Guide to Port Canaveral Cruise Terminal Parking

The traveler's guide to port canaveral cruise terminal parking.

Port Canaveral is a popular spot. Cape Canaveral is home to the Kennedy Space Center and beautiful beaches, and it takes second place in the list of busiest cruise ports .

Did you know? After the Port of Miami, we see more cruise passengers than anywhere else in the whole world ( over 4 million every year )!

But being one of the busiest ports also means that we need some place to put all of those traveling cars throughout the year.

That’s where our local Port Canaveral cruise parking facilities come in.

At Port Canaveral Parking , we offer the best in  off-site  parking for parties hoping to save while they sail. With secure parking and complimentary shuttles for your cruise vacation, it’s easy to save money while getting the best  off-site  cruise parking.

But what about on-site options ? Today we’re going to be going over the pros and cons of parking at the cruise ship terminal in our guide to on-site parking at Port Canaveral.

Navigating Port Canaveral Cruise Terminals

Our six cruise terminals are 1, 3, 5, 6, 8, and 10. Cruise Terminal A is home to terminals 5, 6, 8, and 10, while 1 and 3 are located in Cruise Terminal B . The split can be a little confusing for travelers, especially if you can’t remember where the cruise lines are docking at.

Cruise Terminal B is where you can also go for a bite to eat, to see the port at the Exploration Tower, or check out CT-3, our brand-new multi-million dollar spot for the largest ships. Terminal A is less exciting, but it hosts more ships as well as the cargo piers.

Official Port Canaveral Parking

Every cruise terminal has it’s own official parking facility (although some terminals share parking spots). The port runs these locations, which include covered garage parking as well as uncovered parking lots located near the terminal entrance.

The parking spots are first-come, first-served , meaning there’s no reservations and no pre-pay. You can also splurge and pay a little extra for “preferred parking”, which some terminals offer for those who want to park even closer to the ship.

While convenient, we do have some bad news: it’s $17.00 per day for the basic parking at the port. That means that for a four-night cruise, you’ll be paying $85 in parking fees alone.

Here’s a short breakdown of the pros and cons of on-site port parking.

Pros of parking at the ship

  • Spots are right at the ship . It’s true, you wouldn’t be able to park closer to the ship unless they let you bring your car on the boat.
  • Many say it’s more convenient. When you embark and disembark, you never have to worry about getting to your car.
  • It’s pretty easy. Unlike other parking facilities, you only get one option. You won’t have to choose between locations. At the port, you get what you get.
  • The port terminals offer free cruise parking for vehicles that need parking options for disabled passengers with special equipment, for those with a Florida Toll Exemption Permit, and for those who have a Florida Disabled Veteran license plate. However, this is the only free parking option from the Canaveral Port Authority.

Cons of Parking at the Cruise Port

  • Being next to the cruise ships is great – but the covered parking lot is not just a short walk from the ship. There’s no free shuttle service, so you’ll be toting your stuff from the luggage drop-off on debarkation day.
  • There are no reservations . If the cruise parking lots are full for your cruise line, you’ll have to find other arrangements.
  • Prices are subject to change , according to the website for the Port Canaveral terminals. While the base price is $17 per day, you may end up paying even more for your cruise parking.
  • Traffic can be terrible, congested, and complicated for visitors. If you’re driving yourself, be prepared for wrong turns and sitting in Port Canaveral traffic.

Alternate Port Canaveral Parking options

When it comes to finding places to park, Port Canaveral has other parking deals for your cruise adventure.

We always recommend that parties park off-site. Not only do you get access to free shuttles that drop you off right at the cruise port, many places (like Port Canaveral Parking) offer security and top-notch customer service that doesn’t come with a sky-high price tag.

All of our cruise packages for parking involve no transportation fees (your shuttle ride is complimentary!) and parking rates that are nearly half of the terminal parking.

We go to all Port Canaveral cruise lines, including Disney, Royal Caribbean International, MSC Cruises, Norwegian, and Carnival. Make same-day reservations or plan months ahead to guarantee your Port Canaveral parking spot!

Port Canaveral Hotel Cruise PArking

If you’re staying in Cocoa Beach, there are some locations that offer Port Canaveral cruise parking. The Holiday Inn Express, Country Inn, Radisson Resort, and other hotels will let you leave your vehicle during your vacation.

However, these packages are often much more expensive than leaving your car at a cruisetime parking facility. If you’re cruising on a budget or want to save up for some souvenirs, hotel parking is NOT the way to go.

Simple Vacation Solutions For Port Canaveral Cruise Parking

The last thing anyone wants, while they’re trying to board a cruise on time, is overly complicated Port Canaveral cruise parking. Unfortunately, many parking lots can be confusing and far away from the ports. Park N Cruise is the closest off-site cruise parking lot to the ports in Cape Canaveral, making us the best choice for a hassle-free experience.

Our lot has a number of benefits, including our proximity to all major cruise lines. Because of this closeness, our route from the lot to the ships has zero traffic lights, meaning we can get you to your ship the fastest. We have a system of shuttles that run regularly, so regardless of when you arrive, we’ll be ready to take you where you need to go. Of course, all of our shuttles are included in our price as well!

Why Pick an Off-Site Port Canaveral Cruise Parking Lot?

While it may seem more convenient to park on-site at a cruise ship port, the cost of doing so can be tremendous. Port Canaveral cruise parking is confusing and expensive, so why not take a chance on a family-owned local business?

  • It’s Cheaper: At the official cruise parking lots, their prices are almost twice as expensive as ours. That adds up over time, especially if you’re away for a longer cruise. You can save hundreds by parking with us at only $9.95 per night!
  • It’s Still Close: One of the main arguments for parking on-site is the proximity to the cruise ships. While true, that doesn’t mean some off-site lots aren’t close too; Park N Cruise is the closest off-site parking lot to the cruise ports, which makes us the best bet for getting to your ship hassle-free.
  • It’s More Convenient: With our reservation system and free shuttles, we make Port Canaveral cruise parking a breeze. You’ll have the option to pay in advance, saving you time. Just pull in, park, and go! We’ll handle all the rest of it.
  • It’s Fast & Easy: By skipping the lines and crowds and making a reservation in advance, our parking system is the fastest option available. We are also the only off-site Port Canaveral cruise parking lot that has no traffic lights on our route to the port, meaning we can get you there quickly.
  • It’s a VIP Experience: With less crowding, fewer lines, and free valet service, parking with Park N Cruise is a VIP experience. We offer premium parking, free shuttles, and a stellar customer experience to every person that parks with us. Let us help make your vacation stress-free on this trip.

Your vacation shouldn’t start when you get to the ship. When you sail from Port Canaveral, make sure that every step is easy, fast, and enjoyable. Cool Cruiser

We are booked on Norwegian Breakaway for February Eastern Carribean cruise.  We are driving to Port Canaveral and I want to park in the port garage for convenience as my husband has limited mobility.  I have tried, with no success, to figure out how I drop him and the luggage off and park the car in the garage at Terminal 10.  Can anyone help me?

It’s very easy to do.  The luggage drop off will be the first place you come to as you enter.  Just drop the luggage and drive a little ways on down and drop off hubby at front of terminal, then circle around to garage entrance.  I always drop off my folks with all the carry on bags so I don’t have to carry them from the garage.  Happy sailing!

Thank you for your quick response and well wishes.

10 Best Port Canaveral Cruise Hotels for Passengers

Port Canaveral is among the busiest cruise departure ports on the planet. Each year, literally millions of passengers start their trips here, across any cruise line you can imagine.

Ship docked in Port Canaveral

However, if you’re just coming to town to get on the ship and leave, then we think you’re making a mistake.

For one, Port Canaveral is a decent distance (about 45-60 minutes) from Orlando. That location means people flying or driving in have a bit of travel ahead of them before they reach the port. Arriving the day before gives you plenty of time should there be any delays and can reduce the stress of making the ship.

But more importantly, the area has a lot to offer anyone taking a cruise. We think it’s smart to treat it as an additional port of call on your vacation.

Port Canaveral sits next to Cocoa Beach, a classic beach town with long stretches of gorgeous sand, with beautiful water. There’s also all the restaurants and attractions that you’d expect at the beach, from seafood eats to putt-putt to the Wizard of Oz museum. Of course, Kennedy Space Center — and the regular launches that occur — are also a big draw for many visitors.

All that said, it’s clear there is plenty of reason to visit the port and stay the night. To help you out, we’ve rounded up the top Port Canaveral hotels that are perfect for a passenger before (or after) their cruise.

These hotels are all rated highly and close to the port, making them a nice and easy stay for your cruise.

Top-Ranked Port Canaveral Hotels Near the Cruise Port

Hotel in Florida

The Inn at Cocoa Beach The highest ranked hotel in Cocoa Beach we could find, this spot puts you right on the beach and just about four miles from the cruise ships. It’s a relatively small hotel with only 50 rooms, which most facing out toward the water. One thing to note is that the hotel is adults-only, so families traveling will need to find other accommodations. That leads to a quieter atmosphere as it’s definitely more “quiet beach hideaway” than party place. Also, don’t forget to see the two parrots that live at the hotel.

  • Distance to port: 4 miles
  • Rating: 4.7 out of 5
  • Phone: 321-799-3460

The Resort on Cocoa Beach A large hotel sitting up against Cocoa Beach, The Resort on Cocoa Beach is actually a condominium building that offers rentals (note that at least in our search, they required a 2-night minimum stay). It’s not just a great location on the beach that earns the hotel strong reviews, there’s a massive pool, game room, basketball court, movie theater, pickleball, tennis courts, and more. In short, if you’re staying here a couple of nights, there’s no chance of going board before your cruise.

  • Distance to port: 5 miles
  • Rating: 4.6 out of 5
  • Phone: 321-783-4000

Homewood Suites Cape Canaveral As the crow flies, you are just two-thirds of a mile from the Royal Caribbean terminal when you stay at this highly rated hotel. It’s also close to restaurants at the port, offers free breakfast, wi-fi, pool, and fitness center. If driving in, you can park your car here for $10 per night, which is a significant discount over parking at the port. Meanwhile, this spot is ideal for families traveling together because the rooms include more space including seating areas and kitchenettes, allowing you to save on food.

  • Distance to port: 0.6 miles
  • Phone: 321-868-1841

Discovery Beach Resort Similar to The Resort on Cocoa Beach mentioned above, this spot is a condominium with rentals available. The reviews are outstanding, and it’s easy to see why. First, you are beachfront, meaning it’s only a short walk over the dunes to the water. But then there is the pool area, basketball and tennis courts, game room, and arcade. It’s also ideal for groups as there are one, two, and three bedroom rentals available to rent. Just note that there is a two-night minimum.

  • Distance to port: 3 miles
  • Rating: 4.5 out of 5
  • Phone: 321-868-7777

Hampton Inn & Suites Cape Canaveral Cruise Port One of the newest hotels in the area is also one of the closest to the port. This hotel is next to the Homewood Suites mentioned above, putting it well less than a mile to the cruise ships. While it does lack easy beach access, it sits off the main road, making it a quieter stay and ideal when you just want somewhere close to the ship the night before your cruise. Hampton Inn is well known for being a solid place to stay and with a rating of 4.5 out of 5 stars, this location fits that bill.

  • Phone: 321-784-0021

Home2 Suites Cape Canaveral Cruise Port Ok, this is a bit of a gimme in that this hotel is actually a shared building with the Hampton Inn. It’s essentially two brands occupying the same building. So you get the perks of the location near the port, the pool (including the poolside tiki bar), and a new building. The extra benefit is this portion of the hotel offers suites, giving families and groups more space if they need it. Not surprisingly, this location gets the same great ratings as its shared property above.

  • Phone: 321-784-0025

SpringHill Suites Cape Canaveral Cocoa Beach Bright, fresh and clean, SpringHill Suites gets high marks in no small part because it’s a relatively new hotel. It’s just about a mile to the cruise ships, sitting in a group of hotels all catering to cruise passengers. Driving to the port? They offer parking at a rate that’s considerably cheaper than the cruise port and also have a shuttle over to the cruise port for about $11 per person.

  • Distance to port: 1 mile
  • Phone: 321-878-3200

TownePlace Suites Cape Canaveral Next door to SpringHill is another newly built — and highly rated hotel. TownePlace offers suite lodging, making it ideal if traveling with a family. From here you’re just a mile to the ships, and the hotel’s cruise port shuttle can take you there for a fee. There are all the amenities you’d expect from a modern hotel (pool, free breakfast, wi-fi) and you’re just on the edge of Cocoa Beach where you can go play and eat before your cruise.

  • Phone: 321-335-6800

Hampton Inn Cocoa Beach Above, we featured a Hampton Inn that’s located right near the port. However, there’s another version just a few miles south in Cocoa Beach. If you’re wanting to have a little beach vacation before your cruise (instead of just staying right at the ship), this is the better option of the two. It’s not beachfront, but just one building back from the ocean and has beach access. Of course, you get all the items included that you would expect like wi-fi and breakfast. You’re also within walking distance of a number of things to do and restaurants (though a car is preferred!).

  • Rating: 4.4 out of 5
  • Phone: 321-799-4099

Holiday Inn Express Cape Canaveral Want the absolutely closest hotel to the ships? As in if you are sailing from Terminal 3 (where Carnival’s Mardi Gras docks), you are only 500 feet from the front door? That’s exactly what you get with this brand-new Holiday Inn Express. It sits across the street from the terminal and also right next to Jetty Park, where you can go watch ships sail in and out or play at the beach. The lodging is what you’d expect from a mid-tier hotel, but when you just need a night or two before you sail, that’s perfect. Perhaps that’s why the reviews are so solid.

  • Distance to port: 0.1 miles
  • Phone: 321-844-5010

Courtyard Cocoa Beach The final hotel on our list sits next to the Hampton Inn mentioned above. The Courtyard Cocoa Beach is in the heart of the beach town, making it ideal if you want to start your vacation early with a day at the water. Meanwhile, you’re just a few miles from the ships and still close to outside attractions like the Kennedy Space Center.

11 Reason To Sail on Cruises From Galveston

I n no uncertain terms, a cruise port makes all the difference regarding your entire vacation. After all, the location of your departure sets the tone for your trip moving forward, determining which destinations you’ll reach once you’re on the high seas.

While specific destinations like Miami or Canaveral boast unique strengths, something might also be said for the Port of Galveston, Texas. A smaller port overlooking the Gulf of Mexico, Galveston may not be the largest or busiest destination from which to depart. Yet, there are plenty of amicable reasons to look into this idyllic Texan island for your next cruise-going experience.

1. Carnival, Royal Caribbean, and Disney Offer Cruises From Galveston

Looking at it plainly, Galveston has three cruise terminals making up its port. In contrast, far larger alternatives, like the Port of Miami, have eleven terminals. Because of this, Galveston unfortunately cannot house many of the industry’s prestigious cruise lines. However, the port’s terminals support several large-scale cruise corporations, with Carnival, Royal Caribbean, Princess, Norwegian, MSC, and Disney Cruises departing from Galveston regularly.

2. The Nearby Cruise Destinations Are Well Worth It

Admittedly, inevitable drawbacks are attached to cruises from Galveston. Considering how much farther west it is than ports in Florida or along the East Coast, most cruise lines out of Galveston cannot travel to their company’s private islands as many are in the Eastern Caribbean. However, Galveston’s location along the Gulf of Mexico has its distinct perks, including ready access to the Western Caribbean and parts of South and Central America. Though some guests might regret losing a chance at CocoCay, it’s hard to be upset when trekking along the shores of Mexico, Honduras, or Belize.

3. It’s Easier To Navigate Than Larger Ports

There’s no simple answer when it comes to determining the total cost of cruises from Galveston over any other port in the U.S. Like most ports, the final cost of the cruise depends on numerous factors, including the time of year you’re sailing, the location of your cabin, and the cruise line you plan on traveling with. However, the convenience of navigating the port itself makes Galveston a perfect option for anyone new to cruise vacations. Avoiding the large-scale crowds and tedious boarding lines as other major ports, Galveston remains a hassle-free destination for most novice travelers out there.

Baby, It's Cold Outside! 12 Warm Destinations to Escape to This Winter

4. galveston is conveniently located in the central u.s..

Given Galveston’s distinct location in eastern Texas , it’s one of the most readily accessible ports for travelers across the U.S. Located in the heart of America, travelers from the Western U.S. will have just as easy time reaching it as vacationers from the Midwest or East Coast. After all, who wants to sit on a lengthy plane ride to reach their port of call? Also, Galveston lacks the same high value of traffic as Miami or other popular ports, making it relatively hassle-free to reach.

5. The Port Terminal Is Reasonably Close to the Airport

Houston’s William P. Hobby Airport is the closest airport to Galveston. Roughly 41 miles northwest of the port, travelers can easily navigate from the airport to their cruise terminal in under an hour. Galveston is also close to several major cities, making it an option, albeit a farther one, for anyone flying into Austin or Dallas. However, given Houston’s short driving distance to Galveston, William P. Hobby Airport is your best bet for air travel.

6. The Boarding Process Is Quick and Seamless

As mentioned above, Galveston doesn’t have the same volume of passengers flooding through its port as Miami, Canaveral, or Port Everglades. As a result, boarding a ship is comparatively tamer—especially since the port opened up its third and latest terminal in 2022. Having been constructed in the past two decades and carefully refurbished, these terminals are in fantastic shape, making the onboarding process much more efficient for vacationers. The terminals also come equipped with innovative new features, with Terminal 3 offering mobile check-in and state-of-the-art facial recognition devices.

7. There Are Plenty of Hotels Nearby

Another notable feature of Galveston is the number of hotels near the port. (Because let’s face it: what’s more accessible than simply waking up, hopping in your car, and practically walking onto the ship without worrying about losing track of time?) What’s more, many of the hotels in the Galveston area have special offers for anyone traveling onboard a cruise ship. These offers include free or discounted parking rates and a helpful shuttle that ferry passengers back and forth from the hotel to the ship. While several hotels in Galveston have these amenities, some of the best include the Hilton Galveston Island Resort and the San Luis Resort .

8. Parking Is Easy

Don’t let Galveston’s size fool you—the port itself has plenty of options when it comes to parking. As previously suggested, anyone staying at a nearby hotel might want to consider leaving their car parked there and taking a shuttle, taxi, or Uber over to their terminal. Additionally, travelers can reserve a space in the port’s parking lot ahead of their trip. These parking spaces are safe and secure, and port employees will assist with any luggage brought aboard on cruises from Galveston.

9. Galveston Itself Is a Beautiful Place To Visit

The main reason we believe you should depart from Galveston on your next cruise is the opportunity you’ll have to see what it has to offer. Like most major cities, there’s plenty to do and see around town, with every prospective sight catering to travelers’ interests. For those interested in shopping, the Strand Historical District has plenty of independently owned stores that feature everything from odd tchotchkes to essential beach items. Galveston’s famous Moody Gardens is an educational park built around natural wonders such as exotic sea life, immaculate flowers, roaming monkeys, and sloths.

10. You’re Bound To Find Some Great Last-Minute Deals

As previously mentioned, Galveston is a more scaled-down port than Miami or Port Canaveral, but its three terminals still receive cruise ships constantly. Because of this constantly moving schedule, most travelers will find it incredibly easy to find last-minute deals on select cruises from Galveston—often days before the ship is booked to leave. Sure, it may not be practical for those traveling from longer distances to book something last-minute. Yet these last-minute deals are well worth it for anyone within a short distance of Galveston.

11. Galveston Is Steeped in Rich Maritime History

Galveston is a city rich in history, having first been settled by Indigenous Natives of the Akokisa and Karankawa tribes before the Europeans arrived in the 1600s. Over the next several centuries, Galveston became a hub for maritime trade, eventually attracting such notable figures as French buccaneer Jean Lafitte. All that being said, history buffs will delight at the chance to visit Galveston, taking in some of the numerous historical sights around town—like Lafitte’s personal hideaway at Maison Rouge or the Michael B. Menard House, named after one of Galveston’s original American settlers. Even those who don’t care for history will find these areas fascinating.

Rating Action Commentary

Fitch Rates Port of Galveston's Series 2024 Wharves and Terminal Rev Bonds 'A-'; Outlook to Positive

Tue 18 Jun, 2024 - 2:23 PM ET

Fitch Ratings - New York - 18 Jun 2024: Fitch Ratings has assigned an 'A-' rating to the city of Galveston, TX's approximately $111.5 million of series 2024A wharves and terminal first lien revenue bonds and $48.5 million of series 2024B wharves and terminal first lien revenue bonds for the Port of Galveston (the port). Fitch has also affirmed the 'A-' rating on approximately $51.5 million of series 2023 outstanding wharves and terminal first lien revenue bonds. The Rating Outlook on all bonds has been revised to Positive from Stable.

VIEW ADDITIONAL RATING DETAILS

RATING RATIONALE

The Positive Outlook reflects the port's strong financial profile supported by significant revenue growth, aided by contractual terms with leading cruise lines, following the full resumption of cruise activity in 2023. While rating case financial metrics are consistent with the indicative rating guidance for a higher rating level, an upgrade will be contingent upon the completion of ongoing cruise projects underway with the current capital program coupled with continued demonstration of strong liquidity levels and favorable revenue performance trends above Fitch's rating case over the next one-to-two years.

The rating reflects Port of Galveston's sizable market position as a leading cruise-focused port and the largest cruise port in the Gulf of Mexico. The potential for revenue volatility from tourism exposure is largely offset by cruise line operating agreements with minimum guarantees and the port's balanced revenue profile.

Capital spending needs are focused on both cruise and cargo facilities expansion, and funding is manageable despite borrowing plans. The port further benefits from a strong overall financial profile with cash reserves that provide sufficient liquidity to cover debt service payments and support operations in the near term.

KEY RATING DRIVERS

Revenue Risk - Volume - Midrange

Balanced Cargo and Cruise Revenues : The Port of Galveston is a regional gateway for cruise sailings, the fourth largest cruise homeport in the U.S. (second after port markets in Florida), and serves a unique market in the middle of the U.S. Cruise operations have historically comprised roughly half of the port's total operating revenues in a typical year.

Cargo operations, while bulk and commodity focused, provide diversification from cruise-related operations, with the port maintaining a niche market position in roll on-roll off (roro), bulk and breakbulk cargos, and lay dockage. Consistent with other Fitch-rated ports, Galveston's long-term cruise operations have remained resilient through economic downturns, and cruise passenger demand grew significantly over the past decade.

Revenue Risk - Price - Midrange

Contracts Mitigate Cruise Exposure : Potential fluctuations in the discretionary cruise business add some risk to the revenue profile, but the port benefits from long-term contracts and leases with established tenants, which anchor maritime revenue. Approximately 20% of the port's operating revenue is derived from current long-term agreements with minimum annual guarantee or lease terms supported by a varied group of tenants, including cruise operations, automobile and bulk. Staggered contract expirations partially mitigate exposure to renewal of operating agreements; however, renewal risk remains as contracts expire prior to the maturity of the debt.

Infrastructure Dev. & Renewal - Midrange

Manageable Capital Development Needs : The port's capital improvement program (CIP) through fiscal 2029 includes construction of a new cruise terminal and multi-level parking garage and various cargo infrastructure projects at the West Port Cargo Complex, such as slip fills and berth replacements. Ongoing cruise and cargo expansion and redevelopment projects will significantly increase passenger volumes and drive further cargo demand at the port.

The cruise terminal projects are structured to include capital cost-recovery mechanisms with tenants, offsetting the port's capital outlay. The total CIP is manageable at $351 million through 2029, and will be funded with the series 2024 bonds as well as with port operating cash flow. Projects under consideration beyond 2029 are not viewed to be a credit concern given the port's strong cashflow generation.

Debt Structure - 1 - Stronger

Conservative Debt Structure : The bonds are first lien, fixed rate and fully amortizing. Annual debt service obligations are expected to increase to a flat level of $17.8 million by 2026 following the series 2024 transaction. Bond covenants are typical for a port credit with a 1.25x rate covenant and an additional bonds test that provide sound protection. The series 2023 bonds and proposed series 2024 bonds are both supported by their respective cash-funded debt service reserve funds equal to maximum annual debt service.

Financial Profile

The port's historical financial profile generated largely elevated and stable coverage, low leverage and strong reserve balances. Leverage, calculated as net debt to cash flow available for debt service, was low at 0.7x in fiscal 2023, but is expected to increase in the near term to 3.9x in 2025 as the port issues approximately $160 million of series 2024 bonds for the CIP.

Fitch's rating case includes leverage falling to a moderate 2.3x by 2028 (2.0x by 2030) due to the amortizing debt structure and expected cash flows. Debt service coverage was 6.3x in fiscal 2023 and is expected to remain strong under Fitch's rating case, averaging 3.3x through 2030.

Port of Beaumont Navigation District (AA-/Stable) and Canaveral Port Authority (A/Stable) are the port's closest peers. The Port of Beaumont is also located on the Gulf of Mexico, and has a mixed bulk cargo profile similar to that at Galveston. Both Galveston and Canaveral have sizable cruise operations; however, Galveston benefits from a balanced revenue profile with less exposure to a single business line.

From a metrics standpoint, Galveston has a slightly higher leverage profile compared to Canaveral's. The Port of Beaumont has stronger debt service coverage ratios (DSCRs) and leverage profile due to the availability of tax revenues to bolster funds available for debt service, which elevates its rating.

RATING SENSITIVITIES

Factors that could, individually or collectively, lead to negative rating action/downgrade.

--Significant declines in port operating revenues that lead to leverage levels above 6.0x or coverage falling below 1.7x on a sustained basis.

Factors that Could, Individually or Collectively, Lead to Positive Rating Action/Upgrade

--Sustained leverage metrics below 4.0x under Fitch's rating case coupled with maintenance of coverage above 1.9x following the completion of ongoing major capital projects could lead to positive rating action.

TRANSACTION SUMMARY

The city of Galveston, TX, is issuing approximately $111.5 million of series 202A and $48.5 million of series 2024B wharves and terminal first lien revenue bonds on behalf of the Port of Galveston. The bonds will be fixed rate and fully amortizing, with final maturity in 2044.

Bond proceeds will be used to construct and develop a new cruise terminal and a multi-level parking garage adjacent to the terminal that will have capacity of approximately 1,600 spaces. The terminal project consists of redeveloping existing refrigerated produce and warehouse facilities located at Pier 16-18 into a new Cruise Terminal 16.

Approximately 83% of the cost of Terminal 16 is expected to be repaid by MSC Cruises using capital cost recovery charges collected on a per-passenger movement basis by MSC passengers, with the capital cost recovery charges being collected in addition to passenger fees.

CREDIT UPDATE

Fiscal 2024 year-to-date results (FYTD; four months through April) are currently trending above prior year levels, largely due to both substantial cruise industry growth and growth in the port's other business lines. FYTD operating revenues exceed prior year levels by 28% and are tracking higher than Fitch's prior base case assumption of 23% revenue growth in fiscal 2024.

Fiscal 2023 was a record year for the Port of Galveston, with operating revenues increasing by approximately 28% to $67.5 million from $52.9 million in 2022. The revenue growth was supported by a significant increase of cruise activity, a full year of cruise ship sailings from the third cruise terminal that opened November 2022, and a continuation of stable performance from the port's other business lines.

Cruise activity has ramped up and grown significantly in 2023 and 2024, with many cruise lines operating at over 100% occupancy. In fiscal 2023, a record of nearly 1.5 million passengers sailed out of the Port of Galveston, surpassing pre-pandemic levels of 1.1 million passenger movements in fiscal 2019. Management expects continued growth in cruise activity and related revenues.

Fitch expects revenues to grow over the next few years due to increased passenger counts from the larger ships including the Carnival Jubilee and increased rates based on cruise contract obligations tied to Carnival's operations at Terminal 25 and MSC's operations at the new cruise terminal at Pier 16 when completed in 2025.

Cargos handled at the port are largely bulk/breakbulk in nature and revenues can balance the overall port revenue profile, serving as a counterpoint to cruise revenues. The port moved 3.6 million tons of cargo in 2023, a decrease of 9.3% from 2022 largely driven by the winding down of grain operations by ADM at the port.

The port plans to demolish the decommissioned grain elevator at Pier 30/33 in 2024-2025 to expand the West Port Cargo Complex by repurposing the land for cargo handling and laydown. The additional acreage in the West Port cargo area will allow the port to meet tenant demand and expand its cargo business lines, which will generate additional revenues for the port.

FINANCIAL ANALYSIS

Fitch has reviewed the port's financial forecast through fiscal 2026 and has adopted these assumptions as a starting point for the base case, with revenues and expenses based on both contractual commitments and conservative expectations of future performance. Projections of passenger movements and related revenues are supported by the port's continued capital investments into its infrastructure.

Cargo, real estate, and other revenue streams are estimated to grow at a 1.5% CAGR through 2030, and operating expenses are projected to grow at a 4.2% CAGR. DSCR is robust under the Fitch base case scenario, averaging 3.5x through 2030. Leverage rises initially following the planned issuance in 2024 to 3.6x, but migrates downward to a moderate 2.0x by 2028 (1.6x by 2030).

Fitch's rating case assumes a hypothetical recessionary stress of 5.0% to cruise and cargo operations in fiscal 2025, followed by a modest two-year recovery. Operating expenses are stressed by an additional 50bps starting in 2026 and expected to grow at a 3.8% CAGR through 2030. DSCR averages 3.3x through 2030 under the rating case.

Fitch conservatively assumes unrestricted cash decreases from an estimated $47 million in fiscal 2024 to $32.5 million in fiscal 2025 and is held flat through the rating case period. Similar to the base case, leverage is moderate following the planned CIP-related issuance, but falls to 2.3x by fiscal 2028 (2.0x by 2030) and remains in line with metrics for a higher rating level.

The bonds are secured by a pledge of the net revenues generated by the operations of the port facilities.
