Claims approved for payment within this system are designed to use electronic funds transfer (EFT) to your checking/savings account or VA debit card. If your EFT information is not on file with Veterans Health Administration (VHA) Financial Management System (FMS) your approved payment may be delayed until the information is provided to process your claim or adjustments are made to allow for temporary payment by check. If you currently receive other benefit payments by EFT from the Veterans Benefits Administration (VBA) your EFT information is not on file with our system unless you have provided it previously to your local VA Medical Center. You can confirm if your EFT information is on file by reviewing your Veteran profile screen. If it is missing please contact your local BT office to update it. They will provide you with the necessary signature forms to have it added.

Facility for Payment

When entering claims, please identify the facility responsible for payment as the facility that provided your care or approved your care for care in the community. For example, if you submit a claim for care or services approved at a non-VA facility, you identify the care VA facility that authorized it as facility responsible for payment. In most situations this will be your preferred or home facility. If you receive care at a VA Community Based Outpatient Clinic (CBOC) this location will be available for selection as an associated facility of its larger parent VA Medical Center. You will see it when you select the location of your appointment.  

The Paperwork Reduction Act of 1995 requires VA to notify you that this information collection is in accordance with the clearance requirements of Section 3507 of this Act. We anticipate the time  expended by Individuals who must complete this form will average 10 minutes. This includes the time it will take to read instructions, gather the necessary facts and fill out the form. No person will be penalized for failing to furnish this information if it does not display a currently valid OMB control number. This information is collected under 38 CFR 70 and is intended to fulfill the need for Veterans and beneficiaries to claim Beneficiary Travel benefits and for VA to determine the individual’s eligibility for the benefit.

Privacy Act Information: VA is asking you to provide the information on this form under 38 U.S.C. Sections 111 to determine your eligibility for Beneficiary Travel benefits and will be used for that purpose. Information you supply may be verified through a computer-matching program. VA may disclose the information that you put on the form as permitted by law; possible disclosures include those described in the “routine use” identified in the VA systems of records 24VA19 Patient Medical Record-VA, published in the Federal Register in accordance with the Privacy Act of 1974. Providing the requested information is voluntary, but if any or all of the requested information is not provided, it may delay or result in denial of your request for benefits. Failure to furnish the information will not have any effect on any other benefits to which you may be entitled. If you provide VA your Social Security Number, VA will use it to administer your VA benefits. VA may also use this information to identify Veterans and persons claiming or receiving VA benefits and their records, and for other purposes authorized or required by law.

New GSA SmartPay Travel Card App Helps Take Some Worry Out of Official Travel

Being on official travel in an unfamiliar city is stressful enough without the added burden of trying to find a gas station when you’re already running on fumes.  With location based service offerings including gas stations, restaurants, hotels and more, the inaugural GSA SmartPay Travel Card App takes the worries out of official government travel. It also stores Agency/Organization Program Coordinator (AOPC) information, making it easier than ever for travelers to report any issues that occur with their cards while on the road. The Travel Card App also contains tax exemption information, so travelers will know when their business lodging and rental car costs are exempt from state sales tax and if there any forms that must be filled out.

“The GSA SmartPay Travel Card takes some of the worry out of official government travel by letting  cardholders manage their travel needs with the touch of a button,” said David Shea, director of GSA’s Center for Charge Card Management. “They’ll always have tax exemption information and travel related services at their fingertips. Most importantly, cardholders can store AOPC information in the App, so reporting a lost, stolen or non-working card can be done immediately. No more waiting to fire up the computer.  GSA is pleased to offer this innovative technology to our cardholders.”

According to David Shea, Director of GSA’s Center for Charge Card Management, user feedback will be key to the further development of the Travel Card App. “We want to give cardholders as much helpful information as possible when they are in travel status. We look forward to hearing from users about what they would like to see further developed with the App.”

The GSA SmartPay Travel Card App is designed primarily for use in the United States and is available for iOS, Android and Blackberry devices through the Apple App Store , Google Play and Amazon App stores .

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

The payment is meant to go toward the purchase of the home and renovation costs but cannot exceed more than half of the home’s price. The home will also need to become a residence or habitual residence, not just a vacation home.

Europe’s pay-to-pee culture, explained

Paying for public toilets is the norm in Europe, but free bathroom advocates are bringing relief to tourists and locals.

Two summers ago, Pauline Frommer was at the train station in Dijon, France, when she had to run to the automatic bank machine for an emergency withdrawal. Her purchase couldn’t wait.

“ I needed a euro so I could pay for the toilet,” said the co-president and editorial director of Frommer Media , which publishes Frommer’s guidebooks.

As temperatures rise in Europe , travelers will need to stay hydrated to avoid heat-related illnesses. The more liquids they consume, the more bathroom breaks they will need. To avoid the wiggly dance, they should familiarize themselves with Europe’s restroom practices. While the mechanics are similar, the experience might cause culture shock.

“It is a surprise to have to pay,” Frommer said.

Public toilets are often affiliated with the local government or municipality. Visitors can find the facilities in train and bus stations, parks and gardens, and touristy areas. The restrooms can be traditional, with a row of stalls and bank of sinks, or a stand-alone cabin with a basin activated by a foot pedal. Look for the universal symbols: a pair of male and female figures. “WC,” the abbreviation for “water closet,” or some variation of “toilette” are also common.

During a recent trip to Europe , I found a slew of public toilets requiring a small fee — in the Berlin and Zurich train stations, by a cruise ticket booth on Lake Zurich, near the beach in Positano, Italy, and off the main square in Ravello, also on the Amalfi Coast.

“Europe has more public restrooms than we do,” said Kate Storm, a New York-based travel blogger who covers bathroom culture on her site, Our Escape Clause , “but you generally have to pay for them if they’re not owned by a private business.”

Pay-to-go facilities are typically cared for by an attendant or are self-cleaning. The fee, which helps cover maintenance, supplies and labor, is typically small change: 50 cents or a euro in a European Union country, one or two Swiss francs or 20 pence to a pound in the United Kingdom. Restrooms with additional amenities, such as changing rooms or showers, might charge a bit more.

Many destinations are moving toward a cash-free economy, and a growing number of lavatories accept credit cards. For the ones that don’t, you will need coins. Otherwise, you will get stuck on the wrong side of the turnstile or bathroom attendant.

Access fees for public toilets varies. Several cities have free facilities, such as London, which offers restrooms at National Rail stations ; Copenhagen , which eliminated the charge in 2013; and Paris , which has 400 “sanisettes,” or automatic public toilets. As of last year, Berlin has relaunched 100 renovated and complimentary toilets, according to the city’s official website.

Raymond Martin, managing director of the British Toilet Association , advocates for free and inclusive toilets. However, without government oversight, he said the toilets come with risks, such as a lack of safety, sanitation and functional equipment.

“Unfortunately in this country, like many countries, we have some miscreants … people who just can’t see anything bright and shiny,” he said. “So things start to get broken.”

Businesses adopt open-bathroom policies

Using a bathroom in a private establishment, such as a restaurant, cafe or shop, is trickier. Some businesses, especially in busy tourist areas, deter non-customers with “no public restroom” signs. However, cities facing a crush of visitors and a shortage of public lavatories are nudging businesses to open their restrooms to the general public.

A German initiative called Nette Toilette , or Nice Toilet, pays restaurants and stores a monthly subsidy of $64 to $107 in exchange for allowing people to use their toilets. The program, which launched in 2000 in the German town of Aalen, has expanded to more than 200 cities and 2,500-plus businesses in Germany and Switzerland. Participants place a red sticker with a smiley face in their storefront window. Visitors can also find the locations on the Nette Toilette app.

In London , the Community Toilet Scheme is a collection of businesses that grants people access to their bathrooms with no purse strings attached. The map includes such establishments as the Old Doctor Butler’s Head pub, Shaws Booksellers and a Nando’s, plus several UriLifts, a pop-up urinal.

Travel experts recommend shopping malls, restaurants and cafes that are so busy or big, they won’t notice you slipping inside to use the toilet. In his book “Europe Through the Back Door,” travel guru Rick Steves suggests dining spots with outdoor seating or fast-food joints. He said buying a token soda or fries is not necessary, though sometimes the bathroom door code is printed on the receipt.

Frommer has no qualms about sauntering into an establishment and asking to use their toilette, baño, banheiro or loo.

“If I needed to go, I would walk into a cafe or restaurant and just ask,” she said. “I’ve never been turned away in Europe, especially if you learn the phrase in the language of the place you’re in.”

Apps that map bathrooms

When you gotta go, you don’t really have time to waste time on a toilet scavenger hunt.

Thankfully, many tourist offices and information booths print or post maps with the bathroom locations. Some municipalities also provide this information online or in an app, such as Oslo and Rome , which has compiled a list of P. Stops that welcome tourists. Many of the maps also highlight accessible toilets for travelers with disabilities.

Companies that specialize in restroom development as well as tech entrepreneurs have created navigation tools for restroom seekers. JCDecaux, which designs free public toilets in more than a dozen cities in Sweden, unveiled an app called ToaSverige in 2021. It lists 100 toilets in Stockholm alone. HogeNood claims more than 9,500 sites in the Netherlands.

A few apps, such as Bathroom Scout and Flush , offer a broader sweep of the lavatory landscape. However, the crowdsourced data might be outdated, so don’t use these on a full bladder.

BYOTP and other tips

If you are traveling on a budget, strategize your bathroom visits. Use the restroom (twice if necessary) at every museum and cultural attraction you visit — the entry ticket includes the bathroom. At the train station, wait and use the latrine on board, though it might not be as pleasant as the one in the depot. Listen to your inner parent and use the bathroom after every meal.

Martin said some U.K. service stations on motorways and in train depots include a perk with their toilet admission: a discount on a candy bar, cup of coffee, doughnut or other small snack item. So, hang onto your receipt and cash in your coupon.

“I think only 20 percent of those tickets are redeemed,” he said. “So, it’s actually a very clever scheme.”

At some facilities, attendants resupply the rolls of toilet paper or hand out sheets. Spots with a less rigorous maintenance schedule might run out of the paper product. As insurance, Strong always carries a small packet of tissues.

“Bring some change, bring some toilet paper,” she said, “but don’t overthink it.”

Also, don’t go overboard with the toilet paper. Europe plumbing can be old, and you don’t want to be the traveler who clogs the public toilet.

“Americans are notorious for using half a roll of toilet paper at a time,” said Bob Cromwell, who runs Toilets of the World , an online resource.

You may see signs inside the bathrooms urging visitors to be thrifty with the toilet paper. The PSAs are typically written in English.

The best flight apps offer features that will alert you to price drops, let you search for cheaper travel times or help you find special pricing not found elsewhere.

Try one of these nine discount airfare apps and services that frequent flyers say work for them:

A good flight alert program can simplify the process of finding a deal. These services send emails or notifications whenever there is discounted airfare available to selected destinations, and Going is a favorite source for flight alerts. The company notes that most deals are 40% to 90% off normal prices and says most members save an average of $550 on economy flights.

“(It) is one of the best apps to use when searching for cheap flights,” says Alex Miller, CEO of UpgradedPoints.com. “It can narrow down what city you're located in and then alert you when a qualifying airfare, based on criteria that you set, is found.”

Users can choose from three tiers of service:

Free limited accounts receive alerts about deals on continental U.S. flights.

Premium plans cost $49 a year and include international and domestic economy flights as well as mistake fares and points and miles deals.

Frequent globetrotters may want to spring for the elite plan that provides alerts for economy, business and first-class flights as well as mistake fares from all U.S. airports. It costs $199 per year.

2. Skyscanner

Skyscanner has a free flight app that is compatible with both Apple and Android devices and provides pricing alerts when a good deal becomes available. The app is easy to use and allows you to set alerts for specific dates or routes.

Travelers can also use Skyscanner's calendar and charts to compare hundreds of flights for both international and domestic destinations. The app highlights flights that emit less carbon dioxide into the atmosphere, lets users mix and match flights from different carriers and offers a search option that allows travelers to find the best prices for flights originating from their chosen airports.

When you find a flight you like, Skyscanner will direct you to a third-party booking app to make the purchase. In addition to flights, users can search for hotels and car rentals using Skyscanner.

3. Dollar Flight Club

Dollar Flight Club is similar to Going, but it structures its plans differently.

Free accounts get alerted to deals from one departure airport while premium members can choose four departure airports for deal alerts on domestic and international economy flights. Premium membership costs $69 a year. There is also a Premium Plus+ membership that runs $169 per year and includes premium economy and business class deals as well.

The service says booking a single flight using Dollar Flight Club can provide a return of 10 times your investment and that the average savings on a Premium Plus+ flight deal is more than $700.

4. Google Flights

While not currently available as an app, Google Flights offers a simple online interface that allows you to search for flights to specific airports and then see a calendar view that shows when flights will be cheapest. It also has a price graph that allows you to see pricing trends over time.

“You can plug in your start city and then let Google Flights make suggestions on where to fly from there based upon the cost of airfare,” Miller says. That’s a useful tool for travelers with flexibility.

Once you find the right airfare, you'll need to find and book it directly with the carrier or through a third-party booking service.

The Hopper app comes with a variety of tools that can help you find and lock in the best price. It is free to download and use although some features, such as price freezes and the ability to cancel for any reason, come with a fee. However, its core service is to predict future travel prices, something Hopper says it can do with 95% accuracy.

That’s one reason it’s among the best flight apps, according to Kevin Raposo, founder of KnowTechie. He used it to book a vacation to Saint Lucia and says it couldn’t have been easier. “You can do it all at the push of a button,” he says.

For those just browsing on the app – which is available for Apple and Android devices – Hopper will color code flights using green, yellow and red to indicate which flights are most and least expensive.

Compatible with Android and Apple devices, Kiwi promises its app will provide travelers with exclusive offers and prices. It searches for the best rates from all available airlines to piece together the lowest-priced itinerary.

The free app also offers the opportunity to search for all deals from a specific airport, which can be handy for those who are ready to take a vacation but don't have a particular destination in mind. Within the app, users can get price alerts, access mobile boarding passes and view airport maps.

Kiwi also offers travel hacks that can save money, such as bookings with “hidden cities” and a Nomad tool for those who want to visit multiple cities. What's more, the app offers other travel services such as destination guides and the location of Wi-Fi hotspots.

7. ExpertFlyer

The ExpertFlyer website won’t win any design awards. It looks like something from the early days of the internet and even references now-obsolete Blackberry devices. But frequent flyers say that shouldn’t deter you.

“ExpertFlyer is another great tool, though admittedly it's for the more advanced flyer,” Miller says. “Rather than perform ordinary searches to uncover good airfare deals, you can set alerts and search by specific inventory on flights.”

That means that this service is intended for those who know where, when and with which airline they want to fly. If you have a specific route that you travel frequently, ExpertFlyer can help you find discounted fares.

A free version provides seat alerts while a paid pro subscription, which starts at $4.99 per month, comes with additional features such as the ability to search for awards and upgrades.

Airfare apps aren’t only for those booking vacations. Business travelers and their employers are often searching for a good deal as well. That’s the niche Onriva fills.

“We’ve built a platform to bring everything in one place (so) you don’t have to hop from site to site,” says Onriva founder and CEO Vajid Jafri. “This has never existed before.”

While other apps may make it possible to book from multiple companies, they typically serve as a digital travel agency. With Onriva, all bookings are made directly with an airline or other vendor through the app’s platform, which it says can provide savings of 20%. For added convenience, Onriva also provides customer service.

The app brings together travel options from more than three million suppliers and then uses artificial intelligence to learn user preferences and make recommendations.

Anyone with a business email address can sign up for an Onriva account, but you’ll have to request a demo to get pricing information.

9. Your Favorite Airline’s App

In your search for cheap flights, don’t overlook your favorite airline’s app. Booking direct can sometimes be the best option, according to Sandra McLemore, a travel industry expert and TV host.

“While these (third-party) apps may feel convenient and more user-friendly than other online booking options, buyer beware,” McLemore says. If you buy your tickets through that third-party app, you may find it difficult to receive customer service should any issues arise.

“An airline will send you right back to the app or online booking engine to receive service,” McLemore points out.

Also, by focusing your spending with a specific airline you may find it easier to accumulate frequent flyer miles, which you can redeem for free flights and therefore save more money in the long run.
