Apple expanding China’s website warnings for users in Hong Kong

Apple’s Safari web browser has some filters to prevent users from accessing malicious websites, referred to as the “Fraudulent Website Warning.” In the United States and other countries, this warning is powered by the Google Safe Browsing service.

However, in China, these filters are managed by Tencent (a Chinese company), in addition to Google Safe Browsing. Now, Apple is expanding its use of Tencent Safe Browsing for websites from China to users in Hong Kong for the first time.

Apple’s Safari web browser adds Tencent ‘Safe Browsing’ in Hong Kong

According to a report by The Intercept , Safari users in Hong Kong are now being warned when they try to access certain websites. The message will tell users that the website they are trying to visit is a suspected phishing site. The user can then choose to abandon the website, learn more about the message, report an error to the Safe Browsing provider, or proceed to the site anyway.

Another thing to point out is that users can disable the Fraudulent Website Warning by going to Settings > Safari, then toggling off the Fraudulent Website Warning. Still, the changes in Hong Kong are raising concerns among users and activists.

Although internet access in mainland China has been heavily censored for decades, the situation was much better in Hong Kong until a new security law in 2020.

Software engineer and former Apple employee Chu Ka-cheong noticed on December 30 that websites like GitLab (an online platform for open-source code) had suddenly stopped opening. According to Safari, the content was blocked because the website had “unverified information.”

And yet, the Great Tim Cook is the first to write open letters to leaders in the West complaining about the social issue of the hour, and any injustice he perceives, while, at the same time, staying compliantly silent in the face of complete and total Chinese oppression. Just love that hypocrisy, Mr. Cook! You’re such the social warrior.

“Access to GitLab was restored several days later, after the situation was brought to the company’s attention,” claims the report. Neither Apple nor Tencent explained why the website had been banned. Even though access to GitLab has been restored, it’s unclear how many other websites were affected or even why the censorship imposed by China was expanded to Hong Kong without explanation.

This also led to concerns about Apple complying to the Chinese government’s demands despite selling privacy as a built-in feature of its products and services.

Presumably people purchase Apple devices because they believe the company when they say that ‘privacy is a fundamental human right’. What they fail to add is *except if you are Chinese.

Apple says it is committed to free speech

Back in 2020, Apple released a formal statement pledging to fight for human rights and free speech after an investor group criticized the company for never taking a stand against China’s censorship demands. Earlier this year, Apple also promised to give more details why it removes some apps from the App Store . Still, it seems that little has changed in practice since then.

Apple extends Chinese censorship to Hong Kong users

Safari aims to protect users from websites that may contain malware or other issues, and it does so by using blacklists of problematic sites. Those lists are maintained either by Google Safe Browsing, or China's Tencent Safe Browsing — and it's Tencent that is the issue.

Apple has long used Tencent when a device's region is set to mainland China. Apple's use of a Chinese-owned firm has been controversial , but it was specifically limited to China.

According to The Intercept , however , Apple appears to now be using Tencent's blacklist for devices registered in Hong Kong, too. Hong Kong is a city in South China, but its users have not previously been subjected to mainland China's censorship.

Tweeter Chu Ka-cheong is a former Apple employee and software engineer. He tweeted that access to GitLab was being blocked by Safari for purportedly containing dangerous "unverified information."

A current Apple engineer responded to the tweet, saying that the issue would be looked into. GitLab access was subsequently restored, but reportedly, there has been no further response from Apple.

The Intercept reports that Apple spokesperson Nadine Haija would only direct them to asking Tencent. In its turn, Tencent declined to comment.

However, at some point after November 24, 2022, Apple's Safari privacy notice was updated to say that the Tencent list would be used for devices in Hong Kong too. Haija would not comment on when or why Apple expanded its use of Tencent.

"Presumably people purchase Apple devices because they believe the company when they say that 'privacy is a fundamental human right,' Charlie Smith of Chinese censorship advocacy group GreatFire, told the publication. "What they fail to add is 'except if you are Chinese.'"

As a Chinese company, Tencent is unsurprisingly bound to follow China's rules.

"The aspect which we should be surprised by and con-cerned about is Apple's decision to work with Tencent in the first place to filter URLs for Apple's Hong Kong users," said Jeffrey Knockel of the University of Toronto's digital security watchdog group. "[Other] North American tech companies have resisted Hong Kong's demands to subject Hong Kong users to China-based filtering."

It's not known why GitLab was added to Tencent's list of "unverified information" sites. It's also not known whether Apple is behind the block on GitLab being lifted.

Apple has previously been accused of bowing to authoritarian regimes. Tim Cook has previously discussed China's censorship issues with the US government.

Hong Kong is China, anyone who still believes in “One Country, Two Systems” is being naive. Beijing can demand anything they want in Hong Kong and that’s the way it is. They could ship all the people to the Mongolian border and convert it into a theme park, and there’s nothing anyone could do about it. To pretend that Apple, or any other company, or for that matter, outside country or power, can have any influence on what goes on in Hong Kong is delusional. That ship saled away with the British over two decades ago.

I'll listen to complaints about censorship in China when the complainers first stop buying any products made in China, or using any apps made in China. Money, and where it's spent, (or personal data, and where it's shared), says a lot more about a person's beliefs than the opinions they express do, especially online.

I am from Hong Hong and I have no problem accessing gitlab.com using Safari.  May be just a momentary glitch.

Apple Safari users in Hong Kong say that China website censorship now extends to the Special Administrative Region (SAR) of the Chinese nation.

Apple safari's china censorship now extends to hong kong users.

As per a news story by 9to5 Mac , Safari users from Hong Kong are now reporting that some websites have been blocked.

The online news outlet notes that the Apple web browser has a safety feature that protects users from accessing potentially malicious websites. It blacklists sites that may bring harm to its users. And it is available in various parts of the world, including China.

However, things are a bit different in China. A Chinese tech giant, Tencent, handles the website filters of Safari in China. And as such, 9to5 Mac notes that the said feature comes with some censorship in the country.

And this time, it looks like Apple has extended these filters to folks based in Hong Kong, which is technically a territory of China.

Safari users are now reporting that select websites seem to have been blacklisted.

Although Hong Kong is a Special Administrative Region (SAR) of China, Apple Insider  notes that it is previously free from the censorship that folks in mainland China experience.

GitLab Now Blacklisted on Safari for Hong Kong Users?

Twitter user, Chu Ka-Cheong, who used to be an Apple employee and software engineer, disclosed that GitLab has been blocked by Safari in Hong Kong.

The warning message says that it could be a "Deceptive Website." It further notes that "this website may try to trick you into doing something dangerous, like installing software or disclosing personal or financial information, like passwords, phone numbers, or credit cards."

Other users in Hong Kong have also reported a similar scenario.

Apple Insider adds in its report that the spokesperson of Apple, Nadine Haija, told The Intercept  to directly ask Tencent. However, the Chinese firm refused to speak about it.

The online news outlet notes that the privacy notice of Safari last November 24 says that devices in Hong Kong would also use the list of Tencent's blacklisted websites.

The Apple  spokesperson declined to comment on the reason behind the expansion in Hong Kong, Apple Insider reports.

However, given that Tencent is a Chinese tech firm, it follows the rules implemented in China.

How to delete all tabs in default tab group…

Long press the Right bottom ‘Done’ button to close all tabs in the default tab group is not intuitive. We are expecting to long press the default tab group to delete all tabs, as well as promote it as a custom tab group.

Problem of the keyboard’s bar on the screen

Please fix a problem which between Safari and the on screen keyboard. I am using an external keyboard, so my screen will have the keyboard bar show the choices of word for me. However, this bar is keep blocking my view of the lowest part of the Safari. Usually, other app will automatically smaller the screen, so that bar will not block any view of the window, but Safari cannot do that. This cause me to minimize the keyboard bar all the time, very inconvenient. Please work on it!

Best browser for Apple devices

Clean interface with excellent handoff function with Apple devices, secure and good-looking start page. Extremely fast and gestures are really great on iOS and iPadOS. Tons of keyboard shortcuts on iPadOS and MacOS makes it so fast and convenient to use. Although extensions are limited compared to Chrome and there is a lack of AI features compared to Edge, Safari is still my go-to browser.

How do I change the default country Safari uses to search?

I am living in China, but I am an English speaking Canadian.

Safari's omnibar search defaults to google.hk.

I would prefer it to use google.ca.

How can I change this without an extension or plug in?

From the menu bar, select

 ▹ System Preferences... ▹ L anguage & Region

Select the region you want from the Region menu. Close the preference pane. You may have to log out and log back in for the change to take effect.

I have the region set to Canada.

The problem is with Safari.

When I am in Canada, it searches google.ca, but in China the default search engine changes to google.hk.

This is problematic because the majority of the search results are for Chinese websites.

If you have a Google account, you may be able to set the default country. Otherwise I don't know of anything else you can do.

I have figuered it out!

I had the same problem for a couple of days since I arrived to China but there is one way.

Open up two tabs in safari.

1st tab: just make a search for anything and you will be redirected to www.google.com.hk

2nd tab: go to your country site for me its www.google.se but for you its .ca

go to the symbol in the upper-right corner, its either your avatar or a "gearwheel".

now you can see that option #1 is "SEARCH SETTINGS" now go to www.google.com.hk and press on the same place and on the first option. Apperently you cant read chinese this is why we have two tabs =)

now there is a new choice and it #2 in the left collumn. chose language.

now choose you language in the list of countries. did this help you out?

There is a simpler way. Go here http://www.google.com/ncr

To let google install the ''no country redirect" cookie.

And in case you want to reactivate this functionality, just delete google cookies.

I need this same info for iPhone. I live in germany and don't read enough German. Google always sends me to google.de when I want to be on google.com with English.

Apple censorship on the Safari was expanded to Hong Kong, temporarily

For a short time, Apple’s censorship on the web was expanded to Hong Kong. The Intercept reports that Tencent’s website blacklist created for China was implemented on Safari in Hong Kong in late 2022 and the latest victim of Apple censorship was GitLab, a popular and “harmless” code-sharing website.

In November 2022, it was discovered that when users try to load GitLab in Safari, they were greeted with a “deceptive website warning” stating that it contains unverified information and was inaccessible. To users’ dismay, neither Tencent nor Apple were willing to answer questions on the situation at the time.

Although after public backlash GitLab’s access was restored in January 2023, it was another incident of Apple’s compliance with China’s repressive requests.

Latest incident of Apple censorship in Hong Kong was to stay in China’s good grace

The analysis of the situation by Chu Ka-cheong, a Hong Kong-based software engineer and former Apple employee revealed that Apple had changed Safari’s privacy policy sometime after November 24, 2022, which used the Tencent blacklist for devices in Hong Kong. 

Tencent is a Chinese internet conglomerate that runs WeChat and League of Legends. And on Apple’s behalf, the company also operates a safe browsing filter for Safari users in China, a website blacklist, to shut down sources of purveyor of misinformation on the web.

Originally, the tech giant had said that Tencent’s blacklist was only for Safari users inside mainland China. Thus, the latest incident of Apple censorship in Hong Kong showed that the Chinese government was gradually increasing its control in Hong Kong and the tech giant complied with censorship requests to stay in China’s good grace. 

The episode raises thorny questions about privatized censorship done in the name of “safety” — questions that neither company seems interested in answering: How does Tencent decide what’s blocked? Does Apple have any role? Does Apple condone Tencent’s blacklist practices?

Charlie Smith, the pseudonymous founder of GreatFire, a Chinese web censorship advocacy and watchdog group said that the tech giant needs to be held accountable for taking away users’ privacy in Hong Kong.

“They should be responsible to their customers in Hong Kong and need to describe how they will respond to demands from the Chinese authorities to limit access to information. Presumably people purchase Apple devices because they believe the company when they say that ‘privacy is a fundamental human right’. What they fail to add is *except if you are Chinese.”

Jeffrey Knockel, a researcher with Citizen Lab, a digital security watchdog group at the University of Toronto said that the incident represents the tech company’s willingness to do whatever it takes to keep China happy.

“While unfortunately many tech companies proactively apply political and religious censorship to their mainland Chinese users, Apple may be unique among North American tech companies in proactively applying such speech restrictions to users in Hong Kong.” 

Recently, Apple limited the AirDrop to Everyone option time to 10 minutes only on iOS 16.2. Although the company said it was introduced to prevent users from getting unwarranted messages, human rights advocates deemed it as an attempt to crush pro-democracy voices in China because protestors used AirDrop to Everyone to distribute content.

Apple Brings Mainland Chinese Web Censorship to Hong Kong

Apple quietly expanded the use of Chinese company Tencent’s website blacklist to users in Hong Kong — and no one will answer questions about it.

When Safari users in Hong Kong recently tried to load the popular code-sharing website GitLab, they received a strange warning instead: Apple’s browser was blocking the site for their own safety. The access was temporarily cut off thanks to Apple’s use of a Chinese corporate website blacklist, which resulted in the innocuous site being flagged as a purveyor of misinformation. Neither Tencent, the massive Chinese firm behind the web filter, nor Apple will say how or why the site was censored.

The outage was publicized just ahead of the new year. On December 30, 2022, Hong Kong-based software engineer and former Apple employee Chu Ka-cheong tweeted that his web browser had blocked access to GitLab, a popular repository for open-source code. Safari’s “safe browsing” feature greeted him with a full-page “deceptive website warning,” advising that because GitLab contained dangerous “unverified information,” it was inaccessible. Access to GitLab was restored several days later, after the situation was brought to the company’s attention.

The warning screen itself came courtesy of Tencent, the mammoth Chinese internet conglomerate behind WeChat and League of Legends. The company operates the safe browsing filter for Safari users in China on Apple’s behalf — and now, as the Chinese government increasingly asserts control of the territory, in Hong Kong as well.

Apple spokesperson Nadine Haija would not answer questions about the GitLab incident, suggesting they be directed at Tencent, which also declined to offer responses.

The episode raises thorny questions about privatized censorship done in the name of “safety” — questions that neither company seems interested in answering: How does Tencent decide what’s blocked? Does Apple have any role? Does Apple condone Tencent’s blacklist practices?

“They should be responsible to their customers in Hong Kong and need to describe how they will respond to demands from the Chinese authorities to limit access to information,” wrote Charlie Smith, the pseudonymous founder of GreatFire, a Chinese web censorship advocacy and watchdog group. “Presumably people purchase Apple devices because they believe the company when they say that ‘privacy is a fundamental human right’. What they fail to add is *except if you are Chinese.”

Chu tweeted that other Hong Kong residents had reported GitLab similarly blocked on their devices thanks to Tencent. “We will look into it,” Apple engineer Maciej Stachowiak tweeted in response. “Thanks for the heads-up.” But Chu, who also serves as vice president of Internet Society Hong Kong Chapter, an online rights group, said he received no further information from Apple.

“Presumably people purchase Apple devices because they believe the company when they say that ‘privacy is a fundamental human right’. What they fail to add is *except if you are Chinese.”

The block came as a particular surprise to Chu and other Hong Kong residents because Apple originally said the Tencent blocklist would be used only for Safari users inside mainland China. According to a review of the Internet Archive, however, sometime after November 24, 2022, Apple quietly edited its Safari privacy policy to note that the Tencent blacklist would be used for devices in Hong Kong as well. (Haija, the Apple spokesperson, did not respond when asked when or why Apple expanded the use of Tencent’s filter to Hong Kong.)

Though mainland China has heavily censored internet access for decades, Hong Kong typically enjoyed unfettered access to the web, a freedom only recently threatened by the passage of a sweeping, repressive national security law in 2020 .

Silently expanding the scope of the Tencent list not only allows Apple to remain in the good graces of China — whose industrial capacity remains existentially vital to the California-based company — but also provides plausible deniability about how or why such site blocks happen.

“While unfortunately many tech companies proactively apply political and religious censorship to their mainland Chinese users, Apple may be unique among North American tech companies in proactively applying such speech restrictions to users in Hong Kong,” said Jeffrey Knockel, a researcher with Citizen Lab, a digital security watchdog group at the University of Toronto.

Knockel pointed out that while a company like Tencent should expected to comply with Chinese law as a matter of course, Apple has gone out of its way to do so.

“The aspect which we should be surprised by and concerned about is Apple’s decision to work with Tencent in the first place to filter URLs for Apple’s Hong Kong users,” he said, “when other North American tech companies have resisted Hong Kong’s demands to subject Hong Kong users to China-based filtering.”

The block on GitLab would not be the first time Tencent deemed a foreign website “dangerous” for apparently ideological reasons. In 2020, attempts to visit the official website of Notepad++, a text editor app whose French developer had previously issued a statement of solidarity with Hong Kong dissidents, were blocked for users of Tencent web browsers, again citing safety.

The GitLab block also wouldn’t be the first time Apple, which purports to hold deep commitments to human rights, has bent the company’s products to align with Chinese national pressure. In 2019, Apple was caught delisting an app Hong Kong political dissidents were using to organize; in November, users noticed the company had pushed a software update to Chinese iPhone users that significantly weakened the AirDrop feature, which protesters throughout the country had been using to spread messages on the ground.

“All companies have a responsibility to respect human rights, including freedom of expression, no matter where in the world they operate,” Michael Kleinman, head of Amnesty International’s Silicon Valley Initiative, wrote to The Intercept. “Any steps by Apple to limit freedom of expression for internet users in Hong Kong would contravene Apple’s responsibility to respect human rights under the UN Guiding Principles.”

In 2019 , Apple publicly acknowledged that it had begun using a “safe browsing” database maintained by Tencent to filter the web activity of its users in China, instead of an equivalent list operated by Google. Safe browsing filters ostensibly protect users from malicious pages containing malware or spear-phishing attacks by checking the website they’re trying to load against a master list of blacklisted domains.

In order to make such a list work, however, at least some personal information needs to be transmitted to the company operating the filter, be it Google or Tencent. When news of Apple’s use of the Tencent safe browsing list first broke, Matthew Green, a professor of cryptography at Johns Hopkins University, described it as “another example of Apple making significant modifications to its privacy infrastructure, largely without publicity or announcement.”

“I suppose the nature of having a ‘misinformation’ category is that China is going to have its own views on what that means.”

While important questions remain about exactly what information from Safari users in Hong Kong and China is ultimately transmitted to Tencent and beyond, the GitLab incident shows another troubling aspect of safe browsing: It gives a single company the ability to unilaterally censor the web under the aegis of public safety.

“Our concern was that outsourcing this stuff to Chinese firms seemed problematic for Apple,” Green explained in an interview with The Intercept, “and I suppose the nature of having a ‘misinformation’ category is that China is going to have its own views on what that means.”

Indeed, it’s impossible to know in what sense GitLab could have possibly been considered a source of dangerous “unverified information.” The site is essentially an empty vessel where software developers, including corporate clients like T-Mobile and Goldman Sachs, can safely store and edit code. The Chinese government has recently cracked down on some open-source code sites similar to GitLab, where engineers from around the world are able to freely interact, collaborate, and share information. (GitLab did not respond to a request for comment.)

Notably, the censorship-evasion and anonymity web browser Tor has turned to GitLab to catalog instances of Chinese state internet censorship, though there’s no indication it was this activity that led to GitLab’s addition to the Tencent list.

While Tencent provides some public explanation of its criteria for blocking a website, its decision-making process is completely opaque, and the published censorship standards are extremely vague, including offenses like “endangering national security” and “undermining national unity.”

Tencent has long been scrutinized for its ties to the Chinese government, which frequently leverages state power to more closely influence or outright control nominally private firms.

Earlier this month, the Financial Times reported that the Chinese government was acquiring so-called golden shares of Tencent, a privileged form of equity that’s become “a common tool used by the state to exert influence over private news and content companies.” A 2021 New York Times report on Tencent noted the company’s eagerness to cooperate with Chinese government mandates, quoting the company’s president during an earnings call that year: “Now I think it’s important for us to understand even more about what the government is concerned about, what the society is concerned about, and be even more compliant.”

While Tencent’s compliance with the Chinese national security agenda ought not to come as a surprise, Knockel of Citizen Lab says Apple’s should.

“Ultimately I don’t think it really matters exactly how GitLab came to be blocked by Tencent’s Safe Browsing,” he said. “Tencent’s blocking of GitLab for Safari users underscores that Apple’s subjection of Hong Kong users to screening via a China-based company is problematic not only in principle but also in practice.”
