect the text of the proposed amendment."

The increased attention on the ballot initiative is appreciated, says Megan Jeyifo, executive director of the Chicago Abortion Fund, which has been working with partners in Florida to help patients travel to the Midwest for care. But she worries people may devote all their resources to getting that passed and forget the pregnant people affected by the ban now.

"Because [Amendment 4] will be won on the backs of those people, you know it will be won, and people will give birth when they didn't want to," she says.

Other states have successfully passed ballot initiatives to protect abortion rights, but none had quite as high a threshold as Florida. For Amendment 4 to pass, 60% of voters need to approve it.
