The only "ECO" mode there is for regular, non-cruise control, driving is how you use your accelerator and brake pedals. Some folks are natural "hyper-milers" and some folks like to "drive it like they stole it". The former will get better fuel economy than the latter. 2023 Ascent Touring (CWP)
How To Select Driving Modes In Subaru Cars
To activate Intelligent Mode, push the knob to the Push [I] intelligent setting. When Intelligent Mode is activated, your drive settings will maximize fuel economy. This is achieved by opening the throttle at a more gradual pace, allowing for more efficient driving and a reduction of emissions. The end result is a gentler ride and better control.

Yesterday I set my Cruise Control Acceleration Characteristics to Lv. 1 (Eco). I had been using Lv. 2 (Comfort) from day 1 with my vehicle (factory setting was Lv. 2), wow, what a difference Eco mode makes! I have mine set to 1 (Eco) as well, but I still find that the braking and acceleration is a bit aggressive sometimes especially compared to my own driving. I actually wish there would be a 0.5 (Super Gentle) I need to do a bit more testing, but for some reason the last time I tried cruise control I found it to use more fuel than driving manually.
