A new type of visit visa, specifically for jobseekers, has been announced by the UAE’s immigration authorities, that allows people to stay in the UAE for two, three or four months without needing a UAE-based individual or company to sponsor them.

What is the jobseeker visa?

In April 2022, the UAE cabinet announced a new UAE visa system, and one of the new entry permits introduced was the job exploration entry visa, which is aimed at attracting young talent and skilled professionals to explore job opportunities available in the UAE. As per the announcement, the visa will be granted to:

• Those classified in the first, second or third skill level as per the Ministry of Human Resources and Emiratisation (MOHRE). To find what skill levels are, click here . • Fresh graduates of the top 500 universities in the world. • The minimum educational level of the applicant should be a bachelor’s degree or its equivalent.

Where do I apply for the jobseeker visa in Dubai?

The General Directorate of Residency and Foreigners Affairs (GDRFA) is the authority responsible for issuing visas in the Emirate of Dubai.

You can apply for the visa in Dubai through two ways:

• Online through the GDRFA Dubai website - www.gdrfad.gov.ae or • Through an Amer Centre – which processes Dubai visa and residency applications on behalf of GDRFA.

If you wish to apply for the visa through any other Emirate, you would need to do so through the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP), here . 

How much does the Dubai jobseeker visa cost?

As per the website of GDRFA Dubai, this is a breakdown of the cost:

• 60 days: Dh555 • 90 days: Dh685 • 120 days: Dh815 • Financial guarantee (security deposit): Dh1,000

Required documents:

• Coloured photo • Copy of passport • Qualification certificate (attested)

You may also be asked to provide the following documents: • Health insurance, which covers the period of stay • Certified bank account statement • Copy of the return ticket – this is optional. • A copy of your home country’s national ID card.

1. You first need to visit the GDRFA website – www.gdrfad.gov.ae, where you will see a button for ‘Entry permits’ under the ‘Services’ section on the home page.

2. Click on ‘Entry permits’ and then on ‘Entry permit services’, to access the ‘New Entry Permit for Green Residence’.

3. You will then see a list of the new visas that have been introduced, including a service card titled ‘Issuing Entry Permit for (Single Entry) Job Opportunity’

4. Click on ‘Start service’, after which you will be directed to the login page. Select ‘individuals’ from the tab on the top of the screen, and then log in using your GDRFA online account details if you have an existing account, or tap on ‘Register now’ if you want to create a new account. You can also log in using your UAE Pass account , if you already have one.

5. Once you have logged in, you will be redirected to your personal dashboard on GDRFA. Click on the green ‘New application’ button, and then once again select the ‘Green residence for high-skilled workers’.

6. You will then be asked to fill out an application form with the following details:

• Applicant Information: Here, you will need to enter details like name, mobile number and email address. If you see a section to enter your name in Arabic, simply type your name in English and the system will automatically fill in the name in Arabic.

• Personal information: Under this section, you will need to provide passport details, details of your educational qualification, and family details.

• Address: You will be asked to provide your address within and outside the UAE.

7. Click on ‘Next’. You will then be asked to upload the necessary documents.

8. Make the payment.

Once you have made the payment, your application will be complete and sent to GDRFA.

According to the website of GDRFA, a text message and e-mail will be sent to you with the status of the application. If there are any missing documents, you will be notified to attach the missing documents within 30 days, and if they are not attached, the request will be automatically cancelled.

If your application is approved, you will receive the visa via email.

1. Head to one of the Amer service centers, you can find the complete list here by visiting this link: https://www.gdrfad.gov.ae/en/customer-happiness-centers#

2. Ask for the Dubai jobseeker visa application at the reception.

3. Next, fill in the application and attach the required documents and submit the application to the Amer Centre employee.

4. Pay the fees due for the service.

5. Receive the entry visa via e-mail.

Who is eligible for a part-time work permit in the UAE?

A UAE resident can work part-time in the UAE, whether they are currently employed or not. You are also eligible for the temporary work permit if you are a GCC national or expatriate employee living in the UAE on a work visa. 

Only those Expatriates or residents are eligible:

  • Age limit – 18 years. Anyone below the age limit can’t get a UAE part-time work permit. 
  • A valid residence visa in the UAE is mandatory. You have to be a resident of the Emirates to get a part-time work permit.
  • Applicants must have a permanent job and work permit. 
  • Expatriates are also eligible for a part-time work permit if they are in the UAE on a family visa.
  • Anyone holding a UAE tourist visa is not eligible for involvement in any part-time work job in the UAE.
  • If the person is over 65, they can not apply for a part-time work permit.

Can I get more than one job on a part-time work permit?

Yes, if you hold a part-time work permit, you have the option to engage in employment with another company at the same time. However, you must maintain part-time status at your original place of employment, working for less than eight hours per day. The terms and conditions of the new employment must align with those of the original contract to ensure visa validity.

Can anyone apply for a contract to find part-time jobs in the UAE?

It is important to note that only skilled workers are eligible for part-time contracts. Typically, eligibility requires a university degree or equivalent qualification. Alternatively, completion of a two or three-year diploma in a technical or scientific field may also qualify individuals.

Residents of the UAE holding family visas have the opportunity to pursue a second job. To do so, they must obtain a part-time work permit accompanied by a No Objection Certificate (NOC) from their sponsor. These permits are accessible to individuals aged 18 to 65, irrespective of gender.

However, individuals on visitor or tourist visas cannot apply for a part-time work permit.

How can I get a work permit for part-time jobs in the UAE? 

The process of getting a part-time or temporary work visa is straightforward. You need to obtain the permit from MoHRE (Ministry of Human Resources and Emiratization), and the process is typically the responsibility of the employer. You can apply for the visa through the  MoHRE  website  or in person at the offices. 

Please note that the permit is generally valid for six months. The permit for the part-time visa is AED 600 in total, and it includes the application fee (AED 100) and the approval fee (AED 500). The prospective employer will be in charge of paying the fees. 

The documents needed for the application for the part-time work permit are as follows:

  • A copy of both companies’ trade licenses (the current/primary company and the applying/secondary company)
  • A color photograph with a white background of the employee
  • A copy of the employee’s passport
  • If academic qualification is required (post-secondary diploma, university degree or equivalent), a copy thereof which should be authenticated by the Ministry of Foreign Affairs shall be attached
  • A letter of approval issued by the competent authority shall be attached if so required (doctor, pharmacist, nurse and teacher)
  • A copy of the contract
  • No objection certificate from the old sponsor/primary sponsor
  • A copy of the worker’s visa that includes the sponsor or establishment name that must be valid for more than 6 months

However, immigration has increased its inspections and checks at UAE airports  in an effort to  identify job searchers who arrive on a visiting visa.

There were instances reported when Indian passengers were not allowed to board their Dubai flight. The first was on May 15, when a passenger landed at Dubai Airport and was asked to present his documents. He had AED3,000 and a return ticket but lacked proof of accommodation.  And  the other incident took place on May 20 when another passenger was not allowed to enter the Cochin International Airport.

Authorities are making sure that tight entrance requirements are obeyed. Some travellers said they were detained at Indian airports while others were stuck at Dubai airports. Before boarding a trip to the emirate, passengers with visitation visas for Dubai are advised to have Dh3,000 in cash, a valid return ticket, and verification of their lodging.

No Reimbursements Or Rescheduling For The Stuck Passengers

Further, airlines have started enforcing the tight rule that holders of visiting visas must have hotel reservation paperwork and AED5,000 to cover their expenditures. Hundreds of travellers were unable to board the flight after arriving at the airport.  In fact,  they were denied even after sharing the contact details and addresses of their friends and family living in the UAE. No reimbursements were issued to passengers whose flights were cancelled, and they were not permitted to reschedule. Further, a lot of them stood in queues for hours at the airport.

UAE Offers 3 kinds of Visiting Visa—14 days, 30 days and 90 days. The 14-day visa is available for single-entry permits but does not have an extension possibility. But the 30 and 90-day visa can be extended but only for two times!

UAE's visiting visa rules: What has changed, what should travellers keep with them

Dubai: The latest guidelines regarding the UAE visiting visa have become a matter of concern for many who were planning a trip to the country. Affi Ahammad, MD of Smart Travels said that the passengers should keep all the documents ready at hand to be produced at the airport, to ensure hassle-free travel. The guidelines state that the passengers arriving in the country on a visiting visa should carry: 1) A valid return ticket 2) Address of friends or relatives with whom they plan to stay. It's better if they travel from India with the relative with whom they are going to stay 3) Passport with a validity of six months 4) Copy of their Emirates ID 5) 5000 dirhams in account or equivalent amount as currency

Meanwhile, the guideline that one should carry a bank statement for the last six months isn’t strict. Also, if not 5000 dirhams, they should have at least 3000 dirhams with them or possess a credit card with the stipulated limit. Rules relaxed in 2020, but... The above rules existed earlier too, but they were relaxed in September 2020. The directives were repealed when the travel agencies expressed concern that it would disappoint job aspirants who wish to come to the UAE and that it would adversely affect the businesses. However, now, many are troubled that the government has made it stricter again. Many passengers, including Malayalis, who failed to fulfil these guidelines or produce necessary travel documents were detained at the Indian airports and were not allowed to board the planes.

Some others who managed to land in Dubai were reportedly detained by the immigration authorities there. The government’s move to make the visit visa guidelines stricter has quashed the dreams of many youngsters who were eager to find a good job in the UAE. People who belong to families that aren’t financially sound have struggled to arrange the money for purchasing visas and air tickets. Now, they can't arrange Rs 68,000 more so that they could adhere to the directives. In the beginning, the passengers were reportedly detained at the Dubai airport. However, now, checking has been made stricter at the Indian airports too. It was reported that a few passengers who hail from the Idukki district in Kerala were detained like this and sent back to India. But, the Dubai immigration authorities haven’t issued any official statement regarding this.

No new vacancies, boost for tourism The number of job seekers who arrive on visiting visas has gone up significantly, especially after the COVID-19 outbreak. Since the vacant posts were filled as soon as the pandemic subsided and the financial sector was recovering slowing, new vacancies weren’t created. Currently, hundreds of job aspirants are in UAE, trying hard to land a job. Among them, most Keralites are highly educated and experienced too. Inspections are conducted regularly at the airports in Dubai to ensure the safety of the passengers. Lots of cases have been reported for overstaying. Experts in the travel and tourism industry observe that the latest actions by the authorities would only boost the tourism sector in the Emirates. They say that strict inspection would make the immigration procedures transparent and would save the passengers from difficulties caused by miscommunication.

Most didn't have address proof The passengers who were detained at the airport in Dubai were the first batch of flyers who faced a crisis as they couldn’t produce proper travel documents. Even though most people could prove that they had the stipulated amount at hand, they failed to provide the address proof of relatives or other accommodation details. When some of them said that they were residing with their relatives, the officials inquired about their address and Emirates ID. But, the passengers had to return as they couldn’t produce these details. Meanwhile, some others had to wait at the airport for hours before returning. These people had to suffer such hardships at the airport as they weren’t informed about the guidelines by the travel agents. However, the travel agents say that they too had no idea as these weren’t stricter earlier.

A new 10-year UAE ‘Blue Residency’ announced recently could create hundreds of job opportunities for those who care about the environment, experts have said. The long-term visa will help climate advocates balance their passion for the environment and job security.

Dr Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment, said the visa will attract talents in the field of sustainability and climate champions from all over the world.

An expert said the visa is expected to generate employment opportunities for those who are trained or educated in areas of sustainability. These include environmental scientists and researchers, according to Libbie Burtinshaw, head of Operations at business formation and support provider PRO Partner Group. “The new visa will, of course, attract new talent to the region, but it is also expected to offer an additional element of security to existing residents, who may find themselves eligible.”

Another expert listed the sectors where jobs would be created as a result of the visa. Azeem Zainulbhai, co-founder and chief product officer at talent-on-demand platform Outsized, said the long-term residency will boost jobs centred around environmental sustainability:

- Environmental, conservation, and governance (ECG) sector: Roles dedicated to formulating policies and practices that advance environmental governance and regulatory frameworks.

- Sustainable development: Professionals will drive efforts to merge sustainability into various industries, balancing economic growth with ecological preservation for future generations.

- Marine life conservation: Positions related to the preservation and restoration of marine ecosystems, including research, monitoring, and active conservation projects.

- Climate action: Employment in this area will be aimed at supporting international climate objectives, including carbon reduction and the promotion of renewable energy sources.

“These roles will play a pivotal role in positioning the UAE as a frontrunner in sustainability and environmental conservation,” said Zainulbhai.

The UAE Cabinet had earlier asked sustainability advocates and experts to apply for the Blue Residency through the Federal Authority for Identity, Citizenship, Customs, and Port Security. However, it’s not immediately clear if the applications are open yet.

Green skills

According to the government, the 10-year visa is open to individuals who have made contributions to environment protection. These include marine life, land-based ecosystems, air quality, sustainability technologies or circular economy. It will be granted to members of international organisations, associations and non-governmental organisations, global award winners, and distinguished activists and researchers.

Zainulbhai said candidates for the Blue Visa must be well-versed in a variety of specialised fields. “Essential expertise includes environmental sciences, sustainable development practices, marine biology, and policy-making related to climate action and conservation.”

The expert sees the visa enhancing opportunities for freelancers and consultants in the UAE. “The Blue Visa significantly enriches prospects for freelancers and consultants specialising in the environmental and sustainability sectors. By offering extended residency options, it provides these professionals with a stable and attractive base to operate within the UAE, fostering both personal growth and professional development.”

Job flexibility

The UAE has multiple long-term residency options for eligible residents. These include 10-year Golden Visas for investors, entrepreneurs, scientists, outstanding students and graduates and humanitarian pioneers, among others. A five-year residency called Green Visas are available for skilled professionals, freelancers, investors and entrepreneurs.

Long-term residency options like these align with global trends in remote and flexible working arrangements, according to Zainulbhai. They respond to the growing demand for work-life balance and job flexibility.

“The UAE leverages this trend by providing long-term residency benefits, which include robust infrastructure, attractive tax incentives, and progressive governmental policies, positioning itself as a premier global destination for dynamic and flexible talent,” he added.

Planning A Dubai Visit? Comply With UAE's New Visa Rules Or Face Issues

D ubai has instituted some changes in its visit visa rules, urging travellers to carry Dh3,000 cash, a valid return ticket, and proof of accommodation boarding a flight, Khaleej Times reported on Thursday citing travel agencies. Several Indian tourists who failed to comply with these guidelines were either denied boarding or found themselves 'stuck' at the airport.

According to the Khaleej Times report, authorities are ensuring these strict entry guidelines are followed. Firoz Maliyakkal, founder and CEO of Tahira Tours and Travels, told the media outlet: “People travelling to Dubai must have a valid visa with a passport having validity of at least six months. One must carry a confirmed return ticket. These are checks that are being done earlier.”

Maliyakkal further added that authorities are ensuring a traveller has enough money as 'proof of funds to sustain your stay in Dubai'.

“The amount is any currency equivalent to Dh3,000 in cash or credit card. One has to provide a valid address proof of accommodation in the UAE; it can be either a relative's or friend’s home or a hotel booking,” he told Khaleej Times.

Another travel agent said that this step will positively impact the tourism sector of the emirate and ensure people don't overstay.

“Stringent checks provide transparency and prevent any discrepancies for people travelling to the UAE," he told the Dubai-based outlet.

Khaleej Times also quoted travellers saying they were not allowed to board or were stranded at the Dubai airport. Local media outlets further stated that airlines are making sure that visiting visa holders must have hotel reservation paperwork. Passengers whose flights were cancelled were not allowed to reschedule.
