A tour inside Malacañang: What can you visit and which areas are off-limits

Before everything else, let us first clarify the confusion between the two spellings of our subject. Is it Malacañan or Malacañang? According to Dianne Illavera, PSO IV at Presidential Museum and Library, both spellings are acceptable. However, to avoid confusion, they advise using Malacañan without the ‘g’ when referring to the palace proper. Everyplace else that is outside the palace, but is still within the 16 hectares gated complex should be addressed as Malacañang.

Now that we’re clear which term to use, let us know talk about the notable places within Malacañang Complex. 

1. Off-Limits: Malacañan Palace

The Malacañan Palace is the principal residence and office of the Philippine president. But not many know that it wasn’t specifically built to serve as a Presidential Palace.

In 1750, Spanish aristocrat Don Luis Rocha built the Malacañan Palace to serve as his summer house. In 1802, Don Luis sold the palace to Col. Jose Miguel Formento for P1,000. In 1825, it was again resold to the Spanish government for P5,100. The Malacañan Palace only became the official residence of the Philippines president during the establishment of the Philippine Commonwealth. Former President Manuel Quezon is the first Filipino resident of the Malacañan.

Contrary to popular belief, Presidents are not required to live in the Palace. In fact, there are three former Philippine presidents who did not live there: Cory Aquino and Fidel Ramos, who lived in the Arlegui Guesthouse; and Joseph Estrada, who lived in the nearby Bonifacio Guesthouse. Current President Benigno Simeon "Noynoy" Aquino, III doesn’t live in the Malacañan either. He stays in Bahay Pangarap, across the Pasig River, and takes a ferry to go to Malacañan.

During the term of former President Ramon Magsaysay, locals were welcome to enter and tour the palace because he believed that Malacañan is owned by the Filipinos. Today, the public can only peer through the fences along Jose P. Laurel St. because Malacañan is off-limits to those who have no official business inside.

Located in Kalayaan Hall, Malacañang, the Presidential Museum and Library offers visitors—both local and foreign, a glimpse of the rich history of the palace and the presidents who used it as an office. It has a total of nine sections; each area stands as a tribute to the lives and achievements of the Presidents of the Philippines.

Pre-registered visitors are required to submit to inspection at the entrance. Only one camera per group can be used inside the premises. Visitors are also to leave the non-essentials in a package counter.

A briefing about the house rules will be done in the Presidential Broadcasting Studio. The guide will also discuss the history of Malacañan as a summer house. Afterwards, the group will be ushered into the Malacañan as a Prize Room, where different campaign paraphernalia is displayed. The second room, Malacañan as a Pulpit, is where the different iconic laws are displayed. The most interesting bit here is the copy of the Proclamation No. 1081, which subjected the nation in Martial Law. The furniture used by President Ferdinand Marcos, when he appeared on national TV is also is displayed.

In Malacañan Palace as a Stage, the first ladies who served as official hostess of the palace are commemorated. The other rooms, Osmeña, Quezon, Roxas, Quirino, and the Old Vice President’s office each tell a story about the room’s former occupants. Finally, the Main Hall + Northeast and Southeast Galleries feature the memorabilia of the Philippine presidents.

The tour is more than an hour long. But it’s definitely worth checking out because most of the facts and trivia discussed by the guide weren’t discussed in our High School elementary lessons and/or can’t be found in History books. Entry is strict. A week ahead reservation is a must (the PSG will do a background check on you). But the lessons you’ll gather inside are all worth the hassle.

3. Open to the public: Casa Roces 1153 J. P. Laurel corner Aguado Streets in San Miguel, Manila 735-5896 or 708-4020

Located just across the Malacañan Palace, Casa Roces is a house-turned-restaurant that offers Spanish-Filipino heirloom recipes.  The house was built by Filomena “Menang” Roces de Legarda and sold to the present owners: the Prietos. The Roces clan includes newspaper publisher Joaquin “Chino” Roces, National Artist for Literature Alejandro Roces, and artist Alfredo Roces.

The menu is an education on the staple dishes served in house parties of the illustrious residents of San Miguel District during the Spanish and Commonwealth eras. They are notable for their Lengua, Quezo de Bola Croquetas, Paella, and Cochinillio. President Noynoy is a patron of the restaurant and can, usually, be seen having his business here.

4. Open to the public: National Shrine of Saint Michael and the Archangels

If you are a devout Catholic, you probably know about St. Jude Thaddeus Church, located within San Miguel District. St. Jude is the patron saint of the hopeless cases, therefore, many students troop to church to pray for their board examination results.

But not many know about the other church in the Malacañang Complex: the National Shrine of Saint Michael and the Archangels.

This 411-year-old Baroque-style church is the only one in the whole world dedicated to all of the archangels. History says that after World War 2, when Manila Cathedral was bombed, St. Michael was designated as the temporary cathedral of Manila.

One cool feature of the church is the giant calendar outside that you can use to determine who your angel is.

Touring San Miguel District can be quite a hassle, compared to other tourist attractions in Manila. Prior reservations are required to visit the museum, and IDs/licenses must be submitted to the guards at the gate of the complex. But it does offer an alternative look at the history of the Philippines, one taken from the perspective of the powerful and illustrious. 

If you can spare half a day, are curious about little-known trivia, and have an appetite for adventure, then a tour inside Malacañang complex is something you should do on your next free weekend.

From Quiapo, ride a jeep to San Miguel District, Manila. Ask the driver to drop you off at the Malacañang complex.

Presidential Palace of Malacañang

The Presidential Palace of Malacañang, or widely known as Malacañang Palace, is the official residence and principal workplace of the President of the Philippines, with part of its complex returned to a museum and library for history buffs and tourists alike. Located in San Miguel, Manila, overlooking the Pasig River, this sprawling structure is a perfect example of colonial architecture, including numerous mansions and buildings designed in bahay na bato and neoclassical style. The palace complex dating to the mid-18th century was initially built as a summer house of a Spanish merchant before becoming the official residence of the Spanish, and later American governors-general. Malacañang Palace

Perched overlooking the Pasig River, this sprawling palace complex dates to the mid-18th century, when it was built as the residence of a Spanish aristocrat before becoming the office of the Spanish and, later, American governors-general. It's been the official residence of the Philippine president since 1935. Only the Museo ng Malacañang is open to tourists, and it's highly recommended for anyone who's interested in both political history and colonial architecture.

The museum features fascinating displays of memorabilia relating to the 16 Philippines’ presidents since 1899. Highlights include president Quezon's office, the room dedicated to the First Ladies, and Ferdinand Marcos' original 20-page decree proclaiming martial law (it was here in 1986 that the palace grounds were stormed during the People Power Revolution that overthrew the Marcos' government). The building itself is magnificent with gleaming polished floorboards, high ceilings, sparkling chandeliers, ornate wood panelling and capiz windows.

To visit you'll need to book five business days in advance – which can be done by simply emailing the museum with your contact number, how many people are in your party and attached photocopies of all passports. Otherwise book a tour through Old Manila Walks , which can arrange everything and combine a palace visit with an excellent walking tour of the area.

At the initiative of Governor-General Francis Burton Harrison, the Executive Building at Malacañan Palace was built to accommodate the offices of the chief executive of the land. It was designed by the American consulting architect Ralph Harrington Doane and constructed by the Bureau of Public Works under the supervision of architect Tomas Mapua. The pre-cast ornamentation and carved wooden interiors were executed by the famous sculptors Isabelo Tampinco and Graciano Nepomuceno. Completed in 1920-1921, the building was first given full use by Harrison’s successor, Governor-General Leonard Wood, and it subsequently bore witness to many meetings, events and acts significant to the era of the American occupation of the Philippines and which furthered Filipino aspirations of self-government and independence.

In 1935, after the inauguration of the Commonwealth of the Philippines, President Manuel L. Quezon, the first official Filipino resident of Malacañan Palace, held formal office in this building together with Vice President Sergio Osmeña, Executive Secretary Jorge Vargas, other senior administration officials, assistants, technical advisors and liaison officers—such as then Major Dwight D. Eisenhower, military liaison between the president and Commonwealth Field Marshal Douglas MacArthur. In 1937, President Quezon, as part of his plans for the expansion and embellishment of the seat of the presidency, enlarged the building and its facilities by constructing new offices for the president and vice president and rooms for the meetings of the cabinet and Council of State on what were formerly open-air terraces on the second floor of the east and west wings of the building, and in the second floor of the central portion of the building what were originally guest bedroom suites were also converted into offices. The architect, Juan Arellano, faithfully replicated the original American-era lines and motifs in the exterior and Vidal Tampinco executed the ornamentation of the interiors.

This arrangement, during which the executive building was considered the principal official building of the Malacañan Palace complex, generally served over the subsequent presidencies of Jose P. Laurel, Sergio Osmeña, Manuel Roxas, Elpidio Quirino and Ramon Magsaysay. Commencing with the administrations of Carlos P. Garcia and Diosdado Macapagal, however, the president himself was rarely seen to hold office and receive visitors in the building personally, but rather in the adjoining palace proper. The climax of this process would occur under President Ferdinand E. Marcos, but not without significant changes to the building. In the early 1970s, the offices in the central portion of the second floor were demolished and the entire space transformed into a large hall at the initiative of first lady Imelda Romualdez Marcos to serve ceremonies of the state and other important and large events that rooms of the adjoining old palace could no longer accommodate. It also served on at least one occasion as a hospital ward for typhoon victims. This new hall together with the entire building was renamed Maharlika Hall. At the same time, much of the ground floor was given over to a new presidential library containing large collections of books, documents and collectibles.

After the rebuilding of the adjoining palace in 1978-79, which included the addition of the new and spacious ceremonial hall (now Rizal Hall), Maharlika Hall lost its role as the central official hub of the Malacañan Palace complex and ceded its prominence in public lift to the newly-reconstructed mansion. In ensuing years, administrative offices were transferred to the administration building (now Mabini Hall) or elsewhere, and meetings of the cabinet, which could no longer fit in the modestly-sized rooms built in the 1930s, were held in the state dining room of the palace. Thus, while the presidential library continued to occupy much of the ground floor and the hall on the second floor was used for occasional events such as barangay assemblies, the rest of the building was given over to presidential media and security facilities and staff as well as used for storage space. In the process, many of the original features, ornamentation and fixtures of the building were concealed, modified, damaged or lost.

After the EDSA People Power Revolution in February, 1986, the culmination of which took place in front of this building after the last public appearance in the Philippines of President Marcos on the second floor north balcony and the subsequent storming of the palace gates by supporters of political change and the restoration of democracy, Maharlika Hall was renamed Kalayaan Hall by President Corazon C. Aquino in honor of the people’s triumphant movement for freedom. From this time and over the subsequent administrations of Fidel V. Ramos and Joseph Ejercito Estrada, the building almost wholly served as facilities for the Office of the Press Secretary and the Malacañang Press Corps. After 2001, President Gloria Macapagal-Arroyo, recognizing both the historic importance of the old Executive Building as well as the significance of the long and rich institutional heritage of Malacañan Palace and the Philippine presidency, reestablished in Kalayaan Hall a museum that would be accessible to the general public as well as official visitors and guests, and the same time ordered the restoration of the structure, its rooms, fixtures and furnishings.

Thus, Kalayaan Hall, one of the most historically distinguished of the buildings that comprise the Malacañan Palace complex, continues here at the heart of the seat of the Philippine presidency as a tangible monument to a unique legacy that belongs to each and every Filipino.

Manila, Philippines — The Department of Tourism (DOT) welcomes and supports the opening of three mansions in the Malacañang complex to the public.

Tourism Secretary Christina Garcia Frasco expressed her support for the Malacañang Heritage Tours, saying “The Department of Tourism welcomes and extends its full support for the Malacañang Heritage Tours, initiated by our First Lady Liza Araneta Marcos. We thank our First Lady for this remarkable initiative which provides local and foreign tourists a profound glimpse into our history, culture, heritage, and tradition.”

The Malacañang Heritage Tours includes three historical structures in the Malacañang compound: Bahay Ugnayan, the Teus Mansion, and the Goldenberg Mansion.

At Bahay Ugnayan, visitors and museum enthusiasts will be able to witness President Ferdinand Marcos Jr.’s journey to the presidency, while the Teus Mansion holds the memorabilia of past Philippine presidents that were previously shown in the Kalayaan Hall presidential museum and library. Meanwhile, the century-old Goldenberg Mansion is now commercially available for events.

The project, Secretary Frasco said, highlights the Marcos administration’s recognition of Philippine heritage, tradition, and culture as invaluable components of the successful transformation of the tourism industry.

The Malacañang Heritage Tours is open to the public for free starting June 1, 2023 from Tuesdays to Sundays from 9AM to 4PM. Reservations may be made through sosec@malacañang.gov.ph .

Marcos among Time’s ‘100 Most Influential’

Citing his quest to “repair” his family’s image, as well as his post pandemic recovery efforts and stance against Chinese aggression in the South China Sea, Time Magazine has named President Ferdinand Marcos Jr. one of the “100 Most Influential People of 2024.”

He was the third Philippine leader to make it to the list, after Benigno Aquino III (2013) and Rodrigo Duterte (2017). Aquino’s mother, the late former President Cory Aquino, was honored by the magazine as “Woman of the Year” in 1987.

In an article published on Wednesday (Thursday in Manila), Time noted how Marcos, after nearly two years in office, had stood up to Beijing in the international stage and also stabilized the economy as it emerged from the COVID-19 slump.

But it also reminded readers about how he and the Marcos family had pulled off a comeback after a disgraceful downfall more than three decades ago.

Referring to him by his nickname, his profile for the Time list read: “Bongbong’s rise to the Philippine presidency in 2022 was owed to whitewashing this family legacy through clever manipulation of social media.”

It was in reference to the years between the Marcos family’s return from exile to Ferdinand Jr.’s gradual reentry into local politics and eventual drive for Malacañang. The last saw a well-funded media campaign centered on a call for “unity” in the country’s polarized political landscape while working to supplant the dark memories of his father’s dictatorship with claims and imagery of an economic golden age.

Reshape, repair

Summing up his first major acts as President, Time added: “He brought technocrats back into government, steadied the post-pandemic economy, and elevated the Philippines on the world stage.”

“Bongbong has stood steadfast against Chinese aggression in the disputed South China Sea and bolstered his nation’s alliance with the United States in the face of ‘rising tensions in our region and the world,’ as he said last May,” it added.

His “desire to rehabilitate the Marcos name has resulted in other shifts.”

Though problems like extrajudicial killings and attacks on the press persist, the President may “reshape his country, too” in “trying to repair his family name.”

Palace on his selection

In a statement on Thursday, the Presidential Communications Office (PCO) said Mr. Marcos’ inclusion in the Time selection highlighted his leadership that “puts the national interest and the welfare of every Filipino above all else.”

“The President continues to steer the country towards peace and prosperity towards his vision of a Bagong Pilipinas,” the PCO said.

Malacañang said Marcos had “elevated the Philippines on the world stage and contributed to regional stability, notably in the Indo-Pacific region” despite pandemic and geopolitical tensions.

Under his administration, the Philippines has experienced “robust economic growth and recovery, exceeding expectations and instilling confidence in the country’s economic outlook,” the Palace added.

Not just about power

Time Magazine started coming up with its list of the 100 Most Influential People in the World—or “Time 100”—in 1999, but it only became an annual feature beginning 2004.

It recognizes not just the most popular or most powerful figures, but also persons who had made a major impact on the world, whether positive or negative.

The list has five categories: leaders and revolutionaries; builders and titans; artists and entertainers; scientists and thinkers; and heroes and icons

Did you know the dishes and delicacies that have placed your city on the local food map? 

Maybe you are familiar with the flavorful noodle dish ‘Pancit Malabon’ which originated in Malabon City, the distinguished aroma of ‘patis’ or fish sauce in Navotas City, and the famous ‘balut’ from the municipality of Pateros. 

But in case you are missing out on the local food cuisine that defines your city, attending the 3rd Flavors of NCR Food Festival will surely give you an authentic taste of your culinary heritage.

The said food festival is organized by the Association of Tourism Officers - National Capital Region (ATO-NCR) to showcase the different food pride that is unique to the identity of the 17 local government units (LGUs) in Metro Manila. 

Filipino Food Month

The month of April is the celebration of “Buwan ng Kalutong Pilipino” or “Filipino Food Month” pursuant to Proclamation No. 469, s. 2018. 

It is an opportune time to appreciate and celebrate the rich flavors of Filipino culture which distinguish the country anywhere in the world. 

“Our vast culinary tradition and treasures should be appreciated, preserved, and promoted to ensure their transmission to future generations and to support the various industries, farmers, and agri-communities which benefit therefrom,” the proclamation read. 

Makati City Mayor Abigail “Abby” Binay particularly affirmed the significance of the NCR Food Festival in promoting the local gastronomy that characterizes the unique story of communities in the urban landscape. 

“This festival is not just a culinary extravaganza. It is a celebration of our cultural identity as we explore the array of our dishes from each corner of Metro Manila, ” said Binay. 

“We pay homage to the traditions and flavors that have shaped our heritage from savory street food to exquisite delicacies. Every bite tells a story of resilience, creativity, and community,” she added. 

The collective gastronomic festival will not only shed light on the regional diversity of Filipino cuisine but it can also help unite the flavorful journey of each city towards establishing a resilient culinary legacy. 

PH Food Tourism 

While the food festival is aimed at the appreciation and preservation of the Filipino culinary traditions, it also serves a vital purpose in strengthening the country’s food tourism industry. 

The Flavors of NCR essentially provides a sensory window to local history, culture, and way of life as a whole through the universal language of food. 

It offers a curated local culinary tour for people who seek out a gastronomic experience while gaining a broader insight into the customs and traditions of their locality. 

“Sadyang mahalaga ang magagandang hakbang ng lokal na pamahalaan upang pangalagaan ang mayamang kultura at tradisyon ng ating pamayanan na bahagi ng pagpapalakas ng ating turismo,” said Las Piñas City Mayor Imelda “Mel” Aguilar. 

(The local government's efforts to preserve the rich culture and tradition of our community are indeed important as these form part of our thrust to strengthen our tourism.) 

On a similar note, Taguig City Mayor Lani Cayetano underscored the relevant contribution of the food festival in supporting the industry of micro, small, and medium-sized enterprises (MSMEs), particularly those who will join as exhibitors. 

“Napakahalaga po ng okasyong ito dahil nagsisilbi itong pagkakataon upang itaguyod at pangalagaan ang ating Filipino culture at culinary heritage. It is also an opportunity to advocate for food tourism and support the entrepreneurial spirit of our local food artisans,” said Cayetano. 

The Flavors of NCR Food Festival will be held on April 19 and 20.

New Zealand and the Philippines have signed a new maritime security agreement and stated their concerns over activity in the South China Sea, as Chinese vessels continue to flout international law.

Prime Minister Christopher Luxon and Philippines President Ferdinand “Bongbong” Marcos committed to signing a Mutual Logistics Supporting Arrangement by the end of 2024, and to concluding a Status of Visiting Forces Agreement.

These new frameworks would increase the interoperability of the New Zealand and Philippines militaries, allowing them to carry out more multilateral maritime operations, port visits, and training exercises.

Aukus hits headwinds as nz mulls involvement.

“Together, we are committed to stepping up the defence relationship, with president Marcos and I directing our officials to get the legal underpinnings in place for our military to work alongside one another in a more frictionless manner,” Luxon said.

While neither leader explicitly named China, when they said they shared “serious concerns” about recent actions in the South China Sea the target of those comments was clear.

During Luxon’s visit to the Malacañang Palace in Manila, both countries repeatedly stated the importance of international law, freedom of navigation, and the United Nations Convention on Law of the Sea.

With anywhere from 60 to 80 percent of New Zealand’s trade transiting through Southeast Asia, there were both economic and security reasons to keep tensions from flaring any further.

This commitment to bolstering defence ties came a day after Luxon described the world as “more disrupted and more fragile than we’ve seen in a generation” – and as New Zealand takes a more forward-leaning position on China’s aggressions in the South China Sea.

Ahead of his meeting with Marcos on Thursday, Luxon said New Zealand did not take positions on individual claims, but would continue to call out countries where their actions broke international laws. 

“We are concerned about the dangerous behaviour we’ve seen with ships in the South China Sea in particular, and obviously we want to see de-escalation and tensions resolved diplomatically,” he said.

But last month, the New Zealand embassy in Manila ramped up the rhetoric when it put out two statements saying it was “deeply concerned” at “dangerous actions” taken by Chinese vessels towards the Philippines at Second Thomas Shoal.

The embassy detailed China’s use of water cannons and contact by vessels, which it said “threaten lives at sea”.

Luxon rolled out the well-rehearsed lines provided by foreign officials during the Singapore and Thailand legs of the trip , but the situation in the Philippines was different.

Manila’s assertive stance against China, and its increasing security ties with the United States, now makes it an outlier among Asean nations.

Just two days after Luxon jets home following a week-long tour of Southeast Asia , the Philippines will begin its largest ever joint training exercise with the US in the South China Sea. It comes as the Philippines has revitalised its treaty alliance with Washington, D.C. 

New Zealand is one of 14 observer nations at the 16,000-strong Balikatan exercise. With the new defence arrangements, the NZDF would likely be able to join this exercise in the future.

China’s foreign ministry spokesperson Lin Jian said the Philippines’ joining with the US to play war games would “only lead to greater insecurity for itself”.

Meanwhile, president Marcos has openly supported Aukus – again, going a step further than its Asean counterparts.

This comes as the Labour Party convened a panel of anti-Aukus foreign policy experts back home on Thursday.

Former Prime Minister Helen Clark, former Australian foreign minister Bob Carr, former Tuvalu prime minister Enele Sopoaga, and University of Otago professor Robert Patman all criticised the Government’s policy to “explore” joining Aukus Pillar Two, saying it was a shift away from New Zealand’s independent foreign policy.

Patman said the notable shift by this Government came in linking Aukus to closer relations with the US. Carr was more frank, calling Pillar Two “bullshit”, while Labour’s Parker said the public should be consulted before the Government made any decisions.

Meanwhile, Beijing said Aukus could spur a new arms race and lead to increased regional tensions .

Luxon would not commit to consulting the public before making a decision on Aukus but defended his Government’s position, saying it was consistent with that of the former administration.

Luxon’s statements on freedom of navigation and maritime law will be welcomed by the Philippines.

This was the first time a New Zealand leader had visited the country in 18 years (Helen Clark was the last to make a bilateral trip, in 2006). The fact that New Zealand is reasserting its position on the South China Sea while in the country could help to build further trust and cooperation between the two.

Luxon said the two countries had a lot in common. “We stand up for international rules-based systems; we believe in freedom of navigation; we’re outward-looking trading nations that want to do well for our people in the world,” he said.

It was a point reiterated by Marcos, who himself said: “As mature democracies and responsible states, both our countries hold similar values, including our respect for international law. Such as: the 1982 United Nations Convention on the Law of the Sea, and respecting and upholding the rule of law is a matter of concern – not only for the Philippines in New Zealand – but absolutely, certainly the rest of the international community as well.”

Thursday’s defence agreements and statements, as well as NZDF’s observer role in the Balikatan exercise, would no doubt be noted by China.

Luxon’s performance in Manila further revealed his Government’s foreign policy style.

During his trip to the United Nations, Foreign Minister Winston Peters delivered a strong speech on Gaza , in a ‘serendipitous’ 3.15pm timeslot after Russia, China, and the Palestinian representative.

Although he didn’t mention the US by name, it was obvious he was calling it out over its use of the veto to cause a resolution on a ceasefire in Gaza to fail.

Luxon replicated this approach in his first trip to the Philippines, as he looked to “re-energise” the relationship between the two new leaders.

Diplomatic relations between the countries began in 1966, and the Filipino diaspora in New Zealand had grown to 100,000 people. However, relations had stalled in recent years, under the rule of Rodrigo Duterte, given his poor human rights record.

Under Marcos – the son of former Philippines dictator Ferdinand Marcos Sr – the Philippines and New Zealand had shared values, and was more externally focussed, Luxon said.

The Prime Minister was joined by Philippines-born MP Paulo Garcia on his trip. Garcia sat to Luxon’s immediate left during his bilateral meeting with Marcos, while New Zealand’s ambassador to the Philippines Peter Kell took up the seat to his right.

The Prime Minister stayed at the president’s mansion on Thursday night, before rounding off his Southeast Asia trip with a final day in Manila.
