Another delay for Wayne County’s new Criminal Justice Complex

After years of delays, a costly site move and epic political wrangling, officials say construction of Wayne County’s new campus of criminal justice buildings was pushed back again Thursday. 

Rock Ventures and Wayne County announced the five-building Criminal Justice Complex deal in 2018, and last month pegged construction is expected to conclude May 30. But on Thursday, Wayne County Corporation Counsel James Heath told county commissioners that the date won’t be met. He did not immediately provide a new time estimate. 

The latest delay comes after County Executive Warren Evans in March declared a public health state of emergency at the county’s existing Juvenile Detention Facility amid overcrowding, understaffing and assault allegations. 

When Wayne County and Rock sign off on project completion, the complex – consisting of a courthouse, adult jail, juvenile detention facility, administration building and utility building – will be officially handed over to the county. At that point, the county will have six months to move in or it will be charged $500,000 per month by Rock.  

“The reason why it is so important for us to make sure that we’re very, very careful with that (the turnover date), frankly, is because of the responsibilities that shift to the county afterwards,” Heath said at the commission meeting Thursday.

Glenn Anderson, District 12 commissioner and chair of the county’s Criminal Justice Complex Committee, expressed concern over pushing the move-in window into winter at the meeting. 

Heath responded that he wasn’t concerned about weather conditions impacting the transition.

“What I am more concerned about, quite frankly, and why we’re holding the line, is work continuing to be done while we try to transition,” Heath said.

During his State of the County address, Evans said that the efficiencies of a centralized location “will help us to do more with less resources.” 

Anderson has told BridgeDetroit that county staffers are ready for the move and have assured the commission that the six-month window will be met. 

Anderson added that costs for the complex were lower than he expected, despite add-ons over the course of construction, such as $20 million to contract a new electricity provider after the previous company went under.

“Obviously, we haven’t reached the end of the road yet on this project, but I still think it (the cost) is going to be pretty darn close to what we anticipated,” Anderson said. 

The county will provide free parking for staff and visitors at the court and detention facilities, and the new jail will have video conferencing for inmates to speak to loved ones, Anderson said.

Wayne County and Rock signed the Criminal Justice Center deal in 2018 after cost overruns and delays led the county to abandon a failed jail project near Frank Murphy Hall of Justice.

The new Criminal Justice Center was originally budgeted at $533 million. As of December, the total project cost was nearly $609 million, according to the Detroit Free Press. However, Wayne County costs for the project are capped at $380 million, and any budget overruns are incurred by Rock, according to the contract. Rock did not respond to multiple requests for comment.

Dale Milford, a long-time member of the nonprofit organization Michigan United and a pastor involved with local detention facilities, has cited yearslong building issues at the current jail, including leaking plumbing, fissures in walls and more. 

“I’ve been anxiously awaiting (the new complex) opening for the longest time, because Wayne County Jail is an antiquated, behemoth monstrosity of a facility,” Milford told BridgeDetroit. 

In 2015, the Detroit Free Press toured the county’s jails. Drain fly larvae, an unequipped infirmary and outdated lockboxes were just some of the issues discovered eight years ago.

This March, the Free Press uncovered the alleged sexual assault of a 12-year-old boy in the county’s William Dickerson Detention Facility in Hamtramck. People at the jail had been locked in rooms for extended periods and were denied showers, schooling and recreational activity. Young people were also picking locks and breaking out of cells, the Free Press reported. 

In October 2022, the county moved individuals from its juvenile facility to a vacant adult jail in Hamtramck in hopes of resolving safety issues where more inmates could be supervised at once by fewer staff, WXYZ reported last year.  

However, young people are still being detained in rooms for long periods of time, and the facility lacks classrooms, recreational facilities and other features designed for young people, said Jason Smith, executive director of advocacy organization Michigan Center for Youth Justice.

“The juvenile detention facility is truly a holding place,” Smith said. “It is where a young person is supposed to be safely and securely held until they move to where their next placement is.”

Young people have been confined in the detention facility for months longer than planned, the county stated in a public health emergency order this March. People were supposed to move to long-term residential treatment facilities run by the state, but many have closed due to staffing shortages and safety concerns. Gov. Gretchen Whitmer created a Juvenile Residential Facilities Advisory Committee last year to review licensing standards, staff training and case management standards. 

“Nothing could replace having a kid home in the community. Even with the facility opening… (the county) has to also constantly be looking at ways to improve community care,” Smith said.

Erin Keith, managing policy counsel for the Detroit Justice Center, said the multimillion dollar budget could’ve been better spent in the community rather than toward the confinement of people.

“While no one should be housed in unsafe conditions, jails don’t promote public safety,” Keith said.

The legal services and advocacy center argues that the CJC’s original $533 million budget could’ve funded dozens of community-based restorative justice centers, the renovation and modernization of Detroit Public Schools Community District buildings as well as hundreds of beds for mental health and rehabilitation facilities, among other things. 

Plans for a new county jail system began after the court uncovered inhumane conditions in the existing detention facilities over a decade ago, Anderson noted. Prior to the agreement with Rock, Wayne County began jail construction on a Gratiot lot, funded in part by issuing $200 million in Internal Revenue Service bonds in 2010, according to the county executive’s office. After former County Executive Robert Ficano halted construction in 2013, the county considered numerous proposals for the land where the failed jail would have been, including a mixed-use complex, soccer stadium and innovation center—none of which came to fruition, The Detroit News reported.  

The administration tried to recontinue the Gratiot jail in 2016 with new contractors but ultimately abandoned the site. Demolition of the incomplete Gratiot jail began in 2018.

“In hindsight, I think the canceling of that may have been a mistake, because this is going to cost three and a half to four times as much,” Anderson said of the original jail project, but, he added the new complex is more than just the jail and congregating related facilities into one area will save money in the long run.

Going forward, Milford stressed that the new buildings are just part of a larger solution.

“The facility is just the framework of it,” Milford said. “The staffing, the programming, the policies—these are all issues that could and should be watched carefully.”

During the Spring and Summer months of 2023, Wayne County's Old Stone Jail's solid metal doors are unlocked to allow visitors an opportunity to tour one of the county's most interesting historic buildings. Built-in 1859, this squat stone edifice housed Wayne County's miscreants until 1935. Constructed almost entirely of rough stone, its damp, gloomy interior has been compared to a dungeon. On tour days, volunteers are on hand to usher visitors into the 9 x 12-foot cells as they relate the history of the jail and some of its more notorious occupants. Jailbreaks, hangings, and even the birth of a baby girl happened within its somber walls. During the jail's early history, men, women, and even children endured the dismal accommodations.

Our volunteers will tell you all true, well-researched tales taken from local newspaper accounts.

Walk through the former Wayne County Sheriff's Residence and County Jail in operation from 1856 to 1960. Learn about local history throughout the County. Three floors of exhibits include our changing exhibit room, Sheriff's office, jail cells and gift shop on the first floor; the Military Room, Commerce Room, Women's Room, and Children's Room on the second floor. The basement floor features a weaving room and 1850s kitchen. 

A guided tour includes all three floors of the Museum and, in the summer, the Carriage House.

ACCESSIBILITY NOTE: Due to the historic nature of the buildings, handicap accessibility is limited . Wheel chairs can only access the first floor. The second floors of the Museum is accessible by stair/chair lift, but at this time, our basement exhibition space is not. Additionally, only the first floor of our seasonal Carriage House is accessible. ​

Visitation faq's.

Q: What can I bring in for the inmates? A: ONLY medications (must be in original prescription bottles) will be accepted.  Hygiene items, underwear, etc. must be purchased through the jail commissary.  Reading materials will be furnished through the jail library.

Q: When is visitation? A: Video Visitation is Sunday – Saturday, 9:00am – 11:30am, 1:00pm – 4:30pm, and 6:00pm to 10:00pm. By appointment only, made 24 hours in advance. Visitation is scheduled thru the Securus Website .

Q: What do I need to do to visit an inmate? A: You must make an account with Securus Technologies.  You must have a valid picture I.D. when you create that account.  This account can be created at  https://securustech.net/

Q: How long will I be able to visit? A: Visitations are 20 minutes. Each inmate gets TWO 20 minute visit per week.

Q: Can I bring in items during the holidays for my family member in jail? A: No. We do not accept food or gifts during the holidays for inmates.

Q: Can an inmate call me from the jail? A:  Yes. Inmates have access to a phone from 8:00 am to 10:00 pm each day.  We have a special jail phone system and all calls are collect. They will be billed to the person receiving the call.

The Wayne County Sheriff’s Office has collect telephones in all housing units within the facility. Many questions have arisen about receiving phone calls and what to do when a problem is encountered.

The inmate phone system is provided and maintained by Securus Technologies, and services and billing information are handled by Correctional Billing Services. They may be contacted 24 hours a day 7 days a week by any of the following means:

Q: Do you accept incoming calls for inmates? A: No.

Q: Do you release warrant information over the phone? A: You can obtain information about whether or not an individual has a warrant by checking the court dockets. Access their website via the link below. Enter the individual’s information and click on search. Once you find and select the case, go to the “Dockets” section. For further clarification, you may call the clerk’s office.

A person suspecting they may have a warrant may also check, in person, at the Jail. They will need to bring with them a state-issued I.D. or driver’s license to check on a warrant.

Q: Do you accept mail for the inmates? A: Yes, it must be sent through the U.S. Postal Service. All incoming mail should be addressed to the inmate and mailed c/o Wayne County Jail, 201 W. North St., Wooster OH  44691. You must include your return address.

Q: Can I bring in a letter for you to give to my friend in jail? A : No. All incoming mail must go through the U.S. Postal Service.

Q: Can I send a package to my friend in jail? A: No. We only accept letters or greeting cards through the mail.

Q: Can inmates write to people while they are in jail? A: Yes. It must be sent out through the U.S. Postal Service.

Q: Can I send pictures to an inmate? A: Yes. Inmates are allowed a total of four pictures in their cells. If an inmate is found with pictures exceeding this limit, they will be placed in their personal property.

Q: How much money can I put in an inmate’s commissary account? A: Any amount is acceptable.

Looks like the second time's the charm for the effort to build a new Wayne County Jail and courthouse complex.

Construction officials led reporters on a hard-hat tour Tuesday of the building site for the future Wayne County Criminal Justice Center, located east of I-75 a couple of blocks north of Warren in Detroit.

Set for completion by third quarter 2022, the jail and courthouse complex recently began seeing more visible progress as steel went up for the planned seven-story courthouse and the first walls were erected for the new Adult Detention Facility, or jail. The work is visible from I-75 and nearby streets.

The project came about after Wayne County reluctantly abandoned the "fail jail" site off Gratiot on the east side of downtown. Launched in 2010, that Gratiot site project stalled because of massive cost overruns and the site stood unfinished for about four years before the county's leaders accepted businessman Dan Gilbert's offer to give him that site in exchange for building the new criminal justice complex north of Warren.

In all, five buildings are planned for the new site — the courthouse to replace the existing Frank Murphy Hall of Justice downtown, the adult jail, a juvenile detention facility, an administration building and a utilities building. The total cost was budgeted at $533 million. The project is currently over budget by something less than $40 million as construction costs have risen sharply

Under the county's agreement with Rock, Gilbert's organization will cover any cost overruns, not the county. Rock hopes to reduce the overruns by careful management going forward.

Despite being over budget, officials on Tuesday's tour insisted the job was going well and would absolutely open on time.

"Dan Gilbert and Rock has guaranteed the project," Joe Guziewicz, who heads Gilbert's construction projects for Rock, told reporters. "We'll be building this project."

The five new buildings will create just over 1 million square feet of new space, plus 1,300 parking spaces. There will be more than 2,000 beds at the adult and juvenile detention centers. When fully operational, the center could see about 4,000 people on site on any given day.

Wayne County owns the complex, which is being developed by Gilbert's Rock Development LLC. The architect is HOK, the contractor is Barton Malow, and the owner's representative is CGL.

The site was part of a large Detroit Department of Transportation bus maintenance complex that was partly demolished to make way for the justice center.

Meanwhile, the old site on Gratiot will house the recently announced University of Michigan Innovation Center for graduate students doing technical research.

Long-delayed Wayne County jail complex could be in county hands by end of January

Wayne county's years-long dream of new criminal justice center takes a step closer to reality.

Wayne County officials said they are anticipating to soon begin the months-long move into the county's new multimillion dollar criminal justice complex, which could mean the facility could be operational this summer.

The state-of-the-art complex has faced years of delays, including a first failed attempt at building a new jail near Greektown in 2011. Wayne County officials on Thursday said they now expect to take control of the facility from developer Bedrock Detroit in less than two weeks.

"The latest information that we have gotten with respect to Rock's anticipated turnover is sometime at the end of January," said James Heath, Wayne County Corporation Counsel James Heath, who spoke during a committee meeting of the Wayne County Commission.

The facility ― which previous estimates show cost around $598 million to build, though county officials haven't provided an updated estimate ― will house multiple county departments, including a 2,280-bed jail, along with offices for the Wayne County sheriff, prosecutor staff and administrative offices. It also will include a criminal courthouse and juvenile detention facility. It is located on city's east side near Interstate 75 and East Warren Avenue.

The criminal justice complex is the heart of a 2018 deal between the county and Bedrock, the Detroit real estate arm for billionaire businessman Dan Gilbert's Rock Ventures. Bedrock is overseeing construction of the facility in exchange for gaining ownership of the various downtown sites where the current jail and other county facilities are located. Bedrock intends to develop those sites.

The facility was originally expected to open in the spring or summer of 2022, but the pandemic and subsequent supply chain issues pushed the anticipated opening to this year. Then there was a months-long disagreement between the county and Bedrock over whether the facility was "substantially complete." But the two sides came to agreement on that last month.

The next step is for the official "turnover", which means the municipal government takes possession of the property. After the turnover, the county can begin months long process to move the various facilities to the new complex.

Tamara Knapp, a consultant working with the county on the move, said Thursday once the turnover happens, transition teams representing the various departments would immediately start on the multiple phases of the move. The first would be moving and testing equipment but that will take at least four months before personnel and other stakeholders begin transitioning to the site, Knapp said.

Yes, Wayne County Jail I, as well as all jails, allows you to visit an inmate.

By federal law, every jail must make provisions for offenders in custody, whether they are pretrial or convicted and sentenced, to receive visits from friends or family. 

Every state has their own policies regarding the amount of time that a jail must provide offenders in their custody, and then every facility gets to set their own rules, number of times, schedules, etc.   Some jails only allow 30 minutes a month. Others as much as an hour every day.

Before visiting, your inmate will have to have put you on an ‘inmate visitor’s list.' Jails can limit this approved list to as few as five people to as many as twenty.

The jail will most likely run a targeted background check on you, checking for outstanding warrants, criminal convictions and other red flags that may indicate to them that you could be a problem for the jail, a bad influence on the inmate or just be someone whose past puts you in violation of their policies.

There are three different types of visitation: •    Video visitation  •    In-person non-contact visitation •    Contact visitation

For security and staffing reasons, many jails have switched to video visitation only. Video visitation, also referred to as remote visitation, is monitored and recorded by the facility. Video visits can either take place using kiosks in the jail’s lobby, from your computer at home, or using an app on your phone.

Most jails, now that the COVID pandemic is behind us, have gone back to ‘in-person non-contact visitation’ even if they have also retained the video visitation programs. In-person visitation takes place in a booth of sorts, with a thick plastic shield separating the inmate and their visitor. Communication is done using old-fashioned telephone receivers like you see in phone booths.

Contact visitation between inmates and visitors in jails is rare. New York is one state that allows this. In a few other states, inmates who have been sentenced for non-violent offenses and are close to being released, may sometimes be allowed contact visits with special permission. Yes, prisons allow you to visit an inmate. Every state has their own limits on the minimum amount of time an inmate is allowed to have for visits from friends or family, however in federal prison, inmates are allowed a minimum of four hours per month.

Once an offender is sentenced to prison, your inmate will have to fill out a document listing you as an approved visitor. If you are not on this list you will not be allowed to visit.

The prison will then run a background check on you, checking for outstanding warrants, criminal convictions and other red flags that may indicate to them that you could be a problem for the jail, a bad influence on the inmate or just be someone whose past puts you in violation of their policies.

What is a conjugal visit?

A conjugal visit is a visit where the inmate is allowed to spend anywhere from several hours to a full weekend with their spouse. These visits are private, not recorded, and take place in a building, and an area of the prison away from the general population.

The purpose of the conjugal visit is to keep the inmate’s relationship with their spouse strong. Some conjugal visits also include the inmate’s children. A swing set and other recreational activities are available for the children to keep occupied.

There are no jails in the United States where conjugal visits are allowed, however the state prisons in California, Connecticut, Washington and New York all allow conjugal visits.

To be eligible, you need to be married, in good standing with the prison, have taken courses that prepare the inmates for these type of visits, and other requirements.

What jails or prisons allow conjugal visits?

Only California, Connecticut, Washington and New York state prisons allow conjugal visits. There are no jails in the United States that allow conjugal visits.

Other countries are much more liberal and some even allow prostitutes to visit the inmates on a weekly basis.

What can I do to appeal if my inmate visits are suspended?

An inmate can get their visitation privileges suspended for their behavior both because of their interactions with staff and inmates, or disobeying policy, or because of their behavior during visitation.

A visitor can get their visitation privileges suspended due to their behavior during an inmate visit or if they violate any of the rules and regulations of inmate visits and/or other jail policies such as mail, phone, email, etc.

If either the inmate or their visitor disagrees with the suspension of their visitation privileges, they need to write a letter explaining their position to the Jail Warden, County Sheriff or the Captain in charge of the facility’s visitation.

The letter should contain the following: •    Inmate’s full name they were booked under and their  Inmate ID# (booking #, etc.). You should also offer to come to the jail and present your case face-to-face if they are open to the request. It is harder to turn down a person when they are directly in front of you, asking for your help.

In situations like this it is always best to keep the correspondence cordial, professional and detailed. Do not attack the staff member personally. It is always possible that the staff member was having a bad day or was still feeling anxiety or anger from dealing with a previous issue.

Being a correctional officer in a jail or prison is a very difficult thing. They have be ‘on guard’ against physical attacks, manipulations, lies and really bad behavior at all times. They are ‘the enemy’ and they know it. By putting yourself in their shoes when writing or requesting a suspension be reconsidered, goes a long towards a final resolution that you will be pleased with.

Can I visit an inmate in the if I have a criminal record?

In most jails it is required that you fill out a visitation application prior to visiting an inmate. You also have to be approved to be a visitor by the inmate. Even when visiting by video, you will need to give your personal information which includes your driver’s license or state ID number. 

The jail will use this information to do a quick background check on you to see if you have a criminal history or have any outstanding active warrants.

It is most likely that you will also be asked on the application form if you have ever been arrested, been convicted, or spent time in the Wayne County Jail I. If the answer is yes, they will want details, dates, etc.   If you lie about this and get caught, you will lose your right to visits for a period.  This is usually between one year and indefinitely.

Inmate found dead at wayne county jail; indiana state police investigating.

RICHMOND, Ind. (WISH) — An inmate was found dead early Friday morning at the Wayne County jail, Indiana State Police announced.

The inmate was identified as 36-year-old Andrew Taylor.

State police say Taylor was found sometime before 5 a.m. Friday. Jail staff discovered him unresponsive, and despite life-saving efforts, he was later pronounced dead.

Detectives are working with the Wayne County Coroner’s Office and Sheriff’s Office to learn what led to the incident. They did not say what Taylor’s cause of death was, but said no foul play was suspected.

Taylor’s family was notified, police say.

State police investigating death of inmate at Wayne County Jail

Indiana State Police is investigating the death of in an inmate at the Wayne County Jail Friday morning.

Staff at the jail discovered 36-year-old Andrew Taylor unresponsive and rendered medical attention, but Taylor was pronounced dead at the jail. Shortly before 5 a.m., Wayne County Sheriff Randy Ritter requested the Indiana State Police Criminal Investigations Division investigate Taylor's death.

The investigation is ongoing and Taylor's family has been notified of his death, state police said.

State police investigating prisoner's death in Wayne County Jail

RICHMOND, Ind. — Indiana State Police are investigating the death of a prisoner in the Wayne County jail.

According to a news release, the ISP probe began shortly before 5 a.m. Friday after staff members at the jail found 36-year-old Andrew Scott Taylor "unresponsive."

Efforts to resuscitate the prisoner proved unsuccessful, and he was pronounced dead.

Richmond Fire/EMS personnel were called to the jail.

Wayne County Sheriff Randy Ritter asked that state police investigate the death.

"This is an active and ongoing investigation," the release — issued by ISP at 11:46 p.m. Friday — said. "No foul play is suspected."

According to court records, Taylor, of Richmond, was set to stand trial Aug. 20, in Wayne Circuit Court, on six charges filed in August 2023 — possession of meth, possession of a narcotic drug, resisting law enforcement, unlawful carrying of a handgun and two counts of pointing a firearm.

The Jail Dashboard is an interactive tool that provides information from the Wayne County Jail’s management system. It is updated every day and provides summary information about the current inmate population including the demographic makeup of current jail inmates, the types of supervised facilities, how long inmates have stayed, their types of Bookings and Arrest Types, Housing availability, and counts of inmates released from County supervision. Wayne County Sheriff’s Office receives a lot of questions about the jail population. This tool was created in an effort to be transparent with the public about the characteristics of our supervised population and to answer some of the common questions we receive about our inmates.

Race/Ethnicity

Mental health services, length of stay, daily inmate population for the last 30 days - jail & tether.

The daily jail population is the numerical sum of all detainees in custody per day. The gold color represents Electronic Monitoring Unit (Tether) detainees, and the green color represents detainees physically housed in the Wayne County Jail (Jail).

Daily Inmate Population for the Current Year - Jail Only

This population is the sum of all detainees physically housed in the WCJ per day for the current calendar year. The graph displays the lowest, highest, current, and average population counts.

Daily Inmate Population for the Current Year - Tether Only

This population is the sum of all detainees under the supervision of the Electronic Monitoring Unit (EMU) per day for the current calendar year. This population includes those that are on GPS (Global Positioning System) devices, ALC (Alcohol monitoring) devices, and those that require both monitoring systems known as the Double Dippers. The average monthly population is calculated by dividing the sum of detainees in custody per day by the number of days per month. This number is calculated separately for detainees physically housed in the jail and those in the community on electronic monitor(s).

Rick Ross Disses Tia Kemp After Drake Compliment

On Monday (July 1), Rick Ross hopped on Instagram to return fire at Drake and his baby mother Tia Kemp, who had engaged in a flirty exchange on Drizzy's latest Instagram post. Drake called Tia Kemp his "goat," along with a cupid arrow emoji and star eyes emoji.

After Akademiks reshared the post on his Instagram, Rick Ross commented.

"Pedo vs. granny," Rick Ross wrote in the post below.

The entire exchange comes after Rick Ross and his team were attacked at the  Ignite Music Festival  in Vancouver, Canada over the weekend. Ross and crew were making their way through a crowd of people while  Kendrick Lamar's Drake diss  song  "Not Like Us"  played in the background. Drake reacted to a video of the altercation on Instagram, liking a post shared on keep6ixsolid 's Instagram page.

Rick ross and tia kemp continue to beef.

This latest petty exchange on social media comes after Rozay and Tia Kemp exchanged some jabs on social media back in June over child support payments. Rozay celebrated no longer having to pay child support, which caused Tia Kemp to blast the Miami rapper.

"I heard you was over there talking about the best Father's Day gift you coulda got was sending your last child support payment," she responded in a video. "You stupid, silly muthaf**ka. I don't give a f**k about your child support payments, b***h. And if I want some more, I'll take my a*s over to family court and get some while he is going to college."

In a separate video shared on her Instagram page, she burned a Rick Ross photo in a metal container in her living room.
