Enam charged less than other drivers. He did not come into the palaces with us (parking is a nightmare in Sintra). He is not a tour guide in the traditional sense - he does not have the many years of knowledge I have come to expect from your guides. But we found this to be true of almost all the tour guides we had on our trip, since there are evidently no licensing requirements.
