ATHENS, Greece (AP) — The prime ministers of India and Greece pledged to boost their countries’ trade, business and defense ties Friday during a visit to Athens by Indian Prime Minister Narendra Modi.

Modi’s visit is the first to Greece by an Indian prime minister in 40 years since Indira Gandhi visited the country in September 1983.

Greek Prime Minister Kyriakos Mitsotakis said the two countries enjoyed relations stretching back to antiquity.

“Based on these strong foundations of our long-term relations, we have the great joy of upgrading our cooperation now to a strategic relationship,” Mitsotakis said in a joint televised statement distributed by Greece’s state broadcaster.

Reporters were not permitted to attend, and no questions were taken.

Modi said the two decided to reinforce bilateral relations in the defense and security sectors, as well as in infrastructure, agriculture, education and technology.

“In the sector of defense and security, we agreed to reinforce our military ties and our defense industries,” Modi said, according to a Greek translation of his comments.

The two countries will also aim to double bilateral trade by 2030, Modi said. Commercial trade between India and Greece stood at 1.32 billion euros in 2022, Mitsotakis said in an article for the Times of India released by his office Friday.

Modi said the two countries signed an agreement Friday regarding agricultural production that will also allow for cooperation in research, animal rearing and animal products.

India and Greece also want to facilitate skilled migration, “so we decided that an agreement will be signed soon on mobility and migration,” Modi said.

The two also discussed “the great importance” of establishing direct flights between Greece and India, Mitsotakis said, noting “great opportunities” in the sectors of tourism as well as economic cooperation in the pharmaceutical and technology sectors.

BRICS Summit 2023

PM Modi visited South Africa from 22 to 25 August, where he took part in the BRICS Summit, in Johannesburg. He also took part in the BRICS-Africa Outreach and BRICS Plus Dialogue events. During the visit, PM also held bilateral meetings with several world leaders.

PM Modi visited Samarkand at the invitation of President of Uzbekistan H.E. Mr. Shavkat Mirziyoyev to attend the SCO Summit. PM Modi emphasised the constructive role the grouping can play in the post-COVID era particularly in furthering economic recovery and strengthening supply chains. The PM also held bilateral meetings with the leaders of Uzbekistan, Turkey, Russia and Iran in the sidelines of the Summit.

India-Nordic Summit

May 01, 2022.

During Denmark visit, PM Modi took part in the 2nd India-Nordic Summit along with Prime Ministers of Denmark, Iceland, Finland, Sweden and Norway. The Summit focused on subjects like post-pandemic economic recovery, climate change, innovation and technology, renewable energy, the evolving global security scenario and India-Nordic cooperation in the Arctic region.

BIMSTEC Summit 2018

PM Narendra Modi took part in the 4th BIMSTEC Summit at Kathmandu on 30th and 31st August. The Summit focused on the theme ‘Towards a Peaceful, Prosperous and Sustainable Bay of Bengal Region.’ On the sidelines of the Summit, the PM held productive talks with several world leaders. PM Modi met PM KP Sharma Oli and reviewed India-Nepal bilateral relations. PM Modi and PM Oli also inaugurated the Nepal-Bharat Maitri Dharamshala at the Pashupatinath Temple Complex.

Commonwealth Heads of Government Meeting

World Economic Forum

January 22, 2018.

PM Narendra Modi delivered the historic inaugural address at the World Economic Forum in Davos. He pitched for India as an investment destination, emphasising on efforts to improve the ease of doing business. Highlighting India’s growing influence in the global economy, PM Modi recalled that in 1997, when an Indian Prime Minister last attended the WEF, the country’s GDP was a bit over $400 billion. “Two decades later, the country’s GDP has multiplied over six times,” he said.

Nuclear Security Summit 2016

March 31, 2016.

PM Narendra Modi visited Washington DC on 31st March. He participated in the 4th Nuclear Security Summit. PM held discussions on the crucial issue of threat to nuclear security caused by nuclear terrorism. On the sidelines of the summit, PM Narendra Modi met several world leaders to carry forward the agenda of bilateral cooperation with those nations. Shri Modi also interacted with the scientists associated with LIGO project.

EU-India summit

PM Narendra Modi visited Brussels on March 30. Shri Modi met and held talks with Belgian PM Charles Michel. He held the 13th India-EU Summit with the E.U. leadership. PM Modi and Belgian PM Michel also remotely activated the India-Belgium ARIES (Aryabhatta Research Institute for Observational Sciences) Telescope. Shri Modi met Members of European Parliament (MEPs), Indologists, Belgian CEOs and Board Members of the Association of Diamond Traders. Shri Modi also interacted with the Indian community. The visit was aimed at expanding trade, investment and high technology partnership with Belgium.

SAARC Summit

November 25, 2015.

PM Narendra Modi attended the 18th SAARC Summit in Kathmandu, Nepal in November 2014. PM Modi pressed for better connectivity and enhanced cooperation among the SAARC nations. He held various bilateral meetings with the leaders of SAARC region. PM Narendra Modi was also complimented for his initiative of the SAARC satellite.

India hosted the 3rd India-Africa Forum Summit from October 26-October 29, 2015. It was one of the largest events as leaders and representatives from 54 nations of Africa gathered together under one roof. PM Modi’s visit to Japan, Papua New Guinea & Australia (May 19 - May 25 )

PM Modi attended the Group of Seven (G7) Summit in Japan's Hiroshima, marking India's consecutive invitations to the prestigious event.

Following the G7 Summit, PM Modi embarked on tour to Papua New Guinea, becoming the first visit by an Indian prime minister to this Indo-Pacific nation. During his visit to Papua New Guinea, PM Modi co-chaired the 3rd Summit of the Forum for India-Pacific Islands Cooperation (FIPIC III Summit).

Subsequently, PM Modi, responding to an invitation from Australian prime minister Anthony Albanese , travelled to Sydney. In Sydney, PM Modi interacted with the local Indian community at a spec event, alongside Australian PM Anthony Albanese. Moreover, during this community event, it was announced that the Harris Park area in Parramatta would be designated as ‘Little India’.

PM Modi’s visit to USA & Egypt (Jun 20 - Jun 25)

In June PM Modi undertook state visit to United States. Invited by US president Joe Biden and first lady Jill Biden, visit began in New York, where the prime minister led celebrations for the International Day of Yoga at the United Nations headquarters on June 21.

Following this, Modi travelled to Washington, receiving a ceremonial welcome at the White House on June 22. A high-level dialogue with Biden took place, and a state dinner hosted by Bidens honoured PM Modi that evening.

PM Modi’s visit to France & UAE (Jul 13 - Jul 15 )

PM Modi visited France as the chief guest at Bastille Day military parade, a signal honour last extended to a foreign leader in 2017 when former US president Donald Trump visited. A 269-member Indian tri-services contingent participated in the parade, accompanied by three French-origin Rafale combat jets from the Indian Air Force.

Formal talks between Macron and Modi took place, followed by a state banquet and a private dinner hosted by the French president. Modi also met with French counterpart Élisabeth Borne and the presidents of the Senate and the National Assembly. Interactions with the Indian diaspora, CEOs of Indian and French companies, and prominent French personalities were part of the schedule.

From France, Modi traveled to Abu Dhabi in the UAE on July 15 for talks with president Sheikh Mohamed bin Zayed Al Nahyan, addressing global cooperation issues, especially in the context of the UAE's COP28 presidency and India's G20 presidency.

Prime Minister Narendra Modi is set to leave for Italy on Thursday to participate in the 50th G7 leaders’ summit. This marks his first international trip since assuming office for the third term.

Italy extended an invitation to India to attend the G7 Summit as an Outreach Country, scheduled for June 14. During the summit, PM Modi will engage in a bilateral meeting with Italian Prime Minister Giorgia Meloni . The leaders are expected to discuss a wide range of bilateral issues and chart the course for future cooperation.

As the current Chair of the G7, Italy is hosting the gathering of the bloc of seven major advanced economies, including Canada, France, Germany, Japan, the United Kingdom, and the United States, along with the European Union.

The summit, held at the luxurious Borgo Egnazia resort in Italy’s Apulia region from June 13 to 15, is expected to focus on pressing global challenges, including the Russia-Ukraine war and the Israel-Hamas conflict.

PM Modi is likely to meet US President Joe Biden on the sidelines of the G7 Summit, National Security Advisor Jake Sullivan said.

“He (Biden) expects to see Prime Minister Modi here. It’s up to the Indians to formally confirm his attendance, but our expectation is that the two of them will have the opportunity to encounter one another,” Sullivan stated.

This will be PM Modi’s fifth consecutive participation in the G7 summit, with India having attended ten previous summits. On June 14, he will also take part in the outreach session, where the focus will be on Artificial Intelligence (AI), energy, Africa, and the Mediterranean.

"The G7 points to increasing recognition and contribution of the efforts that India has been consistently making including those of peace, security, development and environment preservation," Foreign Secretary Vinay Kwatra said.

“PM's participation in the G7 summit would also provide a timely opportunity to follow up on outcomes of the G20 Summit held under India's presidency last year and deliberate on issues focused on the global south," Kwatra added.

June 16-17, 2014 – Off to Bhutan – For his first foreign visit, Prime Minister Narendra Modi chose Bhutan, India’s neighbour and closest ally for decades. During the visit, he met Bhutan’s King Jigme Khesar Namgyel Wangchuk and addressed a joint session of Parliament in Thimphu.

July 13-16, 2014 – The BRICS Summit – In a major multilateral visit to Brazil, PM Modi met the heads of some of the most powerful nations — China, Brazil, Russia and South Africa and got many of his ideas mentioned in the declaration.

August 3-4, 2014 – Road to Kathmandu – Reaffirming his focus on the SAARC nations, PM Modi chose Nepal as his destination for his second state visit. In Kathmandu, he addressed the national parliament and offered prayers at the Pashupatinath temple.

August 30-September 3, 2014 – The Japanese Bond – India’s ever strong bond with Japan got a fresh boost after PM Modi visited Kyoto and Tokyo in August-September. He met with Japanese Premier Shinzo Abe and visited two ancient Buddhist temples.

September 26-30, 2014 – Indo-US relations – Almost all eyes were on US as PM Modi made his way to Washington to hold talks with President Barack Obama on a historic state visit. He also addressed the UN General Assembly.

November 11-13, 2014 – East Asia Summit – PM Modi pushed for greater connectivity among nations at the India- ASEAN Summit and also held bilateral talks with President Thein Sein at Nay Pyi Taw.

November 14-18, 2014 – Trip Down Under – Narendra Modi became the first Indian PM to travel to Australia in 28 years. He attended the G-20 Summit, held talks with PM Tony Abbott and even took a selfie with him at the iconic Sydney Cricket Ground.

November 19, 2014 – The Fiji connection – PM Modi announced a Rs 75 million credit line for Fiji as he made his way to Suva. The two countries also agreed to expand their defence and security cooperation.

November 25-27, 2014 – SAARC Summit – The Prime Minister made his second visit to Kathmandu to attend the SAARC Summit and raised the issue of terrorism in the presence of his Pakistan counterpart Nawaz Sharif .

March 10-11, 2015 – Off to Seychelles – Aiming to give a thrust towards developing strategic assets, PM Narendra Modi visited Victoria in the tiny island country of Seychelles and inked a pact to develop the infrastructure of Assumption island.

March 11-13, 2015 – Onward to Mauritius – New Delhi firmed up plans towards building strategic assets in Agalega in Mauritius after PM Modi’s visit to the island country.

March 13-14, 2015 – The Lankan trip – The first Indian PM to visit Sri Lanka after Rajiv Gandhi in 1987, Narendra Modi met newly-elected President Maithripala Sirisena in Colombo and travelled to the Tamil-majority Jaffna province.

March 29, 2015 – Goodbye Lee Kuan Yew – PM Modi joined other world leaders to bid goodbye to Singapore’s founding father Lee Kuan Yew. The Prime Minister called Lee one ‘among the tallest leaders of our times.’

April 9-12, 2015 – To Paris – France became the first leg of an extensive three-nation tour kickstarted by PM Modi. He signed a deal with France for supply of 36 Rafale jets in fly-away condition along with a railway protocol to develop a semi high-speed railway corridor.

April 12-14, 2015 – Next stop: Germany – Continuing his three-nation tour, PM Modi arrived in Berlin and held talks with German Chancellor Angela Merkel. He also inaugurated the India pavilion at the world-famous Hannover technological fair.

April 14-16, 2015 – The Canada Connection – Canada, which hosts a large Indian diaspora, was the third and final leg of PM Modi’s foreign tour. Canada signed a landmark agreement of long-term supply of Uranium to India.

May 14-16, 2015 – To China – PM Modi started his visit to China in Xi’an, the hometown of President Xi Jinping. The Prime Minister also visited Beijing and Shanghai and held extensive meetings with the top Chinese leadership and several business leaders.

As PM embarks on his visit to France, here is a look at countries where Narendra Modi became the first Indian Prime Minister ever to visit.

Mongolia: Narendra Modi was the first-ever Indian Prime Minister to visit Mongolia in May 2015. During his visit, various agreements were signed between both nations.

Palestine: PM Modi visited Palestine in February 2018, the first for any Indian Prime Minister. During his visit, he signed six agreements worth around $50 million that includes setting up of a $30 million super speciality hospital in Beit Sahur. He was also conferred the highest civilian award of Palestine, the Grand Collar of the State of Palestine.

Rwanda: Prime Minister Narendra Modi's Rwanda visit in July 2018 was the first visit to the East African country by any Indian Prime Minister. He held a bilateral meeting with the President of Rwanda and also met the business community. The PM visited the Genocide Memorial and participated in an event on "Girinka” (one cow per family), a national social protection scheme of Rwanda personally initiated by President Paul Kagame.

Israel: In the year 2017, Narendra Modi became the first Indian Prime Minister to visit Israel. During the visit, seven MoUs were signed.

Bahrain: PM Modi visited the Kingdom of Bahrain in August 2019. This was the first-ever Prime Ministerial visit from India to the Kingdom. PM Modi held talks with Prime Minister His Royal Highness Prince Shaikh Khalifa bin Salman Al Khalifa and other leaders. He also interacted with the Indian diaspora.

Papua New Guinea: Prime Minister Modi was the Indian leader to visit Papua New Guinea. He visited the world's third-largest island country in May 2023.

List of nations Indian PM visited after a long time

Fiji: In 2014 November, PM Modi visited Fiji. He became the first Indian head of government to visit Fiji after 33 years, after Indira Gandhi's visit in 1981. During his maiden visit, the PM attended a 'Forum for India-Pacific Island Cooperation' along with leaders from all 14 Pacific island nations. He was conferred with the highest honour of Fiji. PM Modi was conferred with the "The Companion of the Order of Fiji" in recognition of his global leadership.

The administration of United States President Joe Biden is scheduled to host Indian Prime Minister Narendra Modi during an official visit later this week, as the two countries strengthen their ties amid shared antipathy towards China’s growing influence.

The White House will hold a state dinner in Modi’s honour on June 22, a sign of the burgeoning relationship between the two powers who have stepped up cooperation in areas such as trade and arms sales.

In a press release, the Biden administration said that a recent trip to New Delhi by National Security Advisor Jake Sullivan “underscored the dynamism of the US-India partnership in advance of Prime Minister Modi’s historic official state visit next week to the United States”.

But human rights groups say the celebratory dinner is a de facto endorsement of India’s far-right turn under Modi’s leadership — and undermines the Biden administration’s stated goal of emphasising human rights and democracy in its foreign policy.

During Modi’s tenure, India’s Muslims and other minorities have experienced an uptick in violence and repression as the government leans into a form of Hindu nationalism known as Hindutva . Modi has also been criticised for seeking to consolidate power and crack down on dissent.

“A state dinner is a special occasion; it’s not something that just any foreign leader receives,” Edward Mitchell, the deputy executive director of the Council on American-Islamic Relations (CAIR), told Al Jazeera over a phone call.

“How can the White House honour a leader who is an open anti-Muslim bigot, a right-wing ideologue who censors journalists and turns a blind eye to lynchings? You can work with India and Modi without taking this extra step to celebrate him.”

Confronting China

While advocacy groups have called for greater scrutiny of India’s human rights record , foreign policy experts say the Biden administration is primarily interested in the country as a potential counterweight to China, which the US sees as its most formidable global competitor.

Sarang Shidore, Director of Studies and Senior Research Fellow at the Quincy Institute, a US-based think tank, told Al Jazeera that he believes the US-India relationship will continue to grow as long as their shared concern over China remains in place.

“The United States does not conduct its foreign policy based on democracy and human rights. It conducts its foreign policy based on its interests, as all states do,” Shidore said.

China’s growing military power and assertive territorial claims have become a source of concern for nearby Asian countries such as the Philippines, Vietnam, Japan and India. The US has worked to fashion alliances with many of those countries in an attempt to contain China’s expanding influence.

“No question, there is increased Chinese nationalism,” said Shidore. “And China sees India as an increasing challenge due to its relationship with the US.”

Expanding ties

That was not always the case. During the Cold War, India’s relations with the US were often frosty. The country had cultivated close ties with the USSR and helped spearhead the Non-Aligned Movement, an organisation of countries that rejected pressures to join either pro-US or pro-Soviet blocs.

For its part, the US was a key ally of Pakistan. And by the early 1970s, the administration of US President Richard Nixon started to build a cooperative relationship with China, as an attempt, in part, to place pressure on the USSR.

But as the Cold War ended and China’s economic rise became a preoccupation of US foreign policy, India — with its size and economic heft — started to be seen as a key regional ally.

Despite its improved ties with the US, however, India has continued to resist what it sees as a false choice between the US and countries like President Vladimir Putin’s Russia.

But as Russia wages war in Ukraine and Washington seeks to isolate Moscow economically and diplomatically, that balancing act has become more difficult for India to maintain.

While India has increased its purchase of weapons from countries such as France and the US and recently agreed on a roadmap to increase cooperation with the US defence industry, it remains the world’s largest importer of Russian arms.

India has also joined China in buying up Russian oil at discounted prices, while the US and the European Union angle to limit Russia’s power in the global energy market.

But Shidore said that India’s status as a central player in Washington’s Asia strategy gives it significant leverage . Its ties to Russia are not likely to get in the way of its relationship with the US, he explained.

“India has played this quite well, playing Russia and the US off each other, and has benefitted in the process,” he said. “A country like India, which has such a strong convergence with the US on China, can create major spaces where it will differ very strongly from the US and can ride that out.”

Consolidating control

While US relations with allies such as Saudi Arabia and Israel have come under political scrutiny in recent years, Modi’s trip to the US has been welcomed with bipartisan support. An a joint letter inviting Modi to address Congress during his visit, members of the US House of Representatives and Senate have hailed the visit as a sign of the “enduring friendship” between the two countries.

“During your address, you will have the opportunity to share your vision for India’s future and speak to the global challenges our countries both face,” the letter reads.

However, Modi’s human rights record has not gone entirely unremarked. On Tuesday, a group of more than 70 lawmakers from the US House and Senate penned a letter to the Biden urging him to discuss concerns about religious freedom and journalistic expression in his talks with Modi.

The Muslim rights group CAIR, meanwhile, has issued a statement calling on the White House to drop its plans for a state dinner.

Modi’s high-profile reception in the US is a far cry from what he experienced before he was first elected prime minister in 2014. Prior to becoming India’s leader, Modi had been banned from entering the US due to allegations that he turned a blind eye to anti-Muslim violence in the western Indian state of Gujarat in 2002, when he was the province’s chief minister.

The deadly 2002 riots were the subject of a BBC documentary that Modi tried to ban in January, invoking his emergency powers as prime minister. The rights groups Amnesty International and Human Rights Watch screened the documentary in Washington on Tuesday.

Human rights groups say the move to ban the film was representative of a larger effort under Modi to stifle dissent and exercise control over independent institutions. They also accuse his government of pursuing an agenda influenced by far-right Hindu nationalism.

In an annual report on religious freedom in May, the US State Department expressed concern about the situation in India, noting that there were “open calls for genocide against Muslims”, lynchings and “attacks on places of worship”.

In May, for the fourth year in a row, the US Commission on International Religious Freedom called on the State Department to designate India as a “country of particular concern”.

In some states controlled by Modi’s Bharatiya Janata Party (BJP), politicians who lean into violent anti-Muslim rhetoric face little reprimand. Some Hindu nationalist paramilitaries have also waged a campaign against interfaith marriages , which they portray as an effort to dilute the Hindu population and win converts to Islam through “love jihad”.

Shidore, however, said that Modi’s human rights record has been quickly “papered over” and is unlikely to prevent cooperation with the US, so long as China remains a serious global competitor.

“The United States”, he said, “has set human rights issues aside in order to strengthen ties”.

New Delhi, May 24 (PTI) Prime Minister Narendra Modi’s latest foreign visit had instances that exemplified the “enormous respect and goodwill” among world leaders for him and India, the BJP said on Wednesday and asked Opposition parties to celebrate the country’s progress.

BJP leader and Union Minister Rajeev Chandrasekhar said the prime minister attended three leading global events — G7, QUAD and FIPIC — during his five-day trip to Japan, Papua New Guinea and Australia.

“This trip was peppered with instances that exemplify the enormous respect and goodwill for India and India’s prime minister amongst the world’s leading nations and leaders,” he told a press conference here.

Opposition parties should celebrate the country’s progress and become a part of the efforts being taken to take it forward, instead of using every opportunity “to insult our growth, create hurdles, and make attempts to reverse our prime minister’s mission and his goal of creating a developed India,” he said.

“During his foreign visit, the prime minister had 40 engagements and met over two dozen world leaders,” he said.

The Union minister also referred to the governments of Fiji and Papua New Guinea conferring their highest civilian award on Modi and said it was an honour which a few global leaders have received so far.

The renaming of the Sydney’s Harris Park to Little India was another honour that was bestowed on India during his foreign visit, Chandrasekhar highlighted. “During his visit to these countries, front pages of most newspapers and other media were covered with stories about his visit and the summits thereon,” he claimed.

The BJP leader said people across the world are recognising the leadership of Prime Minister Modi but those in the Opposition have raised questions on the handling of the country’s economy during the Covid pandemic, and “created fear about Indian vaccines, pushed for foreign vaccines and opposed helping other countries our vaccines”.

“Having heard how he spoke at the global diaspora meet in Australia about India, its rise from the fifth economy to the top three of the world and its future, I want to draw your attention to the shameless habit of our Opposition politicians like Rahul Gandhi and his cohorts who use abuse and lies not just to insult our prime minister and our government but also our nation, democracy and institutions including press and judiciary,” Chadrasekhar said.

They have travelled abroad to “vilify our democracy, nation and our people”, he said in a veiled attack on Congress leader Rahul Gandhi.

Referring to allegations by Opposition parties on electronic voting machines, he said there is “a studied silence on all those allegations” after the Karnataka elections.

The Congress emerged victorious in the 224-member Karnataka assembly polls held on May 10 by winning 135 seats. The BJP bagged 65 and the JD(S) 19 seats.

Chadrasekhar said as a world leader who was “born poor, prime minister Modi is an inspiration and leader for those nations and people of the world that continue to struggle”.

“It’s undeniable that PM Modi’s leadership and his diplomatic efforts have played a very big role in our country’s progress,” he said.

Opposition parties should celebrate India’s progress and become part of the efforts being taken to take India forward, the BJP leader said.

In the world where nations are vying for recognition and respect, it is important to project an accurate and positive image of India’s progress, he added.

“Imagine the significance of Papua New Guinea’s prime minister touching Modi’s feet in a mark of respect… Imagine the importance of Australian Prime Minister Anthony Albanese calling Prime Minister Modi the boss…,” Chandrasekhar said.

“The goodwill and respect shown shown by Prime Minister of New Zealand Chris Hipkins when he flies all the way to Australia to meet PM Modi,” he said.

These are rare events which are outcomes of hard work, dedication and commitment of Prime Minister Modi, the Union minister said. PTI PK PK ANB ANB

Visiting Europe, Biden Will Find Both Solidarity and Isolation

The president arrived in France for a visit meant to mark the 80th anniversary of the D-Day invasion and showcase Western unity. But even as he rallies American allies in defense of Ukraine, he will defy them on the war in Gaza.

As President Biden visits France this week, he will be rallying European leaders to his side and showcasing the resolve he has helped to foster on behalf of Ukraine.

But he will also be defying the very same leaders and standing virtually alone among Western democracies still firmly in support of Israel as it wages war in Gaza.

Mr. Biden arrived in Paris on Wednesday morning for a trip aimed at celebrating the 80th anniversary of the D-Day invasion. It is his first visit to Europe since the Oct. 7 terrorist attack led by Hamas, which killed 1,200 people in Israel and triggered a military retaliation that has killed about 36,000 people in Gaza. Next week he will return to Europe for a summit in Italy with the leaders of the Group of 7 nations, and three weeks after that he will host the 75th anniversary summit of NATO nations in Washington.

The series of meetings will put Mr. Biden in a position he has not experienced since becoming president: He will be embraced and isolated at the same time by the same group of allies he has courted for nearly four years. For a president who has emphasized his support for America’s traditional alliances, it represents a challenge that will test his diplomatic skills in unfamiliar ways.

“Gaza undermines the moral clarity of the argument they want to make about Ukraine,” said Peter Beinart, a professor of journalism and politics at the City University of New York and a longtime analyst of Middle East affairs who has been critical of Israel’s government. “The Gaza war makes that story a lot less compelling to a lot of people.”

Ivo Daalder, who was an ambassador to NATO under President Barack Obama, acknowledged the tension in Mr. Biden’s approach.

“Yes, it seems to be slightly contradictory to be making one argument on Russia and another argument on Israel,” said Mr. Daalder, who now serves as president of the Chicago Council on Global Affairs. “But the situations are different. One was attacked, and the other did the attacking. It’s pretty big.”

The European allies, with a couple of notable exceptions, have been strongly aligned with Washington for more than two years in the multinational campaign to defeat Russia after its invasion of Ukraine, broadly matching American investments in the war with their own commitments to Kyiv. But the Europeans have grown increasingly critical of how Israel is conducting its operation in Gaza over the past nine months, even as the Biden administration has rejected efforts by the chief prosecutor at the International Criminal Court to seek arrest warrants for Israeli leaders on war crime charges.

The disparate priorities will play out at an event on Thursday meant to showcase Western unity and resolve. The D-Day landings at Normandy on June 6, 1944, will be celebrated as a high-water mark of the alliance that defeated Nazi Germany. President Emmanuel Macron of France will host leaders of the World War II partner countries, including King Charles, Queen Camilla, Prince William and Prime Minister Rishi Sunak of Britain and Prime Minister Justin Trudeau of Canada, representing the two nations that joined the United States in staging the climactic amphibious invasion.

Chancellor Olaf Scholz of Germany, representing the vanquished enemy, will also attend in a show of Europe’s reconciliation. Not present, however, will be President Vladimir V. Putin of Russia, despite the Soviet Union’s alliance with the West during the war. Mr. Macron’s government initially invited lower-level Russian representatives to participate but rescinded the offer after objections stemming from Moscow’s aggression in Ukraine.

By contrast, President Volodymyr Zelensky of Ukraine will attend the ceremony, an opportunity for him to press Western leaders for more aid. White House officials said on Tuesday that Mr. Biden would meet with Mr. Zelensky while in France and then again during the G7 gathering in Italy.

John F. Kirby, a White House spokesman, said Mr. Biden knew that not every nation agrees with his policies. “Disagreements with allies and partners is not something new to President Biden,” Mr. Kirby said, “any more than unity and cooperation and collaboration, which he also fosters across a range of issues.”

The meetings between Mr. Biden and the allies come at a critical moment in both Europe and the Middle East. Ukraine is trying to fend off an escalating Russian offensive that threatens to break through its eastern defenses in a decisive way after two years of grinding combat. Hundreds of miles away, Israel and Hamas are both under pressure to agree to a cease-fire deal that could be the final chance for a path toward a more sustainable peace in the region.

Mr. Biden on Friday outlined such a cease-fire agreement that would eventually lead to the release of all hostages held by Hamas, the withdrawal of Israeli forces from Gaza and a “permanent” end to the war. By advancing a deal that Europeans can support, the president may have found a way to minimize differences when he is in Paris.

The Group of 7 nations, including the United States, Britain, Canada, France, Germany, Italy and Japan, issued a statement on Monday endorsing the deal that Mr. Biden outlined and calling on Hamas to accept it. Mr. Biden characterized the deal as a proposal put forward by Israel but Prime Minister Benjamin Netanyahu has not explicitly endorsed or rejected it publicly as he navigates his own domestic politics and seeks advantage in any renewed negotiations with Hamas.

At the same time, Mr. Biden addressed another difficult issue before the trip by authorizing Ukraine for the first time to use U.S.-provided weapons against targets inside Russia for self-defense in limited circumstances, something France, Britain, Germany, Poland and other allies had already embraced .

“The only way out of such a dilemma is to push ahead on both problems — help Ukraine do better or win and get Israel on a path to peace,” said Dan Fried, a retired diplomat now at the Atlantic Council in Washington. “Hence the decision to lift some restrictions on Ukraine’s use of U.S. arms and to push a complex and ambitious peace plan” in Gaza.

Still, the differences remain real and stark. Spain, Ireland and Norway formally recognized an independent Palestinian state last week, just days after the International Court of Justice ordered Israel to halt its military offensive in the city of Rafah in southern Gaza. Most European governments have endorsed the war crimes action against Israel at the International Criminal Court. “France supports the International Criminal Court, its independence and the fight against impunity in all situations,” the country’s foreign ministry said in a statement .

France has not acted to recognize a Palestinian state but did vote in the United Nations in May to support including Palestine as a full member of the organization. Britain, which is no longer a part of the European Union, abstained from that vote.

Critics of Mr. Biden said he has no one to blame for his diplomatic challenges in Europe but himself for an inconsistent approach to international crises.

“The contradiction, I think, is in American policy,” said Peter Rough, the director of the Center on Europe and Eurasia at the Hudson Institute and a former aide to President George W. Bush. “In Ukraine, he’s backing Ukraine against the Russian-Iranian alliance, while in Gaza he is managing Israel, even limiting it, as it confronts an Iranian proxy.”

From the other side of the spectrum, some foreign policy veterans said Mr. Biden has brought troubles upon himself by being too supportive of Israel.

“I am not at all sure that Biden has made the right choices on Israel-Gaza, although I acknowledge that he’s in a tough spot, as is our country,” said Eric Rubin, a longtime U.S. diplomat and the former president of the American Foreign Service Association. “Israel has lost the sympathy of most other countries and their citizens, and we won’t see it get it back in our lifetimes, I fear.”

But at the end of the day, some diplomats said, France and the other allies ultimately defer to the United States when it comes to such issues. And even though he will find them on different pages, Mr. Biden enjoys a constructive relationship with his peers, unlike his predecessor, and possible successor, Donald J. Trump, who berated European allies over their disagreements and left them dreading his potential return to office.

“The United States still plays the indispensable role,” said Mr. Daalder. “Everybody is looking to us to figure out how do we deal with Russia, how do we deal with China, and frankly even how do we deal with Israel. We’re still looked at by our friends and by our adversaries as the ones who will determine the outcome.”

PARIS (AP) — President Joe Biden said France was America’s “first friend” at its founding and is one of its closest allies more than two centuries later as he was honored with a state visit Saturday by French President Emmanuel Macron aimed at showing off their partnership on global security issues and easing past trade tensions.

“United we stand, divided we fall,” Macron said in toasting Biden at a state dinner. “Allied we are and allied we will stay.”

Biden and Macron attended ceremonies marking the 80th anniversary of D-Day on Thursday and met separately the following day with Ukrainian President Volodymyr Zelenskyy in Paris . The leaders both used those engagements used to underscore the urgent need to support Kyiv’s fight against Russia’s invasion.

The state visit began Saturday with a ceremony at the Arc de Triomphe, including a wreath-laying at France’s tomb of the unknown soldier, and a military parade along the Champs-Élysées leading to the Élysée Palace, where the two held official meetings and delivered public statements. Macron and his wife, Brigitte Macron, hosted a state dinner at the palace for Biden and his wife, Jill.

The American president followed Macron’s toast by saying the U.S. and France have been “unyielding as well as unwavering in our partnership,” adding, “That’s what democracies do.”

Biden and Macron put the war in Ukraine at the top of Saturday’s agenda, but it was the strength of the countries’ long alliance, fortified at Normandy 80 years ago but with roots far deeper, that was the centerpiece of the weekend.

Calling himself a student of French history, Biden said the visit was a “great honor” and he noted that America’s ties to France date to the Revolutionary War.

“France was our first friend,” Biden said. “It remains one of our best friends.”

Macron praised Biden as not just the leader of a world power but also for bringing the “clarity and loyalty of a partner that loves and respects the Europeans.”

It appeared to be a subtle criticism of former President Donald Trump, whose “America First” foreign policy has shaken European leaders. They are now contending, gingerly, with the possibility of his return to power next year should the presumptive Republican nominee defeat the Democratic incumbent in November’s election.

Later, in a statement of principles that the presidents called a road map, they cited the legacy of the U.S.-French relationship and “the price for peace and freedom” paid by past generations in reaffirming their commitment to “a Europe, whole, free and at peace.”

Macron hosted Trump for Bastille Day in 2017, and the French president came to Washington for a state visit in 2018 before their relationship soured.

Despite disagreements over whether to send allies trainers onto Ukrainian soil to support the country’s defense against Russia’s invasion, Macron insisted that, “I think we see eye to eye on this war raging in Ukraine. He tempered his previous concerns about U.S. commitment to Europe — which he has used to argue that the continent must do more to provide for its own defense — to praise Biden’s leadership: “Thank you for being at Europe’s side.”

Macron expressed hope that when the Group of Seven leaders meet this coming week in Italy they will agree to a $50 billion “solidarity fund” for Ukraine that will be backed by sanctioned Russian assets.

The two leaders also celebrated the rescue Saturday by Israeli forces of four hostages taken by Hamas. “We won’t stop working until all the hostages come home and a cease-fire is reached,” Biden said as Macron called out the Israeli government for not doing more to get humanitarian assistance into Gaza.

Macron said he supported a Biden-promoted cease-fire proposal that would allow a surge of humanitarian assistance into the territory and allow for the release of more hostages. The U.S. has said it is awaiting Hamas’ formal response to the potential deal.

The French leader raised the issue of U.S. trade practices that he has often criticized, including the Inflation Reduction Act, which favors American-made climate technology such as electric vehicles. Macron said the U.S., like China, has “decided not to respect the rules of global trade” by shoring up protections and subsidies while Europe’s industry remains open and is stuck in overregulation.

As the pair met outside the palace, Biden appeared to suggest to his host that that the U.S. and Europe could “coordinate together,” and he was heard telling Macron about his most recent conversation with Chinese President Xi Jinping, who was objecting to steep U.S. tariffs on Chinese electric vehicles.

Biden hosted Macron in December 2022 at the White House for the first state visit of his presidency as the COVID-19 pandemic receded.

Among the attendees at Saturday’s dinner was World War II veteran Harold Terens and his sweetheart Jeanne Swerlin, who were married Saturday inland of the D-Day beaches in Normandy, France.

“Congrats to newlyweds,” Macron said, leading the crowd in cheers and applause.

As the president’s trip draws to a close, the far right is likely to emerge as one of the biggest winners in Sunday’s European Parliament election while Macron’s pro-European Union movement is flagging.

Joint Statement between the Islamic Republic of Pakistan and the People’s Republic of China

1. At the invitation of H.E. Li Qiang, Premier of the State Council of the People’s Republic of China, H.E. Muhammad Shehbaz Sharif, Prime Minister of the Islamic Republic of Pakistan paid an official visit to China from June 4 to June 8, 2024.

2. During the visit, H.E. Xi Jinping, President of the People’s Republic of China met with Prime Minister Sharif. Prime Minister Sharif held talks with Premier Li Qiang of the State Council, and met with H.E. Zhao Leji, Chairman of the Standing Committee of the National People’s Congress. The two sides had candid and in-depth exchanges of views on the entire spectrum of bilateral relations as well as regional situation and international landscape and reached extensive consensus on further strengthening the Pakistan-China All-Weather Strategic Cooperative Partnership and promoting practical cooperation in various areas, and on international and regional issues of mutual interest. 3. The two sides agreed that Pakistan and China are All-Weather Strategic Cooperative Partners and ironclad friends, and the two countries have always understood, trusted and supported each other. Since the establishment of diplomatic ties 73 years ago, Pakistan-China relations have stood the test of changing international environment and have been as solid as a rock, and as unshakable as a mountain. The Chinese side reiterated that the Pakistan-China relationship is a priority in its foreign relations. The Pakistani side underscored that the Pakistan-China relationship is the cornerstone of its foreign policy. The two sides enjoy unbreakable strategic mutual trust, fruitful practical cooperation in various fields, and maintain close coordination on international and regional affairs. The two sides would continue to view the relationship between Pakistan and China from a strategic height and a long-term perspective, take effective measures to safeguard the common interests of Pakistan and China, promote socio-economic development and well-being of the two peoples, work together to jointly uphold regional peace, stability, development and prosperity, and accelerate the building of an even closer Pakistan-China Community with a Shared Future in the New Era. 4. The Chinese side congratulated Pakistan on holding successful general elections, and expressed best wishes for the new Pakistani government in leading the Pakistani people in their endeavors to achieve socio-economic development, prosperity, unity, stability and security. The two sides will explore avenues to deepen experience-sharing in state governance and synergize their development strategies. 5. The Pakistani side spoke highly of China's major development achievements in the New Era, and expressed good wishes to the Chinese people that under the strong leadership of the Communist Party of China, China will realize the second centenary goal of building China into a great modern socialist country in every dimension. The Pakistani side spoke highly of and supports China’s all-round efforts to advance the building of a strong country and achieve national rejuvenation through a Chinese path to modernization, believes that the Chinese path to modernization provides a new option and practical solution for developing countries to achieve independent development. 6. The two sides reaffirmed their unyielding support for each other on issues concerning their respective core interests. Both sides stressed that the authority of the UN General Assembly Resolution 2758 brooks no dispute or challenge. Pakistan reaffirmed its firm commitment to the one-China principle, and reiterated that Taiwan is an inalienable part of the People’s Republic of China's territory, and that Pakistan firmly supports the Chinese government’s every effort to achieve national reunification and opposes any form of “Taiwan independence.” Pakistan firmly supports China on issues concerning Xinjiang, Xizang, Hong Kong and the South China Sea. The Chinese side reiterated its steadfast support for Pakistan in safeguarding its sovereignty, national independence and territorial integrity, in pursuing a development path suited to its national conditions and in its efforts to safeguard national security, stability, development and prosperity, in firmly combating terrorism, and in playing a bigger role in regional and international affairs. 7. The two sides strongly condemned the terrorist attack on the Chinese convoy of the Dasu Hydropower Project in Pakistan on March 26, 2024, and emphasized that no attempt to undermine Pakistan-China friendship and cooperation will ever succeed. The Chinese side appreciated the Pakistani side's active pursuit and conduct of the investigation and its findings, and hoped that the Pakistani side would continue to make every effort to hunt down any perpetrators and make sure they receive deserved severe punishment. The Pakistani side was committed to enhancing security forces deployment and taking more effective security measures, and making all-out efforts to ensure the safety of Chinese personnel, projects and institutions in Pakistan. The two sides reiterated their commitment to combating terrorism in all its forms and manifestations with a “zero tolerance” attitude, and agreed to further strengthen cooperation in counter-terrorism and security through a comprehensive approach. Calling on the international community to strengthen counter-terrorism cooperation, the two sides expressed their firm opposition to double standards on counter-terrorism, and opposed the politicization and instrumentalization of counter-terrorism. The two sides stood ready to work with the international community to strengthen multilateral counter-terrorism cooperation within multilateral frameworks such as the United Nations. 8. The two sides recognized that the China-Pakistan Economic Corridor (CPEC) has been a pioneering project of the Belt and Road Initiative. Since the launch of CPEC, the two sides have adhered to the principle of “planning together, building together, and benefiting together,” and promoted the construction of CPEC to achieve fruitful results, which has changed the development landscape of Pakistan, benefited its people's well-being, and promoted the integrated development of Pakistan and China. After the successful first decade of CPEC, the two sides are committed to carrying out the eight major steps for supporting high-quality Belt and Road cooperation, forging an “upgraded version” of CPEC by jointly building a growth corridor, a livelihood-enhancing corridor, an innovation corridor, a green corridor and an open corridor, aligning with Pakistan’s 5Es Framework based on Exports, E-Pakistan, Environment, Energy, and Equity & Empowerment to better benefit the two countries and their peoples, working together to build CPEC into an exemplary project of high-quality building of Belt and Road cooperation. 9. Expressing satisfaction at the holding of the 13th CPEC’s Joint Coordination Committee (JCC) meeting (online) on May 24, 2024, the two sides agreed to expeditiously implement consensus achieved by the JCC. 10. The two sides reaffirmed that upgradation of ML-I is an important project under the CPEC framework and is of strategic significance to Pakistan’s socio-economic development. The two sides agreed to implement the common understanding of the leaders of the two countries, actively explore advancing the project in a “phased manner” and start working on financing modalities. 11. The two sides recognized that the Karakoram Highway (Raikot-Thakot) realignment project is of great significance for the smooth operation of the only land-based channel between Pakistan and China. The two sides reviewed with satisfaction the important progress made in the preliminary work of the project, and signed the framework agreement of the project during this visit. 12. The two sides believed that the Khunjerab-Sost pass plays an important role in promoting trade and people-to-people exchanges between Pakistan and China. The two sides agreed to advance upgradation of the inspection infrastructure of the Khunjerab-Sost pass so as to realize the all year-round function of the Khunjerab-Sost pass at an early date. 13. Recognizing the significance of Gwadar Port as an important node in cross-regional connectivity, the two sides were satisfied that the New Gwadar International Airport will soon be finished, and reiterated the need to speed up the development of the auxiliary infrastructure of the Gwadar Port in order to fully realize the potential of the coastal city, especially as a transshipment hub with a shipyard. 14. The two sides put great emphasis on industry cooperation under the framework of high-quality CPEC development. The two sides signed the Action Plan for Framework Agreement on Industrial Cooperation under CPEC to strengthen industrial cooperation in various areas suited to their local conditions. China reiterated its commitment to Pakistan’s industrialization, and will encourage Chinese companies to invest in Pakistan’s Special Economic Zones in accordance with the market and commercial principles. Pakistan agreed to optimize its business environment and policy framework to further facilitate Chinese investment. The two sides reiterated that CPEC is an open and inclusive platform for win-win cooperation, and welcomed third parties to actively participate in the CPEC cooperation priority areas such as industry, agriculture, ICT, science and technology and mining. 15. Recognizing that mining is an important breakthrough area for industrial cooperation, both sides agreed to strengthen long-term planning for mining cooperation, promote the implementation of the Agreement to Strengthen Mining and Industrial Cooperation under the CPEC Framework collectively, and take actions such as geological survey, joint geology and minerals research and talent training. The two sides expressed their willingness to actively encourage Chinese companies to invest in the mining industry of Pakistan, and strengthen the planning of mining industrial parks, including downstream mineral processing. 16. The Chinese side expressed its willingness to strengthen cooperation with Pakistan in such areas as offshore oil and gas resources, and natural gas hydrate. The Chinese side would encourage Chinese companies to actively participate in the development of offshore oil and gas blocks of Pakistan. 17. Both sides agreed that agricultural cooperation between the two countries enjoys a bright future. The two sides would carry out practical cooperation for modernizing agriculture in Pakistan in areas such as seed technology, crop cultivation, drip irrigation, prevention and control of animal and plant diseases, agricultural mechanization, production capacity cooperation, and agricultural technology exchanges. 18. Both sides were satisfied with the outcomes reached in the second meeting under the framework of the CPEC Joint Working Group on Information Technology Industry. The two sides are willing to enhance policy coordination in related areas, and promote experience sharing and talent training. The two sides agreed to strengthen development of the Pakistan-China digital information channel, and promote the integration of information and communication technology infrastructure and develop an innovation corridor through Pakistan. 19. The two sides were satisfied with the progress in energy cooperation between Pakistan and China. The two sides reaffirmed the significance of enhancing bilateral energy cooperation, expressed commitment to further strengthening collaboration in clean energy sector,and encouraged Chinese companies to engage in hydropower and other relevant projects based on market principles and commercial operations and achieve win-win outcomes. While appreciating China’s contributions to addressing power shortages in Pakistan, both sides agreed to launch a new phase of energy cooperation, by modernizing production, transmission and distribution systems to reduce line and other losses. 20. China was committed to further implementing more “small yet smart” livelihood programs in Pakistan. The two sides agreed to promptly implement post-disaster reconstruction aid projects aided by China in Pakistan at an early date. The two sides welcomed CIDCA’s enhanced contributions to complementing the efforts of the Government of Pakistan in promoting socio-economic development and creating further livelihood opportunities for the people of Pakistan as envisaged under Global Development Initiative (GDI). 21. Under the framework of the Phase II of Pakistan-China Free Trade Agreement, both sides agree to conduct further consultation and actively explore concessional arrangements for mutual benefit and win-win outcomes. 22. The two sides agreed to further strengthen bilateral cooperation in the financial sector and stand ready to support each other in regional and international multilateral financial forums. The leaders expressed satisfaction on the completion of the report of Pakistan’s Industrial Landscape and Suggestion to Improve its Export Capacity, and expected the report, as reference would contribute to Pakistan’s industrial and export capacity. The Pakistani government identified 13 priority sectors for enhancing export oriented industry and encouraged Chinese top companies in these sectors to make investment in Pakistan. The Chinese side welcomed Pakistan to expand exports to China. Both sides also agreed to leverage the existing and new sister city agreements for better promoting economic integration and attracting investment in Pakistan in the priority sectors. Both sides agreed to further strengthen business to business exchanges with facilitation and preference. 23. The two sides recognized that collaboration in the sector of science and technology plays an important role in promoting practical cooperation between Pakistan and China. Both sides agreed to further expand inter-governmental cooperation in scientific and technological sector, and elevate collaboration among the scientific and technological communities of both countries in areas such as joint research, technology transfer, technical training, and personnel exchanges, as well as strengthening their partnership in emerging technologies including communication infrastructure, 5G, big data, and cloud computing. The two sides were willing to strengthen policy coordination in the field of artificial intelligence, deepen relevant practical cooperation, and jointly promote the development of artificial intelligence technology. The Pakistani side welcomes the Global AI Governance Initiative announced by President Xi Jinping, and China’s endeavor to increase the right of developing countries in global AI governance. The two sides agreed that the international community should uphold the principle of attaching equal importance to development and security, and work together to build an open, fair and effective Al governance mechanism through dialogue, consultation and equal cooperation, so that Al technology can play a positive role in benefiting people of all countries and propel the development of human civilization. The two sides believed that the expansion and enhancement of space cooperation between the two countries will serve as a booster for Pakistan to strengthen its scientific and technological capabilities, drive economic growth, and safeguard national security. The two sides are willing to continue to deepen space cooperation for peaceful use based on equality and mutual benefit. 24. China was committed to continuing its support for Pakistan in organizing and participating in cultural and tourism exchanges in China. Both sides reaffirmed their determination to enhance practical cooperation in the fields of culture and tourism. The two sides placed great emphasis on and were committed to further enhancing bilateral exchanges and cooperation in areas such as education, sports, broadcasting, media, and think tanks, in order to contribute to the continuation of the longstanding friendship between the two countries, the promotion of their respective rich cultures, and the advancement of exchanges and dialogue among civilizations. The two sides were committed to establishing more favorable conditions for the exchange of personnel between the two countries. 25. The two sides attached great importance to climate change, expressed their commitment to actively implementing policies related to climate change, enhancing communication and coordination in the multilateral process of addressing climate change, and jointly upholding multilateralism and solidarity among developing countries. China reaffirmed its commitment to continue providing support and assistance to Pakistan and other developing countries in addressing climate change and mitigating the adverse impacts of extreme weather events. China was willing to collaborate with Pakistan in promoting the establishment of the Belt and Road International Cooperation Framework for Disaster Risk Reduction and Emergency Management. China welcomed Pakistan to collaborate in establishing a fire information sharing liaison mechanism, and expressed willingness to cooperate with Pakistan to further enhance its disaster management capacity. 26. The two sides expressed satisfaction that the armed forces of the two countries maintained a high-level of strategic mutual trust, developed close coordination and promoted cooperation in the long term. The two sides underscored that stronger strategic defence and security cooperation between Pakistan and China plays an irreplaceable and critical role in maintaining peace and stability and ensuring strategic balance of the region. The two sides agreed to maintain high-level military-to-military visits and exchanges and promote cooperation in areas of joint training and exercises and military technology. 27. Both sides underscored the importance of maintaining peace and stability in South Asia, the need for resolution of all outstanding disputes, and their opposition to any unilateral action. The Pakistani side briefed the Chinese side on the latest developments of the situation in Jammu and Kashmir. The Chinese side reiterated that the Jammu and Kashmir dispute is left over from history, and should be properly and peacefully resolved in accordance with the UN Charter, relevant UN Security Council resolutions and bilateral agreements. 28. The two sides jointly advocated an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization. Both sides opposed hegemony, domineering and bullying, exclusionist approaches, opposed power politics, as well as unilateralism in all forms. The two sides reaffirmed their commitment to jointly upholding the international system with the United Nations as its core, the international order underpinned by international law, and the basic norms governing international relations underpinned by the purposes and principles of the United Nations Charter, adhere to true multilateralism, work for a just and more equitable international order, safeguard the peace and stability of the region and the world. The two sides agreed to further strengthen communication and coordination in the United Nations, the Shanghai Cooperation Organization and other multilateral platforms. The two sides agreed that the thought to build a community with a shared future for mankind proposed by President Xi Jinping, has guided the progress of human society, enriched the practice of global governance, and opened up a new path for the handling of international relations in a proper way. The two sides agreed to promote the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. Both sides will jointly focus on development agenda, respond to security challenges, carry forward Asian values and build an open and inclusive regional architecture, so as to benefit the two peoples, maintain regional peace and prosperity and make greater contribution to peace and progress of humanity. The Chinese side reaffirmed that China always remains a firm member of developing countries. China is willing to work together with Pakistan and other developing countries, following the principles of mutual respect, equality, mutual trust, win-win cooperation, solidarity and coordination, to jointly embark on the path of fair, open, comprehensive and innovative development, promote development and prosperity of most developing countries, and strive to achieve the goals of the 2030 Agenda for Sustainable Development of the United Nations. 29. The two sides agreed to strengthen communication and coordination on the Afghanistan issue. Both sides called for concerted efforts of the international community to positively support Afghanistan in properly addressing challenges in such areas as humanitarianism and economic development, encourage the interim government of Afghanistan to build an inclusive political framework, adopt moderate policies, pursue good-neighborliness, and firmly combat terrorism, including not allowing its territory to be used for terrorist acts. Both sides agreed to play a constructive role in helping Afghanistan to achieve stable development and integrate into the international community. 30. The two sides reiterated that the fundamental way out of the current crisis in Gaza lies in the Two-State solution and the establishment of an independent State of Palestine. The resolution adopted by the UN Security Council is legally binding, and should be enforced effectively to achieve an unconditional and lasting ceasefire immediately. The two sides called on the international community for increasing political input into the Palestinian question with a greater sense of urgency, stepping up efforts to facilitate the early resumption of peace talks between Palestine and Israel, and strive for enduring peace. 31. During the visit, the two sides signed 23 agreements and MOUs covering cooperation on CPEC, agriculture, infrastructure, industrial cooperation, inter-governmental development assistance, market regulation, surveying and mapping, media, film, etc. 32. Prime Minister Muhammad Shehbaz Sharif expressed appreciation to the Chinese government and people for the warm hospitality extended to him and the Pakistani delegation, and invited Chinese leaders to visit Pakistan and attend the 23rd Meeting of the Council of the Heads of Government of the Shanghai Cooperation Organization Member States. The Chinese leaders appreciated the invitation. The two sides agreed to maintain communication on that through diplomatic channels.

He tempered his previous concerns about U.S. commitment to Europe — which he has used to argue that the continent must do more to provide for its own defense — to praise Biden's leadership: "Thank you for being at Europe's side."

Macron expressed hope that when the Group of Seven leaders meet this coming week in Italy they will agree to a $50 billion "solidarity fund" for Ukraine that will be backed by sanctioned Russian assets.

The two leaders also celebrated the rescue Saturday by Israeli forces of four hostages taken by Hamas. "We won't stop working until all the hostages come home and a cease-fire is reached," Biden said as Macron called out the Israeli government for not doing more to get humanitarian assistance into Gaza.

The French leader raised the issue of U.S. trade practices that he has often criticized, including the Inflation Reduction Act, which favors American-made climate technology such as electric vehicles. Macron said the U.S., like China, has "decided not to respect the rules of global trade" by shoring up protections and subsidies while Europe's industry remains open and is stuck in overregulation.

As the pair met outside the palace, Biden appeared to suggest to his host that that the U.S. and Europe could "coordinate together," and he was heard telling Macron about his most recent conversation with Chinese President Xi Jinping, who was objecting to steep U.S. tariffs on Chinese electric vehicles.

Biden hosted Macron in December 2022 at the White House for the first state visit of his presidency as the COVID-19 pandemic receded.

As the president's trip draws to a close, the far right is likely to emerge as one of the biggest winners in Sunday's European Parliament election while Macron's pro-European Union movement is flagging.
