Having travelled to Taiwan on many occasions, I’ve used many of the pre-paid SIM cards here and believe I’m well placed to write a guide on them.

The most important thing you should know is this:

By far the best deals are found at the airports. All these deals come with unlimited internet data

Phone stores in Taipei city usually don’t have good English speakers, and many of these SIM cards come with a capped internet usage.

It is possible to find these deals in the city however – please refer to the this section .

SIM Card Requirements

Both terminals at Taoyuan airport have a number of booths with SIM card offers, or you could order one from Klook and pick it up from one of their booths in the arrivals halls.

Songshan airport is more limited, and only has a Chunghwa Telecom booth. This can also be used to pick up Chunghwa Telecom SIM cards and WiFi routers ordered on Klook.

Pre-ordering your Taiwan SIM Card from Klook will generally cost less, and the Klook booth will remain open after the others have closed.

These prices are for 4G networks only. Most operators also offer 5G sim cards, which generally cost around 60% more. For the vast majority of people, 4G networks will be more than fast enough.

If you are staying in Taiwan for 60 days or more , then T-Star has the only long term SIMs available.

If you’re thinking of travelling to more remote regions of Taiwan, then I would recommend using Chunghwa Telecom as they have by far the best coverage in rural places such as the mountains.

Chunghwa Telecom

Chunghwa Telecom is the largest service provider in Taiwan, and I would recommend getting their SIM if you’re staying in Taiwan for 10 – 30 days, purely because their coverage is the best and the connection speeds are lightning fast.

Their internet download speeds average around 50mb/s .

Chunghwa is also recommended if you’re travelling to more rural parts of Taiwan, as they have very good coverage in all areas.

You can also purchase a Chunghwa Telecom SIM with an EasyCard (which is an essential purchase) for a better saving. Just select EasyCard below and choose the most appropriate option. Additionally, Chunghwa are currently selling special student SIM cards for 60 or 135 days.

Airport Locations and Opening Hours

All these deals are available from both Taoyuan and Songshan Airports.

Taoyuan Terminal 1

Opening Hours Monday – Sunday 07:00 – 24:00

Ta oyuan Terminal 2

Opening Hours (Arrivals) Monday – Sunday 07:00 – 22:00

Opening Hours (Departures) Monday – Sunday 07:00 – 19:00

Songshan Airport

Opening Hours Monday – Sunday 07:00 – 23:00

City Locations

If you’re unable to obtain a SIM from any of the Chunghwa stores at the airports, there are a small number of city stores that have the exact same deals as the airport booths, although it doesn’t mention on their website which ones do.

The ones that I personally know have this offer are:

Ensure that you take two forms of identification , including your passport.

Taiwan Mobile

Taiwan Mobile has the second best network coverage and speed, although their website claims that in Taipei they actually have the best download speeds:

Taiwan Mobile had the best 4G Internet download speed in Taipei and Taichung which had been tested and reported by Apple Daily in Mar. 2015

Either way, they’ll still a very good option.

These deals are only available from Taoyuan Airport.

Again, you can only get the city deals from a select few stores in Taipei .

Generally slightly cheaper than Chunghwa, although the coverage and speed are the worst of all network operators in Taiwan but it will be fine for Taipei.

T-Star is a good option if you require a SIM card for 60 days or more, with 6/12 month SIMs available also.

Klook deals are not available for T-Star.

These deals are only available from Taoyuan airport.

There are no deals available from branches in the city.

FarEasTone has good network coverage in Taipei but lacks coverage in the mountains and more remote parts.

Even though the speed test is the fastest I’ve tested, I found the speed worse the all the other networks, probably due to the slow ping rate (latency).

Taoyuan Terminal 2

Opening Hours Monday – Sunday 07:00 – 22:00

City Prices

The city deals, as with all network operators, are only available from select stores. However, I’m unable to find any information about which stores.

If you have pre-ordered a Taiwan SIM card or WiFi router from Klook , you can pick it up from one of the locations below.

Opening Hours Monday – Sunday 05:30 – 01:00

You can pick up Chunghwa Telecom SIM cards or WiFi Routers ordered from Klook via the Chunghwa Telecom booth.

If you are travelling as a group, a pocket-sized WiFi router is a great way to save as you’ll only require a single SIM card.

You can hire one via the Klook website for NT$50 per day , although it’s advised to book early as these often get snapped up. These can be picked up from either airport. Don’t forget you’ll need a SIM card for this too. You can connect up to 5 devices at any one time.

You can also get one directly from Taoyuan airport that comes with a SIM pre-loaded, although availability is not guaranteed. Prices are as follows.

i-Taiwan is a free indoor wireless hotspot scheme set up by the Taiwanese government.

With over 5,000 locations all over Taiwan (although mainly in urban areas) it’s a great way to get connected for free.

If you already have a Taiwan mobile number , then registering for it simply a case of entering your mobile number, then entering the code shown on the text message you receive.

You then need to find one of the i-Taiwan hotspots and follow these instructions to complete the process.

If you don’t have a Taiwan SIM, you can still register for the service, although it’s slightly more complicated:

• Register for the service. You’ll need to enter your country, passport number and date of birth.
• After going through immigration in Taiwan, connect to the airport’s free WiFi (or any i-Taiwan hotspot) and activate the service. You’ll need to re-enter your country and passport number.
• Train Station

Then you’re registered and can enjoy free WiFi for 30 days !

• You must be at least 20 years old to purchase a Taiwan SIM Card
• You will need to show them your passport . These deals are only available for non-Taiwanese passport holders.
• Some operators will only accept cash , so make sure you’ve exchanged some beforehand.
• You’ll also need an unlocked phone .

Sometimes you will be required to show them another form of identification (especially if you’re getting a Taiwan SIM card from the city). These vary between operators but include Driver’s Licence or Visa permit (if you need one for Taiwan).

Try to get a Taiwan SIM Card from the Airport when you arrive, or pre-order one from Klook before you arrive for further savings.

If you arrive when the booths are closed, it’s still possible to get a SIM Card airport deal from the city. Your best option here is to visit one of the Chunghwa Telecom stores .

Best Tourist Sim Cards in Taiwan in 2024

If you’re planning a trip to Taiwan, having a reliable means of staying connected is a must. Navigating your way through new cities becomes a breeze with internet access, allowing you to discover the top restaurants, find your way to your accommodation, book a taxi, and effortlessly share your travel experiences with your loved ones.

While roaming is an option, the fees can quickly add up when traveling internationally. That’s why we highly recommend either getting an eSIM or a local SIM card to benefit from local phone rates. Luckily, obtaining either option in Taiwan is incredibly simple. However, it helps to know which one is the better choice.

In this comprehensive guide, we will provide you with all the information you need to purchase a SIM card in Taiwan, including the latest pricing details and the absolute best SIM card option to suit your needs. So, let’s dive in and make sure you’re fully prepared!

Best sim card in taiwan for tourists.

All mobile network operators in Taiwan offer tourist sims and prepaid sim cards that include data across very extensive mobile networks. Basically, no matter who you choose you will have fast internet everywhere in Taiwan.

I recommend Chungwha Telecom’s tourist sim card as it offers the best value compared to the other operators. YOu can choose from a range of 4G and 5G options for 3, 5, 7, 10, 15 or 30 day passes. The 5, 7 and 10 day passes cost the same at 500 NTD and include unlimited data. This is what I recommend to most people visiting Taiwan.

If you are visiting for longer, then you should purchase the 15 or 30 day pass for 700 NTD or 1,000 NTD respectively.

For most people the 4G passes above are perfectly fine, but if you want the fastest internet possible then there are 3, 5 and 7 day passes for 500, 600 and 800 NTD respectively that offer faster 5G internet instead.

Stores will only offer to sell tourist sims so you won’t be able to buy a local package instead, so bear in mind you’ll almost certainly need to purchase the tourist sim packages described above.

Another option to consider is the Airalo Taiwan eSim . However, the Chungwha sim cards come with unlimited data, so for the price they are a much better deal. As eSims are always better and more convenient than physical sim cards, I recommend considering this option if you are visiting Taiwan on a short trip and don’t wish to waste time visiting a store and installing a physical sim card. Otherwise, the Chungwha tourist sim is a better deal.

Taiwan Sim Card Prices

A Tourist Sim Card in Taiwan costs 500 NTD in May 2024, however, the exact price will often depend on the store you visit and the plan you choose.

Alternatively, an eSim in Taiwan will cost between $7 USD and $31.50 USD. This, again, depends on how much data you require and which eSim provider you choose.

I generally recommend this Airalo plan for most tourists visiting Taiwan which includes 5GB of data which is valid for 30 days and costs $21 USD.

How to Get a Sim Card in Taiwan

Identify mobile providers: Chunghwa Telecom, Far EasTone Telecommunications (FET) and Taiwan Mobile are your best options in Taiwan.

Find your nearest store: Locate a store or retailer by searching on Google Maps for your nearest store or asking at your hotel reception. I’ve never had issues finding a store as they can usually be found in major cities, shopping centers, or tourist areas. If possible, I always recommend to to avoid airports and head in to an official store in the city.

Bring the necessary documents: It is always a good idea to carry your passport or identification documents for sim card registration purposes. We’ve found most providers will need to confirm your identity to provide a sim card and it can be a major hassle to head to a store only to have to come back again later with your passport.

Choose your plan: Either request the plan you are after or consult with the staff in the store to select the right plan for you. My recommendations at the beginning of this guide are a good starting point, but the staff will usually be able to suggest the best option.

Pay and activate your card: Pay for the SIM card and plan, and the staff will activate it for you.

Test: It’s always a good idea to check that you can access the internet before you leave the store. I always search for something on Google then refresh my Instagram feed to check it’s working fine.

Where to Get a Sim Card in Taiwan

At the airport.

Buying a prepaid sim card for Taiwan at the airport is usually considered the most convenient option for travellers arriving by plane.

However, airport stores selling sim cards are almost guaranteed to charge inflated prices, so if you are a cost-conscious traveller then you should definitely buy your sim card from a store in the city center.

In addition to this, we would argue that buying physical sim cards at all aren’t particularly convenient now that most people use esim compatible phones. If you are looking for the most convenient option, then buying an esim before you arrive or with the airport wifi is much easier and will save you having to queue up or communicate with staff.

If you must purchase a sim card at the airport in Taiwan then you will be in luck. All major international airports in Taiwan have stores selling sim cards. Despite the prices being higher than normal, the staff are knowledgable and will be able to get you set up with the correct sim card relatively quickly.

If you want to avoid the inflated sim card prices you’ll find at the airport and your phone isn’t esim compatible, then you’re going to need to head in to a store to buy your sim card.

I recommend visiting one of the official retail stores of the mobile internet operators such as Chunghwa Telecom, Far EasTone Telecommunications (FET) and Taiwan Mobile. Your best option is to enter their names into Google Maps and find the branch closest to your hotel or accommodation. Typically the staff in the official stores in Taiwan are knowledgable and helpful which means you can ensure you’ll walk away with a functioning sim card.

Despite this, it’s always a good idea to check your internet is working before you leave the store by loading a Google search results page and your preferred social media app. You should also ensure you always bring your passport with you when purchasing a sim card in case they need to register it.

If you like to be prepared and would prefer to arrive in Taiwan with your sim card all sorted and your phone ready to connect to the internet immediately then you should look into purchasing a sim card online.

The first option is to buy your sim card in advance via SimOptions, which is a company that will prepare and ship a sim card directly to your door. It’s a reliable and effective service, but with the invention of eSims it’s becoming obsolete.

The better option is to purchase an eSim online. We’ve written more on that below!

Taiwan eSim

An eSim is a digital version of a traditional sim card and is most likely the future of connectivity for mobile devices. The convenience of no longer visiting a store, handing over your passport and purchasing a physical sim card is quickly making physical sim cards obsolete in favour of eSims.

We recommend Airalo’s eSim when travelling to Taiwan. The Airalo Taiwan eSim offers fast internet speeds, wide coverage and extremely competitive prices making it a far more compelling option than purchasing a physical sim card from any of the local sim card providers.

In order to get set up with an Airalo eSim , all you need to do is visit Airalo here and purchase the eSim online (the $21 USD plan is suitable for most travellers). Once you’ve purchased the sim card Airalo will email you instructions and a QR code. Following these instructions should take just a couple of minutes, then you’ll have a sim card in Taiwan without having to venture outside.

Our preferred eSim provider in Taiwan is Airalo . We used them, alongside a local sim card on another device, for our most recent trip to Taiwan and found the service to be equal to the local sim card but without the hassle of acquiring a sim card in a store.

Airalo’s Taiwan eSim uses the Chungwa and Taiwan Mobile networks to provide data and connect users to the internet. You can expect very good coverage and reliability with the Chungwa and Taiwan Mobile networksnetwork as they are amongst the best mobile internet operators in Taiwan.

1GB data valid for 7 days – Price: $7 USD 3GB data valid for 30 days – Price: $14 USD 5GB data valid for 30 days – Price: $21 USD 10GB data valid for 30 days – Price: $31.50 USD

For most travellers we recommend the 5GB data plan for $21 USD which is valid for 30 days. Some travellers may prefer a larger plan, whilst travellers visiting for just a couple of days may be fine with a smaller plan.

An alternative eSim provider we can recommend is Holafly.

Holafly’s eSim is a suitable option for travellers who require large amounts of data, such as digital nomads and people who work online while they travel. All of Holafly’s Taiwan eSims offer unlimited data.

Holafly’s Taiwan eSim uses the Chunghwa Telecom / Taiwan Mobilenetwork to provide data and connect users to the internet. This network will provide reliable speeds and coverage while in Taiwan

What is an eSim?

An eSIM, which stands for embedded SIM, is a digital SIM card that is included within a device such as a smartphone, tablet, or smartwatch. Unlike physical SIM cards, an eSIM does not require physical insertion or removal from the device.

Rather, the eSIM is built into the device’s hardware and can be remotely activated and programmed by a mobile network operator. This enables users to switch between different mobile networks or plans without the need to physically swap SIM cards.

The use of eSIM technology offers convenience, flexibility, and ease of use, particularly for frequent travelers or individuals who frequently switch between different mobile networks or travel internationally. It eliminates the necessity of purchasing and inserting physical SIM cards, making it more convenient for managing multiple mobile connections on a single device.

Using an eSim is new for many travellers, however, the good news is it’s surprisingly easy to get set up – even for the technologically challenged!

Here’s a general guide on how to use an eSIM:

Check eSIM Compatibility: Ensure that your device supports eSIM functionality. Many newer smartphones, smartwatches, tablets, and other devices are eSIM compatible including all iPhones produced since 2018.

Obtain an eSIM: There are multiple ways to acquire an eSIM. You can purchase an eSIM online from a provider like Airalo (which we recommend) or directly from a mobile network operator. Some devices also allow you to scan a QR code provided by your carrier to download the eSIM profile.

Activate the eSIM: Your eSim provider will send you instructions to activate the sim. This will usually involve scanning a QR code, entering an activation code, or downloading the eSIM profile directly onto your device.

In this guide, we’ll explain where to buy a SIM card in Taiwan in person and online. We’ll also discuss prepaid SIM cards and eSIMs if your mobile supports them.

Before you read this guide, you may wonder if you actually need a SIM card in Taiwan.

If you don’t mind not having Internet, you’ll likely find free Wifi in restaurants, shopping malls, and hotels.

That said, if you need data to get around, call a cab, or translate Chinese – you may want to get a SIM card for your travels in Taiwan.

Best SIM Cards In Taiwan

If you’re traveling in Taiwan, we recommend using a SIM card from Chunghwa, Taiwan Mobile, FET, or Airalo. (I’ll get back to Airalo later on, so keep reading to learn more!)

That said, if you’re planning on visiting other countries during your trip to Asia, you might want to make sure to pick an option that offers coverage in other Asian countries.

How To Buy A SIM Card In Taiwan

You can either buy a Taiwan prepaid SIM card in person in some international airports, mobile provider stores, convenience stores, or online.

Usually, you can expect higher costs and low data offers at the airport, so we don’t recommend buying a SIM card at the airport.

That said, you won’t necessarily find SIM card shops in every airport, so it’s essential to keep this in mind. And, when you see a shop, you might also have limited options.

For this reason, I’d recommend buying a SIM card directly from the mobile provider store. Note that you may need your passport to buy one.

Although, this means you won’t get data right upon your arrival. So, if you prefer to be connected at all times, you could use an eSIM or purchase an Asian prepaid SIM card online.

Now, let’s take a look at the data plans offered by Chunghwa, Taiwan Mobile, and FET.

Chunghwa SIM Cards

Chunghwa offers three different types of tourist plans:

• 3 GB, valid for 3 days for TWD 500 ($16.47)
• 5 GB, valid for 5 days for TWD 600 ($19.76)
• 7 GB, valid for 7 days for TWD 800 ($26.35)

Taiwan Mobile SIM Cards

Taiwan Mobile has four different prepaid plans available:

• 1 GB, valid for 30 days for TWD 100 ($3.29)
• 2.4 GB, valid for 60 days for TWD 100 ($3.29)
• 4.4 GB, valid for 60 days for TWD 195 ($6.42)
• Unlimited data, valid for 3 days for TWD 300 ($9.88)

FET SIM Cards

FET offers several main SIM-only plans for tourists:

• 1.2 GB, valid for 60 days for TWD 180 ($5.93)
• 2.2 GB, valid for 60 days for TWD 300 ($9.88)
• 5 GB, valid for 90 days for TWD 699 ($23.02)
• 8 GB, valid for 185 days for TWD 1,000 ($32.94)
• 20 GB, valid for 120 days for TWD 1,399 ($46.08)

Overall, we think Chunghwa is the best option if you plan to buy your SIM card in person.

That said, any would do if you can’t find their store!

How To Buy A Taiwan Prepaid SIM Card Online

If you wish to have your SIM card ready for your arrival, you could purchase it online or on websites like Amazon.

You’ll find different plans on Amazon. For example, the OneSimCard works in more than 200+ countries and gives you data for $0.01 per MB. Taiwan is included.

But there are many other options worth considering, so have a look and make sure the countries you plan on visiting are listed.

As you can see, getting a prepaid SIM card in Taiwan or even an eSIM for your travels in Taiwan is pretty straightforward.

You’ll even be able to stay connected wherever you go in Asia without changing your SIM card, especially if you purchase an Asia or global plan.

I believe the eSIM card is the most convenient way to get data in Taiwan if you wish to have data upon your arrival.

This way, you won’t need to go to a store to buy a SIM card.

Travelling in Taiwan is fun and exciting for any solo traveller. And having a Taiwan SIM card can make travelling even easier.

Sometimes I like to stay offline, but I found many benefits in getting a Taiwan prepaid SIM card . It helped with navigating within a city, travelling to another part of Taiwan, finding local attractions, searching for delicious Taiwanese food at restaurants and night markets, and so much more.

And it is easy to buy a Taiwan tourist SIM card. Keep reading, and I will tell you exactly how and where to buy a Taiwan SIM card for tourist.

Before you buy a Taiwan SIM Card for tourist

Before you get a SIM card in Taiwan, take a look at my post on all my best tips for travelling to Taiwan . I included a lot of information, including first-time travellers’ tips, transportation around the country, booking accommodations, and much more.

Here are some information you need to know before buying a prepaid SIM card in Taiwan:

• It is possible to buy a prepaid SIM card at all the airports, mobile retail stores in the city and order through Klook
• Secondary identification – entry permit, visa, tourist visa, international student card, official ID such as driver’s license, identity card, or social security card (this is a new requirement)

Why you should get a Taiwan SIM card for tourist

Whether you are in Taiwan for a few days or several weeks, getting a Taiwan tourist SIM card can make your time in Taiwan that much better.

Here are some reasons why you should get a local SIM card:

1. Taiwan SIM Card: affordable prices and uninterrupted services

One time I accidentally left my overseas phone on while travelling, and I racked up a hefty phone bill! I realized this after I was charged for roaming fees! I swear I will never do that again!

Since then, I’ve always purchased local prepaid SIM cards whenever I travel.

While buying a prepaid SIM card in Taiwan is affordable, it is not as cheap as in some other Southeast Asian countries , but it is still pretty inexpensive . More about prices a little later.

Plus, the coverage of the mobile phone service is excellent . I could use my phone in cities, small towns, high up in the mountains in Alishan and deep into the hiking trails. There wasn’t any disruption at any point.

2. Get online and navigate with Google Maps

While you can still use Google Maps offline, you cannot see everything in great detail. Especially if you want to zoom in or look at specific information about an attraction or a restaurant, you will need to be online to see all the details in Google Maps.

Using Google Maps to navigate can replace traditional maps and travel guides . Plus, Google Maps has all the updated information for every location.

3. Searching for public transportation in Taiwan

In major cities across Taiwan, Google Maps can show you the exact bus, train, subway or any public transport you need . It also shows alternative routes, wait times, and costs as well.

In Taipei, there are many modes of public transportation. Google Maps can show you exactly how to get from point A to point B by bus, subway or train.

And in Taichung, I use Google Maps exclusively to find the best bus routes to different parts of the city and for day trips to Gaomei Wetlands , Zhongshe Flower Market and Carton King Creativity Park .

However, Yilan was the only place that didn’t give me enough information. Google Maps didn’t show the exact time since the bus schedule is elusive and less frequent than in other cities. But it was still useful to have Google Maps to see which buses are available.

4. Order Uber car rides with your smartphone

Uber is a multinational ride-hailing company. In Taiwan, it is easier to use Uber than take a cab , as most drivers may not speak English.

If you haven’t set up the Uber app on your smartphone , you need a local number to set up an account.

5. Use free internet at Starbucks in Taiwan

In Taiwan, you need to set up an account with Starbucks to use the free wifi . To do that, you must enter a local Taiwan phone number, which sends you a code via SMS to verify.

After setting up your account, you can use unlimited wifi at any Starbucks location across the country.

Telecommunication service providers + Taiwan prepaid SIM card prices

Many telecommunications providers in Taiwan sell tourist SIM cards, including the three biggest telecommunications companies, Chunghwa Telecom, Far EasTone, and Taiwan Mobile and a few other smaller companies.

When you buy a Taiwan mobile SIM card, the price includes unlimited data and credit for calling and texting. 

Since I’ve only used Chunghwa Telecom and FarEasTone , I recommend either one. They both have similar prepaid phone plans and affordable prices. They are the best phone plans I’ve used while travelling solo.

I’ve had no problems with either service provider. I didn’t have any interruptions, the connection was fast, and I got cell phone coverage everywhere in Taiwan.

Chunghwa Telecom (中華電信)

Chunghwa Telecom  is the largest telecommunication service provider in Taiwan. The company has been providing mobile communication and other services since 1996.

They have many locations selling prepaid SIM cards, including several service centers at airport terminals (Taipei, Taichung and Kaohsiung) and retail stores across Taiwan. Check the Chunghwa website for all the mobile servicing locations and hours of operation.

Each prepaid plan includes unlimited data and credit for voice calls and texts , but the plans cannot be extended or topped up.

Taiwan sim card plans for Chungwa Telecom

Chunghwa Telecom has the following tourist prepaid card plans :

• 3 Day Pass for NT$500 (with unlimited data, 3GB tethering, NT$50 voice)
• 5 Day Pass for NT$600 (with unlimited data, 5GB tethering, NT$100 voice)
• 7 Day Pass for NT$800 (with unlimited data, 7GB tethering, NT$150 voice)
• 3 Day Pass for NT$300 (with unlimited data, NT$100 voice)
• 5 Day Pass for NT$300 (with unlimited data, NT$50 voice)
• 7 Day Pass for NT$500 (with unlimited data, NT$150 voice)
• 10 Day Pass for NT$500 (with unlimited data, NT$100 voice)
• 15 Day Pass for NT$700 (with unlimited data, NT$100 voice)

Far EasTone is Taiwan’s third-largest telecommunication company, providing telecommunications and digital services.

They have mobile service centers at airports (Taipei and Taichung) and many retail stores across Taiwan.

Far EasTone prepaid card plans are similar to Chunghwa Telecom, except it has an additional 8-day 4G plan, and some prices are slightly lower.

• 7 Day Pass for NT$450 (with unlimited data, NT$100 voice)

How to buy SIM card in Taiwan

Getting a sim card in Taiwan is very simple. Once you have located the mobile phone counter at the airport or any retail store, provide the following items:

• Credit card and cash (I’ve encountered both scenarios at airports and retail stores)

The store clerk will help you fill out the form , install the SIM card and set up your mobile phone .

After registration, your new prepaid SIM card will work right away. Double-check to ensure you have a data connection before leaving the counter .

Also, take a photo of the helpline’s phone number if you need further help. I’ve never had to call anyone as the cell phone service is quite easy to use and didn’t give me any problems at all.

Where to buy SIM card in Taiwan

There are many ways to get a Taiwan travel SIM card for your cell phone. The easiest ways to buy a SIM card are from:

• Mobile phone centers at any Taiwan airport
• Any mobile phone retail stores in major cities across Taiwan
• Order through Klook

1. Mobile phone centers at any Taiwan airport

Most international travellers will likely fly into Taoyuan International Airport near Taipei. But you may also fly into Songhshan Airport, Taichung International Airport or Kaohsiung International Airport.

Taipei – Taoyuan International Airport (TPE)

Taoyuan International Airport has several cellular service centres in different parts of the airport. Both Chunghwa Telecom and Far EasTone have counters in both terminals. Check the TPE website and see counter locations and hours of operation.

The website indicated multiple locations for Chunghwa Telecom . I bought my Taiwan sim card at the Arrival Hall in Terminal 2 .

Far EasTone has a counter within the baggage claim area in Terminal 2 . But it wasn’t open then and indicated customers should buy a sim card in the Arrival Hall.

Taipei – Songshan Airport (TSA)

Few international flights fly into Songshan Airport in Taipei. And if you are one of the few, you can still get a Chungwa Taiwan prepaid sim card at the arrival hall.

Taichung – Taichung International Airport (RMQ)

If you are flying into Taichung International Airport , there is a Chunghwa Telecom counter in the departure hall. Look for either counter after you exit immigration and customs. And check the RMQ website to see counter locations and hours of operation.

Koahsiung – Kaohsiung International Airport (KHH)

A few international flights fly into Kaohsiung International Airport . And if you arrive in Kaohsiung, you can get a Chunghwa or Far EasTone SIM card on the 1st Floor in the international terminal . Check the KHH website for counter info and hours of operation.

2. Any mobile phone retail stores in major cities across Taiwan

If you did not buy a Taiwan data SIM card at the airport but change your mind later, you could purchase a SIM card at any mobile phone retail store across Taiwan.

First, locate a retail store, like Chunghwa Telecom or Far EasTone . Bring your passport, secondary identification, credit card and cash , and you will get your prepaid SIM card immediately.

The store clerk will fill out all the registration information and install the SIM card for you.

3. Order through Klook

Another way to secure a SIM card in Taiwan is to order one through Klook.

Klook offers many types of Taiwan SIM cards for tourist including Chunghwa Telecom , Far EasTone  and SIM cards by other telecom companies.

Since I’ve never used SIM cards by other companies, I suggest sticking to either Chunghwa or Far EasTone.

One of the best advantage of booking in advance is to secure a SIM card without taking money out of the ATM. You can arrive in Taiwan, pickup the SIM card and be on the road.

However, I would only suggest ordering one in advanced if you are arriving in Taiwan at a “normal” hour. I’ve heard some flights get in super early or late. And mobile service centres at the airport do not run 24 hours.

Moreover, make sure you have a secondary identification when you pick up your SIM card. If you don’t, they will not allow you to pick up the tourist SIM card.

Are you going to get a SIM card in Taiwan?

Having a Taiwan tourist SIM card really does help with navigation and communication. Plus, a prepaid SIM card is affordable no matter how long you stay in Taiwan. Consider getting one when you arrive in Taiwan.

Hi, my friends and I will be arriving in Taipei at around 2AM in the morning this coming February, i was just wondering if the mobile phone centers and money changer kiosk will be open this early in the morning?

Hi Shirlene, it looks like the currency exchange is open 24 hours (according to the airport website). However, the mobile phone centres are open until about midnight or so. But there are many places in the city to get a sim card. Hope this is helpful!

Hi, I’m hoping you can help me out as I am finding conflicting information everywhere.

I read that to get a tourist prepaid sim card, I only need to bring my passport and maybe driver’s license. However, companies like CHT insist I need an ARC? That is confusing as ARC are for residents. Then they try to sell me a $4000NTD card for 6 months.

I guess it is a bit confusing for them bc I am a US citizen with a dual Taiwanese passport. They say if I use Taiwan passport, I need a resident card? If US passport then ARC? But I just want a simple prepaid card where I can add to it when I need to. I’m not sure how long I will stay, 3-6 months.

Hi Cliff, I went on Chunghwa website and found this “Secondary ID may be one of the following: Entry Permit issued by Taiwan National Immigration Agency, Visa, Tourist Visa, AR, or Internatioanl Student Card. If none of the above is available, the subscriber may use his/her official Photo ID (such as Social Security Card, Identity Card, or Driver’s License” Seems like the second ID requirement is new? I don’t recall providing this before. Do you have a drivers license or another to verify? I also checked just now that a 30-day prepaid sim costs $1000NT. If you are not sure how long you will stay, perhaps get 1 month prepaid at a time. I’ve done that in the past. But seems like the deal you were offered is quite good. I’ll be visiting Taiwan in the soon future so will update my post. Hope this is helpful.

Thank you for your reply. I may have information to help you out. TWM was most helpful. So … to a sim card, they require proof of address on some sort of document. This is to prevent abuse of sim cards as most are aware. My problem was using a Taiwanese passport. If you use a foreign passport, you can use your foreign address. So if I used my USA passport, I can use my USA driver’s license.

But since my entry was with a Taiwanese passport, I needed an address here in Taiwan. Not being a resident here, I do not have a permanent address, that was the issue. In this case, they recommend that I get a friend or family that lives here to get me a card.

I also found out that TWM has prepaid sim cards that allow top up, or refill. This is something CHT and others did not offer. For $300NT, you get unlimited data for 3 days. However, the paid phone minutes are for 6 months. So this is good for travelers who do not really need 4G data, just needed a phone. Then you can refill it with monthly packages with both data and minutes, I think the lowest is $300NT.

I think in my case it is unique b/c I’m staying for months and have already rented a wifi router for home use. That’s why I do not need so much data. But I would think other visitors may want deals with more data for their stay.

Hi George, Perhaps there isn’t a lot of online info about SIM cards at 711 because there are many service provider outlets for buying SIM cards all over Taiwan, even in small towns and off the beaten path places. On Taiwan 711 website, it says they sell 5-day ibon mobile 4G prepaid card for NT$350. This is another service provider other than Chunghwa Telecom, Far EasTone, and Taiwan Mobile. So to answer your question, for the the same 5-day 4G plan, it’s not cheaper at 711. Hope this helps!

Which format do tourist prepaid SIMs have? Is it a physical SIM card or an eSIM? I have a phone with SIM + eSIM. I am using a physical SIM card at home. Should I switch to eSIM before arriving in Taiwan?

Hi Christian, The prepaid SIM cards I mentioned in this post are all physical SIM cards. You will have to buy it and insert it into the SIM slot on your phone. eSIM is a different product. Hope this helps!

I am a bit confused regarding the “credit for voice calls and texts”. Is this credit for calls to Taiwanese mobile and landline numbers? How much is a minute? How much is a minute to Europe?

Hi Christian, The credit is for calling and texting. Chunghwa Telecom website says you can make locals and international calls with a prepaid card. But they didn’t say the rate for local or international calls. You can dial 928 from your mobile phone (with your Chunghwa prepaid card) for more info. I used the prepaid card but never use the calling and texting credit. I’ve used the data plan to talk on WhatsApp and the connection was great. Hope that helps!

Hi Philip, I was in Taiwan 2 months ago and didn’t see any prepaid phone plans for 2 years. The longest I’ve seen is 6 months. Both Chunghwa or Far EasTone have 6 months prepaid plans but cannot be extended. Would buying multiple sim cards at 6 month intervals be an option? Or someone else in the comment section mentioned that Taiwan Mobile has prepaid phone plans that allows top up. I looked online and checked this is actually possible but it didnt mention anything about the plan being extended when you top up. Perhaps this is something you could check or use? I plan to check out Taiwan Mobile next time im back in the country. Hopefully I can share more info then but in the meantime, hopefully you found this useful. 🙂

Hi Betty, Chungwa SIM card is a physical SIM card. So you’ll have to physically put in the card in your phone but make sure you keep your T-Mobile SIM card somewhere safely so you can swap it back in when you are on your way home. Hope this helps!

How to buy a Taiwan SIM card online

How To Buy A Prepaid SIM Card in Taiwan in 2022

If you’re anything like me you can’t survive long without your cell phone. When I step off the plane I’m already calculating the number of steps to the nearest SIM card Kiosk. It’s a good thing there are plenty of places to buy a prepaid SIM card in Taiwan! Another good thing is that competition is heating up between Taiwan’s two biggest telecom companies. This means there are more choices for tourists buying a Taiwanese SIM card in 2022.

Many SIM providers around the world make “too good to be true” promises of unlimited data and unrestricted use. The true terms of use are often shrouded in mystery until you run out of data 3-days into your unlimited plan. The good news is that data plans in Taiwan are fairly straightforward. Just make sure you navigate the various options and choose the plan that is best suited for you.

Taiwan is less traveled than many other Asian countries. But don’t let that fool you – this small island is quite advanced from a technological standpoint.

Thankfully, visitors can expect affordable high-speed cell connections across the island. And the best part is that prepaid SIM cards in Taiwan come at a budget-friendly price.

Companies offering a prepaid SIM card in Taiwan

There are three major companies that offer Taiwan sim cards.

• Chung Hwa Telecom ( 中華電信 ) often abbreviated CHT. The mobile company was once government-owned and was Taiwan’s only telephone service. More providers have entered the market since regulations opened up roughly 20 years ago. However, Chung Hwa Telecom holds a dominating position in the Taiwanese mobile market.
• Taiwan Mobile ( 台灣大哥大 ) The company has a 25% market share in Taiwan. Taiwan Mobile offers a competitive rate on SIM cards and monthly data SIM cards in Taiwan.
• Far Eastone ( 遠傳電信股份有限公司 ) Far Eastone is similar in size to Taiwan Mobile and offers prepaid SIM cards with good coverage in Taipei City.

The three companies offer comparable services in Taipei save for a few minor differences. If you are looking for a prepaid SIM card in Taiwan all three will be able to serve your needs.

Which company should I choose?

When you travel to Taiwan you should definitely look for a 4G data prepaid SIM card. All the major companies now offer 4G LTE cell service as a standard feature. Most tourists SIM cards in Taiwan now offer unlimited 4G for the duration of the card. This is a huge step up from previous years when SIM data was limited.

I would highly recommend Chung Hwa Telecom if you plan on traveling to less populated cities or mountains around Taiwan. CHT has the most expansive coverage out of the top three mobile phone providers. CHT service extends to some of the less populated areas of Taiwan’s mountainous interior.

However, any of the three companies will suffice if you plan on staying in the city. As noted above, the network coverage in Taipei is consistently fast. (check the bottom of this post for a 4G speed check).

I personally prefer Taiwan Mobile in Taipei City . Especially if signing a long-term contract. When I first came to Taiwan, I signed a 2-year contract with Chung Hwa Telecom. The service was good but my data speed was throttled after the first 2GB. That part of the contract wasn’t explained to me when I signed the contract so I am not a big fan of the company. I’ve since switched to Taiwan Mobile which does not limit my connection speeds.

With that said, please note that this was my personal experience. You shouldn’t face any throttling issues when purchasing a short-term SIM card in Taiwan. The main factors to consider are your length of stay and the cost of the tourist SIM card.

Cost of a prepaid SIM card

• 15-Day SIM – NT$700
• 30-Day SIM – NT$1000

Taiwan Mobile – Rates below are from the Airport Kiosk. Tourist sim card prices are slightly higher once you leave the airport. All cards listed offer unlimited 4G data.

• 6-Day SIM – NT$400
• 7-Day SIM – NT$450

Far Eastone – They seem to offer the fewest options but could be worth considering.

• 1-Day SIM – NT$100
• 3-Day SIM – NT$300
• 5-Day SIM – NT$500

Prepaid SIM Cards

Consider using Taiwan Mobile if you plan to stay in Taiwan for a month or more. These SIM cards are also good if you plan on entering the country multiple times over an extended period.

They are great for extended travel but come with limited data. If you don’t use much data I would highly recommend this option. Example: 1.2GB of data + NT$100 calling time can be had for as little as NT$300! The best part is that this SIM is valid for 60 days!

Note: this post has been updated with 2019 data and experiences. The amount of data that you get with prepaid packages is drastically higher than when this post was first written. The main reason for this is the frequent sales and promotions that can be found around Taiwan. Check the section below for updated SIM card packages .

SIM Cards For Long Term Visitors

There are some excellent options for getting a SIM card in Taiwan in 2019. Many deals have come up in the past year that makes prepaid SIM cards more and more attractive.

I have previously enjoyed unlimited data plans with both Chung Hwa and Taiwan Mobile. However, in 2019 I made the permanent switch to a prepaid data plan .

Let’s break it down. Most prepaid SIM cards are valid for 6 months and can be reloaded an unlimited number of times. Reloading or adding funds adds another 6-months of validity to the Taiwanese SIM card. Data packages vary widely depending on the carrier and type of promotion currently going on. I’ve found that it’s cost-effective to reload your SIM during a good promotion, even if you aren’t running short on data.

Another point I should make is that prices will vary based on whether you are topping up in-store or online. When I compared, online rates were 33% better than in-store! The most recent deal I got was in June 2019 and was $33 for 36GB of data. This was with Taiwan Mobile, my preferred telecom company in Taiwan. Other common deals that can be found are $33 for 24GB, $15 for 12GB, and $40 for 36GB .

It helps to check around and wait for a promotion before doing a large data purchase. The examples above are of top-tier packages. Expect prices to adjust accordingly if you need smaller amounts of data.

Where to buy a SIM card in Taiwan

The best place for a tourist to buy a SIM card in Taiwan is at the Taoyuan International Airport. You can choose your preferred carrier and simply head to their kiosk in the arrival hall.

• Reservations can be made online through CHT – although this is generally not needed in my opinion. Staff at the airport are able to assist you in English and the process is over and done with fairly quickly.

You will need to get a tourist SIM card at a branch location if you are arriving at Taoyuan Airport outside of normal hours.

Wifi Router Update

For a long time, I avoided recommending portable WiFi Routers / WiFi Hotspots on this page. I have had bad experiences in other countries with spotty coverage and hidden data limits. So I always try to stick with local SIM cards when I travel.

However, I’ve had a number of visiting friends who have all successfully used portable WiFi routers in Taiwan. Over the past year, I feel like I have had enough hands-on experience to justify recommending them.

You can’t deny the utility of being able to connect multiple devices to the same hotspot. And, with unlimited data, it makes everything worry-free. Personally, I still prefer using a prepaid SIM card in Taiwan, but if you’re looking to connect multiple devices the portable WiFi hotspot will work well.

Taiwan SIM Card Type

Both Micro-SIM and Nano-SIM cards are available at all carriers in Taiwan. All SIM cards in Taiwan have multiple punchouts that allow you to select the size required by your phone.

Expect service staff to help with the SIM installation and activation. This is standard procedure if you are activating your phone at the airport or in an official store.

The only time you will need to worry about self-activation is if you purchase a card on your own at a 7-11 or similar secondary retailer.

What documents do you need?

To buy a SIM card in Taiwan you will need to provide your passport, as well as a second form of identification. This second ID could be in the form of a residency card, driver’s license, or student ID.

• A second form of ID such as a Driver’s License, Student ID, etc.

In Taipei city, you will have nearly full 4G coverage no matter where you go. The network has undergone serious development over the last few years. The result has been a significant improvement in Taipei’s 4G network and coverage area. Some areas on the outskirts of New Taipei City may still get 3G coverage, but those areas are the exception rather than the rule.

If you head out of Taipei you will see the cell data speeds drop significantly. The speed is not that slow, however. I think I’ve been spoiled by the smooth connection in Taipei. Most of the island receives a strong 3G signal that powers the internet for millions of people each day.

Only rarely will you lose your 3G cell signal in Taiwan. This typically happens when hiking Taiwan’s central mountains, or occasionally when taking a train through the countryside. This is when you will encounter the dreaded 2G icon. Thankfully, 2G cell service is something that won’t be experienced by normal visitors getting a SIM card in Taiwan.

Speed of prepaid SIM cards for Taiwan

I have a monthly contract with Taiwan Mobile which gives me unlimited 4G data. The cost comes out to NT$600 / $20 USD per month. Pretty inexpensive as I stream around 20GB of Netflix and Youtube each month!

Around my office, I get a respectable 51MB Upload and 35MB download.

The kiosk won’t be open so the best bet is to head into the city and get a SIM card in the morning.

Hello! My friends and I are planning a trip to Taiwan in January 2020 but most of us will still be 17 at that time. I’ve heard that you cannot buy a SIM card unless you are 20+ years old. Is there any possible way for us to get good SIM cards while we’re there?

Ah, that is a problem I have not had to deal with before. There won’t be anyone in your group over 20 I assume?

One possible solution would be to rent a wifi hotspot. I don’t believe those have an age requirement and they would help everyone get online.

Another option if you are coming from the US is to get a TMobile plan that includes international data. It should give you unlimited data in many countries including Taiwan. However making phone calls to Taiwanese numbers via T-Mobile may still be pricey. It seems most people I know in Taiwan use Line to communicate and avoid old style phone calls. T-Mobile seems fine for this. If you need to call doctors, real estate agents, etc. a local sim may be better.

There are unlimited data plans available if you sign a contact but I am on a pay-as-you-go plan as I wanted to get out of the contract. I reload data when I run out and the rates are pretty reasonable.

The Truth About SIM Cards in Taiwan

The topic of SIM cards in Taiwan is a relatively straightforward one, but I still thought it was important to create a page about it. Many travelers have emailed me with questions—why not post all the answers on one central hub?

Which is not to say I’ll only be writing about SIM cards. I’ll also provide other tips about staying connected in Taiwan, including the availability and quality of WiFi in Taiwan. Moreover, I’ll provide some insight on the deployment of Taiwan’s emerging 5G technology.

Whether you plan to buy a Taiwanese SIM, or simply prefer to use your cellphone in Taiwan with a plan from your home country, you’ll find the facts you need here.

Why You Need a Taiwan SIM Card

Setting aside for a moment the particulars of SIM cards in Taiwan, let’s talk about why you’re almost certainly going to need one. A big reason is the ability to do live translations, whether you’re in a smaller city and town and need to communicate with someone who doesn’t speak English, or you’re at a local restaurant in Taipei and quickly want to translate Chinese text.

There are other reasons, too. While WiFi is prevalent in Taiwan (maybe more than anywhere else in the world) people traveling in Taiwan often find themselves far away from train stations and places of business—and, therefore, from WiFi routers. Whether you need to navigate to one destinations, or plot your course for the next, being constantly connected is essential.

FAQs About Taiwan SIM Cards

Should i order my taiwan sim card in advance.

For most countries around the world, I think it’s a good idea to order a SIM on the internet, so it’s ready for you to pick up upon arrival. However, I would not recommend that you order Taiwan SIM card online—here’s why. Whether you use Klook, KKday or another provide, Taiwanese cellphone companies actually require more paperwork for SIM card ordered in advance than those you pick up on the way into the city!

Do I need to buy my SIM card at Taoyuan Airport?

On the other hand, one cardinal rule of SIM cards in Taiwan I wouldn’t recommend straying far from it this: Buy your SIM card at Taoyuan Airport (or whichever airport you land at) before continuing on your merry way. The reason for this is that SIM card counters at the airport offer exclusive, unlimited plans not available to customers in the city, where rates are much higher.

Are Taiwan’s mobile companies different?

Unless you need to transfer huge files or watch extremely HD video on your mobile device (or via another device, using its hotspot), there’s not a lot of difference between Taiwan mobile carriers. Indeed, while many of the SIM counters at Taoyuan Airport have the names of various mobile companies, such as T-Star and Chunghwa Telecom, there’s no guarantee your SIM will bear it.

How can I extend or refill my SIM card?

SIM cards in Taiwan, at least those sold at Taoyuan Airport, are all data-unlimited, but are not all valid for the same duration—you can buy cards for as little as 5 days, or as long as a year. Rather than worrying about a refill, purchase the SIM card that corresponds to the longest amount of time you think you might spend in Taiwan, including if you plan to leave and come back like I have many times.

Will my home cell service work in Taiwan?

Roaming in Taiwan is complicated, although I’m not sure whether this is officially because of the shaky diplomatic ground on which the country sits. Regardless, my US SIM card (I always keep one) does not even work in Taiwan, and neither does the Thai SIM card I just tried putting into my phone. Buying a Taiwanese prepaid SIM card is simple a safer a more surefire bet.

Taiwan’s 5G Mobile Future

Taiwan News recently published an article on 5G cell service in Taiwan —namely, that Taiwan’s nascent 5G plans would be among the cheapest unlimited ones in the world. (It was only deeper in the article, of course, that it became clear these were for monthly subscribers with residency in Taiwan, not for tourists who arrive at Taoyuan Airport and buy SIMs there.)

It’s likely, of course, in the not-so-distant future, that all SIM cards in Taiwan (for tourists and locals) will feature 5G speed and 5G capabilities (though I myself am not currently aware of what those will be). For now, however, don’t fret. Taiwan’s 4G (and even 3G) networks are perfectly fast, at least for the sorts of browsing you will need to do when away from WiFi connections.

Other FAQ About SIM Cards in Taiwan

Which sim card is best in taiwan.

The best SIM card in Taiwan, at least for short-term visitors, is the one you can buy most easily and at the cheapest price. Ultimately, most networks in Taiwan offer similar coverage and speed, whether you use a big-name one like Chunghwa Telecom, or a smaller carrier like FarEasTone.

How to get SIM card Taiwan?

It’s easy to get a SIM card in Taiwan. After you exit the customs hall but before you leave Taoyuan Airport, simply visit various desks within the arrival area, many of which sell SIM cards from different Taiwan mobile companies. You’ll need to provide your passport and some other information in order to purchase your SIM card.

How much is the SIM card in Taoyuan Airport?

Taiwan SIM cards can be obtained for at little as NT$600-700, depending on how long you need your card to be valid and which speed you choose. I’d recommend shopping around at the very desks within Taoyuan International Airport until you find the deal you want, assuming you aren’t in a rush to get into the city.

On the other hand, prepaid data SIM cards tend to have more rigid plans. The number of days is fixed. For $19 with the SIM kit included, you'll get unlimited talk and text to over 90 countries worldwide, plus free Wi-Fi calling and up to 4GB of 5G/LTE data, meaning you should have no issue reaching friends and family back home.

3. Lycamobile

Lycamobile is unique because it's a global MVNO, and in the U.S., it's an MVNO on T-Mobile's network. To check whether your phone is compatible, the easiest thing to do is type in your IMEI number on Lycamobile's website, but most GSM unlocked devices should work.

Lycamobile offers several plans to pick from and really caters to those who need unlimited nationwide talk and text and international calling and texting to 85+ countries. Each plan includes these features at no additional charge, making this the perfect plan if you're someone who wants to be able to call abroad whenever you want.

When it comes to data, you have multiple options starting at just 250MB and going up to 60GB. The cheapest 250MB plan costs $15, while the top unlimited data plan costs $59. The 2GB plan is only available to new customers so if you're already signed up, this plan will come with 1GB of data. Each plan includes slightly different bonus features, so you'll have to pick what makes the most sense for you.

Fortunately, Lycamobile SIM cards are pretty easy to get a hold of. T-Mobile not only offers some of the best cell phone plans you could get today, but it also has an excellent prepaid option that will suit most travelers and tourists needs when visiting the U.S. Because T-Mobile's network has improved vastly over the past few years and its 5G network has some of the most expansive coverage and fastest speeds in the nation, you'll likely get excellent service with T-Mobile when traveling to major cities during your stay.

There are four T-Mobile prepaid plans from which to choose, though the ideal plan for most visitors will be T-Mobile's 10GB prepaid plan for $40 per month. This plan includes unlimited domestic talk and text, up to 10GB of high-speed data, free mobile hotspot data, and a music unlimited feature so that any music you stream won't eat up your data. If you want to add international calling, you can do so for $15 extra, or if you're traveling to Mexico or Canada for a few days, you can add talk, text, and 5GB of data to use over there for an extra $5.

6. Cricket Wireless

If you don't think you'll need minutes during your stay in the U.S. and really just want data, you could consider a data-only plan from Cricket Wireless , which is an MVNO on AT&T's network. For $35, you'll get 20GB to use during the month, or for $55, you'll get 100GB.

Again, this plan doesn't come with any minutes, so you'll have to be sure you're fine using apps like WhatsApp, Facebook Messenger, or Skype to connect with family or friends. It does come with text and picture messages across the U.S., as well as usage in Mexico and Canada if you plan on visiting those countries as well. It's the perfect plan for anyone who will be spending lots of time on the road and wants to be able to stream, download, and do some high-speed browsing.

In the South China Sea and Taiwan, Xi has begun to invade

‘We ignore the rules – what do you intend to do about it?’

And so to the South China Sea, where China is behaving in an increasingly belligerent manner and with a clear disregard for the conventions and rules of the sea. In effect, a campaign of invasion is under way.

Just recently Beijing manoeuvred 12 ships (three of which were warships) to within four nautical miles of Taiwan. The United Nations Convention of the Law of the Sea (UNCLOS) has a clear list on what you can do inside someone else’s territorial waters (less than 12 nautical miles off the coast), and this isn’t on it. 

Imagine a group of Chinese ships transiting the Dover Strait (legal) and then turning sharply into the Thames estuary and conducting flying operations four miles from Southend-on-sea. We’d have something to say about that.

And this is not an isolated event. Ian Ellis of IEJ Media and others are tracking a dozen or so examples of air and surface incursions off Taiwan, the Philippines, Vietnam, Malaysia and Indonesia recently. China currently has 125+ government ships in the South China Sea alone, up from the average of 60. Many of these are Coast Guard rather than the proper People’s Liberation Army Navy (PLAN) – the world’s biggest navy – but they are still instruments of the Beijing regime.

Then there is the increasing number of near misses at sea and in the air that threaten to derail the uneasy standoff. The Chinese coast guard has mastered the art of the water cannon to the point where seeing them looming over or ramming an undefended Filipino stores ship whilst hosing it down has sadly become normal. They are similarly fond of using lasers to dazzle ships and aircraft although this is more dangerous. Last November a Chinese warship blasted two Australian divers with its sonar. They were lucky to survive. And last week a fighter jet conducted a close pass on an Australian helicopter, never ideal in the first place, but then popped flares as it did so forcing the helo to evade.

This most recent surge in activity is likely a show of force before Taiwan’s presidential inauguration on 20 May , but more broadly it achieves five things. It demonstrates ‘tough leadership’ to the people of China, something that is important to all dictatorships. It normalises bad behaviour to the point where they can then push one step further. It facilitates intelligence gathering opportunities as countries and their ships move to prevent it (although this works both ways). It stretches resources as allied navies and air forces countermove (to deter and prevent escalation). But most importantly it tests resolve – ‘we ignore the rules – what do you intend to do about it?’

Whilst military answers to this that don’t escalate things are hard to come by, the obvious one is maintaining a high degree of unified presence, with US combat power at its heart but showing a unified front to China.

In this regard, the annual Balikatan training exercise has come at a good time. This started as a small navy-to-navy drill during the Cold War but has gradually grown to become the premier military exercise between the US and the Philippines with 16,000 military participants in total, 11,000 from the US. Australia also contributed and this year, for the first time, so did France.

Lt. Gen. William Jurney, US Marine Corps Forces Pacific commander said: “Balikatan is a tangible demonstration of our shared commitment to each other. It matters for regional peace and stability. When we increase our mutual response and defense capabilities, we strengthen our ability to promote regional security and protect our shared interests”. 

Exercises like this go a long way to increasing interoperability between dissimilar forces so that should it be needed, you can form up much more quickly. It will also provide Manila with data on where their key capability gaps are and thus inform future spending. 

China’s newest aircraft carrier the Fujian is now at sea conducting trials. We will hear much more of this nascent capability in years to come but for now, it is worth noting that she was named after the coastal province directly opposite Taiwan. But as if to prove that China does not have a monopoly on military symbolism, the end of Balikatan was signalled by the sinking of the Philippine Navy’s only Chinese made vessel, the BRP Lake Caliraya.

In what we would call a ‘HULKEX’, this was the first time the Philippine navy flagship, the BRP Jose Rizal, had fired an anti-ship missile and much will have been learned from the missile’s performance during the firing, in flight and after impact. Numerous other missiles were fired by Philippine and US Navies and bombs were dropped from FA-50 fighters and US Air Force F-16s. That it sank is no great surprise but it provided a good way to end an important exercise with military spokesman Col Fancel Padilla saying that the choice of target was “purely coincidental” and providing a poetic sign-off.  

The macro point is that whilst China’s illegal and dangerous behaviour is increasing , it also isn’t working. If retaking Taiwan is their endgame, then it is clear that the amount of US hardware and combined alliances means that in their minds, for now, it isn’t worth pursuing. How long this will remain the case is anyone’s guess but as German Defence Minister Boris Pistorius said on Tuesday as he announced sending two warships there, “presence matters”. The Royal Navy’s carrier strike deployment there next year will add to this fabric.

Even more generally, this is not just an issue in the South China Sea. On 8 May, the US released their Fiscal Year 2023 Freedom of Navigation report 2023 citing ‘US forces operationally challenged 29 excessive maritime claims advanced by 17 different claimants throughout the world”. Everyone is at it.

I must admit, I haven’t found the time to read Lord Cameron’s speech of yesterday. I scanned his Too Long Didn’t Read (TL;DR) version just now and have further abbreviated, “the world is becoming more dangerous, we need to have the courage to act and we need to invest more in defence”.

The first one is self-evident. The second one is a problem given the maritime grey zone activities around the world that are specifically designed to be difficult to (legally) counter. The South China sea is just one example; the Baltic, Black and Red seas are amongst others. This makes the last one even more important and it should be happening now. Not after the election, by 2030 or when conditions allow – now.

If you go to ‘emergency stations’ on a warship and you needn’t have done, you can always stand down. If you don’t go when you should have, it’s too late and people get hurt.
