“Developing a Comprehensive Tourism Policy for Arunachal Pradesh”

Tourism is one of the largest and fastest growing sectors in the world economy, and the economic achievements of tourism are significant. Tourism plays a key role in global economic activity, job creation, export revenue and domestic value addition, and directly contributes to a country’s gross domestic product (GDP), employment rate and other allied industries. Over the years, the tourist footfall in Northeast India has grown only marginally and the individual growth of Arunachal Pradesh’s tourism is negligible. The share of tourism of Arunachal Pradesh to total northeast tourism has risen marginally from 3.77 per cent in 2009 to 4.65 per cent in 2017. Pahle India Foundation along with the help of Department of Tourism (Government of Arunachal Pradesh) aims to draft a tourism policy that is dynamic, inclusive, and sustainable and contributes to developing livelihood, creating employment, value creation for business and develop a unique identity for Arunachal Pradesh as a tourist destination.

Sustainable tourism is a new paradigm of development that thrives to conserve and sustain the natural, social, cultural and built environment by involving the local community, which in return contributes to their economic upliftment. This concept of planned tourism can be applied in presenting the ethnicity of local communities as tourism product for special interest tourists. Arunachal Pradesh, a state in the north eastern India, is the home to around 26 major tribes and over 110 sub-tribes with rich ethnic and cultural diversity. One of the unique features of the tribal people of Arunachal Pradesh is their close relationship with nature which is imbibed in the cultural beliefs and their indigenous traditional knowledge of conservation and management. This chapter tries to assess the viability of the sustainable lifestyle of the state's two major tribes, namely, the Monpa tribe and the Apatani tribe, as tourism product, who are part of the key tourist circuits of Arunachal Pradesh, namely, Tezpur-Bhalukpong-Bomdila-Tawang and Itanagar-Ziro-Daporizo-Along-Pasighat. To examine the relationship between sustainable tourism development and community participation, data have been collected through secondary and primary sources and a mixed method, including both qualitative and quantitative approach, is used in the study. It is found that ethnic tourism has great potential for the conservation and preservation of cultural and traditional expressions of these communities by making the showcase of ethnic resources economically viable.

Strategies for Development of Tourism in Arunachal Pradesh

Tourism is one of the fastest growing industries in the world today. It creates employment especially for guides, restaurants, hoteliers, local shopkeepers, merchants etc. and brings in foreign currency to economically marginal areas. Arunachal Pradesh, by virtue of its scenic beauty of rivers, mountains, valleys, rich flora and fauna, has the potential to be developed into a hub for tourists, both domestic and international. The present state of the tourism industry can be improvised to accommodate more numbers of quality tourists. However, to achieve the goal, key factors affecting the tourist inflow needs to be indentified and addressed. State policy for tourism should be analysed and the loopholes needs to be closed, along with proposal of new and modern tourist friendly policies. Eco-tourism is one of the fastest growing industries. Eco-tourism is often perceived as a tool for promoting sustainable development in developing countries. Arunachal Pradesh “the land of dawn-lit mountains” has unparalleled natural beauty with extensive geographical diversity and climatic conditions varying from the tropical to the temperate having a variety of wildlife, flora and fauna. Objective: The paper aims to find out the potentiality of eco-tourism in Arunachal Pradesh. Methodology: This study is descriptive type in nature based basically on data of secondary sources collected especially from published books, journals, official reports, and websites. Conclusion: Tourism industry can play a vital role in the State. As this sector is a labor-intensive industry, it can open an employment opportunity. A large number of unemployed persons can be employed by this industry. The Government should take necessary steps for development of the industry.

Abstract: Despite of so many unique and natural beauties the North-eastern region of India is still place of least visited in India. Though the Government of India has been providing the financial assistance for development of tourist Infrastructure and promotion and marketing, the performances and development of the tourism in states is totally different. In this context, the present paper examines the tourism in North-eastern states of India. Major findings are the inflows of tourists are higher in Assam state and lower in Nagaland. Tourism sectors share in Gross State Domestic Product (GSDP) is high in Assam. As for the growth rate of tourists’ influx is concerned, the growth rate in Arunachal Pradesh is much higher with 55 percent compared to other states. Further, the Density of Tourist Population (DTP) and The Percapita Tourist arrival (PCT) is high in Sikkim with 101.57 and 1.19 respectively and lowest in Nagaland with 1.35 and 0.01. The major constraints of North-east tourism development and uneven performance among states are insufficient funds, lack of infrastructure, transportation, lack of alternatives means of transport, Marketing, boundary issues, terror effect and permit period. The tourist sector in Himachal Pradesh is expanding and contributing significantly to the creation of jobs and economic prosperity in the area. It is anticipated that the establishment of businesses, the development of infrastructure, and the creation of jobs will all have a substantial impact on the socioeconomic development of the state. Tourism has the capacity to help other economic sectors through its backward and forward connections and cross-sectoral synergies with businesses including agriculture, horticulture, poultry, handicrafts, transportation, and construction, among others. Spending on tourism brings about a number of transactions that demand the supply of goods and services from these related businesses. As a result of tourist spending, consumer demand rises, creating more jobs and having a positive multiplier effect on the economy. How well a region develops tourism is dependent on its resources. Due to the tourism industries growing impact on the environment's resources, it is now more crucial than ever to encourage environmentally friendly tourism. Himachal is a well-known tourist attraction both domestically and internationally. Domestic tourists come to this hill state for a number of reasons, such as to take in the peace and quiet, to escape the oppressive heat of the lowlands, to relax, or to perform pilgrimages. Visitors from other countries are drawn to the hill state because of its historical significance. New tourism niches, such as adventure, trekking, camping, and sport tourism, have been found for both domestic and foreign tourists. The State Government has started a number of initiatives to stimulate travel and tourism.

"Haryana was established in 1966 by getting carved out from the heart of the Indo-Gigantic plains. Roughly the size of Belgium, Haryana has a track record of innovative tourism policies. Way back in '70s it was the first state to pioneer highway tourism. It went on to experiment with cultural and pilgrimage tourism in 80s and adventure and golf tourism in 90s and then farmhouse tourism at the turn of the century. While an emphasis on expanding markets for tourism is a praiseworthy move, devising strategies for promoting and protecting local culture, values, heritage, lifestyles and local natural resources and environments is also critical for sustenance of tourism. The paper looks at the socio-cultural dimensions of various tourism strategies adopted by the state of Haryana, in order to underline the importance of ensuring effective planning and management for guaranteeing protection and preservation of cultural heritage, values, local environments and social well-being. It is thus a call for a mature response on part of the government for ensuring sustainable development of tourism. There is a need to develop a strategic framework involving coherent partnership between all the stakeholders, ensuring generation of foreign exchange without creating socio cultural and environmental problems and without having to exhaust assets which cannot be replaced."

Hill tourism has always been a part of the attraction because of its scenic beauty, better air quality and a favourable thermal environment. Although the northeastern part of India has a plethora of tourist attractions, little has been done to explore the natural resources. Patkai,a range in the Himalayas, is home to a vast variety of wildlife and has a unique ecosystem that attracts nature lovers looking for exceptional experiences. In the setting of hill regions nestled in the Himalayas, the religious and socio-cultural components of the tourism resources are of equal importance to the many dazzling natural attractions and aesthetic beauty. Nature related activities and sports have transformed the hill recreation tour into an adventure tour. Mountaineering and adventure tourism alone generate significant revenue from tourism. The unrelenting influx of tourists to these hubs has upset the traditional demand and supply balance due to a lack of forethought. Acute problems with land use, environmental pollution and deterioration, demand on infrastructure, transport, and services. Arunachal Pradesh state lies in Eastern India and has a mountainous terrain with rich flora and fauna. Changlang district lies in southeastern part of Arunachal Pradesh. A better planning and systematic regulation can improve the tourism and tourism management both.
