Tasmanian travel vouchers scheme on again, as tourist operators eye COVID future

Erica Bowd hasn't had to change a thing to attract visitors to her high-end accommodation on the shores of the Bruny Island in Tasmania's south.

Despite the on-again-off-again border closures and recent COVID-19 lockdowns grappling Australia's three most populous states, her "boutique environmental accommodation" is not only running at capacity — it has a waitlist.

"To be completely honest, we've been fully booked the whole time," said Ms Bowd, who owns the property.

"For us, we've been running at a 100 per cent with a waitlist."

She said people do cancel when lockdowns prevent them from making the trip, but the vacancies are then snapped up "literally overnight".

"With Queensland lockdown just recently, we get an influx of cancellations, naturally. Followed — probably the following day — by an influx of replacement bookings by other states that are available," she said.

"We do a lot more work in that we're handling cancellations and rebooking. We had one vacancy this year. That's how busy we are."

Ms Bowd thinks she could be one of the fortunate ones.

Bruny Island is a small but densely visited place, advertised as "Tasmania's premiere island destination".

"Maybe we are just benefiting from a little microcosm. And we do provide a unique style of accommodation," she said.

Third round of travel vouchers available

Others have been on the roller-coaster of high tourist activity, followed by a dry spell.

Maylands Lodge in Hobart — another high-end accommodation venue — lost about 50 per cent of its bookings for the month, when New South Wales announced a lockdown.

Those places still haven't been filled.

"When there's a sudden lockdown, it's impossible," manager Jessica Johnson said.

"It's really difficult to fill last-minute bookings.

"The biggest thing is, even when the borders do open people are so hesitant to want to leave.

"It's been over a year now and unfortunately the novelty for Tasmanians has worn off in terms of wanting to travel around their own state."

But the Tasmanian Government is confident is has a remedy.

Today, it will release $7.5 million worth of tourism vouchers designed to entice Tasmanians to "holiday at home" .

"The vouchers, I think, give people the little nudge or remind them that they can support local businesses," Ms Johnson said.

Those wanting to secure a voucher have to enter a ballot set to ensure vouchers are "fairly allocated".

The ballot closes on August 9 and successful recipients will be notified on August 11.

It is the third time the government has released vouchers since the pandemic began. Except this time around, they can be used seven days a week — until September 24.

Each voucher is worth $300, of which $200 is allocated for an accommodation of choice and $100 for a tourism experience, which also constitutes a rental car hire.

"What we know from the last voucher scheme is that there was just under $30 million worth of additional spending in our economy as a result," Premier Peter Gutwein said.

"We expect that this voucher scheme will be just as successful.

"Obviously those [businesses] relying on people coming from NSW have been significantly impacted. What we want to see is those beds filled by Tasmanians."

Future forecast 'very strong'

Destination Southern Tasmania chief executive Alex Heroys said tourism operators had had a mixed experience during the pandemic, but overall, the sector had fared "better than expected".

"There were certainly some businesses that have had visitation higher than pre-COVID levels. But there are also sectors of industry that are struggling really hard," he said.

"Our forecasting at the beginning of the pandemic was that there was a visitation level of 40 to 50 per cent of what we had pre-2019.

"Prior to the current border closures, the access into the state was up at about 85 per cent of 2019 levels, which is a lot higher than we had forecast.

"What has played out is that Tasmania is a very attractive destination for the domestic market."

He said despite concerns for businesses reliant on the international market, the overall prediction for the Christmas season looked positive.

"The future forecast is very strong," he said.

Government's West Coast travel voucher program open

The government's West Coast travel voucher program has opened and business owners like Ralph Wildenauer at Queenstown's Hunters Hotel hope it has the desired effect and injects life into what is currently a "very quiet town."

The $300,000 travel voucher program aims to support businesses in the region during the temporary shutdown of one of its major tourism generators - the West Coast Wilderness Railway.

The railway has been closed since June 5 for maintenance and operations are expected to recommence gradually in time for the peak summer tourism season.

Hunters Hotel is one of the approved accommodation venues eligible under the voucher scheme which went live on July 31. It is offering 50 per cent off a stay in the restored historic hotel.

Offers can be claimed by booking directly with approved operators.

"We were flat out from January right through to May but things have certainly quietened down lately," Mr Wildernauer said.

"My phone is not ringing hot just yet but it is early days and I suspect once more people realise the voucher scheme is up and running things will pick up."

The support package was developed in consultation with Tourism Industry Council Tasmania, West by North West and the West Coast Council.

Premier and Tourism Minister Jeremy Rockliff said the West Coast tourism industry had put together some "brilliant deals."

"From boutique accommodation, family-friendly holiday parks, tours and unique experiences, there will be something for everyone," he said.

West by North West said there were more than 40 offers on the table to encourage Tasmanian's to head west.

" The program is giving Tasmanians incentive to not only visit the region but stay longer. Book your West Coast trip now," CEO Garbiella Conti said.

The Tasmanian Liberal Government is pleased to today launch the first part of its $1 million package to support businesses impacted by the West Coast Wilderness Railway temporary shutdown.

The Small Business Growth Strategy Grant Program – Special Release, West Coast Region, will support operators on the ground to invest in their businesses during the winter period.

Up to 70 one-off grants of $5,000 will be made available under this program to support projects that are aligned to the Small Business Growth Strategy 2026 .

Projects may include workplace capability initiatives, research and feasibility studies, business growth planning or workplace mental health program development.

Premier and Minister for Tourism, Jeremy Rockliff, said the grant program was part of a broader package designed to support West Coast tourism operators due to the major, but necessary work to the Railway set to begin in June.

“This grant program will give operators in the region the opportunity to undertake business planning and capacity building initiatives in the traditionally quieter months of the year,” he said.

“The program will be complemented by a targeted travel voucher program designed to attract visitors to the West Coast and after consultation with industry, it has been decided that this will be targeted for travel into the spring period to encourage visitors back to the region once the railway has been reopened.

“The voucher scheme will launch later in the year.  We are also in the process of rolling out free specialised advice services for West Coast businesses.

“We are also assisting Council and West by North West to plan for the future through a new heritage tourism masterplan project, ensuring the railway is developed as a visitor attraction for the longer term, is enhanced and linked to other ventures.”

Minister for Small Business, Madeleine Ogilvie, said the West Coast program was yet another example of the Rockliff Liberal Government’s commitment to strengthening Tasmanian businesses and the economy.

“Following the success of Round One of the Small Business Growth Strategy Grant Program, we worked with industry stakeholders to tailor make this special release funding,” she said.

“This program will provide support to hardworking West Coast businesses to plan for the future with the guidance of our strategic priorities set out in the Small Business Growth Strategy 2026.”

Support package for West Coast

A targeted travel voucher program will be launched to encourage visitation to the West Coast as part of a $1 million support package being offered by the Rockliff Liberal Government.

The support package has been developed to support operators in the region who are impacted by the temporary shutdown of the West Coast Wilderness Railway while it undergoes major upgrades.

The package is designed to drive visitation to the West Coast during the shutdown and ensure that local operators can continue to invest in their businesses during the winter period.

Premier and Minister for Tourism, Jeremy Rockliff, said the travel voucher program was just one part of a broader package being provided by the Tasmanian Liberal Government.

“The West Coast Wilderness Railway is one of the region’s major drawcards, and we recognise that the temporary shutdown of the Railway is having an impact on our tourism operators and the region,” the Premier said.

“That’s why we have developed a $1 million support package to encourage Tasmanians to visit the West and enjoy everything it has to offer.

“As part of this package, we are launching a $300,000 targeted travel voucher program to stimulate activity for operators.

“We have seen huge success in past travel voucher programs, and I have no doubt that this incentive program will deliver significant benefits to the region.”

Following feedback from the industry, the program will be business-led and delivered as a rebate scheme to ensure maximum benefit to the region and efficient facilitation through the Department of State Growth.

From midday, Monday 17 July, eligible businesses can register to offer incentives (discounts/vouchers) to their customers for the months of August, September and October.

Once approved, eligible businesses will be able to offer their incentives to customers directly with between 50 per cent (minimum) and 80 per cent (maximum) off, and seek rebates from the Department of State Growth. The specific percentage is also at the discretion of businesses.

The West Coast Support Package has been developed by the Tasmanian Liberal Government in consultation with Tourism Industry Council Tasmania (TICT), West by North West (WxNW) and the West Coast Council.

How to cash in on each state & territory's travel voucher scheme

Wondering how to get in on your state or territory’s travel voucher scheme? Here is everything you need to know.

To support the tourism industry each state has designed their own tourism incentive voucher system: some are complex, others already finished, many involve a minimum spend and all are conditional. Below is everything you need to know about each state’s travel incentive and cashback programs.

Status: First and Second round closed, Third launching 30th March, 2021

The third round of Victoria’s travel voucher scheme kicks off at 10am Tuesday 30th March, and involves a $200 reimbursement if you spend a minimum of $400 on tours and experiences, accommodation and entry fees or attractions in 11 eligible regional areas. One voucher is available per household, evidence must be provided of the $400 spent (and can be audited up to four years after your travel), and the $200 is then deposited into a nominated account. Another condition is that you also must stay two consecutive nights in paid accommodation- not with friends or at a holiday house. Victorians can register online for the scheme, must travel during an eligible period from 10th May to the 14th June, and the vouchers cannot be used for food, fuel or gambling. The biggest catch? The system operates on a first-come, first-serve basis, which means if you’re not quick getting online, you miss out.

NEW SOUTH WALES: Dine & Discover

Status: Open

Rolled out across Local Government areas, with the last allocation on March 31st, the NSW Government is offering two $25 dine vouchers for using in restaurants, cafes, bars, wineries, pubs or clubs, and two $25 discover vouchers for entertainment and recreation including live music, museums and art galleries through businesses that have registered for Dine & Discover . Valid until June 30th, they’re available for NSW Residents through the Service NSW app online using a QR code, or can be printed out at Service NSW centres by staff.

The catch? They can only be used once with no change given if you spend less than the $25 amount, and you cannot get takeaway, online food orders, alcohol, tobacco or gambling.

The government has also announced a new package available to NSW residents aimed at boosting tourism in Sydney, by offering up to 200,000 vouchers worth $100 each for accommodation in the CBD, starting in June. Details have not been finalised, but is part of a wider tourism support package.

AUSTRALIAN CAPITAL TERRITORY: Choose CBR

Status: First Round completed, Second Pending

Launched in December 2020, the first “trial” round of the Australian Capital Territory’s Choose CBR scheme offered $40 worth of vouchers per day for 13 days at registered Canberra businesses – and it was open to anyone visiting Canberra from anywhere in Australia. However, the system was complex: each discount voucher involved a minimum spend. For example, to get a discount of $10 you had to spend $40 overall. To be eligible, businesses also had to jump through hoops: they had to have a physical shopfront, had staff on jobkeeper, be in retail, tourism, accommodation, arts, recreation, personal services or the hospitality sector, and earn less than $10 million turnover per year. The system had mixed results; only $310,000 of the allocated $500,000 was used.

A second main round of vouchers will be available soon, with $2 million earmarked in the ACT 2020-2021 budget, and leaders have highlighted there might be changes so more businesses are eligible. To stay updated, register online at: choosecbr.act.gov.au

QUEENSLAND: Cairns Holiday Dollars

Status: Closed

Designed to entice Queenslanders to Cairns and The Great Barrier Reef, the government’s Cairns Holiday Dollars scheme issued 15,000 travel vouchers offering a 50 per cent discount on eligible tourism attractions, up to a value of $200. This included trips out to the reef and 4WD adventures, day spas and attractions, which can be used from March 15th to June 25th. The bad news? Registration opened on March 8th and closed on March 11th for Queenslanders over the age of 18, and was issued via a random lottery. While the premier hasn’t ruled out support for other areas impacted by Covid-19, there are no formal plans in place for more vouchers.

WESTERN AUSTRALIA: Wander Out Yonder & Stay Play and Save

Announced in September 2020, the Wander Out Yonder campaign included 10,000 vouchers aimed at promoting experiences across Western Australia. While all the vouchers have been snapped up, they offered a $100 discount for every $200 spent, with tours taking place before the end of December 2020.

Recognising urban hotels have done it tough, the government also ran a Stay, Play and Save campaign in early 2021, offering a $200 discount on a two-night consecutive hotel stay in Perth with a minimum spend of $400. Available mid-week, it was valid until the end of April, but bookings had to be finalised by February 19th.

Both schemes have now closed, but locals are encouraged to sign up to the campaign mailing list to be notified if another scheme runs.

SOUTH AUSTRALIA: Great State Experience Voucher

South Australia’s third round of vouchers will target hosted tours and experiences in the state.

Status: Third Round Pending

South Australia is onto its third round of tourism incentives. Launched in October, the first round offered $100 vouchers for hotels in urban areas and $50 for regional areas and was valid from October to December. The second, launched in January 2021 included a separate allocation for interstate travellers alongside locals.

While final details have not been released, South Australia’s third round of vouchers will target hosted tours and experiences in the state. The Great State Experiences voucher will provide $50, $100 and $200 vouchers for registered businesses during the quieter winter period and July school holidays. It is aimed at South Australians, but they have indicated a small allocation will be available to interstate travellers. Set to launch after the peak Easter season, get ready to get in fast as it’s first in, best dressed: the first allocation sold out in 90 minutes, the second in 40 minutes.

TASMANIA: Make Yourself at Home

Tasmania has offered two travel voucher schemes under the Make Yourself at Home moniker, but both have now finished. The first round kicked off in September, allowing couples, singles and families to register for a combination of accommodation and experience vouchers valued from $150 per adult to $550 per family, eligible until December 2020. Voucher holders claimed the money back after showing receipts.

The scheme was popular, with both the first and second rounds selling out within an hour. However, with a state election now called for May in the apple isle, there might be more travel schemes announced — or at least the promise of them.

NORTHERN TERRITORY: Territory Tourism Voucher

Status: Round Three Active

The Northern Territory has offered three rounds of travel incentives worth over $16 million since July 2020, valid for any Territorian over the age of 18. The voucher system works on a dollar-for-dollar incentive up to $200. So if you book a $400 experience, you’ll receive a maximum of $200 off.

Participants must register online, with vouchers issued on a first-come, first serve basis. Vouchers must be booked and paid through visitor centres, they must be spent in one transaction, and must be booked within 14 days of the voucher being issued on either tours, attractions, accommodation or car hire. Travel must be completed by 30th April.

Round three also has a bonus round, where if you are booking a product through one of the four visitor information centres, and the experience or product is more than 400 kilometres away from your home, you can be reimbursed an amount ranging from $1 to $200. This is only reimbursed if you show evidence and claim it within seven days of travel. You can check your eligibility here.

Gift vouchers can be emailed or posted to a nominated address.

Vouchers are valid for 3 years from the date of issue. Voucher amounts are in Australian Dollars and cannot be redeemed for cash. Vouchers are non transferable and can only be used by the voucher recipient. The gift voucher only applies to direct bookings with Tasmanian Vacations and cannot be booked through a third party agent. The voucher can only be used with Tasmanian Vacations partners as listed in our current brochure . Offer does not apply to existing bookings.
