The Russian Healthcare System: A Quick Overview

Russia offers treatment options at different levels of government and region. Here’s a breakdown of how you can access medical treatment in Russia:

• At the municipal level are Health Posts that offer basic out-patient care for non-emergency situations, for example, vaccinations and routine check-ups.
• Also generally at the municipal level are Health Centers that are specialized for maternity care and also offer routine surgery.
• At the regional level are Urban Polyclinics which offer a wider array of services including follow-up care for complex conditions. Some of the larger polyclinics will have in-house specialists, for example, oncologists and cardiologists.
• Almost exclusively in large cities are Specialized Medical Hospitals which offer the full range of medical services and are also open 24 hours.

This last point about the 24-hour opening is quite important, as many healthcare facilities in Russia operate during normal business hours or are closed at night. Needing immediate medical care ‘off-hours’ can prove challenging or expensive. Many private facilities also observe closing hours or charge high premiums for after-hour care.

Is Healthcare in Russia Free?

Like so many countries, Russia’s healthcare system is based around insurance. And like many European countries, Russia offers its citizens what is meant to be universal healthcare. But in order to gain access to free public healthcare, Russian residents are required to pay in through their employment. The Russian Federation has guaranteed all of its citizens’ free healthcare since ratifying its Constitution in 1996. But in actuality, many people in the population are not covered. In some rural areas, the majority of people have no coverage or access to quality healthcare.

Russia’s Hospital System

How is russia’s public hospital and healthcare system.

Just as there are areas of the country where the population does not have access to quality healthcare, so is it within the public sector. And overall Western visitors are likely to find the Russian healthcare system, especially the public one, not up to standards. Challenges faced within the public hospital system, particularly for foreigners, include food shortages, a lack of English speakers, extremely long wait times, underfunding, basic equipment and facilities, or even a lack of equipment altogether. So if the question is, ‘Are hospitals in Russia good?’ for the average Western expat, if they are discussing the public hospital system, the answer is most likely going to be no.

Russia’s Private Hospitals

The popular choice for expats and visitors to Russia are private hospitals. These often offer English-speaking doctors and staff. The medical treatment available at some of Russia’s private hospitals is very much up to international standards. These hospitals can often be quite expensive. Treatment in Russia’s private hospitals can be costly by the standards of Western medicine. That is why it is so important to have the right insurance that will offer you coverage. Another important point about the private hospital system is that clinics and hospitals are the only options within the private system. There are not private surgeries or practices that offer complex procedures. Rather, doctors, even though is a private system, must operate within an accredited hospital or clinic.

What You Need to Know About Accessing Russia’s Hospital System as an Expat

Once again, access is based on whether this is the public or private system. Those using the public hospital system will either have to show proof of coverage through employment or pay upfront. For those with state-sponsored insurance, there will be no costs. However, it is necessary to show proof of insurance from the start to avoid admitting fees. Public hospitals will treat emergency situations but then bill afterward, as well as for any follow-up treatment, both in-patient or outpatient. For this and all non-emergency services, payment is always expected upfront.

Those accessing the private hospital system should expect to pay upfront. Even with private insurance, many private facilities expect to be paid upfront. In order to avoid this, it is vital to choose both private insurance as well as a hospital that already has an arrangement with the insurance company to bill directly.

How Many Hospitals Are in Russia?

Russia is a country with many hospitals. In just Moscow, there are well over 100 hundred hospitals. As of 2018, there were 5.3 thousand hospitals in Russia. The numbers from 2010 until 2018 show a marked decrease during that timeframe. There was a total net loss of 1,000 hospitals in less than a decade.

Inside Russia's largest emergency room, as COVID-19 deaths soar

Just over 41% of adults in russia have been vaccinated against covid-19.

For more than 200 years, Russia's largest emergency department has treated some of Moscow's most critically ill.

Its patients have included victims of the Napoleonic wars and deadly terrorist attacks in the 90s and 2000s. Now five floors of the Sklifosovsky Institute for Emergency Medicine have been turned into a red zone, where some 100 COVID-19 patients are cordoned off from the rest of the hospital.

Some are on oxygen. Others are on ventilators. But all of them are unvaccinated, says Dr. Yevgeny Ryabov, an administrator in the hospital's COVID department.

"This is some kind of indifference and, to some degree, ignorance," he told CBC News as he did morning rounds on Monday with a large team of doctors and nurses.

CBC was invited into the hospital's red zone this week to see how staff are trying to treat an unprecedented surge in infected patients — a deluge which one official described as a weight caving in on the health-care system.

While the entire country has rolled out various COVID-19 restrictions, including a national non-working week and a partial lockdown in Moscow, it hasn't been enough to motivate half of Russia's adult population to get vaccinated, even as deaths have reached record levels .

Russia's national coronavirus task force has reported more than 1,100 COVID-19 deaths each day for the past week, but some in the health sector suggest it is a dramatic underestimate of the total loss and the scale of the ongoing crisis. 

Inside the red zone

Before doctors and nurses are allowed to enter the red zone at the Sklifosovsky Institute, they have to put on several protective layers, including a gown, hood, goggles, a respirator and two layers of gloves. 

The rounds on Monday started at 8 a.m. — earlier than normal because staff wanted to attend a memorial for a retired colleague who recently died of COVID-19.

In the past 18 months, this hospital lost 10 of its current and retired staff to the virus.

"This is the most difficult, when you have to bury the people that you know very well," said Dr. Sergei Petrikov, the director of the Sklifosovsky Institute for Emergency Medicine.

He led a large medical team through each room, where they reviewed medical images and charts for patients in various stages of medical distress.

While some patients were sitting upright, hooked up to supplemental oxygen, others were lying on their stomachs in a prone position in an attempt to try to help their lungs take in more air. 

Several patients were on ventilators, and a few were hooked up to extracorporeal membrane oxygenation (ECMO) machines, which pump and oxygenate a person's blood outside of the body. It is known as a last resort when it comes to life support. 

The unvaccinated 

On each door, a sign listed the names and ages of the people in each room. 

While CBC saw some patients in their 20s and 30s, most in the ICU were older. Doctors said many had complex conditions, including suffering from heart disease and stroke.

Lydia Garilova, 74, said that she never bothered to get vaccinated because she spent most of her time at home alone. But she got sick on Oct. 11, and has been hospitalized since Oct. 19. 

"It's difficult. If I would've known before, I would have gotten vaccinated," said Garilova. "I did not think this would affect me … but unfortunately it did not just pass me by."

Petrikov said he has heard plenty of reasons why some COVID patients didn't get the shot. 

"One of them said he was living in a forest … and nobody was near him. Now he is on mechanical ventilation," he said. 

"One man said that he had a special blood group and people with this blood group never get a COVID infection. Now he is on mechanical ventilation."

While Russia's Sputnik V was the first COVID-19 vaccine in the world to be approved for widespread use back in August 2020 and studies, including one published in The Lancet have pointed to its effectiveness, less than half of the country's 144 million people have been vaccinated to date. 

The vaccine is only approved for use in people over the age of 18 and, according to the website Gogov , which collects and publishes vaccination data from across the country, just 41 per cent of adults in Russia have received two doses. 

Vaccine hesitancy 

Despite the pleas from officials, along with incentives for seniors to get vaccinated — including a payment of 10,000 rubles ($175) — the country's vaccination rate is only increasing slightly.

Dr. Vasily Vlassov, a professor of health-care administration and economics at Moscow's HSE University, believes part of the vaccine hesitancy stems from the fact that the risk of COVID-19 was downplayed at the beginning of the pandemic.

A report done for Harvard's  Nieman Foundation found that early on, state-controlled media in Russia covered conspiracy theories related to the virus. And even when the country entered a strict lockdown, much of the coverage showed how well Russia was handling the emergency, as new hospitals were being built.

In April 2020, during a video conference with Russian President Vladimir Putin, a health official boasted that Russia had one of the lowest mortality rates in the world, and the country sent ventilators and other equipment to Italy and the U.S., where hospitals were overwhelmed.

Most of the pandemic coverage in Russia hasn't been as devastating as other countries, Vlassov said.

When India experienced a deadly spike of infections earlier this year, he said the images of grieving families and funeral pyres were everywhere — but there hasn't been footage showing the scale of death in Russia during its current devastating fourth wave. 

Another big factor driving the low vaccination rate is distrust in the government and its domestically made vaccine, he said. "Unfortunately, trust in Russia is at a very low level; it is catastrophically low."

During Soviet times, there wasn't much hesitancy, as the national immunization program was mandatory and Russia was proud of its scientific research and vaccine development. 

But global health experts  say part of the rise of today's anti-vaccination sentiment can be traced to a column published in a popular daily newspaper in 1988 that suggested "dirty" vaccines were causing weakened immune systems. 

Those arguments continued to circulate in Russia and still resonate with a portion of its population.

While Putin was vaccinated with Sputnik V, he didn't receive his shot until March 2021 — months after the vaccine was first available. And unlike many other world leaders, he was jabbed off-camera, behind closed doors.

Distrusting doctors 

Unlike in North America, where there is mostly widespread consensus in the medical community around the safety and effectiveness of COVID vaccines, a survey conducted in April by Russia's Levada Centre found just 70 per cent of doctors surveyed trusted Sputnik.

About a quarter of them said they weren't ready to get vaccinated. The survey also found there was less support for foreign-made vaccines.

But Vlassov was confident enough in the Pfizer-BioNTech vaccine that he flew out of Russia to receive it; in recent weeks, there have been several reports about Russians flying to Croatia and Serbia to get vaccinated. 

Vlassov said he believes that if Western vaccines were available in Russia, more people would be rolling up their sleeves.

Lack of transparency

Independent demographer Alexey Raksha said the Russian government might be able to convince more people to "take this virus more seriously" and get vaccinated if it were more transparent about the country's pandemic death toll. 

Raksha used to work for the state statistics agency, Rosstat, until he said he was forced to resign in July 2020 — in part because of publicly questioning Russia's official COVID-19 data in publications, including the New York Times.

He argues the data released daily by the national coronavirus task force is "distorted" and obscures the true toll of the pandemic.

According to official government statistics, just over 31,000 people died of COVID-19 in October, but Raksha calculates that the number is likely closer to 100,000 based on something known as "excess" deaths — a measure of all fatalities above an average baseline, not just those where COVID-19 was labelled the cause. 

Right now, he said, Russia's excess deaths are far higher than what's typically recorded. He says he receives his data from some of Russia's 85 regions, as well as from sources within government ministries.

A recent analysis done by Reuters shows there have been at least 630,000 excess deaths during Russia's coronavirus pandemic, up until September, while a separate analysis by the Financial Times  pegs the number at more than 750,000. 

Meanwhile Rosstat has found 462,000 Russians have died from coronavirus and related causes since the start of the pandemic, while the task force, which reports deaths daily,  states just 203,000 Russians have died of COVID-19.

In Oryol, some 350 kilometres southwest of Moscow, health-care workers have also raised concerns that Russia's official statistics aren't matching what they are seeing on the ground. Paramedic Dmitry Seregin told Reuters that in just one day, 26 patients who died after having a COVID-19 infection weren't part of the city's daily statistics.

"I have a reason to assume that officials distorted the numbers and registered them during several days," he said.

State of restrictions

And even as COVID deaths continue to climb — 1,189 were announced Wednesday — the mayor of Moscow has said that the city's partial lockdown will not be extended past Nov. 7. 

The restrictions, which have been in place since Oct. 28, have closed restaurants and all non-essential stores.

Russia is currently in the middle of the government-ordered non-working week, though one other region, Novgorod, situated between Moscow and St. Petersburg, has announced the non-working days will be extended until Nov. 15.

Back at the Sklifosovsky Institute, Dr. Petrikov admits there are days when the hospital has to turn patients away and send them to other hospitals.

He said he believes vaccination is the only way out of the crisis and is disappointed more people aren't getting their shots. But he said it changes very little for his medical staff.

"It doesn't matter if they are vaccinated or not vaccinated," he said. "We do our work."

Nearly 100 still in hospital following Moscow terrorist attack

T hree days after the terrorist attack on a Moscow concert hall, 97 people are still being treated in hospitals, the head of the Moscow region's health administration said on Monday.

The patients are spread across hospitals in the capital and the Moscow region, Lyudmila Bolatayeva said.

According to Russian news agencies, the injuries suffered varied in severity.

By the Russian authorities' most recent count, 137 people were killed and more than 180 injured in the attack on Friday evening. It cannot be ruled out that more bodies will be found in the rubble of the burnt-out hall.

Four armed men shot indiscriminately at visitors before a rock concert in the Crocus City Hall event centre. On Sunday evening, four suspects were brought before a court in Moscow and taken into custody. The faces of the men showed injuries as traces of suspected torture.

In total, 11 people suspected of involvement in the attack have been detained, according to the authorities.

According to media reports, mourners were still laying flowers at an improvised memorial at the Crocus City Hall fence on Monday.

The Islamic State terrorist militia claimed responsibility for the attack in several messages.

Western security authorities and experts consider the claim to be credible and suspect the IS offshoot Islamic State Province of Khorasan (ISPK) to be behind the attack.

Russian President Vladimir Putin on Monday plans to discuss additional measures with his security officials, Kremlin spokesman Dmitry Peskov said, according to the Interfax news agency.

The meeting will also address the question of how victims and their families can be supported, Peskov said.

The Kremlin spokesman refused to comment on the numerous reports about the alleged torture of four detained suspects by Russian security forces.

In response to a journalist who pointed to the men's clearly visible injuries in the courtroom and to videos of torture, Peskov merely said: "I will leave this question unanswered."

Videos have been circulating on social networks that appear to show the suspected attackers being tortured, including one of them having his ear cut off. Dpa is unable to independently confirm the authenticity of the videos.

The suspects had visible bruises, swollen faces, lacerations and other injuries, and one of the men had a large bandage over his ear. Russian media reports said that one of the men was unable to walk and was wheeled into the courtroom on a stretcher.

Human rights activists have condemned the alleged torture of the suspects by Russian security forces.

"The answer to barbarism must not be barbarism," said the Russian rights group "Komanda protiw pytok" (Team against Torture) on Monday. "We have always said and will always say that the value of evidence obtained by security forces through torture is critically low. Instead of telling the truth, a person usually tells what can stop or at least interrupt this torture."

Peskov, the Kremlin spokesman, did not address the background to the attack on the Crocus City Hall concert hall on Friday, but referred to information from the Russian law enforcement authorities.

Russian authorities have yet to comment on Islamic State's claim for responsibility, a claim Western security authorities and experts consider credible.

Putin, however, has hinted at a Ukrainian connection to the assault, without providing any evidence. Putin also claimed that the perpetrators of the attack attempted to flee in the direction of Ukraine.

Ukraine has adamantly denied any responsibility for the attack, and has also pointed out that the border region is heavily mined more than two years into Russia's all-out invasion of its neighbour.

Due to the war, the area is also a hotbed for Russian military and secret service officials, making it an unlikely escape route for the attackers, according to Kiev.

Intelligence services from the United States and other Western countries at the beginning of March warned of a potential imminent terror attack in Moscow. However, Putin dismissed the warnings as a Western provocation.

Major drone strike hits residential area of Moscow in apparent 1st

The pre-dawn attack follows a May 3 drone strike on the Kremlin.

LONDON and KHARKIV -- Several drones struck Moscow early on Tuesday, damaging residential buildings in the Russian capital, the mayor said.

The pre-dawn attack "caused minor damage to several buildings" in a residential area, according to Moscow Mayor Sergey Sobyanin. Some residents were evacuated from their apartments due to "safety reasons" as first responders surveyed the damage, Sobyanin said.

"All municipal emergency services are currently at the scene of the incident," the mayor wrote on his official Telegram channel. "They will find out the circumstances of what happened."

It's believed to be the first major drone strike on a residential area of Moscow.

No one was seriously injured in the attack, according to Sobyanin. Two people sought and received medical attention on site for unspecified injures but did not require hospitalization, the mayor said.

Russian emergency services told state news agency TASS that drone-like fragments were found around at least one of the buildings and that apartment windows were shattered on several floors.

Eight drones targeted Moscow, five of which were shot down while the other three were jammed, causing them to veer off course, according to the Russian Ministry of Defense.

The rare attack came as Russia continues to wage war in neighboring Ukraine. The Russian defense ministry called Tuesday's drone strike a "terrorist attack" by the "Kyiv regime" and said Moscow will react "as harshly as possible to the actions of Ukrainian militants."

Kremlin spokesman Dmitry Peskov said Tuesday's drone attack on Moscow was Kyiv's retaliation against the effective Russian strikes "on a decision-making center" on Sunday. Russian President Vladimir Putin later specified that the headquarters of Ukraine's military intelligence was among the targets hit.

"In response, the Kyiv regime chose the path of intimidation of Russian citizens and strikes on residential buildings," Putin said Tuesday. "This, of course, is a clear sign of terrorist activity."

He went on, "The Moscow air defense system has worked properly, satisfactorily, although there is work to be done. It is clear what needs to be done to seal the air defense of the capital, and we will do it."

On May 3, Russia accused Ukraine of attacking the Kremlin with drones. Russia later blamed the United States for the attack, a claim rejected by Washington.

Meanwhile, in recent days, Russia has launched a series of drone and missile attacks on Kyiv. At around 2 a.m. local time on Tuesday, Kyiv residents once again awoke to the sound of air raid sirens as dozens of Russian drones targeted the city for a third straight day.

Most of the drones were intercepted and shot down but the fallen debris sparked fires that engulfed several cars, houses and residential buildings, according to Kyiv Mayor Vitali Klitschko. At least one person was killed and 33 others were injured.

"If the Russians can make Kyiv a nightmare, why do the people of Moscow rest?" Klitschko said in a televised address on Tuesday.

Tuesday's attack on Kyiv marked Russia's 17th round of strikes on the Ukrainian capital this month, according to a spokesperson for the United States National Security Council.

"Russia started this unprovoked war against Ukraine," the spokesperson told ABC News on Tuesday. "Russia could end it at any time by withdrawing its forces from Ukraine instead of launching brutal attacks against Ukraine’s cities and people every day."

The recent escalation in drone and missile attacks on both sides comes ahead of a major Ukrainian counteroffensive, which Ukrainian officials say will happen "soon."

A senior Ukrainian commander told ABC News on Sunday that preparations for that counteroffensive were in full swing.

Col. Oleksandr Bakulin, who commands Ukraine’s 57th motorized infantry brigade, made up of around 6,000 men near the eastern Ukrainian city of Bakhmut, said the counteroffensive "will not begin with one single strike." The limited Ukrainian offensive actions near Bakhmut over the past two weeks were part of a bigger plan that will eventually lead to a more significant counteroffensive by Ukrainian forces, according to Bakulin.

He cautioned, however, that Russia could also attempt to go on the offensive in areas too.

"In some parts of the front line we are pushing, in other areas the enemy has more of the initiative," Bakulin said.

UNHCR Expands Response to Devastating Floods in Southern Brazil

An estimated $3.21 million is urgently needed to support unhcr's response, which includes providing financial assistance to affected individuals and essential relief items..

In the aftermath of heavy rains ravaging Brazil's southern state of Rio Grande do Sul, the UN Refugee Agency (UNHCR) is scaling up its efforts to assist the most vulnerable, including 43,000 refugees and individuals requiring international protection, predominantly Venezuelans, Haitians, and Cubans, along with the communities hosting them.

The floods, deemed the most significant climate-related disaster in Southern Brazil, have claimed 163 lives and displaced 580,000 people, with more than 65,000 still residing in temporary shelters. Over 93% of cities and towns in Rio Grande do Sul have been affected.

An estimated $3.21 million is urgently needed to support UNHCR's response, which includes providing financial assistance to affected individuals and essential relief items.

UNHCR has deployed a specialized team to manage shelters, handle documentation, and prevent gender-based violence in disaster areas. Relief items, including Refugee Housing Units (RHUs), sleeping mats, jerrycans, and hygiene kits, are being dispatched to Rio Grande do Sul from UNHCR warehouses in Boa Vista, Colombia, and Panama.

UNHCR, in partnership with the International Organization for Migration (IOM), is conducting assessments in shelters to identify urgent needs among refugees and migrants, including reissuing lost documentation.

Refugee-led organizations in Rio Grande do Sul are actively involved in collecting and distributing donations and volunteering at emergency shelters. The state hosts over 21,000 Venezuelans relocated from Roraima state since April 2018.

Despite reduced rainfall, Rio Grande do Sul remains vulnerable to weather-related hazards. The forecast predicts continued rain, strong winds, and electrical storms, exacerbating the situation.

UNHCR emphasizes that climate change-induced disasters are occurring more frequently in Brazil, necessitating robust response mechanisms. The agency's newly launched Climate Resilience Fund aims to bolster the resilience of displaced communities and their hosts to extreme weather events caused by climate change.

Sky's Europe correspondent Siobhan Robbins watched as tanks, helicopters and soldiers took part. 

The US is close to completing a deal that would secure the bilateral security agreement with Ukraine that Joe Biden announced last year at a G7 meeting, a source has told Reuters. 

G7 nations, led by Washington, unveiled a framework in July for the long-term security of Ukraine to boost its defences against Russia.

The comments from the official come after a Financial Times report published earlier today which claimed a deal was close. 

Fierce fighting is intensifying near the eastern city of Pokrovsk, Ukraine's general staff has reported.

"The number of engagements in the Pokrovsk sector remains the highest," it said in its afternoon update. 

The area, just northwest of the city of Donetsk, has had an increase in Russian activity in recent weeks. 

"The enemy has already made 18 offensive attempts there [today]," it reported. 

Five combat engagements have started in the vicinity of Novooleksandrivka, it added, noting a village about 30km east of Pokrovsk.

"Our troops also continue to repel the aggressor," the general staff said. 

Building our last post - NATO chief Jens Stoltenberg is set to ask allies to pledge some €40bn in military aid to Ukraine each year, a source inside the alliance has told the Reuters news agency. 

The funding would sustain at least the current levels of military support allies have been sending. 

"We need to sustain that current level of support as a minimum to provide the predictability Ukraine needs, for as long as necessary," the NATO source said, adding that allies had provided some €40bn per year since Russia's full-scale invasion of Ukraine in 2022. 

No such deal has been publicly announced as of yet, but foreign minsters from allies are in Prague for talks currently. 

NATO's secretary general Jens Stoltenberg says Ukraine can win its war against Russia, but only if allies give "continued robust support".

Speaking ahead of a meeting with foreign ministers in Prague, Mr Stoltenberg adds "the time has come" for NATO countries to "consider some of the restrictions on weapons" sent to Ukraine.

The secretary general has also called for the West to lift restrictions on Western weapons being used against targets in Russia throughout the week.

Last month, he suggested allies should commit to providing Kyiv €100bn (£85bn) over the next five years.

France and Germany said yesterday they support Ukraine striking military targets inside Russia, but Italy's foreign minister ruled it out earlier today (see 8.50am post).

Some Western allies have refused to let Ukraine use munitions it has supplied in Russian territory over fears it would escalate the conflict.

Lord Cameron said at the start of the month that  Kyiv could use British weapons  against targets in Russia - which the Kremlin called a "direct escalation".

This morning, Russia said it hopes nuclear deterrence would "knock some sense" into the West after Belgium promised to send 30 F-16 fighter jets to Kyiv over the next four years (see 7am post).

Robert Woodland, a US citizen who was arrested on suspicion of drug trafficking in Russia, has appeared in a Moscow courtroom today.

Standing behind glass nearly five months after his arrest and with a shaved head, Mr Woodland was in court for a hearing.

Mr Woodland was detained in January, though it is unclear why he was in Russia at the time.

Russian media reports at the start of the year said his name matched that of a man who was interviewed by the daily newspaper Komsomolskaya Pravda in 2020.

The man said in the interview that he was born in the Perm region in the Ural Mountains in 1991, and came to Russia to find his mother.

Russia has accused the US, NATO and others of escalating tensions with Ukraine and stoking a "senseless war".

Kremlin spokesman Dmitry Peskov said today the West has "in recent days and weeks embarked on a new round of escalation".

He added: "They are doing this deliberately. We hear a lot of bellicose statements… They are encouraging Ukraine in every possible way to continue this senseless war.

"This will all, of course, inevitably have consequences and will ultimately be very damaging to the interests of those countries that have taken the path of escalation."

Meanwhile, foreign ministers from NATO countries are set to meet in Prague today amid pressure to allow Ukraine to strike targets inside of Russia (see 12.10pm post). 

Since Russia invaded Ukraine on 24 February 2022, NATO countries have since provided military aid worth millions to Kyiv but with strict conditions on its use.

Volodymyr Zelenskyy said yesterday it is "unfair" that Ukraine cannot strike inside Russia despite receiving long-range missiles from the West.

Russian missiles have struck the village of Mala Danylivka today, leaving many buildings in ruins.

The town, just on the outskirts of Kharkiv, was hit as part of Russia's northeastern offensive, which it launched this month.

Foreign ministers from NATO countries are set to meet in Prague later today - as calls to let Ukraine use supplied weapons in Russian territory grow.

Officials will meet for two days ahead of a NATO summit in July, where a new support package for Ukraine is expected to be announced.

Kyiv has been pressing Western supporters, particularly the US, to let it use long-range missiles to hit targets inside of Russia.

France and Germany said yesterday they support Ukraine striking military targets inside Russia, but Italy's foreign minister ruled it out.

In an interview earlier today, Antonio Tajani said "all the weapons leaving from Italy should be used within Ukraine" (see 8.50am post).

Ukraine launched a major attack against a Russian naval base in occupied Crimea early this morning.

At 1am today, the Ukrainian armed forces struck targets near the Kerch Bridge with precision guided missiles.

A Russian Mangust patrol boat was destroyed in the attack, a Ukrainian military source has told Sky News.

The source also confirmed that Western supplied weapons were used, adding they "proved extremely effective against this Russian military target despite high concentrations of Russian Air Defence Systems".

Nikolai Lukashenko, Crimea's Russian-installed transportation chief, claimed on Telegram that Ukraine's overnight attack damaged two transport ferries.

The Kerch Bridge, linking Russia and Crimea over the Kerch Strait, is regularly used by Moscow as a logistics hub to resupply its forces. It was built in 2018 after Russia's illegal annexation of Crimea four years earlier.

Ukraine has launched frequent attacks on the crossing since the war began: in July last year, Kyiv attacked it with two suicide sea drones, damaging a span of the road bridge. 

The explosions  killed two civilians and injured one . Ukraine later formally admitted to launching the attack.

European Union criticizes Russia for removing Estonian buoys, demand an explanation from Moscow

BRUSSELS — (AP) — European Union foreign policy chief Josep Borrell on Friday called the removal of Estonian buoys by Russian border guards on a river separating the Baltic country from Russia “unacceptable,” and demanded an explanation from Moscow and the immediate return of the orange floats.

Early Thursday, Estonian border guards noticed that their Russian counterparts had removed 25 of the 50 buoys that Estonia had installed on the Narva River to prevent boats from accidentally crossing the border.

Borrell said the incident “is part of a broader pattern of provocative behavior and hybrid actions by Russia.”

Estonia also dubbed it “unacceptable,” but said its response “remains calm and clear-eyed.”

"We treat this as a provocative border incident,” the Foreign Ministry in Tallinn said Thursday.

For decades, Estonia and Russia have installed buoys on the Narva River for the summer, with the towns of Narva on the Estonian side and Ivangorod on the Russian bank, largely in mutual agreement.

Every year, the marking of the shipping routes is rechecked because “the riverbed changes over time,” said Eerik Purgel, the local Estonian Border Guard head. Last year, Russia said it did not agree with the locations of the Estonian buoys.

This year, "we decided to release the floating marks into the water for the summer season according to a 2022 agreement, because they are necessary to avoid navigational errors, so that our fishermen and other hobbyists do not accidentally wander into Russian waters,” he said.

The first 50 buoys were installed on May 13. However, 25 of them were removed by their Russian counterparts early in the morning 10 days later, he added.

The Estonian Ministry of Foreign Affairs on Friday summoned Russia’s deputy head of mission, the Baltic News Service agency said. BNS quoted Foreign Minister Margus Tsahkna as saying that they “clearly expressed to the Russian charge d’affaires that such actions are provocative and unacceptable."

Estonia's Foreign Ministry said the action "fits well within the broader pattern of Russia's provocative behavior," and drew parallels to the border mapping incidents in the Baltic Sea earlier this week. According to media reports, Moscow could revise the borders of its territorial waters in the region.

The draft proposal was published on an official Russian government website for draft legislation but disappeared hours after it was posted on Wednesday. It wasn’t immediately clear why.

Russian media said the Defense Ministry in Moscow had suggested updating the coordinates used to measure the strip of territorial waters off its mainland coast and that of its islands in the Baltic Sea. The existing coordinates were approved in 1985, the ministry says, adding that they were “based on small-scale nautical navigation maps” and don’t correspond to the “modern geographical situation.”

Kremlin spokesman Dmitry Peskov later said there was “nothing political” in the Defense Ministry’s proposal, and Russian news agencies said Moscow did not intend to revise the border or the width of its territorial waters.

Since Russia’s full-scale invasion of Ukraine in early 2022, Finland and Sweden have joined NATO, meaning that the Baltic Sea — Russia’s maritime point of access to the city of St. Petersburg and its Kaliningrad enclave — is now almost surrounded by members of the military alliance.

MESSAGE FROM MATT HUNT - CEO

As we entered 2024 I suspected the year ahead might hold a few surprises - if I had a dollar for every time I've said that I hoped things might be calmer next year I would be a wealthy man indeed! With Mary's retirement after 28 years at the helm of Free the Bears, plus several new initiatives being launched across our field programmes as we continued to emerge from the impacts of the COVID pandemic, it seemed likely that 2024 would contain the inevitable mixture of fresh challenges, hard- fought victories and long days that characterize life on the frontline of fighting the illegal wildlife trade in Southeast Asia, plus perhaps a few additional surprises? However, I don't think anything could have prepared us for the shock of hearing that 16 tiny bear cubs had been discovered by the Environmental Police in a raid on a business premises in Vientiane, the capital city of Laos.

As our team started gathering everything that they might need to keep such vulnerable bear cubs alive - milk formula, baby bottles with a range of teat sizes, hot water bottles, towels and as many sky-kennels as we could find at short notice - my mind immediately went to the broader impact of such a rescue. Where had these cubs come from and what was the traders intention for them? Where would we be able to keep such a large number of cubs this week, next month and in six months time? How long could wild bear populations survive such an onslaught? And how long could we ourselves continue to handle such a deluge of new arrivals, each in need of specialist care potentially beyond my lifetime? One thing I did know, we had to get those cubs into our care as quickly as possible, and I reassured myself that even if we could never be entirely ready for such a large number of cubs, we were certainly better prepared on that day than we had ever been before in almost three decades of bear rescues!

The weeks since the arrival of these 16 cubs (plus a further 5 bears rescued since that day in late March) have embodied the very best of Free the Bears. Our team in Laos - many of whom only saw their first bottle-reared bear cub last year - have made me so proud with their dedication and commitment, starting work early and finishing late without complaint. They have been supported by our wonderful team in Cambodia, who immediately offered to send Vanny and Heng to lend a hand during those crucial early weeks. And our international partners have rallied around, reaching out to ask how they can help and sending whatever we need - be this an extra pair of hands or a box of enrichment toys and everything in between! I'd like to express my sincere appreciation to all of our supporters who reached out to us to see how they could help, and of course all of those who helped with an extra donation towards the care of the cubs. These acts of kindness remind us of how lucky we are to be able to help these bears, without your help the fate of each of these cubs could have been so utterly unthinkable. I also want to give a special shout-out and thanks to everyone who took part or supported us in this years Night In A Cage challenge. Thanks to your generosity, we raised over $65,000 in desperately-needed funds to support the continued care of almost 300 rescued bears in our sanctuaries across Cambodia, Laos and Vietnam.

As we mark our 29th year, I draw strength from the progress we've made and remain committed to creating a brighter future for bears. Thank you, once again, for your kind support, we couldn't do this without you.

UPDATE FROM CAMBODIA

It's been over a year since we've had a rescue, one of the longest periods in our 29 years without a Cambodian bear rescue. It's difficult to know whether this is due to better public knowledge of the laws and expanded enforcement, less hunting and/or demand from a developing population, more sophisticated techniques used by criminal networks to illegally trade bears and bear parts, or even a collapse of wild bear populations. Most likely all of these factors play a role. Regardless, a bear rescue could happen at any moment and our dedicated team are ready to jump into action and help any bear in need, to join the 118 bears currently under our care at the Cambodia Bear Sanctuary.

With such a large population to care for, our animal care and operations teams are constantly busy. We've been expanding sanctuary facilities to cope with growing cubs rescued in recent years and we're thrilled to announce that our new Bear House 9 is now complete and ready for bears.

Nestled within serene surroundings, Bear House 9 is a beautiful home for rescued bears, featuring cool dens with hammocks and spacious forest habitats designed to meet the needs of growing cubs, special-needs bears and older males. The first inhabitants, 3 young female moon bears who all lost a paw or limb to wire snare trap injuries, will be moving to the new house in the coming days. We can't wait to see them exploring their beautiful new home.

Our construction team have moved directly on to upgrading walkways, enclosure furniture, our Cub Nursery and the Wildlife Hospital, which has been busy with health checks by our Cambodian vet team (welcome Srey Lin to the team), joined by consulting vet Dr Ana. Comprehensive health checks are crucial to ensuring the wellbeing of the bears under our care. During a health check the vets have a large list to cover, checking the condition of the body, coat, paws, claws, teeth, eyes and ears and internal checks using ultrasound and x-rays. They also take hair and blood samples for testing, monitoring and to databank for future research. Sadly, we bid farewell to sun bear Holly, after 16 years of expert loving care.

Our ACE team has been busy with Bear Care Tours and education initiatives to raise awareness and foster a deeper understanding of wildlife conservation. Over the past 6 months we've hosted hundreds of students of all ages from local and international schools, including visitors from Singapore and Australia, as well as local universities. We hope to inspire them to become future wildlife warriors and contribute to protecting endangered species including sun bears and moon bears.

Our research team has notched up more achievements. Researcher Thona, who is sadly leaving us after 8 years, had a paper on the use of bear parts in Khmer traditional medicine published in the Cambodian Journal of Natural History. Chiara is managing an interesting macaque release project in Laos which provides rehabilitated macaques a chance to live free in the forest and trains community rangers to protect the forest. She's also developing a project to study a sun bear living close to a community in northern Cambodia (to potentially relocate the bear if necessary, for its own protection). We've welcomed researcher Zack to the team, to collect data on the recently rescued cubs in Laos, conduct behavioural observation studies on the bears trialling our prerelease facilities, and to analyse and write up papers based on research and data we've collected. These research projects are vital to enhance our understanding of sun bears and moon bears, two of the world's least studied bear species.

Our Bear Carers Vanny and Mr Heng recently visited Laos to help care for the dozens of rescued bear cubs, vets Dr Sorphea and Dr Meng joined a CITES Youth Leadership event in Singapore and we were proud to watch Thona and Sorphea feature in ABC Australia's Project Wild program, following a visit from ABC. Thank you for your kind support.

UPDATE FROM LAOS

So much has happened in Laos over the past 6 months, it's difficult to know where to start! Last December we rescued a juvenile orphaned female moon bear, followed in February by 2 more juvenile moon bears, brothers. Just a month later we received a distressing call from our government partners who had raided a business operated by a Chinese national in Vientiane, the capital of Laos. They found 17 tiny moon bear cubs inside. Tragically, one cub had already passed away. In a monumental team effort, we were able to collect the 16 cubs, the single largest ever rescue of endangered bear cubs worldwide. Just 2-3 months old and weighing between 1.3 and 4kg, the 10 male and 6 female cubs required emergency round-the clock care, including 6 bottle feeds a day. Despite our best efforts, one cub very sadly passed away soon after. It is believed the cubs were 'ordered' from poachers in the north of Laos and intended for a new illegal bear bile farm. We're not sure how many mother bears must have been killed to acquire so many young cubs (a mother bear would never willingly leave her cub). One person has been arrested and investigations are continuing in attempts to prevent this from happening again.

Just 2 days after the 16 cubs arrived, our government partners confiscated another 2 tiny male cubs in the north of Laos. We could never have imagined that 18 cubs would arrive into our care at once and needed to bring in additional help - members of our cub care team from Cambodia and others from around the world. Despite the tragic ordeal the cubs have suffered, they're thriving, gaining in strength, weight and confidence as each day passes. In April, another 2 male moon bear cubs, brothers around 7 months old, were rescued. And in early May we freed a juvenile female sun bear from a small dirty cage where she'd spent almost a year. This brings the total number of rescues in Laos in the past 6 months to 24 bears, far exceeding our previous annual record of 18 (and we're not ever half way through the year), placing enormous pressure not only on our animal care team, but also our construction and operations teams, who are rushing to complete new Bear Houses 8 & 9 (for the rapidly growing cubs rescued in recent years), as well as other facilities. A powerful storm on May 1 caused damage to various facilities and destroyed our beautiful bamboo Discovery Centre, adding to the workload of our team.

It's not only bears we've helped over the past 6 months, we've also rescued porcupines, macaques and a pangolin (most of which were released to protected forest after rehabilitation) and we're progressing a release project for macaques, which involves training and employing community rangers to patrol the forest. We've proudly completed more Education and Awareness initiatives including 9 weeks of Nature Clubs teaching appreciation of nature and conservation to children from the surrounding villages, and 5 Wildlife Care workshops for government partners from every province. These 2 week residential courses cover wildlife conservation, rescue techniques & primary care of endangered species, empowering them to achieve better outcomes when tackling wildlife crime. We've signed a partnership with the National University of Laos to teach Wildlife Medicine modules to vet students and we've sponsored agricultural training classes for villages in the surrounding community. Several of our staff were able to attend valuable courses in conservation planning and communications.

We were delighted to welcome to the sanctuary both the UK and US (acting) Ambassadors to Laos, and Project Moon Bear, who are fighting to rescue bears from bile farms in Korea. Welcome to our new Laos vet Bounsy and special thanks to Vet Support Officer, Jacqui, for 2 years of help under the Australian Volunteers Program. It's been a really tough last few months for us in Laos, we'd like to say a very special thank you to our incredible team, to those who have visited to lend a hand, and of course a huge thank you to everyone who helps Free the Bears - without your ongoing support we wouldn't be able to rescue and help so many bears in need. Thank you!

UPDATE FROM VIETNAM

As you may be aware, the end of bear bile farming in Vietnam is close. It is estimated there are under 200 elderly bears left in bear bile facilities in Vietnam, down from 4,300 in 2005 when laws were enacted to prohibit bear bile extraction and an audit was conducted (sadly, in 2005 there was nowhere to relocate the bears and farmers were allowed to keep them). In the 19 years since the new law was passed, less than 400 bears have been rescued from the farms to sanctuaries (around 3,700 have died in the farms). The remaining 200 bears have been caged so long and are so badly treated that they are rapidly dying. The problem we face is that farmers have to willingly hand over the bears. We regularly visit the farms with our government partners, showing pictures and videos of our sanctuary, inviting farmers to visit our sanctuary and urging them to show some compassion and allow the bears to live out their final years at the sanctuary. Over the past 6 months we've visited more farms and seen shocking conditions. Unfortunately, no farmers agreed to hand over bears - some claim that the bear/s are loved and cared for pets/family members (they do not see it as a welfare issue that the bear has been confined to a small cage for decades) and it's possible some wish to monetise the bear (dead or alive), despite this being illegal. Regardless, we'll continue to visit and try to convince farmers to release bears. We remain hopeful that some farmers may change their minds.

In the meantime, our dedicated team has been working hard to enrich the lives of the bears in our care, upgrading habitats to encourage natural behaviours such as digging, climbing and nesting, which not only improves the wellbeing of the bears bu also improves their overall health. New climbing platforms have been built and the Bear Care Team has been developing and trialing new types of enrichment puzzles, with the help of Volunteers. The response from the bears has been exciting to watch, we're seeing the bears very engaged, displaying climbing, exploring and foraging behaviours we hadn't seen in some bears, a pleasing result. Besides improving habitats, our construction team has kept busy with general repairs and the rebuild of the quarantine facility at our original Cat Tien Bear Rescue Centre, which looks beautiful. 

We were pleased to recently welcome vets Dr Ana and Dr Sorphea from Cambodia and vet nurse Jacqui from Laos, who completed full health checks on several bears. We were also delighted to welcome volunteers to the sanctuary in December and January, hosting a wonderful bunch of kind bear carers who pitched in to help care for the bears and maintain the sanctuary. Our team in Vietnam recently completed a valuable First Aid training course and our sanctuary manager, Thuong, along with two bear carers, completed a course on primary veterinary care for rescued wildlife. Thuong also attended the World Wildlife Day Regional Youth Symposium in Singapore along with staff from Cambodia and Laos, a great opportunity to learn, network and promote the work of Free the Bears to a broader community of young conservationists.

We're continuing to raise awareness about the plight of the bears and the importance of conservation, welcoming 96 students from a Ho Chi Minh City international school, followed by another 184 students shortly after, with more in the months to come, providing them with an educational and immersive experience at the sanctuary. It's great to see more international tourists visiting the Cat Tien National Park and joining us for Bear Care Tours (please visit, we'd love for you to see our beautiful bear sanctuary). VOLUNTEER IN VIETNAM

Our Volunteer Programme is now based at our Cat Tien Bear Sanctuary in Vietnam. Located within the stunning Cat Tien National Park, we'd love for you to visit and help care for sun bears and moon bears rescued from bear bile farms and the illegal wildlife trade. You'll help our local bear care team prepare and distribute food and enrichment treats as well as assist with cleaning and maintenance, including weaving and repairing bear hammocks. Not only is this an ethical holiday of a lifetime, your physical and financial contribution allows us to develop and improve the sanctuary.

The Cat Tien National Park is a nature lover's paradise with more than 1,600 species of plants and home to a rich array of wildlife. It's very likely that during your visit you will see wild gibbons, muntjac and sambar deer, monkeys, civet cats and porcupine, many of which are endangered species. Cat Tien is a renowned bird-watching hotspot with countless colourful birds including the majestic hornbill. Take a night safari and you'll meet new and unusual nocturnal species.

Without the courage and actions of our founder Dr Mary Hutton OAM, over 1,000 bears would be in a far worse situation. The bears we have rescued have been given expert loving care in beautiful sanctuaries and the lives of thousands of people throughout Asia and the rest of the world have been positively impacted. LEAVING A LEGACY

Free the Bears has been a beacon of hope for countless bears for decades. Every day we strive to rescue more bears from a life of suffering in bile farms and the illegal wildlife trade. As a result, the demands on Free the Bears grow with each passing year, as an endless stream of rescued bears arrive to our sanctuaries.

At the very core of Free the Bears is the belief that the actions of individuals can make a difference to the future of endangered bears. For many animal lovers, leaving a legacy and passing on something wonderful to the bears in our care as well as the bears we'll rescue in the future, is the greatest gift they'll ever bestow. Gifts in wills have been vital to our survival, thanks to these gifts we've been able to rescue more bears and expand our sanctuaries to provide the care these bears require.

Your gift can take many forms, all offer hope to endangered bears. Having an up-to-date will is one of the most important things you can do to ensure your wishes are fulfilled while protecting the rights of your loved ones. After providing for your loved ones, you may like to consider including Free the Bears as a beneficiary. If you have already made a will, perhaps you could consider asking your solicitor to add a codicil which will incorporate your gift to Free the Bears.

Types of Bequests:

• Cash or Pecuniary Bequest : a directive that Free the Bears receive a specific amount from your estate.
• Specific Bequest: a directive in your will that specifies property, such as real estate, shares, art or jewellery etc to be transferred to Free the Bears from your estate.
• Residuary Bequest: after providing for your loved ones, Free the Bears will receive a percentage of your estate (for example, 5%). Since a Residuary Bequest is not for a specific amount of money, this type of bequest keeps its value over the years.
